AT the 8th Ayala-UPSE Economic Forum held in UP Diliman on February 11, 2016, Dr. Joseph J. Capuno of the UP School of Economics examined the fiscal decentralization program under the country’s 25-year old Local Government Code, particularly in financing devolved functions, fragmentation of public services, and revenue conflicts between LGUs and the national government. In his paper entitled “Tugs of War: Local Governments, National Government”, Dr. Capuno said continued urbanization, rapid adoption of ICT, and climate change should be considered in the review of the existing decentralization program. The Ayala-UPSE Economic Forum aims to raise the level of public debate on issues and potential solutions concerning the Philippine economy. (Inset) Atty. Gan looks into plight of Gusa landless folk THE City Council committee on urban and rural poor chaired by Councilor Leon Gan adopted a resolution to hold on abeyance the demolition of the affected families in Barangay Gusa prior to the survey which will be conducted by the Community Environment and Natural Resources Office (CENRO). This, after the committee last Friday discussed the status of some members of Purok 6 Urban Poor Settlers Association who are presently occupying the accretion area in the said barangay. During the meeting, Councilor Gan said the area will be demolished if the city government orders the demolition. But if a private owner will request for a demolition it is not possible, he said. A representative of the City Engineering Office suggested that a survey be conducted by the CENRO, City Engineering Office and the lot owner in coordination

with the barangay council and the Estate Management Division-CPDO. The Power learned that the association members are the subject of the demolition as per court order which reportedly causes the members so much fear. It may be recalled that the Barangay Council of Gusa passed a resolution requesting the City Council to award to the members of the association the salvage zone of the area as their relocation site. The area has seashore or a salvage zone wide enough to accommodate a number of families adjacent to the embankment which is being utilized as the relocation site. In another development, Councilor Gan advised a resident of Bag-ong Dalan Street, Barangay Consolacion to secure consent from the lot owner in relation to her request application for the electrical and water connection of her residence at the said barangay. Where EDSA succeeds, the nation fails

FOR the politicians and church leaders who conspired in the EDSA uprising, the event was the crowning glory of the consummation of the political ambitions of those who crave for power, fame, and glory. The event also validated the prostitution of religious beliefs that were translated, albeit in a form of adventurous fanaticism. The EDSA uprising, described by its proponents and propagandists as a “revolt of the Filipinos,” actually did not represent the sentiments of the Filipinos as a nation as the people. In all honesty, EDSA was an experiment of the political opposition, which succeeded when the church leaders agitated the parishioners in Metro Manila like the sacrificial pawns. However, the people outside Metro Manila never-careless. After all, the drama and the characters of the power play would have to be carried in Metro Manila. The EDSA was supposed to have uprooted the veins of corruption that the military rule has cultivated under the barrel of the gun. After three decades, corruption in the country became worse than ever. After 30 years, the politicians who grabbed power in the guise of people’s power continue to use and exploit the military regime as a means to pursue vested interests. What have the Aquino

regimes brought to this country, but perdition? Obviously, the political leadership that followed after EDSA has always flaunted about fighting corruption and transparency in the government. In contrast, after 30 years, the fight against corruption has remained a utopian tool designed to blind the Filipinos into deceitful submission by an incompetent and self-aggrandizing administration. Sadly, for the old and the new generations, EDSA has metamorphosed into one of the “hoaxes” of our times? It has been used to desecrate the virtue of the democratic ideals of the nation and the people. Yes, after EDSA, the life of the Filipino in the street has remained worse than ever. In what sense shall we celebrate the February 25 for? Are we celebrating the date per se? Or, do we romanticize the event in order to revitalize the essence of EDSA through the parade, false speeches, and the raising of flags? Isn’t it heroic and patriotic to celebrate EDSA by opposing the apparent threat to the lives of the Cagayanons because of the US MILITARY AND AIRBASE here in CDO? Long live the Filipino people!!! our time. “EDSA ANNIVERSARRY: RELEVANT OR IRRELEVANT? IN THE MIDST OF THE US PLAN FOR MILITARY AIRBASE HERE IN CDO” February 25, 2016, a year that signify the comeback of US MILITARY AIR BASE in CDO. Signal the continuing US modern way of COLONIALISM in the Philippine modern history. The US presence in Cagayan De Oro soil through its military airfield in Lumbia Airport is a complete alteration of the story of our gallant Cagayanon’s who fearlessly fought against US aggression in the Philippines during the US colonial period in the Philippines. Now, 30 years after the ouster of the Marcos dictatorship through EDSA people power, the Filipinos had earned the blessings of freedom from tyranny and fascist oppression, yet such liberty may no longer be enjoyed after the old colonial master persuaded the puppet regime of US Aquino to let the US troops and US Air Force to use the old Lumbia airport as their staging area for war of aggression in the Asian countries. The US military Base in Lumbia airport is an insult of the EDSA PEOPLE POWER since the freedom earned from the fascist Marcos regime will now become nothing because the old

king size blue seal. When I wake early in the morning, the first thing I do is light a cigarette, then I take a cup of coffee. It was really wonderful and I feel like a king. One day, however, I felt I was having difficulty breathing and I suspected it was caused by the smokes. Right there and then I threw my cigarettes and I stopped the habit abruptly. It was painful fighting the side effects of stopping the habit but in the end I won. Today I hate even to touch a stick of cigarette offered to me by friends. 000 A lot of people criticized so much the proclamation of martial law by then Pres. Marcos but they did not know the advantages that took place in the country. I was one of the victims of the military rule when my fast-growing weekly newspaper was locked down and suddenly I became jobless. I was so critical of Marcos and

many times in my articles I asked him to vacate Malacanang palace. Thinking that I would be arrested I went up to a mountain town to be away from some abusive constabulary soldiers. For two years I lived like a fugitive and had to struggle against hunger. I sold medicines and clothing in the hinterland, meeting natives and established friendship with them. My children were young and they never knew how hard my life was struggling for food. I helped the farmers in their cases in court and some of them even offered me their lands and farm animals which I rejected. It was really bad but then I noticed the dictator was able to discipline people, cemented the highways in Mindanao, built bridges, government edifices, established many projects for the benefit of the taxpayers. After him, many presidents came and did nothing except

Lamitan, Batac ink sisterhood agreement By Rene V. Carbayas of PIA-9

LAMITAN CITY, Basilan -- Mayor Rose U. Furigay of Lamitan City and Batac City Mayor Jeffrey Jubal C. Nalupta signed a sisterhood agreement in a ceremony held recently at the Datu Dizal Cultural Center , this city. “Why will the city in the far north be much interested to enter into an agreement with the city in the far south?” Mayor Nalupta asked. Nalupta explained that Lamitan and Batac, Ilocos Norte together with other newly created cities had formed a pact with a common aspiration and fought against the decision of the

court declaring all 16 newly created cities as illegally created in 2007. “Lamitan and Batac were relentless and stubborn and since then we were together with a common fight to victory,” the mayor said. Finally, RA 9393 was officially legalized with all the 16 newly created cities as new component cities. Mayor Furigay also saw some advantage in forging alliances with Batac, Ilocos Norte, also regarded as the home of great leaders, like Msgr. Gregorio Aglipay, Gen. Artemio Ricarte and former President Ferdinand E. Marcos. The mayor stressed out possible partnership in economic development and

explore areas that could generate trade and commerce, tourism, culture and arts, educational exchanges and learn from each other’s experiences on local government administration. “The sisterhood has proven that the city from the north and the city from the south can reach out to each other and become allies for sustainable development that would benefit our citizens. It will build a stronger kinship wherein a citizen of Batac is always welcome in Lamitan and a citizen of Lamitan is always welcome in Batac,” Mayor Rose said. The mayor of Batac and seven of his councilors, majority of the department heads and eight barangay

chairpersons arrived on Wednesday morning and toured the city. The group stayed until February 25. Enhancing parent-teacher relationship By Milgrace S. Billena Teacher III Bauk-bauk Elementary School District of Kinoguitan

Teachers serve as the second parents of the children in school. Definitely, pupils tend to follow the teachers in the same way possible as they adhere to their parents. That is why, what the teachers do and say, pupils follow. This, as the pupils have different orientation in their homes and they are raised according to the principles

of their parents, most likely they will behave and act different also. Understanding the fact that pupils have different orientation, here then, us, teachers must have good, positive relationship to the parents, maintain and further enhance it. For us to foster and maintain harmonious relationship towards the parents, we should always update them on the status of their children, be it in academics or in other school related activities. transparent and objective. As there is a parent-teacher association (PTA), we should not only update our parents during meetings but every time it is needed. Also, we should keep mobile numbers of the parents so that in cases of emergency, we can easily contact them. Further, for information and announcement, we can easily inform our parents on the recent happenings and activities in the school. Moreover, during home-

room meetings, we can initiate schemes indulging the parents and the children for family activities, or whichever activities the parents would agree on. Through this, the children will be able to bond with their parents and the teacher as well. As teachers, we are parents as well, thus we should understand that there is indeed a need to enhance our relationship with the parents of our learners.

THE Asian Development Bank (ADB) has backed the issuance of AboitizPower’s Climate B ond, which will be used to fund the company’s renewable energy generation projects in Mindanao and in Southeast Asia. In order to help fund AboitizPower’s renewable energy projects, it availed itself of ADB’s credit enhancement facility in the form of a P10.7-billion (US$225 million) local currency bond and P1.8 billion (US$37.7 million) direct loan. The issuance will finance the enhancement of the 390-MW Tiwi-MakBan geothermal energy facilities of AboitizPower in Laguna and Batangas; the 68MW Manolo Fortich Hydro in Bukidnon of Hedcor, another subsidiary; and the 8.5-MW Maris Canal Hydro of SN AboitizPower (SNAP) and the National Irrigation Administration (NIA) in Isabela. Climate bonds or green bonds are used to fund projects that have positive environmental benefits. “We are committed to support the energy needs of the countr y, and in building renewable energy resources through our brand, Cleanerg y,” said Liza Montelibano, First Vice President and

Chief Financial Officer of AboitizPower. AboitizPower’s Cleanergy portfolio is composed of 29 hydro and geothermal power generation facilities with a total of 915 megawatts attributable net sellable capacity. The Cleanergy portfolio will increase once the Negros Occidental

Solar Energy Project of San Carlos Sun Power, Inc., a joint venture of APRI and SunEdison Philippines Helios BV, begins supplying 59 megawatts at peak to the Negros grid this month. AboitizPower also invested in hydro and geothermal plant projects in Indonesia.

DPWH completes 717 projects for Nor Min Protect A Child Today For A Better Tomorrow By CRISPINA R. BALINO Bonbon Elementary School

Every Child born deserves to be protected regardless of race, culture, and well-being. They have the right to survive, to be safe, to be long to be heard and to receive the utmost care for them to grow up in a protective environment. It is the family who has the very first line in protecting every child’s rights. Parents are responsible for building a protective and a loving home environment for their children. establishment of home gardens. The DSWD on the other hand, has conducted supplemental feeding to 34,715 pre-school children enrolled in day-care centers. This department has appropriated P44-million for the 120-day supplemental feeding activity. After the 120-day feeding period, of the 3,173 underweight pre-school children, it was reduced to 1,606, equivalent to 50.61%

with a safe and friendly environment outside the child’s home. It is in the school where children have the freedom to express themselves and experience different activities which they think they would fit in. Recently news about abuses on children is a big issue in the society. Millions of children not only in our country are not fully protected at home or even in the community. Many of them have to deal with domestic violence, abuse in school through bullying, neglect, exploitation and discrimination. What can we do to save increase in nutritional status. This effort resulted to the award received by Polanco municipality which received both regional and national award in nutrition program implementation. Relative to the nutritional status of pre-school children aging 0-72 months old, in 2014, the province had9,534 underweight preschool children or 9.33% malnutrition rate. But in 2015, this was reduced 7,625 underweight or 8.57% malnutrition rate.(ALT/ATR/ PIA-Zambo Norte)

No one wants to see children grow up with fear, anger, and neglect but no one is also born knowing how to take care for children. Sometimes we also make mistakes that hurt them. love. As a teacher the best thing we can do for them is to make them feel loved and valued. Teachers should give them the confidence to believe in themselves and get out of situations where they don’t feel comfortable in. Let the child know that you are always there for them willing to listen, to understand and to appreciate their own individuality. Let us make this world a better place for our young generations so that they will become a better and productive citizen in the future.

CAGAYAN de Oro City -- The Department of Public Works and Highways (DPWH) Region 10 has completed a total of 717 infrastructure projects for 2015, bagging the best performing DPWH Regional Office last year among the 17 DPWH regional offices nationwide. These completed projects, according to DPWH Secretary Rogelio L. Singson, will further boost the potentials of northern Mindanao as an investment area. DPWH Region 10 director Evelyn T. Barroso said with the cooperation and participation of staff from the regional office and 13 district engineering offices (DEOs), they were able to accomplish 94.38% or 717

Thus, as early as now, some teachers are already instilling in the minds of the pupils that they should read and read and read, not only during summer breaks but often. With this, any reading material will do, as a good reader is a good writer and a good writer is a good speaker. This, they can develop their vocabulary and grammar so that on their next grade, they will have rich language of words.

Further, if we encourage them to read books and other reading materials, they will not often expose themselves to gadgets and other modern technologies nowadays. This will also help the parents in disciplining their children on the use of gadgets, as gadgets can hook children and can lead them to not reading and not engaging themselves to sports activities. This will then cater a big help both to the children

and the parents. Parents can also do reading fun together with their children. This can make the children get more interested in reading rather than always playing with their gadget toys. Teachers, let us encourage our pupils to love reading and do reading not only during summer breaks but let us do our best that they can have reading as part of their daily routine.

Whatever tomb do you live right now; it is just a temporary The Gospel of Jesus Christ (March1, 2016-Tuesday) Mark16”She went and reported to those who had been with Him, while they were mourning and weeping. When they heard that He was alive and had been seen by her, they refused to believe it: Take note, the tomb was empty and if ever it was still close, I don’t think so if Mary

could open it. Jesus opened it ahead of Mary’s arrival to the tomb. This is my conviction: Jesus will open any close door for you to see his mighty power. God will do everything for his honor and credits. He will surprise you always in order that; you will believe that he is alive and loving you very much all the times. The empty tomb was the concrete evidence of

Jesus powerful resurrection. Empty yourself also in order that our God can live within you harmoniously. Empty your mind from evil thoughts. Empty your heart from evil emotions. Empty your soul from the stains of sins. Empty your stomach with lavish foods that might cause you a disease or sickness in the long run. Empty your pockets for the poor. Empty your

Every Child Deserves a Family By Shaun Alejandrae Yap Uy, DSWD

Mae Singganon a worker of the Department of Social Welfare and Development-10 is an Adoptive Parent. She and her husband were former foster parents until they decided to fully adopt a child. Mae said “Nakadecide mi as a couple nga magadopt ug bata. Nagfoster parents mi, sa kadugayon sa pagstay sa bata nadesisyonan namo nga pirmanente mag sagop ug maghigugma sa bata (We decided as a couple to adopt a child, we were foster parents, as time went by we decided to legally adopt the child under our care to care for and love him)” Mae also affirms their role as parents to the child “kami sa akong bana, amo gyud giisip nga bahandi sya gikan sa Ginoo, ug wala gyud namo isipa nga lahi siya kaysa amo, kabalo mi nga gikinahanglan gyud sa bata ang paghigugma ug pagamping (I and my husband, we always think that our child is a gift from God, it never crossed or minds that he is different from us, we know that he needs love and care).”

Mae also said “malipayon kaayo ko kay lahi ra gyud ang feeling sa naay bata, double time gyud pirme kai naay trabahao- atiman sa bata, adtu una pag-sweldo – among pirme isulti ‘asa ta mangaon?’ pero karon, magunahay gyud mig uli gikan trabaho kai mahinangop mi sa bata, karon kada sweldo mapaingon na para sa diaper, gatas, ug para savings sa iyang pageskwela (I feel very happy, it’s a different feeling having a child, we always double time because we have work and taking care of the child, before if it’s payday – we always say ‘where do we eat?’, but now, we rush home from work because we miss our child, if it’s payday now, it goes to diapers, milk, and savings for his education).” Mark Anthony Viernes of the DSWD under the Adoption of the Adoption Resource and Referral Section, said “Siguro ang uban gahuna-huna nga mga adunahan ra ang pwede mag adopt ug bata, unsaon man nato nang daghan kwarta kung dili sila interesadong mu-adopt, dili sila andam nga musagop

ug bata, part na sa assessment nga pagabuhaton sa mga social worker” (I think that some have the notion that only the rich can adopt a child, what need do we have of money they are not interested to adopt, not ready to foster a child, this is part of the social worker’s assessment). “In terms sa financial capability, pwede man pud nato sila mahatagan ug interventions, mga services nga pwede pud nato matabang sa mag-adopt, isa sa assessment nga basehan kung makahatag ba ug basic needs sa bata (In terms of financial capability, we can give interventions, services that we can help those who will adopt, it is also a basis if the couple can provide the child’s basic needs)”, Viernes continued. Viernes also emphasized the importance of matching the prospective adoptive parents and the child adoptee. “Importante pud nga naay local matching conference, aduna kitay mga listahan sa mga bata ug sa mga mag-adopt, naa kitay ginatawag ug Regional Child Welfare Specialist Group nga sila ang magre-

Mae concludes with a message for their child “Hinaot nga mudako siya nga buutan, mahinadlukon sa ginoo, ug sa kinatibukan maayo nga bata (We hope that he grows up wellmannered, God-fearing, and overall a good child).” The Department of Social Welfare and Development (DSWD) celebrates February as the Adoption C onsciousness Month. This year’s theme is “Legal na Ampon Ako, Anak na Totoo”. DSWD-10 addressed inquiries and concerns about the adoption process through a series of Adoption Desks, February 17 at SM City CDO and February 18 at the Centrio Ayala Mall. Mall-goers’ inquiries were entertained by personnel from the agency’s Adoption Resource and Referral Section. DSWD is an active advocate of legal adoption in the Philippines. With these developments in sight, it seems clear who will finally emerge as victorious in the local politics. As I said earlier, whoever wins, the city will be in good hands since the three candidates are all good. 000 I have yet to hear good features about VP Jejomsr Binay. All I got are lies, corruptions, plunder, etc. and the way I look at it, if he is elected president, the country will dive further into the deep of poverty while he becomes richer. And considering his billions of pesos, I am afraid he will win with the way electorates sell their vote. I would not be surprised, therefore, if the Filipinos will swim in darkness of deprivation which others race to get out of the country to live with decency and contentment. One thing, Binay stunned everybody when he raised his income in just two decades by more than 230 percent. He was reported to have already owned vast area of the country for his hacienda and real estate. 000 Whoever becomes president of the country, I reiterate my desire for the establishment of a bridge that would connect Camiguin, the forgotten island, to Misamis Oriental. This will allow business to grow in the area and comfort for the people there to be part of the growth of Mindanao. Camiguin is rich with tourist attractions that needs to be developed to stand even taller than those in the Visayas and other places in Luzon. If the foreigners could only see the white islands, the hot springs, the waterfalls, the cemetery under the sea, they will be convinced the island is really interesting and a source of enjoyment. Another thing is the location. Camiguin is an hour away from Balingoan and few hours from Cebu City by boat 000 Many people die drinking alcohol like beer and hard liquor because of their ignorance. Alcoholic drinks or wines should not be taken with empty stomach. One must eat first before indulging in drinking. Filipinos are very good in vices the reason why many families starve and husband die early. These people need to be educated on the bad effects of alcohol and smoking. One more deadly vice is shabu that have already claimed the lives of lots of young men and women. 000 The elections in May is very crucial and should not be taken for granted. It will spell the destiny of our country and people. Some of the candidates for the presidency are talking nonsense and they even appear stupid. They speak of practically the same platforms particularly solution to hunger, poverty,

education, agriculture as if their listeners are foolish. I have been suggesting that people may vote for a vampire but never a thief. A thief will steal our funds but a vampire will run away if you put vinegar and garlic in Malacanang Palace. 000 Of the candidates, I see Roxas as more reliable and dependable in terms of capability and honesty. He is not inclined to steal our money. Duterte too being a Mindanaoan but the problem with him is he kills people before they are tried for a crime. I am afraid journalist cannot criticize him or they go into the ground dead. And his maintaining many women and be proud about it is definitely bad if not insane. But I like him as a Mindanaoan and may be the first president from Mindanao. 000 The leader of North Korea is very talkative and talks as if he is the greatest person managing the greatest state in the world. I think something is wrong with his intelligence if there is one or he should stop giving threats to South Korea and America. His language speaks of a mad dog who likes to fight every moment while its tail curled and hidden under its stomach. If he cannot put up, he better shut up. He is like a lost woman who stops making noise only when she is asleep. He is a threat to peace in the region. 000 The TFC T V patrol shown everyday in the USA and elsewhere is giving Filipinos of how far criminality has eroded the country. Major crimes, new kinds of crimes such as rebels fight, killings, kidnapping, murder, theft, robbery, rapes you name it, it happens daily. We are ashamed to our friends. I have some friends who are black and they asked me if something is wrong in the country. Make stricter penalties, restore death penalty, etc.

combustion by-products to further optimize the environmental, economic and social benefits apart from its current use in the cement industry. “It is our desire to look further into the other product applications apart from existing current use in the cement industry in order to bring further more social, environmental and economic benefits to our local communities” says SPI President and CEO Dr. Bodo Goerlich. At present, the coal-combustion by product of SPI’s 210 MW (net) coal-fired power plant in Villanueva, Misamis Oriental is mostly used up as raw material in the cement industry. Aside from that, SPI’s host municipality is also using them as replacement material in producing bricks and hollow-blocks through the

LGU-initiated Villanueva Fire Bricks Making Project. “I believe that the reuse of this by-product has significantly reduced energy costs associated with mining virgin materials from the earth and thereby cut back on greenhouse gas emissions” Dr. Goerlich explained. “Using this by product to replace conventional materials not only conserves natural resources, but also improves the strength, durability and quality of construction materials” Dr. Goerlich added. For his part, DLSU President Br. Raymundo B. Suplido cited the R&D partnership as a significant milestone in the university’s thrust of helping find opportunities to develop innovative solutions for technological and industrial challenges in support of the country’s development goals.

Po l i c e i nv e s t i g at or Nestor K Aniñon, of the San Fernando Municipal Police Station in Bukidnon, said that the shootout with government troopers occurred in Kalagangan, a mountain village of San Fernando Tuesday afternoon. He said that a team from the army 68th Infantry Battalion (68IB) was conducting an “administrative movement” when fired upon by the suspect who was three other suspects on board a motorcycle. Aniñon said the government troopers fired back, which resulted in the killing of Balite. The three other suspects reportedly fled, leaving behind the motorcycle. The responding police recovered one unit Honda 155 TMX motorcycle, color black with plate number MC32450KT, one 9 mm pistol with a magazine and one magazine of a .45 caliber pistol. Aniñon said that the municipal health officer of San Fernando turned over the cadaver of the suspect to the village officials in Kalagangan so that relatives could claim the body for a decent burial.

meaning they were either born without a uterus or have suffered irreversible uterine damage. Uterine factor infertility affects three percent to five percent of women worldwide, and uterus transplant, considered highly experimental, offers these patients their only chance to carry a pregnancy. In a statement on Friday, Owen Davis, president of the American Society for Reproductive Medicine, called uterus transplant “complex scientifically, surgically and ethically.”

“This procedure potentially offers another route to family building for women either born without uteri or those who have had to have their uterus removed,” Davis said. “Unfortunately, some women live in jurisdictions whose governments will not allow the use of a gestational carrier. Uterine transplant may allow these women to have children.” Internationally, it was announced in 2014 that, for the first time, a healthy baby had been born to a uterine transplant recipient in Sweden. To date, the Swedish group behind the procedure has performed nine uterus transplants, achieving five pregnancies and four live births, according to the Cleveland Clinic.(PNA/ Xinhua)
