AGAYAN DE ORO CITY – Some 832 police personnel will be deployed in the Northern Mindanao region for the security of the Smartmatic’s Vote Counting Machines (VCMs).

In an interview Tuesday, Col. Michelle Olaivar, the Police Regional Office– Northern Mindanao (PRO -10) spokesperson, said the personnel assigned to secure the VCMs will not only cover the travel routes but

Tan on March 29,2022 at Sumadja Hall, Sulu Area Coordinating Center (SACC), Barangay Bangkal, Patikul, Sulu. Provincial Health Officer Dr. Nhamier M. Jikiri highlighted that Sulu has zero Covid-19 active case for the week. He then encouraged to observe the minimum health protocols in order to maintain the zero number of Covid-19 positive in the province of Sulu. He also informed that due to a low vaccination rate of 27%, Sulu is categorized to Alert Level 2 for Covid-19. Gov. Tan said that he called for a meeting to ensure the safe observance of the Ramadan. He urged the participants to assist the people of Sulu in observing the minimum health standard for Covid-19 during Ramadan Gov. Tan further appealed

to the Local Chief Executives to encourage their constituents to get vaccinated as the best way to get protected from Covid-19. “I am reassuring the support and commitment of the JTF Sulu in the Covid-19 efforts of the provincial government of Sulu. Those unwanted signs along the river WITH due resp ec t, those oversized signs you see upf ront on the flood walls along Cagayan de Oro river have become annoying, albeit irrelevant way of sending key messages to the public. Sorely, these signs are plain and simple graffiti turned eyesores, putting down the natural aesthetics of the river. Sadly, this is a classic case of sending ‘the right messages in the wrong place’. While the intentions are perhaps sincere and well justified, the venue may not fit for the messages to get across the city’s seat of power — the intended receiver of the messages? For a city on the way to b e coming a

metropolis, graffities on the iconic Cagayan de Oro river are not the right venue for free ad placements. Tr y to pay a visit to Iloilo City’s grand river turned popular esplanade. This is what it looks like: Iloilo Esplanade or simply the “esplanade” as locals call it, is a peaceful promenade that runs alongside the Iloilo River. It is one of b est showcases of the city’s efforts to rehabilitate and protect the Iloilo R ive r and promote active lifestyles. occupy the city hall after May 9 national and local elections, kindly respect the natural bounty of Cagayan de Oro river by passing a mandatory ordinance to place and protect the river away from unwanted signs and graffities. And then perhaps copy what Iloilo City has done to its grand river turned world-class river esplanade. Who Among the Candidates Can Effect Social Change?

“TAYO ang simula ng pagbabago!” This is the often repeated all-catch-phrase being drumbeated nowa-days to call all qualified voters to vote and participate vigilantly in this year’s electoral processes. This campaign is especially addressed to the youth who now constitutes a significant number of the population as 63% of the populace falls within the 35 year-old and below bracket. Based on COMELEC’s estimate, there will be some 65 million voters during the 2022 Elections. The message is resoundingly clear: each one must undergo a transformation of the heart or spirit by shedding-off one’s apathy to become a responsible citizen by voting wisely, and bingo, the beginning of social change! I think this is far from the truth. One’s transformation may produce a saint but has no effect in society unless oppressive structures and systems are changed. This was aptly elaborated by the late Archbishop of El Salvador, His Eminence Oscar Romero: “When I gave food to the poor, they called me a saint. When I asked why they are poor, they called me a communist.” The good Archbishop kept on asking that question to somehow enhance his constituency’s social consciousness to struggle against

oppressive rule prevailing then in his country. He had to be silenced through the barrel of a gun while he was celebrating a mass early morning. In the Philippine context, social change has been so elusive to those who have dreamt and struggled for it. Fourteen years of Martial Law and two people power revolutions have not made a dent in the societal set-up. True, there were “changing of the guards” but the tentacles of greed that rendered the country dry of its natural wealth and consigned many in the slum areas have remained as formidable as ever. My contention is that individual transformation should emanate not just from participating in elections but in the increasing of social awareness that will prod the conscienticized to act to shape a society based on social justice, equity and sustainable development. The “changing of the guards” may not make a significant difference unless well-entrenched flawed social structures are changed. The question is, will the next leaders have the political will to reform a quasi-feudal society and to replace the dominant paradigm, that has sacrificed our people and our resource base to the altar of greed and profit, with

an alternative development model that is for the people and pro-environment? We all know that our country is facing an alarming ecological crisis that unless soon averted will lead to our accelerating drive towards environmental disasters as our natural resources are already seriously depleted. Out of the 17 million hectares of dipterocarp forest a century ago, we only have less than half a million hectares. The ideal forest cover is 54%, now it is less than 10%. Seventy percent of our mangrove forest destroyed, 40% of our watersheds are seriously eroded, 50% of fishery over-fished, degraded or polluted and 75% of coral reefs severely damaged by destructive fishing, industrial pollution and siltation. Of the 13 major bays in the country, 10 are already biologically dead to the detriment of the coastal communities that are now becoming the “poorest if the poor.” Of the 25 major rivers, 15 are already dried-up or polluted as our country has lost our dipterocarp forest, the invisible “water dam.” What is so troubling is the latest research-study by well-known scientists and environmentalists See CANDIDATES, page 15

The Asian Development Outlook 2022, ADB’s flagship economic publication, forecasts the Philippine economy to grow by 6 percent in 2022, rising further by 6.3 percent in 2023. Government measures issued last month to reopen the economy, lift mobility restrictions, expand coronavirus disease 2019 (Covid-19) vaccination, and relax international travel restrictions will boost the services sector. “Nearly all indicators point to higher growth for the Philippines this year and in 2023, barring the impact of external factors from geopolitical tensions that may dampen growth globally, including in the country’s key export markets Europe and the United States,” ADB Philippines Country Director Kelly Bird said.

“Policies to build the resilience of micro, small and medium-sized enterprises (MSMEs), which play a vital role in the country’s economic recovery, should be strengthened to support the sector’s digital transformation, business innovation, and skills development,” Bird added. LGUs urged to grant mandated honoraria for senior citizen leaders By NEF LUCZON, PNA

CAGAYAN DE ORO CITY – The National Commission of Senior Citizens (NCSC) is appealing to local government units (LGUs) Tuesday to properly grant the honoraria due to the heads of their respective senior citizens’ offices. In a statement, NCSC Commissioner Edwin Espejo issued the appeal amid concerns from several designated heads of the Office of Senior Citizens Affairs (OSCA) in parts of Northern Mindanao. The concern stemmed from reports reaching NCSC that some LGUs had not fully complied with the mandated honoraria, which is equivalent to Salary Grade (SG) 10. Some OSCA heads in the area are reportedly receiving only PHP2,000 a month from their LGUs as honorarium, way below the PHP22,190 pay rate. “That’s a legitimate concern of the OSCAs that needs to be addressed,” Espejo said in a meeting Tuesday with

selected OSCA heads and officials of the Department of Social Welfare and Development in Northern Mindanao (DSWD-10). The honoraria grant equivalent to SG-10 is provided for in Republic Act (RA) 9994 or the “Expanded Senior Citizens Act of 2010,” which mandates local legislative councils to institutionalize the compensation for OSCA heads. Necitasio Abarquez, OSCA head of Pangantucan town in Bukidnon, noted that LGUs in the area have been implementing different honoraria rates, depending on the budget allotted by the mayors. Most city and municipal councils in the region have failed to come up with the needed legislation even as the law was passed 10 years ago, Abarquez said. “The rates depend mainly on the mayors,” he added. phthalate-free products. For example, phthalate standards for flooring materials in children's living spaces have been enacted with the recent revision of Korea's Environmental Health Act. FIPIF promoted a project to replace phthalate-containing products such as flooring and wallpaper to reduce environmental hormones in daycare centers. In this process, the WIOEH confirmed that when the flooring material was replaced with a phthalatefree product, the reduction rate of phthalate in indoor dust was 70% and the phthalate metabolite in children's bodies decreased by 30%. Speaking at the conference, Jitka Strakovà, IPEN global researcher, raised the alarm that BPA is still in widespread use and only banned in a few products. “What’s even more concerning is the increasing use of similar bisphenols which add to the threat to human health and the environment,” she said, noting “EDC is a SAICM emerging issue and one of the important calls of IPEN is the need to prioritize eliminating EDCs that affect the most vulnerable, particularly women of childbearing age, the unborn fetus, and children.” SAICM stands for the Strategic Approach to International Chemicals Management. According to the report, "Plastics, EDCs, and Health" published by the Endocrine Society and IPEN, "EDCs are linked to neurological and behavioral disorders, obesity and metabolic dysfunction, reproductive disorders, and hormone-sensitive cancers," noting that "the production and use of phthalates is a public health concern because several phthalates have been identified as EDCs." Experts have warned that "EDC exposure and effects can occur at very low doses, below an established regulatory threshold," implying "there is likely no 'safe' dose of an EDC." The average inflation in the first quarter of the year stood at 3.4 percent, within the government’s 2-4 percent target band. The MB adjusted last March the central bank’s average inflation projection for this year from 3.7 percent to 4.3 percent, and the 2023 forecast from 3.3 percent to 3.6 percent. Thus, when we gained our independence in 1946, the condition and mechanisms of what would give way to the massive plunder of our natural resources were well entrenched in the national structure. It would just then be a matter of time when the beautiful paradise would become a lost Eden. Foreign debt problem further aggravates environmental degradation. The foreign debt incurred by the present dispensation is greater that the foreign debt incurred by the combined debts of the past administrations. Debt servicing alone eats up a significant portion of our national budget. In our frenzy to pay our debt,

we relentlessly exploit our natural resources, i.e., timber exporting denuding our forest, cash exports depending heavily on polluting pesticides and fertilizers, commercial fishing destroying our coral reefs and mine tailings polluting our rivers and bays. With this simple analysis and truism, now please tell me, who among the crop of candidates vying for this or that position, has the political will to effect social transformation for us Filipinos to regain back our ecological integrity, food security and make life better for our poor but struggling people.
