PNP chief seeks sanctions against vessels involved in drug transport By Christopher Lloyd Caliwan

P

hilippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. wants sanctions for vessels found to be involved in the transport of illegal drugs into the country. Azurin made the remark as he stressed that the majority of narcotics enter the Philippines by sea. “We need to identify ano yung mga ginagamit na mode na pag-transport so that ipatanggal natin yung kanilang license na makapasok sa bansa natin or kumpiskahin natin sila kasi hindi naman yung lalangoy na darating na lang yung droga sa atin. Sabi ko nga definitely by air and by sea and obviously ang titingnan natin dito karamihan ng pumapasok na contraband dito sa atin is galing sa dagat dahil very weak ang ating border control and security (We need to identify what modes of transportation are being used so that we can revoke their license to enter

Obviously these contraband enter by air or sea and what we are going to look here is that most of the contraband enter the country by sea because our border control and security is very weak),” Azurin told reporters shortly after assuming as the PNP’s 28th chief in Camp Crame Wednesday night. He said the PNP will also “liaise and partner” with other government agencies to reduce, if not totally eliminate instances where the country serves as either a market or transshipment point for illegal drugs. Azurin vowed to strengthen partnership with the Philippine Navy, Philippine Coast Guard and the Bureau of Customs, and other government agencies to help sustain the war on drugs. He, meanwhile, vowed to sustain the gains of the government’s anti-illegal drug campaign with the support of the community.

Baste to charge vendors behind diarrhea outbreak By Christine Cudis

Mayor Sebastian “Baste” Duterte vowed to hold accountable the culprits behind the diarrhea outbreak in Toril District here that killed six people, saying the city may pursue charges. “People have lost their lives just because of mishandling of food. I hope that you have put yourselves in the situation of the victims,” Duterte told reporters Thursday. However, the mayor said he was disappointed by reports that families of the victims are not keen on pressing charges against the culprits. “I told them if they decide to press charges, I will accompany them. However, the family said they would rather not,” he said. “That is what I want,” he added when asked whether the city government will file charges instead.

The Toril District diarrhea outbreak is believed to have started on July 15, based on records of admitted patients in hospitals. The City Health Office (CHO) declared the outbreak over on July 29 after at least 75 percent of the 217 victims had recovered. Following the outbreak, Duterte said

the local government will enforce additional policies for street food vendors before they are allowed to operate. “I have already tasked the barangays and CHO to coordinate. Having a health card is only one of the requirements, there will be more. We cannot allow this to happen again. It is unacceptable,” he said.

Based on investigations, food may have been contaminated during preparation and handling. It was also found that proper storage, delayed serving, and an unsanitary environment may have contributed to the food contamination because of exposure to elements. (PNA)

Reflection in Teacher Education: Towards Definition and Implementation By: TITA M. BUGSOCAN Many teacher preparation programs list reflection as a goal, but there are questions about what reflection is and how it could be encouraged in student teachers. In recent years, the concepts of reflective thinking and practices have proliferated in education. Teachers must adhere to ethical standards when engaging with students in their classes in the modern classroom, in addition to teaching techniques and procedures. Implementation is the process of locating, including, overseeing, and continuously improving professional learning that aids educators in improving their practices and inspiring and motivating academic and non-academic growth in students. The main objective of professional development is to encourage improvements in educator practice, which ultimately benefits student results. At the individual, team, school, and district levels, implementation is a continuous process of developing and putting into action the strategies

required to achieve those goals. High-quality implementation of educational approaches can have a significant impact on improving students’ outcomes. Implementation is generally defined as a specified set of planned and intentional activities designed to integrate evidence-based practices into real-world settings. Approaches, practices, and interventions delivered in real-world school and classroom settings often look different from what was originally intended. Principals and teachers may decide to adopt elements of a program, and barriers in the school system may prevent an approach from being fully realized. What this shows is the importance of quality of the implementation in affecting learning gains, rather than the program itself. Implementation strategies such as training and ongoing teacher support are important to consider in efforts to encourage positive student outcomes.

Hints and Traces The paradoxes of Christian life “WHOEVER wishes to come after me must deny himself, take up his cross, and follow me. For whoever wishes to save his life will lose it, but whoever loses his life for my sake will find it. What profit would there be for one to gain the whole world and forfeit his life?” (Mt 16,24-26) With these words of Christ, we should be warned that Christian life will always involve some paradoxes. He told us about this unavoidable condition in our life here on earth. We are told, for example, to lose in order to win, to die in order to live, to give in order to receive, to be empty so we can be filled. We are told to be detached from persons and things of this world to be attached only to who would truly matter to us, and that is God. Christ even made use of the word, “hate,” so we can follow him, so we can be his disciples. Still more, he told us to be as simple as doves yet as astute as serpents. To be sure, if we would only use our own faculties or our own understanding of things, there is no way but really to be at a loss as to what to make out of all these contrasting qualities.

But precisely, we have to know the true character of a paradox to realize that these contrasting qualities are meant to highlight a higher truth. That’s what a paradox does. It takes cognizance of the many different and competing values of our many different and competing parts and aspects of our life to attain a certain unity of life and to gain our one ultimate goal. Thus, we should not be surprised that we have to deal with these paradoxes. We should just learn how to do it properly. And again, the secret is already given to us. It is to be with Christ, to be like him, to be “another Christ,” if not “Christ himself.” To be with Christ is when we would not only know but also live the art of losing in order to win. This art is truly helpful given our wounded and sinful condition which is prone to undue attachments to earthly thing and other anomalies. Divine logic many times baffles us because God’s ways are different from our ways. St. Paul articulates this predicament when he said, “O, the depth of the riches of the wisdom and knowledge of God! How

unsearchable his judgments, and untraceable his ways. Who has known the mind of the Lord? Or who has been his counselor?” (Rom 11,33-34) To be able to live by this divine logic, we of course would need first of all the grace of God. We have to ask for it with humility. And then we need to do our part, exerting the due effort to acquire the appropriate attitude and corresponding virtues. We should have the attitude of willingly giving up everything else just to be with God. “Vale la pena,” it is all worthwhile, should somehow be like a slogan for us. On the ‘People’s Day’ of Mayor Klarex In between some vacation with family and friends I’ve been monitoring the national and local news and one item piqued my interest. Namely, it’s Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy’s pledge to hold a two-day ‘People’s Day (Adlaw Alang sa Katawhan) in which he will meet with his constituents at his office to address their concerns starting next week. It’s unoriginal to be sure—the late president Ramon Magsaysay opened the doors of Malacanang to the poor—but I have to admire the mayor’s intentions to be ‘closer to the people’ as he put it by meeting them up close and personal. Not long after, I’ve heard from the grape-

vine that some of his staff are being flooded with requests for free medicines, free medical services, free processing of birth certificates, scholarships, etc. Already there are comparisons being drawn between him and his former ally, the late mayor Vicente Emano who also had this practice of meeting people at his office in some days of the week. Then again, we have to realize that it’s been two years into the COVID-19 pandemic and the most frequent complaint and concern by Kagay-anons had been ‘ayuda (assistance) or to be blunt, doleouts. That’s something that Klarex’s predecessor, former mayor Oscar Moreno, had been

hounded with at the onset of the pandemic by his bashers and political foes and was used as a propaganda tool to great effect in the past elections. In contrast to Moreno’s emphasis on the city’s health care system, Klarex can be seen being kept busy sending food aid and water not only to his constituents in the city’s first district during his time as congressman but also to city residents in the second district. And after winning this year’s mayoral contest, Klarex is determined to pursue his populist agenda by offering incentives to the city residents as reflected in his inaugural speech.

In terms of positive interactions, having a good relationship with a child can help staff members learn how to identify the child’s needs and how to meet them. Additionally, the personnel will be able to read the children’s body language and emotions in order to react swiftly and skillfully. Children who have positive relationships with employees are less likely to engage in undesirable behavior because staff members can identify and cater to the children’s needs. The staff may more ac-

curately design activities that the child will like and benefit from by getting to know the child better and building a solid relationship with him or her since they are aware of the child’s developmental needs and interests. Everything you know may not always seem that way. When talking about toys, everyone’s thoughts would directly fall on the positive side as these playing materials are known to be one of the simple sources of joy behind the smiles of children everywhere. However, little do we know that this known source of joy for children contains numerous risks and harmful toxins that may eventually wipe the smiles off our faces. Over the years, researchers have shown that metals and metalloids connect to the path of negatively impacting our health, even in small doses. They are incredibly dangerous for all age groups, especially for children as they are still vulnerable. Dr. Andrew Turner’s study, along with his colleagues at the University of Plymouth in United Kingdom, about assessing the chemical harboring in the hundreds of children’s toys reported the toxins that harm the children’s health. The researchers found traces of elements such as antimony, barium, bromine, cadmium, chromium, lead and selenium in many of the toys that are said to be toxic. Often of these chemicals appeared to be present in toys that were yellow, red or black. In further tests, it was found that some released dangerous quantities of bromine, cadium or lead as the toys were introduced to dilute in hydrochloric acid which is basically found in the stomach. Commonly, children love placing toys in their mouths which threatens their health. Many toys contain synthetic substances that are known to be hazardous to children’s health. These include softeners used in plastic

toys, which can disrupt the hormone system and can cause cancer, or flame retardant in teddy bears that can adversely affect a child’s development. Furthermore, children are much more sensitive than adults on the exposure to toxic chemicals due to their larger skin surface which is highly relative to their weight, higher respiratory volume and higher metabolism rate, resulting to the absorption of more toxic substances than adults. In addition, they are also exposed to a multitude of hazardous chemicals in the different sources not only from the skin care products and toys, but also from everyday products like clothing, food or the surrounding of their homes. These toxic toys may lead to children accumulating various health problems such as cancer or reproductive disorders. The fertility of young men and women is suspected to decrease among others due to exposure to chemicals which may also be contained in toys. In order to avoid such hazards, guidelines for their manufacture should be closely tracked. As much as possible, we would have to avoid sales, playing with doctor’s toys in the waiting room, or a relative cupboard’s toy, as they may seem to have slipped from the radar of safety codes. One should be careful and vigilant of the things, especially toys that we ok get a hold of since we never know the risks that we can get from. Not everything that seems good in the eyes and cars would give us the same effect to our health. One should know the untold truth about toys because it is simply like a foe hiding in a friend’s mask.

Food, beverage firm kicks off efforts to reach plastic neutrality

niversal Robina Corp. (URC), one of the country’s largest food and beverage companies, has kicked off a slew of initiatives to collect, recover, and divert plastic waste as part of its overall goal to achieve plastic neutrality. These include long-term collaborative projects on waste management that cover community engagement and linking with local recyclers. “We are aiming to make lasting, concrete changes on an institutional level, in a way that affects all operations and demonstrates our resolve as a world-class manufacturer,” URC’s president and chief executive officer Irwin Lee said in a statement Thursday. “The culminating goal,” he said, “is to establish

a sustainable value chain within a few years.” With “Juan Goal for Plastic”, URC hopes to help convert post-consumer waste into something useful, and to be an active part of consumers’ collect-and-recycle activities. Barangay Roberto Salas Benedicto (RSB) and the Sangguniang Kabataan of Barangay RSB, URC is collecting PET (polyethylene terephthalate) bottles and other types of plastic every month. It is exchanging plastic waste for cash, matching weight for “environmental points”. URC’s plant in Bagong Ilog partnered with the Pasig City government and Basic Environmental Systems & Technologies, Inc. (BEST) to collect plastic twice a week in exchange for environmental points that can be used to redeem

URC products or school supplies. In General Mariano Alvarez (GMA), Cavite, URC’s plant teamed up with the local government of GMA and Municipal Environment and Natural Resources Office (MENRO) to collect plastic every month in exchange for URC products. Other sites include Robinsons Malls Galleria that started July 30, to be followed by Robinsons Malls in Ermita, Las Pinas, Magnolia and Starmills Pampanga, starting August 13. In partnership with Robinsons Land Corporation

(RLC), URC will set up plastic collection booths in these locations every payday weekend, which will offer a drop-weigh-redeem scheme for clean and dry plastic waste. “With our current systems, plastic waste will be segregated and given new life that supports a true circular economy,” Lee said. URC has also been looking at multi-stakeholder partnerships to tackle the immense plastics challenge. It is one of the member companies of the Alliance to End Plastic Waste, an industry-founded non-

profit organization which promotes solutions that reduce and avoid environmental pollution from plastic waste. URC is likewise an investor and strategic partner of Planet First, a purpose-led European growth investment platform dedicated to developing solutions to address sustainability challenges. URC’s initiatives are in line with the Gokongwei Group’s thrust to promote long-term efforts that will significantly help manage post-consumer plastic waste. Other business units under the group have ongoing collection, sorting and recycling programs in various areas nationwide. RLC is offering rice in exchange for plastic waste through its “Trash to Bigas” project. We know now that every curriculum can be taught online while still allowing students to learn alongside their peers, meaning that they don’t feel isolated. The trauma of a global pandemic created a strong focus on mental health for

both teachers and students. After the historic period of disruption due to the Covid-19 pandemic, most schools across the globe are back to operating again. But the education industry is still massively in recover y and assessing the damage and lessons learned during the global pandemic. The Covid-19 pandemic affected more than 1.5 billion students worldwide with the most vulnerable learners having the greatest impact. This new post-Covid reality of education presents opportunities and challenges for all. Pupils who behave poorly in class not only hinder their own learning but also the ability of other students to learn. Everyone has to learn how to act appropriately in a variety of social settings. Every student in the classroom is impacted when kids act disruptively. Educating a sizable number of children falls under the purview of teachers. Teachers vary in how they manage their classrooms, but little is known regarding the relationship between teachers and the students. Classroom management plays a major role in the student’s achievement. Different approaches toward classroom leadership should be facilitated by teacher satisfaction and agreed upon by students in a way in which all aspects are flexible. Experience and studies have shown that when kids feel like their thoughts and suggestions are valued, they

are more engaged in class activities. Children should therefore be encouraged to express their ideas and opinions throughout lessons. This is made possible by transforming pupils’ incorrect responses into something sensible. By stating that the student’s response did not meet the criteria, a teacher tacitly rejects the student’s response. Each student makes an effort to respond to a question using this method, reducing disruption in the classroom. The teacher should engage students in conversation and remind them that they have to make sound choices both at home and at school. The teacher specifically reminds students to complete their homework on time, hand in assignments immediately, follow school rules and interact with others peacefully. The key to a successful emotional and social development are positive relationship with trusting and caring adults. From birth through the early years, educators foster strong relationships with children. The foundation for her children’s healthy social and emotional development is important because it influences how they perceive the world,

communicate with others, and manage their emotions. There are a number of developmental domains that include social interactions that emphasize the bonds we share, including those with adults and peers. Emotional awareness is the ability to detect and understand your own feelings as well as other people’s actions, while self-regulation is the capacity to communicate your ideas, feelings, and behavior in a way that is appropriate for social situations. For learning, happiness, and the long term, it is crucial to encourage kids and help them develop social skills. Simple social activities, emotional role models, and mimicking an infant’s facial emotions and sounds can all help to encourage this development, which starts in infancy. During the visit from August 1 to 3, PAL representatives also met with Agda, Vice Mayor Emman Tiu Sonco, and members of the city council to discuss the next steps. The visit concluded with an exit briefing at Hilangagan Beach with key city government officials. “This is a big next step in our bid to connect Borongan City to major cities in the country by air. I am inspired by PAL’s positive outlook towards our request. Thank you to our friends from PAL for their prompt and quick action.

On June 22, the Borongan City Airport got a go signal from the Civil Aviation Authority of the Philippines to accept flights operated by major airlines and to commence seeking potential commercial airline partners. Located in Punta Maria village in Borongan City, the airport’s 1.3-kilometer runway can only accommodate turboprop

aircrafts such as ATR72, Bombardier’s Q300, and Q400. Currently, no airlines are operating at this airport. In April 2019, Borongan City inaugurated its first commercial flight from Borongan to Clark, Pangasinan with airline firm Leading Edge Air Services Corporation. The Negros Oriental Electric Cooperative II (NORECO II) has affiliated with the Philippine Broadcasting Service (PBS) to acquire its own radio station here to amplify its information dissemination capability. Sharon Araula, NORECO II’s Cooperative Communication and Promotion Division Manager, on Thursday said DYEC 99.7 FM Radyo Kidlat is already operational following a soft opening in September 2021 but they cannot go full swing yet while awaiting PBS’s guidance on which programs they hook up with. “A memorandum of agree-

ment was signed between the PBS (also known as the Bureau of Broadcast Services) and NORECO II for them to acquire a franchise and be affiliated with the state-owned radio network as part of the National Electrification Administration’s seven-point agenda for member-consumer-owners of electric cooperatives,” Araula said in mixed English and Cebuano. To date, while on test broadcast, Radyo Kidlat operates from 6 a.m. to 8 p.m. with local programming that includes a one-hour newscast on the cooperative and another hour of “talk show” to See RADIO, page 11

Baliangao model farm showcases Sorghum prod’n Urging the adoption of sorghum farming as additional source of income among farmers, the Department of Agriculture - Regional Field Office 10 (DA-RFO 10) recently conducted a Field Day and Technology Demonstration on Sorghum Production at barangay Misom, Baliangao, Misamis Occidental. Around 93 farmers, agricultural extension workers from the local governments of Baliangao and other municipalities, other town residents and officials, and technical staff of DA-10, convened to learn the package of sorghum technology. According to DA-10 Regional Executive Director Carlene C. Collado, through field demonstrations, farmers will learn on the different cultural management practices, potential production and yield, adaptability and the demand of sorghum in the market. DA-10 Sorghum focal person Mischelle F. Egama, mentioned that sorghum is a drought-tolerant, hardy, easy-to-propagate and protein-rich crop, which can be used as an alternative raw ingredient for animal feeds. It could grow well in marginal areas requiring less water and rainfall, and can be harvested every 120 days in three ratoons, with an average yield of six to seven metric tons per hectare,
