Pandemic bares need for MSMEs ICT interventions: DTI By NEF LUCZON

CAGAYAN DE ORO CITY – The effects of the coronavirus disease 2019 (Covid-19) have brought out some entrepreneurs from micro, small, and medium enterprises (MSMEs) who required help with information and communications technology (ICT) skills. This was the observation of the Department of Trade and Industry (DTI) 10 (Northern Mindanao) based on the agency’s two-year experience collaborating with MSMEs in the region. Julie Nieve, DTI-10 spokesperson, said in a media forum Thursday that at the height of Covid-19’s series of community quarantines and the high number of cases, the agency turned to digital platforms to continue its service. “We oriented MSMEs about the importance of having an online presence of their businesses. Some of us may be familiar in using social media, but we have to recognize that some MSME entrepreneurs have yet to learn the online platforms like Facebook,” Nieve said. She said this is true for some farmer-entrepreneurs in rural communities who

Isolated rain showers to prevail across PH Friday By MA. CRISTINA ARAYATA

MANILA – Most parts of the country will experience isolated rain showers caused by localized thunderstorms, the weather bureau said Friday. “We are not expecting a low-pressure area or tropical cyclone until the weekend,” weather forecaster Benison Estareja of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in the bureau’s 5 a.m. weather bulletin. Estareja, however, said at least two tropical cyclones are still expected in the country this July. On Friday, PAGASA

forecast the southwest monsoon to cause scattered rain showers and thunderstorms over Western Visayas. Flash floods or landslides are likely during moderate to at times heavy rains, it warned. Sunny weather is expected over Metro Manila, while partly cloudy to cloudy skies with isolated rain showers or thunderstorms will be experienced mostly in the western section of Luzon. DENR-EMB to install 268 trash traps in most polluted rivers MANILA – The Department of Environment and Natural Resources - Environmental Management Bureau (DENR-EMB) will install 268 trash traps in tributaries leading to Pasig, Tullahan, Meycauayan, and Pampanga Rivers, determined to be among the most polluted rivers and major contributors to Manila Bay. MANILA – Former head of the Department of Public Works and Highways (DPWH), Sen. Mark Villar, aims to continue to advocate for lasting reforms in the infrastructure sector beyond the term of former president Rodrigo Duterte, as the neophyte lawmaker assumed his seat in the Senate. Villar has filed the “Build, Build, Build” Act that seeks to institutionalize and create a 30-year National Infrastructure Program for the country. This is in line with his campaign promise to ensure the continuity of infrastructure projects from the Duterte administration and improve the lives of Filipinos amid the pandemic and other challenges, he said on Thursday. “I am certain that with the passage of this bill, we will encourage investors, facilitate job creation, boost economic growth, and most importantly, improve the quality of life in both the urban and rural areas of the country,” Villar said in a statement. LAOAG CITY – The Fertilizer and Pesticide Authority has alerted farmers in Ilocos Norte to stay vigilant against the presence of fake fertilizers in the market. Noel Tablada, FPA officer in Ilocos Norte, confirmed this on Thursday, saying several samples have already been taken from various agricultural supplies in the province subject to confirmatory analysis. In a July 6 memo addressed to its regional field units, Dr. Myer G. Mula, FPA deputy executive direc-

tor for fertilizer, ordered concerned authorities to stop the use, move, and sale of several locally-manufactured fertilizers being sold by some farm supplies in Pangasinan. These include the Agrimate 9-10-9 granular, Golden Agro Plus, Mula granular fertilizer, Turbo prime multi-elements, and Xian-bee complete 14-14-14 granular that failed in the laboratory analysis. According to Tablada, some of the mentioned fake fertilizer products have reached the province

already. “Eight other locallymanufactured brands which we took samples last week are still awaiting results,” he said. With this, farmers were advised to check every detail including the marking or label of fertilizers they are buying from suppliers. Tablada said the alleged fake fertilizer can be identified through its label as the printing is lighter than the original one. BACNOTAN, La Union – The Department of Science and Technology Ilocos regional office (DOST-1) has awarded a salt production facility and salt iodizing machine to Don Mariano Marcos Memorial State University-North La Union campus- Fisheries Research and Training Institute (DMMMSU-NLUCFRTI) here. In an inter view on Thursday, DOST-1 project assistant Carla Joyce Cajala said the project worth PHP400,000 was a request from the school and part

of its network and linkage program. “It is a grant to the school. Now, they will be able to produce 180 kilograms (kg) of salt per day and 60 kg iodized salt per batch through the iodizing machine,” she said. Cajala said the project now enables the school to produce iodized salt. “They used to just produce ordinary (table) salt. The salt iodizing machine that infused the salt with iodine along with the other facilities boost the production of salt of the school,” she added.

Kim’s Dream His Excellency Must Trailblaze the UN-SDGs

Promoting Agriculture in Harmony with Nature AS the Chief Information Officer of the Department of Agriculture in Region 10 from 1981 to 1990, I firmly believe that agriculture is the liberating path against hunger and poverty, the Philippines being an agricultural country where development can be won or lost through agriculture. I was not surprise to know of His Excellency’s decision to be the one to act as the Secretary of the Department of Agriculture (DA). With no less than the President heading the DA, he can trail-blaze the much needed transformation in a department that all these years has been promoting Conventional Agriculture which is tied -up to the heavy and on-stop use of chemicals that benefitted everyone except those who are working under the excruciating heat of the sun – the poor farmers. That kind of agriculture must be debunked and shift to the paradigm of Sustainable Agriculture in consonance and in harmony with nature. Perhaps in His Excellency’s sorties abroad, he had seen that such has been done by poor agricultural countries that has been the liberating

path against hunger and poverty. Indeed, sustainable development has become the imperative call of the times. In today’s world beset with human made crisis, sustainable development is the urgent call of the times. Based on analysis of development experts, poverty is spreading amidst the technological advancement. Climate change is worsening that has pushed the world in the brink of planetary emergency with the doomsday clock already set at one minute before midnight. Conflicts are raging be it in the Middle East, Ukraine and in many countries where the economic and political dominion of the few oligarchs continues with deepening gross social inequities and social injustices amidst morale collapse and religious apathy. The new President must now awaken the peasantry to be the countervailing force against the painful socioeconomic-ecological realities that have put humanity in disarray, let us have some profound analyses which were the bases of the United Nations’ formulation and issuance of the 17 Sustainable Development Goal (SDGs).

No way can we disregard the UN roadmap on sustainable development otherwise all efforts will just be empty rhetorical languages, illusions dwelling on trivialities. To have a clear understanding on what the United Nations issuance of the 17 Sustainable Development Goals is all about, let us first know the definition of Sustainable Development which is “development that meets the needs of the present generation without compromising the ability of the future generations to meet their own needs.” With the onslaught of climate change, no way can the future generations meet their own needs and the urgent call now is to change course, to debunk “businessas-usual” mindset. Let us understand that amidst the climate change crisis, it isn’t only the people who are affected but hundreds of thousands of species that can’t tell us that they are becoming extinct. Land reform, history, and tsismis

WITH a farmer’s blood in my veins, I still cannot leave the subject of agricultural productivity and what hounds it to date. There is one issue that has not come to the fore simply because it would impact on the political characters that emerged after the government of the late Pres. Ferdinand E. Marcos came to an end. This includes not a few white collar employees who were beneficiaries in the regime change. The political leaders before Marcos were adamant to institute an agrarian reform program. Marcos did. He wrote in his own handwriting Presidential Decree 27 that was to emancipate the tenant-farmers from the bondage of the landlords. The dictum under PD 27 was clear: land for the actual tillers, meaning tenants. When Corazon Aquino took over the reins of government she scrapped PD 27 and replaced this, through a Presidential Proclamation, with Comprehensive Agrarian Reform Program or CARP. This was later passed into law by Congress. There is a stark difference between PD 27 and CARP. While the Marcos decree limits the beneficiaries to tenant farmers, Aquino’s

CARP recognizes not only tenants, but any Tom-Dick and Harry who are landless to be beneficiaries of lands. There is a whale of difference between Marcos and Cory’s doctrines of land reform. Thousands of hectares of agricultural lands were awarded to individuals who hate the smell of the earth but know the values of the land. Thus, what used to be rice lands became either idle or were converted into subdivisions. In the so-called Martial Law museum, an article written about the agrarian reform program of the government interestingly excluded the fact that PD 27 ended with the Presidential Proclamation 131 of Cory Aquino under her revolutionary government. The article also cites that corporate farms were excluded under PD 27. On the contrary, operation land transfer then was dynamic. It initially focused on rice and corn lands for these are the areas where tenancy is most prevalent. Later, it considered coconut plantations which were run by laborers. There were a number of antagonisms in this sector but it went on just the same. Corporate farms using leased lands

from the government were then ordered to allocate portions of the land for rice production. CARP, moreover, mongrelized the essence emancipation of tenant farmers. In a creative move, it allowed a stock option which was in the case of Hacienda Luisita — vast track of lands owned by Corazon Cojuangco Aquino and her kin. It took several years of struggles and protests by the tenant farmers, not a few of whom were mercilessly killed. Chief Justice Renato Corona who decided in favor of the farmers was later impeached by members of Congress and convicted by the centurions in the Senate. Among the first “victims” of PD 27 was Danding Cojuangco, perceived to be a crony of Marcos, and Conrado Estrella, the 1st Secretary of the Department of Agrarian Reform. Lawyer Ian Macaraya, election officer of this capital, said on Thursday the voters’ registration at the City Mall started Wednesday and end on July 16, and at the local Robinsons Place shopping mall from July 18 until July 23, the deadline for the said activity. “The registration for the SK and barangay elections started on July 4 and at first there was a low turnout of people who signed up due to the location of our office,” he said. The Comelec-Dumaguete office is on the second floor of a building at the city public market complex and does not have enough space to cater to many people. CONSTRUCTION industry members including owners, developers, contractors, subcontractors and vendors have experienced varying degrees of impacts as a result of the Covid-19 pandemic based upon the various responses at the local levels. These impacts have resulted in the need for industry members to address both short-term and long-term business challenges as the construction industry is faced with a new national and even international environment. The nature of the impacts and extent of the ramifications are in large part dependent upon the location of both the respective businesses and

underlying projects. Direct impacts have ranged from a slowdown of available goods and labor to suspensions and in some instances terminations of entire projects. Construction activities remain in flux in some localities depending upon whether construction is classified as an essential business. The full breadth and scope of the changes needed to address issues arising from the pandemic area are still unknown and this analysis is likely to continue to evolve. These new realities touch almost every aspect of the construction process and specifically such issues as contract or project notices for default.

MANILA – The current government will “balance everything” despite the small increase in the programmed budget for 2023 at PHP5.27 trillion, Budget and Management Secretary Amenah Pangandaman said. “A f t e r t h e nu m b e r crunching, it’s really PHP5.2 trillion so we really have to work on that given the assumptions by the DBCC (Development Budget Coordination Committee),” she told journalists Wednesday night. The programmed budget for next year, which accounts for around 22 percent of domestic output, will continue to prioritize education, the 5-percent infrastructure spending, and social protection programs, among others, she added. Today, our learners are living in the digital world, so computer literacy for teachers is crucial. It is a situation in which schools should be equipped with computer technology and computer literate teachers to handle and manage the technology in school instructions. Computer literate is having the skills and the knowledge to use computers competently. Comfortable with using computer software and other applications and to know how the computer functions and operates. In addition to teaching pupils how to use computers and other technology, it is now nearly a prerequisite for most teachers to be knowledgeable in that field. Technology and computers are becoming essential employment criteria for teachers, in addition to having sufficient subject-matter expertise and teaching experience. Unfortunately, many teachers currently working have little to no expertise in technology even the technological advancements have occurred within the last twenty years or so. Yet, peer tutoring can be done through school learning action cell sessions to help other teachers improve their technical skills

in computer which brings impact to school instruction. While technological advancements have always had a significant impact on the educational system, the proliferation of new technologies has resulted in seismic changes to how classroom instruction is conducted. Using the computer technology in teaching provides access to an unlimited amount of current information and data from a variety of sources. It also provides a better interactive experience during the learning and teaching process. Regarding the integration of computer technology into the educational system, different people have varying views, particularly if it happens quickly and unexpectedly. Being realistic is still advised because the benefits still outweigh the drawbacks. Constant emphasis on drawbacks should not be interpreted as a call for a return to traditional education, but rather as a warning and an opportunity to identify the flaws more clearly in educational technologies and techniques. The responsibility for analyzing the drawbacks in the upcoming revision and raising the standard of instruction in both physical and virtual classrooms rests on educational institutions and teachers.

It looks like an octopus waling on land. This strange critter evolved its own body. It also learned its own method of moving. This mix of evolution and learning can help engineers build new kinds of robots. A PhD student studying computer vision at Stanford University, Agrim Gupta is sort of like a grandfather to this octopus-like creature and hundreds of other oddlooking virtual critters. He created the ancestors that

gave rise to these creatures. He calls them unimals. The term reflects the fact that they can evolve into so many different body shapes. Some resemble real animals. Other are quite bizarre. The team discovered that a unimal’s body type affects its ability to learn new things. We tend to think of learning as something that happens in the brain. But your body plays a huge role in what things you can learn. The type of world you live in matters, too. If robots can evolve in a simulation, they may develop their own forms that work even better. Then engineers can build bodies they never would have dreamed up on their own.

And it has brought a surge in interest in trade schools like ours, the Ozamiz City School of Arts and Trades. Our school had limited enrollment early in the pandemic for social distanc-

ing. But we are returning to full capacity and have seen inquiries jump 25 percent over the past two years. Most of what you do in math, especially higher level math is approximation and you try and make your approximations better and better and you get more sophisticated methods to do that. Carpentry is just one of the trades that you can study. That’s a generational shift. I think people are not as convinced that they’re going to into one line of work for the rest of their lives.

Let’s face it, ICTs have become our exoskeleton to function in this new normal we have been experiencing (or yet to establish). More than ever before, we now see that the internet and the infrastructure that enable us to access its content shape how we go through continued social interaction and even learning. But a key role of ICTs in everyday life that defines our independence to it is how it has created an environment for us to develop the skillset as a user and provider of ICTs. These competencies are, reading comprehension (i.e., How I am able to go beyond the headlines and fully digest articles), using of keywords to search specific information (i.e., Being able to identify phrases and words to input on search engines to be able to access the information needed), and the dexterity to believe the information (i.e., Having the ability to understand and apply the information I have read and to sift through fake news). Although these are easier said than done, the need to be informed on the current developments of the situation can create the environment for us to become more suitable users of ICTs and not mere brainless consumers. Although access to ICT do not guarantee access to relevant information and knowledge, in the longer run, these will give us more experience to be able to maximize the benefits of ICTs, while not entirely dependent on it. But it still does not define the distinction, does it? Although the ICT gap between age, sex and race is still existent, the ability to comprehend information and knowledge becomes the sensible and more potent sieve. This determines the degree to which individual responses on information and then their participation on what has been instructed of them. News in developed countries where they don’t really believe on the risks posed by the pandemic shows that even in demographics where internet access is highly available, the level of awareness and

understanding is limited or worse, skewed to their entitled lives. Going back to local experiences, those who rely simply on radio headlines and one-minute narratives end up revising the information based on what others have heard as well, thus losing so much information along the way. Worse cases ensue when confusion rises due to the inconsistency of information say, between politicians vs experts. Thus, regardless of an active ICT system, the information being communicated is lost in translation as politicians may not appreciate the jargon while the scientist may lose some of the vital details of data science due to the ‘dumbing down’ and laymanizing of scientific findings. Even the policy for our response in the COVID-19 Pandemic lacks specific protocols on ICT. These issues on ICT dependency, as eminent from the current Science-Politics Dichotomy we are struggling in, create novel conditions for us to understand and view the world around us, with our cognitive abilities as our greatest weapon. These conditions require that we consider questions such as where am I in the spectrum of digital accessibility and how does the digital data and information I can access become entangled with my personal bias and prejudices while I establish my thoughts and stand on what I believe as true before I could even like, share or comment? Beyond the ubiquitous one-click detonation of our thoughts and opinions that we want to present in social media, the urge to let the internet dictate our thoughts and take over our actions should remind us to go back to the competencies we need to maneuver the world of ICTs before we are overcome by its pervasive nature. To be open and malleable to the infinite interpretation of opinions while keeping a strong grip on what are facts is the only way we can reverse the atrophy of our minds and the involuntary movements of our thumbs on our touch-screens.

For this year, EMB will augment the existing activities of the DENR related to the implementation of NPOA-ML,” Cuñado added. A Memorandum of Agreement and a Deed of Donation (DOD) will be entered between the EMB Regional Office and the recipient LGUs. Under the MOA, procurement items such as brand-new trash traps, manually operated waste lifter, plastic boat, and tools/ materials for operation will be distributed to the four identified rivers between the bureau and the local government units (LGUs) concerned. “The LGUs will be monitoring the trash traps installed in their jurisdiction. Also, they will handle the collection, hauling and proper disposal of wastes from the trash traps, and the maintenance and operation of the equipment. And there will be Personal Protective Equipment (PPE) for operators. Engagement of collection and disposal services through the LGUs will also be included to ensure that the collected waste will be properly disposed,” Cuñado said. DAVAO CITY – Davao Oriental Governor Corazon Malanyaon has urged local government units (LGUs) Thursday to strictly enforce regulations in all mining activities in the province. In a statement, Malanyaon asserted the provincial government’s authority as an independent LGU over the mining operations in the province. In a meeting with the Mines and Geosciences Bureau (MGB) Wednesday, the governor examined the inventory of all existing mining tenements in the province and the status of mining operations and permits granted by the MGB. “Davao Oriental has never made mining a priority,” Malanyaon said. However, she clarified that as sustainable mining is part of the national policy,

the provincial government is compelled to pursue its rights over mining taxes and other revenues some mining companies have failed to comply with. “I am just here to protect the interest of my people and my province,” Malanyaon said. Aside from the implementation of strict mining laws, Malanyaon also emphasized her stand not to allow mining operations within the vicinity of the Mount Hamiguitan Range Wildlife Sanctuary. Kagay-anon Composer parlays NCCA grant into Chamber and Orchestral Works Album By MIKE BAÑOS

CAGAYAN DE ORO CITY - Acclaimed Kagay-anon classical music composer Niño Cesar Borromeo Tiro has parlayed an NCCA grant into the first album of his chamber and classical works. Tiro is a grantee of the NCCA’s 2022 Competitive Grants Program from the National Commission for Culture and the Arts (NCCA) by virtue of his Ani ng Dangal Award given during the 13th Philippine Arts Festival for his piano composition Phantasie für Ludwig which was performed by concert pianist Susanne Kessel for Volume 9 of her global composition project 250 Piano Pieces for Beethoven and which quickly became a crowd favorite during Kessel’s concerts and promotional tours in 2019. The fact that a Kagay-anon won in an international composition competition, amongst so many entries, is a testament that he is good in what he does,” said Maria Austregelina E. Alfornon, NCM Secretary. “Unfortunately, not too many people know of this competition, nor have come across Tiro’s works. We, in the committee, always encourage people outside of Manila to be part of NCCA’s competitive grants. We are more than happy to award Tiro this grant, and we are looking forward to the publication of his works,” she added. The recording sessions were done at the Sounds Kradle, Quezon City, Manila, om June 1 and 2, 2022, through CEO Reginald Tan and audio and video recording by classical specialist Holland Lou Buela. The eminent musicians who participated in the recordings included Gina Medina Perez (violin), Nenen Espina (soprano), Anjo Inacay (cello), and Mary Anne Espina (piano). Tiro was born and raised in Cagayan de Oro and started piano lessons when he was five. Among his mentors were the late concert pianists and composer Lino Abrio and Anita Nita Velez AbrogarQuinto. Tiro was already flexing his musical chops even in school, graduating with High Honors in Bachelor of Music, Major in Music Education, Piano Principal at Lourdes College, and Magna Cum Laude at the Liceo de Cagayan University Conservatory of Music, Theater and Dance where he was mentored by worldrenowned Composer/Conductor Prof. Horst-Hans Bäcker for his Bachelor of Music in Composition. “In my decades of teaching Niño is my best composition student. I am therefore not surprised at his excellent compositions and I am very proud of the successes he has already achieved,” Prof. Bäcker notes. Not confining himself to classical music, Tiro has indulged in an eclectic mix of music genres such as rock, blues, and jazz.
