MANIL A – President Ferdinand “Bongbong” Marcos Jr. has sought the cooperation of the private sector to provide support to the farmers. In a Facebook post, Marcos shared photos of his meeting with members of the Private Sector Advisory Council at Malacañan Palace in Manila on Thursday. DSWD-10 continues to aid TS Odette affected families By DSWD-10

CAGAYAN DE ORO CITY (PIA)--With the onslaught of Tropical Storm Odette in northern Mindanao, the Department of Social Welfare and Development (DSWD) Field Office 10 continuously augments assistance and services to its affected families in the region. For the first semester of CY 2022, the regional office through its Regional

Disaster Response Management Division has provided financial assistance to a total of 6,753 unserved TS Odette survivors. The ongoing payout in Region 10 is in response to the request of their respective local government units (LGUs) who have not foreseen the additional number of the typhoon’s affected families. The TS Odette financial assistance is based on the Department of the Interior and Local Government-DSWDDepartment of National Defense Joint Memorandum Circular No. 4 Series of 2021 and Local Budget Circular (LBC) No. 141. These provisions state that the affected individuals shall receive an amount of P1,000 per affected individual, with a maximum amount of P5,000 per family. (DSWD-10/PIA-10)

DAVAO CITY – The Davao City Covid-19 Task Force has reiterated its call to the Dabawenyos to get their booster shots as the city logged 30 new cases of coronavirus disease (Covid-19) Wednesday. MANILA – The Department of Public Works and Highways (DPWH) will be building more infrastructure projects under the ‘Build, Build, Build’ program which started under the administration of former president Rodrigo Duterte. DPWH Secretary Manuel Bonoan said President Ferdinand R. Marcos Jr. has ordered the prioritization of infrastructure that would aid in the food security program of the government amid the rising inflation.

“The current administration will continue to pursue big-ticket projects under the Build, Build, Build Program as instructed by President Ferdinand R. Marcos Jr.,” he said in a statement. MANILA – Finance Secretary Benjamin Diokno is optimistic about a doubledigit growth for the domestic economy in the second quarter of 2022 following the 8.3-percent expansion in the first three months this year. “Q2 2022 will hit doubledigit growth. That’s my bet,” he told journalists in a Viber message on Wednesday. During a Palace briefing, Diokno said the government expects full-year growth, as measured by gross domestic product (GDP), to be between 6.5 to 7.5 percent, which are “conservative figures.” “In fact, this is going to be the highest. The consensus is this will be the highest growth rate among all Asean+3 countries this year and next year,” he said. Diokno said domestic growth will likely be stronger in the second quarter,

adding the first quarter was even affected by a surge in coronavirus disease 2019 (Covid-19) infections but growth remained strong. He also discounted wider lockdowns if ever there will be another uptick in Covid-infections. “We have now graduated from being pandemic to endemic,” he added. “We have to live with the virus because a lot of people have been vaccinated against the virus. For 2023-2028, t he growth projections are between 6.5 to 8 percent, he said. The 2022 growth figures cited by Diokno are lower than the 7 to 8 percent projection approved by the inter-agency Development Budget Coordination Committee (DBCC) during its meeting last May 24. Aurora college, AFP ink free education deal for former rebels Farmers urged to raise goats, poultry for food sufficiency By LEILANIE ADRIANO

LAOAG CITY – The Ilocos Norte government is calling on interested farmers to venture into goat and poultry farming to boost food sufficiency in the province. Except for goats and poultry, the Provincial Agriculture Office has reported a more than 100 percent sufficiency level in terms of food production in the province. The Provincial Veterinary Office urged Ilocano hog raisers previously hit by the African swine fever (ASF) to adopt livestock production alternatives while the province is still in the process of being declared ASF-free. This as the Philippine Army’s 91st Infantry “Sinagtala” Battalion (91IB) and the Lyceum of the EastAurora (LEA) signed a memorandum of partnership to provide educational scholarships to recognized former rebels and their dependents who wish to earn an education. “ This is part of the Armed Forces of the Philippines (AFP’s) commitment in assisting our former rebels as they returned to mainstream society as we want them to live normally and productive in the community where they choose to settle,” Lt. Col. Julito B. Recto, battalion commander of 91IB, said in an interview on Thursday. Likewise, Recto said soldiers’ dependents as well as members and the dependents of the Citizens Armed Forces Geographical Unit (CAFGU) will also be assisted to finish their studies as agreed upon. “Similarly, the partnership will also assist our CAFGUs, even our soldiers and their dependents who wish to go to school but could not make it due to financial constraints,” he said. ROCKINGHAM, North Carolina—My radio listening habit began either in Grade 6 or high school, I can’t exactly remember. My AM radio of choice (we really have limited choices back then compared to now) was RMN (Radio Mindanao Network) dxCC. His brief, yet concise and incisive insights into governance gave me my first lessons on government and civil liberties. Canoy’s commentaries delivered in Visayan was a timepiece of sorts as its ending signaled my walk to school. If I didn’t head off to school by then, I’d be late to class. Canoy when he was then city mayor during the Palarong Pambansa, specifically during the opening of what is now the Pelaez Sports Center. Then by stroke of fate, I was employed at RMN dxCC and I heard inside the radio booth right before the 7 am news, the five-minute opening canned monologue for ‘Perspective.’ That’s the time when I was supposed to take a restroom break or read the papers before the 7 am news.

THIS is the second part of my previous article entitled consummatum est, dated June 23-24, 2022, in which I laid down the premises for those following hereafter. I am aware that in the lexicon of language words have various connotations and are vulnerable to different interpretations. I am not infallible hence, I wish to be clear that I am writing this sans any intent to compete or quarrel with anyone. Neither do I have the slightest intention to insult, much less malign, anyone. I am apolitical, a non - partisan trying hard to rise above and beyond antagonists and protagonists. On June 19, 2022, Inday Sara Z. Duterte-Carpio took her oath as new Vice-President of the Philippines at the City Hall of Davao, while

Ferdinand ‘Bong Bong” Marcos, Jr. was sworn as the new President of the Philippine Republic on June 30, 2022 at the old Congress Building, now National Museum, in Manila. This separate and sequencing arrangement broke the historical tradition of simultaneous oath-taking. Thus, setting a precedent, and implying that the VicePresident may now enter the office. With all due respect, contrary to any “mischievous speculation” the text and structure of the constitution does not provide any precedent in this regard. Neither does our historical experience. Both the President and the Vice-President began their terms of office on July 1st, as mandated by Article VII, Section 4, of the Constitution: “The President and the Vice-President shall be elected by direct vote of the people for a term of six year which shall begin at noon on the thirtieth day of June following the day of election and shall end at noon day of the same date six years thereafter. The President shall not be eligible for any reelection. No person who has

succeeded as President and served as such for more than four years shall be qualified for election to the same office at any time.” “No Vice-President shall serve for more than two successive terms. Voluntary renunciation of the office for any length of time shall not be considered as an interruption in the continuity of the service for the full term for which he was elected x x x”. A cursory perusal of our history reveals that VP Inday Sara is the first woman and the third Mindanaonon to have been elected VP after Emmanuel N. Pelaez and Teofisto T. Guingona, Sr. This is also the first time that Northern Luzon, Mindanao and the Visayas are in solidarity in the selection of the President and Vice-President from the same party, since Ferdinand E. Marcos and Fernando Lopez, Sr. in 1965. In my opinion, this arrangement is in response to the long-felt need for balance representation in the administration of state affairs. TACLOBAN CITY – Senior citizens in Catbalogan City, Samar will receive cash incentives from the local government for voluntarily submitting themselves to Covid-19 (coronavirus disease 2019) vaccination. Catbalogan City Mayor Dexter Uy has issued a memorandum informing all village officials on the implementation of “Ayuda para sa Bakuna” vaccination drive for the first 500 elderlies who will get Covid-19 vaccines. “Our Covid-19 vaccination drive has covered 71.8 percent of the overall population. To attain the alert level 1 status, we need to ramp up our vaccination drive among senior citizens. Currently, only 65 percent of our seniors are fully vaccinated,” Uy said in a phone interview on Thursday. Achieving 70 percent inoculation on the total population of elderlies is one of the requirements set by the national inter-agency task force (IATF) to downgrade the local government

status to Alert Level 1 from Alert Level 2. Senior citizens are among the vulnerable sectors identified by the government to be prioritized in the administration of Covid-19 vaccines. Under the city government’s memorandum, a senior citizen who will receive the first jab is entitled to a PHP500 incentive. Those who will receive their second dose will get PHP1,000. The incentive is intended for seniors who will get jabs from July 1 to August 5, 2022. The city official has no available data when asked on how many seniors availed of the incentive since the first day. City health office chief Raphael Adrian Tabajonda observed that despite a massive information drive, some senior citizens are still reluctant to get Covid-19 vaccines. “In the past, we even provided grocery packs for seniors to encourage them to get Covid-19 jabs, but only a few availed (of See REWARDS, page 9

SAN JOSE DE BUENAVISTA, Antique – The realization of Antique’s provincial government center and the upgrading of three major hospitals are among the priorities that were laid down before the legislative body during the presentation of the executive agenda, plans, and platform (EAPP) of the executive office. Provincial government administrator Nery Duremdes, who presented the EAPP on behalf of Governor Rhodora J. Cadiao during the Provincial Board Inaugural Session on Thursday, said the provincial government has purchased a sevenhectare lot in Barangay Supa, San Jose de Buenavista for the construction of the government center. “We shall erect therein buildings under the concept of green architecture where solar panels would provide energy,” Duremdes read from the EAPP on behalf of Cadiao who was on sick leave. He said the governor wants the government center to be a one-stop shop so other government agencies would be easily accessible to the general transacting public. The proposal to purchase a lot and construct a government center began in 2019 after Cadiao won her second term as governor. MANILA – Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla is open to a 50 basis point increase in the central bank’s key rates in August to help address the accelerating inflation rate and the Federal Reserve’s rate hikes. In a Viber message to journalists on Thursday, Medalla said “there are pros and cons to gradualism” on the possible rate increases in the coming months, but noted that “if the inflation is too high, even if the causes are impervious to BSP’s kit of policy instruments, a monetary policy response maybe necessary.” He said the central bank “is strongly committed to maintaining price stability”, thus “it’s not prudent to let factors that significantly affect the exchange rate to add further to inflation that (is) already high.” “And because of this, the BSP is prepared to be more aggressive in raising its policy rates, compared to its initial gradualist stance. In particular, BSP is prepared to raise its policy rate by 50 bps by August,” he said. The BSP’s key rates have been increased by a total of 50 basis points, 25 basis points each in May and June. Dextr were among those who passed the Mechanical Engineering Licensure Examination, which had a national passing rate of only 56%. The two Aboitiz scholars are now cadet engineers at the AboitizPower subsidiary plants Therma Marine 1 in Maco, Davao de Oro, and Therma Marine 2 in Nasipit, Agusan del Norte. The road to becoming licensed engineers has not been easy for Lucky and Dextr. They recounted how they often faced challenges throughout their college careers and persisted in getting where they are today. “I was having a really hard time with some of the subjects,” shared Dextr. “But I knew I had to work harder and persevere if I wanted to keep my scholarship.” Having to deal with the sky-high cost of education on top of the already tough curriculum is an unfortunate reality for most Filipino students. I felt assured then that I will definitely become a licensed mechanical engineer someday,” Lucky said. Overwhelming!, was the feeling that engulfed us in our teaching chores when the Covid-19 pandemic started and changed our education landscape, as it did to all aspects of human life in the past two years. The viral crisis was closing schools across the country and teachers took on facebook conversation about teaching during the coronavirus pandemic, raising concerns and anxieties: What will we do if the schools close for months? How can we shift to online learning right-away? Thousands of our children have no internet access. What if, in the end, the school systems says that online learning is okay and schools will never reopen? The teacher cannot help but panic. However, it was noted that there were teachers who have carried on careers in online and distance learning, highly creative teachers providing strategies in teaching techniques that solved obstacles as fast as it appeared. Those who surmounted the obstacles in on-line teaching started by being reasonable to themselves. It was impossible to shift to distance learning overnight without problems encountered. Teachers must expect lots of trial and error. We plan for it, and do our best to make peace with the new system..

Teaching in the pandemic makes one consider the “extraordinary.” We do not consider the strict adherence to ‘regular’ conditions and norms, anymore because these are not ordinary times anymore. Teaching techniques must strive to structure distance learning as more of typical learning experiences now without the traditional classroom. Experts advises teachers to reduce workload for you and your students. If your superiors allow it, you should plan to do less. Consider that students cannot be too productive, anyway, in this pandemic , so lessen their workload and assignments. At least, you will have time for your own life and family, and their families for added care. Teachers in these trying times should try to speak to other colleagues and trusted professionals for emotional and psychological context in their work. Teaching in the pandemic is extraordinarily hard, and you’ll need the virtual interaction of people who are feeling what you feel . Reach out to students as often as you can. Facilitate peer-to-peer communication. There could be some pessimism and self-doubt, but teachers need to be more perspective and more patient with themselves. Just take it day by day. It gets less overwhelming and more routine, a teacher suggested.

IN this mixed-methods research, the relationship between four factors of individual online learners and their mathematics selfconcept was explored. In addition, the challenges the students faced in learning mathematics online during the Coronavirus disease (COVID-19) pandemic were determined. The participant students were from two mathematics classes offered online during the summer of 2020. Pure online classes were first offered during this period because face-to-face learning sessions were suspended due to the COVID-19 pandemic. It was found that students owned the devices they were using for online classes. Internet connection and power interruption were the most problematic aspects of online learning. Students had positive as well as negative mathematics online learning self-concepts. Individual factors were partly related to mathematics self-concept. Qualitative data shows that students faced technological, personal, domestic, assessment, pedagogical, consultation, and test anxiety

challenges. Implications and recommendations for teaching mathematics in an online environment are offered. The shift from a classroom environment to a home learning environment raises another concern for students. Students that have no access to a personal physical online learning environment could be disrupted by noise and other distractions (Baticulon et al., 2021; Bringula et al., 2021). The pedagogical style also changed. In particular, there are parts of the content of the syllabus that students have to learn on their own (i.e., asynchronous session)—tasks that may not be a practice in a face-to-face setup. The ability of the students to learn and study course material during asynchronous sessions poses difficulties to online learners. These barriers are found to hinder the effective implementation of online learning. However, it is unclear whether these variables have a significant relationship with the students’ mathematics online learning self-concept (i.e., perceived abilities of the students to learn online mathematics online courses).

Educators need to practice continuous improvement and integrate new tools and skills into “new” post-Covid learning environments. It is clear that Covid-19 has changed how teachers use educational technologies to support teaching and learning. During the emergency teaching era of the pandemic, educators grew quite familiar with edtech resources and developed many new competencies and strategies for integrating those resources into instruction. However, as the education community tentatively moves into what I think of as the post-Covid world of education, the competencies and skills teachers built, and the edtech tools they acquired, can be used in

new ways within your classroom. Here are some of the best strategies and skills I’ve recently learned for the new technologies I began to use during the andemic: Write around the room: This is a great activity to do with upper elementary through high school aged students, and capitalizes on devices students received and the keyboarding skills students picked up while learning remotely. For those of you who have ever found yourselves searching for creative ways to inspire your students to write while also reinforcing important skills related to story structure, having your students “write around the room” is a fun way to get your students excited about writing.

The role of educational technology in education is crucial since it enables modern teachers to incorporate new tools and technologies into their classrooms. The learner-centeredness of a classroom can be upgraded and improved by teachers through this method. It gives teachers the ability to interact with their students in distinctive, original, and impartial ways. In an effort to enhance the learning process and improve students’ performance in the classroom, technology is continuously being introduced into the classroom. A paperless classroom may result from this use of technology. The advantages of a paperless classroom are numerous and assist both students and teachers. On teachers’ side, the first advantage is avoiding the laborious chore of making photocopies of every handout, which is made worse when the machine breaks down. Second, rather than writing the course material on a chalkboard, teachers can submit it to an online platform. Third, teachers can use the advanced capabilities of the program they are using to manually or automatically remind their students to complete their homework, so there are no longer any justifications for students not to complete their duties. On students’ side, the first

benefit is that they no longer need to create a document management system; even unorganized students can use numerous educational software to have their lecture notes sorted for them. Second, students won’t have to take bulky textbooks to class anymore because of the scanned textbooks, which also solves the issue of students missing their assignments. Third, students can connect with their teacher via email and have access to course materials whenever and wherever they want. The absence of physical paper, which can be misplaced, forgotten, or destroyed over time, is the primary benefit for both sides. Additionally, the online component of the course makes grading easier. Teachers can automatically calculate their students’ grades and students can keep track of their grades throughout the course and predict their final grade before receiving it. The decision of which technology to utilize will become less important as the distinctions between them start to erode. To enable faculty to fully utilize technology and achieve more beneficial results rather than only using it as a replacement, additional research and training must be done first. Therefore, it’s not yet time to throw away your pens and paper.***

from page 4 I met public personalities through Atty. Canoy and for that I am forever grateful to him. Atty. Canoy was soft spoken and always had a friendly smile to everyone he met. I tiptoed a lot whenever I see him heading to the station and always paid my respects to him. Aside from being a former mayor, Canoy was also an assemblyman and an established broadcast figure and his towering presence reinforces his credentials. Canoy is a man of few words in private but when he’s on board ‘Perspective’ his message rings loud and clear with words of wisdom. ***************** That was how I met Atty. Canoy in person. I got a copy of his book personally given to me by his daughter Rhona when I came home to Cagayan de Oro City two years ago. I’m aware that Atty. Canoy wrote books on Mindanao’s history and also organized the Mindanao Independence Movement (MIM). Atty. Canoy is well known for his advocacy of federalism. According to past Cagayan de Oro Press Club (COPC) president Dr. Manny Jaudian, Atty. Canoy was the only elected assemblyman from northern Mindanao in 1978. Canoy wore a lot of hats and he left behind a legacy that would endure for generations to come. So when I read Rhona Canoy’s Facebook post confirming her father’s death, I joined the thousands who were sad to see him go. Atty. Canoy didn’t live to harvest the fruits of his labor, his advocacy of a federal republic and a strong Mindanao which I also supported and believed in. Rest In Peace Atty. Reuben Rabe Canoy.

from page 4 been expecting for a long time. Like every fresh beginning, the advent of the new leadership is welcomed with skepticisms, reservations, apprehensions and speculations. Altogether, these are usual reactions of people for fear of the unknown. I cannot be a clairvoyant to perceive future events. But lest we become hostage of premature conclusions, the new leadership and administration is not the ultimate panacea of our country’s complex problems. Nonetheless, judging from the indicia of the new leaders and administrators, I am not closing the possibilities for a better Philippines under the new regime. My assumption is predicated in the view that this is the first time our country will have a president who, as revealed by his own sister, Senator Imee Marcos in her blog, has been trained all his life for the presidency. As can be gleaned from narratives about his having been a provincial governor of Ilocos Norte for 9 years since 1998, a congressman from 2007-2010, and senator from 2010-2016, he is presumed to have accumulated substantial knowledge, training and experiences in public administration, leadership, legislation, administration and governance. Moreover, having surmounted with grace 36 years of harshly malicious criticisms about his character and reputation as well as his intentions, it appears that he has acquired

tolerance of divergent views and contrarian opinions. His demeanor and composure during the crucible of the election campaign, purport to show he has acquired leadership maturity and statesmanship. Moreover, he has displayed equanimity and stability under intense pressure. As can be deduced from his dissertations during interviews by Boy Abunda, Karen Davila and Korina Sanches-Roxas, and from his expositions in other fora, the new President is knowledgeable about the complexity, magnitude and enormity of the economic, social, political and security problems confronting our country today. Viewed from his eruditions, it appears that the new President is also equipped with necessary solutions to our country’s problems. By his pronouncements, he is prepared to undertake affirmative actions, as he has already initially demonstrated by taking over the department of Agriculture. Perceived from the conundrum of our nation’s development, it is my impression that the new president and vice president are motivated by their ardent desire to do better and excel to vindicate their respective fathers and families. Obviously, both are driven by passion to write their own story - to establish their own legends and respective legacies. As a caveat, however, the new leadership and administration is coming when the people’s psyche purport to show declining trust on elected leaders, politicians and bureaucrats. This could be, probably, because of many unfulfilled promises, and graft and corrupt permeating government agencies and institutions, if not of the entire government. As it appears, people are disgusted with the circumvention of laws by the rich and powerful, as well as by those with connections with the high and mighty. Obviously, people are disappointed and discontented with the seeming ineptness of the bureaucracy and inability of government to stop the mockery of our laws. I cannot fathom how the new leadership will navigate through the myriad of issues and the labyrinth of intersecting problems facing our country today. However, taking a cue from the new president’s imprimatur that “We Must Go Back to Basics”, I believe that, with all due respect, any discussion about the state of our affairs should begin with a vision for our country. In this regard, I presume that the new President is prepared with the vision and programs for the people to know where he is leading us during his watch in the next six years. If not, he might order the review of the updated “Philip-

Saturday, July 9, 2022 pine Development Plan (PDP) 2017-2020 which “seeks to lay a stronger foundation for more inclusive growth, hightrust and resilient society, and a globally competitive knowledge economy”, and which is geared toward the achievement of our long-term vision: “AmBisyon Nation 2040”, and which articulates the Filipinos collective vision “Isang Matatag, Maginhawa, at Panatag Na Buhay Para Lahat”. Otherwise, the president will order to fast-track the formulation of a collective vision of what the Philippines will be under his incumbency, or in the next decades to 2030, if not to 2050. It is also my assumption that he will endeavor to produce a coherent and timebound-master plan protected by legislation from capricious or whimsical changes, unless there is a crucial intervening event or supervening development paradigm requiring adjustment or modification, to ensure consistency of our development and continuity of our progress. I presume the new president knows that people are our indispensable human resource, because they possess talents and skills necessary for the development of our country. I am positive he is cognizant that a healthy citizenry is equated with the efficiency and productivity of our country. A healthy, knowledgeable and skillful work force can make a difference in our development. Conversely, a hungry and sickly constituency becomes a burden that can trigger issues and problems that can compromise the country’s security and stability. As often said, biologically, “hunger frustrates the heart, it poisons the mind, and corrupts the soul.” In this regard, I expect that the new president will prioritize urgent measures that will ensure our food security to protect the people against the looming threat of famine, hunger, and malnutrition during these times of crises. Hunger and malnutrition are the most serious public health emergency facing our country today. Scientifically, malnutrition affects an individual’s psychological and mental capacity. Likewise, it hampers a person’s productivity and creates conditions of poverty. Poverty and malnutrition are interlinked in a vicious cycle with each fueling the other thereby increasing risks of food security. We cannot take it for granted, undermine or much less ignore lest, our collective ambivalence and inaction could lead to the loss of generations of children and future citizens condemned to lifetime disadvantages from nagging poverty, chronic malnutrition, ill-health, psychological and mental infirmities. People, food, health, jobs and livelihood are intercon-

nected with the sustainability, availability, affordability of food supply. Agriculture and fishery are the backbones of our hierarchical requirements for survival. While land, soil, water and environment coupled with technology are the interlocking anchors of our agricultural productivity. In the light of all the foregoing, I have high expectations that, by taking over the department of agriculture, the new president will do all possible to cleanse agriculture of its institutional and bureaucratic defects including those affecting the supply chain dating back to 40 years, and too numerous to dissect in this article. Apparently, the new president is aware he is under duress to restructure and revitalize the department of agriculture and fishery. In my inchoate analysis, this is a condition sine qua non for reformation, transformation and unification of our country into a progressive and strong nation- a litmus test that could derail his vision ab initio. For all those reasons aforementioned, barring the imponderables, I expect that the new president and vice-president are committed and determined to do the best they can to restore our faded stature as the bastion of democracy in Asia, and Pearl of the Orient.
