‘VolunTurismo’ needed for Siargao Island rehab

HE Mindanao Development Authority (MinDA) is set to launch next month “VolunTurismo,” a project that seeks to bring in thousands of tourists to Siargao Island to aid in its economic recovery and rehabilitation efforts after it was ravaged by Super Typhoon Odette in December 2021.

Adrian Tamayo, MinDA public relations head, said that the project aims to encourage more volunteer tourists to come to the island and extend support to the locals months after the super typhoon wreaked havoc in

their communities. The soft launch is scheduled on May 5, he said. “The aim is to encourage tourists, as volunteer tourists, to visit Siargao and enjoy the waves and the See TOURISTS, page 11

The church group claimed Yañez is an active IFI church worker known to many people within the ecumenical circle in advocating for a just and peaceful society. “He grew up in a family of religious background actively participating in the life and ministry of the church, with two of his siblings serving as ordained ministers,” the group said in a statement. According to the church leaders, Yañez was vilified for years, together with other church leaders such as the Obispo Maximo Rhee M. The government’s “Balik Probinsya, Bagong Pag-Asa (BP2)” program just got better with the Technical Education and Skills Development Authority (TESDA) offering scholarships on vocational courses for applicants. Qualified BP2 beneficiaries can enroll in such courses as Ships Catering Service National Certificate (NC) III, Cookery NC II, Driving NC II, Massage Therapy NC II, Electronics Products Assembly NC II, Organic Agriculture Pro-

duction NC II, Electrical Installation and Maintenance NC II, and Shielded Metal Arc Welding NC I. “The training programs can be availed (of ) by the beneficiaries if these are offered by the TTIs (TESDA Technology Institutions) or TVIs (Technical Vocational Institutions) in their areas,” TESDA told the Philippine News Agency (PNA) in a text message during a recent dispatch procedure for BP2 beneficiaries. President Rodrigo Duterte signed Executive Order 114 on May 6, 2020 to institutionalize the BP2 pro-

gram, which aims to reverse the continuing migration of the rural population to Metro Manila and decongest the region by encouraging applicants, especially informal settlers, to return to their home provinces. TESDA, a member of the BP2 Council, said the beneficiaries could apply the skills training in the transition to their new lives. Parida Macmod, 47, is among the successful TESDA beneficiaries who underwent a 30-day training on animal production in December 2020. For 10 years, Macmod

lived in Tandang Sora, Quezon City until the pandemic left her unemployed. She decided to return to her hometown in the Soccsksargen Region through the BP2. “The ruminant training helped me and the trainer motivated me to become an entrepreneur,” Macmod said in an interview. ‘There is a battle outside and it is ragin!’ “Come senators, congressmen/ Please heed the call/ Don’t stand in the doorway/ Don’t block up the hall/ For he that gets hurt/ Will be he who has stalled/ There’s a battle outside/ And it is ragin’/ It’ll soon shake your windows/ And rattle your walls/ For the times they are a changin’.” These are the opening lines of the song, “The Times They are A-Changin’,” popularized by Bob Dylan, an American folk singer, who together with antiwar activists spearheaded a movement against the USA’s imperialistic engagement in Vietnam in the 60’s. Who would believe that after sixty years, the song would still be relevant, this time however, it is one to remind our legislators to take heed of the call of the people, not to support the prevailing elitist rule and never again to misuse the billions of pork barrel funds as exemplified by the Napoles scandal. Yes, there is a battle out there and it is raging. This time, in the Philippine context, it is a war against dehumanizing poverty that is perpetuated by the culture of corruption and greed, reinforced by the apathetic attitude of the people who

are rendered powerless all these years. Suddenly, there is now the dawning of a new day as the people are now undergoing a process of “conscientization,” an awakening process where the people have finally realized that social change cannot be had out of the “kindness” of the powers-that-be but only through their collective power, meaningful participation and continuing vigilance. Without people’s participation, all the outpourings of so-called development programs will just be palliatives and cannot be the solution. The people are now awakened to the painful truism that for those who have dreamt, sacrificed and even died for it, social change has been so illusive all these years as the systems and structures breeding poverty and corruption are still as formidable as ever. The billions if not trillions of pesos allocated all these years to somehow alleviate poverty to draw those in the margins into the mainstream of development process have not at all made a dent to improve the quality of life of the poor. Those gargantuan funds allocated under the Priority

Development Assistance Fund (PDAF) apparently just went to the pockets of deceitful legislators, some of whom have the guts to run again as candidates. Confucius once said, “If we focus our attention to the finger that is pointing to the stars, we will miss the beauty of the universe.” Yes, while we decry the misuse of billions of pesos, let us instead opt to start the conscientization process on these structures and systems that have given way to the deceitful and hideous commission of crimes by those in power. That being, we will have a full realization on why our country has been described by the Asian Development Bank as the “poorest in Asia.” We were so angry a decade or so ago upon knowing that some ten billion pesos were pocketed by a few greedy “ghost” nongovernment organizations (NGOs) but allowed the mindless exploitation of our natural resources through the massive connivance of the cabal of vested interest, politicians and law enforcers in full defiance of the rule of law. The presumption was that these presidentiables will have change of heart, let go of their aspirations and throw their support behind second placer Leni Robredo to overcome the lead of Bongbong Marcos. What would have been the most dramatic political show in this year’s electoral derby was in fact an autopsy of the character of Leni Robredo and expose’ of the serpentine agenda of her political alliance if she is defeated in her quest for the presidency as in “magkaroon ng gulo” (there will be trouble). Is this the reason why for the nth time she changed the logo of the Liberal Party from Yellow to pink and now with yellow, pink, a dash of green, and screaming red? The three presidential candidates made public their stand that none of them is withdrawing from the race. Manny Pacquiao who was in General Santos City made known his stand

in a conversation with Tito Sotto that he is one with the group in not withdrawing from the race. What prompted the joint press conference is the persistent speculation on social media that Lacson, Moreno, Gonzales, and Pacquiao will eventually give up the fight and support Leni. Now it turns out that the last person they would give way to is Leni. The Leni defenders were quick to raise the gender issue as the trio was ganging up on the pink lady making her appear as an underdog. Actually, if we were to believe the confession of the three presidentiables, they had their fill of Leni’s importunities for them to withdraw and support her to defeat BBM. Lacson for one bared that former Quezon City Mayor Jun Simon had been bugging him in favor of Leni, an issue which Robredo’s camp already denied claiming Simon is not authorized to speak for Leni. Lacson has countered this saying the crux of it all is “who benefits from the call for his withdrawal?’’. This means while the Vice

President may not have said it herself, the indubitable fact is that she was the cited beneficiary. Lacson raised how Robredo preyed on Partido Reporma and how he was unceremoniously jettisoned from the party over money matters. For his part, Isko Moreno recalled how often was he sought after by people identified with Leni for him to make a supreme sacrifice by withdrawing from the race and support Leni. Obviously, Isko was hurting over the shift of some of his leaders in Manila and Cebu to the camp of Robredo. An infuriated Yorme proposed that instead, it should be Leni to make the supreme sacrifice because her numbers in the surveys are not improving. The three presidential aspirants pointed out that there is no such thing as 60% Marcos loyalists behind BBM. Our strong start this year means that more Filipino workers have been helped by Pag-IBIG Fund in acquiring their own homes,” said Sec. Eduardo D. del Rosario, who heads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees. He said the sustained growth in the home loan disbursements also contributes to the economy, as the fund continues to help its members and the country recover from the pandemic. Del Rosario added that the amount of home loans released by the agency during the first quarter enabled 22,210 members to acquire

their own homes, a 7% increase from the 20,712 members helped during the same period in 2021. He further added that out of the total amount, P1.78 billion were released as socialized home loans benefitting 4,114 Pag-IBIG Fund members belonging to the minimum-wage and lowincome sectors. Meanwhile, Pag-IBIG Fund Chief Executive Officer Acmad Rizaldy P. Moti noted that the agency’s performance at the start of the year is a continuance of its record-high achievement in 2021 when the agency surpassed P100 billion in home loan releases. “After coming off a recordsetting 2021 with P100.8 billion in home loans released, we have yet again set another record-high in housing loan takeouts for the first quarter of 2022. Our performance in the housing loan front is an indication of the trust of our members in our programs,” said Moti. EDUCATION is a powerful driver of development and is one of the strongest instruments for reducing poverty and improving health, gender equality, peace and stability. Although there has been great progress in the last decade, many more children attend schools and girls’ education has markedly improved, 124 million children are still out of primary and lower secondary school and 250 million cannot read or write although many have been to school. Education has large, consistent returns in terms of income and counters widening inequality but this potential is too often unrealized due to alarmingly low leaning levels. Providing all children with a quality education that teaches

them skills for work is critical to end poverty by 2030. One of the United Nations’ Sustainable Development Goals is education. Researchers Eric Hanushek and Ludger Woessman argue that the most important determinant of economic growth is the knowledge capital of nations which they define as the aggregate skills of the country’s population and which they measure by achievement scores on international mathematics and science examinations. This argument indicates that the importance of the education goal should be elevated because achieving it would provide the resources to reduce poverty, to improve health and to provide for inclusive growth that lessens inequality within and between countries.

DO Unibank, Inc. (BDO) posted a 13% year-on-year (YoY) increase in net income to P11.7 billion for the 1Q 2022, driven by the Bank’s core businesses. Loan portfolio rose by 7% to P2.4 trillion on strong demand from corporate borrowers, the recovery in the middle market, and the resilience of the consumer segment. Deposits went up to P2.8 trillion driven by the 11% YoY increase in Current Account/ Savings Account (CASA) deposits, now

comprising ~86% of total deposits. This resulted in net interest income of P33.9 billion, 6% higher than a yearago. Non-interest income increased by 9% to P16.7 billion, driven by fees and insurance premiums. Trading and forex gains were in line with normalized business levels. Operating expense (OPEX) growth was manageable at 3% YoY to P31.8 billion. Asset quality continued to improve with NPL ratio down to 2.72% from

2.81% last year. The Bank maintained its conservative credit and provisioning policy with provisions at P3.7 billion compared to P2.9 billion a year-ago, resulting in higher NPL coverage at 120.8% Total capital base strengthened to P429.9 billion, with the Capital Adequacy Ratio (CAR) and Common Equity Tier 1 (CET1) Ratio both increasing to 14.6% and 13.5%, respectively, comfortably above regulatory minimum.

BDO’s Return on Common Equity (ROCE) for the 1Q 2022 increased to 11.09% from 10.56% in the same period last year. The Bank’s Book Value per common share rose to P96.47 as of end-March 2022 for a 7% year-onyear growth. Asynchronous and synchronous teaching methods are also maximized through online and offline set-up. Today, teachers are more skillful in creating video lessons. The impact of digital videos on everyday culture is apparent. Learners are more visual and arouse their interest on lesson

AN ORDINANCE INSTITUTIONALIZING “PAG-AMUMA HU APU HA MAAMA DAW APU HA BAHI”, ENHANCING THE SUPPORT MECHANISM IN THE IMPLEMENTATION OF REPUBLIC ACT 9994 OR THE EXPANDED SENIOR CITIZEN ACT OF 2010, GRANTING ADDITIONAL BENEFITS AND SPECIAL PRIVILEGES TO THE SENIOR CITIZENS OF MALAYBALAY CITY, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES Explanatory Note The “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” shall be institutionalized, supplementing the benefits and special privileges provided for in Republic Act 9994 or the Expanded Senior Citizen Act of 2010 and further enhancing the existing support mechanism of the City Government of Malaybalay in implementing the same. “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” is the binukid translation of the practiced ‘Kalinga Para kay Lolo at Lola” welfare program that directly delivers various services for the elderly in the barangays of Malaybalay City. The ordinance aims to provide a more sustainable support mechanism in the delivery of the program and services for the elderly, thru strategic planning, coordination and establishment of an organic organizational structure from the city level to the barangays. NOW THEREFORE, be it ordained by the 8th Sangguniang Panlungsod of the City of Malaybalay, Bukidnon, regular assembled, that: Section 1. Title. This ordinance shall be known as the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Ordinance of the City of Malaybalay. Section 2. Adoption of Policies and Objectives. The City of Malaybalay hereby adopts the declared policies and objectives in Section 2 of R.A. 9994, otherwise known as “An Act Granting Additional Benefits and Privileges to Senior Citizens, Further Amending Republic Act No. 7432, as Amended, Otherwise Known, as ‘An Act to the Contribution of Senior Citizens to Nation Building, Grants Benefits and Special Privileges and for Other Purposes”’, more specifically: a. To establish mechanisms whereby the contributions of the senior citizens may be maximized; b. To adopt measures whereby our senior citizens are assisted and appreciated by the community as a whole; c. To establish a program beneficial to senior citizens, their families, and the rest of the community they serve; d. To establish community-based health and rehabilitation program for senior citizens in every political unit of society. Section 3. Additional Benefits, Privileges and Responsibilities. In addition to the benefits and privileges enumerated in Section 4 of R.A. 9994, the City Government of Malaybalay shall provide the following: a. All senior citizens registered with the Office of the Senior Citizens Affairs shall be entitled to the following benefits and privileges: 1. Comfortable seats in local public conveyances; 2. Twenty percent (20%) discount in all local public conveyances; 3. Priority in services in drug stores, restaurants, groceries, markets, etc. 4. Free health care and dental services, diagnostic and laboratory fees at the City Health Office; 5. Auxiliary support services (provision of wheelchair, prosthetics and other mobility devices) to senior citizens with disability; 6. Quarterly financial/medical assistance in the amount of Twenty Thousand Pesos (P 20,000) to those senior citizens undergoing cancer treatment and dialysis; 7. Additional financial assistance of Five Thousand Pesos (P5,000.00) to the family for the death of the affiliated senior citizen; and 8. Support for the availment of educational opportunities for formal or non-formal (Alternative Learning System, Technical/Vocational Schools) education. b. In this regard, the management of establishments and operators of public conveyances shall assume the following responsibilities: 1. Where customers must queue for service, like fast food centers or payment counters, concerned establishments must provide marked lanes that shall give priority to senior citizens; 2. ln restaurants and on motorelas, tricycles, multi-cabs, jeepneys and other PUVs, to reserve seats most convenient for entrance and exit or for embarking and disembarking; 3. In dealing with senior citizens, to extend the utmost patience and due respect. c. Senior Citizen registered with the OSCA, upon reaching the age of seventy (70) years old shall be entitled to a monthly lifetime pension as per Ordinance No. 936, s. 2020, as amended or “An Ordinance Granting Monthly Pension to Senior Citizens of Seventy Years Old and Above; d. Abandoned and neglected Senior Citizens registered with OSCA shall be granted monthly financial assistance for food subsidy; e. Beginning January 2022, after their ninetieth (90th) birthday, all indigent Senior Citizens registered in the OSCA shall be provided with lifetime monthly health /food supplement in the amount of One Thousand Pesos (P1,000.00) as care for qualified near centenarians and the City of Malaybalay shall grant one time incentive of Fifty Thousand Pesos (P50,000.00) during his/her birthday; (a)* f. Supplementary to the One Thousand Pesos (P1,000.00) Centenarian Gift from the National Government as provided by R.A. 10868 of the “Centenarians Act of 2016”, the City of Malaybalay shall grant One Hundred Thousand Pesos (P100,000.00) as one time incentive to each qualified Senior Citizen registered in the OSCA on the occasion of his/ her 100th birthday. A plaque of recognition shall be awarded to him/ her or to his/her nearest surviving relative in an appropriate ceremony on the National Respect for centenarians Day in October.” (a)* g. The grant of financial assistance and/or monetary benefits shall be subject to the guidelines and standard qualification requirements of the City Social Welfare and Development Office, subject to the availability of funds and the existing accounting and auditing rules and regulations. Section 4. Institutionalizing “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Program. Within the first month of the beginning of a new Administration, the Chair of the Sangguniang Panlungsod Committee on Senior Citizens shall conduct a planning workshop covering the next three (3) years and submit its plan for approval to the Federation of Associations of Senior Citizens of the City of Malaybalay, Inc. a. The workshop output shall include: (1) the 3-year general objectives;(2) 3-year specific objectives with their corresponding strategies/activities and budgetary requirements; and (3) provisions for evaluation. b. The planning workshop shall involve: (1) the Chair and the SP members of the SP Committee on Senior Citizens; (2) the City Social Welfare and Development Officer (CSWDO); (3) the Office of the City Senior Citizens Affairs (OSCA) Head; and the (4) Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President. c. The Senior Citizens Stakeholders Assembly (SCSA) shall be composed of the Chair of the SP Committee on Senior Citizens as Convenor and Chair, and as members: (1) All members of the planning workshop; (2) All 46 Presidents of the Barangay Senior Citizens Association; (3) the President of the Liga ng mga Barangay. d. The SP Chair, CSWDO, OSCA Head, Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President shall consolidate the 3-year plan and recommendations approved by the SCSA for inclusion in the Executive -Legislative Agenda (ELA) and the eventual approval by the SP and the City Mayor. Section 5. Creation of the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Coordinating and Monitoring Board. Per Rule VIII, Section 5 of the Implementing Rules and Regulations (IRR) of R.A. 9994, there shall be a mechanism for the implementation of R. A. 9994 to be known as the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Coordinating and Monitoring Board. a. The Board shall be composed of the City Mayor as Chair and the CSWDO as Co-chair, and as members: (1) OSCA Head; (2) Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President; (3) the Chair of the SP Committee on Senior Citizens; and the 4) the Community Affairs Division Head of Office of the City Mayor. The OSCA shall serve as Secretariat to the Board. b. The Board shall have the following duties and functions: 1. To monitor the efficient and uniform implementation of RA 9994 and other issuances and ordinances on senior citizens; 2. To recommend effective and innovative approaches and methods to address the emerging concerns of the senior citizens, through “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” program that intends to consolidate programs and services for the senior citizens in support of the Expanded Senior Citizens Act to the forty-six (46) barangays of the City of Malaybalay: 3. To monitor the timely implementation of the 3-year senior citizen plan; 4. To assist the Barangay Association of Senior Citizens Affairs in their synchronized elections; c. In the performance of its functions, the Board shall meet at least quarterly and also to resolve issues complaints and other concerns, if any related to senior citizens’ affairs. d. The Board may use part of the special purpose appropriation for the senior citizens allocated for operation and implementation of its functions.

Section 6. Office of the Senior Citizens Affairs. Pursuant to Rule 6 of R.A. 9994, there shall be the Office of the Senior Citizens Affairs (OSCA). a. The OSCA Head shall be a senior citizen chosen from a list of three (3) nominees of the general assembly of the accredited senior citizens association of the City of Malaybalay. He/She shall be selected and appointed by the City Mayor for a single term of 3 years without prejudice to an extension if exigency so requires. During his/her term, he may not be removed except for reason of death, permanent disability or ineffective performance of his/her duties to the detriment of fellow senior citizens. b. The senior citizen to be appointed by the City Mayor as OSCA Head shall have the following qualifications: 1. A Filipino citizen and resident of Malaybalay City for at least one (1) year; 2. A registered voter of the City of Malaybalay; 3. Able to read and write; 4. Must be physically and mentally capable of performing the tasks of OSCA Head; 5. A bonafide member of a duly registered senior citizens organization which has a track record of at least three consecutive years; 6. Good moral character; and 7. At least a high school graduate. c. Remuneration for Services Rendered. - The head of the OSCA shall be entitled to receive an honorarium of an amount equivalent to at least Salary Grade 10. d. The Office of the Senior Citizens Affairs shall have the following functions: 1. To prepare the working draft of the 3-year senior citizen plan for the planning workshop; 2. To act as the lead and main implementor of the 3-year senior citizen plan; 3. Facilitate and coordinate with other city government offices and other agencies, and act as lead in the delivery of “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” program to the barangays; 4. To draw up a list of available and required services which can be provided by the senior citizens; 5. To maintain and regularly update on a quarterly basis the list of senior citizens and to issue, free of charge for the first instance, the OSCA identification card and purchase booklet, free of charge, which shall be valid anywhere in the country. 6. To serve as a general information and liaison center to serve the needs of the senior citizens; 7. To monitor compliance of the provision of this ordinance and relative laws and issuances, particularly the granting of special discounts and privileges to senior citizens; 8. To report to the City Mayor, individuals and establishments found violating any provisions of this ordinance and relative laws and issuances; 9. To assist senior citizens in filing complaints or charges against any person, natural or juridical; establishment, institution, or agency refusing to comply with the privileges under Republic Act 9257 before the Department of Justice or the provincial, city or regional trial courts; 10. To act or coordinate with concerned individual, establishment, institution or agency in investigating fraudulent practices and abuses of the discount and privileges exclusively granted to senior citizens; and 11. To establish linkages and work together with accredited NGOs, POs, and the barangays. Section 7. Barangay Associations of Senior Citizens (BASCA). With the exception of Barangay Casisang which shall have two (2) Barangay Associations of Senior Citizens (BASCA), there shall be one (1) association in each of the other forty-five (45) Barangays of the City of Malaybalay and shall hold office in their respective barangay hall. The Federation of Associations of Senior Citizens of the City of Malaybalay Inc. shall be recognized as the official umbrella organization of all the BASCA in the city. Each BASCA shall submit to its respective Punong Barangay its annual plans and requests for budgetary assistance from the barangay. The Federation shall collate its own as well as all BASCA annual plans and requests for budgetary assistance from the City Government and submit the same to OSCA for consideration and accommodation in time for the annual budgeting process of the City Government beginning in August of its year. The President of BASCA shall be entitled to receive a monthly honorarium in the amount of One Thousand Pesos (P1,000.00). Section 8. Penalties and Other Sanctions. a. The following acts concerning drug and medicine purchases are considered violations of the ordinance; 1. A senior citizen or his/her representative or a person misusing the privileges by: a) Using several purchase booklets; b) Availing of the discount to buy medicines, drugs, medical accessories and supplies not for the use of the senior citizen; and c) Unauthorized use of the identification card of the senior citizen. 2. A medical practitioner giving prescription to other persons in the name of the senior citizen or giving anomalous prescription. 3. Retailers and establishments dispensing medicines; a) Refusing to grant the full 20% discount and VAT exemption on drug and medicine purchases via credit card; b) Making distinction between branded and generic drugs and medicines in giving the 20% discount; c) Posting notices and signages telling customers that availment of the 20% discount is limited to cash purchases only; d) Limiting of discountable drug and medicine purchases to certain weekdays only, such as that senior citizens cannot avail of the 20% discount on other days, and: e) Restricting the purchase time or period for senior citizens to a particular hour each day only. b. The following acts concerning food purchases are considered violations of the provisions of the ordinance: 1. Pegging a maximum amount of food purchase subject to 20% discount and VAT exemption, and/or posting of notice to that effect; 2. Refusal to grant a discount for credit card payments; and 3. Refusal to grant a 20% discount and VAT exemption on delivery orders it appearing that the purchase is for the exclusive use and consumption of a senior citizen. c. Any person who refuses to honor the senior citizen card or any government issued identification documents indicating a senior citizen’s birthdate and age violates any provision of the ordinance shall be fined with the following penalties: One Thousand Five Hundred Pesos (P1,500.00) - for the First Offense Three Thousand Five Hundred Pesos (P3,500.00) - for the Second Offense, and Five Thousand Pesos (P5,000.00) - for the Third Offense and every succeeding offense thereafter. Provided, that the offender is given five (5) days to pay the fine imposed herein, otherwise the appropriate criminal complaint shall be instituted before the proper court. d. If the offender is a corporation, partnership, organization or any similar entity, the officials directly involved thereof such as its President, Manager, Managing Partner, or such other officer charged with the management of the business shall be liable for the violations stated herein; e. The City Mayor, upon the filing of an appropriate complaint, and after due notice and hearing shall impose the following: i. 1st Offense – Reprimand ii. 2nd Offense – Suspension of Business Permit/License iii. 3rd Offense – Revocation or cancellation of Business Permit Section 9. OSCA Trust Fund. There shall be an OSCA Trust Fund created and maintained in the Office of the City Treasurer to provide additional financial and/ or material aid to senior citizens for health care and rehabilitation for disabled senior citizens and extend assistance to the needs of the underprivileged, sick, and incapacitated elderly and give full support to the improvement of the well-being of the elderly. All donations from individuals or institutions, earnings from income generating activities and projects undertaken by the OSCA, savings from externally-funded activities and the fines/penalties for the violations of this ordinance shall be treated as an OSCA trust fund. Disposal of funds from donations, earnings, savings with unspecified purpose, including the fines/penalties from violations of this ordinance shall be considered contingency fund of OSCA for its maintenance and operations, and is subject only to the approval of the Trust Fund Trustees. The Trust fund shall be managed by the Trustees composed of the following: (1) City Mayor-Chairman; (2) Chair of the SP Committee on Senior Citizens-Vice Chair; (3) OSCA Head- Member; (4) City Treasurer- Member; (5) Federation President- Member. Section 10. Appropriation. The amount necessary to carry out the provision of this ordinance shall be subject to the availability of funds and shall be included in the Annual Budget of the following year of its enactment. Section 11. Separability Clause. If for whatever reason, any provision of the Ordinance is declared to be unconstitutional or invalid, the other provisions hereof not so affected shall continue in full force and effect. Section 12. Repealing Clause. Ordinances, rules and regulations or parts thereof which are inconsistent or in in conflict with the provisions of this ordinance are hereby repealed. Section 13. Effectivity. This ordinance shall become effective fifteen days after publication. Veterans Bank Warns of Data Centers 101: How enterprises benefit from Online Recruitment Scam colocation and outsourced IT management Philippine Veterans Bank (PVB) is warning the public, especially jobseekers, to be wary of unscrupulous individuals posing as recruiters for the Bank and charging fees to job applicants. According to PVB, the recruitment scam was being done online via social media and tricking people into believing they were interacting with the Bank’s recruitment department. As victims are lured in, they are led to believe that they have been hired by the Bank and are then charged fees supposedly for medical examination prior to starting. The fraudsters also use the Bank’s corporate logo and name-drop Bank official to make their scheme more credible. “Veterans Bank will NEVER ask job applicants for fees or charge them anything during the job application process,” said FVP Miguel Angelo C. VillaReal, Head of PVB’s Marketing and Communication Division. “Additionally, we do not employ individuals to do recruitment activities outside of our official channels both online and offline.” PVB discovered the fraudulent activity after receiving feedback from would-be applicants who double-checked with the Bank’s Customer Care team on the veracity of the online recruitment. THE data center sector in the Philippines is facing exciting times. Pandemic lockdowns triggered an increased need from local companies to shift

servers and Information Technology (IT) equipment from their premises to data centers. Foreign groups are also looking at establishing

their facilities in the country. Recently, Globe entered into a $350-million joint venture partnership with

ST Telemedia Global Data Centres and Ayala Corporation to develop and operate data centers. LSONS Development and Investment Corporation (Alsons Dev), together with the municipal government of Alabel, led the groundbreaking ceremony for the construction of an 877.5-meter bypass road valued at P30 million that will

connect Libertad Road in Barangay Maribulan, Alabel to the Sarangani-Davao del Sur Coastal Road. A 630-meter property that forms a significant portion of the road was donated by the Alcantara Family, founder and owner of a diversified conglomerate comprised of more than 20 corporations, which include Alsons Dev, a leading real estate developer in Davao City, and Alsons Aquaculture Corporation, the Philippine’s largest processor and exporter of premium quality bangus and many other processed seafood products based in Sarangani. The donation was made to the Municipality of Alabel on July 28, 2021, in time for the town’s 50th founding anniversary. “We are grateful to have donors like the Alcantara Family, who are committed to working with the local government to improve our infrastructure for the betterment of the province and its people,” said Alabel Mayor Vic Paul Salarda. Scheduled to be completed in August 2022, the Alabel Bypass Road will boost land value and socioeconomic development for Alabel, as it will allow a more seamless travel for commuters in Barangays Maribulan, Libertad, Bagacay and Poblacion heading to

and coming back from Davao del Sur. Easier access to Davao del Sur, which, according to the Philippine Statistics Authority, had a total population of 680,481 in 2020, will increase foot traffic to Alabel. In turn, this will increase the zonal values in Alabel. “We are honored to be part of this project. Our family has always been supportive of the growth of Alabel.
