People’s Park in Davao City set to reopen

ANILA – The Board of Investments (BOI) reported Monday that Daesang Philippines, Inc. is investing PHP756.24 million in a project that will benefit local cassava farmers. Daesang is putting up a tapioca starch manufacturing facility in Tagoloan, Misamis Oriental, which will start its operation by January 2023. It will hire some 492 workers. The facility is expected to produce 33,000 tons of tapioca starch and 4,446 tons of tapioca residue annually. “Daesang’s project will increase the cassava starch production capacity of the Philippines by 9 percent from 370,000 metric tons to 403,000 metric tons,” the BOI said. Tapioca is an extract from cassava roots. Tapioca starch

and modified starch are used as raw materials for the food and beverage industry. This is also an emerging material for different industrial applications like polylactic acid commonly used for biodegradable plastic films, bottles, and medical devices. Tapioca residues, the by-product of cassava starch processing, are utilized for animal feeds. ANILA – Payment system digitalization is expected to lower demand for physical currencies and this will reduce cost for banknotes and coins production, according to the Bangko Sentral ng Pilipinas (BSP). In a virtual briefing on Monday, BSP Governor Benjamin Diokno said the emergence of contactless payment technology has revolutionized the retail payment system. “The use of banknotes and coins is expected to taper off over time, particularly the low denomination currencies,” he said. He said the BSP has also teamed up with several counterparts overseas to compare notes, such as on currency forecasting. Diokno said the central bank’s policy-making Monetary Board (MB) on Jan. 8, 2020 approved the BSP’s forecasting framework, which utilizes econometric models that link a set of macroeconomic variables with currency management variables. “The changing mix of currency denomination should be compatible with the real demand in response

to changes in circumstances, such as e-payment usage, price level, and consumer preferences,” he said. Diokno said the BSP will soon release the results of a study regarding the impact of digitalization of payments system on domestic growth, citing that “digital payments has been a catalyst for accelerating financial inclusion and is spurring economic growth.” Citing results of a study done from 2015 to 2019 covering 70 economies that noted the impact of shift to digital payments, he said the adoption to cashless payment added around US245 billion to the real gross domestic product (GDP) of these countries. Suspected NPA doctor ordered arrested anew for kidnapping By BENJAMIN PULTA

MANILA – A warrant of arrest was issued by an Agusan del Sur judge against a doctor, with suspected links to the New People’s Army, for the same charges that were slapped against her and later dropped. In an order dated June 16, Judge Ferdinand Villanueva of the Bayugan City, Agusan del Sur Regional Trial Court (RTC) Branch 7 issued an e-warrant against Dr. Maria Natividad Castro for kidnapping and serious illegal detention. and set aside an earlier order that junked the cases against her. The doctor is included in the indictment anew as

“based on court records, Dr. Castro was not yet arraigned, thus double jeopardy will not apply”. The court added Castro’s claims are best taken up in a full-blown trial. “(E)videntiary matters and the identification is to be made during the trial where the witness and the accuse(d) will come face to face,” the court said. Castro, 53, was nabbed in San Juan City on February 18 on the basis of a legitimate and judicially issued court warrant. She was released after 42 days when Bayugan RTC Acting Presiding Judge Fernando Fudalan Jr. ruled

that prosecutors failed to issue a subpoena for the preliminary investigation of her case, violating Castro’s right to due process; and preliminary investigation showed she was not included in the original complaint. The cases against coaccused Manuel Anob (alias Masayod/Salem), Toto Anob (alias Dongkot), and Imelda Rambuyod (alias Aloy/Sandara) were retained. Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on July 1, 2022 at 9:00 a.m. at which time, date and place. CONSUMMATUM EST! It is finished! Natapos na. It’s Finished! Nahuman na! It’s Completed! Napasad don! It’s Over! Napalsen! The people have decided! The outcome is known! “The Fat Lady” has sung the last note. The winners have been proclaimed and are scheduled to be sworn into office on June 30, 2022. From their decorum the winners are magnanimous in victory. While the losers have conceded defeat with dignity in a rare display of statesmanship. Their serenity remind us that in an electoral contest or in any kind of contest, we cannot be all winners. In a representative democracy, we should abide by the rule of majority. The will of the people must be respected - It is our duty to God and democracy, people and country. Those who think we can still go back to the way it was will be disappointed - there is no retrograde. We cannot rewind the hands of time. Neither can we replay history. It’s time to move forward. I do not know the winners personally. Neither do I have a link with any of them. But regardless of whether you or I voted for any or all of them, I am of the opinion that the winners deserve congratulations. To congratulate is to wish

them well and to succeed in performing their sworn duties and responsibilities to the people and the nation. Whatever happens to our country under the new leadership and administration will inescapably affect our daily lives during the next six years. We cannot isolate and be immune from the consequences of their actions and decisions. God has predestined us to live together in the same place. We are interconnected and interdependent and in our diversity and sharing a collective destiny. I am writing this without even a scintilla of an idea whether this will merit attention of anyone. Over P100-M still unspent for NPA-cleared villages in Northern Samar : DILG By SARWELL MENIANO

ACLOBAN CIT Y – The province of Nor thern Samar spent only PHP14.44 million of the PHP120 million budget intended for the implementation of the Barangay Development Program (BDP) in six villages previously threatened by the New People’s Army (NPA). In an update presented Monday night by the Department of the Interior and Local Government (DILG) regional office here, only 12.04 percent of the total allocation has been liquidated as of June 8 with just six months left before the expiration of the budget’s validity. At least PHP94.53 mil-

lion have been obligated to the local government, but the utilization remains low, according to DILG. There are still PHP105.51 million unused funds as of early June. Department of Budget and Management (DBM) Eastern Visayas Regional Director Imelda Laceras reminded the Northern Samar provincial government that the 2021 allotment can only be disbursed until Dec. 31, 2022. “We only have about six months to go. Parenting knowledge, attitudes, and practices and identifying supports as core. These three components are reciprocal and intertwined theoretically, empirically, and bidirectional, informing one another. For example, practices are related to knowledge and attitudes, and often involve the application of knowledge. According to behavior m o d i f i c at i on t h e or y (Ajzen and Fishbein, 1980; Fishbein et al., 2001), a person’s attitude often determines whether he or she will use knowledge and transform it into practice. In short, if one does not believe in or value knowledge, one is less likely to act upon it. What parents learn through the practice of parenting can also be a source of knowledge and can shape parents’ attitudes. Parenting attitudes are influenced as well by parenting self-efficacy, which has been broadly defined as the level of parents’ self-belief about their ability to succeed in the parenting role (Jones and Prinz, 2005). Parenting knowledge, attitudes, and practices are shaped not only by each other but also by a number of contextual factors, including children’s characteristics (e.g., gender, temperament); parents’ own experiences (e.g., those from their own childhood) and circumstances; expectations learned from others, such as family, friends, and other social networks; and cultural systems. Of particular relevance to this study, the contextual factors that influ-

ence parenting knowledge, attitudes, and practices also include the supports available within the larger community and provided by institutions, as well as by policies that affect the nature and availability of supportive services. The importance of parenting knowledge to parenting practices is found in multiple sources and is applicable to a range of cognitive and socialemotional behaviors and practices. Several correlational studies show that mothers with high knowledge of child development are more likely to provide books and learning materials tailored to children’s interests and age and engage in more reading, talking, and storytelling relative to mothers with less knowledge (Curenton and Justice, 2004; Gardner-Neblett et al., 2012; Grusec, 2011). Fathers’ understanding of their young children’s development in language and literacy is associated with being better prepared to support their children (Cabrera et al., 2014). And parents who do not know that learning begins at birth are less likely to engage in practices that promote learning during infancy (e.g., reading to infants) or appreciate the importance of exposing infants and young children to hearing words and using language. For example, mothers who assume that very young children are not attentive have been found to be less likely to respond to their children’s attempts to engage and interact with them (Putnam et al., 2002).

During the 7th Manufacturing Summit in Makati City Tuesday, Lopez said a total of PHP1.1 trillion investments were approved in the manufacturing sector between 2016 and 2022. Some USD4.3 billion worth of foreign direct in-

Lopez added that employment in the sector stood at 3.66 million in April 2022, which is higher than the pre-pandemic level of 3.65 million employees in 2019. ALAYBALAY CITY, Bukidnon-In celebration of the World Day Against Child Labor every June 12, the Department of Labor and Employment (DOLE)-10 Bukidnon Provincial Field Office (Buk PFO) granted P525,000 worth of livelihood starter kits to 35 parents of child laborers (PCLs) at Barangay Casisang Covered Court, here. DOLE-10 Buk PFO Chief Raul L. Valmores said, “The parents, among the 397 beneficiaries, were given P15,000 worth of individual livelihood projects this year. We will be granting P5.9 Million worth of livelihood aid for PCLs under the DOLE Integrated Livelihood Program (DILP) through Accredited CoPartner Valencia Rural Improvement MultiPurpose Cooperative.” Beneficiary Elsa Moreno, an unemployed mother of four, received her hog raising business starter kit. Her 16-yearold son worked as a construction helper and served as the breadwinner for the family’s daily needs. “As a single parent, I am so thankful today because of DOLE’s financial help. The livelihood grant will really help the schooling of my children, especially my son who will no longer work in construction, which is dangerous for him,” Moreno said.

Moreno’s son was profiled under DOLE’s Child Labor Prevention and Elimination Program (CLPEP), which allows parents, like her to avail of the livelihood program of DOLE, among other need-based interventions. Moreover, Valmores said, “250 children will also be given school bags through the efforts of our Bukidnon Federation of Family Welfare Committees (BFFWC) under the Project Angel Tree program of the department.” Valmores said 20 private companies, all members of the BFFWC, served as the benefactors or “angels” to the child laborers and their families. The bag included an intermediate pad paper, alcohol, notebook, pen, and pencil. BFFWC Chairperson and Del Monte Philippines, Inc. Human Resource Manager Urchielyn C. Basalio said, “All the children present here today: you should strive to finish school and not remain as a child laborer. OTABATO CITY – The Bangsamoro Transition Authority (BTA) adopted a resolution congratulating and commending Robinhood ‘Abdulazis’ Padilla for placing first in the Senate race during the May 9 elections. In a Facebook post, Bangsamoro Member of Parliament (MP) Diamila DisimbanRamos, one of the principal authors of Resolution No. 754, confirmed the approval of the measure during the BTA’s fourth regular session on June 16. “Napakalaking bagay po nito para sa ating mga Muslim, para sa ating mga Bangsamoro, para sa kabuuan ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). I am not against anyone. In fact, I am for everyone who cares about our homeland. I have no hidden agenda. My only aspiration is to live honorably in dignity, comfort, peace and safety in the country of my birth, under the rule of law and regime of justice and equality in my country of birth. Viewed from the experts analysis, it appears that the new leadership is coming at the worst of the times turbulent times replete with uncertainties pregnant with dangers and instabilities. Domestically, our financial condition is in extremis. As reported by the Bureau of Treasury, the Philippines total outstanding indebtedness has now reached P12.68 trillion, as of March 2022. Our domestic debt amounted to P8.87 trillion, and our external debt is P3.81 trillion. Added to this is the newly approved $4.3 billion loan for the Philippine Railway project plus the $350 million China loan for the construction of the Davao - Samal Bridge. Moreover, with a National Budget of P5.24 trillion for FY-2022 and with limited sources of funds, the new leadership is trapped in a dilemma - whether to secure new and more borrowings, or risk a blowback by imposing new and higher taxes. With our limited sources, we need to raise funds for our loan repayments, recovery from pandemic setbacks, completion of vaccination, purchases of healthcare medicines against the continuing menace of Covid-19 and its reportedly deadlier variants. Furthermore, we need funds, for importation of our vital hierarchical human requirements such as rice and sugar including even galungong fish. This is to ensure sustainability, availability, accessibility and affordability of supplies and mitigate the impact of famine and hunger due to severe climate warming on food security, and to tide us over during the period of supply shortage, pending the revitalization of our decaying agriculture and fisheries As reported by the Philippines Statistics Authority, our debilitating poverty incidence increased to 23.7%, meaning that 26.14 million of our people are living below the poverty threshold estimated at an average of P12,082 per family with five members, per month. While subsistence incidence proportion of Filipinos whose income is not enough to meet even the basic food needs is 9.9% or about 10.94 million Filipinos. As of March 2022, our unemployment rate has

reached 5.8% or 2.8 million of unemployed adults aging 15 years and above; while the proportion of underemployed rose to 15.8% or an equivalent of 6.38 million Filipinos. On June 2, 2022, the RTWPB-X issued two (2) wage orders, Wage Order No. RX-21 prescribing the new minimum wage rates for private sector; and Wage Order No. RBX-DW-03 providing for a minimum wage rate increase for domestic workers or kasambahay, which is effective starting June 18, 2022. In line with its public information drive on the new minimum wage rates and its effectivity, the RTWPB-X actively initiated press conference, media interviews and wage clinics on the salient features of the new wage orders and welcomed invitations and engagements from different stakeholders. After the publication of the wage orders, the RTWPB-X successfully conducted a press conference attended by media partners from print, radio and tv with the special assistance from the Philippine Information Agency – Region 10. Walag, the Board Secretary VI of RTWPB-X also graced live interviews from Jaotv51 which is the first digital tv in Northern Mindanao and other on-air live interviews from other media partners.
