MisOcc crime volume dips 11% in 1H 2022 By NEF LUCZON

CAGAYAN DE ORO CITY – Misamis Occidental province’s crime volume dropped by 11 percent for the first half of this year. In a statement Tuesday, the Misamis Occidental Provincial Police Office (MOCPPO) said a total crime volume of 613 cases were recorded from January 1 to June 30 this year compared to 688 crimes during the same period in 2021. Col. Anthony Placido, MOCPPO chief, said the decrease in crimes is a result of continuous law enforcement operations

that have so far yielded 372 wanted persons. Placido a ls o noted that the campaign against loose firearms resulted in the confiscation of some 180 firearms, including those seized during the election gun ban, that were safely kept in local police stations. For the anti-illegal drugs campaign, MOCPPO launched a total of 19 operations which resulted in the arrest of 25 persons and confiscation of 126.77 grams of illegal drugs amounting to some PHP330,000. MANILA – Five water areas have tested positive for paralytic shellfish poison or red tide, the Bureau of Fisheries and Aquatic Resources (BFAR) said Tuesday. BOC–Port Subic exceeds June target collection by over 50% By RUBEN VELORIA

SUBIC BAY FREEPORT – The Bureau of Customs (BOC)-Port of Subic again surpassed its target monthly collection by over 50 percent in June, the highest achievement so far this year. Customs District Collector Maritess Martin said on Tuesday her office collected a total of PHP5,208,110,657.38 last month, which is 54 percent or PHP1,1827,161,657.38 higher than its target collection of PHP3,380,949,000. Martin said that the figure is another recordbreaking revenue collection for the Port of Subic which continuously shows excellent performance by surpassing its target collection almost every month.

In May this year, she said the BOC-Port of Subic, exceeded its collection target by 12.93% representing PHP441 million after posting an actual collection of PHP3,851,945,030.60 as against the PHP3,410,903,000 monthly target. Martin said the collection performance is attributed to the improved valuation, intensified enforcement against illegal trade and importations, and improved compliance by traders to customs laws, rules, and regulations. She added that the BOCPort of Subic will further enhance its revenue collection efforts to hit its monthly collection target. (PNA)

BAGUIO CITY – The Department of Environment and Natural Resources (DENR) in Cordillera has identified the biggest trees in the region through a contest as part of the environment month in June. DPWH completes 2 flood control structures in Pampanga town By ZORAYDA TECSON

CITY OF SAN FERNANDO, Pampanga – The Department of Public Works and Highways (DPWH) has completed the construction of two flood control structures along active water channels traversing the town of Floridablanca, this province. The newly-completed projects expected to help mitigate flooding during the rainy season are the slope protection structures along the Porac River in Barangays Valdez and San Jose. DPWH Pampanga 2nd District Engineering Office Engineer Gregorio D. Audea Jr. said on Tuesday an old earth dike along the Barangay Valdez section of Porac River is now improved into a PHP19.59-million revetment wall measuring 124 lineal meters in length.

Another segment adjoining these structures is currently under construction and has an approximate length of 346-lineal meters and is expected to be completed by the fourth quarter of this year,” Audea said in social media post. He said Barangay Valdez is one of the villages in Floridablanca that is usually hit by flooding when the Porac River overflowed. In Barangay San Jose, he said the newly-completed slope protection is 347.52 lineal-meter which is worth PHP29.3 million. What becoming Christlike ultimately involves TO BE truly Christian, we have to see to it that we are becoming more and more “alter Christus,” another Christ. That may sound impossible, and, indeed, it is, if we are to rely only on our human powers. But Christ has given us all the means that would make that condition possible and effectively achievable. We just have to do our part, always activating our faith, which means that we should try our best to know Christ more and more, meditating on his life, teachings and example, and availing of all the means that the Church are providing us these days. We also just have to realize that to be “alter Christus” would ultimately involve having to go through, or at least to have a share in some form, in the very passion and death of Christ, so that we can also share in his resurrection, in his victory over sin and death. The connection between becoming Christ-like and suffering and death is somehow illustrated in that gospel episode where Christ asked his disciples who did the people think he was. Later on, when the correct answer was given by St. Peter, he

proceeded to tell them about his impending passion and death. (cfr. Mk 8, 27-35) We should get what Christ was trying to tell us in this gospel episode. If we want to follow him and to become like him, sharing his very spirit that is intended for us by God, our Creator, we have to learn and even to welcome and love suffering. It’s in suffering that the fullness of love which is the very spirit of Christ is attained. We have to understand this very well. Unless we love the cross, we can never say that we are loving enough. Of course, we have to qualify that assertion. It’s when we love the cross the way God wills it—the way Christ loves it—that we can really say that we are loving as we should, or loving with the fullness of love. We have to be wary of our tendency to limit our loving to ways and forms that give us some benefits alone, be it material, moral or spiritual. While they are also a form of love, they are not yet the fullness of love. They somehow are forms of love that have traces of self-interest. They are not total self-giving, completely rid of self-interest, which is

what true love is. And if they are not corrected, if they are not oriented towards the fullness of love, they can occasion a lot of danger and worse anomalies. Loving the cross the way Christ loved it is the ultimate of love. It is the love that is completely deprived of selfishness. It is total self-giving, full of self-abnegation. St. Paul described this kind of love in Christ when he said: “Though he was in the form of God, Jesus did not count equality with God, a thing to be grasped, but emptied himself, taking the form of a servant, being born in the likeness of men. And being found in human form, he humbled himself and became obedient unto death, even death on a cross.” (Phil 2, 6-8) The cross, which is the symbol of all our sinfulness and the death that is the consequence of our sin, has not led God to hate us and to condemn us forever. Rather, it has moved God to love us with a love greater than that of creating us to be his image and likeness.

THE ecological people be they farmers, fisherfolk and the Indigenous Peoples are serving notice to one and all that the only path pf liberation from hunger, poverty and oppression is to harness their collective potentials and to enhance their capabilities to be drawn into the mainstream of development process. Indeed, they are now living in extreme poverty based on the research study of the United Nations’ Food and Agricultural organization, manifesting the truism that in the last decade, agriculture has contributed only 0.2 % to the Gross National Product (GNP). It is also conclusion of the researchstudy that the “rural people are the number one victims of the on-going protracted war brought about by armed struggle and of climate change.” The coastal communities are suffering from the massive destruction of marine and fishery life as 10 of the 13 major bays in the Philippines are already biologically dead as thousands if not billions of tons of top soil have been brought by the rivers to the sea due to massive siltation. We have already lost the 17 million

hectares of natural forest due to massive logging. Our forests were once the “invisible water dam” that were supplying water to the watersheds and to the rivers which we have already lost. Of the 25 major rivers in the country, 15 have already dried-up or polluted. Massive siltation was aggravated by massive open-pit and hydraulic mining operations which were all illegal, the reason why the former DENR Secretary, Gina Lopez had to issue an order to stop open-pit mining which had been revived by her successor. Where are now our beautiful mangroves, the spawning ground of fishery life? Nowhere as 75% have been transformed into area of business activities, tourism and storage facilities of big business. How about our corral reefs? Nowhere as only 5% remain in excellent condition. Our choicest of lands (about 200,000 hectares in Mindanao alone) have been transformed into massive plantations by foreign corporations to supply the consumerist needs of the people in advanced countries while we cannot even produce enough basic sta-

ples (i.e., rice and milk) for our people. These corporations were disallowed to enter Puerto Rico and Costa Rica for causing cancer, the reason why they opted to expand to Mindanao. Indeed, we have lost our ecological integrity and food security as our country is facing threats on climate change and hunger. How do we now counter such grim scenario? It is so amazing to note that no less than the Under Secretary of the Department of Trade and Industry, Hon. Ameenah Fajardo and Staff, together with former Cong. Omar Fajardo, the author of IPRA Law, went around Mindanao to empower the Maranaos, the Indigenous Peoples and the coastal communities. Kanlaon after the Philippine Institute of Volcanology and Seismology (Phivolcs) raised the possibility of phreatic eruptions on Monday. Zeaphard Caelian, head of the Provincial Disaster Management Program Division, said the active volcano’s seismicity has decreased to only 17 volcanic quakes as of 8 a.m. on Tuesday. TACLOBAN CITY – The Philippine Army has urged the Commission on Human Rights to investigate the use of anti-personnel mines by the New People’s Army (NPA) in Northern Samar that injured seven soldiers. In a statement released on Wednesday, Col. fuel cash subsidies under the Pantawid Pasada Program for Tricycle Drivers. The Libreng Sakay Program for all the passengers of the Edsa bus carousel has been extended until December 2022. COTABATO CITY – An official of the Bangsamoro Transition Authority of the Bangsamoro Autonomous Region in Muslim Mindanao (BTA-BARMM) has directed all members of the regional parliament to continue working amid a Palace memorandum order on presidential appointees or co-terminus personnel. “BTA members of parliament may continue to hold office and discharge their functions beyond June 30, 2022,” BTA Speaker Pangalian Balindong said in his July 4 memorandum to all BTA members. “This office holds that by Republic Act No. 11593, notwithstanding the end of the term of President Rodrigo Roa Duterte, all members of the BTA parliament are allowed to continue in office and discharge their official functions, duties, and responsibilities, consistent with the intentions of the law until June 30, 2025,” he said. DAVAO CITY – The City Veterinarian’s Office (CVO) has imposed stricter measures to prevent the resurgence of African Swine Fever (ASF) in the city after a pig butchered in the city’s slaughterhouse came positive for the infection. In a statement Tuesday, Dr. Maria Corazon Sepulveda, assistant CVO surveillance team head, said a pig processed at the Maa slaughterhouse tested positive for ASF during a postmortem inspection on June 20. The examination showed that the hog—traced to Banga, South Cotabato as the point of origin—was infected with the virus. Sepulveda said the ASFpositive slaughtered animal was immediately disposed of as the hog was initially cleared during the antemortem inspection since the virus is difficult to detect in live animals. “There is continuous cleaning and disinfection. We gave them disinfectant, so they can clean their area. And then there’s continuous surveillance and monitoring from our office,” she said. Due to the highly contagious nature of the disease,

Sepulveda said their office is currently conducting daily antemortem and postmortem inspections of hogs and hog carcasses across the city. “Public markets and stockyards are also under strict surveillance and the city’s slaughterhouses, cold storage, and processing plants are closely monitored,” Sepulveda said. Stockyards in Bankerohan public market are currently closed and will be under tight monitoring after a stockyard specimen from the area also tested positive for ASF. S epulveda said this prompted the office to cull all hogs in the establishment and to temporarily close all stockyards in the city. “We need to conduct continuous monitoring in public markets and stockyards although the stockyards in the Bankerohan market are currently shut down,” she said. As a result, CVO has also tightened border inspection of hogs coming into the city. Records showed that the police operation stemmed from information about dela Cruz, a member of the Jamal criminal gang, and his cohort who were conducting illegal drug transactions in the area. Recovered from their possession were 40 grams of suspected shabu valued at PHP272,000. On the same day at about 2:10 a.m., five suspects identified as Gina Rubino, Rexon Reyes, Francis Caunar, Glenn Bacongallo, and Jennifer Amarille, were apprehended by personnel of the Malabon Police Station along P. Aquino St. in Barangay Tonsuya. Seized from them were about 18 grams of suspected shabu with an estimated street value of PHP122,400. Meanwhile, operatives of the Southern Police District (SPD) arrested eight suspects at No. 645 Purok 9 PNR Site FTI Compound, Barangay Western Bicutan, Taguig City at about 5 a.m. The suspects were identified as Alfatha Sumandal, Norhadz Ali, Arnold Milgaril, Richard Manansala, Fernan Rodriguez, Paul John Rodriguez, Ernesto Pascual, and Tony Watamama, who yielded about 51 grams with an estimated street value of PHP346,800. After missing out on faceto-face classes and meeting new friends for more than a year due to the pandemic, learners once again get to cherish the joys of going to school. In November, students in areas identified low risk for the coronavirus started to return to limited face-to-face classes across the country after 20 months of blended learning. It is a school year unlike any other and the Department of Education, along with other government agencies and partners, made strides in reintroducing face-to-face classes amid the challenges of the pandemic. For Education Secretary Sara Duterte, the pilot run of limited in-person classes, which began on November 15, was “very successful.” Duterte noted the effective implementation of the

in-person classes in all the schools that participated – public, private, and international schools. Consequently, the schools have been able to operate safely during a pandemic, strictly observing health protocols. There were no reports of Covid-19 cases and serious incidents involving learners. WE may be leaving the pandemic phase, but the impacts it has had on children and teens are something that continue with them in and out of the classroom. The results show that the gap between those excelling and those failing continues to get wider. Before COVID-19, English language arts grades showed that about 20% of students needed substantial help. That figure jumped to 24 percent last year. Math is where kids are struggling the most. Math grades have seen the widest impact based on

new numbers, going from 21 percent struggling, to 32 percent who are struggling. Teachers and students said the core classes still have them playing catch-up. The first semester was rough. I couldn’t really focus even. I tried. It’s like a full day, which is like seven hours. If I tried to focus for that long, I was beat by the end of it and your eyes start to strain. Sometimes they would go and try to fall back asleep or, you know, just like, have a little bit more breaks, little more unstructured breaks than what they’re used to

Let us be reminded that Typhoon Sendong that happened on Dec.17, 2011 could be traced to the 200 thousand hectares of denuded areas which was the site of massive logging from the fifties to the nineties by six logging companies. One-inch of rainfall from the 200,000 hectares of denuded areas means one meter upon reaching the 200-hectare urban center of Cagayan de Oro. Ten inches means 10-merter-high of flood water. Are you still wondering why houses were carried by the flood water on top of bridges? Now you know why more than 3,000 died and 11,000 families were rendered homeless? The victims were the poor living in the vulnerable areas especially the children. Where were the illegal loggers and miners? They were well ensconced in their mansions! Were they made accountable? No. Some of them even became mayor, governor and even congressmen Don’t you know that one shipment of logs alone would earn a logger three hundred sixty-million pesos, money that they have used to buy votes or to bribe law enforcers? But the assistance is not just to the Indigenous Peoples and the farmers; Usec Ameenah and Staff also visited the coastal communities who are being evicted because powerful and wealthy families were able to get land titles to the foreshore areas where these fishing families have been residing for more than 50 years. It was a shock to everyone upon seeing the land title which was fraudulently issued as foreshore areas cannot be a subject of a land title. The fishing families in Molugan and Alo, El Salvador had sleepless nights as they were told that they can be evicted anytime. The coastal families who have been living in these foreshore areas for more than 50 years were so puzzled. They asked, is it true in this country no one is above the law; all must bow down to the majesty of the law because we fol-

low the rule of law? But it seems what was followed was the rule of money and power! Perhaps, the newly elected President can verify such fallacies of life. The roadmap to regain fishery and marine life had been narrated clearly by the fishing communities to establish seaweeds, fish cages and “tahong”. As they could not totally depend on the sea, they have gone into alternative livelihood projects such as rice trading, car repair and carpentry. These ecological people have organized themselves into an ecological movement for justice, peace and sustainability with a firm resolve to now achieve food security and to heal the blighted land back to life. Tens of thousands of ecological people in Mindanao are giving a strong statement that THE PEOPLE UNITED CAN NEVER BE DEFEATED!
