CAGAYAN DE ORO CITY - Provincial governors in the Northern Mindanao region have called on their constituents to remain vigilant and take preemptive steps ahead of the new coronavirus disease 2019 (Covid-19) alert levels beginning Sunday, January 16. In a response to queries on Facebook, Misamis Occidental Gov. Philip Tan on Saturday said those travelers coming to the province, and residents entering establishments, should bring their vaccination cards especially those among the qualified population. In the absence of vaccination cards, Tan said an antigen test with a negative result can be an alternative. “Wherever you go, bring

with you your full vaccination card, or negative antigen test if there is no vaccination card. This will be the standard requirement in traveling going here (in the province), or entering (commercial) establishments. Wear your facemask always and bring alcohol with you,” he said. The Inter-Agency Task Force on January 14 placed Misamis Occidental on Alert Level 3, along with the provinces of Bukidnon, and Misamis Oriental through Resolution No. 157-A. THE Commission on Population and Development (POPCOM) here in Region 10 led by regional director Neil Aldrin Omega has started implementing its programs calendared for 2022 as outlined under Executive Order 141. The said executive order which was signed by President Duterte June 25 last year adopts as a national priority the implementation of measures to address the root causes of the rising number of teenage pregnancies and mobilizing agencies for the purpose. CAGAYAN DE ORO CITY – The Police Regional Office - Northern Mindanao (PRO10) Drug Enforcement Unit seized illegal drugs worth an estimated PHP680,000 in separate operations over the weekend. In a statement Sunday, Brig. Gen. Benjamin Acorda Jr., PRO-10 director, said they will not stop looking for people who do nothing but destroy the nation. “Let them know that the long arm of the law will always be after them, kahit ano pa man ang estado nila sa buhay (whatever their social status may be),” he said. On Friday at about 10:30 p.m. in Barangay Gusa here, 45-year-old Joseph Galiza Santillan, a motorcycle rider, was initially caught with suspected shabu worth PHP1,000 while further search yielded another four heat-sealed transparent plastic sachets of the illegal substance estimated to cost PHP510,000. The following day, another buy-bust operation was conducted in Barangay Bugo at about 7 p.m., resulting in the arrest of Mauricio Pacudan Aparilla, 45, and a carpenter residing in Tagoloan, Misamis Oriental. Police records showed that Pacudan is already under the Directorate of Intelligence list of suspects. Recovered from the suspect were two heat-sealed transparent plastic sachets containing suspected shabu worth about PHP170,000. (PNA)

DA NorMin to rehab ASF-affected areas via Swine Sentinel Program CAGAYAN DE ORO CITY - The Department of Agriculture in Northern Mindanao is set to roll out its Swine Sentinel Program in identified ASF-plagued areas in the region, in the first quarter of this year. In a meeting on Friday, January 7, the DA-10 ASF Task Force led by Regional Executive Director Carlene C. Collado will pilot the program in identified areas in the region, mainly considering the LGUs’ readiness and capacity to implement ASF rehabilitation programs. Under the said program, qualified ASF-affected hog raisers will be provided with a total of 945 sentinel hogs which they may raise while their locations are under probation period, and close monitoring by the ASF Task Force for any occurrence of ASF outbreak.

Before the sentinel hogs will be distributed to the beneficiary hog raisers, cleaning and disinfection of their area within a 30day period must be carried out with the supervision of the LGUs. Thereafter, a 20day environmental

swabbing will be undertaken by the DA-10 through its Regulatory Division along with the LGUs. In which, samples will be tested by the agency’s Regional Animal Disease Diagnostic Laboratory (RADDL). The sentinel hogs

will be distributed to the raisers only if their location tested negative for ASF swabbing. Within 40 days into the Sentinel Program without any recorded ASF outbreak, the ASFinfested area may be released from quarantine, declared

ASF-free, and cleared for swine repopulation. The agency’s concerned divisions: Field Operations, Regulatory, and the Integrated Laboratories will be at the forefront of the agency’s Swine Sentinel Program as preliminary step for

Swine Repopulation in ASF-hit areas. To discuss salient steps of the DA Swine Sentinel Program, a Coordination Meeting with the LGUs is slated for January 11, 2022. “We are currently taking major steps towards ASF recovery in the region. In hindsight, the success of this endeavor greatly hinges on the performance of our respective and collective duties. Hence, I am expecting everyone to keep their best foot forward” Director Collado addressed the DA-10 ASF Task Force. NEGATIVITY or pessimism is a tendency to be downbeat, disagreeable, and skeptical. It’s a pessimistic attitude that always expects the worst. Negative outcomes are bad outcomes, like losing a game, getting a disease, suffering an injury, or getting something stolen. Especially nowadays, we feel our life is turning miserably. Our negativity doesn’t allow us to keep our eyes, ears - and, most important! - our minds, hearts and souls opened. We’re reaching our breaking point. As I said several months ago here: this breaking point can be the prelude to our strongest moment. It is when we reach our breaking point, that we discover our real strength. Allow me to ask you, my dear readers, “What happens to you or with you when you reach your breaking point?” Do you face it or do you run away? I’ll be giving you a very simple answer: If you face it - you break it. If you run away (and/or close your ears, eyes and mouth) - it surely breaks you! Everyday - a dull reality! Many of us will answer this question with a big YES! Actually we do like to cover a newborn’s day already with a gray veil? Each day has a

new face, but sometimes we don’t have the strength to watch its countenance. Of course, not every day has adventures and highlights. But we enjoy quarreling and arguing. With other people and even with ourselves. Contrary to what might be expected, I look back on experiences that, at the same time, seemed especially desolating and painful with a particular satisfaction. Indeed, everything I have learned, everything that has truly enhanced and enlightened my existence, has been through affliction and not through happiness. If it ever were to be possible to eliminate affliction from your earthly existence, the result would not be to make life delectable, but to make it too banal and trivial to be endurable. By observation, we can feel that many of us need help to manage our everyday life. We need something that would keep us going as we journey through life. Many times we can also learn from other people and their experiences. I feel much better in the circle of my Pinoy family. And here is one more thing: Affection is the humblest love - it gives itself no airs. It lives with humble and

private things: soft slippers, old clothes, old jokes, and the thump of a sleepy dog’s tail on the kitchen floor. The glory of affection, the disposition of mind, the good will and tender attachment, is that it can unite those who are not “made for one and another”, people. Who, if not out down by fate in the same household or community, would have nothing to do with one and another. For me life has been a thing of ups and downs in approximately equal measure. I don’t have something sensational to report every day about my progress. Often, I wonder if fulfillment in life is necessarily tied to change for the better. Since this pandemic changed my life dramatically, I start my day with a positive outlook. Don’t start your day guessing that something will go wrong, instead go out with a positive mindset and convince yourself you’ll succeed. Sad and depressing stories filled the newscasts and tabloids these days. See KILLS, page 11

Feel The Oneness & Sacredness of Life

BEFORE being manifested as forms be a human being, a star, a tree, a bird or a lion, all of God’s creations came as awareness/consciousness, well-rooted with the eternal and formless Being. That truism alone will tell us the oneness and sacredness of all creation, now appearing in different forms but coming from one life. All forms are transient, impermanent but the awareness/ the consciousness known also as spirit is eternal. All forms are expressions of the Divinity of the Source of all life and such divine purpose should be allowed to bloom, unfettered from egoic mindset. In fact, oneness and inter-connected with all God’s creation is the number law of nature. But the divine purpose of the Universe has been violated without let up all these years by the homo sapiens that are governed by an insane collective mindset who were responsible in killing its own kind at the tune of more than 100 million human beings in 20th century alone. Not only that! By intensively pursuing consumerist and materialistic lifestyle, the homo sapiens have already sacrificed GAIA (Mother

Earth) and billions of floras and faunas to the altar of greed and profit. Yes, we are now in the 22nd year of the 21st century, but we are not certain anymore if we can reach the 22nd century which is only 88 years from now. Every day, 1,000 hectares of the 386-meterhigh iceberg are melting in the Arctic and the Antarctic that are contributing to the increasing level of the Oceans, our seas are acidifying vanishing our fishery and marine life. As described by Jeff Nesbit in his book, “This is the Way the World Ends,” “Longer droughts in the Middle East are causing extreme water shortages, growing desertification in China and Africa is creating a severe food security challenge; the monsoon season is shrinking in India, perhaps upending a century-old water cycle; amped heat waves in Australia are making part of the continent unlivable. More intense hurricanes could devastate entire cities in America; water wars in the Horn of Africa are now the root of armed conflict; rebellions, refugees, and starving children across the globe are becoming common place.”

The world itself will not end, of course. Only ours will as we are now in the state of planetary emergency with the doomsday clock now set by thousands of scientists to just “one minute before midnight.” But despite this truism, humanity is still in deep slumber. Worse, an unprecedented crime is now being committed against life and against humanity by the homo sapiens through climate change denials. Remember what happened during the recently-held Conference of Parties (COP 26) at Glasglow, Scotland during the G22 Conference attended by some 200 world leaders. COP26 was just all BLAH, BLAH, BLAH, as world leaders gave more priority to the economy rather than saving life on earth. They could not even phase out the usage of coal and fossil fuel, the main contributor to climate change. GSIS now offering emergency loan in areas battered by ‘Odette’ GOVERNMENT Service Insurance System (GSIS) President and General Manager Rolando Ledesma Macasaet announced that the pension fund is now granting emergency loan to members and pensioners in six regions in the country that bore the brunt of typhoon Odette. “Alam kong kailangan ng aming mga miyembro at pensiyonado ang tulong-pinansyal, kaya naman binuksan agad namin ang emergency loan upang makatulong sa kanila,” Macasaet said after President Rodrigo Duterte declared six regions under a state of calamity on December 21, 2021. Active members residing or working, as well as

old-age and disability pensioners residing, in Regions 4B (Mindoro, Marinduque, Romblon, Palawan or Mimaropa), 6 (Western Visayas), 7 (Central Visayas), 8 (Eastern Visayas), 10 (Northern Mindanao), and 13 (Caraga) may apply for the loan. Qualified loan borrowers with existing emergency loans may borrow up to P40,000 to pay off their previous emergency loan balance and still receive a maximum net amount of P20,000. Those without existing emergency loans may apply for P20,000. The loan is payable in 36 equal monthly installments at 6% interest rate computed in advance. It is also covered by loan redemption

insurance, which deems the loan fully paid in case of the borrower’s demise, provided that loan payment is up to date. Qualified to apply are members who are in active service and not on leave of absence without pay; have no pending administrative or criminal case, and have a net take-home pay of not lower than P5,000 after all required monthly obligations have been deducted. Those that have due and demandable loan accounts (have arrears of over six months) are now allowed to renew their previous emergency loan from a different calamity. Members with at least three months of paid pre-

miums within the last six months prior to application date may already apply. BUTUAN CITY – Surigao del Norte Governor Francisco Matugas has tested positive for coronavirus disease 2019 (Covid-19). “Despite following strict health protocols, I am informing the people of Surigao del Norte that I tested positive for Covid-19),” Matugas said in his Facebook account on Sunday afternoon. The governor has been active in relief operations in the different towns in the province after the onslaught of Typhoon Odette on December 16 last year. Matugas said he will undergo isolation for a period of seven to 10 days, as advised by his doctor.

His wife, former governor Sol Matugas, will also undergo the same number of days of isolation, he added. The governor said he is “asymptomatic”. “I am also asking those who came in close contact with me to monitor their health status and be guided on appropriate steps to take,” Matugas said. He also asked the people of Surigao del Norte for prayers and continue to unite to beat the pandemic and recover from the ruins left by the recent typhoon. STATE-owned Development Bank of the Philippines (DBP) has forged a partnership with the Filipino Inventors Society, Inc. While we all get depleted at times, we must not feel like the excitement and anticipation for teaching is something reserved only for the first few weeks or something that only happens haphazardly but that the preciousness

of the experience can be reproducible throughout our career. To be able to fall in love with teaching again begins with remembering that it once fulfilled our goal of being happy. It has been researched and claimed that much of our happiness stems from what is in our control and that there area host of external factors that contribute to our waning happiness. Issues with the bureaucracy of education, funding, changes in class size and structure and mode of instruction as well as student issues all contribute to our falling out of love with the teaching profession. Well very glaringly, as categorically stated “it’s the economy, stupid!” Am not surprised! No way will they stop profiteering through the use of coal and fossil fuel. The US 19 fossil companies are earning some 17 trillion dollars annually or some 10 million dollars every minute! Such gargantuan amount not only goes to these global corporations but to the mainstream media and religious groups. No way will they stop sacrificing Mother Earth and the people and all life forms to the altar of greed and profit! Indeed, every day, thousands of species, be flora and fauna, are becoming extinct. All of these species, were created millions if not billions or years prior to creation of the homo sapiens, meaning, they have more right to exist than us. But the homo sapiens is the most flawed of all of God’s creation. It is quite a paradox that it is stated biblically that “God created man in the image and likeness of God.” Well, the opposite is true – man has created God in his own image, even one brandishing as being “the appointed son of God!” and now accused of rape and other heinous crimes. But the collectively egoic insane mindset of the Anthropocene is going-on horribly without let-up amidst morale collapse and religious apathy! Now, please tell me, will such insane collective mindset be allowed to create more havoc, more massacre, more unprecedented crime against life, against God? No less than Pope Francis in his Encyclical Letter had said that “Climate change is a sin against God!” Who are really passionately countering climate change? Who are opposing the-called corporate globalization known also as aggressive casino capitalism that is in control of the one percent regime of the world’s economy? Such contemporaneous development paradigm known also as neo-liberal capitalism has benefited so much from manufacturing armaments, i.e., nuclear bombs, high powered guns, missiles, etc., that can kill the 7 billion earthlings 33 times over. Rosario Vergeire noted that local cases of the Omicron variant have been detected despite a lag in the whole genome sequencing. Community transmission happens when the transmission of an infectious disease within a group is extensive. To date, the country has confirmed 43 Omicron variant cases – 21 local cases and 22 from international travelers. World Health Organization country representative Dr. Rabindra Abeyasinghe previously said the Omicron variant may soon replace Delta as the dominant variant in the Philippines. It can be recalled that during the onslaught of the pandemic last year, government officials feared that stay at home orders would spur a deluge of unplanned pregnancies accentuated by lack of face to face delivery of family planning services. For instance, poverty incidence among families in Bukidnon drastically dropped to more than half from 47 percent in 2015 to 22.2 percent in 2018. With many couples able to prevent unplanned pregnancies, they are also able to provide for the need of their children and increase savings for other investments, Popcom said in an earlier statement.

Liceo U launches the Northern Mindanao Film Festival (NMFF) 2022: PelikuLABAN Pelikula IT’s curtains up once again for film buffs! Liceo de Cagayan University through her Office of the Vice President for Cultural Affairs in partnership with the National Commission for Culture and the Arts, the Film Development Council of the Philippines, and Safer River Life Saver Foundation announces the Northern Mindanao Film Festival 2021, which is slated from January 26 to 29, 2022; finally after having been postponed twice last year. This year’s festival theme is PelikuLABANPelikula. It is an indication of the enduring nature of culture and the arts that pelikulas or films and filmmaking are still palaban or defiantly fighting despite the pandemic, lockdowns, economic downturns, climate crises, and mental health

issues. The Office of the Vice President for Cultural Affairs of Liceo U, on her 16th cultural season, promotes hope, friendship, wellness, love, and everything that is still good in this world. And it is more than a celebration or a treat for we are ushered through the lenses of Mindanao filmmakers whose stories are worthy of our attention and support. The Festival screens Mindanao narratives in two full-length films, nineteen short films, one short documentary, and a series of talks on the various aspects of filmmaking.
