PHP166.5 million. This was followed by Misamis Oriental with PHP163.9 million; Misamis Occidental with PHP90 million; Bukidnon - PHP85.8 million; Cagayan de Oro with PHP38 million; and Camiguin with PHP20.4 million. TUPAD is a communitybased package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum of 10 days, but not to exceed 30 days, depending on the nature of work. Pahalia said another

PHP130 million will be distributed before the year ends for Northern Mindanao. TUPAD beneficiaries, she added, should be at least 15 years old. “There’s no categorization as to the age limit, as long as the person is capable of working, safe, and healthy,” Pahalia said. Those who work under the program will be tasked to complete community development cleanup drives and beautification of the environment. Best practice One of TUPAD’s success stories was that of Khent

Bryan A. Waminal, 28, who became a TUPAD coordinator under the DOLE-10 Camiguin Provincial Field Office (Cam PFO). Waminal said he can now afford to pay the monthly mortgage of his motorcycle and put up additional capital for his broiler chicken production with a carrying capacity of 1,000 heads. He is also earning an average net income of PHP20,000 per cycle from his business and was able to defray his family’s basic needs like food, electricity, medication of his parents, and support the education of his cousin.

“Due to my salary, I was able to loan for additional capital to my business. Other than that, I also earned experience and skills in learning technical writing and (doing) community engagements,” he said in the vernacular. Other DOLE activities As part of the DOLE’’s 88th-anniversary celebration this year, the regional labor and employment office here announced an online job fair that will be held from December 9 to 11, and the 5th Labor and Employment Summit, a virtual career coaching activity, on

DAVAO CITY – The Philippine Statistics Authority (PSA) cautioned the public against the sites dswd-ayuda-news.blogspot. com and facebook.com/ updatepilipinas as they are not official government accounts. The PSA also clarified that no government program provides financial aid using the Philippine Identification (PhilID) card or national ID. “The website and Facebook page are not affiliated with the government,” a recent post from PhilSys Davao Oriental read. “Do not believe the information coming from these pages that PhilSys registrants will receive PHP10,000 after completing PhilSys (Philippine Identification System) Step 2 registration.” The PSA also clarified that PhilID applicants can apply for a Land Bank of the Philippines account or prepaid card but they carry no balance, initial fund or financial aid. To avoid falling prey to fake information, the PSA advises registrants to obtain PhilSys updates from PSA-PhilSys official website philsys.gov.ph and Facebook account PSAPhilSysOfficial. It also reminded registrants not to give their personal PhilSys information to untrusted or unknown websites. For queries and other concerns, send a message to info@philsys.gov.ph or call PhilSys hotline 1388. Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens. The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts. It also seeks to boost efficiency, especially in dealing with government services where people will only need to present one ID during transactions. (PNA)

DOST 10 to Provide Potable Water to Marginalized Communities in Bukidnon thru CEST

THE Department of Science and Technology-Bukidnon will provide potable water in Barangay Sampagar, Damulog by installing 160 ceramic water filters. Households in the area and its neighboring sitios will receive the ceramic water filters to achieve Zero waterborne related diseases and promote proper hygiene and sanitation in the community of Sitio Langahan. The Hydria Red Clay Ceramic Water Filters (HRCCWF) are patented and produced by the Ceramic Training Center of Mindanao State University-Iligan Institute of Technology. It is a cheaper alternative to expensive imported water filters. Currently, the only water source of Barangay Sampagar is a spring that contains more than the maximum allowable level of bacterial content. Bacteria such as Heterotrophic Plate Count, Phosphate

AQWAH.jpeg: PSTD Ritchie Mae L. Guno discuss with Barangay Health Worker of Barangay Sampagar Ms. Mary Jane P. Sarate at the water source where the local communities are fetching water for household consumption.

Concentration, Total Soluble Solids, Total Coliform, and Escherichia coli were recently present in the spring. This could be the leading cause of water-borne diseases in the area. Through a close

partnership with LGU of Damulog and Old Damulog National High School, the project will be implemented in the community in early 2022, after its ceremonial fund turnover amounting to Php 470,600.00

with LGU Damulog on October 25, 2021. This project was made possible through the DOST’s Community Empowerment thru Science and Technology (CEST) program and will benefit about 2500 residents.

MSU-IIT made HRCCWF from locally sourced red clay in Lanao del Norte that is liquefied and baked in a kiln. It is impregnated with silver nitrate to kill the bacteria present in the drinking water. Moreover, the filter

contains an oxide of iron which also acts as an antibacterial agent. It can be cleaned by simply brushing the surface to remove the clogged particles, rinse and reinstall. (Jenifer O. Pancho/DOST Bukidnon)

People United, Can Never be Defeated

THERE are now more than 18,000 cooperatives nationwide with some 15 members who are courageously trailblazing cooperativism to be transformative for people, planet, prosperity and peace during these most critical times. Indeed, harnessing the collective power of the people is the only way to transform a highly skewed pyramidal societal order to draw those in the margins into the mainstream of development processes. Indeed, every generation is faced with problems inherent in its time and circumstances but there will always be leaders who will stand up to the call to uproot the root causes of the problems. This was true the last century when Rizal and Bonifacio rose-up to the call by waging struggle against colonialism as our country then had been suffering from 300 years of oppression and colonial rule. The charisma of these few brave men inspired the many to organize resistance giving birth to a sovereign nation. The advent of a new age saw our country beset with a new set of problems deeply rooted in poverty, gross inequity and social injustices rooted in the powerlessness

OIC and what have you. The two great leaders may have already leaped to the Great Beyond, but I am fortunate to have them as my friends whom I would learn and inter-act with. I remember taking meals with them before and discussing the transformative purpose of cooperativism. The clarity of their vision and ideas created the energy to put a dream to reality. To quote a favorite poet aptly, “they have been a noontide in our midst, and their vision has given us dreams to dream.” As I have already paid tribute to the late Sen. Nene Pimentel whom I described as the “Father” of cooperatives in the country and a cooperative hero, this time, may I describe how great Atty. Mordino Cua was, whose 52 years cooperative journey had exemplified a life based on the Jesuit tradition of “man for others.” The words of Winston Churchill could well describe his cooperative journey as a man “who gave so much for so little.” His cooperative journey which

of the people. The challenges we face today may be different from those faced by our ancestors a century ago but the guiding formula that relies on the collective strength of the people has remained the same. For in truth, the people united can never be defeated. This was true a century ago when the people collectively fought and dismantled successfully colonial rule. This is truer today when the people are organizing and mobilizing as they bind themselves to resist poverty, inequities and social injustice through cooperativism. That was the raizon d’ etre when no less than the late Senator Aquilino “Nene” Pimentel when sitting as one of the framers of the 1987 Constitution led in categorically putting in Chapter 15, Art. 12 the provision, “to promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.” Such was the essence of cooperativism that both Sen. Nene Pimentel and Atty. Mordino Cua had been trailblazing in Cagayan de Oro in those pioneering years that is now concretely shown by successful cooperatives i.e. FICCO, MASS-SPECC,

(Last of 3 parts) What needs to be done? Beyond elections, there is a need to go beyond participation in electoral matters. The benefits of democracy do not merely come from periodic electoral exercise, platforms for good governance, or the eradication of corruption, crimes, drugs, and so on. They are reproduced by a “complex and multi-linear political, social, and cultural transformative processes” which involve the active participation of citizens in decision-making in all aspects of life, and in actualizing these decisions as well. It is imperative for the Church to engage politics in ways and processes that enhance and institutionalize participation and democratization as it asserts the empowerment of the laity. (PCP II 329) The struggle for faithful discipleship and meaningful citizenship within the modern and secular public sphere poses a more serious challenge to the Catholic laity. Lastly, the Philippine church should take a humbler profile as a moral inspiration and mobilizing force within civil society,

the prospects to be a morally credible and pastorally effective leaven are much brighter than to be a power broker. Perhaps these are the signs of the times today that need immediate attention. It is also noticeable by how the Church has shifted its role in the political realm compared to the past. It is good to consider this paradigm shift as to the way the diocese engages with the state. A Church of Basic Ecclesial Communities “Our vision of the Church as communion, participation and mission, about the church as a priestly, prophetic and kingly people and as a church of the poor… is today finding expression in one ecclesial movement, to foster Basic Ecclesial Communities.” (PCP II 137) To be able to realize this vision needs to consider the deeply rooted cultural traits which can create dysfunctions in governance and distorts democratization. A hierarchized pattern of relations (culture of silence at homes, colonial mentality, etc.) are a serious constraint to developing a culture of equality and participation. A patron-client relation also metamorphosing into populist politics, (messianic identification of politician)

does not truly empower the poor. Extreme familycenteredness also narrows the capacity for solidarity and appreciation of public good. A weak conscience in a culture of impunity is also a hindrance towards meaningful participation of citizens. It is also observed that people have a short sense of memory. History is revised for one’s personal gain. All these contribute to the powerlessness and voicelessness of the poor sectors in society. There is also a narrow construction of citizenship. As discussed earlier, it is very limited to an electoral exercise. Cartagenas made his observation also on street rallies whereby the issues become an easy prey to sensationalism and oversimplification as a propaganda movement. He inferred that little is achieved in this manner in terms of enlightened shaping of public opinion in an atmosphere of participative, truthful and free deliberation. This cultural context becomes an avenue for evangelization in the Church. The task of nurturing a culture that advances the common good is not only integral to building and See CHURCH, page 11

We, your leaders are here to work hard and protect what we have been working for the past years of maintaining lasting peace and development here in our beloved province,” Dimaporo said in a statement. She highlighted the importance of having a meaningful yet safe Christmas celebration saying, “We may not have high Covid-19 cases, we should still stay vigilant especially that there is still the risk of contracting the new Omicron variant.”

After the program, hundreds of residents, with their family and friends, flocked to the provincial capitol grounds to witness the “Paskohan sa Lanao del Norte,” a symbol of hope and unity after two years of being locked down in their homes because of the Covid-19 pandemic. “Dako among pasalamat nga ubos na ang cases karon kay maka gawas nami ug maka saulog sa Pasko uban sa among mga pamilya (We are grateful the cases have gone low because we can now celebrate Christmas with our family),” one of the residents who witnessed the lighting ceremony said. Meanwhile, Misamis Oriental Gov. Yevgeny Vicente Emano also led the lighting in the capitol grounds in Cagayan de Oro City, which also served as the kick-off activity of the Christmas season at the

provincial capitol featuring the Christmas lights and decor contest. Before the main event, Emano also distributed financial assistance worth PHP500,000 to the Provincial Capitol Vendors Association with each member receiving PHP10,000. The amount is additional assistance to the vendors operating for more than 15 years at the capitol’s premises who were heavily affected by the pandemic to reopen their business. CHRISTMAS LIGHTS. Stress management at work By CHINEWEL J. LUMACTOD

STRESS is a common occurrence but thankfully, there are strategies to help you cope with the overwhelming feelings that come with it. Stress is a physical, mental and emotional response to any challenging situation. Sometimes, this stress is positive and helps motivate us such as during a race or competition or while finishing an important project on a deadline. It can give us strength and speed to get out of a dangerous situation. It can also be a response to a traumatic event or a significant life change. Stress is a normal reaction to everyday living and pressures such as

meeting the demands of work, school or home life. When you experience stress, hormones in your body are released to prepare you to face the situation. Temporary changes occur in your body. Your breath and heartbeat quicken, your blood sugar rises and your brain takes up additional oxygen to increase your alertness. When the situation passes, the hormones dissipate and your body returns to normal. While stress can be a powerful motivator and gives us a burst of energy when we need it the most, stress that lasts a long time can interfere with your day to day functioning.

SEC wins 8th case in crackdown vs. illegal lending MANILA – The Securities and Exchange Commission (SEC) advanced its crackdown on illegal lending with another legal victory, after a regional trial court convicted the incorporators and directors of X-CEE789 Lending and Trading, Inc. for submitting falsified documents for its registration as a lending company. The Pasay City Regional Trial Court Branch 118 earlier found Merlinda De-

requito, Mila Anonuevo, Haydee Alarcon, Maria Collen Custodio, Marisa Abaquin, Ramona Belen, Pinder Kaur Bhopal, Parvesh Kumar, Karan Kumar, Surinder Bhopal, Kamaljit Kaur, and Jaswinder Kaur guilty beyond reasonable doubt of violating Section 12(3)(a) of Republic Act 9474, or the Lending Company Regulation Act of 2007 (LCRA). The court accordingly sentenced each of the re-

spondents, who formed X-CEE789 as incorporators and directors, to pay a fine of PHP10,000, with costs. The SEC filed the criminal complaint against the respondents upon finding that they made a false statement in their application for the incorporation of X-CEE789 and issuance of its authority to operate, as mandated by the LCRA. X-CEE789 submitted a certificate of bank deposit in the amount of PHP1 mil-

lion, purportedly issued by Banco de Oro-Two Shopping Center Branch in Pasay City, to comply with the minimum paid-up capital prescribed by the LCRA during its registration as a lending company with the Commission in 2017. Upon verifying with the bank, however, the SEC found that no such certificate was issued to X-CEE789. The Commission subsequently denied the compa-

HEADLINE inflation decelerated to 4.2 percent yearon-year in November from 4.6 percent in the previous month. The latest inflation outturn was slightly above the BSP’s monthly forecast range of 3.3-4.1 percent for the month. The resulting year-to-date average inflation rate of 4.5 percent remains above the Government’s annual inflation target of 3.0 percent ± 1.0 percentage point for the year. Core inflation, which excludes selected volatile food and energy items to depict underlying demandside price pressures, eased to 3.3 percent year-on-year in November from 3.4 percent in the previous month. On a month-on-month seasonally adjusted basis, inflation also slowed down to 0.5 percent in November from 0.9 percent in October.

Food inflation continued to ease in November due to lower year-on-year inflation for meat and fish along with the negative year-on-year inflation for vegetables. The slowdown in meat inflation was primarily driven by base effects given the significant increase in prices of meat commodities in the same period a year ago. By contrast, non-food inflation was higher in November compared to the previous month on the back of higher electricity rates and still elevated domestic petroleum prices. The slowdown in November inflation supports the BSP’s assessment that inflation would decelerate to within the target range over the policy horizon. The Monetary Board will consider the latest inflation

PH case fatality Lacson: ELCAC implementation “politicized” rate remains below 2% global average MANILA – The Department of Health (DOH) on Wednesday said the country’s case fatality rate (CFR) as of Dec. 7 is currently at 1.61 percent and is below the global average of 2.0 percent. This Philippine CFR was markedly lower than the 9 percent CFR reported in the Nikkei Covid-19 Recovery Index press release. The DOH said after Covid-19 cases and deaths peaked in September 2021, both have continuously declined after, along with the monthly case fatality rates. In October 2021, there were 4,348 deaths and an CFR of 1.84 percent while in November, death toll was 838 and CFR was 1.81 percent. The DOH further noted that the Philippine CFR used in the Nikkei Covid-19 Recover y Index was the rolling-average CFR in Our World in Data (OWID). The 9 percent CFR calculated by the OWID was based on the number of reported deaths per day from Nov. 18 to 27. However, of the 2,096 deaths reported for that period, only 16 percent occurred in November, while 80 percent occurred between August to October. It said the high reported deaths in this latter part of November 2021 was due to delayed encoding, validation, and reporting of death information to COVIDKaya.

“The Covid-19 deaths have to be verified by local Epidemiology and Surveillance Units on the ground. We are aware of the delays in encoding of death information to COVIDKaya hence we are addressing this issue with the Epidemiolog y and Surveillance Units to ensure our Covid-19 data is up to date,” Health Undersecretary Maria Rosario Singh-Vergeire said. She said vaccination and improvements in the country’s health care capacities and systems may have contributed to the decline of CFR. “However, while overall Covid-19 deaths have markedly declined over the past months, our analysis of hospital admissions showed that 85 percent of those hospitalized were those who are not yet fully vaccinated. Also, those with severe or critical Covid-19 disease were 1.75 times more likely among the unvaccinated, while deaths due to Covid-19 were 2.6 times more likely also among the unvaccinated,” Vergerie said. “The vaccination program has helped lower our case fatality rate. Hence, the DOH continues to urge the high-risk population, especially senior citizens and those with underlying conditions, to get fully vaccinated to provide them with additional protection against Covid-19,” she added. SENATOR Panfilo “Ping” Lacson blames politicking as one of the main reasons for the budget cuts on the controversial National Task Force to End Local Armed Conflict (NTF-ELCAC). In an interview with Net 25 TV Radyo on Wednesday, Lacson said that the ELCAC budget should be used for livelihood development in NPA-controlled areas to encourage rebels to change their ways. However, the lawmaker said that this doesn’t happen in all towns supposedly cleared from rebel control. “Nahaluaan na ng politika. ‘Yung mga area na may nag-surrender na NPA pero ‘di kaalyado ng Malacañang, hindi nabibigyan ng livelihood, walang pondo. Samantalang ‘yung wala namang nagsu-surrender na NPA

at dati nang hindi controlled ng NPA, ‘yun ang nabibigyan ng pondo,” said Lacson, who is the presidential standard bearer of Partido Reporma.

Earlier reports state that P19.33 billion of ELCAC’s 2021 budget was allegedly misused. “Bakit natin ibibigay yung P28 billion na budget

samantalang ‘yung from 2021 hindi pa nagagamit?,” he added. Lacson clarified that ELCAC was created out of See POLITICIZED, page 8

of commitment and dedication, notwithstanding a great degree of sacrifice not only to himself but to his beloved wife and children. Such being the case, what then prompted Mordino Rodriguez Cua, an idealistic young lawyer then in the ‘50s to embark and trailblaze a missionary path of service which was then contrary to the prevailing social norm innate in a capitalistic setup of individualism and materialism? There is a saying which goes, “there is no grandeur sight in the world than of a young man fired with a great purpose, dominated by one unwavering aim. He is bound to win; the world stands to one side and let him pass; it always makes way for the man with a will in him.” Indeed, for Atty. Mordino Cua, it was a journey inspired by a vision of making life better for the needy, the oppressed and the downtrodden, as the Philippines then was described a social volcano ready to erupt. Such social analysis stemmed from a highly stratified socio-economic structure where the wealth and power were and still are concentrated in a few elites and where feudal rule seemed to be the order of the day. You want to know more about this truism, study the socio-economic effect of the “rice tariffication law” in the life of the 5 million rice farmers where farming now has become non-viable, the reason why 3 or 4 young farmers have left farming and went to the cities to work as janitors, drivers, waiters and what have you. Fully aware of these socio-economic problems, he has pursued a development line considered as an anti-dote against the cruel onslaught of poverty which called for the people binding themselves together to craft their own destiny by mobilizing their collective potentials and in effect, establish a new societal order that is founded on the time-honored principles of social justice, equity, popular participation and sustainable development. That from the darkness of poverty and social injustices, a new societal order can loom not through armed struggle but through legal and peaceful means called cooperativism as the vehicle of social transformation. The cooperative journey of Atty. Cua has created a strong societal force, the

nation, it is also vital to the church’s over-all mission to evangelize. To transform Philippine political culture is in a way to bridge the yawning gap that separates many aspects and elements from the meanings and values of the Gospel. Cartagenas recommended that the church should rely on the gospel as a force that can create new patterns of societal relations. In this manner BEC’s must be vigorously promoted for the full living of the Christian vocation in both rural and urban areas together with the ecclesial movements. (PCP II) They are a solid starting point for a new society to take root. (RM 51) They can be a counter-cultural force in society in fostering the gospel values towards their formation as missionary disciples and as responsible citizens in the country. This will be the challenge of the BEC’s, movements and ministries in the archdiocese to be the prime mover in promoting and living out the positive cultural values that can enhance responsible citizenship such a pag-inambitay, pakigsandurotay, pakigdialogo, ug uban pa. Conclusion Integral faith formation remains a constant challenge in the archdiocese. From the preceding discussion there are various matters to consider as an evangelized evangelizer. In this modernizing and fast-changing society there is a need to be open to the new demands it poses and the challenges influencing our direction. Let us rely always in the Holy Spirit as the archdiocese’ ultimate formator, guide and companion. Integral formation of the faithful towards meaningful, engaging citizenship needs constant discernment. This means too, a constant renewal or conversion to the One who sends us, Jesus Christ, our Lord and King. We hope to live out what synodality really means, to be a church of the poor for the poor, a

society-leavening Church, a Church of empowerment and participation, a Church of Basic Ecclesial Communities. (Signed) Archbishop Jose A. Cabantan, D.D

The mayor also called on Kagay-anons to celebrate Christmas as a reminder of Jesus Christ’s birth and his mission of providing salvation to humanity. “(In their own small way) the lights symbolize hope, joy and happiness (which we need in these uncertain times of the pandemic),” Moreno added. He also thanked the City Hall bureaucracy and stakeholders for their untiring support in fast tracking the city’s efforts to achieve herd immunity on or before Christmas. He said a lot of people didn’t believe that Cagayan de Oro would reach a good level of performance. “We hope to achieve herd immunity on or before Christmas and reach 80 percent vaccination rate by January next year,” Moreno said. (Our efforts and collaboration are all for God, the country and the marginalized. We do not want to attain anything other than helping them and improve their lives through attaining one ultimate goal of the Enhanced Partnership Against Hunger and Poverty) The collaborative efforts of the EPAHP partners would create greater synergy and convergence in engaging the urban and rural communities to enhance social capital and optimize economic resource base, Lawyer Elaine Chesca Banal of DSWD-10 said. Such are done through supplementary feeding and other government feeding programs, food production and livelihood programs and essential support services.
