COTABATO CITY - As part of the third founding anniversary of the Bangsamoro Region in Muslim Mindanao (BARMM), the region’s environment office has distributed 18 land titles, 60 seedlings, and environmental compliance certificates (ECCs) to its clients and partners. BARMM is in the thick of celebrating its anniversary this year with weeklong activities to culminate on Friday. Farmer groups tapped to supply cassava fresh tubers to Korean company

For the sustainability of the interventions under RDP-MIC, a consultation meeting was conducted for the crafting of the guidelines for its implementation, operation and maintenance.

Implementing guidelines for RDP-MIC interventions in Claveria town crafted CAGAYAN DE ORO CITY - The Department of Agriculture - Regional Field Office 10 (DA-10) conducted a consultation meeting with the stakeholders of the Rural Development Project for Multi-Industry Cluster Zone (RDP-MIC) in the Philippines located in Claveria, Misamis Oriental for the crafting of the guidelines for implementation, operation, and maintenance of its interventions. In her message, DA-10 Regional Technical Director for Operations and RDP-MIC Project Manager Carlota S. Madriaga said, that the consultation is important for the sustainability of the Project in the municipality of Claveria. “When the government of Korea hands these projects to us, it will be operated by the benefiting local governments; hence, it is important to come up with operational guidelines so we can continue serving our farmers, which is our very goal

in starting this Project.” Meanwhile, Sea Chol-Son, project manager of Dong IL Engineering Consultants, the lead implementor of the project, hoped that the people of Claveria, particularly those from the benefiting barangays, will be able to manage the facilities well so they can use them for a long time. DA-10 Regional Executive Director Carlene C. Collado shared that totaling to P117.9-million, RDP-MIC is implemented through a fund grant by the Ministry of Agriculture, Food and Rural Affairs through the Korea Rural Community, Corp., and the Philippine government through DA, provincial local government of Misamis Oriental and the municipal local government of Claveria, with Dong IL Engineering Consultants as the project implementer. Included interventions are the construction of a greenhouse, warehouse, multi-pur-

pose covered court, and the provision of a water system in barangay Aposkahoy. Also, construction of a farmto-market road, multi-purpose covered court, and the provision of solar and cassava mechanical dryers in barangay Hinaplanan; and the construction of a small bridge in barangay Gumaod. The interventions under the RDP-MIC are set to be turned over on January 18, 2022, while the training for the operational use of the facilities will be arranged beforehand. Present in the said consultation are the barangay officials of the benefiting barangays, officials of the engineering and agriculture departments of the municipal local government of Claveria headed by Engr. CAGAYAN DE ORO CITY – Farmer cooperatives and associations (FCAs) from Misamis Oriental and Bukidnon may have alternative markets for their fresh cassava tubers with a Korean company eyeing to establish a starch manufacturing plant in Misamis Oriental. The Department of Trade and Industry - Bureau of Investments (DTI-BOI), Department of Agriculture (DA), and the Department of Agrarian Reform (DAR) convened five more cassava producing FCAs on January 11-12, 2022 in CdeO City and via online. These additional groups are from the towns of Alubijid, Balingoan and Balingasag of MisOr, and Manolo

Fortich of Bukidnon, likely bringing to a total of 30 endorsed FCAs to the interested buyer, targeting to implement their cassava processing manufacturing project at barangay Sta. Ana, Tagoloan. Lachica led the discussions on the provisions of the proposed Memorandum of Agreement between the company and the pre-identified raw material supplier organizations, with the assistance from DTI-BOI. Among the salient concerns tackled are volume of deliveries, pricing mechanics, delivery period, quality parameters, and payment term, and the different po-

tential windows of assistance from the agencies were likewise bared. According to DA-10 Regional Executive Director Carlene C. Collado, the focus on the tackled concerns is on optimizing the yield per area planted by the cassava clusters and capital needs to scale up their cassava operations. HOW oppressed are the Indigenous Peoples is well analyzed in a study that concluded: “Indigenous lands have become battlegrounds of conflict pitting communities against powerful forces that aim to grab the lands and resources to advance the political and economic interest in support of agenda that is driven by corporate greed. Dispossession and displacement of IP communities from their own ancestral lands continue unabated despite the recognition of IP rights in national as well as international human rights laws.” Mr. Ceasar Soriano & staff of PTV4 stayed for two weeks in Mindanao early last year and documented the issues besetting the IPs which was shown in three episodes in MAGANDANG GABI PILIPINAS entitled AGAW LUPA, AGAW BUHAY. Here is the summary based on the IP narratives: “Since 2016, a total of 92 individuals have fallen victims to extra judicial killings with around 160 victims frustrated EJKs; 227 IPs have been illegally arrested, detained and abducted and 27 reported being subjected to torture.” In a virtual meeting with top government officials last year, two chairpersons of IP cooperatives Datu

In this process of subversion, there are three kinds of actors: those who tell the lies, those who repeat the lies and those who allow themselves to be seduced by the lies. While we are now in the state of planetary emergency as climate change indicators have escalated so quickly that an emergency response is imperative if civilization is to avoid breakdown and eventual collapse, it is already too late to organize a robust movement. What we can do is to create awareness among the 12 million cooperative members nation-wide and the 1 billion members worldwide to awaken and transform the cooperative movement to be true to its DNA of being value-based and philosophy driven and above all, of being sustainable. Omicron’s road-trip: From pandemic to endemic

THERE is light at the end of the tunnel. And that light may soon bring hope to mankind as the pandemic is seen to meltdown and may be downgraded to being local — endemic to say the least. And the Omicron variant, though rapidly spreading like wildfire may soon vanish into thin air and eventually disappear from the ends of the Earth, so to speak. That said, health experts revealed that Omicron’s rapid spread may help push coronavirus from the pandemic status to a more manageable endemic phase. Since Omicron is highly transmissible but apparently less deadly to cause severe damage as some previous variants, it could mark a transition from this Covid-19 pandemic chapter to an endemic phase. Though still lurking in our midst, the sting of Covid -19 had somehow mellowed down a bit through this less deadly Omicron variant, but health authorities has warned of the continued

resurgence if health protocols are ignored en masse. The pandemic is a global catastrophe of immeasurable proportion never imagined to go down in history as the worst ever health crisis to halt the world’s economy to an almost complete stop. In fact, Covid-19 has affected mankind completely down and out — and just how our lives have changed drastically for a temporary period of time for two years — and still counting, though its pace has been observed in almost stationary motion. That said, this pandemic is the worst crisis ever experienced by mankind, next only to the 1918 global health crisis that had killed millions of our early ancestors. Per record, the influenza pandemic had killed more people than victims of World War 1 at somewhere between 20 - 40 million. It was cited as the most devastating epidemic in recorded world history. And history repeats itself, indeed.

After a quarter of a century, that pandemic with an almost the same face value is back. This makes 2020-21 horrible years to reckon with. And for countless reasons, the last two years really sucked. And as we go through another pandemic year, we do hope death counts will come in trickles as vaccinations progress down to the barangay level. New registrations show continued progress in NorMin: SEC

TANGUB CITY, Misamis Occidental - The Securities and Exchange Commission (SEC) on Tuesday said the increase of new incorporations and registrations in Northern Mindanao is an indication that business remains promising in the region in the last two years despite the pandemic. In a statement, lawyer Frederick A. Enopia, officer-in-charge of the SECCagayan de Oro (CDO) extension office, said for 2021, their office received a total of 1,505 registrations from 726 stock corporations; 67 partnerships; and 712 non-stock corporations. The total number constitutes a 27.56-percent increase from its 2020 figure, which the DTI said was an indicator of a higher filing of new incorporations and applications for expansion in capital. “This is truly evident to what we are seeing today as business starts to operate once again. We have indeed loosened up our precautionary measures, which allow these establishments to recover from the long period of economic loss,” he said. An increase in capital applications, the figures were derived from new company registration filings. The SEC-CDO believed these figures prove that the economy is going back to business as usual, particularly in Northern Mindanao and Caraga regions, which fall under the extension office’s jurisdiction. Enopia also said their office has been innovative in its programs by launching different online systems for clients to use without the need for physical presence. PRRD signs law revising Veterans Bank charter PRESIDENT Rodrigo Duterte signed into law a measure that revised the Philippine Veterans Bank charter. The revised charter now includes post-World War II veterans and soldiers as shareholders, but priority is still maintained for World War II veterans and their immediate descendants. Also known as the Philippine Veterans Bank Act, Republic Act 11597 takes effect on January 21, 2022. Enacted into law, it repealed RA 3518 —An Act Creating the Philippine Veterans Bank — which in turn was amended by RA 7169 or the Act to Rehabilitate Philippine Veterans Bank). RA 11597 increases the bank’s authorized capital

stock from P100 million to P10 billion to align its capitalization with the minimum level prescribed by the Bangko Sentral ng Pilipinas for private commercial banks. This allows PVB to issue additional stocks, increase the number of the Board of Directors to 15 from 11, and move its head office from Manila to Makati City. Lacson: DA’s Plan to Import Galunggong Threatens to ‘Kill’ Our Fishermen

January 19, 2022 - With its decision to import some 60,000 metric tons of fishes such as galunggong and mackerel, the Department of Agriculture may well be “killing” our fishermen. MANILA – The Department of the Interior and Local Government (DILG) on Wednesday urged local government units (LGU) to come up with creative ways to deal with persons unvaccinated against the coronavirus disease 2019 (Covid-19) who are intercepted at checkpoints. Interior Secretary Eduardo Año, in a message to the Philippine News Agency (PNA), commended the Taguig LGU under Mayor Lino Cayetano for convincing unvaccinated persons caught at the checkpoints and having them vaccinated immediately at the vaccination sites. “This is a best practice that should be adopted by other LGUs. LGUs may still craft other initiatives and ideas to encourage people to get vaccinated,” Año said. He earlier said he is in favor of proposals to bring the unvaccinated to the inoculation centers for them to get the jabs. “Taguig City has been doing that on the first day of implementation of restricting unvaccinated persons to their homes. They caught 400 persons at their checkpoints. They were brought to the vaccination site and they agreed to get vaccinated,” Año added. Cayetano has ordered the establishment of vaccination registration booths and the deployment of shuttle vehicles to checkpoints across the city. The program has been initiated to ensure that residents who want to get vaccinated can have easier access to inoculation. On the first day of the

program’s implementation on January 7, about 450 unvaccinated individuals who were flagged at checkpoints and wanted to get inoculated were brought to the city’s vaccination hubs where they got their first dose of the Covid-19 vaccine. The COVID-19 pandemic has led teachers to an unpredictable scenario where the lockdown situation has accelerated the shift from traditional to online educational methods, and relationships have been altered by the avoidance of direct contact with the others, with implications for their mental health. Physical activity seemed to be a factor that could prevent mental disorders such as anxiety or depression in this peculiar situation. Between the unpredictability, the isolation and the newfound challenges in reaching their learners – not only the mental health experts worry but everyone is also struggling – what little mental health support is extended to teachers feels like nowhere near enough. As this pandemic encompasses a big challenge to the education system around the world, our teachers, our learning facilitators, and the prime movers of education are also suffering and struggling. Thus, it is very vital that we should intensify awareness on the mental health of our

teachers, as their state of mind and body will greatly affect their work performance. One significant strategy is to boost our physical activity. As we spend hours in a day and even in the wee hours of the night just to finish all the reports and deliverables on our assigned tasks, it is very important that we as teachers and education prime movers should do various physical exercises and activities in order to keep our minds and bodies healthy and active. With this, studies show that it can be concluded from previous experiences that physical activity and exercise could help to mitigate the effects caused by the current pandemic on the mental and physical health of citizens worldwide. According to Amatriain-Fernández (2020), being physically active should be highly recommended considering that physical activity could help in preventing psychological or mood disorders and improving the quality of life by decreasing the negative psychosocial effects of lockdown due to the COVID-19 pandemic.

We are increasingly hearing about ‘humanizing’ the workplace and it is worth taking a moment to consider what that means for the organization, most especially in this time of pandemic, in which one’s wellbeing is very significant. Humanizing the workplace involves a multi-faceted approach. We must remember that to be human means to make mistakes. Instead of adopting the pervading business narrative that emphasizes getting decisions right first time, every time, organizations such as the Department of Education will need to embrace the messiness that humanizing the work experience inevitably involves. Through this iterative, human approach, we can positively change the employee experience in ways we might never have thought. Unhealthy lifestyles can be a factor in this volume of lost time, but so is poor mental health and stress. Work is one of the largest contributors to stress in any employee’s life. Major risk factors for work-related stress stem from poor communication, lack of support, and inflexibility in working hours and practices. Thus, any policy to address wellness needs to takes these factors into account. According to the website of the House of Representatives, the bill “lapsed into law” on December 26, 2020. HB 10554 was filed on November 29, 2021 as a substitute bill to HB 9978. Authored by Representatives Alfredo Garbin, Franz Alvarez, Pantaleon Alvarez, Jericho Jonas Nograles, Xavier Jesus Romualdo and Edward Vera Perez Maceda, it had its first reading on the same day and was approved on second reading two days later, on December 1, 2021. The Committee on Legislative Franchises in its Committee Report No. 150 dated November 29, 2021 endorsed the substitute bill HB 10554 which provides for the expansion of Davao Light’s franchise area to include Tagum City, the Island Garden City of Samal, and the municipalities of Asuncion, Kapalong, New Corella, San Isidro and Talaingod in Davao Del Norte, and Maco town in Davao de Oro. These areas are presently covered by the franchise of Nordeco, according to Marilou Impuesto, Manager of its Institutional Services Department. Impuesto said Nordeco’s franchise in the mainland is until 2028 while the franchise in Samal is until 2033. “Even from national to local officials, it’s quite obvious that they supported (HB 10554). But since

it’s election time, many of them would not play with this because the number of people who came here can be translated into votes,” Perote said in an interview at the rally. He said CAPECs comprises 30 organizations from the different sectors who united to oppose the privatization of Nordeco. If privatized, he said, “there will be no more voice and representation from the memberconsumers-owners of Nordeco and Davao Light can increase their bills anytime they want without consulting us.” Sitio Electrification Program CAPECs’ members were part of the manifesto signed by 94,000 Nordeco members, who stressed that privatization over the areas covered by Davao Light’s franchise application would adversely affect the national government’s Sitio Electrification Program (SEP) and deprive more than 600 still-to-be-energized sitios under Nordeco operation. The Davao del Norte chapter of the National Center of Electric Cooperative Consumers, Inc. also supported Nordeco’s move, saying the SEP would no longer be given subsidies by the national government once it is operated by a “private-capitalist distribution utility firm like DLPC.” Rep. Godofredo Guya of Rural Electric Cooperatives Board of Directors Association (Recoboda) party-list who spoke at the rally, said this is not only the fight of Nordeco but a fight of over 14 million consumers in the country. “We do not want this to be business-oriented, we want this to be service-oriented,” he said. Lawyer Janeene Depay-Colingan, general manager of the Philippine Association of Rural Electric Cooperatives (Philreca), said HB 10554 was hastily passed both in the Committee on Legislative Franchises and during the second reading in early December. “Philreac and Nordeco submitted our position papers addressing and debunking every point mentioned in the bill’s Explanatory Note but these were not even discussed. They simply insisted that the LGU (local government unit) officials of the franchise area being considered have already spoken – which does not matter because as a cooperative, the voice that we should listen to are those of the member-owner-consumers, not of the politicians’,” she said in an earlier press statement. “It would constitute an unwarranted monopoly of distribution services, not just in the

Social media made a trend with #AcademicFreeze for they cannot bear the pressure on not having face-to-face classes. However, the leaders within the Department of Education did not sit on the current circumstance. They thought of alternatives to continue with effective educational system that would fit the new normal. Options are available for learners: online classes and modules. Both students and teachers had the hard time to adjust with these new learning systems. Despite the difficulty, leaders took the upper hand to manage new questions on the table. The administrative body conducted various seminars that would help the teachers improve their teaching styles that would

cater the needs of students learning online. They also made sure that budget allocations would be available to schools adopting modular learning. Modules go through quality checks to make sure its content accommodates the learners’ needs. School visitations are also consistent in order to monitor each of the school’s activities. Students’ feedback are in consideration to provide room for improvement. Online communication played a huge role among leaders. Before the pandemic, administrators travel from one place to another to have meetings and conferences, but in the new normal, this practice is truly inconvenient. Many said that attaining good education is our vessel and instrument to success. Definitely, it is true. Young ones, we must value education from the time we see the beauty of this world. No less than Pope Francis said when he visited Malacañang a decade or so ago that “it bids us all to break the bonds of social injustice and oppression that give rise to glaring and scandalous inequities.” Yes, in a highly skewed societal order where only 50 oligarchs control the economy, let us now advance cooperativism as the great equalizer. Our vision/mission is to strengthen IP cooperatives to become a countervailing force against climate change and violent extremism. This has become so inspiring, manifesting a peaceful approach to end protracted war. The urgent call now is to organize the 15 million Indigenous Peoples in their 1,200 Ancestral Domains. Why the imperative need? Know that the poorest of the poor now are the Indigenous Peoples whose land and water rights are being violated. In Mindanao alone, some 63 IP leaders have been killed in the last 5 years? For what? For resisting massive land grabbing by Trans-National Corporations in cohort with powers-that-be. Look at the very resource rich Mindanao. Who controls? Who profits? Who benefits? Some two hundred thousand hectares – the choicest of land – which were before owned by the Indigenous Peoples have been transformed into massive plantations to satisfy the consumerist lifestyle of the people in advanced countries while the Filipinos cannot even produce enough staples for its hungry and malnourished people like rice and milk. Isn’t paradoxical that our country is the biggest importer of rice? Don’t you know that 99% of the milk that we consume is imported? Indeed, the culprit is what you call corporate globalization! We are now in the frontline on documenting the issues confronting the IPs to resolve the issues not through armed struggle but through cooperativism. Our approach is to help the IPs include massive planting of giant bamboo in hundreds of thousands of hectares that have been denuded through massive logging and mining in the last 7 decades.
