DAVAO CITY – Before leaving her office, Davao City Mayor Sara DuterteCarpio on Thursday took pride in announcing the city has earned the eighth spot in the Commission of Audit’s (COA) Top 10 Richest Cities in the Philippines as of December 2021. COA’s 2020 Annual Financial Report, released in December 2021, showed that Davao City has accumulated total assets amounting to PHP23 billion above the cities of Caloocan and Zamboanga. Yu said the reformulated vaccines that have been used in the pediatric vaccination require a specific temperature to maintain the efficacy of the vaccines. The report mentioned Davao City ranked ninth with PHP9.899 billion in assets. It bumped Zamboanga City (2015’s 10th placer) off the list. “For the past five years, by building the necessary infrastructure, by boosting our income generation, and by keeping our communities safe, we have made a stronger Davao. But the real strength of Davao City, the backbone of any

community, is its people,” Duterte-Carpio in her State of the City Address which she dubbed as her Valedictory Address. She underscored that her administration focused on employment and social services to secure the welfare of her underlings. Amid the pandemic, the city’s poverty incidence recorded a low 8.9 percent in the first quarter of 2021 -- a significant improvement from the 11.3 percent in the same period in 2018, as shown from the data of the Philippine Statistics Authority (PSA) in the Davao Region. Continuing flagship projects among Pres. Duterte’s legacies: Andanar

3

By AZER PARROCHA

MANILA – Acting presidential spokesperson Martin Andanar said Wednesday President Rodrigo Roa Duterte should also be given credit for continuing and completing projects handed down from the previous administration. Andanar made this remark amid criticism that the success of the completion of several infrastructure projects under the “Build, Build, Build” program should be given to the administration of former President Benigno “Noynoy” Aquino III. “Every President naman nagkakaroon ng ganitong klaseng issue (has this kind of issue). The real measure of maturity pagdating sa ating pamamahala ay yung tinatawag na (when it comes to governance is) continuity of projects,” he said in an interview over PolitikoTV Channel. He disagreed with accusations that the Duterte administration was grabbing credit for the said programs and projects, noting it was also an achievement because there have been cases where an administration opted not to carry on with them. “Sa akin, hindi issue yung credit-grabbing, sa akin ang pinaka maganda ay tinuloy yung magandang proyekto

MRT-7 project (File

(For me, credit-grabbing is not an issue, what is important is the good project was continued),” Andanar said. He cited how the government was even sued for canceling in November 2010 the Laguna Lake Rehabilitation Project, one of the country’s most ambitious flood-control projects. “If we’re talking about yung Duterte legacy, of course, it’s part of the Duterte legacy kasi tinuloy. Mayroon tayong mga nagdaang mga presidente na for example hindi tinuloy ang project (because they continued it. There are previous presidents for

example who decided not to continue a project),” he added. Last month, Public Works Undersecretary Emil Sadain said he was optimistic that the next administration will continue the implementation of the remaining infrastructure projects, noting that these would help rev up the economy. Drug war Aside from these inherited projects, Andanar said Duterte himself has scored many gains in terms of government efforts to address poverty and crime. He cited the Duterte’s administration’s crackdown

on illegal drugs as among his top accomplishments. Andanar said it would be up to the next administration whether or not to continue the drug war. “Depende ‘yan sa susunod na presidente kung paanong istilo ang gusto niya, but definitely mas madali nalang ang trabaho ng susunod na presidente para sa pagsugpo ng drugs (It would be up to the next president how he or she would carry it out, but definitely their work in terms of fighting drugs will be much easier),” he said. E arlier this month, See PROJECTS, page 9

MANILA -President Rodrigo Roa Duterte and Senator Bong Go have formally endorsed BG (Bisaya Gyud) Party List and Alelee Aguilar-Andanar as 1st Nominee. The 2nd nominee is Atty Mico Clavano, former Solicitor of the Solicitor General’s Office, while the 3rd nominee is BG Party List president Vic Garay of Bohol. The Party List must get 600,000 votes for at least two of its nominees to gain seats in Congress. The BG Party-list, if given a chance in Congress would propose several leg-

islative measures for the benefit and welfare of the Urban Poor sector in the country, according to Atty. Clavano. Ms. Andanar, on the other hand, said that the BG Party-list will be supporting nolt only the marginalized urban poor communities in the Visayas and Mindanao, but the whole country as well. Mr. Vic Garay bared that the Bisaya Gyud was formed two years ago as a charitable organization and has given assistance to victims of calamities such as the recent Typhoon Odette.

“There was a rich man who dressed in purple garments and fine linen and dined sumptuously each day. And lying at his door was a poor man named Lazarus, covered with sores…” (Lk 16,19-20)

WITH this parable, Christ is telling us about the problem of the rich and the blessedness of the poor. As the parable unfolded, both died and the poor man was carried to the bosom of Abraham while the rich man was buried in the netherworld, tormented. We have to be wary of the big problem of the rich. Christ spelled it out when he said, “It is easier for a camel to pass through the eye of a needle than for a rich man to enter the kingdom of God.” (Mt 19,24) The big problem of the rich, in short, is his attachment to his wealth such that he cannot give himself fully to God. He may give the appearance that he is giving a lot, but if it is not the whole of himself, then it is not total self-giving which God deserves and expects from each one of us. Let us always remember that God wants the whole of ourselves. He wants our entire heart, not a divided heart. He wants to be ev-

erything to us, the first and the last, the Alpha and the Omega. He wants to be given priority over everything else, including our own life. This is not selfishness on his part, an act of egotripping. It is simply in recognition of the basic truth that everything, including our life, comes from him and also belongs to him. We have no right whatsoever to expropriate as our own what actually comes and belongs to God. We need to remind ourselves constantly that even if we can say we are the owners of great wealth, resources, talents, power, fame, and indeed of our whole life, we actually are at best only stewards who have to give account to the absolute owner of all these things that we possess. We have to continually fight against the tendency and the constant temptation to think that all these things are simply our own, that we are their absolute owners. This is not going to be easy, of course, because even within ourselves we have the villain that will always push us to think that way. To be truly poor in order to be truly rich means that even if we are in possession of great wealth and all that,

Roy Cimagala

and yes, we use them and to a certain extent, enjoy them, we should be entirely detached from them so that our love for God is never compromised or diluted even if it is just a bit. To be sure, a certain detachment from the things of this world and even from people is required of us if we want to be a true and effective disciple of Christ— and to be like Christ as we should. He himself said it quite clearly: “If anyone comes to me without hating his father and mother, wife and children, brothers and sisters, and even his own life, he cannot be my disciple. Whoever does not carry his own cross and come after me cannot be my disciple.” (Lk 14,26-17) Let’s be reassured of what Christ promised us if we observe the proper priorities in our life. “Everyone who has left houses or brothers or sisters or father or mother or wife or children or fields for the sake of My name will receive a hundredfold and will inherit eternal life.” (Mt 19,29)

Kim’s Dream People Empowerment: Liberation Path Against Poverty

Crafting the Future with the Poor

IT has been said that the “tao” is poor because he is blind, weak, helpless and oppressed. In the same breath we tell him that if he has to be freed from the shackle of poverty, he has to help himself. What do we think of him, a “batman?” Interestingly, we have finally found a formula to make a “batman,” out of him, that is, if the Study of social scientists and development experts is to be believed. As you know, development experts are sort of puzzled why we Filipinos are wallowing in dire poverty, when we should not. For indeed, why must we suffer hunger and poverty in a country oozing with ecological wealth as the land is blest with natural resources. Our hills and plains are fertile and verdant which continuously yield diverse agricultural products. Our hinterlands are carpeted with remaining natural forest, very rich in biodiversity, notwithstanding the tremendous cuttings of dipterocarp trees. Such God-given bounties do not end at the surface and shorelines. Beneath are minerals and ore deposits,

described as the richest in the world. Its bays, lakes and seas are teeming with fish of every shape and hue. It is against this backdrop that we deplore the onslaught of poverty, which has regressed to levels that can only be described as alarming, as only a few oligarchs control the economy through elitist rule. Almost all of those running for the presidency are supportive of that elitist rule, either because they belong to the elite class or they may come from the struggling class of workers or peasantry but are supported by the oligarchs as only those who have money almost always win elections. Thus, based on the Report, people are poor not because they lack the resources but because they lack the power to benefit from these resources. Empowerment, therefore, of the poor is the condition sine qua non to break the vicious of dire poverty. That process of empowerment is being carried now by the awakened citizenry who must now exercise their right of suffrage to elect the right leaders who will empower them to be

Orlan R. Ravanera

in control of the economy and not a few elites. By empowering the poor and the vulnerable, they will become a countervailing force against all forms of economic deprivation. This time, the awakened citizenry has joined the voices of the hungry and the helpless. And this might just tip the balance, for poverty spares nobody – rich or poor, white or black, right or left. A glimmer of hope flickers towards a new day. But people empowerment is easier said than done. The contemporaneous development paradigm favors the rich and powerful oligarchs. Of the economy, who controls? Who decides? Who benefits? Only 50 families pocketing annually 70% of the Gross Domestic Products (GDPs). On one side is the dominant paradigm represented by banks and big businesses that make use of capital to produce what is called the “wealth of the nation” which enlarges the “economic pie” called the GNPs or GDPs. In a highly skewed societal order, See POOR, page 11

ILIGAN CITY -- Some 13 Army barracks and a stock room were burned down when fire struck, around 9am on Thursday, March 17, in Sitio Kalubihon, Barangay Dalipuga, Iligan City. Report from the Army’s 2nd Mechanized Infantry Brigade said the barracks, made of ‘amakan’, were located inside the headquarters of the 41st Mechanized Infantry Company of the 4th Mechanized Infantry Battalion. Report said the fire started from the barrack located “at the southern part of the headquarters.” LtCol. Marlon Famoso, commander of the 4th Mechanized Infantry Battalion, said their initial investigation revealed faulty wiring as cause of the fire. Famoso said one of the rooms eaten by fire is a stock room for their vehicle lubricants. Also burned down are four Vektor R4 rifles and a glock of the soldiers who occupied the barracks. “No soldiers are injured during the fire. Those affected are temporarily staying in a multi-purpose hall but tomorrow, they will rebuild their place,” Famoso said. This is part of the airline’s commitment to ensure everyJuan’s safety, while flying with CEB, both for passengers and crew alike. CEB’s entire workforce is now 81% boosted. This feat has been attained through joint efforts of the CEB/JG Covid Protect Vaccination

Program, along with various partnerships with LGUs in the country. “We are very happy to share this win with everyJuan as we all see travel opening up again, not only within the Philippines, but even to some international destinations. We want to keep doing what we can to make sure our passengers fly with peace of mind on CEB,” said Felix Lopez, Vice President for People Department at Cebu Pacific. The COVID Protect program is part of the Gokongwei Group’s initiative

for all its business units. Through this, CEB employees received free inoculation for themselves and their dependents, as well as third-party workers, such as check-in agents and bag handlers. Apart from this conglomerate-led program, CEB also worked hand-in-hand with various local government units these past months to ensure its employees will be inoculated with whatever vaccine is available, at the earliest time possible. CEBU CITY – Fiber internet provider Converge ICT Solutions has more than doubled its net income in 2021, driven by its aggressive penetration into Visayas and Mindanao homes. In a financial briefing with the media, the company said its net income reached PHP7.2 billion in 2021 from PHP3.4 billion the previous year, while consolidated revenues surged from PHP15.7 billion to PHP26.5 billion. MANILA – A ranking Bangko Sentral ng Pilipinas (BSP) executive said Thursday while wage and fare hike proposals have been made due to fuel price increases, the government is not remiss in alleviating the public’s welfare. “What is important, we think, is that the government is pursuing firm measures to temper the impact, the negative impact of the increase in oil prices,” BSP Department of Economic Research managing director Zeno Ronald Abenoja said in a virtual briefing aired over the central bank’s Facebook page. Various transport groups have filed for fare hike petitions while the Trade Union Congress of the Philippines (TUCP) have petitioned for a PHP470 increase in minimum wage rate in the Na-

Trust in the workplace has a big impact on how employees collaborate and work together on the same projects. As most employees are still working from home these days, employers have started realizing how important it is to build trust. The need for trust in the workplace is a fundamental building block of any organization and can be regarded as so important as to make issues pertaining to trust capable of making or breaking an organization’s culture. Yet, despite the importance of encouraging and developing it, trust is a difficult attribute to measure and a delicate dynamic to maintain. Negative working atmosphere creates a highly stressful and undesirable environment for everyone. Within such organizations, employees withhold their talents, creativity, energy and passion. We enhanced our preferred investment areas and we are pushing for the establishment of more ecozones beyond our existing IT parks and IT centers, with focus on the agri-industrial and manufacturing zones,” she said. The services industry was the anchor for the city’s economic growth in the past five years, and the opening of more business process outsourcing companies (BPOs) and tourism facilities like hotels, malls, and restaurants provided a source of income for thousands of Dabawenyos. Per licenses issued, some 16,474 tourism front-liners were employed in 2019. There was also an exponential growth in the real estate sector because of the investments pouring in from

they lose productivity, their innovation capabilities, their competitive edge, and more. Learning how to build trust at work is critical if you’re going to be successful as an employee, a manager, or an effective leader. If you don’t have trust, it’ll be more difficult to communicate and coordinate with your peers or colleagues. Moreover, if employees don’t trust their leaders, they won’t operate efficiently. Staff members will be reluctant to make decisions, seeking approval for every little thing. They won’t be willing to go the extra mile if they’re unsure whether others will back them up. They’ll fear sharing bad news, so problems will grow instead of being promptly addressed. They’ll be less likely to offer ideas for new products or processes if they believe leaders won’t support them or will take credit for their ideas. From 2019 to 2021, a total of 968 family beneficiaries were relocated to the Los Amigos relocation site. Moreover, with the assistance of the City Planning and Development Office, some 8,012 individuals benefitted from the Community Mortgage Program of the Social Housing Finance Corporation. “With this, Davao City has emerged as one of the best cities in the Philippines today. We achieved this by focusing our energies and resources on key areas that are integral to the growth of our city and the empowerment of the Dabawenyo. We directed our efforts to build more infrastructure, enhance our revenue generation efforts, strengthen our security, and improve the delivery of our social services, while also continuously learning, embarking on business and tourism missions, and forging partnerships with other Philippine cities and localities abroad,” she added. In December 2021, the National Competitiveness Council and the Department of Trade and Industry named Davao City the 4th Most Competitive Highly Urbanized City in the 2021 Cities and Municipalities Competitiveness Index (CMCI) -- the highest ranking of any city outside of the National Capital Region. indicating their inoculation schedule. The city government has been focusing on the pre-registration of the particular pediatric age group due to the low number of registered children. The CHO has so far tallied over 15,000 children in the pre-registration procedure. Yu, however, said they still need to intensify the call as they have a target population of 98,893 for the 5-11 age group vaccination. The target population was based on the master list of enrolled students to all public and private schools in the city. As of Wednesday, the city has vaccinated 12,088 children comprising 3,977 who are fully vaccinated and another 8,111 who had their first dose. Meanwhile, in the older population, this city has tallied 544,085 fully vaccinated individuals equivalent to 90.69 percent of the total target population of 599,929. Of the fully vaccinated population, 21.11 percent or 110,629 individuals have received their booster shots, while 31,609 had been administered with the first dose of the vaccine. (PNA)

Bael said the assistance is under the Kabuhayan Program of DOLE Integrated Livelihood and Emergency Employment Program (DILEEP). Through the ACP, the said raw materials and equipment were purchased and turned over to the association. The aim of the projects is to give extra income to the members and their respective families in this time of pandemic. Moreover, association Chairman Felix Guibone said, “Daghang salamat sa DOLE kay nahatagan kami pag-usab ug project nga dako ug tabang sa among pagpanagat ug aduna pod para panginabuhian in case dili makapanagat tungod sa daot nga panahon.” (Thank you DOLE for giving us another livelihood enhancement opportunity. kind of credit infusion makes money begets more money irrespective of who benefits, who controls, who decides. More often than not, it reinforces structures and systems with a few accumulating so much at the expense of the many. That kind of oligarchical control is economic power and apparently begetting political power. That must now be debunked otherwise no social transformation can take place amidst gross inequities and social injustices. Social transformation can only be done by the empowered people if they put power where it rightfully belongs – with the people. When that happens, growth-at-all-cost development strategy that is sacrificing the environment and the people to the altar of greed and profit will be replaced by Solidarity Economic that is focused not on so much unbridled materialism and consumerism but to focus on the development of human capital—not having more but being more! Such truism is based on the biblical statement: “What would profit a nan if he gains the whole world but suffers the loss of his soul.” Indeed, we are all embodied spirit, more spirit than body. We are consciousness connected to the Unseen Being even before we take a form (body). People empowerment means the development of collective consciousness to be unfettered from a collective madness that has already captured the mindset of ego-centric leaders who have brought humanity and the earth to the doomsday clock of “one-minute before midnight,“ as the earth is now facing its 6th extinction, This painful truism is unfolding ecologically through climate change as discussed intensely in COP 26 in Glasgow, Scotland when World leaders talked on how to counter climate but had not taken any decisive action as that world summit where just all blah, blah, blah as they gave more priority to growth-at-all cost development strategy than saving the earth. That collective madness is manifested in the on-going Ukraine war as a crazy Russian leader by the name of Vladimir Putin is putting the world in the brink of a nuclear war. Indeed, corporate globalization as shown by the one percent regime has made some 821 million people hungry mostly in Asia in a world of abundance but where gross inequities exist as the wealth of one percent is greater than the combined assets of the ninety-nine percent of the world’s population, Violent extremism has become the order of the day when the ownership of the rich means the dispossession of the poor through corporate greed supported by wily politicians who are promoting patronage politics, making electoral campaigns just a “big circus” focusing on personalities, body languages and rhetorical style. Back then, the Maute siege and the bitter aerial bombardment that followed was still in the horizon. At the time in its meager early days, One Peso Sadka Ogop Ginawa Ko Foundation was already able to rally fellow Muslims to contribute to the foundation and gave back to the community. The group’s initial charitable target were public schools in Marawi City. “We were able to hand out 1,250 sacks of 50 kilos rice each and cash relief of P250 for 2,300 persons in schools around Marawi City,” Conding said. Then the Maute attack came. The Maranao diaspora expanded to other places all over the country. It was at this point that One Peso Sadka Ogop Ginhawa Foundation needed to expand nationwide to cater to displaced Muslims outside Lanao del Sur. The response from fellow Muslims was overwhelming. The foundation was able to establish a chapter in Cebu with a membership of more than 3,000 individu-

als.

Conding’s goal is for each chapter to be self-sustaining: a bayt al-mal with its own bank account. “That is my ultimate happiness: to see Muslim communities thriving financially independent. Welfare can only do as much. We need to help ourselves so we can learn not to rely on others,” he beamed. Oh and did I forget to mention that when Conding went back to his hometown as BIR collector for Marawi City in 2019, he was awarded as helming the fastest growing collection district in Northern Mindanao that year. The secret? Conding infused religion into his career and encouraged fellow Muslim businessmen in Marawi that paying dues to the government is zakat because the money would go back to the city coffers and help reestablish the economy ruined by the 2017 war. Today, One Peso Sadka Ogop Ginawa Ko Foundation is creating chapters in the Philippines one day at a time.

One Peso Sadka Ogop Ginawa Ko Foundation galvanizing Muslims to religiously practice zakat By MARK FRANCISCO

ISLAM has five basic pillars: shahada, salat, zakat, sawm and hajj. This article will focus on the third pillar and one organization in the Philippines, particularly its founding chairman Atty. Nasrollah Bacarat Conding, has been touring the country inspiring fellow Muslims to strictly adhere to zakat in the hope of helping themselves economically. “The principle is this: if there are ten million Filipino Muslims and each one of us contributes even at least one peso a day, we can already raise P300 million a month and we can already be economically viable ourselves,” Conding, also the OIC regional director of Bureau of Internal Revenue (BIR) 3, said. Conding’s roots in propagating zakat comes twofold: his own career as a tax collector and religion. Giving Zakat is obliga-

year to year. To simplify the rules around paying zakat, use the nisab values for the current year then enter your personal values into the calculator to determine your zakat contribution. Yet Conding’s calculation is simple: just give one peso. (Of course for more affluent Muslims, they are encouraged to donate more.) Another reference to “one peso” is wahid or One which is one of the 99 names of Allah. It is in this basic premise that One Peso Sadka Ogop Ginawa Ko Foundation was established in 2016 in Condtory for all eligible Muslims ing’s hometown of Marawi and is based on the current City. nisab values. These can vary See PESO, page 11
