Quiboloy refers FBI cases as part of being the ‘APPOINTED SON OF GOD’ By JOEL CALAMBA ESCOL Managing Editor

Photo

(MDNN Digital) - Kingdom of Jesus Christ (KJC) founder Pastor Apollo Quiboloy claimed that the charges filed against him by the United States Federal Bureau of Investigation (FBI) are part of being the “Appointed Son of God” and are lies instigated by the “Devil.” Quiboloy, who is President Rodrigo Duterte’s close friend

and spiritual adviser, said it is difficult to be the ‘Appointed Son’ because people will still criticize and throw mud at you. “Mahirap ang ‘Appointed Son’ kasi ginagawa mo na ang kalooban ng lahat ng Ama, pero gagawin ka pang masama, pagwiwikaan ng masama, ididikit sa’yo ang lahat ng putik,” he said. Quiboloy, who founded the religious sect in 1985, explained

about persecution and accusations, quoting a verse from the Bible, Romans 8:35. “If we talk about persecution and accusations, Satan has hurled everything at me. But was the diamond shaken? Was the gold shaken? No!” he said. Quiboloy claimed he refused to defend himself against the FBI’s accusations.

Davao Covid TF urges residents to get booster shots By CHE PALICTE

DAVAO CITY - The Davao City Coronavirus Disease 2019 (Covid-19) Task Force on Tuesday called on fully vaccinated residents to get their booster shots to achieve its target as the city has enough vaccines and vaccination sites. In a statement, Davao City Covid-19 Task Force spokesperson, Dr. Michelle Schlosser, said a total of 181,757 Dabawenyos have already received their antiCovid booster dose as of February 4. Of the number, she said the city still has a long way to go to achieve the target population immunity. “We want everyone to have their booster done. Since we are almost 100 percent of our population protection, what we are targeting is a total population of 1.8 million. So, we also target the same number for our booster doses,” Schlosser said. She noted that simultaneous with the booster dose rollout, the vaccination for the first and second dose is still ongoing. Data from the vaccination cluster revealed that the city government has administered a total of 1,289,103 for the first dose while 1,248,068 for the second dose. Schlosser also urged residents who wish to avail of the anti-Covid-19 vaccines to check the schedules of the vaccination sites being posted on the city government’s Facebook page. (PNA)

144 patients in CDO recover from Covid-19 By FRANCK DICK ROSETE

CAGAYAN DE ORO CITY - The city government on Tuesday announced the recovery and eventual discharge from confinement of 144 coronavirus disease 2019 (Covid-19) patients from different hospitals here. In an online briefer. Dr. Ted Yu Jr, city health office (CHO) medical officer, said three of the discharged patients were from the Northern Mindanao Medical Center (NMMC); and one from a Covid-19 facility in San Simon village, which is also under the supervision of NMMC.

The rest of the 140 patients were discharged from different infirmaries. With the huge single-day recovery of patients, Yu said Covid-19 cases admitted in hospitals decreased to 642 from 786. “In the different hospitals, the discharging process has been fast because most of the cases are mild,” Yu said. Mayor Oscar Moreno commended the effort of the hospitals and expressed hope that the reduction in admitted patients will have a big impact on the city’s total bed utilization rate for Covid-19 cases.

“It’s good to hear that the total admitted (Covid-19 cases) has gone down considerably, especially in hospitals where most of the cases are mild to moderate cases. That’s good news, he said. Yu said the city’s current total bed utilization rate is at 51.89 percent, noting a minimal decrease from the previous report of 52.64 percent. He noted that the Covid-19 average daily attack rate (ADAR) has had no movement for the past two days and remained at 28.84 percent; as well as on the See RECOVER, page 10

Social Justice: the struggle goes on

LET notice be served to one and all that unless social injustices are rectified in this country, Philippine elections will just rhetorical, illusion and a big “circus”. So honorable candidates, what are you platform to stop the massive commission of social injustices against our people? The Philippine Cooperative Code of 2008 (RA 9520) clearly states the policy of the State on Cooperatives, which is, “to foster the creation and growth of cooperatives as practical vehicle of promoting self-reliance and harnessing PEOPLE POWER towards the attainment of economic development and SOCIAL JUSTICE.” This piece of legislation hits the core of the problem in contemporaneous Philippine society which is social injustice that breeds hunger and poverty in a land oozing with human and ecological resources. Social injustice presents itself in the life of the people in many ways. Social injustice is where a few who are rich have much too much and the many who are poor have much too little. Social injustice is where the farmers do not own the land they are tilling; and if they do, do

not control the mode of production and the marketing of their products. This truism is even more glaring in the life of the peasantry, who all these years, has been tied-up to conventional agriculture that banks on the heavy use of chemicals to grow so-called HYVs (high yielding varieties). This brand of farming has impoverished those who do the back-breaking job of farming under the excruciating heat of the sun while enriching big agri-business corporations. Worse, the country has become the dumping ground of toxic chemicals which are already banned in other countries. It is quite a paradox that this agricultural country doesn’t even have food security despite years of brandishing all kind of modern agricultural technologies. In Northern Mindanao, the growth of agriculture, based on the NEDA’s report, is relatively high, which is about 9% to 11% annually; yet, poverty in the rural areas is increasing which is more than 50%. This means that growth in agriculture in this agriculturally-rich region has not trickled down to the bulk of the populace living in the rural areas but to a few agri-business corporations, usurers and

Orlan R. Ravanera

compradors. Why will the farmers in Mindanao not be poor? Based on Studies, a bag of Ammonium Sulfate which is bought at P200 in Ukraine is being sold in Mindanao at P1,500 to P2,000 because everything sold in this country, from fertilizer to tractor, passes at least 5 to 7 marketing layers. How can they gain when their produce is bought at a very low price as they are victims of oppressive marketing system. Isn’t that social injustice? Social injustice is very glaring in the life of the nine (9) million memberconsumers of so-called E l e c t r i c C o op e r at ive s (ECs) in this country as these ECs are cooperatives in name only, based on a landmark decision by the Supreme Court in the case Philreca vs. Department of Finance. All these years, the member-consumers are paying for two items in their monthly billings which are, amortization of loans and re-investment. Such payments should form part of their share capital which when consolidated will reach a gargantuan See STRUGGLE, page 11

Hints and Traces

Taking care of our heart “From one’s heart, come evil thoughts, unchastity, theft, murder, adultery, greed, malice, deceit, licentiousness, envy, blasphemy, arrogance, folly. All these evils come from within and they defile.” (Mk 7, 21-23)

WITH these words, Christ is practically telling us that we have to take good care of our heart, which means that we should anchor it on him, since we are supposed to be patterned after him as God’s image and likeness. Thus, in the Book of Proverbs, we have this invitation from God, “My son, give me your heart, and let your eyes delight in my ways.” (23,26) This invitation should be clear in our mind and heart, and we should do everything to be able to correspond to that invitation properly. Nowadays when our heart is glutted with so many worldly things, it is really a tall order to say, yes, to this invitation. But with God’s grace, which we can always receive with due humility on our part, there is no doubt that we can do it. We have to remember that our heart is actually the very seat of our thoughts, desires and conscience. It’s

that part that contains our whole being, and therefore the most precious part we have. Our whole identity, both in its stable and dynamic states, is found in the heart. It’s the source of what our mouth would say. “Out of the abundance of the heart the mouth speaks.” (Mt 12,4). It is what gives the motives for our thoughts, desires, words and deeds. It’s also where we hear the voice of God as well as that of the devil, where we discern the spirit of God and that of the evil one. It’s where we make our decisions, promises, and commitments. It’s where the dynamics of our faith, hope, and charity is played out. But it can also be where merely worldly values, passing and relative, can dominate. Thus, it is where our interior struggle is done, where our choice of either God or ourselves is made. And if we want to be assured of the authenticity or sincerity of one’s thoughts, words and deeds, we normally ask if they really spring from one’s heart. But we should never forget that the heart is not self-generated. It is a creature, a creature of God who

Roy Cimagala

wants it to be like his, his image and likeness. It is meant to be vitally united with God who is its very life, its very power and all. Without God, the heart at least malfunctions, if not dies. We have to see to it that our heart is anchored on God through Christ in the Holy Spirit. He is the very source of our being, of our life. We are meant to be with him, though we can choose to stray from him due to the misuse of our freedom. Every day we have to see to it that indeed our heart is anchored on God. We should never let it float in any which way. We have to see to it that our heart increasingly gets united to God until it is fully identified with him. To be sure, we have all the means to achieve this goal. We have to constantly ask the question: “Where do I give my heart? To whom do I give myself completely?” And let’s be ready with the correct answer.

Cebu Pacific reports 96% take-up of flexible options through its self-manage portal Reflects high passenger acceptance of CEB’s digital pivot

THE Philippines’ leading airline, Cebu Pacific (PSE: CEB), announces that 96% of its passengers have availed of their preferred flexible option online, indicating how the traveling public has adjusted to the airline’s digital self-service capabilities. CEB has provided flexible options to its passengers with flights from January 10 to 31, 2022 to enable them to conveniently adjust their travel dates as needed. “It has always been in our core purpose to put our customers’ needs first that is why we came up with options and online enhancements to enable everyJuan to Fly Easy with CEB. We still believe this is the way forward for travel and now we are very happy to see that majority of our guests

have accepted our digital self-service platforms,” said Candice Iyog, Vice President for Marketing and Customer Experience. The airline has continuously enhanced its online platforms to ensure a convenient and seamless experience for everyJuan. Born out of this pandemic are improvements that include correcting misspelled names within 24 hours from flight booking, birthdate, nationality, and salutations; even contact details can now be updated by guests on their own through http://bit.ly/ CEBmanageflight. Apart from this, the airline has also enhanced its chatbot Charlie to allow passengers to get real-time answers to the most common questions. This shift is in line with CEB’s direction to have all-digital customer service operations after it announced the closure of its call centers in May 2021. “As we remain committed to continuous improvement, you can expect more enhancements from us that further support and enable a self-service journey for all,” added Iyog. Apart from its website enhancements, the airline has also deployed self-bag tagging kiosks in some of its key domestic destinations in support of its existing contactless flight guidelines to further minimize physical interactions between passengers and staff. CEB has attained 100% vaccination rate for its active flying crew through its very own employee vaccination program, JG Summit COVID Protect, and various partnerships with local government units in the country. It has already started its booster program to ensure the continued safety of its employees and passengers. See REPORTS, page 10

SoCot LGU vows to safeguard IPs from NPA exploitation KORONADAL CITY - The local government unit of T’boli in South Cotabato has vowed to safeguard its indigenous peoples (IP) community from the manipulation of communist New People’s Army (NPA) rebels. The mayor’s pronouncement came after the surrender on February 4 of two NPA rebels to the Army’s 11th Special Forces Company, 5th Special Forces Battalion in the area. The surrenderers were identified by the military only as alias Dagul, a political guide, and alias Tata, both of the Platoon Central, NPA Guerilla Front Musa, Far South Mindanao Region. MORE than P2 billion worth of farm products were sold this year through various marketing schemes the Department of Agrarian Reform (DAR) has employed in its effort to set farmers free from the clutches of middlemen or traders who are buying their products at very low price. DAR Secretary Bernie Cruz said a total of 1,800 agrarian reform beneficiaries’ organizations (ARBOs) actively took park in the yearlong marketing ventures that yielded a total of 2.01 billion in gross sales as indicated in the consolidated report by the DAR-Support Services Office for the year 2021. The amount, Cruz said, is P600 million more than the P1.41 billion sold last year. “This is a big accomplishment for the Department as it helps boost the morale of farmers’ organizations to believe in themselves,” DAR Secretary Bernie Cruz said during the press conference at his office Friday. “It goes to show that each ARBO averages over a million-peso sales this year,” Cruz said. Undersecretary for Support Services, Atty. Emily Padilla echoed: “Building the confidence of farmers in themselves is what we are here for, it being the first step to motivating themselves to work harder towards uplifting their standards of living.” Padilla said the success of the DAR’s various marketing schemes for farmers’ products over the last two years is a good sign that the farmers are slowly but steadily learning the ropes of marketing their harvests, instead of relying on middlemen or traders, who are the ones enriching themselves at their expense. The first component of the DAR’s project: “PaSS-

Over for ARBold Move for Deliverance of ARBs from Covid 19,” or simply ARBold Move, topped the sales chart with P563,67 million. Here, ARBOs market their products initially in Covid 19-seriously affected areas where supply of basic commodities was running short. It has expanded in other areas. Coming in closely is the “Enhanced Partnership Against Hunger and Poverty (EPAHP),” with P473.1 million. The participating ARBOs serve as suppliers of basic commodities to both public and private institutional buyers, among them are the Bureau of Jail Management and Penology and government and private hospitals. The Linking Smallholder Farmers to Markets and Mi c rof i n an c e ( L i n k S FarMM) comes in third, with P309.02 million; the Project ConVERGE (Convergence on Value Chain Enhancement for Rural Growth and Empowerment) fourth, P196.21 million; and the Village Level Focused Enterprise Development (VLFED) project rounded up the top five with P133.9 million. Other DAR projects that have contributed to the cause are the Climate Resiliency Farm Productivity Support Project, P110.91 million; the Convergence on Livelihood Assistance for Agrarian Reform Beneficiaries Project (CLAAP), P108.32 million; the Farm Business School, P81.64 million; the ARBold Move-Component 2, P15.94 million; the ARBold Move-Component 3, P9.28 million; the Mindanao Sustainable Agrarian and Agriculture Development (MinSAAD), P5.13 million; DAR-Pilmico partnership, P551,188 and, the DARSara municipal government partnership, P254,089.

DAVAO CITY – Pediatric infectious disease specialist Dr. Ma. Delta Aguilar bared in a town hall meeting in Davao Region that the COVID19 virus has not spared the pediatric population. Dr. Aguilar presented that there are 1,380 total cases of confirmed COVID19 amongst children as recorded in the Southern Philippines Medical Center Department of Pediatrics. Of that number, 573 were recorded in 2020; 669 in 2021; and 138 in 2022. There was also a recorded 50 number of deaths amongst children due to COVID in the said facility. “Studies showed that COVID19 is really impacting children. Children who

have been infected with COVID19 found to have respiratory, cardiac, and neurodevelopmental issues along with cognitive and physical fatigue,” said Dr. Aguilar. The same specialist also noted that COVID19 also affects the child’s mental health and adds stress and adjustment difficulties to their lives. Other studies, she presented, is how children who get infected with COVID19 can also develop serious complications like multisystem inflammatory syndrome (MIS-C). During his speech, Lacson reiterated his promise to fix the ills of the government for the benefit of Filipinos (Aayusin ang Gobyerno, Aayusin ang Buhay ng Bawat Pilipino) and to go after crooks especially those in government (Uubusin ang Magnanakaw). A CALL FOR PERSONALIZE AND CUSTOMIZE LEARNING JANSTIF C. MEDALLA LORENZO TAN NATIONAL HIGH SCHOOL LORENZO TAN, TANGUB CITY

The current education system is fragmented and students’ needs are often obscured as learners shift from one educational level or setting to another. As people learn in a variety of ways and may take multiple pathways to skills acquisition, education must be reorganized around each ‘learner’s journey. Personalization occurs through collaboration. It provides for more rapid sharing of innovation and good practice, and quickly captures information about learners’ aptitudes and progress. Personalized and customized learning are not an ‘add-on’ but a different way to undertake educational endeavors and includes peer-topeer self-organized learning. With personalized learning, individuals approach problems in their own way, grasp ideas at their own pace, and respond differently to multiple forms of feedback. Effective twenty-first century teachers cultivate students’ individual sense of wonder and inspire them to explore different applications for the

knowledge and skills they have learned. The purpose of personalized and customized learning is to get away from the ‘lesson’ by designing projectbased forms of learning. Lessons no longer have to adhere to the ‘one-size-fitsall’ approach characteristic of traditional education systems. This approach helps individuals to invest in their learning and make it a habit, rather than viewing it as an activity forced upon them. Effective twenty-first century teachers create regular opportunities for students to select the types of experiences they want to further their own learning. The motivation and capacity to learn independently is crucial to personalization, because it reduces dependence on the teacher and traditional class-based styles of instruction. Individuals’ innate thirst for learning requires that education reinforce their capacities for selfreflection and motivation. Personalized and customized learning are ideal medium to enable such growth.

Education and Technology by JANETTE L. ORCIA, T-III, Lugait CS

Education is penned by philosophers and teachers throughout the ages as a kind of lifelong-learning process. It is not limited to schools, courses and formal training. One never stops learning. To stop learning is like stopping fully living. One only exists if one stops learning. The one who humbly learns, unlearn, or correct himself or herself, has access to improvement will inherit a life a part from those who refuse to learn. When one pursues education, he or she pursues growth. That person has the potential to evolve and fully be alive. Technology is life-saving and work-enhancing means to efficiently accomplish the end or completing goals. Technology has and will always be the bridge in facilitating desirable results in almost any field of profession, vocation or expertise. Because of it, many a task, invention or innovation no matter how huge are realized and will be developed

in order to provide ease, convenience and remarkable speed to any human being living in the planet. Our life as we know it and our manner of doing things have changed tremendously. If we merge education with technology, we will have amazing learning outcomes and visible instructional productivity. We know for sure that traditional teaching, the one with the teacher-centered format or teacher-dominated class setting is a ‘dinosaur thing,’ a thing of the past in the quickly-turning era of the twenty first century. It is not that human instructors will be replaced by technology. People are still the best mentors. And teachers who are fully utilizing the advantage of technology greatly impacts learning and engages learners or students of any age. It is even gaining more momentum in these times. Technology is undeniably a powerful medium to bring about effective 21st century education services.

amount of more than P100 billion pesos. Computations would disclose that for being a member in the past 30 or 40 years, each member-consumer should already have contributed about P50,000 as his/her capital contribution, yet, until now, the same has not been recognized as such. Worse, no recording has been done. This is now the subject of a class suit filed by the member-consumers in the Supreme Court. Social injustice has been and is being committed against our Indigenous People. Once upon a time, they were in control of the natural resource in this beautiful but broken island of Mindanao. At present, according to the Study of the Development Academy of the Philippines, 70% of the choicest of lands are in the hands of Trans-National Corporations as plantations. As if that is not yet enough, more foreign corporations in cohort with power-that-be are coming in converting the remaining ancestral lands as plantations for bio-fuel. Social injustice in all its forms must now be stopped. By nature, nurture and by law, cooperatives are the ones to countervail against social injustices and to harness the people’s collective power to rectify social wrongs. Thus, the struggle for social justice now looms. As it is from the sweat of their brows that the land is made productive, the farmers must own the land they are tilling through agrarian reform. But agrarian reform will not be successful unless the beneficiaries are organized into cooperatives for them to have access and control over their newly acquired land and the much needed support services. Through their cooperatives, the farmers must have control over the mode of production by shifting towards sustainable agriculture. To unfetter themselves from conventional agriculture, they are now manufacturing their own organic fertilizer. To debunk the oppressive marketing system, their cooperatives ERRATUM In connection for Notice of Publication on ABIGAIL T. are now into cooperative marketing to erase the many marketing layers. There is now a very strong advocacy to convert the so-called ECs into genuine cooperatives where ownership and management will be democratized not beholden to any cartel or super-agency of government. This is based on the philosophy that is anchored on the universal purpose of property that if you are the user, then you must be the owner because electricity has become a basic need, like food, water and air. No one should profit from the use of these fundamental needs as these are means to life. The Lumads are now organizing themselves into cooperatives so that they can have access and control over their resources. This is based on the truism that the natives of ecologically-rich Mindanao are poor because they are powerless to have access and control over their resources. Hopefully, through their cooperatives they will be able to harness PEOPLE POWER to achieve SOCIAL JUSTICE to free themselves from the quagmire of poverty. Cooperatives are the last bastion of democracy for social justice through peaceful and legal means.

“Why? If you’re gold, even if you are thrown into the mud, if you’re a diamond and you are thrown into the mud and sink there, will you turn into mud yourself? No! You remain gold, you remain diamond. You don’t have to prove that you are gold, that you are diamond,” he said. On January 31, the United States Federal Bureau of Investigation (FBI) published a poster that showed Quiboloy was wanted for “conspiracy to engage in sex trafficking by force, fraud and coercion, and sex trafficking of children; sex trafficking by force, fraud and coercion; conspiracy; bulk cash smuggling.” The FBI said Quiboloy uses the aliases “the appointed son of God,” “Sir,” “Pastor” and “ACQ.” The FBI also released separate wanted posters for Kingdom of Jesus Christ top officials Teresita Dandan and Helen Panilag. Federal authorities said Quiboloy, Dandan and Panilag are all in the Philippines and that those who

Thursday, February 10, 2022 might have any information about them may contact the local FBI office or the nearest American Embassy or Consulate. The wanted list was released after Quiboloy and the two others were indicted in November 2021 by a US federal grand jury in California for allegedly forcing girls and young women to have sex with him to save them from “eternal damnation.” “It is alleged that females were recruited to work as personal assistants, or ‘pastorals,’ for Quiboloy and that the victims prepared his meals, cleaned his residences, gave him massages and were required to have sex with Quiboloy in what the pastorals called ‘night duty’,” according to the FBI wanted poster. The FBI said Quiboloy is wanted for his “alleged participation in a labor trafficking scheme that brought church members to the United States via fraudulently obtained visas and forced the members to solicit donations for a bogus charity, donations that actually were used to finance church operations and the lavish lifestyles of its leaders.” According to the FBI, members who were successful at soliciting funds were forced into “sham marriages” or secure fake student visas to continue their solicitation efforts. But Quiboloy’s lawyer Ferdinand Topacio questioned the timing of the FBI’s release of the wanted poster, saying it was intended to indirectly discredit Duterte and undermine the vice presidential bid of his daughter, Davao City Mayor Sara Duterte, in the May elections. “ The timing of this poster’s release is very suspicious. The federal jury indictment was made on November 10, 2021. There was also a warrant issued on that day. Without going into the merit, the timing of the release of this poster is very suspect. Why did they wait until now when the elections are starting? It doesn’t make sense. The only logical reason here is that they are using the closeness of Pastor Quiboloy to President Duterte to indirectly bring Duterte down,” Topacio said. In November 2005, Quiboloy was sued by a former church member for allegedly brainwashing and holding her young daughter against

her will. Online news organization Rappler also interviewed former members of the church who explained how Quiboloy personally abused female members of the church, both sexually and verbally, under the guise of his supposed divinity. But Topacio denied all these, saying these are former members who have absconded either with funds or broke the rules of the kingdom either with morality or ethics or other inappropriate behavior. “They’re now being investigated, but they went into hiding and even went to other countries,” he said. According to his followers, Quiboloy has no wife and children but he has what they call “spiritual wives.” Duterte has not issued any statements on Quiboloy’s case but Secretary Menardo Guevarra of the Department of Justice (DOJ) said they have not received any official extradition request for Quiboloy and his associates from American authorities. The DOJ said it would process Quiboloy’s extradition if the US requests for it despite his close association with Duterte. “If we receive the request, we will do our job within the bounds of the law and processes in our department, regardless of the personality involved,” said Atty. George Ortha II, DOJ’s chief state counsel. Guevarra added that yielding any Filipino national to a foreign authority should not be done motu proprio, or automatically, but must be coursed through the proper diplomatic channels. “The process is governed by the Philippine-US Extradition Treaty. The US State Department makes the extradition request. I’m sure the FBI knows where Quiboloy is. I’m also sure that the FBI knows the proper legal procedure to enable the US justice system to acquire jurisdiction over him,” he said.

computers and personal and household goods. “As these establishments continue to cope with lingering effects of pandemic, the top reason for termination of workers was the financial losses that these establishments continue to experience in 2021,” she said. Lim said the region saw improvement in employment figures last year. She reported that the region was able to sustain high employment rates between the first and third quarters of 2021 within the range of 94.6% to 95% “due to reopening and sustained business operations as the spread of COVID-19 was contained.” She said the third quarter employment rate of 2021 was almost at par with prepandemic level during the first quarter of 2020 at 95.4%. In 2020, the region posted an employment rate of 95.4% in the first quarter, decreased significantly to 82.1% in the second quarter, and slightly improved to 92% in the third quarter, she said. “The said containment was attributed to massive vaccination drive by both the private and public sectors during the end of 2021 that yielded at 66.6% coverage for fully vaccinated individuals in Davao region, particularly for Davao City, we recorded a 90.2% vaccination coverage as recorded by DOH-Davao,” she said. She said as less restrictions in people mobility were observed in 2021, more

quality jobs were generated as reflected in the region’s underemployment rates which declined significantly to 9% in the second quarter. However, she said the underemployment rate increased to 17.8% in the third quarter of 2021. Despite the challenges confronting the region, she said the agency remained optimistic that it will continue to expand employment opportunities with the implementation of prevent, detect, isolate, treat, reintegrate, accelerated vaccination or PDITR-V of the Regional Task Force against COVID-19. “This strategy essentially includes measures such as the aggressive promoting and enforcement of minimum public health standards and imposition of granular lockdowns instead of quarantine to whole areas,” she said.
