Party-list solon says drivers not left out during pandemic By CHE PALICTE

DAVAO CITY – A lawmaker clarified on Thursday that she is not turning a blind eye to the concerns of the drivers’ sector which she represents. Drivers United for Mass Progress and Equal Rights Philippines Taxi Drivers Association (DUMPER-PTDA) party-list Rep. Claudine Bautista said she has been doing everything to help the drivers sector through the pandemic but admitted that there are still some issues and concerns that have yet to be fixed. “Working for a public office, I have always valued the integrity of my work. I have always preferred to act silently and let my actions speak for themselves. I assure everyone that we have never taken our eyes off of these concerns,” she said in a statement. This came after Bautista drew flak from some celebrities and netizens over her recent “lavish” wedding at the Balesin Island in Polillo,

Quezon province. “Although given the situation, I would also like to express my sadness over how my wedding day, something that I have separated from my work as a public official, has been made into a political spectacle. My husband has been planning this special day with me for years even before the pandemic, and it pains us to see how things after our wedding turned out,” she said. The lawmaker clarified that while the people have been questioning her public service record, she has helped the sector during the pandemic as they were able to help vaccinate 18,000 public utility vehicle (PUV) drivers. She said they also have provided assistance through the Department of Social Welfare and Development (DSWD), Department of Labor and Employment’s Tulong Panghanapbuhay sa Ating Disadvantaged/ See SAYS, page 8

Rojas added that a temporary kitchen was also immediately set up by their personnel to assist people in their food needs every day, while the City Government is looking for funds to help the fire victims. She also said right now they have set up the Southcom Elementary School as the victims’ temporary shelter and evacuation center for all the victims that are now accounted for by their office. The fire official told the media their office has yet to establish the origin of the fire and initially put the damage to properties to P1-million. - PNA

EVERYTIME I see Macajalar Bay, I remember lines of a beautiful poem which begins with, “Rage, rage, rage, against the dying of the light . . .” Deep inside I feel the pain and the anger not because of the dying of the light but in the impending death of an ecosystem whose beauty is both awesome and humbling. Having worked with the fishing communities for ten years while working as Chief Executive Officer of a non-government organization in the 90s, I remember those sleepless nights that I shared with cooperative fisherfolk leaders in conducting nightly sea-borne patrols to catch illegal fishers especially 100-ton commercial fishing boats that were making gargantuan rakings at the expense of the small fishermen. Yes, the grandeur that was Macajalar Bay spoke well for itself. But that same grandeur was then fast disappearing as it underwent progressive state of impairment and with it, the marginalization of the coastal populace. Unlike in the 60’s when fish would literally jump into their “bancas”, fish can hardly be caught now. Why? What were the fatal blows that caused the death of this once mighty ecosystem?

The bay has been treated as a waste pit. First is industrial pollution. Chemical wastes from industries and factories were just dumped in the bay. These wastes poison sea life and even entered food chains. Another silent killers are the chemical fertilizers and insecticides heavily used in the surrounding plantations and farms. These nonbiodegradable, petroleumbased agricultural inputs are washed from soil into rivers and into the sea. Many of our fiherfolk can attest to the fact that when it rains, many fish float dead in the rivers and in the sea. Worse, we strongly suspect that the water table may already be contaminated by these toxic chemicals. In fact, one scientist wrote an article, “Drink Now, Die Later,” as he fears that our drinking water may not be that safe anymore. The bay is also a victim of soil erosion and siltation. What men do in the uplands affects the life in the sea. Because trees were cut, soil has been eroding that destroys corals reefs as well as our mangroves. The illegal mining activities including hydraulics have worsened the condition of the bay. What the fishing communities are experiencing in Macajalar Bay are now being shared by those in other

major bays in the country. In fact, of the 13 major bays in the Philippines, 10 are already biologically dead. Yes, our fishing communities belong to the poorest of the poor as they have painfully witnessed the fading away of fisheries and aquatic resources. They vehemently lament the massive ecological degradation as it deprives them of their legitimate livelihood. As my tribute to Macajalar Bay including all the bays that have been sacrificed to the altar of greed and profit to advance growth-at-all cost development strategy, may I share this poem: Will the bays which reign to give life Be now devoid of breath? The bay has always been like a mother to us, As we bountifully reaped its blessings. Fishing lies at the heart of our culture, the fisherfolk its careful guardians The bay is now facing a crisis, representing a danger to coastal people. Soon we will see a time when the unavoidable reality of hunger Will stalk the earth again. See LIGHT, page 11

Hints and Traces

We are meant for loving THAT’S what we are really meant for. That’s what would bring us to the fullness of our humanity. That’s what would make us God’s image and likeness as he wants us to be. That’s why loving God and everybody else in the way God loves everyone, is the greatest and the second greatest commandments God has for us. This was said very clearly when someone asked Christ what God’s greatest commandment was for us. (cfr. 22,34-40) Loving God and everybody else is the proper formula for our own development. To the extent that we are always thinking of God and of others, finding ways to love and serve them, we achieve our own fulfillment. That’s when we would be on our way to our human and Christian maturity and perfection. To be persons for God and for others is written in our nature. The structure and features of our life, especially our intelligence and will, all demand that we actually need to get out of our own selves, otherwise we get short-circuited. This is what a person is. He is always mindful and thought-

ful of God and of others. We need to be mindful because we have to know what’s going around us. We should never be aloof and indifferent. We have to be aware not only of things and events that are taking place, whether near or far, but also and most especially of persons, starting with the one right beside us. We also need to be thoughtful. We should think ahead of how things are developing and of what we can do to help shape its proper evolution. Life is always a work in progress, and there are goals, the ultimate and the subordinate, to reach. We should not get stuck with the here and now. Our joy, our fulfilment is in God, and because of God, it’s also in others, since loving God always passes through loving others. The gospel tells us that. “The greatest commandment is to love God with all your might… and the second greatest commandment is to love your neighbour as yourself.” (Mt 22,38-39) We need to be prepared to do serious and constant battle against our tendency to get self-centered and self-

absorbed. This, of course, is a very likely possibility, easily and quickly verifiable around. That’s because we actually contend with a great number of hostile or negative elements. We can sometimes wonder if we can truly know and love God who is so supernatural and mysterious as to make us doubt whether we can have that possibility. We should wonder no more, because no matter how hard and apparently impossible that endeavor may be, all we have to do is to know and love our neighbor. Let’s always have recourse to what St. John said in his first letter: “If anyone says, ‘I love God,’ but hates his brother, he is a liar. For anyone who does not love his brother, whom he has seen, cannot love God, whom he has not seen. And we have this commandment from him: whoever loves God must love his brother as well…” (4,20-21) Said in another way, if See LOVING, page 11

Aid to pandemic-hit schools

BIDA Eskwela Year 2 fundraiser appeals for at least P50 each from donors within 50 days

IN its commitment to continuously support education regardless of time, space or threats, volunteer-powered group, I am M.A.D. (Making A Difference) is calling on everyone to join hands anew in its fundraising campaign called Bigay-Ayuda para sa Eskwela or BIDA Eskwela Year 2. The multi-awarded nonprofit organization aims to raise at least P200,000 in 50 days from every donor’s P50 or singkwenta pocket donations with #BIDAEskwelaSingkwenta. Collections from this social media push will help select underprivileged schools in the Philippines that have been equally affected by the ongoing pandemic. Now on its second year, BIDA Eskwela targets to send supplemental aid to 20 initial beneficiaries from Luzon, Visayas, and Mindanao that include schools in Pangasinan, La Union, Nueva Ecija, Bataan, Bulacan, Romblon, Rizal, Metro Manila, Antique, Bukidnon, Agusan Del Norte, Agusan del Sur, Davao Oriental, Davao City, and Zamboanga City. The nationwide, digitalcentric donation drive runs from Aug. 5 to Sept. 24, in time for the opening of

School Year 2021-2022 next month. Learning delivery challenges The State of Public Health Emergency has brought many challenges to the Philippine education system particularly on the implementation of the new modalities of learning. Reports from the ground showed that among schools that opted for modular distance learning through printed format, teachers were hounded by lack of supplies such as bond paper and ink for the production of their textbooks, activity sheets, and learning guides. The limited access to reproduction machines like printers and photocopiers also hampered the timely distribution of these learning materials, resulting in delays in learning. Furthermore, teachers faced problems in availing proper personal protective equipment while distributing modules. lion and Home Broadband posted P14.5 billion for the period. Total data revenues accounted for 79 percent of total service revenues from 76 percent last year. Demand for data resulted from increased digital activities across work, education, entertainment, gaming, health, socializing, and purchasing habits. In fact, Globe At Home Prepaid

WiFi data traffic steadily rose to 423 petabytes this semester from 182 petabytes in the same period of 2020. STATE-owned Development Bank of the Philippines (DBP) and the Cooperative Development Authority (CDA) have signed a Memorandum of Agreement (MOA) to strengthen cooperative enterprises in the country through improved access to bank financing opportunities and capacity building initiatives. DBP President and Chief Executive Officer Emmanuel G. Herbosa said the bank’s

partnership with CDA allows access to the bank’s credit programs, as well as to training programs on financial and operational management. “DBP is pleased to partner with CDA in this initiative as we could efficiently further reach out to more cooperative enterprises in the country that need both financing opportunities and mentoring support,” Herbosa said.

DBP is the sixth largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics; micro, small and medium enterprises; the environment; and social services and community development. CDA is the lead government agency responsible for promoting the sustained growth and full development

of cooperatives around the country. Based on latest government data, there are an estimated 18,065 cooperatives registered with the CDA. Herbosa said that under the agreement, DBP shall offer financing assistance to eligible cooperatives initially under three programs, namely, the Expanded Rice Credit Assistance Under Rice Competitiveness

Andanar: Panguil Bay bridge the longest in the PH By NIRVANA ALPHA VITA G. FRUYLAN

GENERAL SANTOS CITY (PIA) -- Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said the construction of the 3.7 kilometers Panguil Bay Bridge in Northern Mindanao will be the longest bridge in the Philippines. Andanar made this statement during his interview on Tuesday with Radio Mindanao Network (RMN) Gensan’s anchor Emir Bariquit in the latter’s Straight to the Point radio program. He said Panguil Bay Bridge will surpass San Juanico Bridge, which connects Samar and Leyte in Visayas, as the longest in the country once it is com-

pleted. “The longest bridge for the longest time is kining San Juanico Bridge. Pero pagkahuman ning atong Panguil Bay Bridge nga magkonektar sa Lanao del Norte ug Misamis Occidental mao na ni siya ang longest bridge sa tibuok Pilipinas,” the Secretary said. (The longest bridge for the longest time is San Juanico Bridge. After the construction of Panguil Bay Bridge which connects Lanao del Norte and Misamis Occidental, this will be the longest bridge in the whole Philippines) The construction of Panguil Bay Bridge is part of President Rodrigo Duterte’s Build, Build, Build program which is seen as the high-

light of his legacy. Andanar said the PCOO re cent ly launche d t he Duterte Legacy campaign to exhibit the administration’s efforts to bring about real change to the lives of Filipinos. “The Duterte Legacy Campaign humanizes the accomplishments of the Duterte administration in different sectors of governance. It looks into how these accomplishments directly impact and affect Filipinos, especially those in the grassroots.” The PCOO Chief said that with the legacy campaign, people will know the importance of choosing a leader with political will especially that the 2022 national elections is fast approaching.

“That is why the legacy campaign is very important para ang pilion sa atong mga katawhan sa 2022 national elections katong kandidato na pwede tapatan o higitan pa ang nabuhat ni President Rodrigo Duterte sa iyahang termino for the past 6 years.” (That is why the legacy campaign is very important so that the people will choose the candidate who can match or surpass the accomplishments of President Rodrigo Duterte during his term for the past 6 years) Duterte’s governance, he said is anchored on “Tapang and Malasakit” and his six years accomplishments as president will serve as benchmark for the next administration. Meanwhile, aside from the Panguil Bay Bridge,

Andanar also mentioned other infrastructure projects like the 8-kilometer Cebu-Cordova link. “Nindot, gwapo kaayo nga (It is very nice, awesome) bridge, one of the best

bridges. I think it is going to be the most gargantuan and the most massive infrastructure that we will have in a very very long time,” he said. (PGFruylan/PIAGensan)

MANILA - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar’s technocratic leadership has given many opportunities for PCOO and its attached agencies to undertake reforms and improvement in terms of delivering information to the public. In an interview, Secretary Andanar discussed how institutional reforms and new proactive policies strengthened its agencies’ support for government responses and programs. These were necessary improvements needed to upgrade the qual-

ity of service provided by government media. “As a technocrat joining the government, I really believe that it is a mandate to report to the people the accomplishments of the government. I share the vision of the Philippine Information Agency (PIA) that ‘an informed citizenry, is an empowered, enlightened citizenry’. Informing the public should not be done by agencies on their own,” he said. He stressed that the rollout of the Duterte Legacy communications campaign is a strategy to allow Filipi-

nos to make a sound decision in choosing the next leader of the country. The said policy was discussed in both Congress and the Senate and it was approved. “Now that it’s here, I am very hopeful that this policy will continue in the next administration, as well. I believe that this is really imperative. It’s like any company that needs monitoring and reporting. These will allow you to assess your accomplishments,” he said. “It can also be a source for feedback that will help assure you, otherwise if you do not have monitoring in

ters in Shariff Aguak, the rebel returnees turned over to Brig Gen Ignatius Patrimonio assorted firearms, including four assorted high-powered assault rifles, one Ultimax light machinegun, and ammunition. Abdul, one of the four Muslim rebels who surrender, said they’ve been planning to surrender a long time ago because they want to be reunited with their respective families again. “We have a lot of catching up to do with our families. We have not seen them for the past several years,” Abdul pointed out, adding that he would never return again to a life of lawlessness. The military record showed that since January, this year, there were already 120 members of the BIFF Moro rebels who have surrendered as they felt a very hard life in the underground movement. - PNA

from page 6 in learning such as making videos and ebooks also worsened the problem. Citizen action, hope to cope While the Department of Education had allocated funds for the Basic Education Learning Continuity Plan in the time of COVID 19 (BE-LCP), it is simply not enough. Oftentimes, teachers and non-teaching personnel have to shell out their own money. This is why there’s an earnest patriotic duty to help fill in the gap. There’s a need for urgent citizen action. “During these pressing times, our communities need hope to cope with the challenges brought by the dragging effect of the pandemic,’’ says Sarah Butad, project lead of BIDA Eskwela Year 2. “With our #BIDAEskwela initiative, I am M.A.D. is in continuous pursuit of giving assistance to select underprivileged schools in the country to help deliver quality education to the future nation builders whatever the circumstance is.” Depending on the actual auxiliary needs of the identified school beneficiaries under their Brigada Eskwela program, funds raised from the campaign will be distributed to each institution to help them in carrying out their various distance learning delivery pursuits and assist them in addressing other equally important school maintenance resource gaps. The COVID-19 health crisis has disrupted the daily lives of Filipino teachers and learners, and will continue into its second school year. The Department of Education has set the resumption of classes on Sept. 13. “The values of love, care, and concern for our fellowmen are values for all people regardless of time and space or threats. With the power of volunteerism, nothing is too big or small acts of kindness. Through our collective action, we can still champion the power of Bayanihan even in this time of the pandemic,” Butad added. #BIDAEskwelaSingkwenta, Sing & Share Last year, from the original target of P200,000 for 20 schools, the first BIDA Eskwela fund drive overwhelmingly raised more than P400,000 in 40 days. The accumulated extra funds were extended to 20 more schools, benefiting a total of 40 learning institutions. This year, the youthdriven campaign now aims to replicate that success with #BIDAEskwelaSingkwenta pocket donation push. To complete the P200,000 goal, BIDA Eskwela needs to collect P4,000 or 80 pieces of P50 daily for 50 days. The group strongly believes that when it comes to helping, no amount should be too small, especially when collectively pursued and shared. I am M.A.D. also invites

the public to be a part of this year’s level-up digital campaign on Facebook and Tiktok with “Sing & Share”. While there are 20 initially identified beneficiaries for the #BIDAEskwelaSingkwenta fundraising campaign, this can be expanded further with the help of so-called SINGfluencers or carolers who can lend their singing voice every day for 50 days, thereby reaching far more schools to help more young learners. Interested SING-fluencers can join the SINGkwentahan by following and contacting the organization through fb.com/ IamMakingADifference or tiktok.com/@iammad_ph. Network of support, donation channels As of this writing, BIDA Eskwela Year 2 has also garnered support from civic and action groups such as H.E.L.P. Pilipinas, Zonta Club of Makati Ayala, Rotary Club of Makati Uptown, I-YOU-DA, The New Channel, and Amazing Grace Foundation (Australia). These like-minded entities have committed to donate monetary contributions totaling to more or less P100,000. Moreover, the fundraising has received support and endorsement from the National Youth Commission (NYC), the ASEAN Youth Advocates Network (AYAN), the National Youth Volunteers Coalition (NYVC), The Inquirer Foundation and CID Communication. Joining as well are ClickTheCity.com, Metro Cebu News, Metropoler.net, Mindanao Times, Now You Know PH, PageOne Media, Philippine Daily Inquirer, SwirlingOverCoffee.com, The Manila Times, Village Pipol Magazine, and WhenInManila.com for publicity and promotions. Interested individuals or entities are encouraged to donate as little as P50 through the following mobile wallet and bank savings accounts: GCash or PayMaya (09088176049 / Erwin Dela Cruz), BDO (Mayo Ceazar Mendoza / 003010257672), Metrobank (Mark Conrad Ravanzo / 0663725653850), BPI (Ruth Butad / 0829342561), Landbank (Bigjay C. Xavier Ateneo, Cebu Landmasters seal agreement on the ‘Campus of the Future’ and University Township in CDO LEADING VisMin developer Cebu Landmasters Inc. (CLI) announced the signing of a Memorandum of Agreement (MOA) to acquire 14.3 hectares of Xavier University (XU) - Ateneo de Cagayan’s Manresa Property in uptown Cagayan de Oro. Proceeds of which will be used to develop the new XU Masterson Campus, which at 21 hectares will be three times larger in area than the current campus. Provisions in the agreement prepared by Xavier University and endorsed by Jesuit leaderships in the Philippines and in Rome were approved by the Vatican after a thorough twoyear review process. This also followed a series of several consultations held in 2019 with XU’s employees, students, alumni, parents, CDO officials, clergy, and other members of the CDO community. The new 21-hectare XU Masterson Campus, named after the late Fr William Masterson SJ, is envisioned to catalyze development in Northern Mindanao with a Sustainable and New Normal-ready Campus Masterplan – characterized by an abundance of space, green areas, wide roads, dedicated bike lanes, campus-wide wireless connectivity, and healthy and adaptable learning facilities for virtual and physical classes. This “Campus of the Future’’ aims for a more socially relevant and inclusive learning institution focused on strengthening Xavier University’s colleges and schools. The masterplan of the XU Masterson Campus will blend seamlessly with the adjacent Manresa Town to be developed by Cebu Landmasters, a 14.3-hectare mixed-use university town with generous open spaces providing XU students convenient and safe residential options, easy access to commercial establishments and future-ready offices. This University Town concept NOTICE

creates strong synergies which will benefit both XU and the surrounding uptown CDO community. After the necessar y permits are secured, development of the campus is scheduled to begin in 2Q 2022. The 21-hectare “campus of the future” will be supplemented by over 25 hectares of surrounding forested area. The Masterson Campus is scheduled to open in 2024. Prior to that, the current campus will still continue operating in downtown CDO. On the other hand, CLI also targets to complete Phase 1 of its Manresa Town development over the same period. “We envision an academically stronger university in this new campus – one that will facilitate learning in the new normal and at the same time produce men and women for others that can make relevant contributions to Mindanao,” says Fr. Mars P. Tan S.J., President of Xavier University and an environmentalist.

Davao emerging as investment hotspot for the Ph, ASEAN

Fast-growing developments cited in Davao ICON 2021 kick-off event THE Davao region shows that it is “Strong today, stronger tomorrow” as the 6th Davao Investment Conference (Davao ICon 2021) kicked off with a virtual launch last Wednesday, August 18, 2021. The event showcased the region’s innovations in learning, real estate, tourism, and agri-business, positioning it as an investment partner for industry leaders in and outside the country. Plans for city designs will have Davao soon join top global livable, sustainable cities like Copenhagen, New York, Hong Kong, Toronto, and Vienna, where people enjoy great urban mobility and walkability, while experiencing many amazing cultural and socio-economic benefits, more efficient mass transportation, and greener sustainable communities. Davao City Mayor Sara Duterte-Carpio highlighted the region’s vast opportunities for growth and development in the aforementioned industries, saying, “We will need these economic pillars as we continue to move forward and cement the region’s role in the Philippines and in the ASEAN community. Let us continue to work together so that the Davao region which is strong today, emerges stronger tomorrow.” In his keynote speech, Davao ICon 2021 Chairman Ricardo Lagdameo said, “Davao has become ripe for many types of investments and despite the pandemic, Davao Region posted a 7.6% contraction, beating the national average which was a 9.6% contraction. During the pandemic, industries continue to thrive and are still operating. It has been considered as the Cacao Capital of the Country and recognized as the Food Basket of the Philippines.” He added, “Investing in Davao can take us to the future. The only way we can get to showcase investment opportunity is to focus on the whole Davao region.” Digital Pilipinas Convenor and GeiserMaclang Marketing Communications, Inc. Co-Founder Amor Maclang described the part she sees Davao playing in the future, “This isn’t about what Davao is going to do in 2022, but about the role it’s going to make in the country and in the region. This is about the vision of Davao in relation to the Philippines, in relation to ASEAN, and hopefully, in relation to the rest of the

world.” Joji Ilagan-Bian, Founder of the Joji Ilagan Career Centre Foundation and Founding Chair of the Mindanao Technical Vocational Schools Association, linked developments in her field of learning and education to the improvement of human capital. She pointed out that “95 percent of our schools is doing 4.0 which is aligning with the 4th Industrial Revolution and the Internet of Things. Davao is now the hub of internationalization. We know what global human resources needs and we are training our graduates to be resilient and adaptable.” In the first panel discussion entitled “How Davao’s Learning Innovations Can Raise the Quality of Human Capital in the Philippines”, Cherry Al-Ag, Chief Organizational Officer of the Al-Ag Group of Companies and Executive Vice President of the Davao Tourism Association, highlighted the value that the workforce of Davao can contribute to investment, “With more than 5 million talents, the Davao region is very rich in human capital. As schools are preparing the workforce, industries are taking equal lead in developing their talents. The Davao region can contribute to both the national workforce landscape, ASEAN, and to the rest of the world.” Joan Marie P. Eder, Business Relations and Strategy Officer of Multisys Technologies Corporation, described how tech can make cities like Davao smarter: “The citizen makes the city smarter. Without the citizens being able to utilize the technology the city has to offer, there would be no sense in calling the community a Smart City. A Smart City can be just as effective if

not more to the provinces and far-flung regions. A smart city is a safer city that preserves its manpower for other dayto-day activities.” The second panel discussion, entitled “Davao Innovations on Infrastructure and Tourism: Build Safe & Sustainable Livable Cities,” tackled the region’s real estate developments and how they tie to even more investment opportunities. Principal Architect-Urban Planner and Founder of Palafox Associates Felino “Jun” Palafox Jr., who has created city blueprint designs for more than 40 countries, explained how making Davao among the world’s sustainable and livable cities can redefine it. He said, “We hope to change the paradigm: Mindanao as not just the backdoor of the Philippines but the front door of the Philippines. Open spaces are the lungs of the city. The rethinking now because of the pandemic, we already implemented in Metro Davao from the master plan. Our proposals for the region should be polycentric, and not monocentric.” David Leechiu, CEO of Leechiu Property Consultants, Inc. (LPC) mentioned one important trend that has made Davao region a major player: “The biggest success factor is the rise of Davao tycoons. The amount has been unprecedented and I think that will continue beyond this administration.” He added, “The new landscape will attract more investor confidence, and double investments. Old investors might take a little while, but the affinity of Muslim investors will make an immediate difference for Davao.” Christophe Vicic, Country Head of JLL Philippines, Inc., agreed, saying, “There

is a clear growth strategy for Davao. Let us combine what Davao has as key success factors from other good cities and bring them forward as the Davao-Mindanao story.” The third panel, “Davao Agribusiness Innovations: Raising Food Quality and Productivity for the Philippines,” explored the industrial developments that can improve food production for the whole country. Director and Chocolatemaker of Malagos Agri-Ventures Inc. Rex Puentespina acknowledged how innovation are vital in introducing Filiipino products to the global stage. He said, “The Malagos story is a story of icons. My mother used technology to propagate the waling-waling and now it is an icon of Davao.” He maintained, “We continue to invest in technology. Our labs get to the bottom of Philippine cacao genetics. The time is

now. We can increase farm production.” Michael Tiu Lim, Vice President of Business Development in Mega Global Corp, supported Puentespina’s claim and said, “Innovations come with technology. Technology like satellites and fish pumps are how we are able to preserve the freshness and quality of the fish. It was also a big risk for our family, but our company has always been innovative, and it has since paid off—you see it in the products’ quality and freshness.” Michelle Gankee, EVP of SL Agritech, shared that both tech and setting up base in Davao enabled her company to uplift farmers’ condition and innovate with hybrid rice, “Our goal is to always exceed the quality in what we already have. That’s why Davao is the best place for us. We are very proud to put the Philippine variety of

rice on the world map.” Davao Chamber of Commerce and Industry President Dr. Maria Lourdes Monteverde closed the virtual event on a high note, saying, “Today’s event is a testimony of Davao’s resilience and fortitude. We are optimistic that Davao will recover from the economic lag as we highlight the region as an investment destination.” Three webinars diving deeper into the innovations of the region’s key industries are lined up in preparation for Davao ICon 2021’s main stage, which will be held on November 11-12, 2021. They will further explore the potential the region has for prospective foreign and local investors and highlight its next generation of forwardthinking leaders. from page 1 Hospital Chief and One Hospital Command Center’s Dr. Felinor Imbat to call for contingency measures to effectively respond to residents contracted with the virus. Imbat said such plans and measures are vital, especially now that the Amai Pakpak Medical Center has already declared code red. “That will give us an idea nga kung naa tay referral nga dili ma-accommodate didto [referring to Amay Pakpak Hospital as their referral for covid patients], we have no choice but to accommodate it within the hospitals in Iligan City,” he said. Imbat said they have already communicated with the Adventist Medical Center in Iligan City and the said hospital responded positively, saying it has a contingency plan of extending its services to cater to pandemic-hit patients despite their current COVID-19 census. “They do not really have a choice. They are creating another team from their hospital to really cater kay tanaw nato, sa Adventist pa lang, almost non-COVID case nila 20% nalang. The rest are really COVID cases. Punuay na pud sila,” Imbat pointed out. Imbat also stressed that the GTLMH being the only government hospital in the city has already temporarily suspended its Outpatient Department (OPD) operation still due to the surge of COVID-19. The Adventist Medical Center-Iligan, the first-ever hospital in the city to have received a COVID-19 patient during the onset of the pandemic, has declared full capacity since Sunday, August 15. In its public advisory, the hospital’s top officials said it has hit the critical stage wherein beds intended for COVID-19 patients are already crammed, directing patients to other health facilities for their emergency medical concerns. The Gregorio T. Lluch Memorial Hospital, the only government-run hospital in

Iligan City has also released its own advisory earlier revealing that it has apportioned 30% of its authorized bed capacity to accommodate moderate to severe COVID-19 cases. GTLMH said they have already suspended outpatient consultation services beginning August 16. They have also appealed to residents in Iligan to just stay home, avoid mass gatherings as much as possible, and strictly follow minimum health and safety protocols when in public places to help mitigate the COVID-19 transmission. A total of 54 new cases have been recorded in Iligan City as of August 16, registering a total of 265 active cases, according to a report submitted by the Iligan City Emergency Operation Center Health Cluster In Cagayan de Oro City, the Northern Mindanao Medical Center (NMMC) has announced Tuesday (August 17th) that they have continued their declaration of “code red” since the hospital is again in its full capacity, which already alarmed hospital officials Dr Bernardo Julius Rocha said the hospital has already declared 100 percent bed capacity since August 16. Rocha said the Northern Mindanao Medical Center will continue to be under “code red” status citing that their ICU bed capacity is now 98.85 percent. He said out of 65 ICU beds, 61 beds are now occupied by covid patients. NMMC’s isolation beds are also 103.8 percent in full capacity, in which 108 beds are now being used from only 104 available beds. Meanwhile, the hospital executive has also joined Mayor Oscar Moreno in appealing to the public to follow stricter protocols and keep their families safe from the deadly onslaught of this dreaded disease which has hit the world since last year.

from page 1 enemy of the state, which is the coronavirus disease and its recent mutations,” Rodriguez said. In an interview with a local radio station here, Rodriguez said he is scheduled for a virtual meeting with DOH Secretary Duque and he would bring the matter to help the nurses at JRBMH. MASS RESIGNATION A top official of the Philippine Nurses Association (PNA) on Sunday said they could not blame the healthcare workers threatening mass resignation because of the government’s failure to give their vital benefits, such as SRA, and meal and transportation allowances. PNA National President Melbert B. Reyes told a television network in an interview that as much as they discourage their members to reach the option of mass resignation, they can’t blame them because also of the Duterte administrations failure to provide them what they need, to continue the very delicate tasks of being front liners in the war against the virus.

Fri-Sat, August 20-21, 2021 “Di natin sila masisisi kung gagawin nila ‘yan,” Reyes added, citing that the concerned government does not really appreciate them because of this failure. It was learned that the monthly P5,000 special risk allowance (SRA) was stipulated under Bayanihan Act for healthcare workers. BAYANIHAN LAW Bayanihan to Recover as One Act as stipulated under Republic Act 11494, and it mandated that healthcare workers are entitled to meals, accommodation, and transportation benefits. In order to provide these benefits to all healthcare workers in the country, the Department of Health reportedly downloaded P2.4 billion to centers for health development, DOH-run hospitals, and the so-called ‘specialty hospitals.’ The DOH said: “To immediately distribute these benefits, given the challenges of providing actual meals to health-care workers who do not follow regular break schedules, some hospitals and facilities opted to provide the benefits through cash, grocery vouchers, grocery items, and the like.” BUT the DOH also claimed the state auditors allegedly disagreed and instead recommended the return of the ‘controversial allowances’ already been paid by the government. “The DOH took up the cause of our health-care workers and requested the Office of the President for presidential imprimatur to allow the provision of these benefits in cash equivalents,” a top DOH official said. On June 1, the report said, the Office of the President responded to the woes of healthcare workers and also recognized the essential needs such as providing them meals, transportation, accommodation benefits in cash equivalents, including gift cheques, grocery vouchers, grocery items in its June 1, 2021, Memorandum. “Citing provisions of the Bayanihan Law, the healthcare workers must be a priority because these benefits are very vital in order for them to actively perform their duties as needed of them as front liners during this difficult time of the pandemic,” Rodriguez said.

A neighbor told the Mindanao Daily News that the first to die was the 35-year-old daughter of the parent-couple.

The husband or son-in-law, 37, died on Aig. 6, 2021. One of the partners of the parent-couple died in the hospital three days after admission on August 8, 2021. The other was transported and declared dead on arrival in Amai Pakpak in Marawi City, Lanao del Sur, after hospitals in Misamis Oriental were already full. Calingasan said that “based on my personal investigation, the couples did not die because of the vaccines. All of them have comorbidities and were taking the same medicines.” Calingasan, however, said that his personal findings were not conclusive until the DOH released official result of the death of the family members.

He said CDA shall help DBP identify cooperatives that are ready to apply for the bank’s financing assistance to ensure project viability and sustainability. “DBP recognizes our cooperative enterprises as drivers of countryside development. Thus, it is our aim to reach out to them, with the ultimate goal of improving the livelihood of our cooperative-members as they strive to recover from the ill-effects of the pandemic,” Herbosa said.

The ERCA-RCEF is a credit facility to support rice farmers and their cooperatives, while the DBP RESPONSE-MSME RECOVERY seeks to accelerate the recovery of micro, small and medium enterprises amidst the economic slowdown caused largely by the ongoing pandemic. On the other hand, the BuyANIhan credit program aims to elevate direct engagement of rice cooperatives in the industry value chain by providing credit access to working capital requirements.

from page 7 of establishing media hubs outside the National Capital Region (NCR), and strengthening the capacities of the Philippine Information Agency in informing the people down to the grassroots. Another notable policy of the PCOO is the Laging Handa Crisis Communication campaign which started in 2016. He noted that this initiative prepared and enhanced reporting of government media in times of crisis, especially during this pandemic. It has streamlined the process of reporting for all PCOO attached agencies and likewise unified its messaging and content. “We were able to establish the Laging Handa Crisis Communications policy in 2016 and we’ve been practicing it on a crisis basis. The COVID-19 pandemic happened last year and it has been active since then,” he said. This initiative allowed government media to gain the cooperation of private media, allowing government programs to be streamed in their respective channels and airwaves for the sake of informing the people about the pandemic. This was through the help of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP). “In the history of the Philippines, this is the first time that both public and private media joined hands to provide relevant information that the public needs. This is the reason why we were able to cascade information from the Department of

Redesigning spaces in architecture and finding sustainable green solutions discussed in recent webinar A highly interesting and instructive webinar about work spaces and sustainable green design solutions has been held on Friday August 13 2021. The event was presented by Bluprint with the partnership of Kone elevators Host Manolet wGarcia tried to understand from two renowned architects like Arch. Jojo Tolentino and Arch. Romolo Nati what impact covid-19 had on workspace architecture and design and how to be creative about sustainability focusing on green architecture design & building. Arch. Jojo Tolentino is the President of Aidea, a design and

technology practice that creates transformative solutions for the building industry through partnerships,

innovations and pioneering technologies while Arch. Romolo Nati is the Chairman and CEO of Italpinas Development Corporation, a PSE-listed real estate development company focused on the development of green mixed use buildings in secondary cities in the Philippines. According to Arch. Tolentino workspaces will have to take into consideration a changed postpandemic mindset in part of the workforce whereas the feeling of safety, comfort and wellness will play a major role in any work environment in future. Tomorrows office puts the employee at the center of the experience. Architect Romolo Nati, a fierce sustainability advocate, first of all clarified

what ‘green’ means in modern architecture and design. He said that “nowadays it is mainly used as a marketing tool” while the real meaning is all about sustainability. “Sustainable design is a design of a building with the minimal impact on the environment.” That is why Architect Nati uses specific software to analyse environmental data like the flow of the wind around the building and the exposure to the sun in order to apply it on the design of the building to harmonize the design with the development using natural features given by nature and the immediate environment. In Primavera Residences and Primavera City in CdO, two multiawarded and EDGE-certified

developments in Cagayan de Oro he applied these passive green design features to increase natural light and shading during peak hours as well as the natural ventilation by designing an internal shaft that has a chimney effect once doors or windows are opened, letting the air flow through the units giving it plenty of natural ventilation. Also the other project of Italpinas Development Corporation, Miramonti Residences, located in Sto Tomas Batangas, rising right at the Sto Tomas exit of the South Luzon Expressway, features passive green design features and solar panels for the ultimate benefit of the residents and building performance in accordance with

the sustainable mindset of the company. IDC™ is a design driven developer of sustainable properties focused on emerging cities in the Philippines. Established in 2009 by Arch. Romolo V. Nati, an Italian architect, and Atty. Jose D. Leviste, III, a Filipino lawyer. IDC™ is committed to environmental sustainability through elegant architectural solutions and trademark contemporary Italian aesthetic. Its focus is on hyper-prospective emerging cities and other nextwave locations in the Philippines. With its unique design philosophy, IDC™ is committed to sustainable developments in harmony with the environment to bring value to investors, endusers, and the community.
