Vaccination rollout in BARMM to continue during Ramadhan

Army declares Davao City ‘insurgency-free’

MARAWI CITY, Lanao del Sur -- The Ministry of Health (MOH) of the Bangsamoro region announced that the rollout of the vaccination against Covid-19 will continue even during the holy month of Ramadhan. “Tuloy-tuloy naman ang ating vaccination...hindi nagrerelax ang ating mga health workers. Of course, there are arrangements during Ramadhan, like the vaccination will be done in the morning,” said MOH Officer-in-Charge Minister Dr. Zul Qarneyn Abas in a press conference Tuesday. DAVAO CITY – After years of fighting the communist insurgency, the Philippine Army’s 10th Infantry “Agila” Division (10ID) said it has cleared this city of the presence of the communist New People’s Army (NPA). During Thursday’s gathering here of former rebels who used to operate in the city, Maj. Gen. Nolasco Mempin, 10ID commander, said government troops managed to beat President Rodrigo Duterte’s deadline to make Davao City “insurgency-free.” “The army can finally move forward to doing more activities that promote patriotism and nation-building instead of fighting local

TUCP wants P418 wage hike for Davao Region workers DAVAO CITY—The Trade Union Congress of the Philippines (TUCP) filed Thursday a PHP418 wage hike petition before the Region 11 wage board based in this city. The proposed amount is on top of the existing PHP396 current minimum wage rate

which covers Davao del Sur, Davao del Norte, Davao Oriental, Davao Occidental, Davao de Oro, and Davao City. In a press briefing here, Rep. Raymond Mendoza, the TUCP president, said that once the measure is approved, the current daily

minimum wage of PHP396 will become PHP814. Mendoza argued that the current minimum wage of PHP396 in Region 11 can only afford a measly PHP14.48 per meal for each member of the family. This, he said, is PHP46.69

WE love to complain! Many times we don’t have reasons at all to do so - but, we love to complain. Especially nowadays. Our world is full of mess - isn’t it? Of course, somehow it is indeed if you look around. We bring many more assertions to bear: first, in the past we have been thriftier and economical, more religious and devout, more patriotic, industrious, more hard-working, keen and obedient. And, second, above everything and all: in the past we had more idealists. Third, nowadays we have (mostly?) material things in mind - what a disgrace. Materialists or idealists? Materialism or Idealism? Whom or what do you love? Love most? I just quoted Vox Populi... . A “materialist” has indeed become a swear word. I don’t mean with “material” the accumulated data out of which a writer creates a work of literary, historical, or scientific value. A materialist is being easily described as someone with an attitude, who ignores spiritual values, compared with an idealist, who has the tendency to seek the highest spiritual perfection. Idealism means the doc-

trine that appearance is purely the perception, the idea of subjects, and that the world is to be regarded as consisting of mind. The coquetry of higher philosophy makes it difficult to bear the ups and downs in our daily life. Sure, we all know that “our last earthly dress has no pockets any more”. Striving for earthly and terrestrial possession, property and estate might be the hit-man of idealism. That’s how we have been taught. “Wine, women and song”, having the unpleasant feeling of fullness, egoism and bragging as well as showing-off - are these the materialist’s real attitudes? Is the idealist, many times not being able to stand on earth with both feet, the only one who occupies himself with religion and virtuousness - so to speak, with celestial and heavenly things? Is that really so? Can we make such a distinction? Sure, it’s easy to do so: it’s manageable and comfortable. But well, why is the enjoyment of having a tasty meal BAD, and listening to a recital composed by Johann Sebastian Bach BETTER? Why should art be better than roasted pork and a bottle of wine? Value judgements and moral con-

cepts... . Owning a house and lot and a car - or even more then one - are earthly properties, as well as bank saving accounts, profitable insurances, and invest advantageously in stocks. Is a terrible underpaid nurse or a book author an idealist, because he or she doesn’t work for the filthy lure but for higher values? Has Jesus been an idealist, because He accepted renunciation and died without terrestrial possession? Has Jesus been a materialist, because He fed thousands of people on the breadline? Are we idealists, if we bequeath nothing to our families and might die without a single centavo, because earthly things are bad? Worth to think about it ... . +++ Email: doringklaus@ gmail.com or follow me on Facebook, LinkedIn or Twitter or visit my www. germanexpatinthephilippines.blogspot.com or www. klausdoringscassicalmusic. blogspot.com.

Letters from Davao

The die is cast

ONE consummation devoutly wished by the presidential aspirants is to be endorsed by President Rodrigo R. Duterte. Even the most rabid critic of Duterte among them cannot hide her wish. Well, she may deny it but when the President said he would prefer a lawyer to be president her camp cannot suppress their glee. It was actually just a pipe dream. Why would the President’s endorsement matter? The opposition is stuck with the traditional belief that one year prior to retirement, a president becomes a virtual lame duck. Well, they got it all wrong. This President still enjoys the unprecedented trust and approval ratings his endorsements undoubtedly matter. This is the reason why there is no let-up in the cabal of opposition demonizing him. In the presidential debates, Duterte is still the favorite whipping boy of, thank goodness, a fractious opposition. They tried every trick, fakeries, and even prayers to discredit him. Detained Senator Leila de Lima accused him of extrajudicial killings. Later she and fellow senator Antonio Trillanes attributed to him the organization of Davao Death Squad which they claimed was behind the alleged EJK. Some pious men in the frock indict him for human rights abuses.

1Sambayan coalition belittled his achievements and denounced his administration of corruption, incompetence, and even sideswiped Davao City Mayor Inday Sara saying she does not qualify under their criteria. The group led by ex-Justice Antonio Carpio imploded as quickly as when it started because everyone hankered for power. The Philippines had been hit badly by the crippling coronavirus pandemic. Like every country on this planet, the government was moving with urgency for protective equipment needed by medical front liners and later for vaccines. The opposition in the Senate led by Dick Gordon and Frank Drillon to include Manny Pacquiao who shoots from the hips cried corruption and overprice! Yet the three stooges never came out with a bit of suggestion where to buy those items and were quiet when the Commission on Audit reported that the price the government paid was half the price the Aquino government acquired. The public however is the better judge. The dark alleys had been cleared of criminal elements and all forms of crime syndicates. The trains and railways had been efficiently restored, new MRTs and LRTs hand been delivered, highways, bridges, airports, and sea-

Jun Ledesma

ports done while others are in the works. Today, with the intensive and extensive vaccination campaign, the Philippines is among the countries in the world ravaged by COVID-19 to have the lowest cases reported. In Davao City the report if any is down to a single digit. So how can you not trust and approve of President Duterte? That is why the electorates are waiting for his choice. He knew who among the presidential and vice-presidential will continue to nurture the legacy that he will leave to his countrymen. His “BUILD, BUILD, BUILD” program. The night before PDPLaban National Executive Council passed the resolution declaring the party’s decision for former Sen. Bongbong Marcos to be its candidate for President of the Philippines, President Duterte and BBM met in Malago Clubhouse adjacent to the palace. I need not say more about what took place in that March 20, 2022 event as the picture plastered on Facebook says a thousand words. All I can say, however, is that the die is cast.

Jollibee Group Foundation grants scholarship to young farmers youth to help steer the agriculture sector toward sustainability. We want to show the youth that there are fulfilling opportunities in the farming sector, especially as agro-entrepreneurs,” said JGF Executive

Sean Kelly Dagusen is one of the 50 agro-entrepreneurship scholars of the Jollibee Group Foundation for 2022. As part of its commitment to promote agriculture to the youth, the JGF has already provided agriculture technical-vocational skills training scholarships to 380 underprivileged youth since 2020.

MANILA, Philippines. March 25, 2022. – The Philippines’ farming population is growing older, raising concerns on who will carry out this critical task in the coming years. The country’s Department of Agriculture cites that the average age of the Filipino farmer is 53 years old and puts the sustainability of the country’s agriculture sector at risk. To continue encouraging the youth to be engaged and employed in the agriculture sector, the Jollibee Group Foundation (JGF) provides scholarships to agro-enterprise courses for young farmers. These scholarships are in support of JGF’s Farmer Entrepreneurship Program (FEP), which trains smallholder

farmer groups on agroentrepreneurship, business, and leadership to build their capacities to collectively supply vegetables that meet the standards and requirements of corporate buyers, while ensuring profit. “I want to be a farmer because I want to help my father, who is a farmer. Thanks to the scholarship, I have learned how to improve our farm and turn it into a sustainable business that provides more income to our family,” said Sean Kelly T. Dagusen, Youth Farmer and Agro-entrepreneurship Scholar. “Since its launch in 2008, we continue to expand the Farmer Entrepreneurship Program’s reach to more farmers, partners, and the

Director Gisela Tiongson. The Foundation has provided some 380 youth with agriculture technicalvocational skills training scholarships. In 2021, JGF beefed up this initiative by launching one of the coun-

try’s first Agro-enterprise National Certificate II Technical-Vocational Course. This was co-developed with Don Bosco and accredited by the Technical Education and Skills Development Authority (TESDA). Fifty

underprivileged youth were provided with scholarships to participate in the said course, 25 of whom were trained by Don Bosco Training Center in Mati City, the other half is provided See GRANTS, page 9

ALICIA, Isabela — The first-class municipality of Alicia in Isabela recently began the construction of its new public market bankrolled by a P190-million loan from the Land Bank of the Philippines (LANDBANK). T h e L A N DBA N K term loan availed by the local government of Alicia in 2021 has funded the acquisition of a 20,000 sq.m. commercial lot in Barangay Antonino, Alicia, and jumpstarted the construction of the new public market building. The rise of the new public market will decongest the existing market and will provide business opportunities to small and medium enterprises, as well as ambulant vendors in Alicia and its neighboring towns. Aside from the hiring

of market administration personnel, the project has also generated jobs for around 230 indirect laborers involved in the development and construction of the building. “LANDBANK is one with our local government partners in providing necessary facilities to support the growth of agri-producers and local entrepreneurs. This forms part of our broader thrust of helping build stronger and more resilient local economies,” said LANDBANK President and CEO Cecilia C. Borromeo. The new public market is set to have eight perimeter rows of stalls or about 172 stalls for dry goods and groceries, and four inside sections of about 108 stalls for fruits and vegetables, including meat and fish sections. The market facility will also be equipped with modern facilities, such as

a water sprinkler system, closed-circuit television (CCTV) monitoring system, double drainage canal, steel elevated water tank with deep well water pump, and standby generator set, among others. With LANDBANK’s support, Alicia Mayor Joel Amos P. Alejandro believes that the new public market will hasten commercial and economic growth in the area while catering to the various needs of the community. “Alicia is running twice as fast in good governance, business, and property development to be the next wonderland in the North,” Mayor Alejandro said. With its vast agricultural land and irrigated fields, Alicia is one of the largest rice-producing towns in the region, with palay production dominating its local economy.

The educational stipend from the foundation helps orphaned students pay for school-related expenses. With the help of the private sector, Hero Foundation has supported and served a total of 2,702 orphan scholars since 1988. Meanwhile, through the Saludo sa Serbisyo program, the country’s uniformed personnel receive expanded access to the group’s products and services, enabling them to pick the best support they need in every milestone of their lives. “The fire service is one of the riskiest professions. While our men sacrifice their safety, at the end of the day, what they earn is just enough for food and necessities for the family,” BFP Chief Puracan said. “The Saludo sa Serbisyo Program supports this cause. This wide array of products and activities can help our firefighters plan, invest and be more responsible with their resources.” Saludo sa Serbisyo provides offers on housing and vehicles, and it hosts a venue for financial education and livelihood training as well as health and wellness caravans. It also hopes to provide employment opportunities in various business units across the Ayala Group to BFP retirees and their qualified dependents. “Let me take this opportunity to express the Ayala Group’s deepest thanks to the brave men and women of the Bureau of Fire Protection for your selfless service. We thought that it would be appropriate to pay tribute to our courageous firefighters during Fire Prevention Month through the Saludo Sa Serbisyo program,” Zobel said. “With the signing of this MOU, we mark this day as Firefighter Appreciation Day for the entire Ayala Group.” In previous years, the Armed Forces of the Philippines and the Philippine National Police have also signed up to Saludo sa Serbisyo.

It is fundamental to delivering on the entire AIA Group’s purpose of helping people live healthier, longer, better lives. Amid worldwide calls for disaster preparedness due to climate change, BPI AIA urges Filipinos to secure their lives and health first, in order to protect their savings and investments from being wiped out in case of the unexpected.

Among the financial services currently available to use as shield from disasters, insurance offers the most comprehensive protection that covers life, health, and accident security. There are even life insurance plans with investment component called Variable Universal Life insurance (VUL) that accumulate cash value over time, which may be used not only for physical recovery, but also for rebuilding damages from disasters. In addition, life insurance protects mental health by providing policyholders and their families the peace of mind that expenses will be covered in time of need. In its race against risk, BPI AIA further strengthens its accessible, affordable, and personalized insurance solutions, and makes them widely available via services and tools that are digital, innovative, and easy to use. In 2021, for instance, it brought back its Build Life Plus insurance and investment solution in easy 5- and 7-year payment terms to cater to customers who prefer shorter pay periods. Widespread hunger can lead to food riots and other socially and politically disruptive events that we do not want to happen in our society,”

Mendoza pointed out said that based on 2021 government data, PHP13,619 per month is the poverty threshold for Region 11, compared with the current minimum wage of only PH10, 296 per month, with a purchasing power of about PHP9,242. THE Results-based Performance Management System of DepEd supports the vision, mission and values of the agency as it continuously endeavors to evolve as a learner-centered public institution. It is an effective intervention of human resources services at all levels of DepEd so that it can effectively implement a learner-centered schoolbased management system and the K-12 strategies to improve the quality of education in public schools in the Philippines. Performance management is an organizationwide process to ensure that employees focus work efforts towards achieving DepEd’s vision, mission and values. Performance management is a systematic approach for continuous and consistent work improvement and individual growth. The objective of the results-based performance

management system are to align individual roles and targets with DepEd’s direction, track accomplishments against objectives to determine appropriate, corrective actions if needed, provide feedback on employees’ work progress and accomplishments based on clearly defined goals and objectives and a tool for people’s development. Strategic priorities are broken down into departmental/functional area goals which are translated into individual key result areas and objectives. Aligning objectives in this way enables individuals and units to contribute to organizational success. At the start of the performance period, supervisors and subordinates agree on objectives to be met and required competencies based on strategic priorities of the organization.

able to cope with current cost of living,” Mendoza said. He said that the minimum wage earners and their families have already fallen below the poverty level even before the ongoing Ukraine-Russia conflict, and the succeeding oil price hikes that are now pushing the prices of basic goods and services. “The fact that our minimum wage earners have become the newly poor is a blatant injustice that must be seriously and urgently addressed by the government,” Mendoza said. Meanwhile, TUCP also debunked the position of some individuals and groups that wage increase is not timely given the possible rollback in the prices of oil products. The group surmised that although there could be a possibility of a temporary rollback of oil prices, the costs of oil will continue to increase in the long-term because of the international supply problem. “We are deeply concerned that with the looming price hikes in the basic commodities, including electricity and transport fares, our workers and their families could not survive this time and that is unacceptable to us,” the TUCP president said. He also warned that “if substantial wage adjustments will not be granted by the wage boards, malnutrition will become more serious and widespread among our workers and their families, and it will not take a long time that they will experience real starvation.” (PNA)

Valuing differing perspectives among colleagues BENJAMIN JAN II J. GALINDO City Cooperative and Livelihood- Iligan City

In the age of social media and tailored news networks, it’s quite easy to create a world that constantly feeds us information and ideas that we want to hear. We’re given many opportunities to completely customize our own little worlds and specialize in very niche interests if we want to. But these curated windows don’t fully reflect the world around us. There would be many gaps in our knowledge and growth as individuals if we only exposed ourselves to the things we’re already comfortable with and information we’re already aware of. So, while it’s tempting to surround ourselves with people who share our opinions and ideas, there are many benefits to regularly being around differing perspectives. Especially, in a classroom environment where students are actively learning and expanding their minds. Perhaps the most im-

mediate benefit for differing perspectives in the classroom is that your discussions will be well-rounded. This lends room to spirited debates and other valuable conversations that teach young minds how to express their opinions, debate respectfully, and expand their range of understanding. More so, by listening to different perspectives, we don’t just mean getting some simple feedback. It’s important to understand the difference between seeking feedback and valuing different perspectives. Feedback is great. But many people are programmed to give positive feedback. While it may be constructive, it may not offer too much in the way of change. Most feedback won’t go too far outside what you’ve put in front of them. Try to present a completely different perspective that is outside the box and offer something entirely unique.

Are teachers ready for face to face classes? By MARNILLIE S. JUMAO-AS, Teacher II Ozamiz City Central School Division of Ozamiz City

TWO years after face to face classes have been suspended by the government due to the threat of Covid-19, DepEd is implementing the progressive expansion of limited in-person learning. However, Secretary Leonor Briones noted that the implementation of face-to-face learning would not be the same as it was before the pandemic. Even as we are excited about face to face, the face to face that we are implementing is not going to be like the face to face that you are used to where you are with the teacher, where the children move around as they please. Even in the most admired countries who are supposed

to be active in face-to-face learning, they don’t have to face to face every day. D e p E d’s l ate st d at a showed that 10,196 public and private schools are currently implementing limited face to face classes nationwide. More schools are expected to hold limited face to face classes as DepEd revises its School Safety Assessment Tool which has streamlined the requirements for the conduct of in-person sessions. Meanwhile, DepEd is still on blended learning setup mode. The dominant approach is a blended approach where you have both online teaching as well as face to face.

continued to see great accomplishments in diminishing the influence of communist terrorist groups, serving justice for innocent civilians who were terrorized for several decades, and building better lives for former rebels, Andanar said. “Dako akong pasalamat nga taliwala sa uban pang giatubang nga hagit sa atong nasud, sa wa’y pagduha-duha ninyong gidawat ang responsibilidad nga mutabang nga mas mulambo ang kinabuhi sa atong isig katawo,” he added. Andanar also hoped that the next administration will sustain the efforts and continue to provide assistance to former rebels as they find their way back to the mainstream society. Meanwhile, BGen Ferdinand T. Barandon, interim chairperson of RTF-ELCAC-10 Technical Working Group, commander of 403rd Brigade, Philippine Army, and line of efforts head of Peace, Law Enforcement and Development Support said the army since the implementation of ELCAC has focused to run after the armed group because of the presence of the line of efforts from the different government agencies who addressed primary issues that are being used by the Communist Terrorist Groups (CTGs) to radicalize communities. “For us in the military and the police, we are hopeful that with the change of leadership, change of administration come May, we will still continue common drive by implementing the programs of EO 70. We are really hopeful because they [CTGs] are only few left. We can see in our lifetime that we can end local communist armed conflict,” he shared. The CORDS-X also awarded plaque of recognition to various heads of agencies including the Department of Agriculture, Department of the Interior and Local Government, Department of Labor and Employment, Department of Justice, Department of Public Works and Highways, National Economic and Development Authority, National Intelligence Coordinating Agency, Philippine National Police, and 4th Infantry Division, Philippine Army. wars. I am very glad to share this momentous victory, we achieved to clear the city of insurgencies ahead of the target deadline of the President,” Mempin said. Dismantled The Army-hosted event gathered former NPA combatants from the Sub-Regional Committee 5 (SRC

5), which was considered the most active NPA unit in the country before being dismantled by government forces. Mempin lauded the former NPA fighters for their decision to give up arms and start a new life in mainstream society. He recalled that in 2016, the NPA’s SRC5 had two active Guerilla Fronts and three Pulang Bagani Command operating in most of the Davao Region. The Philippine Army’s implementation of Executive Order 70, which institutionalizes the whole-of-nation approach in addressing the insurgency problem, Mempin said the NPA units began disintegrating, leading to the dissolution of the regional rebel apparatus in the Davao Region. He said he was elated to see the city’s ecotourism take off with the dismantling of local communist armed groups. “As we continue to pursue our quest in attaining our vision of becoming a world-class army that is a source of national pride in 2028, we hope that you extend the same support and guidance that you have so generously shared as we also pursue our mission of ending the local communist insurgency in Southern Mindanao before the term of President Duterte ends,” he said. Preserve life, prevent atrocities Meanwhile, Lt. Gen. Ernesto Torres Jr., the former 10ID commander who flew from his current post in Northern Luzon to celebrate with the 10ID, welcomed the NPA surrenderers to the fold of the law. “The greatest victory that we have is we are able to preserve lives. We were able to prevent further atrocities, further pain, especially to our guests (members of the SRC5), thank you for your decision to surrender. I am happy that I was able to experience this moment during my career to witness the fall of insurgencies,” Torres said. He also assured that with the proper treatment given to the surrenderers, the mass surrender of NPA rebels is not only happening in Davao City. “It’s not only a trend here, it is happening nationwide. You can be assured that the commitment of the Armed Forces of the Philippines will continue. We now have a government that really

Fri-Sat, March 25-26, 2022 and truly cares, it is no longer necessary to bear arms against the government,” Torres said. Meanwhile, Acting City Mayor Vice Mayor Sebastian Duterte thanked the Philippine Army and the former rebels. “We salute the force, the Philippine Army, for a job well done.
