Liberate Humanity from Unbridled Materialism

AN Oxfam Study has concluded “that humanity has been buried in unbridled consumerism and materialism as there is so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and all religions while there is so much denigration of spirituality.” This is because the contemporaneous development paradigm called neo-liberal capitalism also known as corporate globalization has been anchored on the “money-must-grow principle,” and “growth-atall-cost development strategy,” that has sacrificed the people and the environment to the altar of greed and profit under the regime of one percent as the wealth of one percent is greater than the combined assets of the ninety-nine percent of the world’s population. In fact, the combined wealth of eight richest families in the world equal the combined assets of 3.6 billion people. Such gross inequities have been justified by the rich and powerful as the offshoot of the principle of

the “survival-of-the-fittest.” They are stronger, more powerful, more aggressive -thus, they have more, more, more wealth, more money, more power. But the survival-of-the-fittest principle works only in a jungle-like existence where a stronger lion eats a cornered prey but not in a civilized society. Let notice be served to one and all that each one of us will be judged not on wealth, fame or power but on how we have served the “least of our brethren.” Development that is based on individual pursuit for self- aggrandizement and wealth, where money is used not to enhance life and the well-being of the people but to make more money is not anymore economically viable and ecologically sustainable. That kind of development (which is really mal-development) makes a few elites have much too much and the many who are poor much too little. In this country, you call that block capitalism where cartels and the oligarchs run the country, owned by only 50 families. To perpetuate their economic control,

they must have a hold to political power including that of the media and continuing financial support to the churches. Look at Mindanao, so rich yet so poor where 70% of the land (the choicest) is under the control of big agri-business corporations (based on a study by the Development Academy of the Philippines). Where are the farmers, the so-called backbone of the nation? They are tilling lands not their own, of if they do, they are tied-up to mode of production and marketing that they have no control. They are in marginalized areas, in slopes where their carabaos will roll-over downhill even with a little push. Our country has also become a dumping ground of finished products and source of cheap raw materials which are processed abroad then sold back to us at a high price. What a tragedy knowing that a country that is consuming what it is not producing will always be poor. The highly iniquitous See HUMANITY, page 15

The constant danger of treachery

“RECLINING at table with his disciples, Jesus was deeply troubled and testified, ‘Amen, amen, I say to you, one of you will betray me.’” (Jn 13,21) SO begins the gospel for Tuesday of Holy Week. With these words, we have to be wary of the constant danger of treachery. That possibility is always around. If it happened to Christ, it can happen to us anytime. In fact, we can be our own traitors. We can also be traitors to others. The others can also turn us in. That’s just how it is. It’s not to be cynical about our human condition here on earth that is prone to this danger. Rather, we just have to be realistic, and do the necessary things we need to avoid treachery, whether self-inflicted or inflicted by others. Let’s always remember that our human condition here on earth where we are always engaged in the constant battle between good and evil, between grace and our weaknesses and temptations around, can always make this possibility of betrayal and treachery to happen. We should keep this fact of life in mind always. When we are not true to our word and to our commitments, renewing and

strengthening our fidelity to them from time to time, or when we do not correct our mistakes and sins as soon as we can, or when we are not sincere and transparent, we would actually be giving an opening for such possibility to happen. If we are not careful, the slide to betrayal can come quietly and surely. We have to be most guarded against this possibility and try to nip in the bud whatever slight traces of its symptoms come to our awareness. This is also true in our duty to take care of others who can also succumb to such possibility. Once we notice the symptoms in others, we should already start thinking, praying and devising some strategy to help them. In this regard, we can never overemphasize the need to be constantly vigilant in our responsibility over our own spiritual lives and those of the others. When we notice the onset of complacency and spiritual lukewarmness whose signs can easily be detected, we should already be amply warned and start to do something about it. When we notice certain inconsistencies between the expressed intentions and words, on one hand,

and deeds, on the other, we should already consider them as ample warnings. Truth is all of us have the duty to take care of everyone else, especially those who are close to us. And one concrete way to carry out this duty is to consciously bring to our prayer each person with whom we have some special or close relations, or with whom some commitments are involved. This is not, of course, a matter of spying, but rather an expression of genuine love and concern for the others. We should never be indifferent to anyone. Once we notice some symptoms of what we may refer to as the Judas Iscariot syndrome, we have to start to do something, praying first, asking God for some light and guidance, and coming up with some action plan. Usually, what is just needed is to shower the person concerned with more affection and understanding, giving him always good example. In other words, to drown him with a lot of goodness with the view of leading him to a conversion!

MANILA – There is nothing irregular with the government spending, Malacañang said Thursday. Echoing President Rodrigo Duterte’s recent statement, acting Presidential Spokesperson and Communications Secretary Martin Andanar said public funds are being utilized properly. “What is important, the Chief Executive underscored, is there are no irregularities in government spending,” Andanar said in a press statement. Andanar made the remarks in response to presidential aspirant Senator Panfilo Lacson’s statement that it is “embarrassing” for a country’s leader to let his successor deal with the trillions of pesos in debt. On Wednesday, Lacson said it would be a shame to know that the next administration would carry the burden of paying the country’s debt rather than inherit a “better Philippines”. Andanar shrugged off Lacson’s statement as merely “part of election campaign rhetoric”. “Senator Panfilo Lacson’s remarks on the Philippines’ outstanding debt is part of election campaign rhetoric,” he said. Andanar added that Duterte had already ex-

plained why the country has to borrow money. “Be that as it may, President Rodrigo Roa Duterte has already addressed this issue saying that there is a need for government borrowing to finance the administration’s programs and projects,” he said. The country’s outstanding debt grew to PHP12.09 trillion, as of end-February, according to the data released by the Bureau of Treasury (BTr). The BTr said the country’s debt pile as of endFebruary was 0.5 percent or PHP63.83 billion higher than the PHP12.029 bil-

lion registered as of endJanuary. The surge in the Philippines’ debt, the BTr said, was due to “currency fluctuations and net financing from both local and external sources.” Around 69.6 percent or PHP8.41 trillion of the country’s PHP12.09-trillion debt were domestic borrowings, while the remaining 30.4 percent of PHP3.68 trillion were sourced externally. DAVAO CITY – Employees of the business process outsourcing (BPO) companies here have lauded the city government’s initiative to bring the coronavirus disease 2019 (Covid-19) vaccine booster rollout to their offices. The initiative forms part of the Davao City Covid-19 Task Force’s goal to intensify the vaccine booster rollout, in partnership with the private sector in the city. “As a call center agent who works on the graveyard shift, I saw how quickly the virus spreads because most of us have low im-

mune systems,” call center worker Joe Perjes said in an interview Tuesday. Perjes, a worker in one of the BPO companies here said he strongly agrees with the city government initiative because of its good effect in controlling and reducing the number of infected persons. However, Perjes said that while the drive aims to ensure everyone’s safety, he expressed hope it will not be made compulsory. Peter Paul Mulit, another BPO worker, said bringing the vaccines inside their workplace promotes safety and health in the industry.

“It is advantageous on our part because we will no longer go to the vaccination sites, and we can avoid gatherings,” he said. For Venus Aileen Jordan, a mandatory vaccination would be acceptable for everyone’s safety, even if she had experienced adverse effects during her first and second doses. “Honestly, I really had hesitations because of what I experienced before. That petitioners are husband and wife respectively in a marriage performed under Muslim rite on December 16, 2008 at Calauan, Laguna, they are of legal ages, husband and wife, both Filipino-Muslim by birth belonged to Maranao tribe and Filipino-Muslim by conversion respectively and may be served and notices and other legal processes relative to this case at their residents at Purok 11B, Tibanga, Iligan City and lamot 2, Calauan, Laguna, respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than twelve (12) years, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on December 16, 2008 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. Resolution No. 63-S-2020 “A RESOLUTION ENACTING THE FISHERY AND AQUATIC ORDINANCE OF THE MUNICIPALITY OF LANTAWAN BASILAN PROVINCE.” WHEREAS, the Municipality of Lantawan is comprised of Nineteen Coastal Barangays and majority of the constituents depends both on Agricultural and Fishery as their main source of livelihood ; WHEREAS, the rampant used of illegal fishing related activities done in the municipal waters perpetrated by unscrupulous individuals/ group, deprived the local fisherfolks from earning an income for their everyday sustenance, hence, this resolution;

I. FISH AND FISHERY AQUATIC PRODUCTS- Fish includes all fishes and other aquatic animals such as crustaceans (crabs, prawns, shrimp and lobsters) molluscs (clams, mussels, scallops) oysters, snails and other shell fishes. J. FISH CORAL OR BAKLAD- A stationary wire or traps devised to intercept and capture fish, consisting of rows, or stakes bamboo mooting or wire on netting with one or more enclosures usually with easy entrance but difficult exit and with or without leaders to direct the fish to the catching chamber or purse. K. OTOSHI- AMI OR LAMBAKLAD- Is an impounding net in the form of a huge heart-shape compound fixed and held in place, it is maintained in form either by stakes or by a combination of floats or buoys and weight or anchors. L. FISH PEN- Fish enclosures make up of closely woven bamboo screens, nylon screens or other materials attached to poles staked to the water area for the purpose of growing and/or culturing fish to various sizes. M. FISH GAGE- A stationary or floating fish enclosures made of synthetic net, wire, bamboo screen or other materials set in the form of an inverted mosquito net (hapa type) with or without cover with all sides either tied to post staked to the water bottom or with anchored floats aqua-culture purposes. N. FISHERFOLKS- People directly or personally and physically engage in taking and/or culturing or processing fishery and or aquatic products. O. FISHPONDS- A land base facility enclose with earthen or stone materials to impound water for growing fish.

MUNICIPAL ORDINANCE NO. 02 Series of 2020 The Sangguniang Bayan of Lantawan Municipality, hereby ORDAIN, that: SECTION 1. TITLE. This Ordinance shall be known as The Fishery and Aquatic Ordinance of the Municipality of Lantawan, Basilan Province BARMM, and shall herein after be referred to as the Fishery and Aquatic Ordinance. SECTION 2. OBJECTIVES. It is the objective of this Ordinance to improve the fisher folks and a right utilization of coastal resources and the fishing grounds of the municipal water through equity. SECTION 3. DECLARATION OF POLICY. The municipality adhere to the principles of attaining sustainable development and its requisites, Economic viability in RA 8550 The National Fishery Code of the Philippines as duly amended by the Republic Act 10654. SECTION 4. LEGAL BASES. This code is promulgated by the Sangguniang Bayan of Lantawan based on its authority, responsibility and mandate as provided for in the Local Government Code of 1991 or RA 7160, RA 8550 as amended by the Republic Act no. 10654 the National Fishery Code of the Philippines. SECTION 5. DEFINITION OF TERMS. For the purpose of this Ordinance the following Terminologies shall mean as Follows: A. MUNICIPAL WATER- include not only stream lakes and tidal waters within the municipality, not being the subject of private ownership and not comprised within national parks, Public forest, Timber lands forest reserves or fishery reserves but also marine water included between two lines drown perpendicular to the general coastline from points where boundary lines of the municipality touches the sea at low tide and a third line parallel with the general coastline fifteen (15) kilometres from it, where two (2) municipalities are so situated on the opposite shore that is less than fifteen (15) kilometres of marine water between them the third line shall be equal distance from opposite shore of the respective municipalities pursuant to Section 131, (re) of the Local Government Code of 1991 or RA 7160. B. FISHING BOAT- Includes all boats such as Bancas sailboats, motorised Bancas, or any type of watercraft whether licensed or not use for fishing purposes. C. FISHERY- Is the business of catching, taking, handling marketing and preserving fish or other fishery or aquatic products, the fishing grounds and the right to fish or take such product the of thereon. D. MUNICIPAL AND/OR SMALLSCALE FISHING- Fishing utilizing boats or three (3) gross tonnage boats. E. COMMERCIAL FISHING- Fishing beyond the municipal waters with a radius of fifteen (15) kilometres from the shoreline with the use of fishing boat of more than three (3) gross tonnage wooden or steel hull. F. FISHING WITH THE USED OF FINE MESHED NETS- Means fishing with the use of nets whose mesh size is less than three (3) Centimetres when stretch between two opposite knots. G. PERSONS- Include not only Natural persons but also juridical such as association, partnership, cooperative or corporation. H. SUPERLIGHTS- Also called magic light is a type of light using halogen or metal handle bulbs which may be located above the sea surfaced submerged on the water it consists of a ballast/ regulator, electric cable and socket the source of energy comes from a generator, battery or dynamo coupled with the main engine.

SECTION 6. ADMINISTRATIVE PROVISIONS- The Municipal Government in coordination with the MARITIME INDUSTRY AUTHORITY (MARINA), PHILIPPINE COAST GUARD (PCG) PHILIPPINE NATIONAL POLICE- MARITIME COMMAND (PNP- MARICOM) and The Bureau Of Fisheries And Aquatic Resources (BFAR) shall be responsible, for the issuance of permit and license, the concerned agencies shall also extend technical assistance to the municipal government with respect to the registration of fishing Banka as provided for in in E.O 305 to qualify and issuances of documents. SECTION 7. REGISTRY OF FISHING BANCA- fishing Banka operating within the municipal water must be registered, only registered fishing Banka shall be permitted to fish within the municipal water. The office of the Municipal Agriculturist shall maintain listing of all registered fishing Banka and keep posted and made available for public inspection. SECTION 8. REQUIREMENTS FOR REGISTRATION OF FISHING BANCA- The following requirements shall be required for the registration of fishing Banka to the municipal government (LGU): A) B) C) D) E) F) G)

Duly Accomplish Registration Form. Barangay Clearance. Community Tax Certificate for Current Year. Invoice/Receipt of Engine, (If New) Deed of Sale/Affidavit of True Ownership (If Second Hand). H) Clearance from the PNP Maritime or Local Police Assign in the Municipality (LGU)

SECTION 9. REQUIREMENT FOR ISSUANCE OF PERMIT TO OPERATE- the following requirements must be complied for issuance of permit to operate; A) Certificate of registration B) Duly accomplish application form C) Copy of previous permit to operate (Renewed) SECTION 10. REQUIREMENTS FOR ISSUANCE OF MOTORIZED FISHING BANCA OPERATOR’S LICENSE-Filipino citizen of legal age maybe issued a motorized fishing Banka operator’s license, upon complying the following requirements: A) B) C) D)

Duly accomplished application form Community tax certificate (cedula) Barangay clearance Certificate from owner of the Banka and the Barangay Chairman or navigational knowledge techniques of operation. E) Proof of payment of license and other prescribed fees F) Original copy of previous fishing Banka operator’s license (RENEWAL) SECTION 11. GUIDELINE FOR GENERAL REGISTRATIONA) application- the applicant shall file his/her application under oath using the prescribed application forms that contain the following information: name of owner, residence, type in make a fishing Banka and the propulsion and other permanent information that the municipal government (LGU) may require. B) Only Filipino citizens, single proprietorship, partnership and/or corporation and duly registered or accredited fisher folks association in cooperative are eligible to apply for registration. C) Tonnage measurements-the maritime industry authority (MARINA) AND THE PHILIPPINE COAST GUARD (PCG) shall train the authorized pool of inspectors of the municipal government on how to determine the gross tonnage of the fishing Banka using the metric formula as follows:

GROSS TONNAGE = Length x Breadth x Dept. x 0.70

The inspector shall certify the correctness of the admeasurements in the standard tonnage measurement form.

D) Certification from the Philippine national police maritime- the municipal government shall require the applicant to secure a clearance from the PNP Maritime Office in The Municipal Government (LGU) in its absence, the local PNP assign shall certify that the fishing Banka is not involved in any criminal offenses. E) ISSUANCE OF CERTIFICATE OF REGISTRATION, permit to operate and motorboat operator’s license- the municipal governments shall issue a certificate of registration using the standard format upon compliance of all requirements and payment of registration fee. Also, the municipal governments shall issue permit topiramate and motorboat operator’s license upon compliance of all requirements and payment of appropriate fees and charges. F) Official number, assignment of name and marking of fishing Banka. 1. OFFICIAL NUMBER-the municipal government shall assign an official number to a required fishing Banka, which correspond to a code specifying the municipal government/LGU witch shall be painted permanently marked or plated on both side of the forward fortune of motorized fishing Banka, each letters/ number are to be painted in orange color. The code shall be painted 6”x18” in dimension. MUNICIPALITY CODE LANTAWAN BAS-3-0001 1. ASSIGNMENT OF NAME-the municipal government, upon request of the owner/operator me assign a name to the fishing Banka. A name shall be assigned to only one (1) fishing Banka regardless of type of the fishing gear. If the purpose name has already been assigned two another registered boat, the owner or operator has the option of adding letters of the alphabet, any Arabic number all roman number, which can be represented by words or its numeric equivalents to the proposed name. Me name of the fishing Banka shall be painted orange in color on both side of the mid portion of the fishing Banka. SECTION 12. REGISTRY OF MUNICIPAL FISHER-FOLKS-all municipal fisher folk shall be required to register in the local registry of the municipality (LGU) as well as fishing Banka, gear type fishing paraphernalia, fish hatcheries in fishpond for purposes of determining priorities among them with the assistance of the barangay fisheries and aquatic management council when shall be updated annually and posted in the barangay hall or other strategic places upon for public inspection. SECTION 13. USERS OF MUNICIPAL WATER-all fishing related activities in the municipal water shall be utilized by the municipal Fisher folk medium commercial fisher vessels are not authorized to operate without ten point one (10.1) to fifteen (15) kilometer from the shoreline, and no commercial fishing activities are allowed with the depth of less than seven (7) fathom. The fisher folk of the municipality of Sumisip, Maluso, Lantawan, Tabuan-Lasa and Hadji, Muhtamad using hook and line may fish in any of the municipal water, provided that they are duly registered in the local registry of their respective municipality/LGU and may show their registry documents upon demand by any authorized law enforcement of the area. SECTION 14. LICENSE PERMIT FISHERY GRANT- it shall be unlawful for any person, to take or catch fish or other aquatic product by means of net, traps or other, fishing gear in the municipal water of their municipality or by means of fishing boats or vessels, three (3) gross tons or less, unless, provided with the necessary license, permit issued for the purpose by the municipal mayor upon endorsement of the BFARMC. It shall be likewise, illegal for any person to operate fish corals, oyster culture beds, or take/catch “Bangus fry) and other fry of other species for propagation within the territorial jurisdiction of the municipality without first securing a municipal grand there for, conferred as provided for by law and appropriate ordinance promulgated by the Sangguniang Bayan duly approved by the mayor. SECTION 15. PERSONS ELIGIBLE FOR FISHING AND/OR FISHERY PRIVILEGES – the following shall be eligible for fishing and/or fishery privileges: a. Any person who is a Filipino citizen; b. Any Cooperative, Partnership, Association or corporation duly registered or incorporated under the laws of the Philippines, and at least sixty per centum (60%) whose capital stocks belongs wholly to the citizens of the Philippines. SECTION 16. MONITORING OF REGISTERED BANCA. – The Municipal government shall institute monitoring system to determine compliance with E.O 305 and its implementing guidelines. The Municipal Government shall take into consideration other factors to guide the, in approving the registration of fishing banca, such as but not limited to the carrying capacity of its marine resources and the constitutional and statutory preferential rights of municipal fisher-folks within the municipal waters. SECTION 17. ISSUANCE OF NEW CERRTIFICATE OF NUMBER. – The Municipal Government shell issue a new certificate of number in case the fishing banca change its homeport as their point of origin to Hadji Muhtamad as their new homeport. A change of homeport may occur in case the owner/operator decides to change residence or principal office, or sell or transfer ownership of fishing banca, to a person or entity with domicile in another city/municipality, the municipal government shall upon application for change of homeport, issue a certificate of clearance and shall delete the registration of such fishing banca from its previous homeport whom it was registered. No clearance for the change of homeport shall be issued by the current homeport under the following instances: a. The single proprietorship, corporation or fish folk cooperative has no branch office in the intended homeport. b. There is an outstanding safety requirement, which the fishing

banca has to comply; c. The fishing banca is involved in a pending criminal or administrative case for via lotion of a fishery law or ordinance or a civil case regarding question of ownership. SECTION 18. RE-ISSUANCE OF CERTIFICATE OF NUMBER – The Municipal Government shall re-issue the certificate of number in the following instances: a. Change in ownership or transfer of the motorized fishing banca without change in homeport. b. Change in the engine of motorized fishing banca c. Change of name 1. In case the motorized fishing banca is the subject of sale or transfer of ownership, The municipal government shall re-issue the certificate of number, containing the amended information on ownership upon application of the owner or transferee, and subject to compliance with the following requirements: a. Duly notarized Deed of absolute Sale; b. Posting in the barangay or municipal hall for seven (7) consecutive days giving notice that the fishing banca has been sold or transferred to a new owner; c. Affidavit of publication executed by the barangay captain or the municipal mayor that said notice has been posted in the premises and that there are no opposition to the motorized fishing banca sale; and d. Original copy of the certificate of registration 2. In case of change in the engine. In case of replacement of fishing banca engine, an application for the issuance of new certificate of number of number shall be filed accompanied by the following dovumnets: a. Original certificate of number; b. Official receipt of purchase of engine; and c. Police clearance from traffic management group (TMG) that the engine purchased is not from a carnapped/stolen vehicle. 3. Change of name of the motorized banca. The municipal government shall be re-issued a certificate of number when an owner or operator desires to change the name of his fishing banca, upon application filed with the homrport, stating the reason for such. An application for change of name will not be approved if the fishing banca is involved in civil vase regarding question of ownership or in a criminal or civil case for violation of a fishery law or ordinance. Only applications with complete documentary requirements shall be accepted. SECTION 19. DELETION OR CANCELLATION OF REGISTRATION-in case of less or decay of the fishing Banca registration, or its environment in a marine/maritime incident, the owner or operators shall immediately inform the Municipal Agriculturist Office (MAO) me letter shall delete or cancel the fishing Banca registration. The Municipal Government may also cancel or delete the registration of the fishing Banka for other lawful causes after duly notifying its owner/ operator and compliance with the requirements of due process. SECTION 20. RECORDS- keeping for submission of records-the municipal governments shall maintain up-to-date records of fishing Banka of three (3) gross tonnage and below, and regularly submit to the (MARINA) central office of marina regional office concerned, the Philippine Coast Guard (PCG) Station/Detachment and Ministry Of Agriculture Fisheries And Aquatic Resources (MAFAR) the list of fishing Banka registered and deleted/canceled within the first quarter of every succeeding year. SECTION 21. IMPOSITION OF FEES, TIME AND MODE OF PAYMENT-the fees and charges impose in this code or ordinance shall be paid in full to the municipal treasurer’s office of the municipality of Lantawan upon registration of the fishing Banka of three (3) gross tonnage and below and other charges imposed on this code or ordinance as follows:

SECTION 22. PROHIBITED PERSONS TO OPERATE WITHIN THE MUNICIPAL WATERS- All Fisherfolks , cooperatives and associations who are not residents or who do not do business in the Municipality of Lantawan are strictly prohibited to do fishing and other fishing related activities. All violators of this section will be penalized in accordance with the Fishery Code, Lantawan Municipal Ordinance and other related laws. SECTION 23. IMPOSITION OF SURCHARGES AND INTEREST ON LATE/UN-RENEW PERMIT - failure to pay the permit fee or renew the permit within the time required every February of each year shall be imposed a surcharge not exceeding twenty-five percent (25%) off the fees or charges paid on time and interest at the rate not exceeding two percent (2%) per month of the unpaid or charges including surcharges, until such amount is fully paid. The bassist in the competition of the interest will be based on the basic amounts. In case of non-operational of the fishing Banka, the owner or operator shall inform the municipal agriculturist office and submit a certificate of non-operational from the barangay fisheries and aquatic resources management council (BFARMC) within the time required of the renewal of permits.

1. The name signature, age address of the person apprehended. 2. Me material facts obtaining in the commission of acts of the crime define and penalized under this code or ordinance. 3. Above three (3) gross tonnage vessel operating within the municipal water without permit to operate shall suffer the penalty embodied in RA 8850 the national fishery law as amended by RA 10654, and administrative complaint be filled against before the (MAFAR) adjudication board and the provincial prosecutors for filing of criminal and administrative charges against him. : SECTION 25. LOCAL GOVERNMENT TECHNICAL CAPACITY – BUILDING. – the municipal government shall train its technical personnel with the assistance of the maritime industry authority (MARINA) and the Philippine Coast Guard (PCG) and designated appropriate officers for the full discharge of this devolved function the MARINA and PCG, shall extend assistance and SECTION 26. AUXILLARY INVOICE – all fish and other fishery products must have an auxiliary invoice prior to their transport from this municipality to the point of destination upon payment of P3.00 – one thousand pieces of “bangus Fry” and fry other fish species, the barangay council where the grant is located shall be given the responsibility to collected the said fee. SECTION 27. RESTRICTION ON BABY TRAWLS USING FISHING BOATS OF THREE (3) GROSS TONS OR LESS – baby trawls or fishing boats of three (3) gross tons or less may operate in areas four (4) fathoms deep or more if authorized by existing municipal ordinance. SECTION 28. RESTRICTION – licenses and permits issued or contracts executed under this shall be contain provisions to be effect that: a. The fish coral (baklad) or landbaklad shall not be constructed within two hundred (200) meters of another fish coral marine fisheries unless they belong to the same licensee / grantee, but in no case shall the distance be less than sixty (60) meters apart, except in waters less than two (2) meters deep at low tide. b. The fish coral (baklad) or landbaklad shall be entirely be opened during closed season period or periods established by national government and LGUs for the free passage of fish to enable a considerable number to reach the spawning grounds. c. Fish pen / fish cage established should follow policy regulations of aquaculture / Mari culture activities in rivers and sheltered coastal municipal waters as provided for under Section 9 hereof. d. Nothing in the license shall be construed as permitting the license, grantee or permitee to undertake any construction, which will obstruct the free flow navigation in any stream or lake flowing through, or adjoining the fish coral, are wherein the lessee or licensee, or permitee is granted a fishery privilege. e. The licensee agrees unconditionally to comply with all the laws, decrees, orders, rules and regulations governing fishing or which may later be promulgated. f. The license assumes responsibility for any and all acts of his agents and employees of the contractors connected with his fishing operation. g. Failure to pay any or file a bond when due or prescribed in the permit, license, contract or regulation shall be sufficient ground for the cancellation of the license, permits or contracts. SECTION 29. IMPLEMENTING RULES AND REGULATIONS-the municipal mayor through a technical working group (TWG) shall formulate the implementing rules and regulation (IRR) necessary to effectively carrying out the provision of this code/ordinance within six (6) months from its approval. SECTION 39. SEPARABILITY CLAUSE-if for any reason or reasons, any part of the provision or provisions of this code/ordinance shall be held or found unconstitutional or invalid, other parts here of which are not affected thereby shall continue to be in full force and effect. SECTION 40. REPEALING CLAUSE-all ordinance resolution memorandum or rules and regulation inconsistent with the provision of this code/ordinance are hereby repealed and modified accordingly. SECTION 41. IMPLIED REPEAL-implied repeal is not favored; only such provision of the ordinance of the municipality of Lantawan which are in conflict with any of the provisions herein shall be impliedly repealed. SECTION 42. EXPRESS REPEAL-The following ordinance of the municipality of Lantawan are hereby expressly repealed. SECTION 44. GSIS launches 2022 art tilt

GSIS launched on March 11 its 2022 National Art Competition. Now in its 17th year, the GSIS art contest is regarded as one of the country’s biggest and most awaited visual art competitions. The competition is open to all Filipino artists who are at least 18 years of age (as of May 2, 2022). Interested artists may submit one entry in each of the following categories: representational; nonrepresentational (or abstract), and outdoor or freestanding sculpture. To promote renewed hope and the resilience of Filipinos in the “new normal,” the theme this year for the representational category is Pagsulong at Pag-asa sa Bagong Normal. For the other two categories, the theme is open to avoid restricting the artistry and imagination of

participating artists. Entries must be dated not earlier than 2022 and must be original works of participating artists. In addition, they must not have been exhibited before, revised, or awarded a prize in previous competitions. Submission period is from May 2 to 7, 2022 from 8:30 a.m. until 4:00 p.m. only. Cash prizes await the winners. The first prize winners in all categories will receive P300,000 while the second and third prize winners will receive P200,000 and P100,000, respectively. There will be four honorable mentions in each category who will receive P25,000 each. All prizes are subject to 20% tax. Last year, GSIS received a record number of submissions at 1,451 art entries. The winning artworks will be part of the GSIS art

collection and displayed in the GSIS Museo ng Sining in Pasay City. The officers of the Art Association of the Philippines (AAP) - the umbrella organization of art groups in the country and GSIS’s long-time partner in the conduct of the art tilt - and other individual artists who are officially assisting in the contest are not allowed to join the competition. The second bitter reality is the unsustainability in the economy as only a few elites are in control of the resources. Who decides? Who controls? Who benefits? These oligarchs are using “trickle-down” approach to the masses as an alibi. No Sir! No such thing. In so-called trickle-down approach, we just allow all those which have already passed the digestive system of cattle to be eaten by the poor. Today, as election day is fast approaching, let the Filipino people decide to elect those who will not follow elitist rule but to effect a paradigm shift from unsustainability to sustainability. Money should not be used to make more money but to improve the quality of life of the people. Enough is enough of economic development that benefits only a few. No less than a national leader of Myanmar by the name of Aung San Suu Kye, leader of the national league for democracy who had been imprisoned as a freedom fighter, had stressed the truism in her speech that “human development must now be the focus and not consumerism and materialism.” Yes, HIGHT SA LAHAT, TAO. Let us now be awakened to liberate humanity, especially the Filipino people from the quagmire of so much unbridled materialism and consumerism and to bring back spirituality amidst morale collapse and religious apathy. Let the biblical line reverberate:
