DepEd eyes Nov. 2 start of mandatory in-person classes By STEPHANIE SEVILLANO

MANILA – The Department of Education (DepEd) said Tuesday that mandatory classes for all public and private schools nationwide will start by November 2, to ensure educational recovery in the country. In a virtual press briefing, DepEd Undersecretary Epimaco Densing III said schools will be given options of in-person, blended, or full-distance learning only until October 31. But after this, all enrolled students will be required to attend face-to-face classes, under DepEd Order (DO) 034, series of 2022. “This is mandatory, they are all required to go to school and the mandate is really to eventually go face-to-face. Everybody who’s enrolled should abide by the Department Order, parents are also encouraged to ensure that their students go to school. Again,

I believe the capacity of the rooms really varies, there are rooms that have seat capacity, there are rooms that are in, 30s, or 20s, and then we leave it to the determination of the regional directors just to ensure social distancing within the classroom,” he said. On Monday, the DepEd released DO 034, stating that the 203 days of Academic Year 2022-2023 for public schools will begin on August 22, 2022 (Monday) and will end on July 7, 2023. ‘Baragatan’ in Palawan: Rising from ‘Odette’, pandemic By JOYCE ANN L. ROCAMORA

MANILA – Palawan, over the past two years, was struck not only by one but two crises -- the devastating pandemic that halted its tourism activities and the catastrophic Typhoon Odette that battered its towns last December. For the most of 2020 and 2021, it either only accepted tourists under a travel bubble set-up or limit them to local visitors. By the end of 2021, “Odette,” the strongest to hit the country last year, battered the province. “We tried to open tourism last year in 2021 with San Vicente and then Covid happened again, the whole Holy Week during the Delta surge, then Odette. If you were here in December you will see the effect of Odette on San Vicente, El Nido, and most of the northern part,” Palawan Tourism Council President Rey Felix Rafols told the Philippine News Agency (PNA) in an interview. “Sobrang devastated tapos ‘yong bridge namin nasira. DAGUPAN CITY – Authorities dismantled on Thursday a drug den in Barangay 4 and arrested six individuals in a buy-bust operation here. In an inter view on Thursday, Philippine Drug Enforcement Agency Pangasinan director Rechie Camacho said the suspect Dennis de Guzman was the target of the early morning operation due to his alleged monitored illegal drug trade activity in his residence. “During the buy-bust operation, the other five arrested suspects were caught on the spot having pot session. De Guzman’s house was known as a one-stop-shop. When his supply of illegal drugs arrives, his trade in his residence was also continuous,” he said.

Camacho identified the other suspects as Jeffrey de Vera from Manaoag town, Benedict Operana, Ranillo Fernandez, Jerico Buenaventura, and Joy Paras, all from Dagupan City. “The suspects except Buenaventura have previous cases on the illegal drugs trade. De Guzman was arrested previously in Isabela province. Their cases were either dismissed or they have availed of plea bargaining and yet return to their old ways,” he said. Authorities confiscated 15 grams of suspected shabu with an estimated street value of PHP102,000 and other drug paraphernalia. Camacho said the suspects are under their custody while cases are being readied for filing against them. (PNA)

PBBM not amused over sick joke on farmers LAST week, the buying price of palay in Midsayap, Cotabato increased to P18/ kilo. This looks like finally traders had their Damascus and bothered by their conscience raised the buying price of paddy rice from a low range of P12.50 to P13.50/kilogram and offered to buy the farmers’ produce at P18/klg. Elsewhere in Bukidnon, traders also increased the buying price of corn at P25/ kilo. The sudden surge of buying prices of palay and corn is an all-time high. This never happened before so we can call this phenomenal and a glorious mystery that happened in a poor farmer’s life. Is this a knee-jerk reaction to Pres. Bongbong Marcos’ veiled threat to come to the rescue of the beleaguered farmers who had been exploited for decades by unscrupulous traders? PBBM holding the Department of Agriculture signals, among others, the revival of NFA which, in the

era of his father, resorted to buying the farmers’ produce because of cruel and exploitative practices of traders then. Farmers in Midsayap and in Bukidnon are not about to celebrate. The incredible buying price increases happened post harvest season when farmers have nothing else left from the past harvest but seeds for the coming planting season. In short, traders simply added salt to a gaping wound. The buying price may hit the rafters but with nothing more to sell the much-ballyhooed increase is nothing but a sick joke. The last and only hope for farmers now to be rescued from the shackles of the traders is for PBBM to fast-track his rescue plans, which includes the resuscitation of NFA facilities, e.g. rice mills and silos, which are important components in the NFA operations. He must woo Congress to provide substantial funds to NFA to enable the agency to buy fresh palay harvests.

If NFA could guarantee to purchase palay at P18/kilo, there will be bonanza of rice starting second planting season which will likely be in the first quarter of 2023. That was how rich our tropical country endemically, oozing with life forms as one tree alone can house some 130 species of flowering plants, orchids, birds, ants and what have you? But that was before, not anymore now as only 5% of our natural forest remain after a century of massive logging. The Philippines had then the finest trees in the world, i.e., red lauan, narra, mahogany, almaciga and what have you? In fact, the American colonizers had some plans then to leave the Philippines as our country is located in the other side of the globe as it would take the Americans months to travel by ship to the Philippines. Better colonize the neighboring countries like

Cuba or Mexica. But in a big debate in the US Senate in the 1900, a certain US Senator by the name of Larry Hieney stood up and said that the US must continue its stranglehold of our country, stating that, “the forest of the Philippines can supply the timber needs of the world for century to come.” And so we did. Even after the US Occupation of our country, the neo-colonizers and the oligarchs through their logging companies had subjected our forest to massive logging activities in utter disregard to the rule of law. Our natural forest were well protected then by existing laws, i.e. no logging in highly- elevated- areas that have a topography of more than 1,000 meters above sea level, no logging in slopy areas with a gradient of more than 50% and no cutting of hard wood and finest of trees. All of these laws were grossly violated as one shipment of logs alone would earn a logger some 360 million pesos, massive raking that did not only go to the pockets of the loggers but to those who were tasked to enforce environmental laws. Based on the information gathered by Task Force Macajalar, from 1950s to 1990s, some 50 10-wheeler logging trucks with armed escorts would pass the thorough fares of Cagayan de Oro from

mid-night till dawn, coming from the hinterlands of Bukidnon and Lanao, each passing logging truck would pay a check-point P5,000. That was the reason why we in Task Force Macajalar had to stage people’s direct actions through human barricades from 1991 to 2000, not cowed by threats and attempts to our lives, highlighted by the throwing of an M2K2 hand grenade to us at dawn in the barricade area. It was our battle cry that in this country, no one is above the law; all must bow down to the majesty of the law because we follow the rule of law and not of money or of powerful loggers some of whom have been voted as mayors, congressmen, governors and even senators. It was so horrible even to contemplate that there was no such thing as rule of law on environment but rule of money and power – the reason why we have lost our dipterocarp forest. It was only through people’s direct actions that we were able to stop massive illegal logging. TACLOBAN CITY – The Department of Environment and Natural Resources (DENR) and the Environmental Management Bureau (EMB) are upbeat about raising the young generation’s awareness of proper solid waste management via its new mascot and mobile game app. O n Tu e s d ay, t h e agency launched the Pinas: Basura Buster (PBB) Mascot and Basura Buster mobile game during the Eastern Visayas Solid Waste Management (SWM) Advocacy Launch at the Summit Hotel here. EMB regional director Reynaldo Barra said

the campaign is to teach children on proper waste segregation, recycling, and disposal “the proper and fun way.” “We want to build a strong foundation on proper waste management while they are still young. The targets are children and youth since they will later serve as future ambassadors of solid waste management,” Barra said in his speech. PBB is DENR’s solid waste management mascot and is the image of DENR’s SWM program, which aims to attract support from the youth. PBB entertained the participants with a lively dance number togeth-

Cops hunt down killers of Maguindanao DepEd exec By EDWIN FERNANDEZ

TACURONG CITY, Sultan Kudarat – A pursuit operation is underway for the killers of a Maguindanao Department of Education (DepEd) supervisor who was attacked in President Quirino town of this province Sunday afternoon. Lt. Godofredo Tupaz, President Quirino town deputy police chief, identified the victim as Maguid Mangudadatu, 63, the schools district supervisor for Central Buluan in Buluan, Maguindanao. Mangudadatu had just

arrived at his home in Barangay Poblacion, President Quirino, at 4:30 p.m. when one of two gunmen barged inside and shot him using a .45-caliber pistol. The attackers sped off aboard a motorcycle, leaving Mangudadatu dead, Tupaz said. “Motive of the attack and the perpetrators remained unknown pending our ongoing investigation on the case,” the police official said. Tupaz said they are also taking the statements of several witnesses for the possible identities of the attackers.

budget’s philosophical basis makes it impractical and problematic. Unconsciously or purposely, a family’s spending reflects its life philosophy. If a family prioritizes day-today living in light of shifting trends, it may spend more on day-to-day living rather than saving for the future. Philosophical families may be ready to forego certain current desires to save for the future. These households may not need cash for immediate needs. Families must communicate their philosophy to channel crucial resources toward productive aims. To successfully use resources, you must grasp their values. Philosophy and values drive managerial approaches. Management is important at home, in public or private institutions, and in business. All members of the unit must work together to achieve the organization’s goal. Management is needed in any organization where members must work together to attain a goal. Every institution, including the family, needs management. Each family manages resources to achieve goals. Some families use resources better than others, meaning they understand management better. In one operation against illegal mining, we were shocked to discover in the mining campsite hand-grenades, Armalites and AK-47. Arrested were five illegal miners who were all Chinese Nationals who were only carrying tourist visa. They were detained for only a week and allowed to go back to China. Why? I think the Bureau of Immigration must explain to the newly elected President why were Chinese Nationals carrying only tourist visa were doing massive illegal mining in the uplands of Cagayan de Oro and Iligan, and using bombs and powerful guns. After that operation, our volunteer from SULOG by the name of Fausto Orasan, known as Datu Sandigan, the chieftain of the Higaonon Tribe in Cagayan de Oro and our fearless environmental colleague in Sulog was murdered in Barangay Tumpagon. Let us now be reminded that we have not inherited the environment from our parents but we owe the environment to our children. But at the rate that we have sacrificed the environment to the altar of greed and profit, we have robbed the future generations of their inheritance. With the loss of ecological security, it is expected that ecological disasters and hunger would

be the “new normal.” Based on studies of concerned scientists, the global sea level will rise by 16 meters in 30 years and some 40 million Filipinos will be rendered homeless. Let us therefore heal the environment back to life or perish! Feel the oneness of all of God’s creation as there is only one life. The BSP has issued guidelines on how to properly handle the polymer banknotes and these include putting them in a wallet that is long enough and where they can properly fit, keeping it clean by using a damp cloth to wipe soiled part, and using it for payments of goods and services instead of hoarding it, and selling or buying it at a higher price. It said the same policies should be used in handling paper banknotes. “The handling guidelines were issued to raise public awareness on the proper use of polymer and paper banknotes to safeguard their integrity and prolong their lifespan,” it added. The BSP also encouraged people to go to banks to check the authenticity of their banknotes if they have doubts about it. “The bank will then refer the banknote to the BSP for examination,” it said. C’mon Let’s Take a Ride on Route N955 (Gingoog–Claveria–Villanueva Road)

SINCE travel restrictions were lifted, tourists and motorists have been flocking to ogle, gawk, ooh and ahh at the scenic sights and attractions of the GingoogClaveria-Villanueva Road in Misamis Oriental. Listed as National Route 955 (N955) in the Philippine Highway Network, the 71 kilometer (44 mile) twoand-four lane secondary highway links the Misamis Oriental municipalities of Gingoog and Claveria to the component city of Gingoog. Although opened to traffic in 2014, it was only recently completed and lops off an hour from the average travel time of 2 hours and 30 minutes between the cities of Cagayan de Oro and Gingoog. Travelers from Cagayan de Oro take a left turn at the Villanueva, Misamis Oriental Public Market, then the road rises to nearly 1,200 meters above sea level (masl) around the 48 kilometer mark, although travelers get to enjoy the scenery the magnificent vistas of the Mt. Balatukan Range Natural Park starting around 20 kilometers up its almost constant rise. However, the last 20 kilometers is all downhill till the turn off at Gingoog City. With elevations as high as 1,200 masl, the pervading climate is often colder than similar places like Marawi and Tagaytay. The weather can change from clear blue skies to fog driven cool winds in the blink of an eye, making it an attractive weekend getaway from residents fleeing the oppressive summer heat of the urban lowlands.

Following are some of the salient attractions travelers and tourists along the route can enjoy: Some 8 kilometers from Claveria proper on the left side along a bend of Route 955 (coming from Villanueva) is the famed Ostrich Tree near the boundary of Barangays Luna and Lanise which has delighted thousands with its unique resemblance to its namesake. Retired forester Carlos Policarpio Bagonoc identifies it as a blackboard tree or devil’s tree (Alstonia scholaris ) known locally as a Dita tree. Former forester Raoul T. Geollegue notes the vegetative grown at its “neck area’ is actually a fern and not a part of the main tree. “It could be any tree species with a growth of ferns around its neck, so it’s not exclusive to any tree species,” Geollegue said. Further on in Barangay Lanise is the Claveria View Deck, a 2-storey viewing deck with a panoramic view of the Balatukan Mountain Range Natural Park and Misamis Oriental’s hinterland areas. Open daily from 9 AM to 5 PM, it is a popular stopover for motorists with its various amenities. The Mt. Balatukan Range Natural Park is one of the 94 Protected Areas in the Philippines covering Gingoog City and the municipalities of Claveria, Medina and Balingasag in Misamis Oriental. It is listed as 103rd Key Biodiversity Area, 91st Important Bird Area and is ranks 121st among the Conservation Priority Areas of the Philippines. The endemic flora and fauna

within its 11,000 hectare protected area include 48 flora, 17 bird, 5 mammal, 4 reptiles, 6 insect and 3 fish species. Mount Balatukan is a massive compound stratovolcano which is the highest point in the province of Misamis Oriental. The volcano has no historical eruptions but displays fumarolic activity. The 2,450-metre (8,040 ft) mountain is topped by a triangular shaped caldera 15 kilometers (9.3 mi) long and 10.6 kilometers (6.6 mi) at its widest. The Balatukan River emanates from and drains the huge crater. It is one of the 17 major rivers that irrigate the natural park’s surrounding areas which also hosts the mystical Bantaawan Lake. The Doalnara Restoration Society-Philippines maintains a 1,500 hectare organic farm in Barangay Aposkahoy which is mainly devoted to the production of yacon for export to South Korea. Established 28 years ago, it is one of the organic farms managed by the South Korean-based Doalnara Restoration Society in eight countries worldwide which exports agricultural products to South Korea. The Cebu Pacific Flight 387 Shrine situated a few kilometers from the slopes of the Mt. Lumot that borders Gingoog City and Claveria, is a memorial to the 99 passengers and five flight crew of Cebu Pacific Flight 398 who perished on Feb. 2, 1998 in one of the worst air disasters in the Philippines. The 20-foot memorial shrine erected about 20 years ago, is located within the

complex being developed by the Misamis Oriental provincial government as a tourism complex with coffee shops, fruit stands, camping areas, flower gardens, a koi pond, and other amenities to promote food and historical and cultural tourism in the province. However, serious trekkers wanting to visit the actual crash site would have to walk some distance as related by Gingoog-based blogger Journaling Mom: The crash site is a 5-hour walk via Camp Haribon. Usually campers sleep through the night at Camp Neil Perez since, it has the space to accommodate tents. From there, it’s another 2 hrs. to reach the crash site. Approaching Sitio Civoleg, Barangay Lunotan, Gingoog City, is MOFDEO Boundary Marker built by the Misamis Oriental 1st District Engineering Office (MOFDEO) under its Gender and Development (GAD) Program. The landmark is equipped with gender responsive comfort rooms for male and female, a gazebo, an aesthetic landscape, and a parking space for stopovers. Not the least and among the newest is the Christ the King Shrine at Barangay Samay, Gingoog City, reputedly the first and tallest in Asia at 75 feet. Following the recent completion of the statue will be a “TulayKalinaw” (Peace Bridge) which will serve as an elevated pathway leading to the 75-foot image.
