SIX of 10 Filipinos work. In contrast, about 2.6 million have no work. A lot of them are young: nearly eight of 10 are 15 to 34 years old; nearly half are 15 to 24 year old. Surprisingly, or maybe not, those who have no jobs are educated: one-third of the unemployed are high school graduates; more than a fifth are college graduates. Unemployment is not gender-friendly to males. Many, or way over half of the unemployed, are men (63.7 percent) compared to women (36.3 percent). The figures come from the Annual Labor and Employment Estimates for 2015 which, in turn, are based on the quarterly Labor Force Surveys conducted last year by the Philippine Statistics Authority (PSA). Never mind that they show an impressive annual employment rate of 93.7 percent and unemployment rate of 6.3 percent, the annual underemployment rate was still 18.5 percent.

LUMBIA, Cagayan de Oro City––After a month, anxiety gripped anew in the village of Lumbia as three dogs suddenly appeared Sunday night, one of the dogs was killed, in a “dog fight” with residents that turned into a sensational event in a sleepy village, 12 kilometers southwest of the city. Armed with machetes, seven able-bodied men went out to confront the dogs after four persons, including a child, complained of being bitten by the “stray dogs” early Sunday evening.
Ricky Gondiano, one of the seven men who went out to investigate, said that the victims identified the dogs as responsible for the bites. Two of the dogs ran away while one of them stayed to confront “us,” which resulted in the hacking and the mauling of the dog that remained. “O u r b o l o s s i mp l y bounced back. It appears that the dog was invulnerable until my father shot and hit the eye of the dog using an air gun rifle,” Gondiano said. CHR chair orders probe on torture of Tagakolu farmer DAVAO City -- The chair of the Commission on Human Rights (CHR) on Sunday said he will order an investigation into the reported torture of a Tagakolu farmer, his 15-year old son and 14-year old grandnephew by an Army corporal and four members of the Special Cafgu Active Auxiliary (SCAA) in Barangay Demoloc, Malita, Davao Occidental last February 19. “The CHR will have this matter investigated and will pursue it until the perpetrators are held to account,” CHR chair Jose Luis Martin ‘Chito’ Gascon told MindaNews in a text message Sunday. Gascon said he will task the regional CHR in Davao City to send a fact-finding
team to Barangay Demoloc and will also deploy an anti-torture unit from the Central Ofice in Manila this week. RA 9745 or the AntiTorture Act of 2009 penalizes torture and other cruel, inhuman and degrading treatment or punishment. At the same time, Gascon expressed concern over the report of Fr. Joey Ganio Evangelista, priest-in-charge of the Malita Tagakolu Mission in Barangay Demoloc, that what happened on February 19 was not an isolated incident but “only the first instance of a formal complaint by a victim” and urged others with similar complaints to come forward. “We urge others who may have also been harmed
to come forward so that we may be able to ascertain the full extent of this unlawful practice. As with previous violations perpetrated by irregular militias and auxiliary forces, we continue to call for a serious and thorough review of this policy towards ultimately discontinuing the same as all security forces are obliged to observe universal human rights standards and are accountable for all violations thereof,” Gascon said. Tagakolu farmer Orlando Balyan Engo, known in the community by his nickname “Kaido” told MindaNews in Malita last Friday that he nearly died when an Army corporal (referred to by Fr. Joey as Sergeant in his narrative posted on
Facebook on March 9) and four members of the SCAA tortured him and his 15-year old son Jerome on February 19 for a crime they did not commit (see other story). Reacting to Fr. Joey’s Facebook post, Batol-batol and the SCAA members were relieved of their post by midnight, hours after the narrative accompanied by a video on the latter part of the torture, was uploaded. In a statement on March 10, the 10th Infantry Division said they were “shocked and saddened by the actions of our soldier and SCAAs perpetrated” against Kaido, his son and grandnephew. It said the Command directed the commander of the 72nd Infantry Battalion to relieve Batolbatol and the
concerned SCAA members, “take them under his custody at his headquarters, and conduct investigation to determine their culpability and the appropriate punishment.” In another statement on March 11, Capt. Rhyan Batchar, chief of the Division Public Affairs Office of the 10th ID said Batolbatol and the four SCAA members “who are possibly involved” in the reported torture, had been placed under arrest by the commander of the 72nd IB e and “shall be restricted to barracks to insure their appearance while the investigation is ongoing.” “Due process of law shall be strictly observed in the investigation and when evidence warrants
they will be prosecuted with the full force of military justice, including trial by Courts-Martial. The soldier and the CAAs are subject to military laws,” Batchar said. PAGASA eyes declaration of dry season onset by end-March THE Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) is expected to declare the onset of the dry season before the end of this month. In an interview, PAGASA weather forecaster Chris Perez said once the termination of “cold” northeast monsoon is the primary indicator of the onset of summer. The northeast monsoon (hanging amihan) is the cold wind from Siberia that blows into the country, usually from mid-October until March. Perez said despite the easterlies or warm winds from the east being the dominant weather system affecting the country, the northeast monsoon is expected to return on weekend or early next week affecting the extreme Northern Luzon. He added that during summer months, the easterlies and the high-pressure area (HPA), which is the opposite of a low pressure area (LPA), will be the dominant weather systems in the country. “As of now, we are experiencing warm weather due the presence of easterlies which also brings isolated thunderstorms. SOME complained to the Cynosure about the alleged discrimination by the media in Manila in providing exposure to Mindanao Presidential candidate Rodriguo Duterte. They alleged that Duterte does not get as much exposure as the Manila-based candidates like Roxas, Binay, and Poe. While Duterte reportedly tops all poll surveys in Mindanao and the Visayas, with a wide margin against all other Manila-based presidential candidates, the results of the surveys were not given much exposure by the Manila-based media. For instance, a report about Duterte topping the result of a mock poll in a Manila-based University did not see print at all. It seems that the Manila media are not akin of supporting presidential

candidates outside Metro Manila. There appears to be an intention to stifle any publicity, other than those that would imperil the candidacy of Duterte, by the Metro Manila-based media. Well, the way I see it, the issue of media discrimination against Duterte is a presumption by the candidate’s
supporters and followers. However, the complaints about discrimination, in terms of media exposure, about Duterte’s presidential candidacy seemed to hold water. There is no denying that the Manila-based media are discriminatory to people residing outside Metro Manila. There is this “superiority conflict” that the people in Metro Manila are superior and better (intellectually and materially) compared to people living outside the country’s capital. The notion is prevalent even to ordinary people. For one, people living outside Metro Manila are called “probinsiyano” (provincial people) whenever they are in Manila on official business or on vacation. We sometimes think that See ELECT, page A11
Breaking the cycle of electoral ills THERE is always a clamor for change in every election. In the Philippines, rich and poor alike rally for change because everyone has been a victim of the corrupt governmental system. There is a united voice against further corruption, against the heinous act of continuing to deprive the poor and the oppressed of their rights, welfare, and a proper justice system. And yet, it is very disappointing to see how in every Philippine election, in spite of this cry, candidates who are widely known to be corrupt and deceptive, continue to win seats in government. How is it that the Filipino continues to enslave himself to the lusts for power of the political elite? It is a baffling phenomenon to the
onlooker. The Filipino is undoubtedly not a fool, and in fact, is keen and rational enough to recognize a wolf in sheep’s clothing. So then, what drives the Filipino to turn a blind eye to truth and reason? Is it exhaustion? A feeling of powerlessness against preventing injustice? Is it that destructive bahala na mentality that has driven this culture to place responsibility on another’s hands? Is it the sheer unfortunate circumstances of the present that causes him to be seduced by shortterm gratification? Or is it the government itself that is shaping and harnessing such a sentiment? Whatever it is, it is evident that while there is no lack of moral fervor to fight

How to be a good fighter! THINK a minute. A few years ago Mike Tyson fought Evander Holyfied for the world heavyweight championship title. During the fight, Tyson got so angry he actually bit off a part of Holyfield’s ear! Most of us know that it takes a much stronger man to control his own anger than to let it control him. Many homes are not happy because the husband and wife haven’t learned to control their anger and fight by the rules. Of course, I don’t mean fist fighting, but rather arguing with words. There are five simple guidelines for fighting that would make a big difference in many marriages and homes. The first one is smart timing. If you are still angry, then it’s usually better to wait until both of you are in a better mood. “Take time out before you take it out on each other!” As one lady who‘d been married over 35 years said: “I’ve learned never to tell my husband bad news on an empty stomach!” The second guideline is to allow the other person the right to say, “I’m angry.” Let them tell you how they feel. If we don’t let others express their anger in a healthy way, then it will continue to build up until we finally blow up! Then we can deeply hurt each other with the angry, even hateful, things we say and do. Remember, our feelings are not right or wrong, but they’re still real; so we need to allow each other the freedom to say how we feel. See fighter, page A11

Danao NHS is just but one of the many public schools located in the municipality of Jasaan, Misamis Oriental. Recently, it is one of the many secondary schools in the country who wants to take its part in history by offering a Senior High School beginning School Year 2016-2017. Why? With the passage of R.A. 10533, a lot of questions arises whether the government has the potential and the necessary resources to implement the program. As part of the solution, the cooperation of the private schools were encouraged through the voucher program. However, most of the private schools are located in the poblacion thereby making it difficult for the less privileged families in the remote areas like barangay Danao to sustain the needs of their children. This is the very reason why Danao NHS despite of its limited resources decided to offer Senior High School. We know that imple-
menting additional two years in High School is a challenge considering our available resources. We can actually say NO for its implementation because of our present limitations. However, if we focus on the difficulties rather than the benefits, then many of our students will not be able to finish the secondary education prescribe under the new curriculum for economic reasons. DNHS is trying to provide complete basic education to our students who are the main reason of the school’s existence way back in 2005 where barangay officials headed by Punong Barangay Alexberto Ompoc together with his Kagawads worked hard in order to establish a high school for their elementary school graduates. As planned, Danao NHS offered HUMMS. However, we are considering of adding more tracks in the succeeding schools years so as to provide our students with various choices that suits to their preferences.

Ombud: Explain illegal dumpsites THE Environmental Ombudsman has ordered more than 90 local officials to submit an explanation and comment on the complaint filed against them for violation of the Ecological Solid Waste Management Act of 2000 (Republic Act no. 9003). Close to 30 investigators from the Environmental Ombudsman team have been deployed to serve the orders on the local mayors, vice-mayors and Sanguniang Bayan members of Isabela, Nueva Vizcaya, Bataan, Nueva Ecija, Pamapanga, Bulacan, Cavite, Rizal, Albay, Quezon, Oriental Mindoro, Northern Samar, Leyte and Palawan. Local officials were given a non-extendible period of 30 days to submit their explanation and Safe Closure and Rehabilitation Plan (SCRP) which must include the proposal to immediately close the open dump site. Last February 10, the Environmental Ombudsman received 50 complaints filed by the Ecowaste Coalition during which it was reported that “field investigations reveal that the officials com-
mitted violations of RA 9003 and its implementing rules and regulations.” According to the complaint, mayors, vice-mayors and Sanggunian members who have “the mandate to establish policies” of their respective local governments, and control over the funds, “conspired in committing the violations of R.A. No. 9003 within their jurisdiction.” Under R.A. Bacteria increases upland rice yield, says study
Researchers at the Philippine Rice Research Institute (PhilRice) found that a certain bacteria enhances growth, root development, and grain yield of upland rice varieties. The study, Exploring the potential of plant growth promoting actinomycetes to enhance upland rice production, led by Jayvee A. Cruz evaluated the effectiveness of plant growth-promoting bacteria (PGPB) in enhancing the growth and yield of upland rice. PGPB is recognized in agriculture in reducing the use of chemical fertilizer due to its growth promoting abilities. Five years after the Fukushima nuclear disaster, India and China have still embraced nuclear power. Other countries in the region also want to build more plants––even in high-risk areas prone to earthquakes and tsunamis. GRABE. When Sun Qin talks about the future of nuclear power, his eyes light-up. In China alone, there are 31 nuclear power plants and another 24 are under construction, according to the International Atomic Energy Agency. Now, the president of the China’s National Nuclear Corporation wants (CNNC) wants to build 30 additional nuclear power stations - not only in China, but also in the neighboring states along the so-called “New Silk Road.” CNNC has already exported six reactors abroad, but the Chinese want to expand further. “We face very strong competition in the international nuclear market,” says Sun Qin, adding that “countries like Russia, South Korea, Japan and the United States are all exploring the global nuclear market aggressively.” Five years after the Fukushima nuclear disaster, and thirty years after Chernobyl, the nuclear industry, in particular in China, is on the upswing. China: on track to becoming number 1? Following the Fukushima disaster, China’s government initially suspended the construction of additional nuclear power plants. Instead, comprehensive security policies were adopted. But in the autumn of 2012, Beijing lifted the moratorium on future development - and since then, has pursued a more ambitious nuclear program. What China’s nuclear industry wants to expand also internationally -is making me breathless. China needs to restructure its massive energy sector. Currently, the country produces some two-thirds of its total energy from outdated coal power plants. The Chinese people complain of air pollution and other environmental damage, which is why the government in Beijing will shut down about 1,000 coal plants by the end of this year. By 2030, a total of 110 nuclear power plants will be in operation. With this, China would overtake the US as the country with the most nuclear power plants connected to the grid. German Greenpeace nuclear expert Heinz Smital views the speed at which the reactors are being developed as problematic: “The Chinese safety authorities do not have the capacity to examine the buildings properly,” said Smital. “They will likely wave things through, rubber-stamp everything and not mess with the state-run construction consortium. There is a big security risk.” Indeed, there is! Who on earth seems to care? India’s economy grows at a rate of about six percent per annum. But its ailing energy infrastructure inhibits economic development. Large areas of the country suffer from regular blackouts and obsolete infrastructure. Like China, India’s renewable energy sector needs to be massively expanded. But the country’s political elites are convinced that India must exhaust all possibilities of electricity. Still, more than half of the Filipinos – those surveyed anyway –had jobs one way or the other. That’s about 41.3 million of the 64.9 million Filipinos 15 years old and over, according to the same survey. Of those who did have jobs, over half were in services. About 38.7 million Filipinos were employed in agriculture, industry and services. About two in 10 were in wholesale and retail trade or in the repair of motor vehicles and motorcycles. Those who worked in farms or agriculture made up the second largest group (29.1 percent) followed by industry (16.2 percent). Employment is defined as wage and salary workers; the self-employed are those without any paid employee; employers are in their own or family-operated farm or business. Among these groups, the largest are the wage and salaried workers (59.3 percent). Most (45.6 percent) were in private establishments, followed by workers in government and governmentcontrolled corporations (8.3 percent), workers in private households (5.1 percent) and those with pay in own family-operated farms or businesses (0.3 percent). About a third was self-employed without any paid employee; one in 10 was an unpaid family worker. Employed persons are classified as either full-time or part-time workers. Fulltime workers are those who work for 40 hours or more in a week, while part-time workers work for less than 40 hours. Six of 10 employed Filipinos worked for 40 hours or longer in a week; about a third worked for less than that period. Some 7.2 million Filipino were either underemployed or were employed persons but desire to have additional hours of work in their present job or to have additional jobs, or to have a new job with longer working hours. That corresponds to an underemployment rate of 18.5 percent. Working class heroes Corporate workers are not far behind laborers among the country’s working class. One in three Filipinos are laborers and unskilled workers, the largest group (31.5 percent) of the country’s labor force. Just a bit behind are officials of the government and specialinterest organizations, corporate executives, managers, managing proprietors and supervisors (16.3 percent). Next group, numbers wise, are farmers, forestry workers and fishermen (12.9 percent). One in 10 (12.7 percent) are service workers and in shops or market sales. The numbers come from the preliminary results of the 2015 Annual Labor
and Employment Status of the Philippine Statistics Authority. According to the Annual Labor and Employment Estimates for 2015, there were 64.939 million Filipinos aged 15 years and over in 2015. The statistical methodology captures the labor and employment situation in all four quarters of the year and is the closest method for estimating the number of persons who work four times for the entire year, said Dr. Lisa Graces Bersales, National Statistician. The estimates are also used by the Department of Labor and Employment for planning and policy deliberations. De Asis said that the residents in Lumbia brought the decapitated head of the dog to the city veterinary office Monday morning for examination. She said that the dog is brown in color and is an ordinary dog. De Asis said that the six persons who were reportedly bitten by the dog were sent to the city’s “animal bite center” where they were given a dose of an antirabies vaccine. “Pending the result of the examination, an anti-rabies vaccine for the dog bite is necessary because it would become irreversible once rabies starts to infect the human body,” De Asis said. The residents in Lumbia have been on alert since last month after a “mysterious” animal slaughtered three pigs in the neighborhood, leaving only the skeletal remains, but the head. The City Veterinarian, who investigated the incident, said that the pig were slaughtered by unknown “robbers and thieves” who wants to create an atmosphere of fear among residents by “unusually” decapitating the pigs. Gondiano, however, said that the residents in Lumbia believed that the pigs were slaughtered by “ghouls” (Balbal). Since then, the residents have been patrolling every now and then. After the incident took place Sunday evening, the story about the “Balbal” circulated again in the sleepy village of Lumbia and that the residents are fearful of
the two other dogs, which might avenge the death of the dog Sunday night. “The dogs do not bark, but attacked suddenly. They are really out to kill people. We are concerned of the children who would have no match once attacked by the dogs,” Gondiano said. “The bolos appeared to be of no match since the machetes simply bounced back on hitting the dog’s body. The dog that we killed has no injury at all, other than a decapitated head,” he said. According to Gondiano, anybody could see the dog’s body, which they kept in their custody. “It appears that “somebody” is taking care of the dog since the animal’s body is wellgroomed,” Gondiano said.

This developed following the recent signing between the DepEd and the Maritime Industry Authority (Marina) of a memorandum of agreement (MOA) governing the provision of training and education that would prepare SHS graduates who may choose to pursue college studies leading to seafarers’ careers. The MOA was signed by Secretary Armin Luistro in behalf of the DepEd and Administrator Maximo Majima Jr. for the Marina. Through the MOA, Abcede said, the DepEd and the Marina will work together on the development and revision of the curriculum guides and instructional materials necessary for the proper implementation of the SHS maritime specialization. Both parties are also responsible for designing and implementing the same specialization in compliance with international standards in maritime education and training guided by the Standards of Training and Certification and Watchkeeping (STCW) convention code which will be used as a basis for developing the curriculum for the maritime specialization. The STCW, which was adopted in 1978 by the conference at the International Maritime Organization (IMO) in London, sets qualification standards for masters, officers and watch personnel on seagoing merchant ships that countries are obliged to meet or exceed. The convention was the first to establish basic requirements on training, certification and watchkeeping for seafarers on an international level as previously, the standards were established by individual governments, usually without reference to practices in other countries, resulting in varied procedures even as shipping is extremely international by nature.
In a statement on this latest development reaching here over the week, Luistro said “the Department sees how critical the maritime industry is. It is not just about the curriculum but our competitive advantage in the world.” With the increasing demand for seafarers in the international and local maritime industry, Luistro added that the DepEd recognizes the need to offer a maritime specialization in SHS under the K to 12 Program. With this, he said, SHS graduates of this line of specialization may take the assessment for the certification of ratings which will allow them to qualify for career opportunities in the maritime industry upon graduation and evaluation. SHS graduates may also pursue further studies in the maritime field so that the country is able to produce more seafarers at the officer level, Luistro added. The same statement quoted Mejima as expressing gratitude to the DepEd for its support and cooperation for the maritime SHS program. “With this program, we will be able to show that the Philippines is able to provide or offer highly competent, well-trained and highly qualified Filipino seafarers, who are ready for employment upon graduating from high school,” the Marina chief added.
For his part, Luistro said “we are very grateful to Marina for working with us to ensure that it is not just about developing a curriculum that is acceptable to DepEd but also to the world standards of the maritime industry.” Another latest development that is unfolding for the K to 12 program, Abcede said is the integration into it of the learning on climate change adaptation (CCA) and disaster risk vulnerability reduction (DRVR) which took shape during the recent roll-out here of the production of teaching materials on these subject matters for primary and secondary schools project. This undertaking called the K to 12 Mainstreaming Climate Change Adaptation (CCA) and Disaster Risk and Vulnerability Reduction (DRVR): Learning Materials for Philippine Schools is spearheaded by the Local Climate Change Adaptation for Development (LCCAD) in a tie-up with the Climate Change Commission (CCC) and DepEd. The project has initially mobilized dozens of writerteachers from all over the Bicol region in a tough three-day technical write shops that drafted explicit learning materials and teaching modules on CCA and DRVR in the primary and secondary school levels. Philippines contains high rate of unemployment. There are several roots of this. It might because indifference, poor educational background, lack of experience or for high school graduates, it is the failure to pursue higher education which means less opportunity. Seeing things clear, education plays a big role in developing the people, so that they will be productive in life. K to 12 Basic Education Program is made to alleviate this problem. It believes that education should be a central strategy and prime tool to improve the performance of Filipinos, especially upon employment. The good thing about K to 12 is it provides sufficient instructional time for subject-related tasks, in order to produce prepared and well-trained graduates. K to 12 is composed of 12 years educational cycle: kindergarten plus six years in elementary, four years
in junior high school and additional two years for senior high school, the second stage of secondary education. This cycle of education also produces graduates that are more prepared to enter the labor force. Upon finishing basic education, most graduates are 18 years old and up that allows them to be legal enough to work. K to 12 also consists of technological and vocational education, equipping students with skills that are needed in workplaces. Thus, once a K to 12 student graduates, he can be employed even without college degree. More than that, when a K to 12 graduates decides to pursue higher learning, knowing what skills he already have, he will be more knowledgeable to what program course best suits him. K to 12 is a big help towards achieving wide opportunities and more successes among Filipinos – an edge towards nation-building.

to your students are exactly precise. Science is a group of established facts, one must never be wrong. For starters, one must teach science in the context of everyday life. The teacher must focus on the investigative inquiry approach to obtain maximum learning by the students. After discussing the topic of the day,

the people in Metro Manila are ignorant about great people and higher standard of living of people living in the provinces and the cities outside Metro Manila. We feel the ignorance of the people in the government, who stay in Manila, about the fact that the luxury and food of the more than 10 million people in Metro Manila are provided by the people in the “provinces.” Did the people in Manila know that 40 percent of the food and luxuries that they enjoy come from Mindanao? Did the people of Manila know that there are dozens of great cities in Mindanao? Did the people in Metro Manila know that there are about 40 million people in Mindanao? Did the people in Metro Manila know that a “solid Mindanao vote” could elect a President?” If the people in Metro Manila have an affirmative answer to the questions, then, the election of Duterte as the next President is already inevitable. Apparently, the Manilabased media would not be happy of a President who has the heart of Mindanao. The Manila-based presidential candidates have to spend a fortune to keep the Manilabased media to focus. There is only one thing in mind: Elect any President, but Duterte. Obviously, that is also the mandate of the administration political party - the Liberal Party. At this point, the fear of having a President outside Manila would be devastating to the Manilenos. The office should not be toying with the process nor make it so that it is merely adequate. The process should be flawless. Recently, there have been changes to the security features in the PCOS machines and insufficient education about these changes. This whole controversy should leave the country and its government aghast for it poses many risks to the electoral process and trifles with the population’s rights. The biggest crime in a democracy is tampering with elections. When someone tampers with the very fabric of a democratic nation’s constitution, the penalties should be severe. But there has been little to no alarm over these changes for there is little understanding for its implications. And that is the beginning of the dismal state
this country is in. There is a lack of voter education. In a democracy, teaching people about their right to suffrage and especially what voting means and exactly how to vote should be ingrained in every citizen’s mind from an early age. It should be part of the core curriculum of the education system for it is what distinguishes the democratic government system from all others that this world has seen. Voter education should be made available to all constituents, meaning there should be universal coverage. It should not be exclusive only to schools but should also be made available through local governments, like barangay forums and seminars, and taking into account illiteracy and language differences. Effective voter education should start early (whether it is an election year or not) and last throughout the entire electoral process. Constituents should be sufficiently informed about registration procedures, type of election to be held, polling date, time and location, and how to cast their ballots, as well as provide resources on where to find more information about candidate’s platforms. Voter education should be provided on election day, and voters with special requirements be accommodated to suit their needs. Voter education should be encouraged in schools, political fairs, civil dialogues across political lines, newspapers, seminars, and what have you. Citizens of a democratic country need to be wellinformed and educated on their rights, on how much their vote counts, and how vastly it affects the population and the future of the nation. As responsible citizens, we each need to wholly understand our political system and what contests we are deciding by our vote. A democratic country should be thoroughly invested in voter education for it is the voters and their sensible decisions that is the lifeblood of the nation. Without it, our dire circumstances would be unending, leaving our homeland stuck in a perpetual cycle of contempt, hope, and resignation.

to even elect a new Senate president, who could have the capacity to be installed as an acting president. Section 16 (2) Art. VI of the Constitution, after all, requires the majority of all 24 senators (which is 12 plus one) to do any business, such as electing a new Senate president. There would therefore be a clear leadership vacuum if no elections would be held on May 09, 2016. Unfortunately, the 1987 Constitution failed to clearly provide for such a scenario. There is, as law students put it, a “lacuna legis”, or a gap in the law which even the present Constitution cannot effectively address, which would thereby pave the way for an extra-Constitutional solution. What could this extraConstitutional solution be? It could be a “revolution from the center”, or, in short, a power-grab by those who are already in power, like President Aquino. This could be accomplished by the abrogation or setting aside, or the dismantling, if you will, of the Constitution which his very own mother, Cory, enacted in 1987, after grabbing power from President Marcos. -oooPNOY, ET. AL., MANEUVERING TO SCRAP 2016 POLLS? When we view what’s happening now from this perspective, it will become very clear that the announcements by the Commission on Elections and Smartmatic Philippines, Inc. to the effect that the electoral exercise in May 2016 may not happen at all would appear to be a part of a grand design to really derail the upcoming polls. power. Prime Minister Narendra Modi wants to build dozens of new reactors in the next 15 years. The technical know-how is sourced internationally. Over the past decade, India has reached civil nuclear agreements with the United States, Canada, France and Russia. 21 nuclear power plants are already in operation. Two of the plants are in Kudankulam and Kalpakkam, located on the southeast coast of the country – areas prone to tsunamis. In December 2006, a tsunami hit Kalpakkam causing extensive damage, but not to the nuclear power plant, according to its operator. Let’s take a look to Pakistan: Do you remember several reactors in floodprone areas? India’s neighbor, Pakistan, is also struggling with blackouts and outdated infrastructure. The country currently operates three small reactors, with the nuclear plant west of Karachi - located in a floodprone area - being one of the oldest in the world. The remaining two reactors are situated in an earthquake-prone area some 300 kilometers (186.4 miles) south of the capital Islamabad. The government is planning to build two other reactors in the same area. According to Pakistan’s Atomic Energy Commission, Islamabad wants to build a total of seven new reactors by 2030 - with assistance from China. Although South Korea is about the size of the former German Democratic Republic (GDR), the country boasts 25 active nuclear plants. Three additional ones are under construction, while two others are set to be completed by 2029. South Koreans are becoming increasingly skeptical about nuclear energy - and not just because of the 2011 Fukushima disaster. In 2012 and 2013, a scandal related to the use of fake safety certificates
rocked the country’s nuclear industry lobby. State-owned (KHNP) had thousands of small components featuring falsified certificates fitted into the country’s nuclear plants. As it turns out, large amounts of bribe money changed hands between KHNP employees, construction firms and politicians. This led not only to Korean media speaking of a “nuclear mafia,” but also to a massive drop in the approval ratings for nuclear energy - from 70 percent before the Fukushima disaster to 35 percent. In spite of this, Seoul is sticking to its plans to expand the use of nuclear power in the East Asian country. In Southeast Asia, the production of nuclear energy is a hotly debated issue. For instance, while Vietnam wants Russian assistance to build eight nuclear plants, Hanoi has yet to make a final decision. Thailand is planning to build five reactors, whereas Malaysia and the Philippines each want a nuclear reactor to go online. Despite protests, the South Korean government wants to expand the use of nuclear energy However, it’s unclear whether such plans will ever see the light of day. “It will be very difficult to find people willing to invest billions of dollars in this area, especially given the likelihood of another accident taking place in another part of the world,” said Greenpeace nuclear expert Smital. “The costs related to the production of nuclear energy are only likely to increase, whereas renewable energy is becoming increasingly affordable. This is why the free market can only barely manage to finance nuclear plants at the moment,” Smital added. Nuclear energy is kept on booming in Asia. It also showed the bacteria’s potential to stay in the plant and promote growth by increasing the availability of primary nutrients. “Actinomycetes can help stimulate root development, and contribute to the increased capacity of the root system for soil nutrients and water uptake to support plant growth. Because of this, we applied the bacteria on upland rice to see its potential in increasing upland rice productivity,” Cruz said. Amongst 59 tested, Cruz and her team identified S. mutabilis NB3 as the most promising. “We found that S. muta-
bilis NB3 with half inorganic fertilizer increased the grain yield from an average of 600 kg/ha to 1,200 kg/ha, proving its potential to reduce fertilizer input by half. It also increased root dry weight and tiller number of upland rice varieties,” Cruz explained. “Their enhanced growth and ability to survive in Carbonized Rice Hull (CRH) demonstrate the potential of actinomycetes as plant growth-promoting inoculant for upland rice. The CRH could also be an alternate carrier other than soil for commercial use in the future,” Cruz added. With an average yield of 1 to 1.5 t/ha, upland rice production suffers from factors such as low soil fertility and moisture stress. To increase yield, there should be a high application of inorganic fertilizer according to Cruz. “Since the study showed its potential to reduce fertilizer input by half, actinomycetes can help farmers minimize their expenditures on fertilizers. It also enhances the condition of the soil, improving its ability to take in water and nutrients,” Cruz said.

Named respondents in the case were LAMI president Lawrence Lenio and its general manager Philip Floria, Department of Environment and Natural Resources (DENR) Secretary Jesus Ramon Paje, PPA general manager Juan Sta. Ana and Zambales Police Provincial Office Director Francisco Santiago, Jr. Palmones claimed that besides from cutting the trees, which serve as the natural barrier of the nearby communities from typhoons and floods, the mining company allegedly had started leveling of mountain despite the undisputed physical evidence in the place. He disclosed that the LAMI secured a prior approval of the Sangguniang Bayan of Sta. Cruz but there were no public consultations. The CA had ordered the LAMI to permanently cease and decease from scrapping off the land formation in question and from performing any activities in violation of environmental laws resulting in environmental destruction or damage. It also ordered the company and Paje or their representatives to protect, preserve, rehabilitate and restore the land formation, including the plants and trees. In upholding its view on the matter, the CA said that “the land formation or hill subject of the levelling or scraping off by respondent LAMI serves as a natural protective barrier from floods brought about by the swelling or surging of the coastal water moving inward reaching even other towns of Zambales and Pangasinan.” “The application of the precautionary principle in this case becomes more imperative in light of the calamity of unprecedented and epic proportion caused by the super typhoon Yolanda (Haiyan) in the various provinces in the Visayas, especially in Samar and Leyte sometime in November 2013, bring with it a sustained wind of 315 kph (195 mph) and engendering a 5.3-meter storm surge, bringing about unimaginable and horrendous devastation to thousands of lives, homes, and properties, not to mention the numerous infrastructure it damaged,” the CA added. However, the CA rejected the motion to cite in contempt of court filed by Palmones against Paje and Environmental Management Bureau (EMB) Director Lormelyn Claudio.
