PRESIDENTIAL Communications Operations Office (PCOO) Secretary Martin Andanar paid tribute to veteran journalist Melo Acuña, who passed away early Friday. “Today, we lost a good friend and veteran journalist with the passing of Melo Acuña. A reporter through and through, he continued his work of delivering news while already confined at the Quezon City General Hospital. He was a media man until his very last breath,” Andanar said in a press statement. Andanar also hailed Acuña as “one of the pillars” of the Foreign Correspondents Association of the Philippines (FOCAP) who “played a pivotal role in the growth of Philippine journalism with his extensive experience throughout his career as an accredited broadcast journalist.” He also praised Acuña for being “frank and straightforward” when asking queries. “He (Acuña) was a dedicated journalist and a committed partner in disseminating truthful information

Harm reduction investments benefits public health

DA-BPI NorMin: No smuggled cabbage in the market CAGAYAN DE ORO CITY – The Department of Agriculture-Bureau of Plant Industry, Plant Quarantine Services (DA-BPI-PQS) in Northern Mindanao refutes the allegations of smuggled cabbage from China which were transported from Cagayan de Oro City and distributed to Metro Manila markets. Manuel A. Barradas, Regional Manager of DA-BPI PQS in Northern Mindanao bared on Friday, August 20, responding to said issue circulating in social media. “Based on our Domestic Movement Report for the months of July and August of this year, there is no cabbage supply coming from Region 10 for Metro Manila.” For July, 1 metric ton of cabbage was shipped to Siquijor, and 12metric tons were shipped to Iloilo (10MT) and Negros Occidental (2MT) for the month of August. Barradas further emphasized that DABPI Central Office in Manila has not

issued a Sanitary and Phytosanitary Import Clearance (SPSIC) on the importation of cabbage. “We have a strengthened quarantine measure in all ports (sea and air) of Region 10, complying to the Memorandum of DA Sec. William D. Dar in the intensification of the first border inspection, and mandatory (100

ABCCA trailblazers transformation education

THE statement that globalization creates a knowledge society because of so-called technological advancement is nothing but a myth. The glaring truism is that we are not living in a knowledge society if we don’t have the very basic choices that allow us to lead a human life, a life of dignity: allow us to know root causes of poverty and the ingredients, the systems and structures that perpetuate poverty in a land that is oozing with ecological resources. Indeed, for those who have dreamt, struggled, sacrificed and even died for it, social change has been so elusive all these years despite 14 years of Martial Law and two-people powered revolutions. The systems and structures perpetuating poverty, corruption, gross social inequity and social injustice are still as formidable as ever. Studies have shown that poverty in the Philippines is rooted not in the lack of resources but in the powerlessness of the people. Based on this truism, Dr. Soc Anthony del Rosario, PhD founded the Asian Business Cabletow Cooperative

Academy two decades ago to trailblaze an empowering path through education, capacitating especially those in the margins to draw them into the mainstream of development process. That empowering path to educate the sons and daughters of the Indigenous Peoples, the peasantry and the workers has now scaled the heights, graduating thousands of senior high school students, then going to college as scholars who are now professionals and who are now helping their respective rural communities to be liberated from the quagmire of poverty. Such is the essence of transformative education, the countervailing force against hunger, poverty and social injustice. That education to empower the poor and the vulnerable has become imperative. Based on the Study of the World Bank as reported by the Food Agriculture Organization of the United Nations, “in the Philippines, only .02 percent is the growth of the agriculture in the Gross Domestic Product in the last decade.” Poverty is indeed worse in

the rural areas which is even aggravated by Climate Crisis as the ecological people are the victims of ecological degradation. According to the same Study, the rural people are the most affected by protracted war and violent extremism. As farming has become nonviable anymore, 3 out of 4 young farmers are leaving farming, going to the urban centers to work as janitors, drivers, waiters and what have you. ABCCA is that countervailing force against this bitter reality because of its efforts in effecting paradigm shift that is debunking conventional agriculture to advance sustainable agriculture. What is amazing is the efforts of ABCCA to empower the Indigenous Peoples who are now becoming the poorest of the poor. In fact, the ABCCA has included in its advocacy the liberation of the Indigenous Peoples from poverty and oppression. Reporma’s criteria didn’t spare Miriam REP. Pantaleon “Bebot” Alvarez seemed to be careless these days not only about his health but his utterances. He can be tactless with his off-the-cuff statements and this had brought him some troubles in the past and then …now. In a recent interview with ANC Christian Esguerra, Congressman Alvarez talked about the criteria which his Partido Reporma had in search for a leader in the 2022 (Presidential) elections. Bebot appeared to have difficulty articulating his points one cannot be certain whether he is weighing in his response carefully or is catching up his breath. But one thing I can say while watching that interview is that I am seeing a different Pantaleon Alvarez. If anyone thinks I am creating an intrigue then watch to believe. I have heard that set of criteria for the nth time. Alvarez had bannered in his “In Search of a Leader 2022” forums early this year. This was abbreviated, however, when he was hospitalized for what looked like a severe case of Covid-19. He survived that one and went on to resurrect Partido Reporma. How he convinced Senators Ping Lacson and Tito Sotto to join Reporma

and be the standard-bearers, meaning its candidates for President and Vice President, respectively, is still perplexing. Did Lacson and Sotto really believed that Partido Reporma is the ruling party in Davao Region? Oh well, this country is not actually short of strange bedfellows during election season. Alvarez criteria for a leader, during the launch of “In Search for a Leader 2022” reflected his subconscious detestation of Presodent Rodrigo Duterte and snide remarks on Davao City Mayor Inday Sara. During the interview with Christian Esguerra, Bebot sounded less combative as he evaded issues against Duterte: 1. May utak (with brain); 2. May kakayahan (with the capability); 3. Physically fit; 4. Secretary Andanar: Government putting more emphasis on dev’t, reportage of provinces MANILA - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Thursday said that the government is providing more support for local development, likewise empowering local media in reporting relevant local news. In his interview, Secretary Andanar said that reporting in the Philippines is highly dominated by news focused on Metro Manila information, while relevant news from other provinces and regions is not highlighted. He stressed that such news coming from the national government should also be taken in the context of how Filipinos residing outside Metro Manila will be affected. In a virtual briefing on Thursday, BSP Governor Benjamin Diokno said this is part of the latest foreign exchange reforms, under Circular No. 1124 dated Aug. 10, 2021 and which will take effect on September 13, aimed at making sure that foreign exchange liberalization will be in line with a bid to increase the share of digital payments and electronic financial transactions in the country. “This ensures that our policies are attuned with international and domestic market developments and responsive to the needs of the economy amid the prevalence of e-commerce transactions,” he said. Teachers often come to me with difficulties their students have when transitioning from one activity to another. Students can struggle with these skills due to challenges with sensory processing, such as emotional regulation, attention, and speech and language processing. Difficulties with transitioning may manifest in a variety of different behaviors, including avoidance, decreased attention, resistance, or fight-or-fight. Generally, with the support from their teachers and families, students are able to navigate these transitions, but some will have greater difficulty. If you notice major changes in your child’s behavior during this transition, then it is important to reach out to the school to find out what supports are available. These behavior changes can include acting out at home,

or withdrawing/being less social. The best thing that parents can do during these transitions is to be supportive and to listen to their children. Change is hard for kids. Whether it’s big changes like moving to other town or small one like moving from one activity to the next, transitions are hard. All children, and particularly those with special needs need a sense of predictability. Being prepared with transition strategies is the key. These may take place before, during, or after the transition. A good transition is not just quite and calm. It can be a mental break when needed. It can be refreshing. It can help us regroup. Across industries, ransomware and cyberattacks have proliferated in the past year, largely due to the rapid shift to remote work and school. The education sector has been hit particularly hard. The 2020 calendar year saw a record-setting 408 publicly disclosed cybersecurity incidents in the K-12 sector. The unfortunate reality is that the problem isn’t going to go away. The threat landscape will continue to expand. And compounding this is the fact that division IT de-

partments are somewhat underfunded. This is where automation can play a key role. Organizations today know that the cost associated with the fallout of a successful attack is far greater than the cost and effort associated with attack prevention. Therefore in education cybersecurity and beyond, investing in comprehensive cybersecurity strategies not only protects sensitive data and infrastructure but can also help reduce costs down the line. Phil Sports Commission renames weightlifting gym to honor Hidilyn Diaz’s heroism in sports By JOEL CALAMBA ESCOL Managing Editor

MINDANAO - To give more meaningful memories to the historic first Olympic gold for the country after 97 years, the Philippine Sports Commission (PSC) has renamed a weightlifting gym in honor of Tokyo Olympic Gold medalist Hidilyn Diaz. Inside the Rizal Memorial Sports Complex, the national team’s training gym will now be known as “Hidilyn Diaz Weightlifting Gym. The PSC also announced that other weightlifting practice venues will also bear the names of the PSC’s “Hall of Famers,” it was learned. “Most of the sports heroes to be honored with

this development are enshrined Philippine Sports Hall of Famers, with the exception of Hidilyn Diaz whose indelible mark in Philippine sports history as the first Olympic gold medalist makes it a no-brainer to name the weightlifting gym at the Rizal Memorial Sports Complex as Hidilyn Diaz Weightlifting Gym,” the PSC said in a statement Thursday. Meanwhile, the Rizal Memorial Tennis Court will be renamed also as Felicisimo Ampon Tennis Court, in honor of the Filipino legend in tennis. Ampon won 25 career titles including championships in the gold medals in the Far Eastern Games, Pan American Games and the Asian Games. Not only that, the RMSC Swimming Pool will be known as Teofilo Yldefonso Swimming Pool. The renaming of the swimming pool was in honor of the country’s first Olympic medalist who captured bronze in 1932. Also renamed was the RMSC Track Stadium which

will now be known as Simeon Toribio Track Stadium. The renaming was in honor of the high jumper who won bronze in the 1932 olympics. “These athletes have given the honor to the country with their work in sports, we hope to keep their legacies alive for this and next generations. We want to pique the interest of the people who will read about or visit the facility. Who is Teofilo Yldefonso? What did Felicisimo Ampon do that this venue is named to him?” said PSC Chairman William “Butch” Ramirez told reporters. Other practice facilities will also be renamed in the future, the PSC said. Prof. David Sweanor, advisory committee chair of the University of Ottawa Centre for Health Law and Policy in Canada, said technology has shaped the tobacco industry, as more consumers are switching to innovative nicotine products that are considered less harmful than combustible cigarettes. “We see a tremendous number of consumers are very willing to move to these products, if the products are available, they have decent information. And the global market for cigarettes is approaching a trillion US dollars a year with over a billion users,” said Prof. Sweanor. Prof. Sweanor has been actively involved in tobacco and health policy issues since the beginning of the 1980s and has worked globally, and with numerous groups, including the International Union Against Cancer, World Health Organization, World Bank and the Pan American Health Organization and played a key role in achieving many global precedents in tobacco policy. He now focuses much of his tobacco and nicotine related efforts on risk reduction strategies. Prof. Sweanor cited the need to study the tobacco industry as it undergoes a process of transformation. “I think we need to be studying the industry, we need to be looking at the new players, we need to understand this is a very dynamic situation. And we need to try to shape that through intelligent regulation, through having an intelligent discourse to look at how did we transform other industries like what’s going on with the automotive industry

now, moving with the internal combustion engines? “ he said. “What happened to move from unsanitary to sanitary food, from snake oil to science-based pharmaceutical products? How did we transform all these other industries? What are the lessons in that for us? And what can we do by understanding how this industry operates, but also understanding who’s the industry? What’s the difference between cigarettes and non-combustible tobacco products? What are the divisions between the different companies? What are the divisions within the different companies? “ Prof. Sweanor said. He said, however, there remains a lot of misconception about alternative products. “Much of mainstream tobacco control thought that vaping was a plot by Big Tobacco, these new evil geniuses, and it had to be attacked. And the best thing we could do, would be to attack these alternative products. You’re not recognizing what they were doing was really protecting the cigarette market, which is where these companies made massively higher profit margins on a sustainable basis. So, it was a failure to grasp the reality of what’s going on,” he said. Prof. Sweanor said the easiest way to incentivize the companies to transform and do more, is to stop banning the alternatives. “There’s tremendous potential in all of these markets, you know, and anybody who thinks that new technology cannot be acceptable in low and middle income countries needs to understand what happened with smartphones. I mean, just take away the bans, give an incentive for people to move in this direction,” he said. “So, the innovation is going to happen. It’s a question of do we try to turn that to the advantage of public health? Do we have sensible regulatory regimes that help us reduce cigarette smoking more rapidly? “ said Prof. Sweanor.

Gotianun-led Filinvest Development Corporation (FDC) kicks off its free employee vaccination program in Northern Mindanao and CARAGA on August 24, 26, and 27 at the power plant site of subsidiary FDC Misamis Power Corporation (FDC Misamis) in Villanueva, Misamis Oriental. Through the help of the Rural Health Unit of the Municipality of Villanueva supported by its local chief executive, 50% of the target vaccinees got their first dose of the AstraZeneca COVID-19 vaccine on the first day of the vaccination rollout. “We are incredibly grateful for the LGU Villanueva for generously lending us time and resources for the vaccination rollout of our employees. procured by the Filinvest Group for the whole conglomerate. The Mindanao leg followed the successful launch of the Luzon leg last August 4, in its first mega vaccination center in Festival Mall Filinvest City, Muntinlupa. The FilVax program is one of several efforts under the broader #FILFreeFILSafe campaign, a comprehensive set of initiatives to promote health and safety among its employees and stakeholders. The stringent implementation of protocols, along with many innovations in various processes, has allowed Filinvest’s businesses to operate efficiently under the new normal, especially its power plant facility, which continuously meets the demands of customers by providing unimpeded access to electricity. During the program’s launch, Roxas took the chance to express his gratitude to the men and women of FDC Misamis. “My sincere apprecia-

tion to the employees who volunteered to stay at work to keep our facility running despite the risks; and now, are doing their part to keep their workplace, families, this community safe. Good job to everyone who made this vaccination rollout possible. I am proud to say that FDC Misamis is the first power plant site in Mindanao that has successfully implemented offsite vaccination and the second among Filinvest subsidiaries after Filinvest Alabang,” said Roxas. FDC Misamis, a whollyowned subsidiary of Filinvest’s utilities and infrastructure arm, FDC Utilities, Inc. (FDCUI), runs a 3x135-MW circulating fluidized bed coal thermal plant in Villanueva. The facility has been delivering steady and cost-effective power since it began commercial operations in 2016. Throughout the epidemic, the firm is critical to maintaining the stability of the Mindanao grid.
