Illegal drugs seized in CdO buy bust, 2 suspects nabbed By CRIS DIAZ Executive Editor

CAGAYAN DE ORO CITY: Police collared two suspects and seized illegal drugs worth P 204,000 during a buy bust operations in the city’s suburb, a police report said Saturday. City Police Chief Col. Aaron M. Mandia, identified the suspects as Rhonagym P. Rotary Club donates shelter aid to typhoon-hit MisOr families By NEF LUCZON

CAGAYAN DE ORO CITY – Eleven families living along the riverbanks in Barangay Bobontugan in Jasaan, Misamis Oriental affected by Typhoon Odette were recipients of construction materials donated by the various chapters of Rotary Club (RC) under District 3870 to help them rebuild their houses. Engineer Almarco Brito, past president of RC West of CDO and project lead, said the total donations contributed by the district reached PHP300,000, which they bought for raw materials in constructing houses. “After the typhoon, we visited the area and made assessments. We saw a resident who was a stroke survivor and was living in a tent so we decided that giving them relief goods is not enough, but they also need to rebuild REBUILDING. 15 ex-rebels in Claveria receive E-CLIP assistance

CLAVERIA, Misamis Oriental -- Fifteen former rebels (FRs) here received assistance from the government through the Enhanced Comprehensive Local Integration Program (E-CLIP) after they surrendered and returned to the fold of the law. A total of P2.5 million was given to the returnees under the E-CLIP. Of this, P50,000 is allocated for livelihood assistance, P21,000

for reintegration assistance, P15,000 for immediate assistance, and P2,379,000.00 for firearms remuneration. Gov’t agencies mobilize for orderly, fair 2022 poll campaign ILIGAN CITY -- To ensure an orderly and fair election campaign, the “Task Force Baklas” here was reactivated to tear down and remove all election materials posted in areas not designated by the Commission on Elections (Comelec). The task force is composed of Comelec, Department of Public Works and Highways, Department of Environment and Natural Resources, Bureau of Fire Protection, Philippine Information Agency, Philippine National Police, and the Armed Forces of the Philippines. “Itong [this] Task Force Baklas is a composite task force. Ang mandate namin [our mandate] is to remove

all prohibited campaign propaganda materials,” said Election officer Lawyer Joel Dexter Nagtalon. Campaign materials can only be posted on common poster areas authorized by the Comelec or in public places as defined by the poll body. They may also be placed in private properties but with the consent of property owners. Election posters, whether framed or posted, should also not exceed 2 feet by 3 feet. NAAWAN, Misamis Oriental -- In support to the expansion of existing cacao-based enterprise in the locality, the Department of Agriculture-Regional Field Office (DA-RFO)-10 awarded a certificate of turnover to the Local Government of Naawan, Misamis Oriental for the P8 million worth Cacao Community-Based Development Enterprise project. Handing over the certificate is DA-10 Regional Technical Director Carlota S. Madriaga to Naawan Mayor Dennis I. Roa and TOMAMA AMC chair, Rudy M. Fragata. On Thursday, February 10, the 1 unit hauling truck and 28,571 pieces certified cacao seedlings were turned over ahead of the other interventions, in order to drum up the production of cacao and aid the cacao farmers in transporting their harvest to the different buying stations. Indigenous Peoples: To walk for a Cause

LAND, water, forests and all natural resources called commons are the economic assets of the poor especially the Indigenous Peoples who for thousands of years have been using these resources in the spirit of sharing and service. However, when the colonizers came and privatized these commons especially during these neo-colonization contemporaneous times, there is the continuing exclusion of these commons at the expense of the Indigenous Peoples who are now living in extreme poverty. After decimating the 17 million hectares dipterocarp forests, the home of the billions of species of flora and fauna, the source of food and the “pharmacy” of the IPs, millions of hectares of ancestral domains land have been transformed into massive plantations to satisfy the consumerist needs of the people in advance countries while we cannot even produce basic staples to feed our hungry people. We in the ecological movement are voicing our firm opposition to the destruction of the vital commons which are so essential for our survival. Without water, fertile land and crop and plant genetic diversity, economic development will

become impossible. We have to stop extreme poverty and the massive oppression of the Indigenous Peoples. When I invited no less than the amazing journalist, Mr. Ceazar Soriano early last year, he heard the narratives of oppression of the different tribes in Mindanao which he had shown in 3 episodes in his weakly program, MAGANDANG GABI PILIPINAS entitled, “ AGAW LUPA, AGAW TUBIG, AGAW BUHAY.” Here is the summary of the IPs’ narratives: “Since 2016, a total of 92 individuals especially IP leaders have fallen victims to extra judicial killings with around 169 victims of frustrated EJks, 227 IPs have been illegally arrested, detained and abducted and 27 reported being subjected to torture.” For what? For resisting the continuing illegal land grabbing of their ancestral domains. Let us revisit some of these painful narratives. In San Vicente, Sumilao, Bukidnon, the Manobo Tribe headed by a lady Datu named Bae Merlita Mayantao stood up to defend their 5,000-ha. ancestral domain which was fenced into a ranch by a powerful corporation. When the tribe protested in 2016, barrage of bullets rained upon them

and 3 protesters died and 3 wounded including two of her children. Until now, it was so painful to know that nothing has been done and I was told they are seeing the killers going around freely who are members of a well-know security group. But such is just a tip of the iceberg. If you go to the 4-lane highway in Butong, Quezon, Bukidnon, more than one thousand families of the Manobo-Pulangiyon Tribe are living under shattered tents for more than five years now. Why? Because they were ousted from their 1,111 ha. - ancestral domain by a powerful multi-million pineapple plantation company, Kiantig Development Corporation, owned and managed by the incumbent Mayor, Pablo Lorenzo III. Recently, after five years of advocacy and legal struggle, the long-awaited Certificate of Recognition has been issued by the National Commission of the Indigenous Peoples, signed by no less than the Chairman, Sec. Allen Capuyan and six NCIP Administrators which recognizes the ownership of the Tribe of their ancestral domain. With that concrete See WALK, page 11

Mindanaoans trust Lacson, Sotto will deliver on their mission to fix the government MAWAB, Davao de Oro – Mindanaoans in the “Food Basket of the Philippines” here expressed their trust that Partido Reporma presidential candidate Panfilo “Ping” Lacson and his slate will help improve their province and meet their needs in agriculture, technology, peace and order, environment, and education. On the second day of their campaigning in Mindanao, Lacson and running mate Senate President Vicente “Tito” Sotto III held a dialogue at the Lorenzo National High School in Mawab to introduce themselves and their senatorial candidates and to elaborate on their platforms and advocacies. They were warmly received by around 2,600 supporters, including local officials, who wanted to know what are the goals, plans and programs of the Partido Reporma candidates for Mindanao and the whole country. Lacson unveiled his plan to increase the national budget for research and development specifically for the agricultural sector. Through this, funds may be funneled toward research against pests, especially those plaguing the acknowledged Banana Capital of the

Philippines. The longtime public servant also vowed to expand the Free Irrigation Act that he authored in the Senate. He acknowledged that the law wasn’t being felt by farmers owing to the lack of implementation on the ground, that’s why he vowed that his administration would make sure this would benefit all Filipinos. Lacson said he would help improve barangays across Mindanao and the country through his flagship Budget Reform Advocacy for Village Empowerment (BRAVE) that aims to bring down the government’s funds to the smallest communities nationwide. He said if the national coffers would only be used properly, corruption would be eliminated entirely, so the government could afford to give each local government unit (LGU) P1 billion in funding annually. LANDBANK end-2021 income rises 27% to P21.75-B STATE-run Land Bank of the Philippines (LANDBANK) recorded a net income of P21.75 billion in 2021—a 27% expansion from P17.14 billion in 2020—on the back of lower cost of funds and provision for losses. LANDBANK’s total assets likewise grew 9.5% year-on-year to P2.586 trillion from P2.362 trillion. This was propelled by deposits expanding by 8.39% to P2.269 trillion, mainly from the rise in deposits of government and private accounts.

Year-end capital significantly increased to P207.68 billion, 23.39% higher from P168.31 billion in 2020, attributed to the P27.5 billion equity infusion from the National Government in February 2021 and increase in retained earnings from annual net income. “LANDBANK’s robust financial performance to close 2021 is a testament to resiliency and the capacity to thrive amid another challenging year. ZAMBOANGA CITY – Six medical facilities in the island provinces of Basilan, Sulu, and Tawi-Tawi (BaSulTa) provinces have received six units of ambulances and some PHP3.7 million worth of medicines and other equipment from the Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM). The six units of ambulance include three sea ambulances that were given to the rural health units (RHUs) in the island town of Siasi, Sulu; Datu Halun Sakilan Memorial Hospital in coastal Bongao, Tawi-Tawi; and, the district hospital of the island municipality of Languyan, also in Tawi-Tawi. In a statement Monday, Dr. Bashary Latiph, BARMM’s health minister, said the purchase of the ambulances, medical supplies, and other equipment was funded under the General Appropriations Act of the Bangsamoro (GAAB) 2021, Special Development Fund (SDF), and National Immunization Program (NIP) fund. “I am hoping and looking forward that the ambulances could be used properly on its main purpose in responding to health emergency from home to hospital or the RHU to save the lives of our needy constituents and should not be used for personal interest,” Latiph said. The ambulances, medical equipment, and supplies were received over the weekend. In Basilan, Latiph said the RHU in Tabuan Lasa and the district hospital in Sumisip each received a land ambulance. GSIS ensures prompt insurance payouts for Odette-hit gov’t properties GOVERNMENT Service Insurance System (GSIS) President and General Manager Rolando Ledesma Macasaet assured government agencies whose properties were extensively damaged by Super Typhoon Odette that GSIS will expedite the processing of insurance claims. “I have instructed our Insurance Group to help clear the debris in insured properties of government agencies that sustained Odette-related damages,

fast-track processing of insurance claims, and closely coordinate with other government institutions to assess the losses for the subsequent filing of claims,” Macasaet said. Immediately after the onslaught of ‘Odette,’ the GSIS Insurance Group dispatched third-party adjusters and coordinated with government agencies such as the Civil Aviation Authority of the Philippines (CAAP) to assess the damages in their airports and properties. of December 21, a total of 16 airports in Antique, Kalibo, Roxas, Bacolod, Caticlan, Iloilo, Mactan, Bantayan, Dumaguete, Tagbilaran, Ubay, Siquijor, Panglao, Tacloban, Siargao, and Surigao were reportedly damaged. Education is a dynamic expression of a variety of learning modalities. It must be reactive to the needs of time and proactive of changes of the norms of the society. The onslaught of COVID-19 brings the world to its knees. The field of education is immensely affected because of the strict health protocol enforced by the Inter-Agency Task Force. The whole country was put into total lockdown and the stakeholders in the education system were “grasping at straws” on how to facilitate learning immediately and to sustain it for the pandemic is undetermined whether it will cease suddenly or it will last in the long haul. Various learning modalities are implemented to ensure perpetuation of learning. There is no conclusive evidence that faceto-face class is far more effective than online class. In response to this global health crisis, DepEd tap all of the available resources to perpetuate delivery of

its quality service. Modern technology offers variety of alternatives to choose from. Online class is the most feasible delivery of learning in response to this pandemic. Different apps are utilized in learning. These online applications provide avenue for discussions and eventual understanding. Through online classes, learners’ progress can be easily monitored, assessed and remedied. Another handy gadget that can easily utilized are mobile phones. Mobile calls or text messages are efficacious to reach out learners and guardians in the distance learning process. This method is also helpful in remediation of lessons not fully understood and assessment of the lesson transfer. It is an effective, accessible and cheap mode of learning modality. This is a living testament that education is dynamic and reactive to the call of the time. Human spirit, on the other hand, proved to be resilient and triumph amidst all adversities.

The Sustainable Development Goals (SDGs), also known as the Global Goals, were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity. “Education then for Sustainable Development empowers learners to make informed decisions and responsible actions for environmental integrity, economic viability, and a just society, for present and future generations, while respecting cultural diversity.” Moreover, education for Sustainable Development is not only about being environmentally friendly; it also involves developing life skills, including leadership, communication, and management; all of which are extremely important for personal development. The SDGs can help a company define its aspirational purpose as relevant and inspiring to stakeholders, allow the drive to become the foundation for its strategy, and ignite long-lasting positive change that may increase shareholder value over the long term. Furthermore, education shall aim to fully develop the human personality and promote mutual understanding, tolerance, friendship, and peace. Providing the correct information and education can change people’s values and behaviors, encouraging them to adopt more sustainable lifestyles. It can also break the cycle of poverty, malnutrition, and disease that affects many worldwide. The SDGs are universal goals for all people and are inherently global. Therefore, learning about these initiatives helps students develop insights into critical issues worldwide, such as lack of access to clean water and gender equality Education is a human right and a force for sustainable development and peace. Ambitions for education are essentially captured in Sustainable Development Goal 4 (SDG 4) of the 2030 Agenda, which aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030. Teachers play a crucial role in achieving the SDGs. Among the 17 Sustainable Development Goals

(SDGs) adopted by the 193 Member States of the United Nations, SDG 4 aims to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. I’m fully aware of my importance as a teacher for Sustainable Development Goals through those preceding notions. But, of course, I’m not only here to teach lessons. Students need to learn about the world, so I put so much responsibility on my shoulders as it calls for duty beyond measure. So then, as a teacher, I have a very significant role in the following views as stipulated in the UN SDGs -Education imparts knowledge, skills, values, and attitudes essential for social, economic, and political development. This role is well articulated in Sustainable Development Goal 4 (SDG 4), which seeks to ensure inclusive and equitable quality education for all and promote lifelong learning. As I play a crucial role in forming, changing, and establishing attitudes and values, I should start with the thought in mind that first and foremost, as a teacher, I am a friend, philosopher, and guide of the students. Therefore, the importance of sustained development and environmental education must teach the knowledge of the environment based on a balanced presentation of current scientific information. Thus, for the most essential, I should consider these ways to help me reach Sustainable Development Goals in my professional life (#SDGS and ME) Educate my co-workers and me. Start fundraising campaigns at work. Promote volunteering and capacity building. Do better by doing less harm. Use my connections to empower changemakers. As the saying goes, in I change myself, I change the world. There’s only one corner of the universe you can be sure of improving, and that’s yourself. Kitanglad in Sumilao, Bukidnon as an ancestral land where the Higaonon Indigenous Communities, as early settlers, had lived sustainably for hundred of years. It was their forefathers’, but not anymore. A series of evictions came beginning in the 1930s up to the 1970s when powerful clans in Bukidnon turned the land into cattle ranch and grazing areas. With the advent of the Comprehensive Agrarian Reform Program, struggle to regain back the blessed land began in the `1990s but the powerful clans’ grip of the land had been tightened through legal maneuverings. Thus, in 2007, 55 landless farmers who were members pf the Cooperative did a decisive move that would reverse the flow of history that always favored the rich and the powerful. This time, the appeal for justice was to a bigger court – to the Filipino people themselves. “Walk for land, walk for justice,” was their battle cry when they began their 1,700-km. hike from Sumilao, Bukidnon to Manila that lasted for two long months or 55 days. Day and night they would walk under the excruciating heat of the sun and braving the coldness of the night. Upon reaching Manila on Dec. 5, 2007, and set-up camp at the DAR Central office in Quezon City, the Sumilao farmers walked further to Malacanang on Dec. 17,2007 in a church-led procession escorted by hundreds of supported including bishops, priests, nuns, seminarians and students. They met then President Gloria Macapagal Arroyo for dialogue. Finally on Dec. 18,2007. The President through her Executive Secretary Eduardo Ermita issued an Executive Order to revoke the conversion order of 144 hectares the farmers were fighting for and put the land back under the CARP. Their cause had ceased to be theirs alone but became a national outcry getting outpourings of support from all sectors. The long oppressive years had finally ended for the Sumilao farmers. But the journey to liberate the oppressed Indigenous Peoples has just be-
