At a young age, she dropped out of school, gave up on her dreams, and took the first job available to help her husband provide for their family. Prior to the pandemic, Balanon was a contractual sales lady at a department store in Sampaloc, Manila.

But when the pandemic hit the Philippines, she and her husband became casualties of a massive retrenchment caused by an economic slump that shook the Philippines to its core. “Sobrang hirap po mawalan ng trabaho. Dalawa po ang anak namin, at mahirap makitang nagugutom sila. Wala naman po kaming ibang mahingan ng tulong dahil pati mga kamag-anak

namin ay hirap din dahil sa pandemya,” the 26-year-old Balanon said. According to the Philippine Statistics Authority, 4.25 million Filipinos were unemployed in September 2021, while 6.18 million were considered underemployed. For breadwinners like Balanon, giving up was not an option. Instead of drowning in debt, she up-

CAGAYAN DE ORO CITY – Illegal drugs worth more than P14.145 million, and expired medicines, were destroyed by the Phil. Drug Enforcement Agency-10 (PDEA-10) on Friday, Dec. 3. At the drug destruction ceremony, PDEA-10 said more than two kilos of “shabu” or crystal meth and marijuana, along with various expired medicines, were incinerated at the crematorium. These drugs had already been presented as evidence in numerous drug cases in court, PDEA-10 said. Music, Christmas and God

ARE all terms in the right order? In logical sequence? For some of you, my dear readers, they must have passed out by a dozen. Honestly, writing about political topics is really tiring me. Especially now and today. While writing this piece, I am getting tons of political news.Yes, I am very well understanding everything. But why do I choose “Music, Christmas and God”? Again, the right (or wrong?) order doesn’t matter. Really! Christmas is just around the corner. Almost. I become very thoughtful and melancholy during the season. That’s okay. Maybe also you. I try to delete topics such as war, corruption, killing, pandemic,natural disasters et cetera et cetera pp. I even try to delete them here in my opinion. I try to look forward to Christmas

with a happy heart. Christmas is just around the corner. God is with me daily. He is my companion during every second of my life. And, what has this to do with music? Music has been my second life companion for many years. I remember the day my parents first lugged the heavy accordion up our front stoop, taxing the small frame. They gathered me in the living room and opened the case as if it were a treasure chest. And guys, it really was. And, it was several days BEFORE Christmas. “Here it is,” my parents said. “Once you learn to play it, it will be with you for life!” Thank God, it is. Believe it - up to now. Romeo Brawner Jr. said that efforts are already underway to include these identified barangays for project funding under NTF-ELCAC’s banner program, the Support to Barangay Development Program (SBDP). He assured that the AFP’s support and commitment to the barangay is unwavering. “Sinisiguro po natin doon sa barangay na hindi po natin sila pababayaan. That is why very important itong SBDP dahil ito po yung mga

proyekto na magdadala ng basic services sa ating mga kababayan lalung-lalo na po doon sa mga malalayong lugar [We assure the barangay that we will not neglect them. That is why the SBDP is very important because under this are projects that will bring basic services closer to the people, especially those in far-flung areas],” he told Presidential Communications Secretary Martin Andanar. “Alam naman po natin na one of the root causes of the insurgency is the nondelivery of basic services to the constituents [We know that one of the root causes of insurgency is the nondelivery of basic services to the constituents],” he added. Brawner noted that their agency is responsible for leading the Community Support Program (CSP) for conflict-affected areas, in order to identify the programs and services much needed in the com-

Just as the Church passes moral judgments to the established political authority, the church should also be willing to change and live out the moral and ethical standards we demand from public officials. This situation calls the Church more urgently to be a Church of the Poor, a society-leavening Church, a Church of empowerment and participation, a Church of Basic Ecclesial Communities. ( Aloysius Cartagensas) Hence the aim of formation really goes beyond the electoral exercises which the Church usually engages in. This should be one of the objectives of the Archdiocesan Good Governance Apostolate coordinating with all other ministries; ad-intra and ad-extra. Church of the Poor Are we really a Church of and with the Poor or a Church for the Poor? Poverty here is not limited to material poverty but the poverty of systemic exclusion of Filipinos for meaningful participation in determining the country’s common good. political inequality and social exclusion. The “Gising Barangay Movement” of the late Manny Valdehueza tries to address this by encouraging citizens to participate in the Barangay assemblies and their development planning. It is also good to analyze the various responses the Church had in the past along this matter so that new strategies might be developed. The church can act as Intercessor, Mendicant, Defender, Graft-buster and Repairman according to Cartagenas assessment. This assessment can help the archdiocese examine herself whether or how we can truly be a church of the poor. The bishops/clergy for instance can act as intercessors for the poor between the government and the people in the peripheries. This might benefit the poor but they remain dependent, with undue loyalty to the intercessor and the government but not empowered. The intercessors also do not contest power asymmetry but may preserve the status quo over the roots of powerlessness. Another way is the clergy can make use of their influence, status and connections to beg or solicit from the wealthy and create a treasury of funds for the poor. The risks here since mendicancy is always personalized, it can lack transparency and accountability at times. Again, the poor remain dependent on the powers that be. Lastly, the church acts as repairman by issuing pastoral letters stating those concerns and issues that need repair. But it can lack impact since it cannot even reach up to the BEC’s. It also lacks monitoring. But to be Church of the Poor needs appropriate response. It means the collaboration of the poor themselves and with others to address their various concerns such as poverty, and preferential reliance in the work of evangelization. The poor does not remain objects of benevolence but subjects of their own development. They are the artisans of their own development. According to Cartagenas there is a need to institutionalize the consultative mechanism and process involving the poor. This was done during the Second National Rural Congress where it conducted a national consultation among the identified poor sectors in society. This can be done when parishes truly conduct pastoral planning.

The parish leaders always play a consultative role in the parish. This is living in synodality; in communion, participation and mission. The church, in particular the parishes, can also develop a comprehensive theology of stewardship such as “Gasa Balik sa Dios”(PCP II) and other initiatives and to make ecology a special concern for BEC’s. They can act in synergy with other CSO’s (civil society organizations) and government agencies to make the poor participate in their own development. This has repercussions to us as a church to practice what we preach by living a simple and austere lifestyle, openness, and accountability in life and in the ministry. In South I District, Doña Juana Actub Lluch Memorial Central School (DJALMCS) has been chosen as the location for the India-inspired Christmas Village. The school has put up a replica of the world renowned and most well preserved and architecturally beautiful tomb in

Christmas Trees, which have banana fruit concepts are also displayed in the village which symbolize the sacredness of the fruit in Hinduism which is equated with Lord Brihaspati (Jupiter), who is considered a guru to the Hindu pantheon. The India-inspired Christmas Village also brings light and hope to the inpatients and hospital watchers of Gregorio T. Lluch Memorial Hospital because it is situated across the said hospital. Datu Modesto Pucol is the one championing their cause now! On AGAW LUPA/ AGAW TUBIG. When former Congressman Omar Fajardo visited HIMATA lately, Datu Pucol narrated how their ancestral domain is being illegally grabbed by powerful entities in cohort with power-that-be. In fact, one chieftain “nabitay” for one whole night in nearby military camp for being tagged as NPA, alleged by a barangay captain who was interested to get his land. With the vigilance of Datu Pucol, that red-tagging stopped. What was so amazing was the attention given now to the problem of Datu Ben Anoos who since 2005 took legal action questioning why the continuing flow of water from the spring in their ancestral domain was converted into water system by an LGU that supply the water needs in Talakag, yet, not a single centavo was paid to his tribe. After getting such report from Datu Pucol, Cong. Omar, who was one of the authors of the IPRA Law said that such is a violation of IPRA Law and must be rectified. Lately, Datu Ben Anoos reported that such violation will soon be rectified. On AGAW BUHAY. It has been the courageous advocacy of Datu Pucol to report that since 2016, some 63 IP leaders have been erased from the face of the earth for resisting AGAW LUPA, AGAW TUBIG including a lady Datu by the name of Bae Leah in Sen Fernando. Even a 5-yr. old boy was among those killed to instill fear as a means of grabbing lands. Of late, the most recent casualties were two brave IP leaders who were always with us in our advocacy, Datu Winefredo Sumael and Datu Raffy Saway Alim.

The two murdered chieftains should have been with Datu Pucol in a IP National Summit entitled, “Lumad Liberation Against Poverty and Oppression Through Coopertivism.” Together with Datu Pucol, they were among the resource persons in that National Summit to report on how oppressed the Indigenous Peoples are. The two fearless advocates are now resting in the embrace of MAGBABAYA. But Datu Modesto Pucol will continue their advocacy with his brave and compassionate heart. In one of the virtual national meetings attended by officials of different national agencies that Datu Pucol had the privilege of attending, he was given time to report on how oppressed the Indigenous Peoples are. To the surprise of the attendees, after his report, he simply ended his report with a question: “KAMI PO BA AY TAO O BASURA?” The main “weapon” of Datu Pucol to liberate the Indigenous Peoples from the quagmire of poverty and oppression is by harnessing the IPs’ collective potentials through cooperativism. It is his analysis that if the reason why the Indigenous Peoples are poor and oppressed is because of powerlessness, the solution therefore is through empowerment to effect social transformation. People empowerment is the only trailblazing path to counter poverty, gross inequity and social injustices to counter formidable systems and structures that are breeding poverty and oppression. Cooperativism is the only peaceful and legal means to liberate the poor and oppressed IPs from oppression. Thus, he was instrumental in organizing HIMATA into an agricultural cooperative. For Datu Pucol, the number resource is the human capital and such must be a priority, that is, human development. Thus, it was so amazing for Datu Pucol to access the much needed resources to establish a wonderful Training Center. The Training Center has been in full operation since last year which also serves as classroom to the IP senior student scholars. Datu Pucol is now being supported by the Asian Business Cabletow Cooperative Academy in putting up a Senior High School in Tagbak, Talakag, Bukidnon. Thanks Datu Pucol for empowering the Indigenous People including their sons and daughters because when the young generation become professionals someday, they will help liberate their communities from poverty and oppression. There is no greater grandeur sight on earth than a brave and compassionate chieftain who despite threats and attempts to his life continues to champion the cause of his people to be freed from so much poverty and oppression! It is his firm belief that when we die, we will be judged not on how much fame, power or wealth we have acquired in life but on how we have served the least of our brethren!
