MANILA – President Ferdinand Marcos Jr. received on Thursday Australia’s GovernorGeneral David Hurley for a bilateral meeting at Malacañan Palace after his inauguration. This was the first faceto-face meeting between the new chief executive and a foreign head of

state. The Governor-General is also the highest-level dignitary to attend Marcos’ inauguration at the National Museum on June 30, reflecting the importance Australia places on its long-standing relations with the Philippines. “I am delighted to be in the Philippines, one of

Australia’s closest neighbors, to see the work our countries are doing to elevate our bilateral partnership towards a Strategic Partnership. Our enduring friendship is anchored by our values of mateship and bayanihan,” Hurley said. During their meeting, the heads of state discussed the expand-

MANILA – The southwest monsoon (habagat) continues to bring rains over parts of Luzon and the Visayas, the weather bureau said Friday. Habagat was enhanced by Tropical Depression (TD) Domeng and Severe Tropical Storm Chaba (formerly Caloy). Monsoon rains will be experienced over Zambales, Bataan, Occidental Mindoro, and Palawan. Scattered rain showers and thunderstorms are also expected over Metro Manila, Ilocos Region, Cordillera Administrative Region, Calabarzon, Western Visayas, and the rest of central Luzon and Mimaropa. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said flash floods or landslides are likely in those areas due to scattered to widespread moderate to at times heavy rains. Occasional gusty conditions reaching a strong breeze to near gale in strength will continue to prevail over extreme Nor t h e r n Lu z on , t h e northern and western portions of Luzon, and the western portion of the Visayas. These conditions are more likely in coastal and mountainous or upland localities of these areas.

Rough to very rough seas will be experienced over the western seaboards of central and southern luzon (Zambales, Bataan, The Western Coast Of Occidental Mindoro Including Lubang Island, And The Western Coast Of Palawan Including the Kalayaan Islands); western seaboard of northern Luzon (Ilocos Sur, La Union, And Pangasinan). Moderate to rough seas will be experienced over the remaining seaboards of northern Luzon. These conditions may be risky for those using small seacraft. PAGASA advised mariners to take precautionary measures when venturing to the sea. If possible, avoid navigating in these conditions. The rest of the country will have isolated rain showers caused by localized thunderstorms. Light to moderate winds and slight to moderate seas will also prevail over the rest of the archipelago. Meanwhile, “Domeng” was last seen 950 kilometers east of Basco, Batanes, moving northward at 20 kph. The TD packs maximum sustained winds of 55 kph near the center, and gustiness of up to 70 kph. It is still forecast to remain far from the landmass, and exit the Philippine Area of Responsibility on Saturday. (PNA)

Gonzales said the NUJP’s statement is a discordant response to the issues it raised. He said the SEC has valid legal grounds to shut down Rappler. In an order dated June 28, the SEC affirmed its earlier decision to revoke the certificates of incorporation

of Rappler Inc. and Rappler Holding Corporation for “violation of constitutional and statutory restrictions on foreign ownership in mass media.” “In this country of laws, no one is above the law. No one. Definitely not Rappler,” Gonzales said. Meanwhile, he added that the NTC has more than sufficient cause and reason to order the blocking of Bulatlat and Pinoy Weekly. He said National Security Adviser Hermogenes Esperon’s request to the NTC “is based on undisputed hard facts and evidence [which the NUJP and all other pocket reactionary groups have refused to perceive and understand objectively] that would warrant the issuance of the NTC order”. Gonzales said the regulation of blocktime broadcasting arrangements is a reasonable exercise of regulatory powers by the NTC. LEGAZPI CITY – Mayor Geraldine Rosal on Thursday vowed to continue to practice the good governance in Legazpi City which was started by her husband, outgoing Mayor Noel Rosal, the new Albay governor. The new mayor, whose oath was administered by Executive Judge Elmer Lanuzo, promised to govern with transparency and accountability to make sure all the transactions in the government are beneficial to the people of Legazpi City, the capital of Albay

She added that she would focus on healthcare services, particularly during the pandemic. “We will win to combat the pandemic through the effective healthcare program and I will encourage the Legazpinos to always follow the minimum health protocol as required by the Inter-Agency Task Force (IATF),” Rosal said. CITY OF SAN FERNANDO, Pampanga – Over 11 million free rides have been given to health care workers and other authorized persons outside of residence (APORs) by public utility vehicles in Central Luzon under the Land Transportation Franchising and Regulatory Board’s (LTFRB) service contracting program (SCP) Phase 3. The LTFRB3 logged 11,576,167 free rides provided by transport service cooperatives plying routes in the provinces of Pampanga, Bataan, Bulacan, Tarlac, Zambales, Nueva Ecija and Aurora from April 13-June 28. LTFRB Regional Director Nasrudin Talipasan on Thursday said the program’s goal is to provide additional revenue to operators and drivers who have been severely affected by the coronavirus disease (Covid-19) pandemic by providing free public transportation. Meanwhile, Rodolfo Nojadera Jr. operator of Bagac Modernized Transport Service Inc. in Bataan, said the program is a big help to the operators, drivers, and commuters.

COMMUTERS’ SUPPORT. More than 11 million commuters in Central Luzon avail of the free rides since the Service Contract Program was relaunched in the region from April 13 up to June 28, 2022. “The free rides are a big help to the operators because this is their source for daily expenses. Likewise to the drivers because through the program, they have work in the midst of pandemic. In addition, the commuters were saving a lot on fares,” Nojadera said in Filipino in a social media post. To date, there are 39 routes in the provinces of Bulacan, Tarlac, Pampanga, Bataan and Nueva Ecija that offer free rides. Under the service contracting program, PUV

drivers and operators will provide free rides to commuters and will be compensated by the government every week. The government will shoulder the fuel expenses, disinfection, monthly amortizations, and other overhead expenses. PUV drivers and operators will be paid based on the number of trips traveled per week regardless of the number of passengers they get. The Libreng Sakay in the region will end on July 4. (PNA)

Thank you for your service sir Oscar Moreno ROCKINGHAM, North Carolina—Last Monday’s flag-raising ceremony was supposed to be a sendoff to Cagayan de Oro City Mayor Oscar Moreno who, by the time this post comes out, is back into civilian life with a prospective teaching stint at Xavier University’s College of Law waiting in the wings. I watched the program and sad to say, the audio was static and barely audible. Disappointed, I thought maybe that it was the WiFi connection that’s problematic since I’m on the other side of the world. But then I saw the comments complaining about the audio and I surmised that the technical crew looks to be at fault. Kind of sad since it’s the last flag-raising ceremony for Moreno after nine years serving the people of Cagayan de Oro City. Still, I got some video clips of the flag-raising ceremony and watched the gist of Mr. Moreno’s message. And even if one is a fierce critic or complained about not receiving ayuda (aid) from City Hall, he or she cannot deny that Moreno did a lot of good for the city. Not small or few, but a lot of

good for the City of Golden Friendship. I’ve been anchoring programs of Moreno since he offered himself for public service to the people of Misamis Oriental. I first anchored Moreno’s program at RMN and when I went to dxCO he even followed me there. He also followed me when I transferred to Cagayan de Oro City College (COC) TV-radio station. When I do interviews, I take notes and observe Moreno’s demeanor, gestures and how he answered the question. When Moreno, also dubbed OSM (Oscar Seriña Moreno), was first elected congressman of Misamis Oriental’s first district, he took delight in reporting the electrification program in Magsaysay town. As he often told during this year’s campaign sorties, Magsaysay town nearly tried to break away from Misamis Oriental due to the Provincial Capitol’s failure to address their needs. Thus Moreno’s electrification program served as impetus for other projects he would later implement in the province as governor. I remembered how his face would light up seeing the grateful faces of his constituents whose homes

shine bright at night thanks to Moreno’s electrification program. Whenever Moreno would talk about towns in Misamis Oriental from Magsaysay to Lugait, I’m reminded of another renowned local official, the late Cebu governor Lito Osmeña. Both men knew and talked about their respective provinces with such familiarity, knowledge and awareness as if they were reading a map from the back of their hands. Buying is Like Casting a Vote

EVERY time you buy, please know that buying is like casting a vote, choosing from different economic alternatives, i.e., local vs. foreign, organic vs. inorganic, healthy vs. non-healthy, essential vs. junks. On locally-made vs. foreign products – the latter is winning hands-down. Our country is just a dumping ground of finished products from other countries. Look at our malls, more than 90% of mainstream media. Buy this, buy that to be happy. You want to look “macho”? Smoke Marlboro. You want a long life? Drink Coke, it adds life. All of these of course are fallacies of life, of unbridled consumerism and materialism to perpetuate global corporations’ stranglehold of our mindset. Don’t you know that everything sold in this country passes at least five marketing layers? A pill of Lipitor bought in New Delhi, India at 35 centavos is being sold in our pharmacies and malls at about P50; a bag of fertilizer bought in Ukraine (i.e., Ammonium Sulfate) at P50 is sold in Mindanao at P2,000. There is so much money making by these malls especially SMs, that’s the reason why

the family of Henry Sy is number 76th wealthiest on earth, at the expense of the Filipino consumers especially the poor farmers who are buying fertilizer at a very high price but their produce are being bought at a very low price. When you buy foreign products, you support the livelihood and the job generation in the country where the products are coming from. That’s the reason why thousands of Filipinos are going abroad daily, leaving their families behind just to find job in other countries. Please buy Filipino and when you do this, you are buying locally made, healthy and essentials and support the livelihood of the poor. In buying Filipino, you also debunk the growth-atall cost development strategy that sacrifices the people and the environment to the altar of greed and profit in the name of materialism and consumerism. This is particularly true in a country such as ours that has been selling and consuming what is not producing. Indeed, the Philippines has become a “dumping ground” of foreign products – from needle to tractor. Currently the poorest in

East Asia, our country has been described by development experts as a “sinking ship” where thousands of Filipinos are jumping in droves just to find job is other countries. SEC-CDOEO serves cease and desist order against Wellcons Unlimited Systems Inc. THE Securities and Exchange Commission in an order dated 23 June 2022, has issued cease and desist order (Order) against Wellcons “WELLCONS” Unlimited Systems Inc. to cease from all of its operations. Following the date of the issuance, the Order was immediately served by the SEC Cagayan de Oro Extension Office in Valencia City, Bukidnon as the primary address of WELLCONS. On 3 February 2022, the SEC Enforcement and Investor Protection Department (EIPD) posted an advisory against WELLCONS - informing the public to exercise caution in dealing with any person who is soliciting investments or selling unauthorized securities for and on behalf of WELLCONS. WELLCONS’ president, Mr. Merarie E. Pailagao, its officers, and agents is directed to immediately cease and desist from further engaging in the sale and/or offer of unregistered securities, and to cease its internet presence relating to its investment activities until the requisite registration are filed with and approved by the Commission. The SEC likewise directed the company from transacting any business involving funds in its depository banks and from transferring, disposing, or conveying any related assets

to ensure the preservation of the assets for the benefit of affected investors. Reports said that WELLCONS is enticing the public who need income to invest with it by buying their investment packages, and promising investors a guaranteed return of investment, plus additional benefits and a supply of products. Investors need not exert effort in selling/ distributing WELLCONS products to earn. What is only required is to simply recruit new members to join and invest. The EIPD confirmed it with the other concerning departments of the SEC that WELLCONS, although a registered corporation is NOT allowed to solicit investments from the public. A corporation may only solicit investments when issued with a secondary license to which in this case, WELLCONS only holds the primary registration license. Section 8 of Republic Act No. 8799, or The Securities Regulation Code (SRC), provides that securities shall not be sold or offered for sale or distribution within the Philippines, without a registration statement duly filed with and approved by the SEC. TO head the agency tasked to fix the country’s education system will not be an easy job. Will Vice President-elect and incoming Education Secretary Sara Duterte be able to deliver? As the new government assumes office on June 30, the incoming administration of President-elect Ferdinand Marcos Jr. would inherit several long standing issues across different sectors including the education crisis worsened by the Covid-19 pandemic. Over two years into the pandemic, the Philippines is among the few countries in the world whose schools have not fully opened for in-person classes. As of April 22, there have been about 25,786 schools holding in-

person classes. There are an estimated 60,000 public and private schools in the country. Data from the World Bank shows that the Philippines’ learning-adjusted years of school proficiency would be pushed back from 7.5 years pre-pandemic to 5.9 to 6.5 years, depending on the length of further school closures and effectiveness of the remote learning setup. This means that while the Philippine basic education system offers 12 years of instruction, Filipino students show proficiency equivalent to only around six years spent in school. But I’m sure Duterte is already on this track since she is determined to open all public schools by August.

Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on August 5, 2022 at 9:00 a.m. at which time, date and place. The COVID 19 pandemic brought the world to Health Emergency Crisis that entirely changed on how the way people live, business, works and most significantly the universal shifting of education to flexible learning mode. In this moment on very obviously that none of the species of human race has ever said I am safe and well protected. Thus, in the light of crisis brought challenges to the Department of Education to be more resourceful and innovative to combat the change that advertently experimental to the future unlike catastrophe. According to Charles Darwin, the father of evolution “it is not the strongest of the species that survive, nor the most intelligent, but the one most responsive to changes.” In accordance with the legal mandate of the DepEd it promulgated issuances in the adaptation and implementation on flexible learning options which includes alternative delivery modes and its corresponding learning resources that are responsive

to the needs, context, conditions and diversity of learners. The Republic Act 8525, otherwise known as “Adopt a School Act” recognizes the importance of collaboration of the stakeholders in coping with the many challenges in the Philippine education. The institutionalization of this act become the DepEd’s major initiative in enjoining parents, community members, local government officials, non-government organizations, religious groups, private sectors and other volunteers to ensure that schools delivers its services readily for the children as we move forward to the new normal education setting.
