CAGAYAN DE ORO CITY – Col. Aaron Mandia, the city police director, has condemned to the highest level the killing of a delivery rider, a resident of Western Kolambog in Barangay Lapasan, this city,

along with his girlfriend, who was allegedly raped. Mandia said the incident occurred at a portion of the coastal road in San Roque, Lapasan at around 1:30 a.m. of July 17, 2022, following a concerned citizen’s report to the police. He said responding po-

lice officers found the victim already dead. “That upon arrival thereat victim was found lying on the ground bathing with his own blood. Responding elements identified the victim as certain Cris Sabaldana Semaña, 24 years old, male, single,

MANILA – The Commission on Elections (Comelec) on Tuesday said it has yet to receive proposals calling for the extension of the nationwide voter registration which resumed on July 4. “Right now, nothing yet. That’s why we announced the dates earlier so that they can go to our registration centers earlier. But we will see if there is a need if we can still extend,” Commissioner Aimee Ferolino said on the sidelines of the ceremonial signing of an agreement with SM Supermalls, whose branches will serve as venues for satellite voter registration. MANILA – Senator Robinhood Padilla said Tuesday the United States House of Representatives’ move to limit American assistance to the Philippine National Police (PNP) due to alleged human rights violations has no basis. Padilla said as a reservist, he had personally witnessed how the PNP and the Armed Forces of the Philippines (AFP) have upheld human rights in their activities and operations. Holding the rank of captain, he quit his post as head of the communications panel of the Philippine Army’s Multi-Sectoral Advisory Board in December last year after filing his Certificate of Candidacy to ensure that the AFP remained non-partisan. “Witness ako nito sa pagiging makatao ng AFP at ng PNP. BAGUIO CITY – Ifugao Governor Jerry Dalipog said the continuous improvement of the waterways could address the perennial flash flood problem in the province every rainy season. “Flash flood in Banaue is not unusual because in Banaue, this month until December, Ifugao receives heavy rains,” Dalipog, who was the former mayor of Banaue, said in an interview on Tuesday. He blamed the flash flood on drainage canals that get clogged with mud when the mountain’s side slopes erode during heavy rains. The Cordillera Disaster Risk Reduction and Management Council earlier noted that based on its rainfall record, the Philippine Atmospheric, Geophysical and Astronomical Services Administration placed Banaue under Yellow Alert after the town received 110 mm. of rainfall from July 2 to 6, days before a flash flood hit six barangays on July 7. “The rice terraces at Poblacion and Viewpoint eroded and went to the creeks. Beyond the verbal tit-for-tat

ROCKINGHAM, North Carolina—By the time this column sees the light of day, the 20th City Council of Cagayan de Oro City resolved for now their dispute over the chairmanships of the 28 standing committees. True enough, even before the cremated remains of former mayor and assemblyman Reuben Canoy were buried last Friday, the administration bloc voted to clinch all 28 chairmanships of the council’s 28 committees with only the chairmanship of the arbitration committee handed over to newbie Councilor Yevonna Emano. That’s to be expected of course. But what to make of that shouting match between veteran Councilor Edgar Cabanlas and Vice Mayor Jocelyn Rodriguez that made it to the national headlines? For sure Vice Mayor ‘Bebot’ relished the publicity, negative or otherwise, along with her minority bloc allies while Cabanlas and the rest of the administration bloc know full well they have a fight in their hands in the coming session days. From what I’ve watched of the two council sessions, I must say that the vice mayor needs a lot of improvement if she is expected to

deliver quality legislation and programs from her end. She and the minority bloc bear the burden of trying to project themselves as responsible fiscalizers and not just politicians working the crowd and grandstanding to the peanut gallery. And while they’re not openly admitting it, I’m sure the administration bloc is on to their minority bloc counterparts as far as moving resolutions, etc. are concerned. Simply put, the first two sessions are a heated tug of war between the two sides that, while ending with the majority cornering the committee chairmanships, resulted with the minority earning some brownie points with the public. ************** Allow me to elaborate. The way Councilor James Judith II questioned the administration bloc’s moves to clinch key posts in the council (council pro tempore, majority floor leader) and the committee chairmanships, one would think he’s placed them on public trial. And as Councilor Cabanlas pointed out during the administration bloc’s press briefing last Monday, while it was them who pro-

Antique to give educational aid to 1.8K PWDs By ANNABEL CONSUELO PETINGLAY

SAN JOSE DE BUENAVISTA, Antique – The Antique provincial government will provide an initial 100 persons with disabilities (PWDs) in each of its 18 municipalities with educational assistance for the 2022-2023 school year. Vice Governor Edgar Denosta said Tuesday that he would be working to provide more PWDs with the educational aid of PHP5,000 for college students and PHP6,000 for graduate students every semester. The giving of assistance is part of the 44th National Disability Prevention and Rehabilitation (NDPR) Week celebration, from July 18 to 23. “I will lobby that the PWDs will be given allocation on the educational assistance so that they could also have opportunity to avail of the support,” he said. He also instructed personnel of the Antique Pro-

vincial Disability Affairs Office (PDAO), which is under the Provincial Social Welfare and Development Office (PSWDO), to survey the PWDs in college so they would be prioritized in the assistance. Irish Manlapaz, head of the Antique Provincial Youth Development Office (PYDO) that is in charge of the educational assistance, said in a separate interview that 48 PWDs availed of the PHP5,000 per semester assistance last school year. These PWDs, however, applied as part of the indigent college students for which the assistance was primarily intended since there was no specific allocation for the PWDs. “This coming school year there will really be an allocation for PWDs,” she said, provided the student has no failing grades. DUMAGUETE CITY – The number of coronavirus disease 2019 (Covid-19) cases in Negros Oriental has quadrupled over the past weeks, a provincial health official here said on Tuesday. Dr. Liland Estacion, Assistant Provincial Health Officer, told the Philippine News Agency the situation is becoming a concern as many people still refuse to have themselves vaccinated against Covid-19. “The presence of Covid-19 here is real, this is

not a joke, and the cases continue to rise even if they are just in small numbers,” she said in mixed English and Cebuano. As of July 18, Estacion said her office recorded a total of 41 active Covid-19 cases. She believes there are more infections than the reported number due to undocumented cases, with some people opting for self-testing. The province’s total caseload since the onset of the pandemic in 2020 is 23,670 with 743 deaths, she noted.

Last June 21, Estacion reported only eight new active cases, describing the slow climb since then as a “disaster” waiting to happen if people let their guards down. She appealed to the people to continue observing the basic health protocols, specifically the wearing of masks, and avoiding large crowds. “The new sub-variant of the Omicron poses to be of greater and graver health threat, especially to those unvaccinated individuals,

because of existing reports of its higher fatality rate compared to its predecessors,” she said. Estacion also reiterated her call to the public to get vaccinated and avail of the booster shots for added

protection while vaccines are still available. As antigen test kits for Covid-19 are readily available at local pharmacies for home testing, she urged those who test positive for the virus to coordinate with

Iligan to close city college for noncompliance with CHED rules By IRMA BOZA

CAGAYAN DE ORO CITY – Iligan City government on Tuesday moved to close its community college almost four years after it was opened. In a letter, Mayor Frederick Siao asked the City Council to pass an ordinance that will close Colegio de Iligan (CDI) for failure to comply with the minimum accreditation requirements set by the Commission on Higher Education (CHED). Siao said the CDI’s closure was based on the letter issued by the CHED on July 13, which noted the city-run college’s difficulties complying with the requirements “in due time.” Opened to the public on August 13, 2019 under the administration of then-mayor and now Rep. Celso Regencia, the CDI established a temporary campus at the building complex formerly operated by the defunct National Steel Corporation.

The CDI offered courses in criminology, midwifery, agriculture, and social work. Siao said his decision was also based on the recommendation of a task force he created earlier this month to probe the school’s compliance with CHED requirements. “The task force found that CDI has been operating even without the required Institutional Recognition (IR) and Certificate of Program Compliance (COPC) by CHED,” Siao said. In April, CHED issued an advisory that CDI was not yet recognized as an institution because of the pending compliance with the deficiencies required from the school. The value of on-site education is among the most important lessons to be learned from the COVID-19 pandemic. The growing mental health problem among children and adolescents was made worse by remote learning, which further worsened already existing educational disparities. Schools provide our children and adolescents with academic instruction, social and emotional skills, safety, reliable nutrition, physical/ occupational/speech therapy, mental health services, health services, oral health care, and opportunities for physical activity, among other benefits. Families rely on schools to provide a safe, stimulating, and enriching space for children to learn; appropriate supervision of children; opportunities for socialization; and universal support to cope with crisis and loss associated with the pandemic. The personal impact on educators and other school

staff should be recognized. In the same way that students need ongoing support to process the information they are being taught, educators cannot be expected to be successful at teaching and supporting children without having their mental health needs support. The strain on educators as they have been asked to teach differently while they support their own need and those of their families have been significant. It should be urged to get the appropriate COVID-19 vaccinations and boosters. It has been demonstrated that vaccination reduces disease severity, fatality, and disease spread. For the entire school community, timely and enough COVID-19 vaccine resources must be made available. Schools must think about how to keep staff and children apart outside of the classroom, especially during arrival and dismissal, mealtimes, recess, and class changes.

Majority of students with disabilities is now served in general education classrooms as it is embraced inclusive practices in schools. The primary dynamics of the general education classroom is changing due to inclusive measures. Continuing scarcity of special education teachers and movement toward team teaching or co-teaching impact the process that districts approach special education as well. The lines are blurring in diagnosis, pedagogy, and instruction between a general education classroom and special education approaches to instruction. The focus of educators is becoming more about supporting students who face trauma, catastrophic events, multiple disabilities, and special talents, all without the benefit of a clear diagnosis. This is leaving general education classroom teachers responsible for a greater need for understanding of student learning that falls outside the realm of a worksheet and basal reader. Technology is one of the trending issues! As technology continues to substantially alter the classroom, students with Individualized Education Programs (IEPs) are especially targeted for extra support. By leveraging technology, classroom instruction can be enhanced with individual learning occasions which allows teachers greater flexibility. Traumatic – Informed Teaching is another thing! Students and teachers are often faced with dire situations far outside their control. Managing these situations and addressing the emotional impact can make day-to-day instruction feel trivial in comparison.

Homelessness makes one! Educators are well aware of the impact of poverty on students and learning. For homeless students, the classroom could be the one safe, stable place in their day-today lives, an important tether to the safety and security of routine. However, the real challenge is how to accurately identify these students, understand the challenges that they face, and implement whole-child-based strategies to best support them. In the Philippines it disrupts economy, governmental services, businesses and almost all areas including education. The government through the Department of Education (DepEd) moved the opening of classes of SY 2020-2021 from June to October when the Philippines’ educational problems have gotten worse as a result of COVID-19, which has also presented new difficulties. Furthermore traditional face to face classes is prohibited in this time of pandemic. due to the rapid events caused by the health crisis, online or TV distant learning options were required. A blended learning program that combines online classes, printouts, and lessons broadcast on

TV and social media was also introduced in October 2020. Therefore, the internet access of both students and teachers is necessary for the new learning pathways. In order to advance to the following year level, students also take the same tests and other evaluation tools. I smiled at former mayor Oscar Moreno’s statement in his ‘Overtime’ program that based on what he saw during the July 11 session he now has an idea as to how Vice Mayor Bebot ran the barangay council of Barangay Nazareth during her time as barangay captain. Councilor Cabanlas even went so far as to describe Bebot as behaving like a ‘samurai’ by repeatedly cutting and shutting down the administration bloc’s calls to order. Vice Mayor Bebot may think that she and her minority allies could dominate the City Council in the same way that she dominated the Barangay Nazareth council but such mindset that if unchecked can border on arrogance can potentially cause a backlash on her and the minority bloc. It’s a chess game of sorts played by both sides and one wonders who will come out on top. But remember that it wasn’t too long ago when Cagayan de Oro City residents witnessed how the opposition dominated City Council derailed the programs of former mayor Oscar Moreno at every turn, approving only the Christmas bonus proposal because it benefitted them. It’s not just the administration bloc but the minority bloc that the Kagay-anons are keeping a close watch on.
