South Cotabato gov endorses retention of open-pit mining ban

ORONADAL CITY – South Cotabato Gov. Reynaldo Tamayo, Jr. has endorsed a resolution for the retention of the 12-year-old ban on open-pit mining in the province. Green groups lauded Tamayo for endorsing the resolution favoring the retention of the ban on openpit method approved by the Provincial Development Council (PDC) of South Cotabato to the Sangguniang Panlalawigan, which is hearing petitions to lift the controversial prohibition on open-pit mining method. In a virtual meeting on March 9, the PDC approved the resolutions passed by the body’s Social Development Committee, the Institutional Development Committee, and the Disaster Risk Reduction / Climate Change Adaptation Committee upholding the controversial ban on open-pit mining in

the area. “May this request warrant the preferential attention of this honorable body,” Tamayo said in his letter to the provincial board. Tamayo chairs the PDC, which is composed of mayors, members of the House of Representatives and nongovernment organizations in the province. Rene Pamplona, a resident of South Cotabato and chair of Alyansa Tigil Mina, welcomed Tamayo’s endorsement of the PDC resolution to the Sangguniang Panlalawigan. “This is a welcome move as it represents the sentiments of the stakeholders in Protesters outside the venue of a hearing on the proposal to lift the open-pit mining ban in Koronadal City on 24

DTI-10 launches first KMME multi-sectoral batch for 2022 CAGAYAN DE ORO CITY-The Department of Trade and Industry (DTI)-10 officially launched the first batch of the Kapatid Mentor ME-Money Market Encounter (KMME-MME) Online Program for 2022, March 17. Sixty-one entrepreneurs from various sectors (youth, online, women, tourism, etc.) of the region were preselected to join the free 10-module program. Each entrepreneur is then expected to present a Business Improvement Plan (BIP)

to an expanded panel of evaluators composed of representatives from banks, online market platforms and other business support organizations. An initiative of DTI and Philippine Center for Entrepreneurship (PCE), KMME optimizes weekly face-to-face interactions between the mentors and the mentees with the key goal of boosting the entrepreneurial capacity through improved access to Mentorship, Money and Market (i.e., the 3Ms).

While most universities, colleges or other educational institutions have made the complete transition to online teaching, teachers are still struggling with ways to engage students online. They are required to make tough decisions everyday whether between asynchronous and synchronous learning or educational tools that they need among hundreds of options. Online classes make education more flexible, which in turn makes higher education more inclusive. Many students, particularly adult students or working

students need flexibility in their schedules and module choices in order to access education. Online classes also provide opportunities for students from traditionally marginalized groups. Studies have shown that students who are first in their families to study at university level, people from low socio-economic backgrounds, people of color and students with disabilities benefit significantly from the availability of online courses. A Transformative Leader for People, Planet, Prosperity & Peace

“From time to time there appear on the face of the earth men of rare and consummate excellence who dazzle us by their virtue, and whose outstanding qualities shed a stupendous light. Like those extraordinary stars whose origins we are ignorant and whose fate once they have vanished we know even less, such men have neither forebears nor descendants, they are the whole of their race.” WE live in turbulent times not just because of the corona virus pandemic but because of gross social in equities, painful realities and threats brought about by social injustices, climate change and violent extremism. We need leaders who can listen deeply, speak responsibly and generate new societal commitments drawn from inner capacities and universal values so that they can become principled game-changers who can inspire others to commit to action. That is what a transformative leader is. Indeed, glaringly, there is a need to effect social transformation in a highly skewed pyramidal social order where only a few

oligarchs are in control of the economy in cohort with powers-that-be. Whenever we decide to begin to work for social transformation, we begin with enquiries on what to change and the result we want to produce. First of all, we must ask where are we now socially, economically, ecologically and politically? Our country is oozing with ecological resources, in fact the richest on earth but who controls? Who decides? Who profits? It is in this context that there is now an imperative need for a transformative leader who will effect social transformation as social change has been so elusive all these years despite 14 years Martial Law and twopeople powered revolutions That leader is no less than Roy J. This paradigm shift is based on the truism that in the last decade, agriculture in this country has just contributed .02% to the Gross Domestic Products (GDP) and the rural people are the primary victims of the on-going protracted war and climate change, the reason why 4 out of 5 young farmers have already left farming and have gone to the urban centers to work as janitors, drivers, waiters or what have you, thereby highly congesting the cities. What is so amazing with Roy is that he has seen glaringly that social injustice looms in so many ways in a highly skewed, pyramidal societal order that bows down to elitist rule. It is seen in the life of the peasantry tilling the land not their own and if they own the land, they do not control the mode of production. Our perfection is in living God’s will

“Whoever breaks one of the least of these commandments and teaches others to do so will be called least in the Kingdom of heaven. But whoever obeys and teaches these commandments will be called greatest in the Kingdom of heaven.” (Mt 5,19) With these words of our Lord, we are clearly told that we have to be eager to know and to live God’s will and commandments. That’s where our perfection can be found. That’s how we can truly become God’s image and likeness as he wants us to be. And he gives us all the means. It’s just for us to avail of them. There’s no question that it’s going to be difficult, given the way we are. But it’s never impossible. As long as we open ourselves to God’s will and ways, we can hack it in spite of our natural limitations, not to mention our weaknesses and mistakes. Living by God’s will is what is most important to us. It’s not just following our will which is, of course, indispensable to

us. Otherwise, we would be undermining our very own freedom and our humanity itself. Whatever we do is done because we want it. It should be a fruit of our freedom. But what is most important is to conform our will to God’s will, which is even more indispensable to us. Otherwise, we sooner or later would destroy our freedom and our humanity itself, since God is the very author and the very lawgiver of our freedom and our humanity. This is a basic truth that we need to spread around more widely and abidingly, since it is steadily and even systematically being forgotten and, nowadays, even contradicted in many instances. We need to inculcate this truth to children as early as when they can understand and appreciate it. Then let’s give them the example of how it is lived. God’s will is the source of everything in the universe. The whole of creation in all its existence, unity, truth, goodness, and beauty starts from God’s will and is main-

tained by it. The entire range and scope of reality --be it material or spiritual, natural or supernatural, temporal or eternal-- is “contained” there, not only theoretically but in vivo. The task of looking, knowing and loving the divine will, therefore, has to be made more known by us, because we tend to simply have a superficial knowledge of God, restricting him to some sentimental considerations or to some images we form of him in our mind. Hardly would we get to know what he wants us to do in any given moment, if we are mainly guided by sentimental considerations and visual or conceptual images of him. DAVAO CITY – After criticizing that Davao City is a “drug center,” the regional party of Mayor Sara Duterte called vice presidential bet Walden Bello as a “narcopolitician” for allegedly keeping information on the illegal drug trade in the city from authorities. Alarmed by Bello’s allegations, the Hugpong ng Pagbabago (HNP) said in

a statement on Monday that it requested authorities for an investigation to know the “knowledge and involvement” of Bello, who is a staunch critic of the Duterte administration, in the drug trade here. “Yung Davao is the drug center of the South under the control of a member of the Duterte family. My God this is really something. We

need to bring this out … so that the people can in fact examine the record of Sara Duterte,” Bello said during the vice presidential debate organized by the Commission on Elections over the weekend. “HNP takes this information seriously as a regional party with incumbent elected official members who want to strengthen our coordination with law enforcement agencies fighting the proliferation of prohibited drugs,” the party’s statement read. The regional party, cofounded by Duterte along with Davao Region’s provincial governors, alleged that Bello is keeping information on illegal drug operations here from the Philippine Drug Enforcement Agency and the Philippine National Police. The party labeled Bello a “narco-politician” in “a way that he withheld information crucial in the government’s anti-drug campaign.”

ILIGAN CITY --- Police in Lanao del Norte have identified person of interest in the killing of a female radio announcer in Bacolod town. PLTCOL Salman Saad, public information officer of Lanao del Norte police, said the footage of a CCTV camera in a nearby establishment is a big help in the development of the case. Saad said the family of the victim had also turned over the cellular phone of

The victim, Audrey Gaid Estrada, 59, radio commentator of a community radio in Bacolod was found dead on March 17 early morning with stab wounds all over her body. ARGAIN hunting l i f te d t h e m a i n sto cks ind ex on Tuesday while the peso finished the day sideways against the US dollar. The Philippine Stock Exchange index (PSEi) rose by 0.75 percent, or 52.34 points, to 7,008.94 points. All Shares jumped by 0.49 percent, or 18.16

points, to 3,715.79 points. Majority of the sectoral gauges also finished the day with gains namely Financials, 2.08 percent; Ser vices, 1.32 percent; Property, 0.66 percent, and Holding Firms, 0.11 percent. On the other hand, Industrial slipped by 0.58 percent and Mining and Oil by 0.39 percent.

Yes, the moment our pupils enter school, they definitely expect that, aside from they will learn, that they will be shaped and developed into better individuals. One of the challenges that teaching posts is to build trust and confidence among teachers and pupils. Basically, it is of respect nurtured by these trust and confidence. As a teacher, it is of great paramount that you and your pupils trust each other, confide to each other. First, foster and establish respect. Pupils believe in us, believe in everything we say and everything we do. The notion of “Ingon ni teacher inanhe” and “Ingon ni teacher inadto”. Yes, pupils believe of every single thing that comes out from the mouth of a teacher. That is why, as much as we teachers want to be respected, we should respect our pupils also. Gone are the days when pupils fear their teachers, instead we should be the one who will uplift their

morale, their self-esteem and of course, their trust and confidence for themselves and on us. Second, believe in their skills and capacities. Yes, exactly, we should be their number one fan, their number one admirer. If they commit mistake, let us not disappoint our pupils instead we should encourage them and make and lift the best out of them. We should not contest them with demeaning and discouraging words instead amidst their mistake, show to them that they are better than it and that they are better with it. Lastly, always establish positivity in the classroom. As a teacher, we must be the best example of positivity and positive attitudes and ideas, and I will tell you, your pupils will be influenced by it. If they will do the same, then they will do best in their academic performance and little by little, all of you will achieve the academic success together.

tober’s opening of classes, for the school year 2020 to 2021, through blended learning approaches after re a ch i ng more t han 2 3 million enrollees. Blended learning is a combination of both online and offline learning methodologies with the us e of technolog y. Online is when the students’ study with their teacher and classmates through an application that uses a webcam while off line is when the teacher provides the students with the lesson, seatwork or

assignment that they can finish at their own pace, within the deadline. All works are submitted and graded via online. This new way of learning brought by COVID-19 pandemic can be an additional challenge during this tough time. And since going back to the “normal” we’re all accustomed to isn’t going to happen anytime soon, let’s all do the best we could to adjust and make this current situation work. PhilHealth marks 27th year:

Defying odds. Unfazed by Challenges.

HE Philippine Health Insurance Corporation (PhilHealth) celebrates the 27th year of the National Health Insurance Program pursuant to Republic Act 7875, as amended which was signed into law in February 14, 1995. This year’s observance will have the theme: “PhilHealth, Tumutugon sa Hamon ng Panahon” to give emphasis to its resilience and firm commitment in the face of numerous challenges brought about by the current pandemic. Despite uncertainties, PhilHealth had defied and continues to defy all odds that come its way in providing every Filipino with financial risk protection against costly hospitalizations. PhilHealth and COVID-19 The COVID-19 pandemic that started in 2020 has greatly challenged the country, compromising the viability of numerous businesses, triggering massive layoffs and joblessness, and sending the nation’s economy to record high contraction. But for countless members and their families afflicted with COVID-19, PhilHealth has been able to provide the needed financial relief from the high cost

of treatment for the novel coronavirus. As a crucial partner of the Government in its overall pandemic response, PhilHealth immediately put together benefit packages ranging from testing, facilitybased and home isolation, treatment and hospitalization, and a vaccine injury compensation package for those who will experience serious adverse effects following COVID19 inoculation. As of January 22, 2022, PhilHealth paid more than to 7 million COVID claims amounting to P36.8 billion, where P22.2 billion was for COVID testing, P13.7 billion for hospitalization claims and P939.8 million for community isolation claims. Undaunted by the pandemic True to its mandate of ensuring every Filipino’s access to a full spectrum of essential, quality health services as mandated by the Universal Health Care Law, PhilHealth continued serving its members, partners and stakeholders despite mobility restrictions brought about by strict quarantine levels.This despite the fact that many in its ranks had to go on quarantine, seek treatment, or

succumbed to the dreaded disease. Not to mention the various inquiries that aggravated the pandemic effects on the morale of its employees. Despite all these, PhilHealth has not reneged on its mission to its members and healthcare providers through steadfast processing and payment of their benefit claims. While it had to reduce client traffic in its frontline offices due to human resource constraints, all while observing minimum health standards, PhilHealth continue to break more grounds to make its services accessible and felt by the people. It opened two additional offices in CARAGA. On benefit payments, it released a staggering P162.6 billion covering

more than 18.5 million in COVID and nonCOVID claims filed by its healthcare delivery partners. Accelerated payments to health facilities Balancing its response to the clamor for fast tracked payments without compromising pertinent laws and regulations that govern the management of public funds, PhilHealth introduced the DebitCredit Payment Method (DCPM) in the early part of 2021. Through the DCPM, the agency is able to expedite settlement of its payables and provide needed funds to health care facilities. The DCPM is already in its third wave benefitting hospitals treating COVID patients anywhere in the country. As of January 20,2022, PhilHealth has paid a total of P12.48 billion to 464 hospitals that applied to the DCPM. The DCPM is just one of the many positive results of numerous dialogues with key partners in the healthcare provider sector. PhilHealth has opened its doors, and continues to hold talks with providers for the resolution of various issues that the current pandemic has brought to fore.

Uninterrupted services This pandemic has likewise resulted to limited movement for the members who have not ceased seeking the services as well as from fulfilling their obligations to the Program. To respond to such demands, important and timely innovations in frontline services were introduced such as the PhilHealth Member Portal wherein members can access their membership and contribution records, and download their Member Data Record with just a few taps on their smart phones or gadgets essentially anywhere and everywhere. The said Portal also enables self-paying members to pay their premium contributions online either via credit

card, debit card or GCash. PhilHealth’s Corporate Action Center (CAC) was also challenged by the current pandemic, but it did not waver in its resolve to continue serving the information needs of members. Complementing its automated voice response for basic queries is the Callback Channel wherein clients can simply text a request for callback to 0921-630-0009. Within 72 hours, agents will call them back for relevant information or assistance being requested. For the year 2021, more than 35,000 calls were received and acted upon by the CAC. As it celebrates its 27th year and sets its sight beyond, PhilHealth vows to be more relevant and responsive to the growing healthcare needs of its 110 million members here and abroad. I first met Roy when he was a student leader in La Salle University who amazingly joined us when Task Force Macajalar was taking direct actions through human barricades to stop illegal logging and illegal mining in the 90s. That time, no less than an internationally known environmentalist Dr. Vandanna Shiva from Canada joined us to stop the continuing plunder of our remaining dipterocarp forest which was then the richest in the world with regards to biodiversity. I was telling Dr. Shiva and Roy then that there is no greater grandeur sight in the world than an internationally known environmentalist together with a student leader, fired with a great purpose, dominated by one unwavering aim – to protect the environment and even are willing to die to protect God’s vanishing creation. That passion has loomed in the heart of Roy all these years. I invited him recently to hear the narratives of the Indigenous Peoples on how oppressed the Indigenous Peoples are. Indeed, the massive conversion of their “blessed lands” (ancestral domains) into massive plantations has continued without let-up aptly known as AGAW LUPA, AGAW TUBIG, AGAW BUHAY. This is the evident in the life of Manobo in Sumilao, Bukidnon led by a lady datu named Bae Merlita Mayantao whose 5,000ha. ancestral domain has been fenced into a ranch by a powerful corporation backed-up by a well-known Security Group and when they protested one early

morning in 2016, a barrage of bullets rained upon them and then and there three died and three wounded including two of her children. (AGAW BUHAY) But such horrible social injustice is just a “tip of the Iceberg.” In Butong, Quezon, the 1,111 ha. ancestral domain of the Mamobo-Pulangiyon Tribe has been transformed into massive plantations by a powerful company, the Kiantig Development Corporation owned and managed by the incumbent Mayor of Quezon, Bukidnon. Some one thousand families of the tribe have been living for five years now under shattered tents along the 4-lane hi-way, eating only “kamote” once a day or nothing at all. The children are drinking water in the nearby river where they are swimming and are very malnourished and sickly. The children have to be tied up while their parents are sleeping as three have already been hit by running cars. After hearing all these painful narratives and with tears in his eyes, Roy amazingly created a roadmap to liberate the Indigenous Peoples from so much poverty and oppression. As human rights defender Roy did what was so amazing in defending the rights of hundreds of Talaanding families in Mirayon, Talakag whose houses and their farms had been back-hoed by a rich buyer of their ancestral domain which carried a Certificate of Ancestral Domain Title. These tribal families are now homeless and are living in extreme poverty. Roy called the attention of the Human Rights Commission to protect the tribal rights as a grenade and bullets were planted in their “Tulugan” to justify the rich man’s illegal land-grabbing in cohort with some state actors. For many learners, selfconfidence is a natural personality trait: You either have it or you don’t. Confident learners tend to speak more and know how to get their point across. For those learners who aren’t so confident, learning new material can feel like swimming upstream. These learners are always questioning their abilities and tend to shy away from answering questions. According to Teach Hub, confidence can also be taught via some creative teaching strategies. We as teachers have a powerful influence on our students, and we can help them feel confident and proud of themselves and their accomplishments. We can help them feel secure enough that they are willing and able to learn new material. Here are a few teaching strategies to do just that. One, offer praise and acknowledge learner’s accomplishments, both in private and in front of their classmates. Always start with a positive statement, and then you can add on by referring to what they need to work on. Try not to correct every single thing

the learner says wrong. Do not interrupt the learner when they are talking to correct them -- this will harm their confidence, not boost it. Also, set attainable goals from the start of the year. This is a surefire way for learners to see how much they have grown. Give learners the opportunity to choose what they learn -- this will help them build their self-worth. Try a learning menu or choice board where learners get to choose which activities they want to learn about. Consequently, make sure to always express a positive attitude to all of your learners. This will show them that you are on their side, and that they are worth your attention. As teachers, we should also create opportunities for learners to succeed by building on their strengths. If a learner knows a lot of information about something, ask them to tell you about it. “I am unfamiliar with how the new gaming system works, can you please explain it to me?” Asking learners for their help is a great confidence boost to their ego.
