PBBM sees stronger, more effective Air Force under his watch By RUTH ABBEY GITA-CARLOS

MANILA – President Ferdinand “Bongbong” Marcos Jr. guaranteed Friday his administration’s resolve to make the Philippine Air Force (PAF) “stronger, bigger, and effective” under his watch. Marcos gave the assurance at the celebration of the PAF’s 75th founding anniversary at Clark Air Base in Mabalacat City, Pampanga. In his message, he vowed to continue the ongoing defense initiatives to enable the PAF to keep the country “free, progressive, and secured”. “The ongoing defense modernization effort is in coordination with the basic prerequisites that would complement this administration’s vision for a stronger, bigger, and effective air force, capable of defending and maintaining our sovereign state and of assisting our people in times of dire consequences and today’s reality,” he said in his keynote speech. He said he will seek further improvement of the aerial and surveillance

Kim’s Dream Seeing Clearly Through the Heart

Three Poems Expressing the Essentials IN expressing opinions, it is always done in prose. This time for a change, let me do it in poetry as the outpourings of words do not just come from the mind but direct from the heart. This gives more credence to the adage in the LITTLE PRINCE that “it is only through the heart that one can see clearly, what is essential is invisible to the eye.” That supreme force in the universe called love beacons all of us to exemplify the spirit of oneness irrespective of color, creed or class as we are all in fact, the sons and daughters of Mindanao, It now behooves upon us to shed-off our apathy, unlike that frog that was boiled-up to death because it cannot detect temperature changes. You know that experiment is Biology 101? You take a frog and put it in a pot of cold water. Put the pot on a stove and turn it on to start boiling. As the water in the pot gradually heats up, you tell the frog to jump to save itself, but the frog, if it can talk, will just say, “what are you talking about, nothing is wrong, am ok.” So, it will just sit there until it is boiled up to death.

We were just like that frog in many ways. We called Electric Cooperatives as cooperatives but according to the ruling of the Supreme Court they are just cooperatives in name only. The trillion of pesos as capital share of the 13 million member-consumerowners (MCOs) have not been recognized all these years since the rural electrification law was passed in the late sixties. The existence of the so-called Electric Cooperatives is a great social injustice committed against the Filipino People by the Oligarchs. Electricity like air and water is a means to life and should not be a means of so much money making by the oligarchs. First Poem : A Million Hearts Content for Peace O Mindanao, where ecological wealth abounds,\ So rich in fisheries, agriculture, forests and mines,\ Where beauties do not end at the shorelines,\ But in the Midanaons’ courageous hearts and minds.\ There in the land of the brave and the free/ Amidst nature bounties lies hunger and poverty,\ Why a few with so much to enjoy?/ Yet the many with too little or nothing at all!/ Each shapes the Mindanao

we hold dear, / Behooving upon us to shed off apathy and fear/ Now listen to the cries of the multitude/ Hear what they agonize in their solitude/ Empowerment of the poor and the oppressed the solution/ Let us dismantle structure of social exclusion/ To put the people in the mainstream of progress,/ Let us wage peaceful revolution, / A million voices to illuminate darkness/ For we are all waves of one sea and leaves of one tree/ We now must unite, otherwise we all fall in demise. 2nd Poem: The Wind of Change The wind of change now hovering from the mountains to the cities,/ From the hills to coastal communities, it is the dawn of a new day, in the land of the free,/ For the people to be free from hunger and poverty, / That is our mission,/ Amidst the darkness of helplessness and inequities,/ We will light the torch of social justice and progress,/ We are one family, / Highly committed to serve the poor and the oppressed,;/ working for their See POEMS, page 11

Have my say

If IFS and ANDS were POTS and PANS... A phrase that advises against wishing for impossible or absurd things to happen. The full phrase is “If ifs and ands were pots and pans, there’d be no work for tinkers’ hands.” A: “If only my parents would give me a car, life would be so much easier.” B: “Yeah, well, if ifs and ands were pots and pans, right?” A still longer version: If wishes were horses, then beggars could ride / If turnips were watches, I’d wear one by my side / If ifs and ands were pots and pans / There would be no work for tinkers. Dandy Don Meredith often recited a similar a somewhat similar phrase about wishful thinking that involved candied nuts Well, life doesn’t only consist of addition, subtraction, multiplication and division. Life has ups and downs and everyone tries to survive in his own clock-shell surrounded by a dangerous ocean. Life is stuffed with plenty of excuses, and we are sometimes unable to apologize and say a meaningful “sorry” at the right moment. Excuses don’t know the question of age. I still have two significant examples to

share: The church was crowded. confirmation. A woman came too late. Traffic jams. In need of help, the woman looked to the left and then to the right. It looked like a young man liked to help her. He murmured, “Show up a bit, the LOLA likes to sit down”. The situation looked problem-free at that moment. But after taking a deep breath, the LOLA realized the young man’s comment. She was just 38 years “young”! With uneasiness she looked at the youngster, who started smiling at her. How old could he be? 14 or 15? A very big difference already to her age. Then suddenly, the young man realized his inappropriate remark and stuttered, “Sorry Madam, please excuse me! If I would have only known...!” Choked with emotions, I also listened to the story of my former editor colleague in Germany several years ago. Her mother had expelled her from life. Only while laying on her deathbed, her mother did offer a plea in extenuation because of her lifelong fault. Excuses because one is embarrassed or with a simple alibi can be found

Klaus Doring

at every corner. Did you, my dear reader, count already, how many times you used the term “IF”? Just to mention this example, which I noticed several times from my students. “ If I could pass my German language exam, my partner would be very proud of me!” Sure, not only he, but also me, as your German language professor in Davao City. “If there would be a God, there wouldn’t be so much misery, poverty, and war on earth!” Well, if that’s the way it’s got to be...? If there is no other way? Maybe, you still remember Elton John’s song from 1976: “Sorry (in the right moments!) seems to be the hardest word...” That depends! +++ Email: doringklaus@ gmail.com or follow me on Facebook, Twitter or Linkedin or visit my www. germanexpatinthephilippines.blogspot.com or www. klausdoringsclassicalmusic. blogspot.com.

PH manufacturing conditions improve for 5 straight months By KRIS CRISMUNDO

MANILA – The performance of the domestic manufacturing sector has improved for five consecutive months in June this year, according to S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI). Philippine manufacturing PMI in June recorded a score of 53.8 amid a solid rise in output due to strong demands. Indices above 50 reflect improvement in manufacturing conditions, while below the neutral mark mean deterioration of manufacturing activities. performance last month reflected solid growth of the sector as the country continues to recover from the coronavirus pandemic. “Domestic demand remained strong as the lifting of pandemic restrictions allowed customer activity to pick up,” S&P Global Market Intelligence economist Maryam Baluch said on Friday. The report added that Philippine-based factories have increased employment levels for two straight months in June. Hiring activities rose last month due to greater production requirements and a higher volume of new orders. On the other hand, orders from foreign markets once again contracted in See IMPROVE, page 10

2 Cebu town public schools ‘blessed’ with new buildings By MINERVA NEWMAN

SAN REMIGIO, Cebu – Come the resumption of face-to-face classes in August after more than two years, Dapdap Elementary School and Maño Integrated School in San Remigio, Cebu will have a new three-story building each. Juvelyn Cabatana, a fifthgrade teacher in Dapdap, said the new building is an answered prayer and will improve the learning environment. “We’re very happy. One of our major problems here is lack of classrooms,” she said in a recent interview. “We are so blessed because we were chosen as one of

the beneficiaries.” She said even the school clinic has been utilized as classroom, some students occupy makeshift classrooms and tents, and others have to share classrooms, which she said distracts students and makes them feel that they don’t belong to the class. Lomer Makipig, Grade 8 teacher at Maño, said their new building which will have six classrooms opens up the possibility of accepting more junior high school enrollees or transferees. “ This situation has been difficult not only for learning but also during school activities like card

distribution,” he said in the vernacular in another interview. “The new classrooms will positively impact and aid students to focus and absorb more lessons and topics.” He added it will also be easier for teachers to implement teaching strategies and effectively reach their students. The new buildings, turned over last month, were made possible by the collaboration among Ramon Aboitiz Foundation Inc.’s Education Development Unit, Department of Education, local government and village officials, and other stakeholders. Partnership steps up forest protection in Leyte town By ELVIE ROA

CARIGARA, Leyte – This town’s wide forest will be greener and its protection strengthened after an agreement among different actors from the public and private sectors, and the academe. The town’s remaining forests and wildlife are now protected and preserved following the signing of the memorandum of agreement for all the member agencies of the Multi-Sectoral Forest and Environmental Protection Committee (MFEPC) at this town’s municipal hall on Friday. First Gen’s Energy Development Corporation (EDC) is the prime mover in the mission hoping to preserve the rich lands for these to flourish. Other MFEPC members are the Department of Environment and Natural Resources (DENR), the local government of Carigara, Philippine National Police, Armed Forces of the Philippines, Bureau of Fire Protection, Department of the Interior and Local Government, Department of Agriculture, Perpetual Help Community Cooperative, Eastern Visayas State University, Holy Cross Parish, and people’s organizations. Forest Watch data, Carigara has 3,720 hectares of natural forest, extending over 66 percent of its land area in 2010. By 2021, the municipality has already lost 906 hectares of natural forest. The Carigara Bay Wetlands has been identified as one of the seven bird sites in Eastern Visayas where diverse and numerous species of migratory birds have been documented. The partnership will augment and support the limited manpower of the EDC and DENR-led forest protection team. “We at DENR are grateful to all of the members

of this committee who are committed and find time to be here, to help us in the protection of your remaining forest here in Carigara” said Crisostomo Badeo, Jr., chief of the Community Environment and Resources Office based in Palo, Leyte The forest in Carigara is a part of the geothermal reservation protected by EDC, the operator of the 711-megawatt Leyte Geothermal Project, the world’s largest geothermal steam field, that straddles Ormoc City and the town of Kananga. ZAMBOANGA CITY – The city government of Lamitan is embarking on an ambitious airport project to boost its development as well as that of Basilan province. Mayor Roderick Furigay said Saturday they have started the acquisition of land in the area where the airport will be constructed. Furigay said the lots they have acquired are in the Barangays of Calugusan, Balas, Boahan, and Ubit, which were identified by the Civil Aviation Authority of the Philippines (CAAP) as the ideal site for the airport. “As far as purchasing of the land is concerned, we are now at 30 percent. We need to acquire not less than 100 hectares of land for the airport project,” Furigay said in an interview. “We have already ac-

quired 30 hectares of land,” he added. The city government has allocated PHP30 million while the provincial government added PHP20 million for the acquisition of land alone. He said the airport they envision would have a twokilometer runway. Furigay said Basilan could have its own airport like the neighboring provinces of Sulu and Tawi-Tawi. He noted that Basilan did not even have an airstrip at present unlike several years ago, “there were many airstrips at the rubber plantations maintained by multinational companies.” The multinational companies left Basilan as the rubber plantations were covered by the Comprehensive Agrarian Reform See BUILD, page 10

in the southern part of the country. “This enhanced capability is also proven to be very critical in the Philippine military’s efforts to protect the nation from local communist insurgents and the extremist groups in the south,” he said. He lauded the PAF for providing “suitable and sufficient” support during humanitarian and disaster relief operations. The loyalty, commitment, and love of the country of the “brave and courageous” PAF personnel are “definitely worthy of emulation for not only those in the military but of all citizens of the Philippines”, he said. PAF Commanding General Lt. Gen. Connor Anthony Canlas Sr. assisted Marcos in conferring awards on units and personnel who showcased exemplary performance in service. “Congratulations to all the awardees. All of you are worth our emulation, our respect, our admiration. You are what makes this 75th year even more meaningful and essential that it already is,” Marcos said. (PNA)

message dated July 1 and released the following day, Marcos said the bill “lacks coherence with existing laws, rules, and regulations”, noting that it has no provisions for an audit by the Commission on Audit (COA), procedures for expropriation of lands awarded to agrarian reform beneficiaries, and a master plan for the specific boundaries of the economic zone. “Presidential veto is the fastest way to cure the defects of HB 7575, espe-

cially the provision which exempts the Commission on Audit to look into the financial transactions on the special economic zone and freeport. Had the President not vetoed the HB 7575, it would have lapsed into law on July 4 or 30 days after the bill was sent by the legislature to Malacañang,” Cruz-Angeles said. She noted that all financial transactions in government are audited by COA and the proposed BACSEZFA should be of no exception. “Without those necessary amendments indicated in the veto explanation, the law may be vulnerable to constitutional challenge. The delegation of rule-making power on environmental laws which is unique to the special economic zone is of particular concern,” she added. Citing Marcos’ veto message, she explained that the bill did not provide procedures for expropriation of lands awarded to agrarian reform beneficiaries and granted “blanket powers” to the economic zone authority to handle technical airport operations, which would violate aeronautical laws. The proposed economic zone is also located “in close proximity” to the Clark Special Economic Zone in Pampanga which runs against government policy on creating special economic zones in strategic locations. BACSEZFA was described by SMC as a “major boost to both national and local economies” as it will complement the PHP740billion airport project. Under its conceptual master plan, the NMIA will feature four parallel runways, world-class terminal, and a modern and interlinked infrastructure network that includes ex-

The percentage transmits to 373,000 individuals. Underemployment refers to the desire of the underemployed or employed persons in the region to have additional working hours in their present job, to have an additional job, or to have a new job with longer working hours. “The increase in the underemployment might be due to the inflation hence more people want to have longer working hours or additional jobs,” she said. liberation through peaceful revolution./ We will harness collective potentials, rallying all stakeholders,/ We will advocate, we will empower,/ We stand as one dedicated to serve,./ Now social transformation in the offing,/ gaining headways, taking responsibilities,/ Let us be reminded of our impending victory,/ The people united can never be defeated. 3rd Poem: Veritas Liberabit Vos (The Truth Shall Set Us Free) My name is Veritas,/ So simple is my language,/ Mankind runs after me because I am a precious possession,/ But to the rule of the so-called Electric Cooperatives,/ I am a threat,/ So I have to be crucified by the Electric Cartel and be prosecuted / For doing my mandate as CDA Chairman,/ So I have to be found administratively guilty and criminally prosecuted and be imprisoned in the “dungeon” of harassment and fear to silence me./ But there will always be fighters for social justice and seekers for truth who will seek for me because they cannot live without my presence. Many have already marched to their death because of opposing the Cartel and their political cohorts. These oligarchs do not know that in the silence of the “dungeon,” I gain strength,/ One day I will burst out into the open and liberate the oppressed 13 million member-consumerowners (MCOs) who have been fooled all these years by the oligarchs and their cohorts(. The mcos’ monthly payment shown in the unbundling of rate will show two items: amortization of loans and reinvestment. These constitute their capital share and every MCO must now receive monthly patronage refund.)

his term in 2028, he wants to see the Philippines as an upper middle-income country with a single-digit poverty rate and a smaller budget deficit similar to prepandemic levels. Marcos said these were the three overarching goals that he hopes to achieve in the next six years. “I am here not to talk about the past. I am here to tell you about our future. A future of sufficiency, even plenty of readily available ways and means to get done what needs doing - by you, by me. We do not look back, but ahead”, Marcos said before an approving crowd that included diplomats, former presidents, incoming cabinet and elected officials, and hundreds of his supporters. “Up the road that we must take to a place better than the one we lost in the pandemic. Gains made and lost. Opportunities missed. Well-laid plans superseded by the pandemic”, he added. The months ahead will

be rough but I urge you to walk with me in the road to recovery. The pandemic ravaged bigger economies than ours. The virus is not the only thing to blame. What had been well-built was torn down. We will build it back better. Marcos who will act as the interim Secretary of Agriculture has sought for the immediate reforms in the aggie sector as he called for an urgent attention to attain food self-sufficiency. “Food is not just a trade commodity. Without it, people weaken and die, societies come apart. It is more than a livelihood, it is an existential imperative, and a moral one. An agriculture damage diminished by unfair competition will have a harder time or will have no prospects at all of recovering. Food sufficiency must get the preferential treatment”, Marcos said. On the spiralling costs of fuel, Marcos said “we will find ways to mitigate the costs of fuel. We are not far from oil and gas reserves that have already been developed.” On the fate of OFWs and teachers, Marcos said “Let us give OFWs all the advantages we can to survive and to thrive. Our teachers, from elementary, are heroes fighting ignorance with poor paper weapons. We are condemning the future of our race to menial occupations abroad. Then, they are exploited by traffickers. Once, we had an education system that prepared coming generations for more and better jobs. There is hope for a comeback. Vice President and soon Secretary of Education Sara Duterte-Carpio will fit that mission to a tee”. Our nurses are the best in the world. They acquitted themselves with the highest distinction abroad, having suffered even the highest casualties. With the same exemplary dedication at home, they just got by. They are out there because we cannot pay them for the same risk and workload that we have back here. There will be changes starting tomorrow. I am confident because I have an Ople in my cabinet, he said. Marcos’ inaugura l speech also touched on the following agenda as part of his economic recovery blueprint: —There were shortcomings in the COVID response. We will fix them. Out in the open, no more secrets in

Tuesday, July 5, 2022 public health. Remember, I speak from experience. I was among the first to get COVID. It was not a walk in the park. —My father built more and better roads. Produced more rice than all administrations before his. President Rodrigo Roa Duterte built more and better than all the succeeding administrations succeeding my father’s. Much has been built and so well that the economic dogma of dispersing industry to develop the least likely places has been upturned. Development was brought to them. —Investors are now setting up industries along the promising routes built. And yet, the potential of this country is not exhausted. Following these giants’ steps, we will continue to build, I will complete on schedule the projects that have been started. I am not interested in taking credit. I want to build on the success that’s already happening. We will be presenting the public with a comprehensive infrastructure plan, six years could be just about enough time. No part of our country will be neglected. Progress will be made wherever there are Filipinos so, no investment is wasted. —The recovery of Philippine tourism with its emphasis on accessing nature’s beauty, I am sure it will exceed expectations.

“The ECLIP is a blessing to our brothers and sisters who are now willing to change for the better,” Saldua said. He also urged the remaining NPA rebels in Agusan del Norte to surrender and avail of the programs and services of the government. “The troops of 29IB will be here to assist and help you as you surrender. Lay down your arms now and experience a new life with your family. Truly, there is hope for every rebel who desires to change and live a normal life,” Saldua said. The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The National Democratic Front has been formally designated as a terrorist organization by the AntiTerrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.
