ZAMBOANGA CITY – Each of the 2,346 city government workers here will receive a bonus of PHP25,000 collective negotiation agreement (CNA) incentive on top of their 13th-month pay and Christmas bonus this month. Geraldine Dela Paz, city budget officer, said Thursday those entitled to receive the CNA incentive are the regular employees, department heads, city councilors, casuals, and contractual employees. On the other hand, the city government front-liners will also receive hazard pay. The front-liners include medical and health professionals as well as guards, traffic aides, garbage collectors, and drivers, among others. However, she said an employee must have been working for four months with the city government to be entitled to receive the CNA incentive. Vaccine industry on alert, ready to respond to Omicron Possible COVID-19 Vaccine changes, medical innovation key to counter new variant. THE vaccine industry is alert and ready to respond to the Omicron variant of COVID-19 should it enter the country. Along with the Philippine medical community, it reiterates that the public can still receive ample protection from it through current and future anti-variant countermeasures like rapid changes in the COVID-19 vaccines, a faster vaccination campaign, and the strict observance of health protocols like social distancing. Enrique Gonzalez, Founder, and Chairman of IP-Biotech (IPB), says that the vaccine providers will be exercising agility to continually respond to the Omicron variant as it evolves. He assures the public that “the world’s vaccine industry is ready to respond with specific Omicron booster shots by making changes to the existing vaccines if the need arises. On one hand, gathering data seems to confirm that the protein-based vaccines, with their specific immuneenhancing adjuvants, might carry advantages that keep cellular and humoral immune responses relatively intact to hold Omicron at bay. On the other hand, he cautions that “Omicron is expected to render existing vaccines less effective, but, hopefully, not totally ineffective, especially in continuing to offer protection against hospitalization and death from COVID-19. “ He adds that the alertness that both government and the medical, scientific sectors show toward Omicron must continue. Should they fail in their oversight, Miranda warns, “we better be ready for a more virulent and deadly variant. This highly adaptive SARSCoV-2 virus is unlikely to

I am hoping that the Food and Drug Administration (FDA) will eventually allow the same Emergency Use Authorization (EUA) mechanism for the said demographic. Greatest massacre of all time

WE were terribly shocked and aghast by the Maguindanao Massacre that blatantly showed the lethal combination of impunity and madness by the perpetrators. We vehemently condemn such dastardly and barbaric act that has no place in a civilized society. We should now be resolved more than ever to work for peace in Mindanao. Greed-driven structures protected by private armies that spawned such heinous crime should now be made obsolete. This is the least that we can do in expressing our deepest sympathy, that after-all, the brutal death of the helpless victims and the fallen kindred in media will not be for naught. Unknown to many, there is an on-going massacre that is equally brutal, systematic and with utmost impunity but has merited just an iota of concern, which is, the plunder of our dipterocarp forest and all the life forms that go with it. Since the late ’80s, the environmental coalition that I had the privilege of leading, Task Force Macajalar, has struggled without letup to save our remaining forest. We, together with the ecological people – the lumads, farmers, fisherfolk – had launched series of human barricades against logging. Such was not an easy task as it was always lifethreatening. All the 30 to 50 ten-wheeler trucks carrying illegally cut logs from

the watersheds of Cagayan de Oro and Lake Lanao were with armed escorts. Such shameless and illegal carriages of timber were passing the thorough-fares of Cagayan de Oro at early dawn so as not to be noticed. The 10 long years of barricading logging trucks saw us slapped with court cases by the logging companies including the hurling of a M2K2 hand-grenade that miraculously did not explode. These harassments did embolden us to intensify our advocacy that even led us to confront personally no less than then President Joseph Estrada in the barricade area. Our battle-cry then was, “Protecting God’s vanishing creation is the highest form of worship.” Although we were successful in stopping logging to save the remaining forest but such victory came only after a decade of direct actions because the structure of greed that got support from power-that-be together with cabal of vested interest was very formidable. This contention is well backed-up by evidence that we have been exposing all these years but no one seems to listen. By then, the remaining forest in the watersheds of Cagayan de Oro had gone down to only 2,000 hectares from 37,000 hectares 30 years ago (based on the Satellite Map.) Yes indeed, the 48,000-hectare city of Cagayan de Oro is almost without forest cover. Now,

are you still wondering why we are suffering from ecological disasters? What is painful is when water rises causing floods, it is those without money that suffer the worst! The loggers are well secured in their mansions and those who did connive with them! Indeed, the sins of a few loggers are now visited upon our people. From 17 million of natural forest a century ago, our country, an archipelago of 7,100 islands that needs some 10 million hectares of forest cover to have ecological security, has barely half a million left. We have been advocating to hold those who have wantonly massacred our forests accountable. From 1971-1988, the loggers have harvested 3.88 million hectares of virgin forests. Many were politicians who used their gargantuan income to buy votes. Don’t you know that one shipment alone of logs would earn a logger 400 million pesos? And these raking have been used to buy votes during elections! The logging industry despite amassing forty-eight billion dollars (Asian Development Bank) from 19701988, in the same period, it had only contributed from 0.5% to 1.3% to the total Government Revenue. MARAWI CITY, Lanao del Sur -- With its continuous efforts to rebuild the lives of internally displaced persons (IDPs) here, the Department of Foreign Affairs and Trade (DFAT) Australia and Community and Family Services International (CFSI) turned over anew various assistance to 17 beneficiaries. Un d e r t h e Ma r aw i COVID Recovery Project (MCRP), 10 beneficiaries received livelihood support (assorted grocer y items, food vending items, e-loading), two got assistive devices, two acquired birth certificates, and three couples received marriage certificates. These beneficiaries are part of the projected 4,000 households that will benefit from the MCRP through June 2023. Couples Khadafi Tocalo and Norhanie Baraakal are among the beneficiaries who received marriage certificates through the assistance of CFSI. Together with their nine children, CFSI also assisted them in acquiring birth certificates. Tocalo urged his fellow IDPs to use the livelihood support given to them in rebuilding their lives. He reminded them that they should not sell such assistance.

of Project Epanaw’s Three (3) Coffee Table Books (CTBs) to the Philippine Ambassador to the United States of America (USA), His Excellency Jose

Commissioner Las, who was warmly welcomed at the conference room together with Grand Lodge of New York Jurisdiction, Samuel Tomale, proudly shared to Ambassador Romualdez, along with Deputy Chief of Mission, Jaime Ramon T. Ascalon, Jr. and Third Secretary Mark Dominic E. Lim, the purpose of her visit which was primarily to turn over the 3 CTBs. These CTBs, a labor of love of undertaking of the NCIP, were pro-

duced during the pandemic by NCIP personnel from Central, Regional, and Field Offices and the ICCs/IPs which was launched last March 14, 2021, one year after the imposition of the Enhanced Community Quarantine (ECQ) in the Philippines. She further explained that the project was a brainchild of the NCIP Chairperson, Secretary Allen Capuyan. Project Epanaw seeks to pay tribute and memorialize the identities and rituals of the Indigenous Peoples as well as to highlight the importance of protecting their Ancestral Domains. The first CTB, “Pagkilala” (Recognize), showcases the profiles of the ICCs/IPs. The second CTB, “Paggalang” (Respect), features festivals and rituals that the ICCs/IPs practice in relation to important events such as birth and death, agricultural cycle, and the sacred and profane. While the third CTB, “Pagtaguyod” (Promote), contains tourism destinations, protected areas, critical infrastructures, and natural resources in Ancestral Domains. The NCIP has partnered with the Tourism Promotions Board (TPB) of the Department of Tourism (DOT) for the research and publication of Project Epanaw which had already been distributed widely all over the Philippines particularly to NCIP employees, Indigenous Mandatory Representatives (IPMRs), National Government Agencies (NGAs), and other stakeholders. Ambassador Romualdez, during the meeting, expressed his gratitude to the NCIP for receiving a set of the CTBs which will surely be put on view at the Embassy and further hopes for more engagement and partnership in assisting the consulate in its thrust to promote awareness on Philippine culture to the world. He also mentioned that he has already partnered with the Indigenous Peoples in the Philippines through the Fernbank Museum’s “Reflection of Culture” exhibition

in partnership with the Filipino Community in Atlanta, Georgia, USA through Galing Foundation, Inc. (GFI). Commissioner Las, prior to being a Commissioner of the NCIP in her private capacity, loaned their group’s Matrimonial traditional attire to the museum for three (3) years starting 2019-2022. The Ambassador also supported the project “Of Threads and Beads,” of said community during the 2020 Independence Day virtual celebration last year. He likewise congratulated the NCIP, Secretary Allen Capuyan, and all those responsible behind the great work which would be very useful to the Embassy and the other consulates in the United States and will surely help the 4.5 million American Filipinos understand the Indigenous Peoples, their culture, and their Ancestral Domains. Both committed to expand their support for each other’s mandates to promote the Indigenous Peoples of the Philippines, being the first peoples of the country, worthy of recognition as the foundation of Philippine culture. Several projects geared towards promoting the Indigenous Peoples of the country were discussed and possible partnerships with other agencies like the DOT and the National Commission for Culture and the Arts (NCCA) be strengthened to carry out policies on enhancement of positive image of Philippine ICCs/IPs to the international community. The NCIP is the primary agency of the Philippine government mandated to formulate and implement policies, plans, and programs to recognize, respect, promote, and protect the rights and wellbeing of the ICCs/IPs. It aims to empower and capacitate the Indigenous Peoples by introducing them and their thirty-six (36) Specific Rights under the four (4) Bundles of Rights to the international community through the Project Epanaw’s 3 CTBs.

Indeed, we have committed the greatest massacre of all time – the extinction of billions of species that have lived in our forest ecosystem for billions of years even before the homo sapiens have been created. Those responsible – the powerful loggers - are there safely ensconced in their mansions while the thousands of the poor and the vulnerable have become victims of ecological disasters. So much cause of nausea to hear the statement that “in this country, no one is above the law, all must bow down to the majesty of the law because we follow the rule of law and not of men.” Tell that to the marines! It is still the law of the powerful loggers and the oligarchs! I repeat, we have lost the 17 million hectares of dipterocarp forest in violations of existing environmental laws! DENR, please explain!
