BANGSAMORO PUBLIC HEARINGS

Rodriguez to IPs in Bangsamoro: ‘Do not worry. IPRA will be applicable’ Last of two parts By Carolyn O. Arguillas of MindaNews

U P I , Ma g u i n d a n a o – – Cagayan de Oro Rep. Rufus Rodriguez, chair of the 75-member Ad Hoc Committee on the Bangsamoro Basic Law (AHCBBL) and 10 other members came to the hearing attended mostly by IPs. The participants were clearly divided between those who are supporting the BBL without reservations and those supporting it with reservations, in the messages delivered not only through their representatives but also through their tarpaulins and sack streamers, and by their applause

RUFUS upon hearing a key word. According to an IP Dev 2013 survey among 80 barangays in 12 towns “with sizeable IP population” in the mainland of the ARMM the total Lumad population there is 117,189, with

the Tedurays numbering 110,559, followed by the Lambangian with 3,139, the Dulangan Manobo with 2,904, Higaonon with 161 and 17 other ethnic affiliations with less than a hundred each. The ARMM has a population of 4.7 million as of 2013, according to its website. BTC C ommissioner Ulama said IP leaders held consultations after IPRA was passed in 1997. He recalled that three months the National Commission on the Indigenous Peoples (NCIP) was established, they submitted a resolution to its central office, copy furnished Malacanang, to implement IPRA in the ARMM but they got no

response. Fatima Kanakan, Executive Director of the Office of Southern Cultural Communities (OSCC) in the ARMM, said “IPRA in truth and in fact was adopted in the ARMM through Resolution 269 of the RLA (Regional Legislative Assembly) way back in 2003.” She said the problem is that “the NCIP failed to devolve its functions in the ARMM so we cannot move with the delineation process and all aspects of identification, delineation” and blamed former NCIP commissioners like Unsad. Kanakan’s statement at the public hearing drew an angry reaction from Fr. Eliseo Mercado, See WORRY, page A7

SOLDIERS and paramilitary men are suspected in the killing of two people, including a Manobo leader, and disappearance of two farmers in the bordering provinces of Agusan del Sur and Surigao del Sur in the Caraga region, which are undergoing massive military operations. The Caraga region is in the northeastern portion of the island of Mindanao. Urgent Alerts sent by Karapatan Caraga on Oct. 26 identified the suspected perpetrators as operating troops of the 2nd Scout Ranger Battalion based in St. Christine, Lianga, Surigao del Sur under Lt.Col. Jesus Durante, the 36th Infantry Battalion, the 3rd Special Forces Battalion under the 401st Brigade, members of the Citizens’ Armed Forces Geographical Unit (Cafgu), and members of the paramilitary group of Calpit Egua. The Urgent Alert said that in the early morning of Oct. 24, villagers saw soldiers of the 2nd Scout Ranger Battalion on foot patrol in Upper Oregon, Logdeck, San Isidro, Lianga. Around 17 of them, including paramilitary men under Datu Calpit Egua proceeded to the adjacent sitio Cabalawan, still in San Isidro. At around 7 a.m., Henry Alameda, 44, resident of sitio Cabalawan and council member of the Malahutayong Pakigbisog Alang sa Sumusunod (Mapasu), had just finished breakfast when three men armed with M14 and M16 rifles forced their way in and dragged Henry out toward the forest. 2) Using unregistered, unlicensed equipment- Studio to Transmitter Link (STL); 3) Runaway Shop: Illegal act committed by management during a labor dispute especially during the conduct of the RMN Employees Union lawful strike. “We are challenging the NTC to stop RMN Davao from airing its AM frequency illegally. Their actions violate NTC regulations and they are also in violation of our right to strike,” Hitgano said. In a separate press conference held last week by the RMN management, Daugdaug reasoned out that their

continued broadcast is part of their “duty” to provide news, information and entertainment to the public. Read related story: Radio station manager says alleged ‘illegal broadcasting’ is fulfillment of ‘duty’ Since the strike last October 1, four negotiations were facilitated by the National Conciliation and Mediation Board. According to Hitgano, the negotiations failed “because of management’s refusal to replace vacated positions by regularizing contractual employees, in adherence to the CBA.” “Our position is clear: there are qualified contrac-

tual workers in RMN Davao who are due for regularization. Replace the vacated positions by regularizing them and not resort to external hiring of “talents,” Hitgano added. The union also hit the management for “retaliatory actions” against the strikers through by attacking the strikers “on air”. “The management is basically sanctioning these forms of harassment. We are here to tell RMN that their actions do not contribute to a just resolution of the strike. We will fight until we win,” Hitgano said. (davaotoday.com)

aggressive children who take on high status roles may use bullying as a way to enhance their social power and protect their prestige with peers, and Some children with low social status may use bullying as a way to deflect taunting and aggression that is directed towards them, or to enhance their social position with higher status peers Bullying thrives in schools where faculty and staff do not address bullying, where there is no policy against bullying, and where there is little supervision of students—especially during lunch, bathroom breaks, and recess. Models of bullying behavior are prevalent throughout society, especially in television, movies, and video games. When children are aggregated together, they associate with others who are similar to them or who have qualities or characteristics that in some way support their own behaviors. Roles of 21st Century Teachers By Carmencita Garcia Teacher lll Maramag Central Elementary School

There are varied roles of a 21st century teacher to wit: • The Controller: The teacher is in complete charge of the class, what students do, what they say and how they say it. The teacher assumes this role when new language is being introduced and accurate reproduction and drilling techniques are needed. • The Prompter: The teacher encourages students to participate and makes suggestions about how students may proceed in an activity. The teacher should be helping students only when necessary. When learners are literally ‘lost for words’, the prompter can encourage by discreetly nudging students. Students can sometimes

lose the thread or become unsure how to proceed; the prompter in this regard can prompt but always in a supportive way. • The Resource: The teacher is a kind of walking resource center ready to offer help if needed, or provide learners with whatever language they lack when performing communicative activities. The teacher must make her/himself available so that learners can consult her/him when (and only when) it is absolutely necessary.. • The Assessor: The teacher assumes this role to see how well students are performing or how well they performed. Feedback and correction is organized and carried out.

• The Organizer: Perhaps the most difficult and important role the teacher has to play. The success of many activities depends on good organization and on the students knowing exactly what they are to do next. Giving instructions is vital in this role as well as setting up activities. • The Participant: This role improves the atmosphere in the class when the teacher takes part in an activity. However, the teacher takes a risk of dominating the activity when performing it. • The Tutor: The teacher acts as a coach when students are involved in project work or self-study. The teacher provides advice and guidance and helps students clarify ideas and limit tasks.

Arsenic in Rice? There is a possibility that the country’s rice supply contains arsenic, a toxic substance dangerous to the public’s health. Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro City) explained that arsenic is a poisonous substance, which may be absorbed by all plants, but is more concentrated in leafy vegetables, rice, apple and grape juice, and seafood. There may be an ounce of truth that humans could be exposed to arsenic mainly through food and water, particularly in certain areas where the groundwater is in contact with arseniccontaining minerals. Indeed, there is now a need for the House Com-

Rodriguez cited the recommendation of Codex that arsenic in rice must not exceed 0.2 mg/kg to protect consumers from excessive exposure. “According to Codex, rice can take up more arsenic than other foods and due to its high consumption can contribute significantly to arsenic exposure,” Rodriguez said. Dad urges strict implementation of laws in cemeteries in C. de Oro Bukidnon • Camiguin • Lanao del Norte • Lanao del Sur • Misamis Occidental • Misamis Oriental

By CRIS DIAZ Executive Editor

CAGAYAN de Oro City–– Local officials on Tuesday urged the local police to implement strictly the city ordinances in all cemeteries during the observance of the All Souls Day and All Saints Day here. City Councilor Ramon G. Tabor, chair of the council committee on police, fire, and public safety, reminded the police that there are prohibitions that should be complied with all those who would go to the cemeteries on Nov. 1 and Nov. 2. He said that the City Codified Ordinance prohibits selling and drinking of intoxicating liquor, gambling in any form, playing with radio, radio cassette and all other electronic sound devices which could disturb those who are performing services for the departed inside the public cemeteries. Tabor urged the city’s police force to adopt measures that would ensure that those who go to the cemeteries would not bring any prohibited items such as bladed weapons other than items used to refurbish and clean graveyards. According to Tabor, the local laws that anybody who violates the ordinance would be penalized with a fine of not less than P 500 or more than P 1,500. In case of imprisonment, the violator could suffer an imprisonment of not less than one month and 10 days nor more than four imprisonments or both fine and imprisonment at the discretion of the court, Tabor said. ‘Oplan Ligtas

Biyahe sa Undas’ The Land Transportation Office (LTO) in Northern Mindanao has launched “Oplan Ligtas Biyahe sa Undas” in preparation for the observance of All Souls Day next week, a senior LTO official said on Tuesday. Nelson Manaloto, the assistant LTO regional director, said that the operation started Monday with the deployment of personnel to monitor bus terminals in Northern Mindanao. He said that the LTO teams will examine the road worthiness of all buses, jitneys, vans, and other public utility vehicles plying in various points in the region. He said that the LTO wants that all public utility vehicles could meet all the safety requirements to ensure the safety of passengers. “Our concern is the safety of the travelers during the observance of the All Souls Day and All Saints Day,” Manaloto said. In Cagayan De Oro City, he said, the LTO has deployed five teams to monitor some of the largest bus terminals in the city’s west and eastbound terminals including the bus stops in the city’s east district in Puerto. Safety tips The Philippine National Police (PNP) regional command on Tuesday issued safety tips for revelers in various public cemeteries in Northern Mindanao during the observance of the All Souls Day next week. Revelers should bring sufficient food and water and should remember that liquor and selling foods inside the cemetery is prohibited, PSupt.Bernardo

in the cemetery clean by bringing with them plastics for garbage. He said that the PNP would also operate first aid stations and PNP booths for those who need emergency police assistance during the All Souls Day.

Military chief apologizes for ignoring peace, other council Zamboanga del Norte | Zamboanga del Sur | Zamboanga Sibugay | Dipolog City | Dapitan City | Pagadian City | Isabela City | Zamboanga City

S

ULU – Philippine military chief General Gregorio Pio Catapang has publicly apologized to the Sulu provincial government and other officials for not coordinating with the peace and order council in connection to the recent release of a pair of German yachters by the Abu Sayyaf. General Catapang, accompanied by dozens of senior military officials led by Lieutenant General Rustico Guerrero and Rear Admiral Reynaldo Yoma, flew to Sulu on Friday (October 24) and attended a public dialogue where he made the apology. The dialogue was the offshoot of a meeting on October 20 by representatives of various civil society groups and different sectors with Sulu Governor Toto Tan, who heads the Provincial Peace and Order Council (PPOC) and its ad hoc special action committee handling the hostage crisis. Governor Tan said the PPOC and the crisis committee only learned about the release of the hostages after the media broke out the news. “We were not informed about that the hos-

tages were already rescued and it was only through media reports that we became aware that they were rescued and (already) in the custody of the Armed Forces (of the Philippines),” he said. “We would like to apologize to the people of Sulu for any shortcomings during the law enforcement operations in pursuit of the Abu Sayyaf group to retrieve the Germans and other hostages,” General Catapang said. He also apologized for not immediately informing the PPOC and the crisis committee about the release of the German hostages and vowed to work closely with the civilian authorities. Governor Tan praised General Catapang for his humility and sincerity when he apologized in front of a huge crowd. And Vice Governor Tan said that it was the first time that the Chief of Staff of the Armed Forces of the Philippines has apologized to the people of Sulu. “Umaasa kami na magiging maganda na ang sitwasyon (sa Sulu) sa mga darating na panahon,” he said. Jolo Mayor Hussin Amin also quizzed General Cata-

pang on the impression that the military is abetting the enemy when reports of ransom payment to the Abu Sayyaf broke out. General Catapang said their only focus is the safe rescue of the hostages not involving any ransom. The German hostages were recovered by policemen in Patikul town, but were whisked away by soldiers and brought them to a military base in Jolo town and not even Mayor Hussin was informed about the release of the foreigners. General Catapang said a cease-fire with the Abu Sayyaf is possible, but the militants must first release all their hostages. “That is possible, but they need to release all hostages first. Sayang ang buhay ng mga batang iyan. Pagtulungan nating sila ay magbago,” he said after a Muslim teacher asked him whether the military is open to a truce with the Abu Sayyaf group. Mayor Amin suggested that Sulu province hold a peace and economic summit participated by officials both in local and national governments to tackle various issues and further unite

development efforts here. General Catapang, in demonstration of his commitment towards peace and progress, pledged to solicit development projects for Sulu. He even cited the marketing potential of sweet mangosteen (Garcinia mangostana) and lanzones (Lansium domesticum) and other fruits in Sulu. He also directed military commanders to work closely with local government officials in identifying problems in their communities and help them in development projects and other social interventions that will address directly the issues. Vice Governor Tan said the provincial government is ready to work hand in hand with different organizations to sustain peace and progress in the province. “We will do our part by working closely with different organizations. We also believe that we can solve these problems by helping each other,” he said. Another Abu Sayyaf faction is also holding a Malaysian fish breeder Chan Sai Chuin, 32, who was kidnapped along with a Filipino See military, page A7

School-based management By Carmencita Garcia Teacher lll Maramag Central Elementary School

School-based management (SMB) is a strategy to improve education by transferring significant decision- making authority from state and district offices to individual schools. SMB provides principals, teachers, students and parents greater control over the education process by giving them responsibility for decisions about the budget, personnel, and curriculum.Through the involvement to teachers, parents, and other community members in these key decisions, SMB can create more effective learning environments for children. HOW DOES SMB AFFECT THE ROLES OF THE SCHOOL BOARD AND THE SUPERINTENDENT AND DISTRICT OFFICE ? The school board continues to establish a clear and unifying vision and to set broad policies for the district and the schools. SMB does not change the legal government of the schools, and school boards do not give up authority by sharing authority. The

board’s role changes little in conversion SMB. The superintendent and his or her district office staff facilitate the decisions made at the school level, and provide technical assistance when a school has difficulty translating the district’s vision into high-quality programs. Developing student and staff performance standards and evaluating the schools are also the responsibility of the district staff. The district office will generally continue to recruit potential employees, screen job applicants, and maintain information on qualified applicants from which the school fill their vacancies. The district office may also specify curricular goals, objectives and expected outcomes while leaving it up to the schools to determine the methods for producing the desired results. Some districts leave the choice of instructional materials to the schools, whereas others may require schools to use common texts.

worker on June 16 this year from a fish farm in the town of Kunak in Tawau District. The militants are demanding 3 million ringgits (P41 million) for the safe release of the fish breeder. It is also holding captive a Malaysian policeman Kons Zakiah Aleip, 26, who was seized on June 12 also this year following a clash in Sabah that killed another policeman. The militants are demanding 5 million ringgits (P68.3 million). The militants are still holding hostage a 64-year old Japanese treasure hunter Katayama Mamaito, who was kidnapped from Pangutaran Island in July 2010; and two European wildlife photographers Ewold Horn, 52, from Holland; and Lorenzo Vinciguerre, 47, from Switzerland, who were taken captive in the coastal village of Parangan in Panglima Sugala town in the southern Tawi-Tawi province in 2012. And several Filipinos kidnapped in other provinces and brought to Sulu. The military said the militants are hiding in civilian communities and have moved their hostages from one hideout to another making it extremely difficult for security forces to track them down. former Notre Dame University President and a consultant at the Institute for Autonomy and Governance. Mercado posted on his Facebook wall that the RLA resolution was just a resolution and did “not enshrine the four bundles of rights that make and shape the soul and flesh of IPRA.” Kanakan responded to Mercado’s post by saying the ARMM was not remiss in having IPRA implemented in the ARMM and maintained there was no parallel action on the part of the NCIP to implement IPRA. IPRA’s status in ARMM ARMM Executive Secretary Laisa Alamia told MindaNews the RLA resolution on IPRA a decade ago had “never been implemented.” “There’s no NCIP in the

ARMM. The OSCC which is the agency in charge of IP affairs, is not authorized under the law to implement IPRA, particularly on ancestral domain,” she said. Alamia said the framers of IPRA did not consider the structure and system in ARMM when it was passed in 1997, seven years after the ARMM was established. “In the ARMM, all land titles (cadastral survey, CLOA, etc) are finally approved and signed by the Regional Governor (RG). IPRA is silent on this. It’s either IPRA is amended to take into consideration the ARMM/Bangsamoro structure or an IPRA law is passed in ARMM/Bangsamoro,” she said. The administration of Governor Mujiv Hataman gave hope to the IPs in September 2013 when he and NCIP chair Leonor Oralde-Quintayo agreed to sign a Memorandum of Agreement (MOA) for the implementation of the provisions of IPRA especially those that are related to the ancestral domain delineation, supposedly as part of a confidence building measure for affected IPs in the Bangsamoro peace negotiations. But the MOA signing did not push through and after the Annex on Power-Sharing was signed in Kuala Lumpur in early December 2013, the IPs said in a Declaration that they were “surprised that all provisions for the IP agenda in the peace process were devolved entirely by the GPH to the ‘exclusive power’ of the Bangsamoro without consideration to our positions submitted to the GPH and MILF since 2005, and to the present through the Bangsamoro Transition Commission.” Alamia explained that the MOA was not signed because “IP groups submitted a position paper/petition to stop the MOA signing.” “What RG did was to let their (IP) Council of Leaders agree muna among themselves and thresh out their issues before the MOA can push through. Merong (IPs) for the MOA pero merong ding against the MOA. We’re caught in the middle. In the meantime, status quo. We’ve also increased the

programs and projects in the Upi towns (main, north and south), and resolved their intra-ethnic ridos or responded to rido-induced displacement. Meron ding Maguindanaon vs Teduray rido. And it’s usually land conflict,” Alamia said. On January 10 this year, the NCIP en banc passed Resolution 06-001-2014 “to address the condition of the Teduray, Lambangian and Dulangan Manobo for the recognition and protection of their rights to the ancestral domains.” The resolution said Mindanao is “home to the Indigenous Peoples belonging to the Teduray, Lambangian and Manobo Dulangan ICCs/IPs with identified ancestral domains” and that as of that date, “despite the passage of the IPRA, the fight for recognition of the IPs’ ancestral domain has remained a challenge for the said communities, given the political atmosphere in the areas where they are located.” The resolution directed the regional office of the NCIP to “act on the applications and facilitate the processing of the CADT applications of the aboveidentified communities, including exploring areas of collaboration with and/or engaging in a partnership with CSO,s NGOs, LGUs and other stakeholders to realize the goal of issuing CADTs to the applicant communities.” The resolution was immediately shared by Unsad through Facebook on January 13. When anthropologist Oona Paredes asked for which communities, Timuay Alim Bandara said the resolution was “for the unified CADT application of the Teduray, Lambangian and Dulangan Manobo in portions of Maguindanao, ARMM filed at NCIP in September 2005, with an estimated land area of 201,850 hectares.” Since there is no NCIP office in the ARMM, the task was given to the NCIP in neighboring Region 12 which is implementing the resolution. Alamia, a lawyer and former chair of the ARMM’s Regional Human Rights Commission, said there

is a conflict of law in this situation. “RA 9054 (the law governing ARMM), together with ARMM Administrative Code vs IPRA. Which prevails? Under RA 9054, it is the regional government that has jurisdiction over ARMM, including IP concerns. But the provisions do not include the provisions that are found under IPRA with respect to CADT. How do we reconcile this in the meantime? NCIP can implement IPRA in the ARMM but to do that it has to go into MOA with ARMM. It cannot just get into ARMM and do it’s mandate without respecting the autonomy given to ARMM as enshrined in the Constitution and under RA 9054. Meanwhile, the IPs are waiting. (Carolyn O. on to a post and refused to go with the men. One of the men then shot him in the chest, while another shot him in the head. Later that same day, at 8 p.m., in San Lorenzo village, Prosperidad, Agusan del Sur, around 15 armed men arrived. Eight of them went to the house of village chairman Alejandro “Undo” Dumaguit. The men ordered Dumaguit to come out of the house, then after a moment, opened fire. Dumaguit’s 13-year-old daughter Elejen was hit on the stomach. Her brother Aldren, 21, tried to cover her, and he, too, was hit and instantly killed. Dumaguit identified one of the shooters as Waway Belandres, a member of the paramilitary group of Calpit Egua. Meanwhile, seven of the armed men went to the adjacent houses of Alfredo and Victor Undayon and opened fire. Alfredo’s son Enggoy, 16, opened the window upon hearing gunshots and one of the men fired at him but missed. He then dragged his sister Lynlyn, age eight, to safety. Alfredo, who was outside with his neighbour Arsenio, tried to run to safety but he was hit on the elbow. After five minutes of indiscriminate shooting, the men left the village.

To finance the project, FEDARCCO will borrow P20 million from the Land Bank of the Philippines through the Department of Agrarian Reform-Agrarian Production Credit Program (DAR-APCP) if subsidy

from the national government cannot be availed of, it was gathered. This DAR-DA-LBP initiative in the province has targeted to plant cacao in over 5,000 hectares between 2014-2016 to benefit thousands of farmer-beneficiaries. Agusan del Norte Provincial Agrarian Reform Program Officer Andre Atega said this venture will contribute to the increase in income of agrarian reform beneficiaries as it will maximize production in CARP-awarded coconut lands through inter-cropping with cacao.

Soldiers are also suspected in the disappearance of abaca farmers Elde Martinez, resident of sitio Sangay, Libas Sud village, San Miguel town, and Jojo Tejero, resident of sitio Logdeck, San Isidro village, Lianga town. Both towns are in Surigao del Sur. On Oct. 22, soldiers were seen in Sitio Kapatagan, San Roque, San Miguel, Surigao del Sur. On Oct. 23, the two men went to Sitio Kapatagan to harvest abaca and were not seen since. Their families feared that they were forced as guide

by the soldiers, or were already killed. Karapatan-Caraga said that Mapasu is a Lumad organization strongly protesting against mining operations and land conversion and plantations. In its urgent alerts, Karapatan-Caraga said that the killings and disappearances were “part of the AFP’s anti-insurgency campaign Oplan Bayanihan to ensure the entry and operations of large-scale mining and plantations in Caraga.” (http://bulatlat. com)

NCAE: Epektibo sa kursong pipiliin? By Teresa P. Mingo, Ph.D. Cagayan de Oro National High School Cagayan de Oro City

Malaysian company eye Bangsamoro investment By Bong S. Sarmiento

D

AVAO City - Malaysian companies are looking to invest in oil palm and rubber plantations in the envisioned Bangsamoro region as part of Kuala Lumpur’s continuing support to the peace process, officials said. Malaysia brokered the peace talks between the government and the Moro Islamic Liberation Front. The parties signed last March the Comprehensive Agreement on the Bangsamoro (CAB), their final peace deal after 17 years of negotiations. The Bangsamoro region

will replace the Autonomous Region in Muslim Mindanao as envisioned by the CAB. Har Man Ahmad, senior manager for ASEAN unit and former Embassy of Manila Trade Office (MATRADE Manila) commissioner, said the potential Malaysian investments in the Bangsamoro would help alleviate the plight of its people. “Peace is a very important factor [in putting up an investment],” he said in a press conference. Ahmad said that Malaysian investors are eyeing a joint venture scheme with their Filipino counterparts

in the possible development of more oil palm and rubber plantations in the Bangsamoro and other parts of Mindanao. According to the oil palm industry profile prepared by the Mindanao Development Authority in October 2011, the country has about 55,000 hectares of land planted with oil palm, 80 per cent or 44,000 hectares of them in Mindanao. For rubber, the island reportedly has 137,000 hectares as of 2011. A joint Filipino-Malaysian venture in the palm oil industry has existed in Mindanao through the Agumil Philippines Inc. At least 51 Malaysian companies are currently here for the 2nd BIMP EAGA-IMT GT trade fair in a bid to forge partnerships with Mindanao investors and those from the other participating countries. “We [also] want to explore business opportunities through direct supply, distribution or partnerships,” Ahmad said. BIMP EAGA stands for Brunei Darussalam, Indonesia, Malaysia, the Philippines-East ASEAN Growth Area, an initiative launched in 1994 to accelerate the growth of less developed areas of the participating countries. IMT GT stands for Indonesia, Malaysia, Thailand Growth Triangle, which was formed a year ahead of BIMP EAGA. Nyaee Ayup said they are aggressively promoting the Malaysian products and services closer to the BIMP EAGA market, which they considered as an important sub-region in Southeast Asia. She noted that Mindanao offers a lot of opportunities, especially that the government and the MILF have reached a final peace agreement. “Mindanao is a new market to us,” Ayup told reporters. The major Malaysian companies that took part in the trade fair include Labuan Corp, TNB Remaco and MDS Consultancy Group Sdn Bhd. The others were Duha Edar Sdn Bhd, Azaib Holdings Sdn Bhd, Ambang Dorongan Sdn Bhd, Millions Star Trading Sdn Bhd, I-Tim Holdings Sdn Bhd, Forest Interactive Sdn Bhd and Adtech Malaysia Sdn Bhd. These companies represent various sectors from food and beverages, health and beauty products, repair and maintenance technical services and consultancy, among others. “There are a lot of trade potentials in BIMP EAGA, which member countries can explore given their vast natural resources,” Ayup said in a statement. The top performing goods traded from the region include coal, seaweeds and agricultural products from Indonesia; tuna, banana and pineapple from the Philippines; timber and palm oil from Malaysia; and petroleum from Brunei. ista Residences, the vertical arm of the country's largest homebuilder, Vista Land, is upbeat about its landmark condominium development, The Loop, in Cagayan de Oro City, as the condo market grows alongside Philippine economy. “The country’s earning of investment grade status from three of the world’s largest credit rating agencies Fitch, Standard & Poors, and Moody’s Investors Services bids well for our economy,” said Emelia N. Lustado, Vista Land Northern Mindanao Cluster Head. Citing news reports, Lustado said Mindanao’s economy grew by 6.3% in 2013, accounting for 14.32% of the total Philippine economy. Its BOI-registered investment projects also posted an increase of 279% last year in key sectors including real estate. “These are expected to generate benefits that will ripple across the nation, including Mindanao, and translate to more relevant investments and jobs for the people,” Lustado said. Mindanao continues to be the country’s food basket and source of major industrial crops. Northern Mindanao is a consist top agriculture producer, bringing more growth to CDO being the regional center. “As the region progresses, there is a parallel improvement in lifestyle and a growing demand for better homes,” Lustado said, adding that with more resources, homebuyers are able to

acquire better homes in residential developments such as The Loop. The Loop is a 25-storey condominium development within CDO’s central business and commercial district, the center of economic growth in the city. It will rise along Rosario Crescent at the Limketkai Center, the heart of all the action in business, leisure, and culture in CDO. The Loop will have two buildings called the North and the South towers, with each one having 522 units, from studio to one-bedroom, two-bedroom, and three-bedroom units. Amenities are housed in The Canopy located at the ground level, including a spacious lobby, adult swimming pool, kiddie pool, fitness gym, and multi-purpose hall. There will be round-theclock concierge services and an advanced security system. The Parking Podium will be at the second and third levels, and garden residential units at the fourth level. Residential condo units will continue from the fifth to the 24th level, with exclusive penthouse units at the 25th floor. The roof deck will be turned into a Sky Garden, offering a majestic view of CDO’s cityscape and the region’s mountain range in the distance. The Loop will give its unit owners urban comforts and conveniences while living, working, and doing business within the central business district, making this condo community an icon of modern lifestyle in the city.

“The Loop is the brightest spark in CDO’s real estate industry, offering homebuyers a living proposition unparalleled in the market,” said Lustado, adding that unit owners will enjoy the best of both worlds--a relaxing and exclusive life at The Loop with all the modern excitement within the CBD just a few steps away. Taong bastos http://www.chinkeetan.com/

TAN by CHINKEE

MGA URI NG PAMBABASTOS MAMALIITIN KA They will look down on you and berate you. They will say hurtful words like: “Wala kang kwentang tao!” “Ang tanga tanga mo! Hindi ka na natuto!” “Stupida! Boba! Wala kang talagang silbi!” “Mas mabuti pang wala ka na sa buhay ko!”

“Pabigat ka talaga!” Wow!!! If you have heard something like these lines, I’m sure sugatan ka because these words can really cut like a knife. Tagos hanggang kaluluwa ang mga ganitong pananalita. Apektado ang iyong kaisipan, puso at damdamin. Grabe! Yung walang kaabog-abog kang bubulyawan!

Instead of getting angry with these type of people, we should have compassion for them. Bakit Dapat Kaawaaan? Can you imagine the mental and emotional torture sa mga taong nakapaligid sa kanya?! Pwedeng ginawa rin yun sa kanila ng ibang tao kaya for them ‘its pay-back time’.

It gives them so much satisfaction when you enter into their arena. It’s like getting inside a ring with them and engaging yourself sa pasimuno nilang away. Naku gustong-gusto talaga nila yan. So the best way to make them feel that they are a looser is not giving in when they engage you in a fight. There are some people who always seem angry and continuously look for fight and conflict. Walk away; the battle they are fighting isn’t with you but with themselves. Kung gusto niyang makipag-usap sa kainitan ng ulo niya kindly tell him/her that this is not the right time to talk (mapa-personal man ito, phone, email or facebook). Magpalipas nalang muna ng inis at galit at tsaka kayo magusap. Kasi walang pupuntahan ang usapan ninyo kundi, sumbatan, bulyawan at murahan. So don’t give them pleasure by giving in to what they want. Eliminate the unnecessary. Do you find these people attractive? Then don’t be like them! Huwag mo silang tularan. Instead, be a good example to them. Who knows? Make a difference in your home, in your workplace, in your school, wherever you are, live a life that

is worth watching and imitating. HUWAG MATAKOT Matutong manindigan! You cannot control people’s action but you can control your reaction towards their action. Take charge! Don’t let them manipulate you. You’re in control of how you treat yourself and how you think and feel about yourself. So learn to make a stand and take charge! If they have issues with you, tell them to confront you privately. Ipaglaban mo ang iyong dignidad bilang isang tao (hindi ibig sabihin nito na makikipagaway at makikipag-sabunutan o suntukan ka, but live in such a manner that will prove them wrong their accusations against you). God created you and He is the only one who can judge you. Above all, let GOD fight for you. Let Him take the vengeance for you. If God is for you then who can be against you? As long as you’re doing what is pleasing in His eyes, you can be sure that He will bless you and will punish those who do wicked things against you. The Bible clearly teaches us that He opposes the proud and gives grace to the humble (Proverbs 3:34). You can be sure that as you choose to humble yourself, He will exalt you and those who exalt themselves will be humbled (Luke 18:14). THINK. REFLECT. APPLY. Have you been hurt by a taong bastos? What did you do? How did you respond? Have you stood up for your right and what you believed in?

The Tale of The Broken Chicken and Then Some FOR those of us who are pestered with the harsh realities of life, urban legends are an escapism. Urban legends may be true. Or they may be not. Nevertheless, urban legends have been equated as myths and whether people believe them or not, they are a respite from the harsh grind of day-to-day life. Here’s one anecdote to ponder…the tale of the broken chicken. In Pinoy parlance, broken chicken refers to cooked chicken which is broken into several parts: the leg (paa), the wings (petcho), the feet (isaw), the breasts,

etc. In fact, chicken parts were featured in the recent indie movie The Janitor but that’s another story. There are a lot of chicken houses in CDO – Lechon Manok ni Señor Pedro, Tita Fannie’s, Ogis, Steve’s Barbecue and your fave street food corners at Cogon, etc. Each of them sells “broken chicken”. In fact, there’s an eatery at Cruz Taal called The Broken Chicken. Atty. Joe Pallugna, also a local columnist, has written extensively about it in 2008 but here I am now presenting it with a twist. Sometime in 2008, an American went to a carinderia in Cruz Taal then

known as Perla’s Eatery and ordered whole chicken. He then specifically instructed the ser ver not to chop his chicken as his fingers gonna be the one devouring it. But the server seemingly forgot and when the American was served his chopped food, he scowled b ack, “Who broke my chicken?$#%” I don’t know if this tale is true but since then, Perla’s Eatery at Cruz Taal has been known as The Broken Chicken. *** Since The Day of the Dead is fast approaching, let’s talk about a local urban legend about…

well…the dead. Sometime in October 5 this year, a funeral was held at Oro Gardens. Prior to the funeral, a requiem mass was celebrated. The mass presider was already an old priest. Prior to the Holy Communion, he noticed a young priest lurking in the corner and he motioned the young priest to come up to him and assist in the distributing of the Holy Bread. The young priest obliged and before the parting rite, as the presider went on acknowledging the younger priest who assisted him, he was perplexed because he was nowhere to be found.

The Chameleon

F resh G ospel of the day: Luke6:121 6 ( O ctober 2 9 , 2 0 1 4 - W ednesda y ) Luke 6:12-16 - It was at this time that He went off to the mountain to pray, and He spent the whole night in prayer to God. And when day came, He called His disciples to Him and chose twelve of them, whom He also named as apostles: Simon, whom He also named Peter, and Andrew his brother; and James and John; and Philip and Bartholomew; and Matthew and Thomas; James the son of Alpheus, and Simon who was called the Zealot; Judas the son of James, and Judas Iscariot, who became a traitor: Do you experience praying in solitude? Yes of course, there are many of us doing it at the adoration chapel and in the church. What is the reason behind this kind of prayer in quiet atmosphere? Listening to God is necessary and it is only possible if you are in a solemn area with Him. Take note, our conscience which is the little voice of God can be heard only if we close our mouth.

Bro. Edcel L. Closas This is the only way to have an ultimate union with God. On the other hand, Jesus chose the 12 disciples despite of their limitations and weaknesses in life. This means that God calls us to become qualified and He never calls us because we are qualified. LIBRA (September 23 – October 22) - You might have to play nurse today, Libra. A love partner could claim to feel unwell, and you might expend a lot of energy trying to make your friend feel better. Transfiguration of Jesus statue unveiled at Greenhills Story and Photos by MARK FRANCISCO Assistant Lifestyle Editor

A

20-foot statue of the Transfiguration of Jesus was erected and unveiled last Saturday at Greenhills Memorial Park just in time for All Saints Day and heralding the entry of the memorial park under the fold of Eternal Gardens Memorial Corporation. Earlier this year, Greenhills Memorial Park was acquired by Eternal Gardens Memorial Corporation and it is a trademark of the company to erect inspirational icons in their memorial parks. With this development, Greenhills Memorial Park now shares similar Transfiguration of Jesus statues with the Eternal Gardens Memorial Park in Santa Rosa,

Laguna and Concepcion, Tarlac. It is also the first memorial park owned by Eternal Gardens Memorial Park that is located in Metro Manila. With the addition of Greenhills Memorial Park into its fold, Eternal Gardens Memorial Corporation through its vice-president for marketing Joey Rivera is looking forward catering to its clients in Northern Mindanao with the quality the company has known – it is the first memorial park owned by the company outside Luzon. Located at a 17-hectare sprawling property in Bulua, Cagayan de Oro City, Greenhills Memorial Park is now 45 years old. Eternal Gardens Memorial Corporation is 43 years old. Greenhills Memorial Park counterparts are all located in Luzon: Baesa, Dagupan, Biñan, Balagtas, Lipa, Naga, Cabanatuan, Santa Rosa and

Concepcion. The Transfiguration of Jesus statue at Greenhills is being sculpted by National Artist Napoleon Abueva. It is inspired from the Transfiguration story in the Gospel of Mark where Jesus, the Son of God, transformed into a divine appearance. “It is the symbol of human nature meeting God. It is where temporal meets the eternal,” remarked Eternal Gardens Memorial Corporation president Benjamin Ramos during the unveiling rite. Located in the hills of Bulua, Greenhills Memorial Park is an ideal resting place for loved ones. It is surrounded by trees and a lot of greens. Fresh air embraces anyone who visits the place, perfect for your love one’s eternal rest. The memorial park is also the most developed in the city.
