C A G AYA N D E O R O CITY—The city government will retain the temporary isolation facilities in hotels and inns here as a precaution against the resurgence of coronavirus disease 2019 (Covid-19) cases. In a radio interview Thursday, Mayor Rolando Uy said the decision was based on the advice of the City Health Office (CHO), as cases rise and the public can move freely because of lowered health alert restrictions in the city. “They (CHO officials) also told me that the spike is caused, among other factors, by increased travel of city residents outside the city and that they are monitoring the situation,” he said in vernacular, adding that the cases remain manageable.

Solons hope to hear gov’t plans on pandemic recovery during SONA By FILANE MIKEE CERVANTES

MANILA – Lawmakers on Thursday expressed hope that President Ferdinand “Bongbong” Marcos Jr. would lay down his plans on how to help the country rebuild and recover from the coronavirus disease pandemic and rising inflation during his first State of the Nation Address. Bagong Henerasyon Rep. Bernadette Herrera said Marcos should come up with a new “master plan” that would tackle the country’s pandemic recovery. “We expect the President to unveil a roadmap to help the country recover from the impacts of Covid-19 for the next six years or so,” Herrera said. the virus is contained. “Although the economy has recovered somewhat in the first quarter of this year, millions of Filipinos who lost their jobs remain unemployed, the economy is operating far below its capacity and the recovery appears to be stalling,” Herrera said. Joey Salceda, meanwhile, said the importance of cheaper fertilizers in the government’s efforts to lower food prices amid a global food price surge would “almost certainly be mentioned” in Marcos’ first SONA. “One of his quickest victories as Agriculture Secretary can be fertilizers. It affects teenagers to cultivate bad habits from their surroundings, and it forces them to do things that they are uncomfortable doing. From this, some eventually adopt this particular lifestyle, from a non-smoker to a chainsmoker or those who take drinking against their will. Most teenagers don’t understand they are ruining their life by giving in to pressure from their peers, which can often lead to loss of individuality and integrity because it has already influ-

enced them into thinking that whatever their peers are doing is right. It makes you lose your identity. However, peer pressure isn’t always a bad thing. It can also be a positive influence and can help motivate you to do your best. For example, in school, peer pressure from your classmates to keep your grades up can challenge you to study more and do better. If you are fortunate enough to get a good group of friends, they can influence you to change your personality or the way you act towards other people or yourself positively. With their different perspectives of life, it can also lead you to change yours. In short, they can help you change and make you a better human being. It’s just a matter of making choices. So, be sure to choose wisely and make it count.

Better, responsive welfare aid for distressed OFWs at One Repatriation Command Center By SUSAN DE LEON

CALOOCAN CITY, (PIA) -- The Department of Migrant Workers (DMW) has launch a centralized system that will facilitate, monitor, and document the repatriation of distressed OFWs in coordination with relevant government agencies, private sector, and concerned stakeholders. DMW Secretary Susan “Toots” V. Ople said with the One Repatriation Command Center, all the requests, regardless of the OFWs’ status, whether documented or undocumented will immediately be acted upon. “The One Repat-DMW will help ensure that distressed OFWs are given immediate assistance and are able to come home to their families and loved ones.” “In the past, OFWs and their loved ones had to knock on the doors of several government agencies to ask for help. It’s heartbreaking to see families from the provinces traveling all the way to Manila, incurring needless debts and expenses, and dealing with long periods of anxiety while waiting for the response from government agencies,” she added. WHAT is an accounting clerk? Accounting clerks typically work in office environments. They need knowledge of accounts payable and receivable to work with both customers and vendors. These professionals organize documents and apply credits and debits to accounts while verifying codes to ensure accuracy. One of the primary responsibilities of accounting clerks is balancing financial entries and making corrections as needed. Accounting clerks classify, compute and record numerical data to accurately complete financial records and conduct routine calculations to verify data figures. These professionals work with programmed computers and use accounting software to

store, record and analyze data and information. They must follow DepEd procedures, policies and regulations to maintain compliance. Accounting clerks record and receive cash, checks and vouchers for banks and financial institutions. Accounting clerks are responsible for ensuring the accuracy of figures and documents so they need strong technological skills in various types of software. These professionals often use accounting software. Accounting clerks must also be comfortable using database user interface. Additionally, accounting clerks must understand how to use software for financial analysis. These clerks also need strong mathematical, problem solving and communication skills.

Albay gets P5-M agri rehab aid from DA By CONNIE CALIPAY

LEGAZPI CITY – The Department of AgricultureBicol (DA-5) through the Rice and High-Value Crops Development Program distributed PHP5 million worth of various agricultural inputs and supplies under the Quick Response Fund (QRF) to the province of Albay. In an interview on Thursday, Lovella Guarin, DA-5 information officer, said the interventions of DA-5 aim to help Albay farmers continue to rehabilitate their agricultural production areas after the three consecutive typhoons hit the region in 2020. Guarin said the assistance distributed early this month PHP4 million worth consisted of a set of agricultural equipment-petrol driven brush cutter, portable sprayer with 30-meter hose and nozzle and mist blower. She said it is the 4th tranche of intervention given by the DA-5 to Albay after it was one of the hard-hit provinces in Bicol. IT was a great honor and privilege for the officers of the Kibaritan Farmers St. Peter Higaonon Tribe Agriculture Cooperative of Malinao, Kalilangan, Bukidnon Branch together with the former UnderSecretary/Chairman of the Cooperative Development Authority, Orlando Ravanera, to have met the amazing Mayor who have heard with sense of urgency pressing issues besetting the poor and oppressed farmers. . As reported by them to the honorable Mayor, they have gone to Davao City a week ago and had the privilege of reporting to no less than the very charismatic and amazing Vice President Sarah Duterte Carpio through her Chief of the Davao Satellite Office, Ms. Jean Dixon, the turmoil and horrible challenges that they are experiencing in Kibaritan since 2006. They oozed with joy when they were assured that such urgent concerns will be acted by the Vice President in a week’s time. Be that as it may and with all due respect to the honorable Mayor, they felt obliged to have this development be reported to the honorable mayor and Sangguniang

Bayan whom they believe should exemplify to the highest degree the Constitutional provision that “a public office is a public trust and that all officials of government must exercise their functions to the highest degree of commitment and dedication.” They sincerely expressed to the honorable Mayor that as an intrepid lawyer who ardently follows the rule of law, “you are that most awaited leader to put to rest the issues that have caused us and to our families, so much despair and sleepless nights because of grave social injustice, harassment done to us in gross violations of our human rights since 2016.” They categorically asked, “how dare our lands in Kibaritan had been landgrabbed using pronouncement of military reservation as an alibi! Until now, we are so puzzled why the 16,000 hectares which had been declared as alienable and disposable suddenly formed part of the 46,000 hectares military reservation? Is the 30,000 hectares not enough? We are even more puzzled when our community in Sitio Kibaritan, with a Chapel and an Elementary School established in 1984 has

been converted into a part of the firing range, with an Unidentified Explosive Ordnance (UXO) that caused the death of three innocent children on March 25, 2016 who were playing in the vicinity, devoid of warning or precautionary measures from the concerned military officials? TODAY, I am taking a moment to express my sincerest thanks to President George W. Bush, the 43rd President of the United States of America for having granted me an audience on July 9, 2022, at his residence in the Walker’s Point - Bush Estate, Kennebunkport, Maine. In all levity and candor, at first, I was enveloped in trepidation. I thought it was just a mirage - I can’t believe my eyes upon seeing the President already waiting at the circular driveway in front of the

family’s residence at exactly 1100 hours - our estimated time of arrival. While dismounting from the vehicle, I was astonished looking at the President approaching to meet me sans protocol and security. As we shook hands and I greeted him “Mr. President, finally, I meet my Idol. Happy 76th Birthday!”, I felt the warmth of his sincerity. Honestly, I was surprised beyond expectation by the President’s cordial and warm gestures sans protocol and security. It never crossed my imagination that a person

who, as described in his narratives, have everything - wealth, power and fame has the humility to meet me. Indeed, I was overwhelmed by his unequivocal reception, so much so I can’t find words in the lexicon of language that can best capture how I felt upon meeting “Dubya”. Indeed, I was in awe as the President lead the way for me and my daughter, Mahalia - a nurse at Johns Hopkins Hospital and my “personal driver”. ILOILO CITY – The Department of Agriculture (DA) in Western Visayas is eyeing to boost its rice production this year through the catch-up plan of the national government, including the provision of fertilizer vouchers to qualified farmers. DA Western Visayas Regional Executive Director Remelyn Recoter said one of the marching orders of President Ferdinand Marcos Jr., who also heads the department, is to increase rice yield. “It is very vital given that rice is the staple food of Filipinos. If the production will increase there will be sufficiency in the supply and hopefully prices will reduce,” she said in an interview on Thursday. The intention of the catch-up plan is for the rice production to be sustained at the 2021 level or higher and to provide fertilizer subsidy, Recoter added. VICE President and Education Secretary Sara Duterte said the August 22 opening of SY 2022-23 is final amid calls by teachers for a postponement due to lingering fears about the Covid-19 pandemic. This means that when it comes time for students to lead each other, it must be done with the guidance of their teachers. The best leadership style for teachers is a friendly, supportive one. Instead, offer them some constructive criticism and ask how you can help better next time. A leader who is friendly and supportive will help students feel more comfortable and confident about their ideas. They will also have an easier time developing relationships with others because they are not attempting to control or manipulate them. A leadership style that is not authoritarian or autocratic works well in classrooms because it allows students to express themselves freely without fear of being punished for doing so. Students may be reluctant at first because they want to fit in but eventually become comfortable enough with their new environment where they feel comfortable sharing their thoughts without fear of reprimand from authority figures or peers who might disagree with how someone else thinks about something. As a teacher, you want only the best for your students. To do that, you need to know how they learn best and what works in the classroom setting. Multicultural education is an approach to teaching and learning that is based on democratic values and beliefs and affirms cultural pluralism within culturally diverse societies. It enables learners to recognize, accept and appreciate differences in race, culture, language, social class, gender, religion and special needs. The aim of multicultural education is to ensure equity in education for all students and to help empower young people to make the world a better place both individually and collectively. Benefits of multicultural education include increase of productivity, problem-solving skills and positive relationships and decrease of discrimination and prejudice among learner. A teacher plays an important role in a successful implementation of multicultural education. Many teachers do not know or understand what multicultural education is. Some teachers do not provide opportunity to students to interact with each other. Multicultural education focuses on students’ performance, both academically and socially. Nowadays, teachers are much concern of the academic achievement of their students, and neglect to educate and prepare them to be a responsible person in

a multicultural world. When it comes to teaching, I must be open, knowledgeable, and not afraid to talk about the cultural differences in class. Open discussion in classroom creates a positive and conducive learning environment for everyone. I will also encourage my students to use technology to interact with me and with other students. I want to create an environment that allows my students to feel that they can comfortably interact with other students of different races, socioeconomic backgrounds and ethics. This can actually enrich their own learning, because they can learn other languages, understand other culture etc. Moreover, if my students are willing to interact with others who face different challenges in their lives, then they will have a better understanding of the diversity and social challenges that people face based on racial differences. Students must develop and maintain their cultural competence. Some students struggle to balance the different worlds they live in: academics and culture. In my opinion, students must value both academics and culture, by finding ways to incorporate culture into the school day. It is important for students to value their culture And love their culture too.

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alleging among others. That petitioners are husband and wife respectively in a marriage performed under Civil rite on May 28, 2000 at Floridablanca, Pampanga, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident San Roque, Floridablanca, Pampanga and San Nicolas, Floridablanca, Pampanga, respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond for almost ten (10) years their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on May 28, 2000 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 12, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. YES, Sports Tourism is alive and well! In a span of just a week I was grinning silly hopping from Bohol, Manila and Cebu witnessing and planning some of the greatest sports events which will land in the annals of the Province of Bohol, the Philippine Football Federation, and the municipality of Cordova, Cebu. Boholanos, especially in the idyllic island of Panglao, were simply awed by the staging of the Sunlife 5150 Triathlon and the Go For Gold’s Sunrise Sprint all so professionally organized by Sunrise Events of the Iron-

man Group. Descending in Panglao for a two to three day stay were some 630 athletes from 23 countries with a few hundred more supporters and friends. Residents living in the vicinity of Doljo in Panglao, immersed in a fiesta-like atmosphere for at least two days, with a brain script of wishing to indulge in competitive swimming, biking and running in the near future. Vice Governor Atty Dionisio Balite who represented Governor Erico Aristotle Aumentado throughout the weekend was elated with this sporting event as a catalyst

to tourism and the island economy. Significantly, this event came just 10 days into their administration. In Manila, football took center stage for once over basketball this week, as our national ladies football team historically clinched the ASEAN Football Federation (AFF) Championship - the equivalent of the men’s Suzuki Cup which our Azkals have not yet won so far. But that is a different story from what we have written volumes about. Maybe, one day soon, we will also win the Suzuki Cup. For the two week tournament held in Manila and nearby Cavite, eleven teams (including Australia) participated with Burma, Thailand, Vietnam and the Philippines reaching the semi-finals. Eleven teams with at least 40 members in each contingent and a horde of AFF officials. Eleven teams that would have at least dozens of supporters and family members. Eleven teams accompanied the sports writers and tv crews from each country. Add this all up; conservatively this event would have brought in close to a thousand tourists to a recovering tourism industry

benefitting hotels, restaurants, souvenir vendors and transportation companies. I was teary eyed while watching thousands of fans at the Rizal Memorial Stadium cheering on our newly adopted daughters of Filipino parentage from far beyond our borders. Welcome come, anak. It was surreal with great emotions bundled to create a historic night. Finally, the beautiful game has reached Philippine shores with the kind of magnitude that is needed. And it took these beautiful lasses to bring it home. For decades I was dream-

ing of seeing the Old Rizal filled with football fans cheering the home team. Sunday, July 17 was the closest to my dream. Never mind, my school days weekend Premier League atmosphere of yesteryears, but I liked what I saw and I realized there is still hope for this beautiful game. We wonder if the Department of Tourism will launch a niche marketing campaign in the home town residences of these Filipinas, wherever they are presently living, targeting their classmates, neighbors, relatives, office mates, club mates, etc. You See TOURISM, page 11

Agri 10 office, Claveria town convene with Korean team for corn processing complex upgrade in Brgy. Malagana CAGAYAN DE ORO CITY – The Department of Agriculture - Northern Mindanao (DA-10) through Regional Executive Director Carlene C. Collado and the local government of Claveria, Misamis Oriental, convened with its Korean partners, as they eye for the improvement of the corn processing complex (CPC) in barangay Malagana. A rural development project funded by the Korean (P37.8million) and Philippine (P26.06M) governments, the facility comprising a warehouse, and production and postharvest equipment, among others, was completed in 2013. Since then, it has helped corn farmers in the locality to produce quality grains and to reduce postharvest losses, overall enabling them to command better prices for their produce and earn decent incomes. Particularly, the recent coordination stemmed from LGU Claveria’s request for the provision of experts to conduct an inspection of the CPC from the Korea Rural Community, Corp. (KRCC) thru the assistance of DA-10, in order to assess the facility and identify which portions warrant replacement, repair and/or maintenance. To this end, a delegation was sent led by Jeong Min

Ryu of KRCC and experts from the corn processing machine manufacturer, SH Dryer – Kyoungsub Choi and Philip Briston (Phl branch). Citing the CPC’s vital role in catering to the drying needs of corn farmers, Rolando M. Alfanta, municipal engineer of LGU Claveria reported, that their office has set aside P7-M for the upkeep of the complex amid challenges in the availability of experts and some spare parts for its repair and maintenance. He added that they have done modifications to the facility for a more localized setting, paving the way to easier pursue repair and maintenance works. Agreeing to the value of the corn processing machine, Claveria mayor Meraluna S. Abrogar said, that it greatly aids farmers, as it can accommodate the drying of corn [in cobs] from 10 hectares with an average of 10 tons per hectare within a three-day interval. With Claveria town devoting approximately 10,000 hectares of land to corn farming, the local chief executive even clamored for the expansion of the facility. Given the limited budget, however, to work on the implementation of future development assistance to the municipality, Ms. Ryu asked the concerned office to prioritize items for fund assistance. Is the enrichment of these officials means the dispossession of the poor farmers? Honorable Mayor, there is so much to report as they expressed their utmost thanks. Thus, it is in this context that they are now sincerely appealing to the “Father of Kalilangan” for the conduct of a multi-agency meeting as soon as possible together with the Vice-Mayor, the honorable members of the Sangguniang Bayan, the Barangay Captain and if possible, concerned AFP officials and corporations with business engagements in the land-grabbed areas. It is in this context that the requested meeting is requested by them to put in clear categorical term on WHERE ARE WE NOW? WHERE ARE WE GOING? & HOW TO DO WE NOW BRING BACK THE RULE OF LAW? They are hoping that finally they can put to rest all of these troubling issues which for them are very elementary and simple but have become so horrible and complicated because of the outpourings of gospel of misinformation to justify what clearly are gross social injustices committed against them. They are ardently hoping and praying that the Hon. Mayor Reymon Charl Gamboa will finally be the much awaited “Father of the Municipality” to finally stop the on-going oppression of the farmers whose human rights have been grossly violated including the conduct of the investigation of the death of three innocent children. As a native-resident of Kalilangan, the honorable Mayor has a clear understanding on the status of land that the former soldiers, the ancestors of the present occupants who have been unjustly evicted in gross violation of their prior rights. Their ancestors and their descendants have already acquired prior rights, Now, they are being evicted, and worse, being harassed. Metaphorically, I have worked beneath the wings of past five presidents of our country. I’ve held various elected and appointed positions with local, national and international areas of responsibilities which enabled me travel far and wide. In the course of time, I met high and mighty personalities of all sizes, shapes, colors and ideologies in the penumbra of power. Without intending to make comparison and much less expecting anyone to concur with my standard and opinion, with all due respect, I can’t resist describing “Dubya” as a marvelous host, and consummate diplomat. From our arrival until departure, the President’s composure was an epitome of an authentic gentleman. I must admit, I really felt blown away with the President’s contagious buoyancy and effervescence, rapport and camaraderie wrapped in simplicity devoid of hypocrisy and grandeur. What you see is what you get, a down-to-earth people-oriented leader par excellence. It’s no wonder why George W. Bush was elected Governor of Texas for four consecutive terms from 1994-2001 and became President of the United States off America from 20012009. Frankly, in all the years of my life, it never crossed my mind and neither have I ever conjured that, today, I am in rendezvous and having interlude with the 43rd President of the United States of America, the world’s most powerful nation - the Philippines lifelong friend, mentor of democracy, ,a strategic ally and liberator. My audience with #43 took place six days after the President’s birthday on July 6th, and two days after July 4th - the Independence Day of America, thus it was replete with historical nostalgia. It arouses curiosity as to what we could have been, had we remained an autonomous commonwealth of America as we had been since 1935? Region 10 Agriculture Sector While the regional economy of Northern Mindanao has been steadily recovering from the effects of the global pandemic, it’s not out of the woods yet. In her presentation during the Northern Mindanao Socio Economic Media Forum held 4 July 2022, Regional Development Council-X Vice Chair and NEDA-X Regional Dir. Mylah Faye Aurora B. Cariño said the agriculture sector was a top 3 contributor to the region’s growth in 2021 with 3.8% and remains one of its top employers with 38% of people employed, but its labor productivity ranked lowest at 64% lower than industry, 40% lower than services, and 36% lower than the regional average. The Philippine government’s agricultural programs for the region are for rice, corn, high value crops, and livestock. Large portions of land dedicated to agriculture are used to grow coconut, bananas, pineapple, corn and rice. PSA-X statistics show palay production in 2021 increased by 1.51 percent, with annual average yield 2.27% higher at 4.78 MT per hectare, and regional average annual rice sufficiency at 85.7 percent. Corn production fared better with white corn and yellow corn production higher by 20.54 percent and 33.32 percent, respectively. This enabled the region to attain a corn surplus with a sufficiency level of 144.32 percent in 2021. For 2021, poultry and livestock live weight volume grew by 1.20 percent to 495,720 MT

with all livestock and poultry commodities increased except for chicken. Bananas accounted for 53.9 percent of the total production of major fruit crops in the region, followed by pineapple (1.668 million MT/44.6 percent share, calamansi and mango with a combine share of 1.5 percent. Cassava accounted for the biggest share (85.8%) of the total production of major vegetables and root crops in the region in 2021 with 675,888 MT. Sugarcane accounted for 67.1 percent of the total regional production for selected non-food and industrial crops and had the biggest gain in production in terms of volume at 642,205 metric tons, although abaca (dried raw fiber) grew fastest at 24.4 percent. While aquaculture had the biggest share of the total fisheries production in Region X (46.3%), it also recorded the biggest drop at -21.6 percent, equivalent to 15,111.87 metric tons. The volume of fisheries production dropped 16.3% to 118,112.40 metric tons in 2021, with all fisheries subsectors decreasing production for the period. From Bulacan to Davao, URC employees and volunteers planted over 6,000 seedlings through simultaneous tree-planting activities across 25 areas. Under the theme “Protect Nature, Sustain Our

Future,” this activity aims to promote the relevance of environmental awareness and protection; reinforce its values of environmental stewardship and planetfriendly culture; and capitalize on people engagement to promote environmental compliance and best practices. “This is an important step in fulfilling our am-
