369 new soldiers join 4ID, hurdle CSC course By CRIS DIAZ Executive Editor

CAMP EVANGELISTA, Cagayan de Oro City: The military welcomed 369 new soldiers to its fold after successfully completing the Candidate Soldier Course (CSC) in a Joint Closing Ceremony in Bukidnon, the army’s 4ID announced Monday. The new graduates belonged to CSC Class 690, 691, and 706 composed of 51 females and 318 males --172 of them possessed special skills while 64 were CAFGU members, 48 Indigenous People members and 85 were for the Engineering unit.

The new soldiers satisfactorily completed the five-month mandatory Basic Military Training that started in January 2022 conducted by the 4th Division Training School. In a statement, 4ID Commander Maj. Gen. Wilbur C. Mamawag congratulated the graduates for hurdling the training requirements. The post pandemic for betterment

Silence never won rights. They are not handed down from above; they are forced by pressures from below (Roger Nash Baldwin, 1884-1981).

WE can slowly foresee the world hegemonies and their immense energies for dominating the globe. Due to the technology development, any propaganda can be quickly detected. However, the progress from the pre-pandemic and the post one today makes the entire world public have high expectancy. It has been quite slowly normal after the pandemic due to Covid-19. The longer the situation, the better the human rights will be—hopefully. It slowly shows its existence. Covid-19 has been blatantly recognized as the global tragedy around the world. But, shouting for human rights will never stop for humanity. It is the heart of the human beings’ entity. Therefore, silence is the typical property of the deep-heart-human rights for all nations. In any country, nation’s deep-hearthuman rights are not silent in its nature. They are the huge-force-driven from the very bottom of their hearts. When coming up simultaneously, it is progressing slowly.

Yet, it is still a catastrophe when seeing the broken economic condition due to the pandemic. Covid-19 has made all nations almost collapse. Not only do the underdeveloped and developing countries drop, but also the developed ones do. Industries in any kinds dropped drastically—if not dying totally. A research done by Chowdhury et al., (2021) was striking us. This research used 12 countries selected from four continents representing the world public. All were suffering their economic drsatically. Similarly, Abas (2020) — a year before Chowdhury et al., (2021)—found the evidence in his research. This study provides a specific picture of how Covid-19 entered Pakistan. It was recorded through the Ministry of Health, National Institute of Health Pakistan. The data were gathered from the age of the confirmed coronavirus patients. They are aged from 12 to over 80 years. Not only the patients, but also international and local transmitters were recorded. These transmitters carried out the virus after visiting different countries. They are Arabia, Iran, Iraq, and the USA, China, and European countries. And, by April 30, 2020, 16,473

confirmed cases of coronavirus. Seven months later, 327,063 confirmed cases. This led this country to the worse economic condition though finally it could be controlled. For ASEAN countries, it can be referred to a research by Chong & Yip (2021). When reading the results, it shows a unique impact of each country. LIFE IS NOT FAIR

PLENTY of people work hard but never get what they feel they deserve. Plenty of people are incredibly decent but always seem to get the short end of the stick. Plenty of people are smart but never seem to apply their academic excellence to entrepreneurial or professional achievement. Plenty of people fall in love only to see their love squandered on someone who doesn’t reciprocate. The conclusion most of us reach . . . life isn’t fair. Or, is it that many of us just don’t understand the “protocol” and have a bad relationship with “fairness”? Many times I have observed that children at a young age like to cry out: “It isn’t fair”, whenever they feel they are wronged. Just a couple of days ago, I heard one father, whose patient was already very thin, responding grimly : “The whole life is not fair!” Even we adults often have problems with the idea of fairness. the laborers in the vineyard certainly did. They received exactly what they had bargained for, yet they complained when others got the same pay for less work. If this parable was a story about earned wages, the grumblers would have been quite right to complain. But this story is about the

way God deals with us, and how can we say that God is not fair? Fairness means clearness and being free from fault or stain. Fairness is the light-colored, hopeful and plausible part of our life - the span between life and death. Life is and cannot always be fair - of course not! But we could make it a little bit fairer, though many times our world is ruled by falseness. Fairness requires people to be put into categories. Anyone who fulfills certain requirements will receive a certain reward, regardless of differences in the situation. But only God knows that categories only outline the sort of people we are. He knows that each one of us is unique and with individual needs. In our everyday life, do we really practice the idea of fairness at our workplace and in our dealings with others? How? Let’s analyze ourselves. May we learn what it means to be fair to another person... . I learned a lot from Steve Wohlenhaus, CEO of Weatherology, the leading company in the world at disseminating audio weather information. Wohlenhaus said, “We need to spend more time focused on the present and less time rumi-

nating about the past. We need to accept the unpleasant aspects of our past and do our best to move on. Concentrate on the present and create a beautiful and better future. That’s energy well spent. When we get trapped believing our past defines our future, life seems unfair. When we spend too much time contemplating the future and believe our destiny is outside our control, we feel helpless and life seems “unfair”. Allocating our emotional energy wisely helps us dedicate our time to what truly matters and gain control over the belief that life is unfair”. Proverbs, probably the most down-to-earth book in the bible, prepares us for our daily life. In its prologue (Purpose and Theme) it says in 1:3: “...for acquiring a disciplined and prudent life, doing what is right and just fair”. CAGAYAN DE ORO CITY – The Police Regional Office-10 (PRO-10) have apprehended high-value individuals (HVIs) and seized PHP783,300 worth of illegal drugs so far this month of May. The recent arrest was made during a buy-bust operation in Barangay Kauswagan here on Sunday dawn. The police identified the suspect as Glenn Catli, 29 of Sitio Calaanan, Barangay Canitoan. Undercover agents bought a sachet of alleged shabu from the suspect using a PHP1,000 marked money. Catli later yielded about 50 grams of the illegal substance with an

estimated market value of PHP340,000. The Regional Police Drug Enforcement Unit-10 already seized PHP443,300 worth of illegal drugs in Bukidnon during separate drug bust operations in previous weeks. “Our accomplishments in this PRO are nonstop, hence we will not let up and we will do better in apprehending those people who go against the law. Dengue outbreak in Zamboanga By JOEL CALAMBA ESCOL MDNN Digital

ZAMBOANGA CITY - Top officials of Zamboanga City have already declared a dengue outbreak following the surge of cases from January until May this year. This was also confirmed by Health Secretary Francisco Duque III in an interview with the national media. Duque told the media that it is the local government that declared the outbreak based on their data submitted to the national office. It was learned that from January 1 up to May 14th, a total of 2,026 has been recorded by the local health office in Zamboanga. Out of the 2,026 individuals hit by the outbreak, there were 19 fatalities recorded by the local health office. The number of cases, the local government reported, was 1,793 percent higher as compared to last year’s 107 dengue cases.

Anti-dengue campaigns and fogging operations have been massively conducted in areas where the outbreak was reported by health authorities to eliminate the mosquitoes, it was learned. “It is now being investigated by our field epidemiologists to find out that the number of cases has gone past the alert level, also the outbreak level,” Duque said. The health secretary reiterated the importance of the government’s “4S” (search and destroy of areas where mosquitoes are breeding; self protection measures by wearing long pants and sleeves; seek early consultation; and lastly the implementation of fogging operations. The national government is also investigating other cases of dengue in other parts of the country following the number of cases reported in other areas due to the onset of the rainy season.

This booklet was conceptualized to aid the reading development of the pupils and was given to pupils for the first and second quarter of the school year. Because of the school unified reading program which is “Basta Makabasa, SURE NA” (School Unified Reading Enrichment in Nurturing Achievement).The teacher conceptualized the LeNS SWorP booklet which aid towards pupils’ reading development amidst pandemic. The booklet was provided to the parents/guardians. Parents involvement were very salient during the distribution of the booklet because there will be an orientation on how to deal with their children using the said booklet. Parents also played a vital role to teach reading using the LeNS SWorP booklet at home. The teacher do the follow-ups and monitoring on reading via video call or phone call. As a result, the teacher find out that most of the Grade 1 pupils in Panampawan Elementary School develop their reading skill. experience. Verbal learning is an important testing tool for kindergarten students, and it also allows teachers to instruct them. When a child reacts to a verbal signal, it is preferable to instruct that child verbally, and teachers consider verbal learning to be one of the instructional processes. All verbal learning processes contribute to pupils’ ability to encode, recall, and comprehend information. MINSACUBA Elementary School is getting ready to start face to face classes. There will be 37 schools in the urban barangays that will be starting limited face to face classes. A total of 25,668 or 56.89 percent of public schools nationwide have already gone back to in-person learning amid the Covid-19 pandemic. D epE d is exp e c t ing 5,948,640 public school students from all grade levels to participate in face to face classes. This number is 25.61 percent of the 22,230,898 total enrollees in the public school sector in the current academic year. It remains a challenge

for DepEd that only 676 private schools or 5.4 percent of its total number have resumed face to face classes. At least 226,991 students or 7.09 percent of the private school learners are expected to enjoin this development. It is ironic that at the height of the debates on face to face schooling, there were many demands for face to face but now that we have approved it, there are only 676 private schools opening face to face. Shifting from in-person classes to distance learning amid the Covid-19 pandemic enabled the adaptation of hybrid learning in the Philippines.

Through the help of the millennial teachers, ICT coordinators, teachers learned a lot about the topics that upskills the need for augmenting the knowledge of teachers about different Apps. As a result, teachers can now access and can manipu-

late computers and apply it in delivering the lessons. Teachers also felt happy and proud especially those who are already old and about to retire because they were able to cope with very intense need of using technology in delivering the lessons to make teaching and learning process more realistic and more accessible to computer aged learners. It is very important that all the most significant Apps to be used in teaching should be taught and should be learned by the teachers so that teachers can teach and deliver lessons that suits to the need of the 21st century learners. SSS earns P28B in 2021; reported net loss due to new accounting standards

THE Social Security System (SSS) registered earnings of P28 billion in 2021 from its operations, with contributions and investment income exceeding benefit payments and operating expenses. In its 2021 unaudited financial statement, its cash inflows of P262 billion surpassed its cash outflows of P234 billion.

In the last six years, SSS recorded cumulative earnings of P202 billion, even with a record-breaking P1.1 trillion benefit payments and P254 billion loan releases to its members and pensioners. This Ordinance shall be known for short as “The Sangguniang Bayan (SB) Website Ordinance of 2022”. SECTION 2. STATEMENT OF POLICY. This Sanggunian recognizes the vital role of information and communications technology in nation-building and the need on the part of local government units to participate fully in all forms of productive activities and developments currently taking place within the field of information and communications technology in order to cause and propel economic growth, along with the primary obligation of this Sanggunian to provide a secure legal framework to govern the existence and usage of its website for the purpose of protecting the integrity of electronic documents virtually stored thereat, including its transmission and communication so as to boost public trust and reliance therewith. SECTION 3. GENERAL PROVISION. The official website of the Office of the Sangguniang Bayan, Polomolok, South Cotabato, to be duly registered in Internet Protocol (IP) address: www.sbpolomolok.gov.ph, is hereby established to be the only officially sanctioned on-line databank and interactive media of the Sangguniang Bayan towards pursuing interactive governance. SECTION 4.

DEFINITION OF TERMS. As used in this Ordinance, the following terms shall be understood to mean as: a. Interactive Governance or I-Governance – refers to any program administered by the public sector which gives emphasis on solving societal problems and creating societal opportunities through a virtual system of facilitated, free, spontaneous, and open interaction among the civil, public and private sectors via the internet, and which provides various internet activities, i.e., electronic mailing, blogging, uploading, downloading, and such other similar internet marketing protocols aimed at promoting better and closer relationships among the sectors involved. b. Interactive Media – refers to the system of information technology being made available and accessible to the public, civil, and private sectors as open and free on-line network for them to be able to reciprocally communicate, disseminate or provide services and as well access significant information instantaneously through the internet. c. On-Line Databank – refers to the system of information technology which is being utilized to serve as virtual repository of electronically encoded files consisting of various records and other sorts of information kept by a person or entity, which could be accessible at the instance of any concerned public, civil, or private sector user, via the internet, wherever such user may be located, anywhere in the world.

SECTION 7. DUTIES AND FUNCTIONS. The Website Administrator or Senior Administrative Assistant II (Computer Operator IV) (SG-14) shall be under the Office of the Sangguniang Bayan and shall, among, others have the following duties and functions: a. To manage, maintain, operate and troubleshoot the SB website; b. Ensure a safe and efficient user experience and may include implementing security protocols, modifying programs, creating backups, resolving software problems, updating content and others; c. Maintaining and updating of SB Records and information such as sessions, committee meetings and public hearings and posting of SB updates and announcements; d. Receiving, capturing (through pictures), collating and distributing information; e. Office management and general clerical duties; and f. Do other related works as required by the Vice Mayor or members of the Sangguniang Bayan. SECTION 8. DESIGNATION OF WEBSITE ADMINISTRATOR OR SENIOR ADMINISTRATIVE ASSISTANT II (COMPUTER OPERATOR IV) (SG-14). a. In order to ensure the integrity of all electronic documents, signatures, and other various data uploaded and kept in store at the SB Website, there shall be designated for the Office of the Sangguniang Bayan a Website Administrator who shall be directly responsible in proficiently supervising the efficient, effective, and continued operation, maintenance, and management thereof. b. Such Website Administrator shall be occupying a plantilla position, and who possesses as many qualifications and expertise in the fields of information technology system or computer science, law, commerce and trade, editorship, planning and management, engineering, and such other relevant fields of studies, and must be highly proficient in both written and oral English communication. c. Such Website Administrator shall be chiefly responsible to promote the neutrality and integrity of all electronic documents stored and published at the SB website and, thus, ensure that all publications posted or caused to be posted thereat by any staff or member of the Sanggunian generally adhere to the basic rules of grammar, and to ensure, further, that all electronic records which are to be made accessible from the website are nothing less than the exact facsimiles of the original. d. Designation of an employee as Website Administrator shall be duly caused by a memorandum issued for by the Municipal Vice-Mayor, thereby stating therein with particularity the designate’s functions as such, including all other incidental responsibilities that said designate may be authorized to perform pursuant to this ordinance. e. The designated Website Administrator shall be made to take hold of and place under his or her official custody and accountability all office computer hardware and software equipment and supplies, i.e., servers, workstations, routers, cables, CD installers, kits, operations manuals, computer tools, etc., which are being utilized in the efficient, effective, and continued operation, maintenance, and management of the SB Website. f. The designated Website Administrator shall be made to receive orders directly from the Office of the Municipal Vice-Mayor in all matters concerning the efficient and effective operation, maintenance, and management of the SB Website. SECTION 9. FUNDING. An initial funding requirement in the amount of Five Hundred Thousand Pesos (P500,000.00) shall be allocated and thereafter, the Sangguniang Bayan shall see to it that appropriate and necessary funds for the efficient, effective, and continued operation, maintenance, and management of the SB Website are appropriated in the municipality’s Annual Budget for the incoming Fiscal Year. SECTION 10. SUPPLETORY CLAUSE. The provisions of Republic Act 8792 (RA 8792), otherwise known as The Electronic Commerce Act of 2000, insofar as applicable, shall be considered suppletory to this Ordinance. SECTION 11. REPEALING CLAUSE. The provisions of previous local enactments, resolutions, memoranda, circulars, and other issuances which are inconsistent with this Ordinance are hereby repealed or modified accordingly. SECTION 12. SEPARABILITY CLAUSE. In the event that a provision or some provisions hereof are found or decreed to be invalid or unconstitutional, all other provisions hereof not affected by such pronouncement or decree shall remain to be in full force and effect. SECTION 13. EFFECTIVITY CLAUSE. This ordinance shall take effect after fifteen (15) days following the completion of its full publication in any newspaper of general circulation within the municipality. SO ORDAINED.

SECTION 3. TASK AND FUNCTIONS OF PAPC. The Polomolok Anti-Poverty Council has the following tasks and functions: a. Facilitate programs, mechanisms and strategies aimed to strengthen partnership between the municipal government and the civil society; b. Formulate a comprehensive and integrated anti-poverty plan and program for the municipality of Polomolok; c. Serve as Coordinating and Advisory Body in the implementation of the programs and projects under the Anti-Poverty Program; d. Facilitate in the setting up of an engendered Community Based Monitoring System in the municipality which would be the basis for the planning of the municipality’s Anti-Poverty Program; and e. Any other duties and programs that may be related to anti-poverty which is mandated by the municipality through legislation. SECTION 4. EXECUTIVE COMMITTEE (EXECOM). There shall be an EXECOM whose functions is to oversee the anti-poverty program of the municipality. The EXECOM shall be chaired by the Municipal Mayor, with the following members appointed by him/her: a. SB Committee Chairperson on Cooperatives and Associations b. Two (2) from accredited NGOs c. Two (2) from Basic Sectors d. Municipal Planning and Development Office (MPDO) e. Municipal Social Welfare and Development Office (MSWDO) The EXECOM has the following Tasks and functions: a. Steer discussion and planning in the Council (PAPC) for the anti-poverty program b. Supervise the anti-poverty programs in the municipality. SECTION 5. FUNDS. a. Within six (6) months after this ordinance shall have taken effect, the Local Chief Executive shall propose the necessary appropriation of funds to be used in the implementation of Municipality’s poverty alleviation programs, depending on the actual costs of these programs, such shall be taken from the general fund, subject to the approval of the Sanggunian Bayan. b. For the purpose of this ordinance, the Municipal Government may also accept funds coming from other GOs and NGOs to be used in the implementation of anti-poverty programs, projects and related activities, subject to the proper government accounting and auditing procedures. SECTION 6. SUPPLETORY CLAUSE. This ordinance shall supplement the newly approved measure entitled: “An Ordinance to Establish the Local Poverty Alleviation Policy of the Municipality of Polomolok Province of South Cotabato, Providing Funds for the Implementation of Anti-Poverty Programs in the Municipality and for Other Purposes.” SECTION 7. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provision of this ordinance shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

AN ORDINANCE INSTITUTIONALIZING THE MONTH OF JANUARY OF EVERY YEAR AS A NATIONAL BIBLE MONTH, CULMINATING IN THE LAST WEEK THEREOF AS NATIONAL BIBLE WEEK AND BIBLE SUNDAY IN THE MUNICIPALITY OF POLOMOLOK, SOUTH COTABATO, CREATING A STEERING COMMITTEE, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES. BE IT ORDAINED by the Sangguniang Bayan of Polomolok, South Cotabato in session duly assembled that: SECTION 1. SHORT TITLE. This ordinance shall be known in its short term as the “Polomolok Bible Month, Bible Week and Bible Sunday Ordinance”. SECTION 2. OBJECTIVES. This ordinance has the following intents and purposes: a. To promote the Bible as the transforming power of God to change people’s lives throughout the nation, with the local government of the municipality of Polomolok recognizing further that it is righteousness which exalts a nation as the Lord abides in those individuals who abides in His word.

b. Meetings. The Steering Committee shall be organized by the Municipal Mayor every first week of June of the year to plan and promote strategies for an effective celebration of the Bible Month, Bible Week and Bible Sunday for the coming year and may opt to meet as the need arises. c. Secretariat. The Office of the Sanguniang Bayan shall be the Secretariat which shall document and maintain files of the activities relative to the preparation and implementation of the celebration of the Bible Month, Week and Bible Sunday, including all the standard requirements for accounting and audit. SECTION 5. FUNDING. In order to ensure that the objectives, intents and purposes of this ordinance are properly implemented, there shall be an allocation from the General Fund of the Municipality an initial amount of One Hundred Thousand Pesos (₱100,000.00). The Municipal Steering Committee on the Bible Month, Bible Week and Bible Sunday celebration may engage in resource generation/mobilization activities as may be allowed by law to further ensure the success and continued celebration of the Bible Month, Bible Week and Bible Sunday, including its programs and projects, provided that all fund generations are officially undertaken, documented and subject to the standard accounting procedures. Supplemental appropriations may be undertaken by the Sanguniang Bayan after due evaluation of the effectivity of the program. SECTION 6. MISCELLANEOUS. The provisions of this ordinance may not be imposed upon people of other faith or persuasion. In cases where the head of office of a government agency/department, or a non-government organization has a different faith, persuasion or conviction, he/she may assign a representative of the office to sit in meetings in behalf of the office and the responsibilities/capabilities thereof. SECTION 7. SEPARABILITY CLAUSE. If any provision of this ordinance or the application thereof, to any person or circumstances is held invalid, the remainder of this ordinance and the application of such provision to other persons or circumstances shall not be affected thereby. SECTION 8. REPEALING CLAUSE. All ordinances, rules and regulations or portion thereof inconsistent with this ordinance are hereby repealed, amended and/or modified accordingly. SECTION 9. EFFECTIVITY CLAUSE. This ordinance shall take effect fifteen (15) days after its publication in a newspaper of general circulation in the municipality. SO ORDAINED. This Ordinance shall be known for short as “The Octogenarians and Nonagenarians Cash Assistance Ordinance of Polomolok, South Cotabato”. SECTION 2. DECLARATION OF POLICY. It is hereby declared the policy of this Municipality to always seek and promote the welfare of the elderly persons, recognize their rights and appreciate their vital contribution in nation-building, and in their continued community involvement for the municipal’s development. Toward this end, the Municipality of Polomolok shall, as a token of gratitude, provide and extend full support to senior citizens through various social programs and activities on top of the privileges, benefits, and other forms of assistance provided by laws, thereby making Polomolok an “Age-Friendly Municipality”. SECTION 3. PURPOSE. The purpose of this Ordinance is to ensure the elderly citizens, specifically the 80-year old and above in the municipality, to be happy and enjoy a decent quality of life with good emotional well-being, having close interpersonal relationships with family members and friends even in their twilight years. SECTION 4. COVERAGE. All Octogenarian and Nonagenarian senior citizens residing in the municipality and are still alive at the time of the approval of this ordinance. SECTION 5. DEFINITION OF TERMS. For purposes of this Ordinance, the following terms or phrases are defined, to wit:

SECTION 6. QUALIFICATIONS AND DOCUMENTARY REQUIREMENTS. The bases for the processing and releasing of the cash assistance are the following eligibility requirements: a. Any resident senior citizen of Polomolok aged 80-89 for Octogenarian and 90-99 for Nonagenarian presently residing in Polomolok for period of at least Five (5) years prior to the approval of this ordinance, with Certification from the Punong Barangay where he/she resides. b. Registered and with certfication from the Office of the Senior Citizens Affairs (OSCA) and a bearer of Senior Citizen’s ID Card issued by the OSCA of this Municipality. c. Registered voter of this municipality with voter’s certification issued by the COMELEC. In addition to the aforementioned Barangay Certification, OSCA ID and voter’s certification, the beneficiary shall provide at least one of the following documents, to wit: 1. Marriage Certificate of the beneficiary issued by the Philippines Statistics Authority (PSA); 2. Birth Certificate of the children born by the beneficiary; or 3. Baptismal and/or Confirmation records of the beneficiary certified by the parish church; SECTION 7. CASH ASSISTANCE. In addition to the other benefits and privileges granted under existing laws, ordinances, rules and regulations, this Ordinance will grant the following cash assistance to all bona fide Senior Citizens of the Municipality of Polomolok, South Cotabato who complied with the conditions stated in Section 6 hereof as follows: A. Octogenarian Senior Citizens – P 5,000.00 B. Nonagenarian Senior Citizens – P 10,000.00 The aforementioned cash assistance for Octogenarians and Nonagenarians can only be availed at once (one time) by the beneficiary when they reached the specified age bracket as stated under Section 5 hereof. On the other hand, Octogenarians who will reach the age of 90 years old will also receive the cash assistance authorized or given to Nonagenarians which is Ten Thousand Pesos (P10,000.00). SECTION 8. FUNDING. During the initial year of the implementation of this ordinance, the requisite funds shall be sourced from any available funds of the Municipality of Polomolok. It may be charged to Social Services Program and/or Senior Citizens Fund. Subsequently, the amount necessary for implementation of the provisions of this ordinance shall be included in the succeeding annual budgets of the municipality. SECTION 9. IMPLEMENTING RULES AND REGULATIONS. The Local Chief Executive shall promulgate the implementing rules and regulations of this ordinance, setting forth therein the comprehensive details and other aspects required for the effective execution and implementation of this ordinance. SECTION 10. SEPARABILITY CLAUSE. If for any reason any provision/s, section/s or part/s of this ordinance shall be held to be unconstitutional or invalid, other parts or provisions hereof not affected thereby shall continue to be in force and effect. SECTION 11. EFFECTIVITY CLAUSE. This ordinance shall take effect fifteen (15) days after its publication in the newspaper of local circulation. SO ORDAINED. NorMin workers get wage hike – Bello HIGHER pay awaits minimum wage earners and domestic workers in Northern Mindanao (NorMin) after its Regional Tripartite Wages and Productivity Board (RTWPB) approved increasing the minimum wage in the region. Labor Secretary Silvestre Bello III said the in RTWPB Northern Mindanao issued Wage Order No. RX-10 granting a pay hike of P25 upon its effectivity and another P15-P22 effective December 16, 2022. Bello thanked the wage board for resolving with dispatch the petitions for wage adjustments in its jurisdiction, adding that around 152,924 workers in private establishments and 54,851 domestic workers are expected to benefit from the minimum wage increases. The previous wage order for workers in private establishments took effect on November 1, 2018; while the wage order for domestic workers took effect on January 1, 2020. After implementation of the wage tranches, the new minimum wage rates in the cities of Cagayan de Oro, Iligan, Malaybalay, Valencia, Gingoog, El Salvador, and Ozamis and the municipalities of Tagoloan, Villanueva, Jasaan, Opol, Maramag, Quezon, Manolo Fortich, and Lugait are P405 for the non-agriculture sector and P393 for the agriculture sector. Meanwhile, the new minimum wage rate in the cities of Oroquieta and Tangub and the municipalities of Laguindingan, Mambajao, Balingasag, and all other areas, including retail and service establishments employing not more than ten workers, are P390 for the non-agriculture sector and P378 for the agriculture sector. The Board also issued RBXDW-03 granting a monthly

wage increase of P500 for domestic workers bringing the new monthly minimum wage rate in the region to P4,500 for cities and first-class municipalities and P3,500 for other municipalities. The issued wage orders will be submitted to the National

The curriculum and learning outcomes focus on complex 21st-century skills including problem-solving, critical thinking, creativity, people management, collaboration, emotional intelligence, judgment and decision-making, service, and cognitive flexibility. The intrusion of the fourth industry into education advocated for a student’s more tailored way of learning and a unique approach to study. Using the digital means, theoretical knowledge is taught and learned remotely but ensuring practical skills are polished onsite. All happen during flexible hours. The assessment approach will likely change too, moving away from the traditional method of absorbing and transmitting to a fun, interactive, and experiential project driven-based way of teaching and learning. There are some teachers, however, who aren’t yet assured by this approach and view this as a complicated shift from the traditional structure but keeping up with the demands of time is a form of a teacher’s commitment. Educators without any choice shift mechanisms immediately in response to students’ needs despite the unwarranted interference. Education 4.0 extends a strong

direction to teachers by making tools and procedures accessible to the students in their learning environment. This means that the students will be able to independently explore the tools to grasp the concepts in a learning setting. Collaborative engagement now flips the traditional in-person interactions since an online group discussion could be a potential instrument to double the development of their skills. The future will constantly demand new skills and the learners are now being prepared to keep pace and acquire individual advantages. The Department of Education as the forefront agency of these educational reforms took another step of innovations by giving a series of training and webinars, providing online communication platforms, and maximizing the skills and talents of the teaching force. Teachers having the capacity to progress according to the need of the scenario is a remarkable act. There are some daunting moments to recount from the start of the process, but against all odds, they continue to deliver their best. The responsibilities and pressures might be doubled up during this crisis, but the thought of the children benefiting from all the laborious tasks, and imprinting these words in their hearts, “Para Sa Bata, Para Sa Bayan” The effect of the Industry Revolution on education can never be ignored. It is a game-changer. School administrators should gear up their teachers by producing a tech-driven workforce for this massive transformation who are prepared to take on the future state of education. Schools, teachers, and students must evolve because change is always inevitable.

Cebu Pacific resumes int’l operations from Cebu Cebu-Seoul flights 2x weekly restrart eyed by July

THE Philippines’ leading airline, Cebu Pacific (PSE: CEB), continues to expand its regional footprint as it announces the resumption of its international flights from Cebu, beginning with Cebu to South Korea. On July 3, CEB intends to operate twice weekly flights from Cebu to Seoul (Incheon), every Thursday and Sunday. Flight 5J 128 is estimated to depart the Mactan Cebu International Airport at 12:25PM, and is set to arrive at Seoul International Airport at 6:10PM. Its return flight, 5J 129, is scheduled to

leave Seoul at 6:55PM, and will arrive in Cebu at 10:50PM. This is the first international destination that the airline is restarting from its Cebu hub, following the reopening of South Korea for tourists. “We are very happy to restart this flight as we know passengers in the Visayas and Mindanao have been looking forward to travel internationally again, without needing to pass by Manila. 42 Municipalities in NorMin to benefit from advanced healthcare devices from DOST

FORTY-two municipalities in region 10 will soon benefit from the recently deployed RxBox telehealth devices in healthcare centers. These devices can reduce the overall cost of healthcare by enabling health workers to diagnose, monitor, and treat patients within rural health facilities. RxBox is a multi-component program (biomedical device, electronic medical record system, and telemedicine training) designed to provide better access to life-saving health care services in isolated and disadvantaged communities nationwide. Following its deployment, residents in the recipient municipalities can access the device’s features, such as Blood Pressure Monitor, Pulse Oximeter, Electrocardiogram (ECG), Fetal Heart Monitor, Maternal Tocometer, and TemperaMs. Maelahleen Domaguing, Midwife of RHU Kauswature Sensor. Aside from the 42 Municipal Health Offices, three City Health Offices and five hospitals also received the devices and training from DOST. “With this groundbreaking initiative, these devices will be helpful in improving the referral system in NMMC,” said Dr. Arturo Surdilla, Medical Specialist IV in Northern Mindanao Medical Center.
