Oil palm plantation workers to get land titles before Duterte term ends By CHRIS V. PANGANIBAN Contributing Editor

ROSARIO, Agusan del Sur -- Agrarian Reform Secretary Bernie Cruz has assured individual land titles for Agrarian Reform Beneficiaries (ARBs) who are former farmworkers of the oil palm plantations in this province will be distributed before President Rodrigo Duterte ends his term in June 30. Cruz who met leaders of three ARB groups at the guest house of oil palm plantation areas in the village of Maligaya over the weekend said the distribution of individual titles covering at least three hectares for each ARB will be realized within a month. Some one thousand families of the tribe have been living for five years now under shattered tents along the 4-lane hi-way, eating only “kamote” once a day or nothing at all. The children are drinking water in the nearby river where they are swimming and are very malnourished and sickly. The children have to be tied-up while their parents are sleeping as three have already been hit by running cars. In Mirayon, Talakag, Bukidnon, a chieftain by the name of Datu Ben Anoos has been struggling legally since 2006 to make an LGU accountable for converting the non-stop flowing water from the wonderful spring in the tribe’s ancestral domain into a water system that is supplying the water needs of the people in Talakag. After spending so much in the court battles, the powerful LGU’s grip had even been tightened, the tribe has given up their social justice struggle. This

Making any difference? OUR globe and its population bear innumerable strange facts. Following many people’s opinion, this world shows mostly worried characteristics and symptoms nowadays. No wonder. Any tourist, even with little time and with only a small budget, can again travel to other faraway cultures after Covid-19 resitrictions. But joining them as well as different races and religious communities requires first of all, great care, tact, instinctive feelings, empathy, and logical ideas. But putting Covid-19 somehow beside, war in Europe is with us now. The stranger whom we meet for the first time during a business meeting, for example, maybe an uncommon, odd and extraordinary guy. He may be someone from a foreign country, who speaks another language and whose skin is of another color. He may be a migrant, a restless hiker or the expatriate in our neighbourhood. The foreigner beside

you and me can become a provocation or a challenge. Strangeness can become exoticism. Maybe that’s why my family and I decided to move to the Philippines already in 1999. On the other hand - going abroad can open other and even better horizons. We must not feel as “a stranger in paradise”. By the way, I never did since I have been touring around the globe many times. The Philippines has a very unique culture due to the influences of colonization and the surrounding countries. Filipino people are very hardworking and strive to make life better for the next generation of their family. However, a migrant bears a juxtaposition of optimism (even calculated optimism!), confused feelings, nostalgia, and homesickness. Yes guys, during the first two years of my expat’s life in the Philippines, the round trip ticket was always in my mind, because no one among us can escape his native roots. But, I am really a lucky guy. I experienced an amazing tolerance in the Philippines. A real practicing tolerance. Already, during my first business meetings, I met supportive, forbeHav-

TAMPARAN, Lanao del Sur:-Dr. Potri Disomimba Ali Chief Officer II of Tamparan District District (TDH) urge the Bangsamoro Transition Authority (BTA) Parliament Committees on Finance Budget and Management and Committees on health to upgrade their hospital facilities into Level III of 150 to 200 Bed Capacity to augment their instance problems due to the increasing number of patients brought to them for referral coming from nearby towns for treatment. Earlier, Ali persistently monitored that her request be included as one of the agenda, a Resolution No. 287 was issued recommending converting Tamparan District Hospital into Lanao Del Sur Provincial Hospital as part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) thru the Ministry of Health to fight against this deadly Coronavirus (Covid)-19 pandemic, or the Regional Covid-19 response. In fact, lawmaker of BARMM-BTA) Minister of Health Dr. Saffrulah Dipatuan has filed Parliament Bill No.99 that seeks to convert TDH into a provincial hospital and upgrade its level bed capacity, personnel and facilities. TDH is presently a Level 1 hospital with 100-bed capacity, adding, in the last five years, the TDH has been catering tonot less than 4,000 patients every year from the different municipalities of Lanao del sur,such as Taraka, Molundo, Maguing, LunbaBayabao, Masiu, Poona-bayabao, Lumbayanague,and Butig, Dipatuan emphasize Ali recalled that a month ago, the BTA-BARMM Joint Committees meeting on Health and Finance on Upgrading has approved the Tamparan District Hospital (TDH) by upgrading its hospital facilities from Level 1 to Level 11 of 100 Bed Capacity. In addition,the Committees also approved to Standardized its Personnel Service (PS), Maintenance of Operating Expenditures (MOOE) and facilities, by providing the appropriate funds. In the case of TDH, the rationalized health care de-

livery system will be based on the needs of our communities and will therefore be cost-effective in terms of targeted investments in facilities and equipment, the proper deployment of medical staff and personnel; sustainable financing, efficient management and operations and the provision of timely and quality services precisely where and when patients need them. MANILA – Consumers would have to pay more for cooking gas as a big-time price hike took effect on Tuesday. Petron implemented an increase of PHP7.95 per kilogram of LPG while Shell’s Solane-branded LPG rose by PHP7.14 per kilogram. The price hike this month reflected an increase of PHP78.54 to PHP87.45 for a regular 11-kilogram LPG cylinder. According to the Department of Energy (DOE), the common price of 11-kg LPG in Metro Manila stood at PHP976 in February. Likewise, Petron increased its AutoLPG price by PHP4.44 per liter.

Time management is the process of planning and controlling how much time to spend on specific activities. Good time management enables an individual to complete more in a shorter period of time, lowers stress, and leads to career success. The ability to manage your time effectively is important. Good time management leads to improved efficiency and productivity, less stress, and more success in life. Moreover, when it comes to time management, the first step you need to take is finding out where your time actually goes. You may believe that you only send 30 minutes on emails, but in reality that task is eating-up an hour of your day. Jumping immediately from one task or meeting to the next may seem like a good use of your time, but it actually has the opposite effect. We need time to clear our minds and recharge by going for a walk, meditating, or just daydreaming. After

all, the human brain can only focus for about 90-minutes at a time. In addition, time management is the strategy of planning out your available time and controlling the amount of time you spend on specific tasks in order to work more efficiently. Effective time management comes easier to some people than to others, but everyone can develop habits to improve their time management skills. When you learn to block time out of your day for all your important tasks, you’ll have a better idea of everything you need to accomplish and how long each task should take. When you have a schedule to follow, you’ll likely find that you spend less time deciding what to work on or procrastinating and more time getting down to important work. Time management can help you focus on just the essential tasks ahead of you and avoid time-consuming distractions.

School safety and security is a complicated issue. It affects children, teachers, administrators, and parents in a variety of ways, from the quality of learning to the risk of lawsuits. But it is also everyone’s responsibility, and schools should remind stakeholders of their respective roles in promoting school safety and security. Relatively, the school management should limit entryways to school buildings. Clearly mark the main entry to the school and post signs on other entries redirecting visitors to the main entry. Lock outside access doors. Check periodically to make sure the doors haven’t been tampered with or propped open. The periodic inspections should include windows too. Further, promote schoolcommunity partnerships to enhance safety measures for students beyond school property (police surveillance, Neighborhood Watch programs). There are willing community organizations that can help. More so, school administrators should provide op-

portunities for the faculty to practice drills, ask questions, and make suggestions based on their experiences. The faculty must be equipped with the skills and knowledge to confidently lead during an emergency while still maintaining the freedom to make decisions that best suit each situation. And, the best school safety precaution is to end a threat before it can begin. Threats can be lessened and even eliminated at the door with an ID entrance policy. A policy such as this requires that only those who have a school ID will be allowed inside the facility. This process secures the main entrance and creates a strategic step toward school safety. And yes, school safety and security is largely about prevention and planning ahead, meaning that school safety professionals should plan ahead, too. By pursuing comprehensive, accredited school safety training, you can pave the way to a safer, healthier learning environment for children and youth in your community.

In the age of information and technology, competition for attention and engagement is increasingly fierce. People hardly have the time and patience to sit through a three-hour movie, let alone a three-hour training course. As technology progresses, our engagement wanes as competition for our attention grows with technology. Thus, learner engagement is one of the oldest issues that educators and course designers struggle with because conditions for achieving engagement are constantly changing. Online learning is a bit like dinner parties. When they are boring, people tend to interact less and leave early. When they are lively, people are more likely to participate with excitement and stay until the night is over. Engaged learners are

more likely to enjoy learning, thus stay committed to completing their courses. They are also more likely to engage with other learners and spread their newly acquired knowledge through peer-to-peer interaction. The importance of learner engagement and its positive impact are not limited to the training experience. Highly engaged learners usually become deeply engaged employees. They also feel appreciated, positively challenged, and better equipped to follow their personal development path successfully. Definitely, to engage a learner, they must be focused. Their brain needs to operate in a particular state of mind that fully immerses them in performing. As a result, engaged learners are typically focused, involved, and enjoy the learning process.

The education system of the Philippines has been highly influenced by the country’s colonial history. That history has included periods of Spanish, American and Japanese rule and occupation. The Philippines has a vibrant and diverse education system, with the government, assisted by the private sector, providing a wide range of education from early years up to college and university across the archipelago. The Department of Education (DepEd) oversees the provision of basic education. The shift to K-12 began under President Duterte’s predecessor, Benigno Aquino III, who approached education as an investment in Filipinos, and offered a 10-point plan for improving education as part of his election campaign. As well as K-12, the 10 fixes included pre-schooling for all, technical-vocational training as an alternative in senior high school, working with local governments to build new schools, proficiency in science and maths, and working with private schools as “essential partners”

The plan is to expand the Government Assistance to Students and Teachers in Private Education, supporting as many as one million learners at private high schools through the Education Service Contracting Scheme. COMELEC will also limit the number of persons allowed per precinct, allowing only five voters and two watchers at a time for every precinct, Pobe added. Measures to mitigate the effects of possible power interruptions or loss of internet connectivity will also be employed by COMELEC on May 9. Pobe said in the event of a power outage, the VCMs provided on-site are able to run on battery power throughout the entire election day. For areas that have poor internet connectivity, COMELEC will provide Broadband Global Area Network (BGAN) units to ensure the continuous transmission of voting results via a satellite module. Two individual Certificate of Land Ownership Award (CLOA) will be given to ARBs in Agusan del Sur as a ceremonial launch of the conclusion of the project. A total of 3,150 hectares of the oil palm plantations areas will be covered for the distribution of individual CLOAs to 1,143 ARBs from the three groups that had already developed and maintained the farmlands after the areas once owned and managed by NDCGuthrie Plantations, Inc.(NGPI) was covered under Comprehensive Agrarian Reform Program in 1988. Former president Corazon Aquino personally turned over the Collective Certificate of Land Ownership Award to the farmworkers of the company who formed themselves into NGPI Multi-Purpose Cooperative (NGPI MPC) on December 12, 1988 in Cagayan de Oro City. As collective landowners of the oil palm plantation, NGPI MPC has entered into a leasehold contract with NGPI which was later known as Filipinas Palmoil Plantation, Inc. in March 1990 and the company voluntarily turned over the management of the plantation in November 2013 as the cooperative continued to demand higher rentals of the land. Infighting among leaders and members of the cooperative has led to the split up into three groups which already separately positioned and developed their areas initially surveyed by DAR to prevent further atrocities. During the meeting, the original NGPI MPC with 843 members led by Nestor Alcular proposed to Cruz a 62 hectares of industrial zone where they want to build an oil palm milling plant but the two leaders of the split group opposed the plan. But a member of Alcular’s group Menio Orcullo stood up to oppose the plan.In an interview after the meeting, Orcullo said the 62-hectare industrial zone will even lessen the area of each individual title detrimental to the ARBs’ dream of having an exact three-hectare farmland. The case was filed more than a year later after the three groups have reached and signed a compromise agreement in the presence of DAR central office officials that would split the plantation lands according to the number of ARB members. Emannuel Sustino, chairman of ARB Diversified Planters Association with 151 ARB members, said they had no plans to build a milling plant since the areas they tilled are still unstable and they need to replant more oil palm trees. For their part, Metodio Abalayan, chairman of Maligaya Credit Cooperative(MACCO) with 149 members, said their members can now personally hold their individual titles after the distribution but however have agreed that the oil palm plantation areas will still be maintained by the cooperative until they will fully replant the farmlands and fully paid the company the development cost for the 300 hectares of replanted oil palm trees. Based on the agreement, MACCO ARBs will allow maintenance and development by the management with 70 percent share from the gains of their product while the remaining 30 percent will be allocated for maintenance and operation. Among the three groups, MACCO ARBs has been fortunate with their cooperative management as they received an average P117,000 yearly dividends.

New “royal convention hall” opens in Datu Saudi Ampatuan

DATU SALIBO, Maguindanao --- Another boost to local economy has officially commenced on Monday, February 28 with the grand opening and ribbon cutting of the newest convention center in Datu Saudi Ampatuan, the “Ferdausah’s Royal Castle Convention Management and Services”. The hall, just located in front of Masjid Dimaukom are owned by First Lady Ferdausah Sandigan and her husband, Datu Salibo Mayor Solaiman Sandigan, who led the opening program and ribbon cutting ceremony. In an interview, First Lady Sandigan expressed her gratitude for the successful opening of their new business venture and said they are now opening their doors to clients within their community of reach. “We cordially invite everyone to hold

your royalty-themed events such as weddings/kalilang, salangguni, aquiqah, seminars and others here in our convention hall. We will warmly welcome you to try our services,” she said. The first lady has promised to provide the best services they could possibly offer to meet the needs and requests of their potential clients. “This is a dream come true and I can’t wait to share to all of your what we can offer here in Ferdausah’s Royal Castle Convention Management and Services,” she emphasized.
