AGAYAN DE ORO CITY - The Department of Labor and Employment in Northern Mindanao (DOLE-10) will be extending help to workers affected by Typhoon “Odette.” DOLE-10 Director Albert Gutib said during a press forum Tuesday that qualified individuals will get assistance under the agency’s “Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers” (TUPAD) program, which helps workers affected by calamities, typhoons, or man-made disasters. “Our affected workers due to the said typhoon will just have to go to our Public Employment Services Office or PESO, which are established at the local

government units like in the city, municipality or province, and are handled by the PESO managers,” he said. Under the program, beneficiaries will be employed for four hours a day for at least 10 days up to 30 days and will be paid based on the prevailing minimum wage in the region where they were hired. DOLE readies TUPAD for ‘Odette’-hit regions The Department of Labor and Employment (DOLE) is providing emergency employment to 25,000 informal sector workers affected by typhoon ‘Odette,’ which ravaged provinces in the Visayas and Mindanao last week. Labor Secretary Silvestre Bello III on Wednesday allocated P100 million for the flagship cash-for-work Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD)

to hardest-hit regions. The areas include Western, Central, and Eastern Visayas; Northern Mindanao; and Caraga regions. Each region will receive P20 million for the emergency employment of 5,000 beneficiaries, Bello said. “Workers, particularly those in the informal sector, will be given emergency employment for 10 days. They will help in clearing, de-clogging of canals, debris segrega-

tion, materials recovery, and other activities needed in the rehabilitation of their communities. Through this engagement, they will not only earn money but also help rebuild their lives and locality,” Bello said. To determine the eligible beneficiaries, Bureau of Workers with Special Concerns Director Ma. Karina Perida-Trayvilla said the DOLE will be profiling those affected by the calamity. WANTING to avoid the problems that confronted first responders and rescuers who were stymied by lack of available transport systems shortly after typhoon Odette’s onslaught, the BBM-Sara UniTeam eyes the expansion of the country’s Roll-On/Roll-Off (Ro-Ro) terminal system to expedite response time in calamity-hit areas. Former Senator Ferdinand ‘Bongbong’ Marcos said that given the country’s archipelagic structure, the Philippines would require an effective means of distribution for disaster-related concerns such as delivery of relief goods and heavy equipment. “The country’s unique archipelagic layout is a challenge when it comes to disaster response. Island municipalities can be easily isolated for days, with help only being sent via airdrops and only in small quantities. We believe that by having more Ro-Ro routes, we can send help faster to these affected communities,” the tandem said. Also called the Philippine Nautical Highway System, Ro-Ro is a network of highways and ferry routes connecting the major islands of Luzon, Visayas, and Mindanao.

It was first opened to the public in 2003 during the term of then-President Gloria Macapagal-Arroyo. “Typhoon Odette has really devastated some parts in the country. We have seen this with our own eyes on the ground. Apart from providing food to the people, we need to restore electricity and telecommunications services,” Marcos said. “This can only be made possible by swift clearing operations using heavy and specialized equipment that at times need to be sourced outside of the disaster areas. This is the time when our Ro-Ro network can help,” he added. The UniTeam also said it had tapped its volunteer network all over the country to send help to the areas hit by Super Typhoon ‘Odette.’ On Sunday, Marcos Jr. went to Southern Leyte, Butuan, and Bohol to distribute help to affected communities. The UniTeam continued its relief mission in Siargao, Capiz, Negros Occidental and Masbate. Inspired by their relief efforts, some volunteers have already started conducting feeding programs in disasterhit communities such as those in Iloilo, according to a recent post on social media.

Chargé d'Affaires Variava is in favor of building cooperation efforts in communications, specifically to support the operations of the GCA. They also discussed communication education exchange to advance skills and experiences of FIlipino media workers, and the Philippines

participation in other US Capacity building projects. “I am thrilled for this possible cooperation that we will be having in the coming months. I hope that this will push through so that when we leave our

Have You Ever Been in Love?

“Have You Ever Been in Love” is a song by Canadian recording artist Celine Dion, recorded first for her seventh English studio album A New Day Has Come (2002) and was later included on her eight English studio album One Heart (2003). The song is a power ballad, written by Anders Bagge, Peer Åström, Tom Nichols, Daryl Hall and Laila Bagge, while production was handled by Bagge & Peer. This song inspired me for today’s column. Far from typhoons, pandemics and other bad news. Falling in love with someone can feel exciting, even exhilarating. But over time, these feelings may settle into something that feels a little different. This love might seem mellow or calm. You might find yourself thinking “I love them” instead of “I’m in love with them.” This transformation doesn’t necessarily mean there’s anything wrong with your relationship. Loving someone instead of feeling “in love” with them simply illustrates how feelings of love evolve over the course of a relationship, especially a long-term relationship. Love - a real life drama

sometimes that unfolds anytime, yet no one can explain. Ask yourself how or why love happens and you might get plenty of ideas but seldom a satisfying explanation. You might get a nervous giggle or a quick chuckle, a sleepless night or a never-ending palpitation of the heart, a red face, and appetitlessness. Worldwide innumerable lyricists wrote and are still writing being inspired by this phenomenon of love. And yes, back to Celine Delon: almost every composition tells us about love. Love, the inexplicable emotion that overpowers kings and queens and turns people either into philanthropists or misanthropes. Love, the first state of passionate affairs, that told us love stories like “Romeo and Juliet”, Antony and Cleopatra” or “King Edward and Mrs. Simpson”. Naranasan mo na bang umibig? The former Archbishop Fulton Sheet said a long time ago, “Love is the perfection of justice”. Aristoteles, the Greek philosopher added, “Even there is justice you also need friendship”. Saint Augustus remarked in those days, “Do what you like. If you love God, you’ll

do nothing wrong”. Well, I guess there is something more than romance, changing kisses or gilic tasks or giving a bouquet of roses. There should be something more than looking for “the best way to win a man’s heart through his stomach” - and out come only the empty dishes. Love is in between two but also in the midst of many taking responsibility for a child, for a family, for a company or for an institution, for a public task or a new planted tree. Love can destroy agonizing bitterness which we easily develop against our enemies or people, who liked to be close to us but being disrespectful at the same time. As frustrated and hopeful as you may feel right now, with God’s love your life can be happier than you dreamed possible. The time after the coming of Jesus Christ is not a time of fear but of love. Manobo-Pulangiyon Tribe: World’s Most Oppressed

IT was a shock to one of the authors of the Indigenous People’s Rights Act (IPRA Law), former Congressman Mohammad Omar Albano Fajardo and to his lovely wife, DTI Asec. Ameenah Fajardo to see more than one thousand families of the Manobo-Pulangiyon Tribe in extreme poverty living under shattered tents for five years now along the highway of Butong, Quezon, Bukidnon. Why? Because they were ousted from their 1,111 hectare-Ancestral Domain by a powerful multimillion pineapple plantation company, the Kiantig Development Corporation, owned and managed before by the incumbent Municipal Mayor of Quezon, Bukidnon, Hon. Pablo Lorenzo III who has all the means and strength to bar the tribe from recovering the said ancestral domain. It is only here in our country where you can find more than one thousand families living in so much hunger and poverty, eating only “kamote” once a day or nothing at all and the children are all malnourished suffering from different kind of diseases, drinking water in the river where they are swimming. The children have to be tied-up as three have already

been hit by running cars. All their utensils are taken out from garbage. The tribe has been struggling to reclaim back their rich ancestral domain where their ancestors are buried but has been transformed into plantation. The armed men of the corporation would threaten them as there were times when every night, the armed men would fire their guns using fear as a means to control or subdue them. Their painful narratives were listened to by Cong. Omar who categorically stated that ousting them from their ancestral domain is a mockery of the IPRA Law and violation of what the highest law of the land, the 1987 Constitution has provided for in Art. II, Section 10 that, “The State shall promote social justice in all phases of national development.” That’s how oppressed the Manobo-Pulangiyon is. Thus, the tribe has been advocating that justice be done ‘till heavens fall. For five years now, they have been shouting that in this country, be a mayor or a powerful corporation, no one is above the law; all must bow down to the majesty of the law because we follow

the rule of law and not of men. Amidst morale collapse and religious apathy, it was astonishing to see kindreds who have come together to help the oppressed tribe regain back its dignity to be treated not as disposable wastes but as human beings, headed by no less than his Eminence, the amazing Arch. Tony Ledesma, S.J., and Bishop Noel Pedregosa. In numerous meetings attended by several agencies of government, i.e., DENR, NCIP & DAR together with legal luminaries , i.e., Atty. Lagamon, Atty. Eric Alajar, IBP National President, Atty. Bart Estrada, and PNP Officers, certificates came out issued by these agencies, giving legal credence and validity to the claim of the tribe that the 1,111 hectares belong to the tribe as its ancestral domain. These multi-agencies’ certification has recently merited a Certificate of Recognition of Ancestral Domain signed by no less than the Honorable NCIP National Chairperson, Sec. Allen A. DA NorMin releases P1.8-M subsidy to rice farmers in Claveria town

DA-10 through the RCEF-RFFA releases cash subsidy to around 357 rice farmers in Claveria, MisOr.

KALILANGAN, BUKIDNON – The Department of Agriculture in Northern Mindanao is pushing for increased rice production and sufficiency through cluster hybrid rice techno demo in Kalilangan, Bukidnon. “With this activity, the farmers will have the options to use hybrid rice varieties that will suit their areas. They will also learn new technologies to adopt, based on the practices of the different seed companies,” said DA-10 Regional Executive Director Carlene C. Collado during the official launching of the activity on Monday, December 13. The different hybrid rice varieties will be showcased in a consolidated 8.6 hectares of the Gamaygamay Communal Irrigators Association (GCIA) in barangay Pamotolon of the said town. Aside from the use of high-yielding varieties, Dir. Collado added that the cluster rice farm will demonstrate irrigation technology, use of machinery, and pest/disease and nutrient management. Dir. OREIGN direct investments (FDIs) to the Philippines are expected to increase following the passage in the Senate of a measure to liberalize several sectors including the telecommunication industry. In a commentary issued on Wednesday, Fitch Solutions said the measure is seen to improve investors’ appetite for the Philippines. “ The countr y has a highly conducive environment for technological uptake but is held back by nascent digital infrastructure. Increased foreign investment in the telecoms and tech sectors will serve the growth of such assets, particularly terrestrial fiber networks where coverage is particularly limited,” it said. To date, foreign ownership in public utilities in the country is only allowed up to 40 percent. The commentary noted that “downside risks to foreign investment and improvements to fixed networks include the Philippines’ proximity to escalating tensions between China and Taiwan, as well

as the appeal of mobile broadband.” It said the government has been enticing foreign investors through continued liberalization of FDI policies. Citing Bangko Sentral ng Pilipinas (BSP) data, it said FDIs have slipped for the third consecutive year in 2020, by nearly 25 percent. With favorable demographics for having a large number of young population, the report said: “the Philippines is largely held back by underdeveloped digital infrastructure.” “Liberalising the environment for foreign investors is likely to encourage greater investment into maturing the countr y’s digital infrastructure, a requirement for tech-players looking to successfully capitalize on the Philippines’ conducive demographics,” it said. Leviste said the company is eyeing to partner with leading firms in the country for the solar plant joint venture. “We are preparing an initial 1,000 hectares for a joint venture with a partner who can help turn this plan

into a reality,” he said. He added that the projects of Solar Philippines are in response to the Department of Energy’s (DOE) target to increase the share of renewable energy in the country to 35 percent by 2030, translating to building over 20,000 megawatts of solar power projects. Last Friday, SPNEC’s IPO was oversubscribed at PHP5.3 billion from its PHP2.7 billion offering. second landfall in Cagdianao town. As categorically stated in the Certificate of Recognition of Ancestral Domain, “WHEREAS, pursuant to the mandate of the 1987 Constitution to their ancestral domains, respect and preserve their culture and ensure their economic, social and cultural well-beings and in accordance with the provisions of Republic Act No. 8371 otherwise known as Indigenous Peoples’ Rights Act (IPRA} OF 1997, the Indigenous Cultural Community known as the Manobo-Pulangiyon Indigenous Peoples (IPs) is hereby RECOGNIZED as the rightful owner and possessor of a certain ancestral domain situated in Barangay San Jose and portion of Barangay Butong, Municipality of Quezon, Province of Bukidnon, containing an area of 1,111.4040 hectares, more or less.” So, with that concrete and categorical proof of ownership, have the more than one thousand tribal families now entered their ancestral domain? Ong was also sent to Typhoon Yolanda in 2013 and Marawi energy rehabilitation task force in 2005 where a lineman from Bukidnon was killed after he fell from the pole and landed on a sharp iron grill. The Nordeco linemen were told to stay in their areas of assignment for 15 days starting December 20. Amid the ongoing pandemic and the devastation caused by calamities, Bello stressed the labor department is intensifying the implementation of its emergency employment program. “TUPAD is a significant amelioration program. Every time we attend pay-out ceremonies, I can see the happiness and pride in our beneficiaries. Because these are not dole outs, these are jobs that we provide them,” Bello said. A community-based amelioration program, TUPAD provides emergency employment for displaced, underemployed, and seasonal workers for a minimum period of 10 days to a maximum of 30 days, depending on the nature of work to be performed. The salary of beneficiaries is based on the prevailing minimum wage in the region and is coursed through a money remittance service provider.

Dingdong Dantes battles John Arcilla in A Hard Day

THIS Christmas, only one survives. VIVA Films presents its Official Entry to the 47th Metro Manila Film Festival, A HARD DAY. Starring Primetime Actor and two-time MMFF Best Actor, Dingdong Dantes and 2021 Venice Film Festival’s Volpi Cup Best Actor, John Arcilla a.k.a Heneral Luna. Detective Edmund Villon (Dingdong Dantes) is having a hard day and the following events happen to him in less than 24 hours: His mother passed away. He and his coworkers are investigated by police inspectors over alleged embezzlement. Then on his way to his mother's funeral, he drives recklessly and commits a

fatal hit and run. He tries to cover-up the accident by hiding the man's corpse in his deceased mother's coffin. After the burial, Lt. Ace “Alas” Franco (John Arcilla) out of nowhere, starts giving Villon threats and warnings. He is about to expose Villon’s crime if he does not get what he wants from him - the corpse of the man that Villon hit. A HARD DAY is the Philippine adaptation of the 2014 South Korean Crime Action film with the same title, starring Lee Sun-Kyun (Parasite). The film was an official selection at the 2014 Cannes Film Festival’s Director’s Fortnight. A HARD DAY also received numerous

awards from several award-giving bodies in South Korea, including the prestigious Baeksang Arts Awards where they won the Best Actor and Best Director awards. An award-winning
