CAGAYAN DE ORO CITY – The National Telecommunication Commission in Northern Mindanao (NTC-10) has gathered officials from 16 telecom firms, organizations, and government offices for the proposed cable system modernization plans in this city and Misamis Oriental province. During their initial meeting here Tuesday, NTC-10 Director Teodoro Buenavista Jr. said the groups form part of the Cagayan de Oro Information Communication Technology (CDO ICT) Task Force created on August 5. Buenavista said the ICT Task Force will make a recommendation to the city government and improve the cable system as part of the previous Task Force “Hapsay Kable” initiative. Formed in 2017, the task force aims to get rid of

“spaghetti wires” overlapping in electric posts. Buenavista said the project’s second phase intends to introduce the underground cable system, in which an existing infrastructure was already installed under the Misamis Oriental Telephone System Inc. (Misortel). Buenavista said the task force will seek approval from Misortel on August 12 for the utilization of the underground cabling facility and hoped for its official launching in the transfer of cables and wires by the end of 2022. “There is no need to worry about floodwater (destroying the cables) because we will be using the highest grade materials which were used in large undersea networks crossing between countries,” he said, responding to concerns raised about the city’s flood-prone areas. LANAO DEL SUR (PIA)-The Ministry of Health (MOH) in the Bangsamoro Autonomous Region i n Mu s l i m M i n d an a o (BARMM) turned over, on August 4, a Temporary Treatment Monitoring Facility (TTMF) in Barangay Daguan, municipality of Kapatagan, this province. The turnover was led by MOH Minister Dr. Zul Qarneyn Abas and Munici-

pal Vice Mayor Nazzrudin Maglangit, along with some MOH officials. DAVAO CITY – The Therma South Inc. (TSI), Aboitiz Foundation, and Hedcor Sibulan Inc. have provided a three-year grant worth PHP6 million for the medical equipment of the Davao del Sur Provincial Hospital (DSPH) in Digos City. “Its goal is to support the DSPH in providing highquality healthcare to its patients,” a statement from the Provincial Information Office (PIO) said Wednesday.

The PIO said the grant, which includes the new Outpatient Department complex extension, hospital beds, stretchers, and improvement of the endoscopy room, was accepted by Governor Yvonne Cagas Tuesday. The grant, which started in 2019, is a collaboration between the AboitizPower subsidiary Therma South Inc. and the Aboitiz Foundation, in partnership with the provincial government. MANILA – Forty-seven Filipinos were selected to be part of the 2022 Japan Exchange and Teaching (JET) program, the Japanese Embassy in Manila said Tuesday. JET is a competitive program that allows foreigners, including Filipinos to live and teach in Japan. The Filipino participants this year, consisting of 46 assistant language teachers (ALTs) and one coordinator for international relations (CIR), are set to leave the Philippines on Aug. 14, 2022. ALTs will work in public or private schools, or local boards of education in the prefecture or municipality where they will be assigned and will assist in classes led by Japanese English teachers. MANILA – Smart Commu ni c at i ons sl am me d the “abuse of dominance” complaint made by DITO Telecommunity before the Philippine Competition Commission (PCC) as “blatant forum shopping” for having an existing capacity petition with the National Telecommunications Commission (NTC). Smart vice president for regulatory affairs Roy Ibay said Smart and DITO have an existing interconnection agreement which “Smart continues to honor” and the latter has requested additional interconnection capacity in a pending petition with the NTC. “DITO’s filing of the PCC complaint on the same subject matter is blatant forum-shopping,” Ibay said in a statement Tuesday. The statement came a day after DITO filed a complaint before the PCC, accusing Smart and Globe Telecom of abuse of market domi-

nance, resulting in as little as 20 to 30 percent of calls from DITO going through to users of the two larger companies. In the NTC petition, he said DITO asked for extra capacity for interconnection, citing congestion and “overutilization of trunks.” However, Smart asked DITO to clamp down on its users who have abused international simple resale (ISR) calls -- fraudulent international callers who make calls under local rates --before they provide extra capacity. “Simply put, DITO has failed to prevent its network from being misused for fraud, with DITO SIMs masking international calls as domestic, resulting in huge monetary losses for Smart,” he said. Agri 10 holds turnover of command ceremony CAGAYAN DE ORO CITY – The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) will be under the helm of Milo D. delos Reyes, serving as its Officer-in-Charge, Regional Executive Director (RED) effective August 8, 2022. In a turnover of command ceremony, held at the agency compound, outgoing RED Carlene C. Collado handed over the key of responsibility to Dir. delos Reyes, before the DA-10 workforce and former officials, Regional Management Committee members, and some guests from the local government units (LGUs). Since his leadership, the agency has made significant strides in delivering agri interventions to mobilize and assist farmers in scaling their production and income. Among DA-10’s accomplishments include improved fund utilization; downpour of support to EO 70 that aims to curb insurgencies with Region 10 being the first to launch the OneDA adopt-acommunity; and the provision of agri machineries and livelihood assistance, livestock and poultry animals, and planting materials to military camps. Likewise, market strategies and linkages were strengthened thru the forged marketing agreements of farmer cooperatives, associations (FCAs) with big companies, and notably since 2021, the agency covered P81.5-million for delivery vehicles, reefer vans, trading post and food terminals, working capital, machineries and equipment to 9 FCAs, 14 LGUs and DA’s research stations. “As I leave this region and pass my baton to RED delos Reyes, may you [DA10 workforce] continue to be motivated and support his administration,” Dir. Developing unity and consistency in our life

WHILE Christ was always patient, compassionate, merciful and the like with everyone, we cannot deny that there were occasions that he showed anger and expressed some lamentations. He even did this with his disciples, and especially with those self-righteous leading Jews of his time and those who converted the temple into a market place. In one occasion, while being invited for dinner by a Pharisee, he was criticized, at least interiorly by those around, for not observing the prescribed washing before the meal. That’s when he told the host, “Oh you Pharisees! Although you cleanse the outside of the cup and the dish, inside you are filled with plunder and evil. You fools! Did not the maker of the outside also make the inside?” (cfr. Lk 11, 37-41) This gospel episode somehow warns us that we are always prone to fall into all kinds of formalism and legalism without the proper spirit and motive behind our actions, laws, culture, etc. It reminds us that we have to be truly consistent and to develop a certain unity of life that can only be achieved if we are with Christ, who is the pattern of our humanity and the savior of our damaged

humanity. Developing this consistency and unity of life should be an abiding concern for all of us. Even if we have to contend with many aspects and dimensions of our life, it is only one life that each of us has, not two or three. And thus, to build and keep our unity of life is a daily task of ours. We can neglect it only to our own serious risk and damage. Our life is not only biological that relies simply on our biological functions. Neither is it just purely physical or material that requires merely material nourishment. Our life has many more important aspects and dimensions that need to be integrated into one whole consistent thing. There’s the manual and intellectual, the active and contemplative, personal and social, the material and spiritual, the temporal and eternal, etc. And precisely because of our spiritual nature, we open ourselves to a supernatural level. That’s just how the cookie crumbles. Thus, we should also be aware of what is natural and supernatural in our life, the mundane and the sacred. We can manage to have this consistency and unity of life if we identify ourselves with Christ. Let’s remember

what Christ said so clearly. He is the vine, we are the branches. We can only have life, let alone, consistency and fruitfulness in our life, if we are united to him. Outside of him, we can only expect death, inconsistency and sterility. Yes, only in and with Christ can we have the real principle of unity and fruitfulness in our life. We would be fooling ourselves if we fail to recognize this basic truth about ourselves. This, of course, is a truth of faith, not so much of science. And that’s where the problem lies. There is a crisis of faith in the world, especially involving those who rely more on their human abilities than on belief in Christ. We have to correct that predicament by realizing more deeply that our life is supposed to be a life with God since not only are we one of his creatures, but a creature that is meant to be his image and likeness. We are meant to be like God through Christ in the Holy Spirit. That’s how we can have consistency and unity of life.

China staged a calibrated series of actions aimed at delivering an unmistakable message to the US that things will no longer be the same if, when and after Nancy Pelosi landed in Taipei. China’s four-day military drills simulating a blockade of Taiwan made sure Washington now clearly understands the message loud and clear. We need to flashback on a similar situation in 1995 when China, alarmed at a provocative invitation from Cornell University for Taiwan leader Lee Tenghui to speak on “Taiwan Democratization Experience”. Although the US State Department then opposed the Lee visit, the US Congress, then as now, forcibly allowed Lee to visit. China, then as now, conducted protest military

drills with accompanying missile test firings. The US in response staged the largest display of American military might in Asia since the Vietnam war with the USS Belleau Wood followed by the USS O’Brien and USS McClusky, and finally USS Nimitz transiting the Taiwan Strait from July on to December 1995. ‘Winning the battle without fighting’ This time around China’s military exercises positioned all around Taiwan effectively blockading the Taiwan island and cutting off civilian sea and air traffic in and out of Taiwan for the duration of the four-day military exercises, and firing off a dozen missiles as of this writing, some crossing over Taiwan island and some splashing down in Japan’s EEZ to the consternation of the US vassal. China’s final message in this aspect to both the US and the young, belligerent voters of Taiwan, the US can no longer sail its sea forces across the Taiwan Strait when China closes it, hence US security commitments are worthless. On top of that, China also banned up to 2,000 exports of Taiwan to China to re-

mind the misguided proIndependence groups that Taiwan prosperity depends on the PROC. After 27-years China has finally won the battle for the Taiwan Strait, achieving control over it against the US in what can be deemed a fulfillment of Sun Tzu’s “Winning the war without fighting” forcing the US now to seek de-escalation and resumption of dialogue and cooperation. This is a victory for the world, preventing further escalation of the US warmongering in the region. Only the small DPP clique sustained by the US arms sales graft and distortion of history inculcated by media and the educational system (like Hong Kong) breeds a base among the youth. Tamano said bringing up the ISR issue on the abuse of dominance complaint is an “admission” that they are making interconnection subject to their request for compensation. Tamano said Section 15 (C) of the Philippine Competition Act deems abuse of dominant position when a dominant entity makes a “transaction subject to acceptance by the other parties of other obligations which, by their nature or according to commercial usage, have no connection with the transaction.” Revealing the issues on ISR calls to the public, he said, is also a “disclosure of confidential business information” that is a violation of the PCC’s rules and noted that DITO has now a right to respond. He said the illegal ISR calls were made by third parties -- with DITO “equally” a victim -- and that there are also ISR calls from Smart to DITO. “It is not true that DITO has not taken steps to stop ISR calls to Smart. We have the data and the facts to show the steps undertaken by DITO to minimize these ISR calls,” he said. On the issue of forum shopping, he said the petition with the NTC is for violations of the Telecom Policy Act and their memorandums while complaints with the PCC are for violations of the Philippine Competition Act. “There is no forum shopping in this case,” he said. Following Ibay’s statement that PLDT built a big portion of DITO’s infrastructure, Tamano said such infrastructure was “paid for by DITO.” “And the building of that infrastructure was done in compliance with the legal mandate for interconnection and not to help DITO fulfill its commitments to

the NTC and Congress,” Tamano said. In response to a similar PCC complaint, Globe earlier asked the NTC to penalize DITO for interconnection violations amounting to PHP622 million. I was fortunate to have been given the chance to teach again under the more workable conditions of the fully online setup but the challenges that came with it became evident right away. One of the challenges that stood out was how difficult it was to get to know my students individually. I believe my reduced ability to individualize my teaching style and to personalize interactional and motivational approaches significantly af-

It is quite difficult to know a person much more so to know how to effectively interact with and motivate a student based solely on how the person uses chat boxes. This is often a limitation that teachers need to work with because chat boxes are what many students including those who claim to have Internet connection problems end up using as their primary medium for class participation. This brings us to the next challenge: the tedious process of reading through these chat boxes. I have had class discussions where I was only able to read answers to questions half an hour after they had been asked. This was not due to a lack of attention to the chat box.

President Ferdinand Edralin Marcos Sr. gradually broke the dependency relations with the US culminating in the opening up the socialist states and the establishment of diplomatic relations with the People’s Republic of China in 1975. Eleven years passed after the PH-China entente, the US ousted Marcos Sr. in a 1986 “regime change”. The return with Cory Aquino to neo-colonial status survived 30 years until 2016 when the Filipino nation voted President Rodrigo R. Duterte who thereupon declared “separation” from the US. Succeeding Duterte is President Marcos Jr. who has declared China as the

country’s “strongest partner”. China in the past decade has been passive in the face of abusive US pressure and intimidation, from containment by 800 US military bases ringing its periphery, the US “Pivot to Asia” shift of 60 percent of its military to Asia, the slanders on the 1989 Tiananmen events, four Taiwan Strait crises, 2019 Hong Kong “democracy” riots, the Xinjiang genocide lie, and the “Trade War” disruption. This has changed. The geopolitical and military equation in Asia vis-à-vis Western imperialism has culminated in a decision “war without fighting” victor for the peaceful Asian power China against the 100-years domination of Asia by the war-mongering US. This Pelosi-Tsai stunt begins the final decline of US power in Asia which makes it safer now to continue its economic recovery and pursuit of prosperity. Duterte certainly ever was who spoke to them like a sledgehammer. Marcos Jr. is certainly more inscrutable than President Ferdinand Marcos when he told the US Congress that Filipinos would already be dying while the US Congress debated if they would abide by the commitment under the MDT. The Philippines echoes as its foreign policy “friend to all, enemy to none”, but is that true reflection of independence? Aristotle said, “A friend to all is a friend to none” in that “one cannot have with all the people the same relationship that is based in virtue and character.” Isn’t it time the Philippines choose the “good friend”? We have had 100 years to judge the US, enough time to declare an enemy of peace as an enemy of all.
