More ‘friendship routes’ to open in BARMM: LTFRB

CAGAYAN DE ORO CITY -- The Regional Development Council (RDC)-10 sectoral committees vetted a total of P246.03 billion to fund the programs and projects of participating government agencies, instrumentalities, and state universities and colleges during the series of FY 2023 budget hearings cum 1st Quarter 2022 meetings, February 15-18. Said proposed budget more than doubles the amount approved in the General Appropriations of Act of 2022, which allotted P108.59 billion for Region 10. The Infrastructure sector has the biggest share of the allocation at P113.63 billion (46%). The Social sector follows with P97.53 billion (40%), while the Economic and Macro sectors share P26.55 billion (11%) and P8.32 billion (3%), respectively. C AG AYA N D E O R O CITY – More “friendship routes” will be opened in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the head of the Land Transportation Franchising and Regulatory Board (LTFRB) said after the launch of the Davao-Marawi route for public utility vehicles (PUVs) in Marawi City, Lanao del Sur on Wednesday. During the event, LTFRB chairman, lawyer Martin Delgra III said they are working closely with the BARMM’s Ministr y of Transportation and Communications, and its regional LTFRB offices to establish the identification of the routes. “We have talked initially with (Marawi City) Mayor (Majul) Gandamra about these partnerships, and now we can see that we can already see (heavy) traffic, and it’s not just about (improving) traffics, we are also going to improve the routes (for PUVs),” he said. MARAWI CITY, Lanao del Sur -- Seeing how the education sector is impacted by a strong linkage, Marawi City Schools Division [MCSD] Superintendent Anna Zenaida Unte-Alonto stressed that their convergence with various sectors, particularly the barangay local government units (BLGUs), is vital on the learners’ end. She said it is just proper to strengthen their established partnership with the BLGUs as she believes the schools division will need the aid of its stakeholders considering that it takes a village to educate a child. “It is not only in us that the burden of the delivery of education lies, especially now in the enhancement of school-based management... The BLGUs must go along with us in the journey of the delivery of quality education,” said Alonto.

The superintendent shared that the BLGUs have always been backing their educational endeavors, however, there is still a need to intensify such a connection for more support, including finances and technical skills which are all material to learners’ education more importantly during the light of pandemic now and the opening of the limited faceto-face classes. “We have a very good relation [with the BLGUs] though we need to strengthen for both parties to engage, and know our responsibility and accountability in the development, honing and teaching of our learners especially here in the City Schools Division of Marawi,” said Alonto. Sinovac COVID vaccine for minors gets the green light in Brazil and Thailand

MARAMAG, Bukidnon The Philippines continues to bear the brunt of the effects of climate change. Typhoon Odette, the strongest to hit the country in 2021, has displaced millions of Filipinos in Visayas and Mindanao. Almost 11 million people were affected and incurred billions of damages in various sectors. The rapid intensification of storms is one of the extreme events now more common due to climate change and will make it even more challenging for vulnerable countries like the Philippines. To ensure we stand a chance, the government made a bold commitment to reduce greenhouse gas emissions by 75 percent in 2030 during the 26th UN Climate Change Conference in Glasgow last year. Many say such a pledge

is ambitious. But, with the collective efforts of various sectors and growing ecoconsciousness, then maybe it can be fulfilled. FDC Misamis Power Corporation (FDC Misamis) has been an active participant in this challenge by maintaining reforestation projects. “FDC Misamis vigorously partakes in the environmental protection initiatives of the government through its carbon sink management project. We strive to ensure that our tree-growing endeavors are well maintained, protected, and contribute to reducing the impacts of greenhouse gas emissions,” says Kristine Tiziana D. COVID protection for minors 6 to 17 is within reach as the Sinovac COVID vaccine was given the green light for Emergency Use Authorization (EUA) in Brazil and Thailand which could be the basis for the same EUA in the Philippines. This development can advance the campaigns for pediatric vaccination in the country, allaying parental concerns about their children’s welfare while reducing vaccine hesitancy. Sinovac is also being used for children and adolescents in China, Chile, Indonesia, Malaysia and other countries in the region. In a statement at a recent media forum on COVID-19, Enrique Gonzalez, Chairman of the pharmaceutical consortium the IP Biotech Group, explained the consequences of these findings on the current fight against COVID-19. He said, “The medical communities and regulators in several countries have provided data that can assure parents on the safety and efficacy of vaccinating their children. The data will show that Sinovac is indeed a very safe choice for children and teenagers. This supports the notion on

the safety and reliability of inactivated virus vaccines, much like the flu vaccine.” Gonzalez added that the study in Chile, with data gleaned from 1.9 million children aged 6 to 17 years old, also showed that Sinovac’s efficacy is at about 74%. Minors who have contracted COVID-19 but had been vaccinated with Sinovac avoided hospitalizations with an average batting rate of 90%. More importantly, Sinovac’s efficacy in preventing intensive care unit (ICU) hospitalizations and deaths of COVID-19 stands

at 100%. Chile is one of the countries with the highest vaccination rates globally. It approved the EUA of Sinovac for the aforementioned younger age groups who had no underlying health issues in late 2021. Brazil, though their regulatory body Anvisa, and Thailand arrived to a similar decision this month when they too greenlit EUA for Sinovac for the same age group who has no comorbidities. The Sinovac vaccination in Brazil will take two doses, administered

within a gap of 28 days. Pediatric vaccination against COVID-19 has been gaining ground in other countries. In Hong Kong, authorities have started to vaccinate children aged 5 and above starting early January of this year. Prior to this initiative, face-to-face classes in primary schools and kindergartens were temporarily closed to halt mass infection among the kids. AS attested and declared by thousands of concerned scientists and environmentalists, we are now in the state of planetary emergency and Mother Earth called Gaia is now in severe pain. If Gaia is a human being, she has no more lungs (the forests), her veins (the rivers) are either dried up or polluted, her stomach (the oceans) is acidified, her head is bald as the ozone layer is now depleted, the atoms or molecules in her body are almost dead (all the billions of life forms}, be flora or fauna are now extinct. The earth of course will not end, only ours will. As sons and daughters of Gaia, we must pay homage to her for sustaining life, yet, she has been abused, its forests raped, its biodiversity massacred, its agricultural lands poisoned by toxic chemicals, its rivers drying up, its seas acidified and its ozone layer destroyed. We are now in the 22nd year of the 21st century but we are not so certain anymore if we can reach the 22nd century as the earth warms and the oceans rise. Studies have shown that in the next 20 years the sea level globally will rise by

at least six feet high. The Philippines has some 7,100 islands and it is predicted that we will have just some 3,000 islands in less than 30 years. We must now contend with impending disasters – earthquakes, tsunamis, super typhoons, drought and floods – which are becoming more horrible and fatal. Indeed, there is no free meal in nature. After sacrificing Gaia to the altar of greed and profit because of the dominant development paradigm called corporate globalization or neo-liberal capitalism which is anchored on the growth-at-all-cost development strategy, nature is now taking its vengeance. Our accelerating drive towards ecological disasters is further aggravated by the destruction of ecological base that must feed, cloth and house the exponentially growing population. The 10,000 or so inhabitants had grown to 3.3 billion in 1900 after one hundred thousand years but that 3.3 billion has more than doubled to about 7 billion people today after only 100 years. By 2050, there will be some 9.3 billion people on earth, according to the

UN demographers, which is only 28 years from now. Such tremendous increase in world’s population cannot be matched by food production. On the contrary, food production is decreasing because, according to well known scientists, for every one degree Celsius increase in the earth’s temperature, there will be a corresponding 10% decrease in yields of wheat, corn and rice. In fact, many are puzzled no end why in a world that has become abundant, one billion people on earth are hungry, mostly Asians because corporate globalization that is in control of marketing under the regime of one percent of the world’s population. Such is ecologically worsened as the impending occurrence of famine is now predicted as the Himalayan glaciers are melting. THE campaign of Partido Reporma in Davao took a bad turn when its President, Pantaleon “Bebot” Alvarez went berserk, cussing a vice gubernatorial candidate of Hugpong Ng Pagbabago and describing him as a “special and autistic child”. The person he is referring to is De Carlo “Oyo” Uy, who happened to be the President and Chief Operating Officer of a business conglomerate of the Uy brothers. Oyo, as he is popularly known, nurtured the Davao Metro Shuttle which started off with just 90 units that ply between Davao City and Tagum to 400 buses today servicing the Davao Region, Caraga Region, BARMM, and all the way to Eastern Visayas Region. He was also the big boss of Metro Gear Construction Corporation an ISO-certified firm. Definitely, a no small feat compared to Bebot’s political adventurism. Oyo was on top of a business conglomerate for almost 15 years punctuated only when he ran and won as councilor of Tagum City. The young corporate man who was belittled by ex-Speaker Bebot Alvarez as autistic was the Most Outstanding Councilor of Davao Region and was a finalist in the Philippines Most Outstanding Councilor, a search conducted by the Philippines Jaycees in cooperation with then

Sen. Ed Angara. Bebot spewed out his tirade against persons with disability in his closing remarks during the campaign event attended by some 1,000 Partido Reporma members held in Panabo City last week. Davao-based parents with special children aired their contempt against the former Speaker. Persons with disabilities of Davao are not happy with the insults they got from Bebot and might file complaints in CHR and COMELEC. PWD Philippines, a nongovernment organization, dubbed Alvarez’s rant as “an affront to all parents of children with autism”. Despite the public condemnation, however, the event is still running a live stream on the official Facebook page of presidential aspirant Sen. Panfilo Lacson. I cannot comprehend why both Lacson and Tito Sotto who were present during the event could countenance this. Alvarez is seeking reelection as a congressman in the 1st District of Davao del Norte. Some of his allies had cut their ties from him when he quit as a member of PDP-Laban and resuscitated the moribund Partido Reporma. He then launched an attack on Pres. Rodrigo R. Duterte calling his government a failure. Among his allies severed their ties with the former House Speaker

were Rep. Alan Dujali of the 2nd District and incumbent Vice Gov. Rey Uy, father of Oyo Uy. VG Rey has filed his candidacy for Mayor of Tagum City under HnP. What worries Bebot is that 20 out of 23 barangay captains of Tagum who supported him in 2019 are no longer batting for him. They have joined HnP of Davao City Mayor and Vice Presidential bet Inday Sara Duterte, who, like her teammate Bongbong Marcos, leads in all surveys. The 1st District of Davao del Norte is composed of Tagum the capital city and five municipalities. The registered voters of the district in 2019 totaled to 301,000 and 154,000 of these are from Tagum. The town of Asuncion with 36,000 electorates is also an HnP bastion. Any way Alvarez looks at these political realities obtaining in the first District there is no escaping the fact that it will be an uphill battle for him. PCOO’s Visayas Media Hub breaks ground in Mandaue City MANDAUE CITY - Visayas will soon have its own government media hub that will cater to tailor fitted news and information for its regions, as Presidential Communications Operations Office Secretary Martin Andanar led the groundbreaking ceremony this morning. The facility will rise within the 3,000-square meter property of the Department of Information and Communications Technology (DICT) in Barangay Subangdaku. According to Secretary Andanar, the Visayas Media Hub will serve as the main government broadcast for Central, Eastern, and Western Visayas. “The world-class media hub is part of our vision in the wider PCOO family to ensure that we provide tailored news and information, establish direct connectivity with the public, and bring the government closer to the Bisaya people, especially in preparation for, during times of calamities and disasters, and their aftermath,” he said. The PCOO chief recalled the efforts that they have done in order to improve

the operations not only in the PCOO proper but also that of its attached agencies. He also acknowledged the leadership of the directors and managers who rallied for the improvement of their respective offices. “We have so much catching up to do but we were able to catch up because of good leaders behind it,” he said. President Rodrigo Roa Duterte in a video message extended his congratulations to the PCOO for its initiative to modernize the operations of government media. “I welcome the creation of this new facility and stateof -the-art equipment that will push the government’s communications service across the country. I am certain that this hub will be a beacon of excellence as we modernize government media for the improved welfare of our people in the Visayas and the rest of the nation,” he said. The PCOO proper will take the lead in managing and maintaining the facility. Much like the Mindanao Media Hub, VMH

will also house other PCOO attached agencies such as the Philippine Broadcasting Service (PBS), Philippine Information Agency (PIA), Philippine News Agency (PNA), and Radio Television Malacañang (RTVM). The construction project has an allotment of P300 million, while another P300 million was secured to procure

Transitioning from classroom teaching to online and modular instruction is a challenge even under the best possible circumstances, let alone as an emergency response to the COVID-19 pandemic. In education, as in the rest of the world, it will take a while to adjust to the “new normal.” Beyond the heartbreak associated with losing the classroom connection between educators and learners, families who depend on their school community for resources and guidance may find themselves feeling adrift. The sudden loss of a “normal” schedule is bound to take a toll on learners and teachers alike. After all, structure helps create a sense of safety and security. While a full return to familiar routines is unlikely in the near future, there are still ways to bring order into our abruptly rearranged lives. However, while we teachers and educators continue

to adjust to the change, they should remember to treat themselves with the same compassion they show to learners and families. By maintaining personal connections, establishing routines, and reimagining timelines, educators can create stability and support for themselves and their learners—including those who belong to the most vulnerable populations. As this is an unprecedented moment in public education, it will take time and effort to adjust to the “new normal.” However, by maintaining personal connections, establishing new routines, reimagining timelines, and providing additional support to vulnerable learners, educators can lead the way. They may not be able to replicate classroom teaching during a pandemic, but they can certainly apply flexibility and fortitude to keep learners learning in the days ahead.

That petitioners are husband and wife respectively in a marriage performed under Civil rite on June 26, 2007 at Catbalogan City, Samar, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Purok 5, Tambacan, Iligan City and Maulong, Catbalogan City, Samar, respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for more than seven (7) years now, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on June 26, 2007 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on March 11, 2022 at 9:00 a.m. at which time, date and place. Although the use of technology increases its presence in our daily lives, it would be vital to ensure the presence of technology in the classroom, although now, we are conducting and implementing modular learning. Yet there are still some

schools which delay the use of imminent technology in the classroom, even though it is a valuable learning tool for teachers. More so, as teachers model ethical and responsible online behavior for their colleagues and learners. They teach learners how to protect their privacy and manage their online identity. Schools and offices have already been learning and working from home for over years, and others are only just starting this new way of life. It is a time of learning, for reflection and improving and getting better together. The truth of the matter for all of us is that living in isolation is hard and will get harder over time. We will all experience more challenging times together in those weeks ahead and the human spirit of togetherness is what will help us through. Social-emotional learning (SEL) is right at the top of the list for many of us. We have to relate to educate. To better relate, we have to understand where learners are emotionally so that we can connect with them, get them any extra help they might need, and move them forward. You nor I can know or

understand what children have experienced in this time of challenge and upheaval. So, we have to learn how to reach and teach learners who have experienced trauma. We don’t need to know what it is, but we do need to recognize that the trauma is there. In my experience, I’ve found that assuming that learners have experienced trauma or any kind of unpleasant conditions, of some kind is more likely than assuming that they haven’t. With this, teachers around the world are using mood check-ins, emotional temp checks, and other methods for connecting. Even when connecting at a distance instead of in person, we can all benefit from learning some skills to connect with learners on an emotional level, even while delivering classroom instruction.

Teachers enter the profession because they hope to change lives, but they often find that there are obstacles in their path, and the expectations teachers face can seem impossible to live up to. Finding the sweet spot between achievement and work-life balance

As teachers, it’s easy to fixate on small things: the lesson plan that didn’t go quite as well as we had hoped, the assessment that needs tweaking, the email that should go out today. We do our best, but we must recognize that some things are out of our control. Take a deep breath and let it go. Under the initial agreement, FDC Misamis will plant trees on 10-hectares of Musuan Peak with the option of expansion. Known as a center of excellence in forestry, CMU has approximately 100-hectares of land available to host carbon sequestration projects. “The degrading quality of our environment is very evident. We need to come together and face this threat. Our partnership with FDC Misamis is a testament to

CMU’s commitment to take immediate action because it is everyone’s duty to protect the Earth,” says Dr. Jesus Antonio Derije, CMU’s president. Both carbon sinks house endemic and indigenous trees. If properly managed, the projects can significantly reduce atmospheric CO2 concentrations. The project proponents are yet to estimate the areas’ carbon sequestration rate as it depends on many factors such as the growth characteristics of the tree species, the location’s conditions, and the tree’s age, among others. While significant, the COVID-19 pandemic is unlikely to be the last crisis we will face in our lifetime, and it’s not the first time that school leaders have been called upon to lead through times of ambiguity. Challenges faced by school leaders have ranged from rebuilding after environmental disasters through to supporting communities through economic, social and emotional devastation. During these times, school leaders have provided clarity and direction, built resilience and instilled hope as they remained focused on the best possible outcomes for our dear and school communities. It is without a doubt that the COVID-19 pandemic has surprised the world in numerous ways. The society has faced drastic shifts in its usual way of life even in the simplest form: social distancing, mask wearing, frequent hand washing, among others. The race towards the development of COVID-19 vaccine may be underway, and as of press time, people are still banking on what has been known in the past, and what are currently experiencing in the present in visualizing the “new normal”. The pan-

demic’s significance remains undefined, as “new normal” surfaces and starts to transpose ways and processes that people previously held. Hence, the need for transformational leadership style among school principals are needed. Good leadership in schools fosters nurturing learning environments that help children grow and develop. To cultivate such an environment, school heads must navigate and promote collaboration across the often-complex network of stakeholders: education authorities, teachers, learners, parents and local communities. In a sense, school heads are the glue that holds everyone together. The additional workload due to the unfamiliar circumstances brought on by the pandemic and the increased collaboration among stakeholders may require school heads to work longer hours than statutory regulations call for (seven to eight hours a day on average). Financial compensation for overtime is not always provided, however, it is always with full joy to serve the learners in Misamis Oriental and of course, it will always be, Para sa Bata at Para sa Bayan.

When this happens, some 30 million Filipinos will go hungry as we are importing some 2.5 million metric tons of rice annually from these countries. In fact, last year, the Philippines was the biggest rice importer country in the world, bigger than what China is importing with its population of some 1.5 billion Chinese. Ninety-nine percent of our milk needs is also imported, the reason why 85 percent of the Filipino children are malnourished. The 110 million Filipinos need some 15 million metric tons of rice every year. We can only provide some 13 million metric tons, the balance , we import. I believe it is about time to make our country self-reliant on food. It is paradoxical that while we are feeding the world with all kinds of fruits and cash crops, we are importing basic staples to feed our hungry people. This is so because it is the giant agribusiness corporations that own our agriculture, not the farming communities. Indeed, the loss of ecological integrity goes with it our food security. Thus, the pain of Gaia is our very own pain. Thus, it behooves upon all of us to now heal the wounds of Gaia and by doing so, we heal our own wounds. Now let us feel the oneness with nature as we are all inter-connected with all of God’s creation. Be one with nature – that is true love. Thus, we must now together with one voice shout: WE LOVE YOU GAIA! Love is the supreme force in the universe that commands all obedience, the one to cure all illnesses, diseases and viruses because love is that truest light in the universe and never can darkness defeat the light! Let the love-light shines through now as such is the countervailing force against mankind’s collective insanity that has sacrificed Gaia to the alter of greed and profit because of unbridled materialism and consumerism and the denigration of spirituality. Payroll Officer Duties and Responsibilities: • Updates payroll records by preparing changes in exemptions, insurance coverage, savings deductions, and job titles, and department/ division transfers. • Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages. • Determines payroll liabilities by approving the calculation of employee taxes, and employer’s social security, unemployment, and workers’ compensation payments. • Balances the payroll accounts by resolving payroll discrepancies. • Maintains payroll guidelines by writing and updating policies and procedures. • Complies with national, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions. • Maintains employee confidence and protects payroll operations by keeping information confidential. • Provide clerical and administrative support to the Accounting team. • Compile and update employee records (hard and soft copies). • Lead in payroll preparation by providing relevant data (absences, bonus, leaves, etc). • Perform other duties from time to time in relation to this function.

Qualifications: - Must be a Certified Public Accountant - Minimum 10 years’ experience in Finance-related field - Willing to work in Amai Manabilang, Lanao Del Sur and the BARMM 2. Accounting Officer Duties and Responsibilities: • • • • • • • • • •

Prepare monthly 1601-C remittance for BIR quarterly remittance. Monitor cash advances. Submit bi-monthly DTR. Bookkeep transactions. Record account receivables.

Perform invoicing. Prepare billing payment. Monitor workout deductions and payment. Prepare billing statement. Prepare withholding tax for the supplier. Prepare account receivables. Pay on time all company expenses including payroll. Reconcile processed work by verifying entries, like bank records against company system report. Maintain company accounting program backup for historical records. Verify expense report and prepare check payments. Pay vendors through check and ensure payment is received with official receipt attached on payment voucher. Maintain file on received document/check voucher disbursed for company records. Manage financial records. Check payroll records. Prepare financial statements. Reconcile accounts. Handle reimbursements. Close monthly records and reports. Ensure efficiency and accuracy of records. Perform other duties as directed from time to time.

Despite pandemic adversities, DOST-STII rises WITH its theme, “Pinahinog ng Panahon, Pinalakas ng Hamon sa Loob ng 35 Taon,” the Dept. of Science and Technology (DOST) has prevailed over even with the pandemic adversities that came its way in the last two years. The DOST- Science and Technology Information Institute (DOST-STII), boasts of achievements despite the pandemic that struck globally since 2021. “I can say with confidence that in the year 2021, DOST-STII rises and uses its wings to lift higher. DOST-STII rises despite the adversities that happened in the two years of the pandemic. The wings that constantly lift us remain to be our mandate, mission and vision, core values and our people that are willing to serve amidst the crisis and difficulties,” said DOST-STII director, Richard P. Burgos in his speech at the Hotel Sofitel where the celebration of the department’s 35th anniversary was held. Burgos underscored the importance of each employee “who made our pivot to success a seamless process.” “Together we fly high! Let us all celebrate our flight together toward the future of our vision,” he said. DOST passed the ISO (International Organization

for Standardization) while the DOST Internal Audit Service gave the DOST-STII the highest rating among the 25 DOST agencies it had assessed so far. In communicating Science for the People, the DOST has generated 37,558 news stories last year, 110 percent up from 2020, valued at P13.6-billion or more than double from last year’s P6.6-billion. “On social media, we had 6,421 posts, 386 percent up year-on-year and extended our reach to 30-million, 435 percent up from 5.6-million in 2020,” Burgos said confidently. The online reach of the

DOST’s online broadcasts exceeded 76.2-million representing an increase of 78 percent over the previous year. Meanwhile, “Siyensikat,” a science show on CNN, increased the average viewership per minute to as much as 107,000 compared to 83,000 when it initially aired on GMA News TV in 2019. It was also able to achieve an audience reach of 869,000 for the afternoon slot and 768,000 for the morning slot every Saturday and Sunday at 8am and 4pm, respectively.
