JoJo Binay: Action Man in the Senate Makati —The platform of Jojo Binay in the Senate in mainly centered on the pandemic response, providing assistance to displaced workers, supporting affected micro, small and medium enterprises, and alleviating poverty and hunger. Binay also supports subsidizing social and health services in line with his pioneering projects in the City of Makati. Binay is running under the United Nationalist Alliance, which he founded in 2016 for his unsuccessful presidential bid. He is a guest candidate in the senatorial slates of Senators Panfilo Lacson and Manny Pacquiao and Vice President Leni Robredo. Jojo Binay, 79, is a veteran politician, who served as the 13th vice president of the Philippines from 2010 to 2016. DAVAO CITY – An advocacy group has expressed disappointment over the low turnout from among the 55 local candidates on a survey that seeks to rate their level of concern for the environment. “We have various environmental problems in our city that need to be resolved such as waste in watershed areas, deforestation in uplands, clogged drainages, fight for additional green spaces, and wetlands

NCIP issues desist order vs. ancestral land occupants in B’non CAGAYAN DE ORO CITY – The National Commission on Indigenous Peoples (NCIP) has ordered a company occupying a portion of an ancestral domain in Quezon, Bukidnon to stop its operations on the disputed land. Allen Capuyan, NCIP chairperson, posted on Facebook on Saturday that a cease and desist order (CDO) has already been served to the Kianteg Development Corporation (KDC). Capuyan posted a copy of the CDO received by one of the Kianteg’s security personnel guarding the contested site. The CDO was served by the NCIP-10 team with Office on Empowerment and Human Rights Director Rey Dingal, and representatives of DENR, National Intelligence Coordinating Agency, Commission on Human Rights, Department of the Interior and Local Government, police, Philippine Army, and members of the media. “This resolves the petition for the issuance of a CDO filed by the Manobo-Pulangihon Indigenous Cultural Community/In-

digenous Peoples praying for an order enjoining the operators and owners of the KDC,” the order read. The CDO covers all persons claiming rights over the land and all illegal occupants of the property in view of the expiration of the Forest Land Graze Management Agreement (FLGMA) and the absence of the Free and Prior Informed Consent from the recipients of the ancestral domain. The occupied property is part of the 1,111-hectare land in Barangays Butong and San Jose. In an online message to the Philippine News Agency, Federation of Free Farmers chairperson and former Agriculture secretary Leonardo Montemayor, said the CDO will be instrumental in the return of the displaced tribe members to their ancestral home. “Hopefully, this development will pave the way for the early repossession by the Manobo-Pulangiyons of their land,” Montemayor said. EXPOSED to the excruciating heat of the sun at daytime and when it rains, wet and trembling in the cold at night time and sleepless with empty stomach. That’s how to live under shattered tents along the hi-way being experienced by the more than 1,000 families of the Indigenous Peoples of the Manobo Pulangiyon Tribe in Butong, Quezon, Bukidnon. They could not bear it any longer after being ousted from their ancestral domain for more than five years now, living in hunger and in extreme poverty, eating only kamote once a day or nothing at all and drinking in a nearby river where they are swimming . All of the children are malnourished and sickly and have to be tied up inside their tents when their parents are asleep as four children have already been hit by running cars. Where in the world can you find these Indigenous Peoples who were once the masters of the land which they used in the spirit of service and sharing, now living in so much nightmare and turmoil because a powerful corporation, the Kiantig Development Corporation which is owned and managed by the incumbent mayor of Quezon, Bukldnon, has transformed their 1,111 hectares ancestral domain into massive plantations. Enough is enough. That land transformed into

massive plantation that is supplying the consumerist needs of the people in advanced countries is their land and must be reclaimed. The chieftains have given notice to one and all that there is nothing to worry. They will just enter the adjacent four-hectare vacant area and no standing crop will be destroyed. That trailblazing move to courageously enter loomed a week before when a fourth child had been hit by running car, who was in a very critical condition and almost died. The chieftains, in a meeting, were sort of puzzled why it is the children who must suffer or die because their parents are not brave enough to claim their land right which in 2019 was already legally decided as their ancestral domain by concerned government agencies, i.e. NCIP, DENR & DAR. In fact, there was already an attempt as early as 2019 for the tribe to enter their ancestral domain accompanied by no less than an official from the 88th Infantry Battalion by the name of General de Leon. But the corporation did not allow them using armed guards to bar their entry. Surprisingly, the rule of law then was subordinated to the interest of the corporation and General de Leon was reassigned somewhere. eratives not only in Northern Mindanao (MASS-SPECC, OIC, FICCO) but even from far regions (PERA MPC, PAFCFIC, PLDT Credit Coop, etc.) provided outpourings of assistance especially food and water (tens of trucks) and medicine including cash. The compassion of the cooperatives proves that wealth, fame or power are nothing but on how we have helped the least of our brethren that really matters. But the liberation of the poor and the oppressed tribe is not only through provision of assistance but on how to bring back the tribe’s dignity. SILA PO AY TAO HINDI BASURA. Thus, the amazing Archbishop Antonio Ledesma, S.J. and several priests in Bukidnon conducted series of meetings with well-known lawyers (i.e., IBP National President Atty. Bart Estrada who is a tribal member himself, Atty. Albert Lagamon, the Provincial Legal Officer, among others) and different agencies of government (NCIP, DENR, DAR) to issue certification attesting to the legitimacy of the tribal ownership of their ancestral domain. THAT’S A BAD IDEA !

VERY often - sometimes too often! - the thought is back! If we wake up in the morning (or even many times in the middle of the night), the thought is back. Sometimes, the thought will not let us sleep. The “act of thinking”, the “reflection”, the “opinion” or the “serious consideration”, no matter how we describe it - our memory and conscience is always with us as a permanent companion. We brood over unsettled problems. Sometimes, we bear unfair treatments, arrogance, ignorance, incompetent know-it-all-betters, and unbearable oddballs, who inexorable love to make our life a hell while living themselves a disorderly life. We would not like to be distracted, but we’re toying with some good ideas how we could throw overboard all that “human garbage”. What will come next is a matter of conjecture. Of course, I’ve got my ideas, but I’m not a mind reader. Too many trains of thought make us thoughtless and absent-minded - especially in difficult and

important daily life situations. Does waiting and/or sleeping solve our problems? Or is it just again in time? Our life’s central idea should not be that while waiting, time solves all our problems. Thoughts should intensify, condense and deepen plans followed by actions. It’s good and helpful to carry thoughts in us all the time. Incomprehensible, or better unfinished and un-matured thoughts, no matter whether positive or negative, should be slept on, before tiredness outstrips us with supersonic speed. Sometimes, we feel that our thoughts and ideas can’t be fulfilled with life. Where the heart is willing, it will find a thousand ways; but where the heart is weak, it will find a thousand excuses. If doubts begin to take roots, we should rouse from pink-tinted idealism or wear down and annihilate nightmares and erase and wipe out such thoughts and ideas. If our thoughts are good and have the chance to be fulfilled in action, espe-

cially if “the other side” is prepared and willing to step on to such a bridge of life, we might get support and words of encouragement. And, if not? No action? Iyan ay hindi isang masamang ideya. Maybe it is God’s will to keep and protect us from a careless, rash, disadvantageous and uneasy action. Every new day gives us new inexhaustible possibilities to survive, to bear trials and to start a new beginning. Ferdausah and I wish our fellow Muslim brothers and sisters in Datu Salibo and around the world a blessed Eid’l Fit’r, the culmination of the Holy Month of Ramadhan. Simply put, classroom management refers to the wide range of skills and techniques that teachers employ to ensure that their classroom runs smoothly and without disruptive student behavior. According to teacher Ben Johnson, it all comes down to having a structured learning environment with clear rules that promote learning as well as consequences that reduce or eliminate behaviors that obstruct learning. We’ve all had that one class that you dreaded attending because you knew it would be a battle every minute. Of course, there are numerous strategies for dealing with classroom management issues, but at its core, combating the chaos is based on understanding and showing respect for humanity. Think about your approach to classroom management through the lens of these three areas as you consider some of your most difficult students or classes: connection, consistency, and compassion. On the surface, this may appear to be a simple task. When we connect with our students, two things happen: they want to behave better, and when they don’t, we can manage their behavior more easily. This comes as no surprise; however, there is much more to using connection as a classroom management technique than simply building relationships with students. The most effective teachers use connection with all stakeholders: parents, deans, athletic coaches, administrators, co-curricular spon-

sors, counselors, and other teachers. When it comes to classroom management, the old adage “it takes a village” rings true. Consistency is the most obvious, but also the most challenging, of the three Cs. It isn’t rocket science that teachers must be consistent when managing behavior; however, the implications go far beyond the obvious. When we think about consistency in classroom management, we tend to focus on being consistent when enforcing consequences, which is, of course, critical. But consistency cannot end there; we must also ensure consistency in other areas. We must be deliberate about how we speak to each student, how much time we spend connecting with each student, and other factors. If consistency is the most difficult of the Cs to master, compassion is the most crucial. Compassion for learning improves the learning environment by increasing students’ wellbeing. Educators prepare their students for long-term success in all aspects of life by teaching with kindness, empathy, and compassion. When it comes to managing student behavior, there is no such thing as a magic wand. Indeed, one of the reasons it can be difficult is that so many aspects of classroom management are unteachable. However, by working to create a connected, consistent, and compassionate classroom, we begin to bring out the humanity in the profession and the best in everyone involved.

Out of joy, the chieftains had decided to inform the Kiantig Development Corporation of the long-awaited Certification which was printed in a tarpaulin and bannered fronting the corporation’s well-guarded gate. That very night, the guards torn the tarpaulin into shreds as ordered allegedly by the mayor himself. This painful truism was one of the agenda during the April 18 meeting-dialogue presided by no less than NCIP Chairman, Sec. Allen Capuyan and attended by no less than Mayor Pablo Lorenzo, III, NCIP Regional Director Ann Burgos, NCIP provincial, municipal and legal officers, several agencies of government, PNP and military officials and some 50 chieftains from five different tribes of Bukidnon. Arch. Tony Ledesma and yours truly also attended that 4-hr. meeting in the municipal hall in Quezon, Bukidnon. The highlight of the meeting was the categorical statement expressed by the two chieftain spokespersons, Datu Rolando Anglao and Datu Maalamon that on April 19, the displaced Manobo Pulangiyon families have finally decided to enter the adjacent 4-hectare vacant area that is not being used as a plantation, thus, the corporation especially the mayor should not worry as nothing will be destroyed upon their entry. All they want is to abandon their shattered tents along the hi-way to live in a more secured area as living under shattered tents has become unbearable. No less than Sec. Capuyan declared that such is a “win-win situation,” as no crop will be destroyed as they would just enter the adjacent 4-ha. vacant area. The mayor himself did not oppose such plan. Thus, the two chieftains beg the NCIP, the CHR, the PNP and the military for their presence as a pre-emptive move against untoward incidence, more so, of violence. The military came at about 11 am and the PNP at about 12 noon I went to see the soldiers from the 88th Infantry Battalion at the gate and invited them for lunch at the IP’s hall (about 300 meters away) as I was telling them that the IPs will enter the vacant area near their hall. But the military and the PNP opted just to stay near the gate which is not far from the entry point and is very visible from where they were. After the ritual, about 2pm, the hundreds of IP families (with children) started marching toward the 4-ha. vacant area bannering a white flag, shouting that “gutom na po kami, tataniman namin ang bakanting lugar at tatayuan namin ng munting tirahan dahil kawawa na aming mga anak!” I, together with Ka Leody de Guzman, Hernanne Abella, Roy Cabonegro and David D’angelo were among those in front and shouting “kapayapaan at kaunlaran” para sa tribo. But we heard the first gun shot and we were shouting HUWAG MAGPAPUTOK, MAG-USAP TAYO. We thought that such was a warning shot but the first shot hit then and there Mr. Hernanne Abella, standing one foot away from Ka Leody de Guzman. Then for 15 more minutes, series of gunfire followed not only from shotguns but from several type of guns as the shooters were shouting LABAS, then followed by several gun shots, then LABAS, series of gunshots. Everyone was “shooed” away with bullets! We were like rats being driven away through indiscriminate shootings. The military and the PNP did nothing to intervene. Nanood lang po sila. Afterwards, they just drove away! WHY? You Sirs were there to maintain peace and order, as respectfully requested by us, not only during the meeting a day before but a week before that as the chieftains went to visit you personally in your respective of-

fices/camps. After hearing series of gun fires as helpless Indigenous Peoples were running to escape death including innocent women and children, you were just there, doing nothing! Why? You know that it is election period and carrying firearms is against the law, more so if innocent people who are just claiming their very own land are being wounded and shot upon. Sirs and gentlemen, you as law enforcers know very well that in this country, no one is above the law, that all must bow down to the majesty of the law because we follow the rule of law and not of men and never the rule of power or money. Well, apparently, the enrichment of the rich and powerful corporation owned and managed by an incumbent mayor means the dispossession of the poor Indigenous Peoples. Indeed, enough is enough of oligarchical control under an elitist rule. A few days later, the investigation of the Scene of the Crime Operatives (SOCO), revealed that those armed men who were shooting us do not belong to any registered security group. Apparently, they belong to a private army. Indeed, criminal offences have been committed. Will they be arrested? Let us see, and we hope so!

Penalver said the lukewarm response indicates that most of the candidates do not prioritize the environment in their plans and programs. “We are well aware that climate change is here, and we need leaders who have concrete plans to take action on climate and support sustainability. The Green Vote survey was launched in February to highlight the candidates’ platforms on environmental management and their views and decisions on various environmental issues in the city. Majority of the 11 respondents are in favor of the benefit of environmental protection following issues on watersheds, forest lands, wildlife, ancestral domains, and urban livability. A huge chunk of the respondents also showed high interest in solid waste management and urban sustainability or livability, such as green spaces, sustainable transportation, and flood control for the city. Meanwhile, Penalver urged Dabawenyos to practice awareness of the responses, stands, and perspectives of the above-mentioned candidates on environmental protection. “We also urge them to vote for the candidates who have genuine plans for every aspect of the City’s livability and sustainability,” he said. Ivan Cortez, the city planning and development office coordinator, earlier said that the city government currently has a multi-billion investment for various infrastructure projects that would help mitigate flooding problems here. Turkey, the maverick mayoral candidate of Buadiposo-Buntong M

(He was c a l l e d Turke y by his parents when he was still little, probably from the fowl running around the backyards of the province. The name stuck when he grew up with the MILF and now as part of mainstream society, he still uses the name, idolizing the society of a country far away that could be a template of his future governance in his hometown.) Turkey resigned from his position as chief of staff of Bangsamoro Member of Parliament Abdullah “C o m m a n d e r B r a v o” Makapaar and concurrent head of the BARMM Marawi rehabilitation program operation management unit because of his love for his hometown BuadiposoBuntong. now, Buadiposo-Buntong has been a fourth class municipality and Turkey wants it to be a first class municipality once he is in office. “My pr i or it y w i l l definitely be in agriculture. I have seen that there are many idle lands in Buadiposo-Buntong. We can train the residents on how to till their land and make produce. We can give them assistance in the form of seedlings and fertilizer,” Turkey said in Maranao in this interview. Meanwhile, the fisherfolk of BuadiposoBuntong must also receive assistance from the government. It was learned that Lake Lanao where fishermen in the municipality cast their nets is rich with edible species such as tilapia. “Because I was part of BARMM, I can easily ask assistance from BARMM.
