MARAWI CITY, Lanao del Sur -- Philippine Army commanding general Lt.Gen. Romeo Brawner Jr. just celebrated the 125th founding anniversary of the Philippine Army Monday, March 14, with troops of the 103rd Infantry Brigade in the city. He conveyed that he chose to be in the brigade as he was its former commander way back when the siege here ignited. In his visit, Brawner recalled that the Philippine Army was founded on March 22, 1897 by their forefathers with the first commanding general then General Artemio Ricarte, and 125 years after that 100,000 strong members of

the army remain standing before everyone, proud of their history and committed to serving the Filipino people. He shared that in the previous years, they would usually limit the celebration of their anniversary to their headquarters wherein top officials would remain at Fort Bonifacio but this year made a change. “This year, because it is a special year with 125 years, sinabi ko sa aking mga [I told my] staff at the headquarters that I want our troops in the field to feel and celebrate this important milestone,” said Brawner in his speech. As such, some of the top officials personally went to particular headquarters

to give themselves the anniversary package to the troops of the units in the area, including the Citizen Armed Force Geographical Unit (CAFGU). Philippine Army chief of staff MGen. Roberto Capulong went to the 5th Infantry Division and stayed at the headquarters of the 95th Infantry Battalion to hand the packages to units in Luzon and represent the battalion level. Meanwhile, Philippine Army vice commander MGen. Henry Doyaoen was in Samar to visit and cover the division there and bring down the anniversary package to the units in the Visayas as Brawner was in Marawi City particularly at See MARKS, page 10

Nearly 300 teachers have been tasked to serve as Board of Election Inspectors (BEIs) and poll clerks for the polls in Lamitan City, she said. “All those who will be serving the election are vaccinated,” she added.

However, Mangkabung said one of the big challenges they expect to face on election day is Internet connectivity, as most of the precincts in Lamitan City are off-grid. Another problem, she pointed out, is the frequent power interruptions in Lamitan City. Lawyer Vidzfar Julie, Basilan election officer, said Wednesday Lamitan City has 50,134 registered voters in 80 clustered precincts. (PNA)

Pinay brings PH’s “bayong” to the world DAVAO CITY -- A Filipino medical office assistant could hardly sustain living in Canada with four children and a limited monthly earning from her regular job. This pushed April Moran, now the Chief Executive Officer (CEO) of Canada Bayong, to think of better

ways to augment her earnings. “I came from Bicol. I tried to bring with me 10 bags made out of abaca fabric and sold it to my co-workers. All the ten bags were sold in a week. And that started the business. I increased getting supplies

up to 50 bags and had them sold out in a month,” Moran shared. That was January 2020, the start of the COVID19 pandemic. While it was the start of the downfall of most entrepreneurs and the closure of many businesses, Moran

Blind But Can See (Part II)

SOMETIME In 2016, no less than President Rodrigo Roa Duterte visited and embraced a brave 31-yr-old 1st Lt. soldier by the name of Jerome Jacuba who was then lying in bed totally blind in V Luna Hospital in Quezon City. His blindness was an offshoot of a battle he bravely fought in Maguindanao, manifesting a courageous stand against those forces who fought to put Mindanao in their stranglehold. A year after that, I together with my key staff in the Cooperative Development Authority touched base with these gallant blind and wounded soldiers and upon their request, organized them as Wounded Soldiers Agriculture Cooperative as they are facing bravely another war – that is, the war against poverty. That year during the height of the Marawi Crisis, I brought Lt. Jacuba, the elected Chairman of the Cooperative and some Coop officers to Marawi and had them met in a Cooperative Summit the cooperatives of the displaced persons (IDPs) who were former combatants of the MILF & MNLF who were then organized into cooperatives but who

were once in combat with the military where 1st Lt. Jerome Jacuba was leading. This time, they belong to one family, the cooperative family. I then told 1st Lt. Jacuba that in front of him were thousands of former MILF/ MNLF combatants who like the wounded soldiers are now cooperative members. In his speech, 1st Lt. Jacuba declared: BEFORE WHEN I HAVE EYES, I COULD NOT SEE; TODAY THAT I AM BLIND, I CAN SEE THT THE WAR IN MINDANAO CANNOT BE STOPPED THROUGH ARMS AND BULLETS BUT THROUGH COOPERATIVISM BY EMPOWERING THE POOR AND THE OPPRESSED TO FIGHT POVERTY, GROSS INEQUITIES AND SOCIAL INJUSTICES - THE ROOT CAUSES OF MINDANAO WAR. ANG PROBLEMA PALA AY KAHIRAPAN AT SOCIAL INJUSTICES AT ANG PANGLABAN PALA AY HINDI BARIL O BALA KUNG HINDI ANG PAGKAKAISA PARA LABANAN ANG ECONOMIC CONTROL NG IILAN!” Yes, Chairman JJ as I call him, may be physically blind but not so economically,

Orlan R. Ravanera

socially, politically and more so, spiritually. What is even more amazing is that Chairman JJ and all the wounded soldiers and all the former MNLF\MILF combatants are now being assisted by the cooperatives nation-wide through the “Koop Kapatid Progam” to regain hope and to fight another “war,” this time, against poverty, gross social inequities and social injustice. Through cooperativism, there are a lot to see and to discover. Indeed, we are living in a world that is changing profoundly, where extraordinary phenomena are becoming ordinary, deepening inequality, decline in social justice, ecological turbulence due to climate change and violent extremism that even created a Filipino suicidal bomber. There is apparently a dysfunction of the present development model that is the growthat-all-cost that is likened to a giant-off-balance. So as not to fall, it has to run and in running, it steps on communities, forests, seas, rivers, agricultural lands and even on people, especially the poor and See BLIND, page 11

Hints and Traces

The true value of suffering

“Behold, we are going up to Jerusalem, and the Son of Man will be handed over to the chief priests and the scribes, and they will condemn him to death, and hand him over to the Gentiles to be mocked and scourged and crucified, and he will be raised on the third day.” (Mt 20,18-19)

WITH these words, we have to understand that like Christ we have to learn to suffer, to see the redemptive value of suffering. We have to realize that in this life of ours in this world, we can never avoid suffering in one form or another. Suffering is part of our human condition that is wounded by sin and all sorts of weaknesses and our natural human limitations, and the fact that we are meant to live a supernatural life which we can never attain unless we are truly with God, and the fact is, we seldom are truly with God. We can only be completely suffering-free when we are with God in heaven. But we are given a way of how to handle our suffering properly, to the extent of converting our suffering as a way to our own salvation and eternal happiness. And that is always to follow the

example of Christ as he went through all the suffering in his redemptive life here on earth. We have to be willing to suffer the way Christ suffered for all of us. That way, we attain the true essence of our humanity which is love, channeling the love of God for us in us. No wonder then that Christ himself said: “Greater love has no one than this: to lay down one’s life for one’s friends.” (Jn 15,13) No wonder also that as St. Peter said in his first Letter, “He (Christ) did not retaliate when he was insulted, nor threaten revenge when he suffered. He left his case in the hands of God, who always judges fairly.” (2,23) We have to learn to restrain our urge to make revenge whenever we are offended in some way by others. It is this willingness to suffer that would show how, like Christ, we can go all the way to giving ourselves completely to everyone, irrespective of how they are. That is also why Christ commanded us, as an integral component of true love, that we even love our enemies. In true love, the lover goes all the way to identifying himself with the beloved

Roy Cimagala

with the view of giving the beloved what is objectively good for both the lover and the beloved. There is a kind of unification between the two that is based on what is objectively good for both. We have to train ourselves to develop this kind of love. And we can use the usual conditions, concerns, and circumstances in our daily dealings with others to develop that kind of love. Whenever some differences and conflicts occur among ourselves, we should be willing to suffer for the others, bearing their burdens, even if we also try to sort out and settle these differences and conflicts as peacefully and charitably as possible. This willingness to suffer should be an active thing, not a passive one, waiting for suffering to come. We have to look for the opportunities to suffer. That would be a real proof that we are truly in love. What is more, such attitude would help us in protecting ourselves from temptations, sins, and all other forms of evil!

IN pursuit of providing better service for Filipinos, Asialink Finance Corporation achieves the ISO 9001:2015 certification on quality management system – a first for the Asialink Group of Companies. Under the provision of System Development and Application Enhancements of Financing Companies, Asialink successfully accomplished a rigid audit and process review and development by the country’s leading certifying organization, SGS Philippines. “This project started two years ago before pandemic when we decided to sharpen our own accounting

system (SOFIA) that caters to the entire Asialink group through a global standard that will certify our processes,” reveals Asialink President and COO Eillen B. Mangubat. According to Ms. Mangubat, the certification process began with the gap analysis in the midst of the pandemic in March 2020 and involved multiple departments including HR, Purchasing and IT. Despite the challenges of telecommute, the technical working group managed to deliver and achieve the certification. “We have already made a lot of progress in our operations and we want to

be more efficient moving forward.” “When we talk about a management system that’s the backbone of an organization and it actually controls systematically, with of course transparent way of managing all the processes; it will basically streamline and at the end that would be a good return of investment to the company,” said SGS PH Business Director of Knowledge, Roger Villanueva. MANILA – The government prefers targeted subsidy over the suspension of excise tax on fuel products because the latter has long-term negative impact on government revenues and the economy, a Department of Finance (DOF) executive said. During the virtual Laging Handa briefing on Tuesday, DOF Undersecretary Paola Alvarez said fuel consumption of those belonging to

the higher bracket of society has the bigger share at around 48.8 percent while lower income households’ share is around 13.8 percent. Thus, suspension of the excise tax of fuel products will benefit the higher income households but is detrimental to the government through lower tax collection, which, in turn, will impact the poor since the government will have lesser funding for its social

services program, she said. Alvarez said there are two measures in Congress that are calling for temporary suspension of excise tax on fuel. These are the House Bill (HB) 10488, which calls for the suspension of the excise taxes on oil products from June to November 2022 and Senate Bill (SB) 2445, which calls for the suspension of the said taxes from June to See HIKES, page 10

COVID-19 FRONTLINE By: CHERIE MAY ARANTON MAGLIPAC

Running two years now since the world is battling with COVID-19. One of the most affected sectors are the medical frontliners. Facing this challenging pandemic, frontliners got really scared and clueless of what might happen to us as we didn’t have enough protective gear and that there was no definite medication for the virus. Having been able to witness people who suffered from COVID-19 who were gasping for air, asking for prompt attention to their needs made us feel helpless as well. Physically and mentally draining. This deadly virus easily transmits and make someone really miserable. Typically starts as common flu but with high fever yet worsen in just a few days. People were then cautious in everything they do. Some were rushing to try herbal medicines and some hoarded essential over-the-counter medications. Based on statistics, people with comorbidities and children are the most vulnerable. With the increasing number of deaths, the World health organization was alarmed. While the world was busy trying to find the best solution to lessen the spread of this virus, Medical frontliners and other sectors keep on educating people to implement measures that would reduce the risk of transmission. The World Health Organization and partners then did further studies to find a solution to lessen the fatalities caused by this virus. There are anti-viral medications that were administered to the

clients with severe COVID-19 symptoms. With the evolving variants of the virus, vaccines undergo thorough studies and tests. A game-changing tool, the vaccines was readily available after a delicate testing. However, while people are indecisive of taking the COVID-19 vaccines, the government urged every individual to get vaccinated. Although vaccines are not a guarantee that we will not get infected by the virus, everyone is still advised to follow health protocols. Barangay health workers are as well working tirelessly to continue spreading information as to how we can prevent the spread of the virus. Up to this day, COVID-19 virus is still a threat for every individual and we continue to disseminate information and encourage everyone to follow the health protocols. The use of face mask and thorough handwashing is a great help to protect us from getting infected. While the cases are getting low, it is still vital for us to continue protecting ourselves. COVID-19 has taught the world somehow that anything can happen in just a snap, so might as well start living a healthy lifestyle, keep updated of COVID-19 whereabouts and utilize the available immune system boosters that we get from nature like sunshine, water, fruits, vegetables and get vaccinated. The war isn’t over yet, however there are many ways now to prevent it from being infected. Guard yourself and get informed always.

trucks. Books were also part of the brought package as the commanding general maintained they must not only equip the soldiers physically for them to fight well in battles but they must likewise be holistically prepared, nurturing their mental, psychological and moral health. To conclude his message, Brawner called on the government troops to continue their cooperation with sectors in the society to achieve lasting peace in their respective areas. “Kapag nagsama-sama tayong lahat ay marami tayong magagawa [If all of us get together, we can do so many] and we are successful in our campaign to finally achieve lasting peace in the area… It is very important na ipagpatuloy natin iyong ginagawa nating pagbubuklod-buklod, pagsasama-sama at pagkocooperate sa isa’t isa [that we continue being one, united and cooperating with each other],” he said. Development Program (LGSF-SBDP). SBDP is a flagship program of President Rodrigo Duterte’s Executive Order 70 or the Whole-of-Nation Approach to pave the way for collective participation and action in harmonizing government development efforts and services to sup-

port, facilitate and pursue the country’s peace agenda. Particularly in Barangay San Antonio and Sicot, the completion of their projects brings an enormous change in the way the residents transport their local commodities, and its impact on the advent of fast and easy methods of transport in their communities. Also, the City of Tangub is currently implementing the remaining eight projects of the same program. The project inspection was conducted by DILG PDMU Engineers, Project Evaluation Officers, and staff engineers of the City Engineer’s Office of Tangub City. (DILG MisOcc/PIA-10/ Misamis Occidental)

from participating in faceto-face campaign activities. The number of participants allowed for campaign activities will also be limited for areas classified under Alert Level 2 and 3. Areas placed under Alert Level 4 and 5 are prohibited from conducting in-person campaigning or related activities. National and local candidates must secure a permit to organize campaign activities on the island from local government units (LGUs). In addition, they must also obtain a Certificate of Compliance from the CCC to ensure their compliance with health protocols. Candidates must specify the date, time, and venue for the said activity. Furthermore, COMELEC-10 requires all campaign activities to be conducted in accordance with the operational capacity of each venue. COMELEC-10 Provincial Election Supervisor Lawyer Palmer P. Palamine said these set guidelines are ultimately for the safe

and fair conduct of NLE 2022. That said, he urged everyone to exercise caution and observe minimum public health standards amid the COVID-19 pandemic for the protection of every candidate, voter, and Filipino citizen. (GDA/PIA-10/ Camiguin)

The communities, too, felt proud while seeing and knowing that their bags are appreciated and sold abroad. Moran narrated how she markets these “bayong” or bags to the potential buyers. “I always tell them that every bag comes with a beautiful story. It is weaved by the hardworking hands of a Filipino weaver who also aims to feed a family back home. Every bag has a story to tell. And that makes it loved by the buyers.” Aside from helping communities, Moran was also pumped to do better in expanding the business as she’s inspired to have also contributed in preserving and sustaining the Filipino culture. She believes that supporting these abaca and banana fiber weavers is her own advocacy in promoting and sustaining a Filipino culture…”pagbabayong” or bagmaking and weaving out of indigenous fabrics. Canada Bayong, her company name, since 2021 has shared the business achievements by opening it to re-sellers. From a single base in Canada in 2020, it has expanded to more re-sellers in every province in Canada, and other countries such as USA, Australia, and Italy. Moran was also proud to

December 2022. Alvarez said the measure in the Lower House is seen to reduce government revenues by around PHP48.7 billion while the one in the Senate will translate to tax losses amounting to around PHP69.3 billion. “Pag overall sinuspinde po natin lahat – iyong excise tax including iyong VAT (value added tax) on excise tax ng lahat ng klase po ng fuel – mawawalan po tayo ng PHP138.8 billion in one year or 0.6 percent of our GDP (gross domestic product) (If we suspend all the taxes including VAT on all fuel products we will lose PHP138.8 billion in one year or 0.6 percent of our GDP),” she said. She also said if the government will make the oil excise tax suspension automatic every time oil prices shoot up, the government will lose around PHP1.5 trillion until 2032. “Ang pinu-propose po natin, imbes po na suspendehin natin overall, magbigay po tayo ng targeted support doon sa mga mahihirap na nangangailangan. (What we are proposing is to extend a targeted support to the poor who needs it instead of totally suspending the excise tax),” she said. Alvarez said the subsidy will be given to public utility vehicle drivers who are already enrolled under the Pantawid Pasada Program.

oppre ss e d Ind i ge nous Peoples whose ancestral domains are being landgrabbed by the rich and powerful in cohort with power-that-be, leaving havoc on its path. Is the ownership of the rich means the dispossession of the poor? This is the root cause of war which no less than Chairman JJ had seen. Indeed, as declared by Chairman JJ, there are a lot to see, to reflect upon and to understand socioeconomic-environmental realities. We must see that we have already lost our ecological integrity and security as we have allowed a few greedy loggers and miners to massively exploit our natural resources in connivance with the very agency of government mandated to protect the ecosystems. Indeed, the relevance of cooperativism is now being seen during these most challenging times to democratize wealth and power in a highly skewed societal order where only a few cartels, conglomerates and oligarchs are in control. In fact, as the wounded soldiers and former combatants are now harnessing their collective spirit and potentials, they are joining Filipinos from all walks of life, to put power where it rightfully belongs – to the people so that those in the margins can be drawn into the mainstream of development processes. Enough of the selfish pursuit of instant wealth, power and self-aggrandizement. Yes, the Filipinos are now serving notice to one and all that they have awakened and will not allow anymore poverty, corruption, apathy and deceits. It is time for collective action to unfetter the people from vicious cycle of poverty and to uproot the causes of negative peace, war and conflict. Chairman JJ has seen that! Former MILF/ MNLF combatants have seen that! They are now shouting as they have shouted after the declaration of Chairman JJ in that Marawi Cooperative Summit: “ALLAHUAKBAR- MGA PAGARI AKON, SAMA-SAMA NA TANU KOOPERATIBA. ISA LANG ANG ARMAS NATIN NGAYON – KOOPERTIBA NA!” With that declaration, we are now ending the second longest war in the world – the Mindanao War! If the blind can
