DAVAO CITY -- The Mindanao Development Authority (MinDA) hopes the lifting of all coronavirus disease (COVID-19) restrictions in Davao City will revitalize the local economy after two years of stunted growth caused by the impact of the pandemic on the local industries. Power summit addresses energy concerns in Camiguin as its debts pile up By GERRY LEE GORIT Correspondent

CAMIGUIN – Efforts are now being planned up to address the growing concerns of the public over the power situation here as financial obligations of the island-province’s sole power utility to its creditors has soared to almost P1 billion pesos over the years. In a power summit conducted by the Department of Energy (DOE) held here March 3, it was reported that the Camiguin Electric Cooperative’s (CAMELCO) unpaid debts to power producers soared from P47

million in 2018 to P295 million in 2021, not counting the P426 million loans it incurred for many years. Based on House Committee Report 1333 filed by Camiguin Rep. Xavier Jesus “XJ” Romualdo, the power summit focused on resolving key issues associated CAMELCO such as high power rates due to overcontracting, ballooning debts and financial losses, and its poor and unreliable service to consumers. Referencing R.A. 9136 or ‘The Department of Energy Act of 1992’ and other relevant government issu-

ances, a formal performance assessment on the cooperative’s functional aspects from 2019 to 2020 was done by the DOE through the Electric Power Industry Management Bureau (DOEEPIMB). It was observed that power outages on the island were mostly due to trees and vegetation. CAMELCO has also not established protocols for power outages and load dropping in accordance with the National Grid Corporation of the Philippines (NGCP). That said, CAMELCO

was advised to increase efforts to minimize outages, develop a preventive maintenance plan, and a load dropping protocol. DOE-EPIMB Division Chief Luningning G. Baltazar said CAMELCO must also come up with an enhanced Distribution Development Plan that incorporates system enhancements and capital expenditure requirements. ZAMBOANGA CITY – Close to Thirty-five Million worth of illegal drugs were burned by the Philippine Drug Enforcement Agency in the Zamboanga Peninsula, police authorities said Tuesday. A broiler machine at the Permex Producer and Exporter Corporation in Barangay Ayala here was used by PDEA-9 to burn the illegal drugs confiscated in various operations in the city and in nearby areas of

the province. PDEA Regional Director Emerson Margate told the media that those incinerated consisted of the following: 20 liters of liquid meth, and some expired medicines; 5.6 kilos of shabu worth PHP31,476,473; and some 16,314 kilos of dried marijuana leaves valued at PHP3 million He said the accumulated drugs were seized in different ports in Sulu province, Zamboanga Peninsula, from various cases filed in court based on anti-drug opera-

tions being conducted by the police and PDEA operatives. MANILA – The Presidential Communications Operations Office (PCOO) has officially launched its own Anti-Corruption Committee (ACC) as part of its effort to curb corruption within its agencies. In a simple ceremony at the Times Plaza Building along UN Ave. in Ermita, Manila on Monday, the PCOO announced its partnership with the Presidential Anti-Corruption Commission (PACC) to create its own ACC under the government’s “Project Kasangga: Aksyon Laban sa Korapsyon.” PCOO Secretary Martin Andanar signed Special Order 22-35 reconstituting the ACC to create a streamlined Complaint Action Center, which the public may communicate with or have access to through a hotline, help desk, and/ or e-mail. Aside from creating a hotline, the ACC was also tasked to coordinate with the agencies, bureaus, and other instrumentalities attached to it for the proper implementation and promotion of anti-corruption measures, policies, and programs. The committee will also be responsible for the implementation, monitoring and evaluation of the Action Plans set by participating agencies and shall provide

a periodic report to their respective heads of offices and to the PACC. The ACC must also coordinate with PACC, through its Information and Resource Management Office, for the proper referral of information and incident reports of corruption and actions undertaken. The offices and agencies under PCOO include News and Information Bureau/ Philippine News Agency, Philippine Information Agency, Bureau of Communications Services, National Printing Office, Presidential Broadcast Staff-Radio Television Malacañang, People’s Television Network, and Bureau of Broadcast Services. PCOO Undersecretary for Administration and Legal Affairs Marvin Gatpayat will chair the ACC while Assistant Secretary for Media Relations Florentino Loyola Jr. will serve as vice chair. In his speech, Gatpayat expressed confidence that the partnership between the PCOO and PACC would help “elevate” the fight against corruption on a much broader and intensified level. “Through the ceremonial signing of the memorandum of agreement with the PACC, we hope to forge a strong alliance against corruption in all its forms within the agency. It signifies our strong commitment of serving with integrity and giving the public the best government service with excellence, honesty, and transparency,” he said.

Andanar, meanwhile, enjoined PCOO officials and members to play a part in contributing to social and political change and reform in the country. “May all of the officials and members of the PCOO’s ACC in this agency endeavor to be a catalyst for us to realize and actualize a graft and corruption-free PCOO in order to provide a better and more comfortable life for all just as President Duterte envisioned it for the Filipinos,” he said in a video message. PACC Chairperson Fortunato Guerrero is hopeful that the ACC would be carried over to the next administration. “I hope we can all work together despite the very short time that we have– almost four months until June of 2022. But as we establish the system that we wanted established in every agency and department in the government, we can leave a legacy that we can pass on to the administration to come that we believe is necessary to fight graft in government,” he said. President Rodrigo Roa Duterte has vowed to dedicate the remaining months of his term fighting corruption in government. In October 2020, he announced the creation of a task force to investigate corruption in all offices of government, including lawmakers and local government chiefs like mayors and governors. DSWD KALAHI-CIDSS XI releases 3.3M worth of livelihood assistance to BP2 beneficiaries in Davao del Norte

THE Department of Social Welfare and Development (DSWD) Field Office XI has distributed 3.3 million worth of financial assistance to Balik Probinsya, Bagong Pag-asa (BP2) program beneficiaries for the year 2021. A total of 67 families from the municipalities of Carmen, New Corella, and Sto. Tomas in Davao del Norte have received Php 50,000 under the Livelihood Settlement Grant (LSG) of the Family Grants subcomponent of the program.

In a statement, DSWD XI BP2 focal person Lee Mecris Berdos said the financial grant will be utilized by each family to put up their business of choice after having returned to their respective provinces. “One of the benefits for the BP2 family beneficiaries is the Livelihood Settlement Grant (LSG). This is a startup financial assistance to the families to help them establish their sources of income after they return to the province permanently.

They get to decide their business of choice, as long as they are in accordance with the policies of the program,” she said. PRIOR to taking a form (body), a human being is consciousness (spirit), a being who is connected with the Unseen Being. Indeed, we are all embodied spirits, more spirit than body having been created in the image and likeness of the Creator, the Formless, the Eternal. This is a truism that must be the basis of our existence so that the development of the spirit must be the priority rather than be enslaved to the whims and caprices of the body. It is sad to note that humanity’s mindset has been captured by unbridled materialism and consumerism which does not only run counter to the essence of our very own spirituality but can be likened to the workings of an auto-immune disease syndrome (AIDS) where no less than the body’s defense mechanisms are attacking vital organs. Indeed, whatever be the form, all life is sacred, each one carrying a sense of divinity as all creation is a reflection of the Creator, of the Formless, Unseen Being. Thus, every time you eat – be it red or white – please reflect for a while that that meat came from a life form that once did breathe, having experience in its own right pleasure and pains, exposed to the wonders of life, having felt the warmth

of the sun, the coolness of the wind, the brightness of the moon and the stars at night, taking food from the loving touch of the raisers and finally, had to succumb to the pains of shedding blood as its throat head to be cut – all because you must eat and live. When one has to cease breathing, be it flora or fauna, so that the Homo Sapiens have to live, i.e. giving up one’s life so that another creation can live, that unescapable drama of life must be reflected upon by all of us that somehow contributes to the sacredness of life that only our Creator knows its reason for being. Perhaps that too should be in the mind of a hungry lion before eating a cornered prey especially if that victim is a human being. One has to die so that another creation has to live. That alone may justify the killing of an animal. Life for life. But when the flora and fauna are massacred to prove one’s dominion over nature, to be sacrificed to the altar greed and profit or worse, for sports, that is a categorical manifestation of a human being having been made in the image and likeness of God, to be reduced to a mere beast! We decimate our forest, pollute our rivers and bays; we produce

food yet contaminate our water table following costly agricultural technologies tied up to the heavy use of toxic chemicals; modern living adopting lifestyle that makes of a throw-away society – all done in the name of development. That kind of development which is based on high veneration to the profit motive can only be described as ruthless and futureless which has made the impossible now possible which is the end of life on earth. Biodiversity embracing the billions of life forms has tremendously decreased as these life forms which have evolved on earth for billions of years are now extinct. As the earth warms and the oceans rise, we are now confronted on how to feed, clothe and house the exponentially growing earthlings that will reach the 9.5 billion mark in 2050. If our way of making a living is killing Mother Earth because it is just all about how to respond to bodily needs, that kind of madness has totally disregarded man’s spirituality. Life bridges

“IF you are good at building bridges, you will never fall into the abyss!” said Mehmet Murat Ildan. Understanding is the bridge between two minds; love is the bridge between two souls. We are all bridge builders during our whole life. I am not talking about the raised platform on a ship or a bridge mounting for false teeth or, as in the bony part of the nose. I am talking about spiritual bridges establishing connections between us and other people - or, between God and us. Another elementar y example is the “birthday bridge” or the turn to the year, that takes us from the old into a new period of life. A very important bridge in life takes people to me and me to people. It does not matter if our skin is black or white, if we are rich or poor, man or woman, being sad or happy. So obvious our daily life is that we might even forget simple things easily. Self-esteem, respect and freedom from anxiety are the necessary and conclusive foundations for this kind of bridge. Earl Nightingale discussed topics with regards to human character development and behaviors. He

was known for his deep voice and clear diction. He was the voice of ‘Sky King’, which was a radio adventure series. Nightingale also co-authored a book called ‘The Strangest Secret’ which is considered to be one of the greatest motivational books of all time. Earl Nightingale’s ‘Our Changing World’ was a five-minute radio commentary program which spoke about personal development. Every person experiences a struggling period in their lives where they learn, and understand the wonders of life precisely. “Your problem is to bridge the gap which exists between where you are now and the goal you intend to reach”, Earl Nightingale describes the significance of the bridge and how it helps one to travel through the hard phase of our lives. The bridge is a path and a direction that motivates us to move towards enlightened life. Allow me to say it clearly and directly to the point: Separations result from crumbled or fit for demolition bridges. Destroyed spiritual bridges can be found at any corner. Look into your neighbourhood or, don’t drive away and repress this topic in your family. PhilHealth, as a financial institution, is in the center of this fight to end COVID-19 pandemic currently plaguing the world. To cope with volatile periodic travel restrictions imposed by appropriate authorities, several PhilHealth programs were adopted to ensure that public service will not be hampered, notwithstanding limitations in manpower and other resources. NEDA exec cites importance of subsidy as oil prices soar By JOANN VILLANUEVA

MANILA – An official of the National Economic and Development Authority (NEDA) stressed the importance of government subsidies in helping address the impact of rising fuel prices on the public. During the Palace briefing on Tuesday, NEDA Undersecretary Rosemarie Edillion said the government has allocated under this year’s national budget a PHP2.5 billion fuel subsidies for public utility vehicle (PUV) drivers and operators and a PHP500 million subsidy for the agriculture sector. She said NEDA is requesting for an increase in the amount of subsidies to PHP5 billion for the transport sector and to PHP1.1 billion for the agriculture sector. She, however, said they

need to wait for the March 2022 fiscal report to check if there will an increase in revenue collections, which will be tapped for the additional subsidies. “Kapag magkakaroon ng excess revenues from the program, ito po ay magagamit natin sa pag-fund ng tinatawag nating mga unprogrammed na appropriations. So, ang tingin naman po natin is malamang po magkakaroon din ng excess collection, dito po natin kukuhanin [ang subsidy]. Exchange Program on CBDC THE Bangko Sentral ng Pilipinas (BSP) and the Alliance for Financial Inclusion jointly hosted the Knowledge Exchange Program on Central Bank Digital Currencies (CBDC) for Financial Inclusion from March 1-3, 2022. Being able to understand and comprehend what you are reading is of but a very significant and important aspect of every human life. Once an individual is being able to comprehend what he or she is reading then it bears a huge impact to his or her existence. Reading comprehension is very much applicable whether one is at school, at home, at work, or at any other places that may require therein. Basically, the goal of reading is to derive meaning, especially now in the new normal in which face to face classes are being suspended and parents are now getting more involved and engaged with the selflearning modules among learners. Obviously, this is an extreme example but sadly, classrooms across in-

terspersed with pupils who experience the same type of frustration every day. They don’t possess adequate reading comprehension skills to do what is expected of them. Without comprehension, reading is simply following words on the page from left to right while sounding them out. The words on the page have no meaning. And while pupils read for so many different reasons, the chief goal is to derive some understanding of what the writer is trying to convey and make use of that informationwhether for fact gathering, learning a new skill, or for pleasure. According to humanist psychologist Abraham Maslow, our actions are motivated in order to achieve certain needs. People are motivated to fulfill basic needs before moving on to other, more advanced needs. Motivation explains the direction and magnitude of behavior, or in other words, it explains what goals people choose to pursue and how actively or intensely they pursue them. Motivation results from the interaction of both conscious and unconscious factors such as the intensity of desire or need, incentive or reward value of the goal, and expectations of the individual and of his or her peers. Motivation varies over time and depending up on the circumstances. Motivation is not only important in its own right; it is also an important predictor

of learning and achievement. Students who are more motivated to learn persist longer, produce higher quality effort, learn more deeply, and perform better in classes. A common distinction made in the literature is between extrinsic and intrinsic forms of motivation. Intrinsic motivation is the act of doing an activity purely for the joy of doing it, and it is frankly very rare in school and work contexts. Extrinsic motivation, or the use of external rewards or punishments to encourage student work completion, is generally painted in education as the enemy of good instruction. This is true to a certain extent because, as learning is comparable to exploration, the use of rewards or punishments tends to outline a boundary around how much a student should explore. For instance, learners say technology helps their professors to be more efficient and effective in teaching classes, and they feel that technology helps them to be more efficient and effective learners. As learners’ digital literacy grows, teachers must match or surpass the level of technology learners’ use outside of the classroom. Learners are coming to us with much different demands than they did even five years ago. They are tech savvy and tech focused. They want to learn in ways that are more interactive—both in class and in the tools they use to learn. To be impactful, teachers cannot teach the way teachers in 20 years ago and expect to keep them involved and engaged in their studies, because the learners today do not learn the same way. Learners love modern

technologies, and it’s easier to engage them in learning if the teacher use online learning techniques. Some key benefits of using technologies in teaching: interest learners in the educational process; keep in touch with learners; develop creative thinking; teach innovative things; and gain new learning experience. Learners are becoming digitally literate, and it affects their self-development. Most significantly now in the new normal teaching ang learning set-up, as a teacher, it is of significant thrust that I would be able to indulge with this technological savvy strategies and scheme. Life after the life of form will be one of Stillness Consciousness, thus we must develop spiritual qualities as these are what are the essentials when we will leap to the Great Beyond to that transcendental dimension of spirituality in the loving embrace of the Creator. Indeed, material wealth will have no bearing in that dimension where oneness, love, service, kindness, honesty, integrity and all spiritual qualities matter, ending up in God’s loving embrace! Knowing thyself as pure consciousness, then you will discover who truly you are. When you discovered who truly you are as deep consciousness, the words of Jesus will indeed put to reality the biblical truism that “the Kingdom of Heaven is within you.” That vast spaciousness is within each one of us. Can you not feel that? Be unfettered from deep unconsciousness spawned by unbridled materialism, then transcendental dimension awareness looms in the realm of great stillness. Then, breathe deeply and feel the essence of life deep within your body that is rooted in the Being. Try it and be liberated from compulsive thinking of the egoic mind that has brought forth mankind’s collective insanity that had killed its own kind in the 20th century alone more than 100 million human beings out of two world wars and the cleansing of Hitler and Pol Pot. With that new consciousness, the divine purpose of the universe will unfold for a new earth!

Duterte cited the need “to swiftly reopen the city for economic recovery in view of the impending increase in prices.” It added that no lockdowns, including granular lockdowns, will be imposed while existing lockdowns have been lifted. All other alternative work arrangements for local and national government offices are also lifted while public utility vehicles are allowed full carrying capacity based on pre-pandemic guide. In a data released by the National Economic Development Authority (NEDA) in February, Davao Region had posted P3.49 billion in registered investments for the year 2021, or a 29.63% drop compared with P4.96 billion approved in 2020. When asked about the increase in electricity costs in the past month, CAMELCO Acting General Manager Rovir Ian M. Golosino said this is due to the increase in fuel prices felt across the country. The reason for this is the rising cost of fuel, which also affects the cost of operating our diesel plant. The impact is mostly felt in the increase of our generation cost,” Golosino said. He adds that other electric cooperatives in Mindanao and in the country are also faced with the same difficulty. She also hires three to four people locally, mostly single moms and battered wives whenever they undertake production, which has now increased to 35 trays every three weeks. From a huge dying cypress tree in the farm (known locally as “saypris, sipris or cipris”), the workers use chips from its dead branches to start a fire for cooking the eggs, and mixed them with giant ipil-ipil firewood producing a fragrant wood smoke.
