Patients in Caraga decry Philhealth suspension of BDH B

UTUAN CITY—Patients in many parts of Caraga region decry the state-run health insurer Philippine Health Insurance Corporation (Philhealth) for suspending the accreditation of Butuan Doctors Hospital and College (BDHC) saying they are already deprived of utmost medical care of the modern health facility.

CAGAYAN DE ORO CITY – Mayor Michael Gutierrez, of the municipality of Lopez Jaena in Misamis Occidental, died Monday in Manila where he was brought after sustaining a gunshot wound fired by a suspected sniper during a party before Christmas. Gutierrez’s daughter, municipal board member Andrea “Pinky” Gutierrez, confirmed her father’s passing in a Facebook post. “You will always be special to me, and no matter where life takes me, I’ll remember you with love,” Andrea wrote. “You will be always be our vice governor, Pa. Rest in Peace, I love you very much,” she added. Gutierrez was airlifted to Manila on Dec. 24 after a medical operation at the Mayor Hilarion A. Ramiro Sr. Medical Center in Ozamiz City. Police investigator Deony Dale Alviar said a lone gunshot was heard while Gutierrez, Rep. Henry Oaminal (2nd district, Misamis Occidental), and former Oroquieta City Mayor Jason Almonte were enjoying the party. 13 nabbed for illegal cockfighting inside Radyo Bombo compound D

AVAO CITY – Thirteen individuals were arrested for engaging in illegal cockfighting inside the compound of Bombo Radyo along San Pedro Street here Thursday afternoon. Capt. Rose Aguilar, spokesperson of the Davao City Police Office (DCPO), said over Davao City Disaster Radio (DCDR 87.5) on Friday that initial investigation showed none of the arrested individuals were personnel of the radio

station. But Aguilar said authorities have yet to know why the radio station hosted the cockfighting activity. “Those arrested are residents of different places. None of them worked for the radio station. We have yet to know why it was allowed there since it was gated establishment,” she said. ‘Odette’ damages 1,520 houses in Camiguin CAMIGUIN—As the province experienced heavy to torrential rains due to Typhoon Odette, December 16, the Regional Disaster Risk Reduction and Management (RDRMMC)-10 recorded 232 totally and 1,288 partially damaged houses or a total of 1,520 damaged houses in Camiguin, December 26. From the said totally damaged houses, 17 houses were wrecked in Catarman, Guinsiliban (87), Mambajao (49), Mahinog (10), and Sagay (69). Partially damaged houses

in Catarman reached to 112, Guinsiliban (301), Mambajao (267), Mahinog (257), and Sagay (351). There are also 32 barangays affected in the province that entail 1,351 families or 5,862 individuals. As of December 26, no displaced families or persons are currently housed in the province’s evacuation centers. There are also no casualties, missing or injured recorded in the province. Many times we are really in too much of a hurry while feeling uncomfortable if we notice how time flies. Yes, my late grandmother was right, when she said: The older you become, the faster time passes by. My late mother told us the same. Yes, I am 68 now. I can only strongly agree with them. When I was still a teenager, I was longing to be an adult already. Later, I enjoyed listening to my late grandmother (born 1898!) stories such as “Once upon a time” or “When I was young” from her life yesterday’s life... . After a couple of years, especially while observing that time really flies like a racket to the moon, I also have the same question in mind: Are the present hours and days less valuable? Of course, each day has its own set of happiness and trials. But it also holds very high possibilities of how we take the initiative to do or to

move something, if ...! Yes, the luring term IF lets us look into the future with an overblown “glistening” eye: IF I will finish my studies - IF my children become adults - IF I might become rich and win in the lottery, yes IF! And then? Christmas is gone, if you might read this. The next turn of the year is just around the corner. For most of us it’s time to come to our senses. The future prospects smile at us already. What might the New Year bring us? Is life in the future easier, nicer, more charming and more fulfilled compared to the present or the almost finished 2021? The thoughts fill me with horror, because tragicomic future visions can easily blur away our present day. A possible topsy-turvy world of a golden youth tries to let us forget that also the past has had its shares of disappointments, pains, tears, darkness, tricky as well as desperate days...

Special Children with Disabilities: Cry No More

It has been said that love is the supreme force in the universe that commands all obedience. When the warmth of that love reached some 70 special children with intelligence and physical disabilities recently during the launching of the Liliane Silonganan Development Program to rehabilitate and capacitate children with disabilities, that love can be likened to a beacon of light amidst the darkness of suffering, a beacon of hope amidst despair. It was so amazing to see two kindred institutions, the Asian Business Cabletow Cooperative Academy and the Franciscan Sisters of the Immaculate Conception, forging partnership inspired by a vision to establish a Special Center for children with intellectual and physical disabilities and impairments and be able to provide extensive services that will promote development towards maximum functional capacity of these children for them to develop to be self-sufficient, productive and independent. This trailblazing expression of love and kindness got the full support of no less than His Eminence Archbishop Antonio Ledesma, S.J. and the Rev. Father Macky Ceballos who gave inspirational messages during the launching with the outpourings of Christmas gifts, much to the rejoice of the special children who like angels danced with joy, giving credence to biblical

line of Jesus, “be like children.” Well, such outpourings of love and kindness may not be a big deal during this Christmas Season but it is a wake-up call. In several Studies by known spiritual leaders, it has been mentioned that the egocentric outlook governing humanity’s mindset has put the people in “sleep state” whose main characteristic is a narrowness of outlook as the people tend to be immersed in a narrow personal world of problems and concerns. As mentioned in those Studies, “they aren’t particularly interested in other people’s problems, or in social or global issues. Environmental problems, for instance, are too abstract and vague for them to make sense of. They aren’t particularly concerned about global inequality or poverty, or oppression or exploitation within their own countries. Generally, because of their narrow vision, they only become concerned about these issues when they have a direct effect on them – for example, once disruption to weather or systems brings regular floods in their towns or when they (or members of their family) are exploited or oppressed. Otherwise, these issues are too wide for them to comprehend and their personal needs and desires usually take precedence over them.” So difficult for them understand the UN SDG’s term, “Transformative Cooperatives for Peo-

This will not only eliminate corruption but will also pave the way for effective assistance to the people. "To prevent 'red tape' and corruption, let's digitize the transaction with government agencies. The current efforts of the Department, its schools and workforce, are towards developing learning resources and upskilling and retooling teachers to support the DLDMs adopted by schools. As the learning delivery changes, so do the duties of teachers to their learners and the performance expected of them. During this pandemic, the learning delivery shifted from face-to-face to distance

learning. Different learning modalities were introduced to suit the needs of the learners. The Department of Education suggested blended learning modalities, which include printed self-learning modules, Televisionbased Instruction (TVBI), Radio-based Instruction (RBI) and using online platform. Whatever, mode of learning modalities that is comfortable and accessible to learners, the teachers provide learning resources whether digital or printed just to deliver the education at the doorstep of the learners. The mantra of DepEd “Sulong Edukalidad” remain the vital objective of the department to continue the quality education despite the menace of COVID 19.

RDC-10 approves P133.34 billion FY 2023 investment program CAGAYAN DE ORO CITY-A total of P133.34 billion is proposed to fund northern Mindanao’s priority programs, projects, and activities (PPAs) as the Northern Mindanao Regional Development Council approved the Annual Investment Program (AIP) for Fiscal Year (FY) 2023 during its 128th Full Council meeting, December 10. The AIP 2023 aims to spur the region’s socioeconomic development and fund priority PPAs of the northern Mindanao COVID-19 Regional Recovery Program (RRP), EO 70 (s. 2018), which

institutionalizes the wholeof-nation approach in attaining inclusive and sustainable peace and development, and Balik Probinsya Bagong Pagasa Program (BP2), among others. The Updated Philippine Development Plan (PDP) 2017-2022 and Regional Development Plan Midterm Update as guidepost towards a resilient and healthy recovery from the CoVID-19 pandemic, and the anticipated metropolitanization of Cagayan de Oro require a comprehensive review of existing programs and proj-

Foreign residents Richard Sharpe, a resident of Pilar, was stuck in Cebu for some work and made it back to Siargao and his family on five days after Odette’s landfall. His famous fishing lodge in Pilar, Lindum Lodge, suffered 80% damage. “Siargao is my home and I just want to help people first and once they are okay, we will restore our place,” he said, adding he spent a “most meaningful Christmas.” Sharpe’s family spent at least half a million pesos to help in the rescue, relief and rehabilitation efforts. “What we need is food and water and construction materials such as tin sheets, plywood to build makeshift houses. Tzu Chi Foundation, industry leaders collaborate for strategic response to Odette victims Beyond donations, with preparations for future calamities

WEEK shy from Christmas, the devastation wrought by super typhoon Odette has leveled large parts of the central and southern Philippines, placing six regions under a state of calamity: Mimaropa, Western Visayas, Central Visayas, Eastern Visayas, Northern Mindanao and Caraga. However, the lack of communications within the affected regions and the unpassable roads between the various towns have made the urgent distribution of assistance an enormous challenge. This prompted a call from and for business and NGO leaders to collaborate to get the communities back on their feet, as well as to form strategic responses for future calamities. Bro. Henry Yunez, Country CEO of the humanitarian organization Buddhist Compassion Tzu Chi Foundation Philippines, welcomed the “chance to connect to these groups.” Referring to the faith on which their group was founded, he added that they welcome volunteers and resources from all sectors because “there is no religion involved in what we are doing.” Since the clearing of the weather which has allowed volunteers and rescue missions to enter the affected regions, Tzu Chi has visited nine municipalities in Bohol and 15 in Southern Leyte. They have sent gallons of water and medicines to these provinces, while looking for more generators that can help in pumping. parency When the Philippines was struck by 2013’s Yolanda, one the strongest typhoons in history, Tzu Chi’s response to the relief operations was considered to be one of the most impactful by civil society and government. Beyond the collection and transportation of relief goods for the Odette victims, help is also needed for “heavy equipment and the construction side of things,” said Amor Maclang, Digital Pilipinas Convenor. A more “participative and transparent” collaboration of partners can tap fast-rising technology like fintech, ecommerce, and logistics to “move money faster” to the recipients who need them the most. Digital Pilipinas, a movement which addresses business and social challenges

through technological adoption, has helped the Tzu Chi Foundation previously “even before Odette, to tech up their organization,” said Maclang. “Most importantly, we can leverage technology to show transparency of where the money is going.” Tzu Chi Foundation Philippine and Digital Pilipinas’ recent meeting, “Typhoon Odette Relief Briefing and Response Planning,” was attended by industry leaders from the real estate, logistics, construction, financial services, payments, and retail spaces. It encouraged ‘Bayanihan’ and a wholeof-nation, whole-of-society approach towards addressing the situation in the Odettestruck areas. Cherrie Rose Ang, Admin Senior Officer of Tzu Chi’s Admin and Volunteer Affairs Department, acknowledged that the “meeting is not just for awareness, but for support, cooperation, and unity.” Days after Odette made nine landfalls across Visayas and Mindanao, Filipinos found themselves staying in temporary shelters or evacuation centers. Ang described the situation their volunteers reported: “Children are going out to the streets to beg for help. People are desperate to salvage whatever items they can get from their ruined houses.” Various businesses represented in the webinar are already helping out in the relief efforts. Both companies will be tokenizing the efforts for tree planting to better encourage Filipinos to take part in the rehabilitation of the environment. With the Lina organization’s expertise in disaster preparedness, they are looking to onboard more people who can become better equipped when the next disaster strikes. Marco Santos, representing the Mapua University and the Yuchengco group, said that the country can prepare the future architects, engineers, and other professionals with the knowledge to create resilient structures against calamities. He described it as “producing people who are ready for the job. We produce good engineers. Our first patent is
