Davao City allows use of VCO for Covid-19 patients D

Results of a study funded

by the Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD) showed that compounds from the VCO, a “potential antiviral agent against COVID-19”, decreased coronavirus count by 60-90% at low viral load. DAVAO CITY – Five passengers onboard a single flight from Manila on Monday were caught at the Davao International Airport (DIA) for presenting fake reverse transcription-polymerase chain reaction (RT-PCR) test results upon arrival. This was confirmed by City Tourism Office head Generose Tecson who reported that the number of passengers arrested for showing fake coronavirus disease (COVID-19) test results since last week totaled to nine. The awarding ceremonies was held in Shariff Kabunsuan Cultural Complex ,Bangsamoro Government Center, Cotabato City on the 18th day of December 2020. In a document furnished to Mindanao Daily News, the Ministry of the Interior and Local Government of the Bangsamoro Region in Muslim Mindanao (BARMM) disclosed that the Municipality of LumbaBayabao, Lanao del Sur is among the listed 28 Local government units belonging to Local Government Functionality Appraisal (LoGFA) Awardee that has garnered on Ideal Functionality Rating for CY 2020. The Local Government Functionality Appraisal (LogFA) which was

launched was one of the 41 programs of the MILGBARMM this 2020, sources stated. Meanwhile, during the Regional Oversight Committee on Dangerous Drugs (ROCDD) on December 14-16, 2020 held in Pearlmont hotel and Philtown hotel in Cagayan de Oro City, following 19 barangays who successfully passed the validation assessment for drug-free/ cleared barangays by the said committee. The Committee reported that the Municipality of LumbaBayabao is the first Municipality who have most numbered Drug-Cleared in Lanao del Sur this year 2020. Among the barangays declared by (ROCDD) as “Drug- Cleared Barangay” namely Lama, Kasola, Cabasaran, Posudaragat, Lumbac Bacayawan, Baugan, Bacolod 2, Tamlang, Gambai, Dialongana Sarigidan, Madiar, Macaguiling and Calilangan. In addition six (6) barangays were declared by ROCDD as “Drug-Free Barangays”. These include barangay Bantayao Poblacion, Gadongan, Carandangan, Mipaga, Lindongan and Lalangitun. children's primary educators. The education they give is usually determined by the role of parents in their child's life. It is up to the parents themselves to make sure that all educational standards are met, and that they get in touch with the school to make sure that the school is providing a high-quality education. The role of parents on children's education is determined by the environment the children live in as well as the home they grow up in. There are many ways parents can ensure that their children have the best possible start in life. One of the best ways is to teach them about the importance of education, and how to choose the right path for their future. By doing so, parents ensure that their children have a bright future, and that they will be able to receive all of the assistance and instruction they need to get through their educational years.

confirmed cases. While circumstances may have forced people to be physically distant, the pandemic has spurred people and organizations to come together and collaborate more closely than ever before. An example of this is the public-private partnership between AboitizPower subsidiary Therma South, Inc. (TSI), Aboitiz Foundation, Inc. with the Provincial Government of Davao del Sur to improve the facilities of Davao del Sur Provincial Hospital (DSPH). DSPH, wracked by both strong earthquakes in 2019 and then the COVID-19 pandemic in 2020, is one of the largest government hospitals in the area, catering to patients even from outside Davao del Sur. As a part of Year 1 of a 3-year program for the Hospital, TSI donated a semi-permanent triage, public address system, and voiceover internet phone (VoIP) communication system to help reduce foot traffic within and

around the Hospital, thereby minimizing the risks of exposure to communicable diseases. These projects were identified with the help of the Provincial Health Office headed by Dr. Jonna Masongsong. For the course of three years, TSI will be working together with the Province to identify priority projects to support the improvement of quality healthcare in Davao del Sur. “The Provincial Government of Davao del Sur extends our gratitude to Therma South and Aboitiz Foundation because in the course of this 3-year program, Davao del Sur Provincial Hospital will receive six million worth of projects from them. That is already a big help to the hospital and the Province of Davao del Sur,” said Vice Governor Marc Douglas Cagas during the turnover ceremony last December 9, 2020. Muntinlupa, as an independent municipality, turned 103 years last Saturday and Muntinlupa officials marked the event with a very subdued celebration. During a flag ceremony last Saturday, Mayor Jaime R. Fresnedi, saying “we are living in unprecedented times”, reported on the various initiatives taken by the city government to meet the COVID emergency. Fresnedi thanked the city council led by Vice Mayor Artemio A. Simundac for immediately passing the enabling legislations to help the city face the health threat, including realigning the city’s P1.2 billion budget, passing ordinances relative to the observance of health protocols, and extending tax payment deadlines. The city mayor also reported the completion/ execution of the following projects: purchase of testing kits, establishment of swabbing centers, quarantine facilities, a molecular laboratory at Ospital ng Muntinlupa, and additional isolation facility in Filinvest Alabang. During the period, the city distributed 626,750 relief packages to the most affected families and other forms of “ayuda” and “stimulus packages” to displaced tricycle and jeepney drivers, daily wage earners, parlor

and massage employees, senior citizens, PWDs. In cooperation, with DOLE and the office of Congressman Ruffy Biazon, the city also provided 6,561 emergency employment. The city government continued to lend from P2,000 to P100,000, at no interest, to qualified self-employed micro-entrepreneurs. Subject to the observance of proper work protocol, the construction of the following education buildings continued: Senior High School Building in Lakeview Integrated School, Senior High School building in Poblacion National High School, 2 senior high school buildings in Barangay Sucat, a 6 -storey building in Colegio de Muntinlupa, a life skills center at the Schools Division Office, a covered court each in Alabang Elementary School, Tunasan National High School and Muntinlupa Elementary School. Health-related and other constructions are in various stages of completion as follows: Lakeview Health Center, expansion of Ospital ng Muntinlupa, employee housing in Lakeview, renovation of the Muntinlupa City Public Market in Alabang, central records storage building in Pacwood, Tunasan and the Track and Field and Aquatic Center

Despite its own problems, Muntinlupa City extended relief assistance to Catanduanes, Albay, Camarines Sur, Batangas, Oriental Mindoro, Cagayan, Marikina City, Baggao and Solana in Cagayan during the recent typhoons. Not bad for this centenarian plus 3 which was recently adjudged as one of 5 most dynamic cities in the Philippines. In haste to serve THAT heartwarming story of Mary immediately going to see her cousin Elizabeth once she knew the cousin was already with child, teaches us a very precious lesson about the beauty of serving and avoiding any trace of entitlement and privilege despite a great blessing and honor given to her. (cfr. Lk 1, 39-45) In that gospel episode, it is mentioned that Mary went “in haste.” She just learned that she was going to be the mother of the Son of God, the highest dignity any human person could have, but that knowledge did not go into her head. Instead, she rushed to visit her cousin to help her in her difficult condition since Elizabeth was already old and it would be her first time to bear a child. It is an example worth emulating by everyone, for it is clearly what is proper to us. A truly good person, a holy one so close and identified with God, would be quick to serve everybody else, because that is simply the expression of love. Love is always a matter of deeds and service, and not just sweet words and good intentions. This eagerness to serve would really identify us with

Christ who is our “way, truth and life.” He being God became man to save us, the greatest service anyone can do. And all throughout his earthly life, serving was the constant rule that he followed. He was always at the beck and call of anyone who had need of something. Definitely, to be able to serve, one has to be humble. And that’s what we see in our Lady, and of course, in Christ, first of all. Pride and all its allies would always extinguish any desire to serve others. They only are interested in serving their own selves. We need to humble ourselves so that we can serve everyone, and not just those whom we like. We have to serve even those whom we don’t like and who may not like us. If we are truly humble, our spirit of service would not make any discrimination among the people. We would serve everyone, whether they deserve to be served or not. A Christian and Marian spirit of service would neither give rise in us to a certain sense of entitlement and privilege because of whatever claim of authority or superiority we may have over others. Let’s remember that

Christ himself emptied himself completely up to offering his life on the cross to serve the salvation of mankind. He never felt entitled by the mere fact that he is the Son of God, and God himself. (cfr. Phil 2,7) He never went about his mission with an overbearing presence. He knew how to hide and disappear while fulfilling his most important mission on earth. The same with Mary, St. Joseph and all the saints. Their interest was purely to serve and doing it gratuitously, not counting the cost nor expecting any reward. They did it with joy in spite of the sacrifices involved. Let us learn to serve God and everybody else with all our heart. This way, we would effectively become more and more identified with Christ who is the pattern of our humanity. It is also this way that we can find our true joy, and our true self ! MANILA – While the coronavirus disease 2019 (Covid-19) pandemic may have caused a negative impact on everyone’s lives, it sure taught an old man to make an unselfish gesture of skipping tradition, giving way, hold his passion, and take a back seat. This year, Efren Tiodin resisted and finally decided to restrain himself from joining Pampanga’s Giant Lantern Festival for this year, thinking of the health and welfare, not of himself, but of the people whom he works with. “Ayaw kong magsimula sa akin, baka sa akin magsimula yung pandemic dito sa Pampanga o kaya merong magkaroon ng pandemic sa mga tauhan ko, yun ang iniiwasan ko (I don’t want it to start from me, I fear that an outbreak in Pampanga may start from me or somebody that works with me gets infected, that is what I am trying to avoid),” said Tiodin during an interview with the Philippine News Agency. Tiodin is a known giant lantern maker in San Fernando who never missed a year in joining the Giant

Lantern Festival. For 37 years, he continuously shared his passion and talent in designing and participating in building the giant lantern. He said he started with commercial lantern-making back when he was in high school when he was 13 years old out of pure passion. It later became his bread and butter. From then on, he tried to learn more of the craft and develop his skill, learning from the senior craftsmen of their town. However, things turned out differently for Tiodin this year as strict health protocols and the concern he has for his co-workers pushed him to skip the tradition. Tiodin admits that while observing the younger generation as they build their lanterns, he still feels a bit of envy in his heart. However, Tiodin said he has no regrets and feels happy that these young people in their area have learned the craft well and can continue the tradition despite the Covid-19 pandemic. Many challenges that public school system has been facing amidst Covid-19 pandemic. Firstly, is the school-operating budget allocated annually where more or less eighty percent (80%) of it were utilized for module reproduction. Good news is DepEd Cagayan de Oro City has introduced two other sources of funds to help the module reproduction; the Central Office Funds and the City Government-School Education Funds (SEF) that greatly contribute to the success of the module reproduction process among the seventy-five (75) public elementary schools and forty (40) public secondary schools of Cagayan de Oro City. Secondly, is the challenges in delivering quality basic education to our constituents hence the usual face-to-face teaching-learning process is still disallowed by the government because of the threat of Covid-19 pandemic. Based on the approved Learning Continuity Plan (LCP) of Upper Carmen Elementary School, West I District, Carmen, Cagayan de Oro City and upon the thorough consultation of the school stakeholders, PTA officials and concerned parents during the opening of classes, Modular Distance Learning (MDL) has been the flagship teaching-learning platform of the school. Roughly eighty percent (80%) of the parents during the consultation, have no access to internet connectivity and no available desktop/laptop gadgets hence, Online Distance Learning (ODL) is hard to implement. In addition, more or less fifty percent (50%) of them have no television set and/or radio to access the DepEd sponsored educational programs hence, only few of the learners in the school have access to the said programs. Although MDL is limited to paper

and pencil, Upper Carmen Elementary School teachers are doing extra mile in delivering quality education to the learners. Teachers are doing follow up teaching and assessment through online platform for those with gadgets and internet connection. Teachers are doing in-house printing of Activity Sheets so that one hundred percent (100%) of the learners from Kindergarten to Grade Six will have the chance to participate and interact with lesson by answering the Formative and Summative Test and Activity Sheets. Our “special acknowledgment” to Carmen Barangay Council for sponsoring 130 reams of coupon band, and Uptown Eagles Club for the printers and reams of coupon band. However, the teaching personnel as well as the school head of Upper Carmen Elementary School are inspiring all parents to supervise and assist their respective children in accomplishing the Activity Sheets attached in the modules across subject areas rather than answering it by themselves whereby quality learning among pupils maybe compromised. Every grade level advisers are giving their contact numbers as well as the school hotline number so that parents who have hard time to understand educational concepts shall have the access for query and explanation. The school is planning to conceptualize and submit to authorities an innovation on Reading Intervention in the midst of pandemic that in spite of the remote teaching or absence of the face-to-face learning; our teachers shall be able to deliver quality basic education and improved reading performance among learners during the second quarter of the school year 2020-2021.

AN ORDINANCE AUTHORIZING THE PROPOSED BORROWING OF THE CITY GOVERNMENT OF VALENCIA, BUKIDNON IN THE AMOUNT OF THREE HUNDRED FIFTY MILLION PESOS (PHP 350,000,000.00) TO FUND THE VARIOUS PRIORITY PROJECTS OF THE CITY OF VALENCIA, BUKIDNON. Author: Hon. Oliver Owen L. Garcia BE IT ENACTED, as it is hereby enacted, by the Sangguniang Panlungsod of Valencia City, in a regular session assembled that: SECTION 1. The City Mayor, in representation of the City, hereinafter referred to as the “City”, is hereby authorized to enter into a loan agreement/credit facility with Land Bank of the Philippines in accordance with Section 297 of Republic Act No. 7160 or the Local Government Code of 1991, in the amount of Three Hundred Fifty Million Pesos (PhP 350,000,000.00) under the terms and conditions herein set forth and such other terms and conditions as may be agreed upon with any person, corporation or entity for the purpose of funding priority project/s, and subject to the requirements under Section No. 123 of Republic Act No. 7653 as implemented by the Bangko Sentral ng Pilipinas Circular No. 402. In this connection, the City Mayor shall have full power and authority to represent the City in negotiating the terms and conditions for the said borrowing and in signing, executing and delivering such agreements, contracts, deeds, papers, and documents as may be necessary and proper for the full and total implementation of the authority herein granted. SECTION 2. The said priority projects indicated in Section 3 hereof are hereby certified to be a local infrastructure and/or other socio-economic development projects in accordance with the approved local development plan and public investment program for the current year 2020 of the City and is supported by a project description prepared by City Planning and Development Coordinator’s Office. Consistent with the covering loan agreement contract, deeds and assignment, mortgage contracts, and as such other agreements as may be entered into by the City in connection with the borrowing, the features, terms and conditions shall be as follows and are hereby approved: 3.1 Borrower Loan Purpose

This Ordinance shall take effect upon its publication and compliance with all procedures required under Republic Act No. 7160 of an ordinance for its validity, including the affixation of signatures of the Sangguniang Panlungsod members, in concurrence thereto, composing at least a majority thereof, out of the total of 14 members, on all pages of this Ordinance.

MANILA – The Bureau of the Treasury (BTr) reported Wednesday that the national government’s budget deficit for the first 11 months of the year reached PHP1.069 trillion due to higher government spending while revenue collection was lower than last year. Budget gap from January to November this year was more than double compared to the deficit in the same period in 2019 at PHP409.1 billion. For the first 11 months of the year, public spending grew 11.59 percent to PHP3.686 trillion for the government’s “various Covid-19 financial assistance and recovery measures”. “However, cumulative spending still fell short of the revised program for the period owing to the delayed implementation of some measures under the Bayanihan 2,” the BTr said. Year-to-date revenue collection, on the other hand, decreased to PHP2.618 trillion this year from PHP2.894

trillion in 2019. The BTr said despite the lower collection for the first 11 months of 2020, it breached the PHP2.5-trillion revised full-year target. For November 2020 alone, budget deficit increased to PHP128.3 billion as public spending rose 2.3 percent while government collection declined by 19.35 percent. “Revenue collection for the month slid by 19.35 percent or PHP59 billion year-over-year to PHP245.8 billion. Of the total, 96 percent or PHP235.9 billion was raised through taxes, while the remaining 4 percent or PHP9.9 billion was generated from non-tax collections,” BTr said in a statement. On the other hand, government expenditures rebounded in November amounting to PHP374.1 billion mainly due to subsidy releases for unconditional cash transfer program and other Covid-19-related assistance in line with the Bayanihan 2. mentation of the P450,000worth livelihood recovery program by providing Egg Machines to four different associations in Bukidnon and Davao del Sur. I was not after the prize money but for the honor, the recognition, and the chance to be able to leave a legacy,” said Tiodin in Filipino. During his younger years, Tiodin said his inspiration in making the lanterns are the older lantern craftsmen he was working with. But now that he is in his senior years, Tiodin said the younger ones have become his inspiration, on how they will follow in his footsteps. He said that he only hopes that the younger generation of Pampanga lantern craftsmen will be able to accomplish those that he was not able to do. This is the reason why, even if he did not join this year’s lantern festival, he does not hesitate to give his opinion and share whatever knowledge he has with the young lantern makers. “Wag kang magdamot sa iyong nalalaman I-share mo sa iba wag mong itago yun ang inspirasyon ko para sa mga bata (Do not be selfish with your knowledge, share it with others, that is my inspiration for the younger generations),” he said. He said that upon hearing his decision, their barangay chairperson decided not to join the festival and use the funds instead to assist their constituents. Having grown old in this craft, Tiodin said that the most essential ingredient in winning the festival is that a lantern must be able to transcend a message. Brighter message For this year, had Tiodin was given the chance, more than giving hope, his lanterns message would be “love one another”. Love, Tiodin said, would be able to help everyone surpass whatever difficulties we encounter in life. He proudly shared his masterpieces, his collection of all the designs he made for the past years. Beaming with pride that for 37 years, he made those, giving honor to their barangay.
