IT’s all systems go for the May 9, 2022 national and local elections (NLE), the Commission on Elections (Comelec) said on Thursday. “We are all systems go. BOC-Zambo destroys P110-M worth of smuggled cigarettes By TEOFILO GARCIA, JR.

ZAMBOANGA CITY – The Bureau of Customs (BOC) led the destruction of some PHP110 million worth of confiscated smuggled cigarettes Thursday here. Segundo Barte Jr., the BOC-Zamboanga district collector, said the cigarettes consisting of 3,110 master cases and 1,372 reams were destroyed in front of the BOC warehouse in Barangay San Jose Gusu. “These cigarettes were seized in separate antismuggling operations together with partner agencies from December 2021 to March 2022,” Barte said. He vowed BOC-Zamboanga will continue to intensify its campaign to put a stop to the smuggling of cigarettes. “The destruction of these cigarettes is a warning that

Davao’s rice processing center aims to ensure food security By CHE PALICTE

DAVAO CITY – The Davao City Council has approved the Rice Processing Center Ordinance aimed at improving the production of palay, as well as in milling and marketing milled rice.

Councilor Ralph Abella, chairperson of the Committee on Agriculture and author of the ordinance, said Thursday the measure also covers post-harvest facilities, provision of incentives and subsidies, and other

Said deployment includes 706 Reactionary Standby Support Force (RSSF) personnel to be deployed in Lanao Del Sur and Maguindanao. There are also 405 Quick Reactionary Force (QRF) personnel on standby, ready to be deployed anytime in case of emergency cases. The RMFB 14 personnel will also reinforce Lanao Del Sur, Maguindanao, and

Remedios T. Romualdez, Santiago, and Tubay, according to RA 11714. Currently, the First District is composed of Butuan City and the municipality of Las Nieves, while the Second District comprises Cabadbaran City and the rest of the municipalities of the Agusan del Norte. The reapportionment of Agusan del Norte province takes effect in the 2025 national elections. “The incumbent Representatives of the First and Second Legislative Districts of the Province of Agusan del Norte shall continue to represent their respective legislative districts until the expiration

of their term of office,” RA 11714 read. The law mandates the Commission on Elections to issue the necessary rules and regulations. Butuan City serves as the capital of Agusan del Norte until it was reclassified into a highly urbanized city and became separate and independent of the province in 1985. To date, Cabadbaran City serves as the capital of Agusan del Norte. Palace released a copy of RA 11714 on Wednesday. PRESIDENT Rodrigo R. Duterte has signed into law a measure transforming Butuan City in Agusan del Norte province into a single congressional district. Under Republic Act (RA) 11714 inked by Duterte on April 27, Agusan del Norte is reapportioned into the lone legislative district of Butuan City and the legislative district of the province of Agusan del Norte. The Couple’s Amazing Life Service

“FROM time to time, there appear on the face of the earth, men and women of consummate excellence who dazzle us by their virtue, and whose outstanding qualities shed a stupendous light. Like those extra-ordinary stars whose origins we are ignorant and whose fate, once they have vanished we know even less, such men and women have neither forebears nor descendants, they are the whole of their race.” In a world that is buried in unbridled materialism and consumerism that is giving so much veneration to the profit motive that has already captured the mindset of all governments, all institutions, all universities and even of religious groups, there is no grandeur sight on earth than a compassionate couple, fired with a great purpose, dominated by one unwavering aim – to serve the people especially the poor, to protect their health and the environment, and for the rule of law to prevail. That is the amazing life of service of Dr. Jesus Guiab who married Atty, Remedios Galutera when they were in their twenties, then in the early sixties decided

to leave Nueva Vizcaya to practice their profession in the far-flung areas of Mindanao in Wao Lanao del Sur. Two young amazing professionals, a charismatic good-looking medical doctor and a beautiful brilliant lawyer at that, opting to serve in the troubled “war zone” at the height of the Muslim and Christian conflict called the “ILAGA offensives.” Yes, not to earn for more raking to be rich but to serve the marginalized sectors, especially the sick and the downtrodden! How can they earn when their clientele were the poor farmers who were mostly settlers coming from different parts of the country who were recipients of Resettlement Program of President Ramon Magsaysay then? I know that very well as I was then a grade one pupil in Wao Elementary School when I met them, seeing Dr. Guiab curing the sick for free and hearing Atty. Guiab giving legal services without legal fees. I was not surprise at all when Atty. Remedios Guiab ran as the Mayor of Wao in the eighties, she easily won and got re-elected, serving three full terms. Her

pro-people leadership had catapulted Wao to greater heights not only in bringing peace and order to a distressed and troubled Wao but in numerous developmental aspects. To quote my close relative, the former Councilor Artemio Ray, “because of her outstanding leadership, Wao has become a developmental show window where other local officials in nearby municipalities would visit now and then to emulate.” During her 9-year mayorship, Wao has proved equal to its moniker of being a Wonderful Agricultural Opportunity (WAO) where farming has become very productive and became a liberating force against hunger and poverty of the peasantry. In fact, the poor farming families had somehow scaled the heights of productivity and were able to have their children fully educated and became professionals, many of whom are now working abroad. Are we ready for our new leaders?

NEXT Monday, we will be electing to office our new set of National and local leaders. Some will be leading us in the next 3 years while some for 6 years. Depending on how and what they will be doing or not doing, it can be the longest or the shortest 6 years for us Filipinos. More often than not, the leaders are the ones asked about their readiness to assume their roles and duties as newly elected officials. While it is very important for any elected leader, regardless of the level, to be 101% ready to do his/her job and carry the responsibilities that come with it, it is equally important for the Filipino citizens to ask ourselves the exact same question: Are We Ready for Our New Leaders? Because whether we like them or not, whether we voted for them or not, they will be our leaders for the next 3-6 years. Are we ready to see those campaign promises delivered or be fooled again? All the beautiful and nice to hear promises, pledges, and grand plans and programs have all been professed and declared during the campaign sorties. All the candidates made declarations of their missions, even the

most mission impossible, just to win those votes. Based on all those assurances, all candidates will make excellent leaders. But we know that’s only 5% of what makes a politician...95% is what they do when the actual work starts. We want to be optimistic and believe that all the elected officials will deliver their campaign promises and that they will lead us and our country to a better tomorrow. For a great leader, 3-6 years are not enough but they believe that so many good things can already be done. On the other hand, there is the possibility that again, we see ourselves being fooled into voting for those who put 95% effort into making those commitments and guarantees and 5% into the actual work. When this happens, it will be another wasted 6 years for the Filipinos. Are you sure that you’re electing someone who will truly deliver? Are we ready to be led with clarity or with confusion? Amidst all the uncertainties and confusion around us, all the misinformation and fake news flooding the social media, we look forward to having our leaders provide us with a clear direction as to where

we are going and why and what will be the benefits when we achieve what we hope to achieve. We expect our leaders to communicate with us in simple, plain, and honest manners. Filipinos deserve to know the truth. We don’t need rhetorics, flowery but empty speeches from our leaders. Neither do we want our leaders giving vague and confusing messages. As we are still reeling from the aftermath of the pandemic, we need, more than ever, clear, and on-point communications coming from the top. Are you sure that you’re electing someone who is crystal clear about what needs to be done? Are we ready to be inspired or get frustrated? We vote for candidates because they inspire and excite us about the bright prospects of the future. We feel motivated, energetic, and passionate each time we elect new leaders because we strongly believe that they can bring us to a better tomorrow. Press freedom still better under Duterte: WPFI

MANILA – Despite the new methodology used in this year’s World Press Freedom Index (WPFI) of the Reporters Without Borders (RSF) released on May 4, 2022, the Philippine press remains freer and “extremely vibrant” under President Rodrigo Roa Duterte compared to the previous administrations of former Presidents Benigno “Noynoy” Aquino Jr. and Gloria Macapagal-Arroyo. “Even with the new method used by the Parisbased RSF in determining each nation’s rankings in the 2022 World Press Freedom

Index, the present administration still fared way better than past administrations, a testament to President Rodrigo Duterte’s unwavering commitment to media freedom,” Undersecretary Joel M. Sy Egco, Executive Director of the Presidential Task Force on Media Security (PTFoMS), said in a statement. Once again, Egco said that RSF’s index proves beyond doubt the media environment in the country has greatly improved after President Duterte came to office in 2016. According to Egco, RSF’s

index is unbiased proof that the state of press freedom is better under President Duterte. He pointed out that the index showed that President Duterte has a better average of 135.8 points counted from 2017 to 2022 with a high of 147, compared to the presidency of the late President Aquino which averaged 142.5 points during his term, reckoned from 2011 to 2016, with a high of 149. SSS implements additional security measures in My.SSS Portal, reminds stakeholders to protect login credentials

SOCIAL Security System (SSS) President and CEO Michael G. Regino said the pension fund added security measures in its My.SSS Portal to protect the accounts of its members, employers, and pensioners. Among the new security measures being implemented are the stricter guidelines when enrolling a disbursement account in the Disbursement Account Enrollment Module (DAEM) which require members to upload a proof of disbursement account, a valid government-issued identification card or document, and chest-level selfie/photo holding the uploaded proof of disbursement account and ID card/document. Additional internal procedures are also in place to further improve the evaluation and approval process of disbursement accounts. “We are continuously monitoring our systems to make necessary improvements to protect the accounts of our stakeholders and ensure that benefit and loan proceeds are disbursed to the rightful recipients. Within this month, the Online Member Data Change Request – Updating of Contact Information will also be resumed through the My.SSS Portal with enhanced security features,” Regino said. “We encourage our stakeholders to refrain

from sharing their login credentials and regularly change their passwords so that their accounts will not be compromised. Like we said before, these are like your ATM PIN, anyone with this information could use

AN ORDINANCE INSTITUTIONALIZING “PAG-AMUMA HU APU HA MAAMA DAW APU HA BAHI”, ENHANCING THE SUPPORT MECHANISM IN THE IMPLEMENTATION OF REPUBLIC ACT 9994 OR THE EXPANDED SENIOR CITIZEN ACT OF 2010, GRANTING ADDITIONAL BENEFITS AND SPECIAL PRIVILEGES TO THE SENIOR CITIZENS OF MALAYBALAY CITY, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES Explanatory Note The “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” shall be institutionalized, supplementing the benefits and special privileges provided for in Republic Act 9994 or the Expanded Senior Citizen Act of 2010 and further enhancing the existing support mechanism of the City Government of Malaybalay in implementing the same. “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” is the binukid translation of the practiced ‘Kalinga Para kay Lolo at Lola” welfare program that directly delivers various services for the elderly in the barangays of Malaybalay City. The ordinance aims to provide a more sustainable support mechanism in the delivery of the program and services for the elderly, thru strategic planning, coordination and establishment of an organic organizational structure from the city level to the barangays. Section 1. Title. This ordinance shall be known as the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Ordinance of the City of Malaybalay. Section 2. Adoption of Policies and Objectives. The City of Malaybalay hereby adopts the declared policies and objectives in Section 2 of R.A. 9994, otherwise known as “An Act Granting Additional Benefits and Privileges to Senior Citizens, Further Amending Republic Act No. 7432, as Amended, Otherwise Known, as ‘An Act to the Contribution of Senior Citizens to Nation Building, Grants Benefits and Special Privileges and for Other Purposes”’, more specifically: a. To establish mechanisms whereby the contributions of the senior citizens may be maximized; b. To adopt measures whereby our senior citizens are assisted and appreciated by the community as a whole; c. To establish a program beneficial to senior citizens, their families, and the rest of the community they serve; d. To establish community-based health and rehabilitation program for senior citizens in every political unit of society. Section 3. Additional Benefits, Privileges and Responsibilities. In addition to the benefits and privileges enumerated in Section 4 of R.A. 9994, the City Government of Malaybalay shall provide the following: a. All senior citizens registered with the Office of the Senior Citizens Affairs shall be entitled to the following benefits and privileges: 1. Comfortable seats in local public conveyances; 2. Twenty percent (20%) discount in all local public conveyances; 3. Priority in services in drug stores, restaurants, groceries, markets, etc. 4. Free health care and dental services, diagnostic and laboratory fees at the City Health Office; 5. Auxiliary support services (provision of wheelchair, prosthetics and other mobility devices) to senior citizens with disability; 6. Quarterly financial/medical assistance in the amount of Twenty Thousand Pesos (P 20,000) to those senior citizens undergoing cancer treatment and dialysis; 7. Additional financial assistance of Five Thousand Pesos (P5,000.00) to the family for the death of the affiliated senior citizen; and 8. Support for the availment of educational opportunities for formal or non-formal (Alternative Learning System, Technical/Vocational Schools) education. b. In this regard, the management of establishments and operators of public conveyances shall assume the following responsibilities: 1. Where customers must queue for service, like fast food centers or payment counters, concerned establishments must provide marked lanes that shall give priority to senior citizens; 2. ln restaurants and on motorelas, tricycles, multi-cabs, jeepneys and other PUVs, to reserve seats most convenient for entrance and exit or for embarking and disembarking; 3. In dealing with senior citizens, to extend the utmost patience and due respect. c. Senior Citizen registered with the OSCA, upon reaching the age of seventy (70) years old shall be entitled to a monthly lifetime pension as per Ordinance No. 936, s. 2020, as amended or “An Ordinance Granting Monthly Pension to Senior Citizens of Seventy Years Old and Above; d. Abandoned and neglected Senior Citizens registered with OSCA shall be granted monthly financial assistance for food subsidy; e. Beginning January 2022, after their ninetieth (90th) birthday, all indigent Senior Citizens registered in the OSCA shall be provided with lifetime monthly health /food supplement in the amount of One Thousand Pesos (P1,000.00) as care for qualified near centenarians and the City of Malaybalay shall grant one time incentive of Fifty Thousand Pesos (P50,000.00) during his/her birthday; (a)* f. Supplementary to the One Thousand Pesos (P1,000.00) Centenarian Gift from the National Government as provided by R.A. 10868 of the “Centenarians Act of 2016”, the City of Malaybalay shall grant One Hundred Thousand Pesos (P100,000.00) as one time incentive to each qualified Senior Citizen registered in the OSCA on the occasion of his/ her 100th birthday. A plaque of recognition shall be awarded to him/ her or to his/her nearest surviving relative in an appropriate ceremony on the National Respect for centenarians Day in October.” (a)* g. The grant of financial assistance and/or monetary benefits shall be subject to the guidelines and standard qualification requirements of the City Social Welfare and Development Office, subject to the availability of funds and the existing accounting and auditing rules and regulations. Section 4. Institutionalizing “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Program. Within the first month of the beginning of a new Administration, the Chair of the Sangguniang Panlungsod Committee on Senior Citizens shall conduct a planning workshop covering the next three (3) years and submit its plan for approval to the Federation of Associations of Senior Citizens of the City of Malaybalay, Inc. a. The workshop output shall include: (1) the 3-year general objectives;(2) 3-year specific objectives with their corresponding strategies/activities and budgetary requirements; and (3) provisions for evaluation. b. The planning workshop shall involve: (1) the Chair and the SP members of the SP Committee on Senior Citizens; (2) the City Social Welfare and Development Officer (CSWDO); (3) the Office of the City Senior Citizens Affairs (OSCA) Head; and the (4) Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President. c. The Senior Citizens Stakeholders Assembly (SCSA) shall be composed of the Chair of the SP Committee on Senior Citizens as Convenor and Chair, and as members: (1) All members of the planning workshop; (2) All 46 Presidents of the Barangay Senior Citizens Association; (3) the President of the Liga ng mga Barangay. d. The SP Chair, CSWDO, OSCA Head, Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President shall consolidate the 3-year plan and recommendations approved by the SCSA for inclusion in the Executive -Legislative Agenda (ELA) and the eventual approval by the SP and the City Mayor. Section 5. Creation of the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Coordinating and Monitoring Board. Per Rule VIII, Section 5 of the Implementing Rules and Regulations (IRR) of R.A. 9994, there shall be a mechanism for the implementation of R. A. 9994 to be known as the “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” Coordinating and Monitoring Board. a. The Board shall be composed of the City Mayor as Chair and the CSWDO as Co-chair, and as members: (1) OSCA Head; (2) Federation of Associations of Senior Citizens of the City of Malaybalay, Inc., President; (3) the Chair of the SP Committee on Senior Citizens; and the 4) the Community Affairs Division Head of Office of the City Mayor. The OSCA shall serve as Secretariat to the Board. b. The Board shall have the following duties and functions: 1. To monitor the efficient and uniform implementation of RA 9994 and other issuances and ordinances on senior citizens; 2. To recommend effective and innovative approaches and methods to address the emerging concerns of the senior citizens, through “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” program that intends to consolidate programs and services for the senior citizens in support of the Expanded Senior Citizens Act to the forty-six (46) barangays of the City of Malaybalay: 3. To monitor the timely implementation of the 3-year senior citizen plan; 4. To assist the Barangay Association of Senior Citizens Affairs in their synchronized elections; c. In the performance of its functions, the Board shall meet at least quarterly and also to resolve issues complaints and other concerns, if any related to senior citizens’ affairs. d. The Board may use part of the special purpose appropriation for the senior citizens allocated for operation and implementation of its functions.

Section 6. Office of the Senior Citizens Affairs. Pursuant to Rule 6 of R.A. 9994, there shall be the Office of the Senior Citizens Affairs (OSCA). a. The OSCA Head shall be a senior citizen chosen from a list of three (3) nominees of the general assembly of the accredited senior citizens association of the City of Malaybalay. He/She shall be selected and appointed by the City Mayor for a single term of 3 years without prejudice to an extension if exigency so requires. During his/her term, he may not be removed except for reason of death, permanent disability or ineffective performance of his/her duties to the detriment of fellow senior citizens. b. The senior citizen to be appointed by the City Mayor as OSCA Head shall have the following qualifications: 1. A Filipino citizen and resident of Malaybalay City for at least one (1) year; 2. A registered voter of the City of Malaybalay; 3. Able to read and write; 4. Must be physically and mentally capable of performing the tasks of OSCA Head; 5. A bonafide member of a duly registered senior citizens organization which has a track record of at least three consecutive years; 6. Good moral character; and 7. At least a high school graduate. c. Remuneration for Services Rendered. - The head of the OSCA shall be entitled to receive an honorarium of an amount equivalent to at least Salary Grade 10. d. The Office of the Senior Citizens Affairs shall have the following functions: 1. To prepare the working draft of the 3-year senior citizen plan for the planning workshop; 2. To act as the lead and main implementor of the 3-year senior citizen plan; 3. Facilitate and coordinate with other city government offices and other agencies, and act as lead in the delivery of “Pag-amuma Hu Apu Ha Maama Daw Apu Ha Bahi” program to the barangays; 4. To draw up a list of available and required services which can be provided by the senior citizens; 5. To maintain and regularly update on a quarterly basis the list of senior citizens and to issue, free of charge for the first instance, the OSCA identification card and purchase booklet, free of charge, which shall be valid anywhere in the country. 6. To serve as a general information and liaison center to serve the needs of the senior citizens; 7. To monitor compliance of the provision of this ordinance and relative laws and issuances, particularly the granting of special discounts and privileges to senior citizens; 8. To report to the City Mayor, individuals and establishments found violating any provisions of this ordinance and relative laws and issuances; 9. To assist senior citizens in filing complaints or charges against any person, natural or juridical; establishment, institution, or agency refusing to comply with the privileges under Republic Act 9257 before the Department of Justice or the provincial, city or regional trial courts; 10. To act or coordinate with concerned individual, establishment, institution or agency in investigating fraudulent practices and abuses of the discount and privileges exclusively granted to senior citizens; and 11. To establish linkages and work together with accredited NGOs, POs, and the barangays. Section 7. Barangay Associations of Senior Citizens (BASCA). With the exception of Barangay Casisang which shall have two (2) Barangay Associations of Senior Citizens (BASCA), there shall be one (1) association in each of the other forty-five (45) Barangays of the City of Malaybalay and shall hold office in their respective barangay hall. The Federation of Associations of Senior Citizens of the City of Malaybalay Inc. shall be recognized as the official umbrella organization of all the BASCA in the city. Each BASCA shall submit to its respective Punong Barangay its annual plans and requests for budgetary assistance from the barangay. The Federation shall collate its own as well as all BASCA annual plans and requests for budgetary assistance from the City Government and submit the same to OSCA for consideration and accommodation in time for the annual budgeting process of the City Government beginning in August of its year. The President of BASCA shall be entitled to receive a monthly honorarium in the amount of One Thousand Pesos (P1,000.00). Section 8. Penalties and Other Sanctions. a. The following acts concerning drug and medicine purchases are considered violations of the ordinance; 1. A senior citizen or his/her representative or a person misusing the privileges by: a) Using several purchase booklets; b) Availing of the discount to buy medicines, drugs, medical accessories and supplies not for the use of the senior citizen; and c) Unauthorized use of the identification card of the senior citizen. 2. A medical practitioner giving prescription to other persons in the name of the senior citizen or giving anomalous prescription. 3. Retailers and establishments dispensing medicines; a) Refusing to grant the full 20% discount and VAT exemption on drug and medicine purchases via credit card; b) Making distinction between branded and generic drugs and medicines in giving the 20% discount; c) Posting notices and signages telling customers that availment of the 20% discount is limited to cash purchases only; d) Limiting of discountable drug and medicine purchases to certain weekdays only, such as that senior citizens cannot avail of the 20% discount on other days, and: e) Restricting the purchase time or period for senior citizens to a particular hour each day only. b. The following acts concerning food purchases are considered violations of the provisions of the ordinance: 1. Pegging a maximum amount of food purchase subject to 20% discount and VAT exemption, and/or posting of notice to that effect; 2. Refusal to grant a discount for credit card payments; and 3. Refusal to grant a 20% discount and VAT exemption on delivery orders it appearing that the purchase is for the exclusive use and consumption of a senior citizen. c. Any person who refuses to honor the senior citizen card or any government issued identification documents indicating a senior citizen’s birthdate and age violates any provision of the ordinance shall be fined with the following penalties: One Thousand Five Hundred Pesos (P1,500.00) - for the First Offense Three Thousand Five Hundred Pesos (P3,500.00) - for the Second Offense, and Five Thousand Pesos (P5,000.00) - for the Third Offense and every succeeding offense thereafter. Provided, that the offender is given five (5) days to pay the fine imposed herein, otherwise the appropriate criminal complaint shall be instituted before the proper court. d. If the offender is a corporation, partnership, organization or any similar entity, the officials directly involved thereof such as its President, Manager, Managing Partner, or such other officer charged with the management of the business shall be liable for the violations stated herein; e. The City Mayor, upon the filing of an appropriate complaint, and after due notice and hearing shall impose the following: i. 1st Offense – Reprimand ii. 2nd Offense – Suspension of Business Permit/License iii. 3rd Offense – Revocation or cancellation of Business Permit Section 9. OSCA Trust Fund. There shall be an OSCA Trust Fund created and maintained in the Office of the City Treasurer to provide additional financial and/ or material aid to senior citizens for health care and rehabilitation for disabled senior citizens and extend assistance to the needs of the underprivileged, sick, and incapacitated elderly and give full support to the improvement of the well-being of the elderly. All donations from individuals or institutions, earnings from income generating activities and projects undertaken by the OSCA, savings from externally-funded activities and the fines/penalties for the violations of this ordinance shall be treated as an OSCA trust fund. Disposal of funds from donations, earnings, savings with unspecified purpose, including the fines/penalties from violations of this ordinance shall be considered contingency fund of OSCA for its maintenance and operations, and is subject only to the approval of the Trust Fund Trustees. The Trust fund shall be managed by the Trustees composed of the following: (1) City Mayor-Chairman; (2) Chair of the SP Committee on Senior Citizens-Vice Chair; (3) OSCA Head- Member; (4) City Treasurer- Member; (5) Federation President- Member. Section 10. Appropriation. The amount necessary to carry out the provision of this ordinance shall be subject to the availability of funds and shall be included in the Annual Budget of the following year of its enactment. Section 11. Separability Clause. If for whatever reason, any provision of the Ordinance is declared to be unconstitutional or invalid, the other provisions hereof not so affected shall continue in full force and effect. Section 12. Repealing Clause. Ordinances, rules and regulations or parts thereof which are inconsistent or in in conflict with the provisions of this ordinance are hereby repealed. Section 13. Effectivity. This ordinance shall become effective fifteen days after publication. He said the ordinance aims to contribute to food sustainability and security in the city, and reduce the price of rice. Incentives and support will include assistance for expansion of existing areas planted with palay as well as new areas for palay production, Abella said. He said the local government will provide the necessary tools and equipment in the cultivation of the land and providing good seedlings of rice varieties. Also, farmers or entities who are into palay production will be provided farm inputs such as chemical and fertilizers, granted real property tax reduction, and access to credit or grants. As to palay production and establishment of a rice mill, the ordinance mandates the City Agriculturist Office (CAO) in coordination with the City Planning Office to identify new areas in the lowlands and uplands for palay production. Te a ch e rs need to understand their new responsibility to facilitate the use of technology in the classroom. No matter your personal preference, learners will use variety of devices, including smartphones, laptops, and iPads. I, for one, am usually at home using the PC platform. Some of you may be using Macs or mobile devices. Yet, now we all have to work with learners using all of the above. When teachers are learning about new software that they will be implementing in their classrooms, they should also learn basic digital problem-solving techniques and how these will differ from device to device, depending on what device is used in the classroom. Going paperless is perhaps one of the most difficult aspects of the shift to technology. For many, losing a physical textbook isn’t appealing. However, with the proper digital resources, teachers can learn how to use digital tools to provide even better learning support for their learners. Content software can provide ways for teachers to have ongoing exchanges with learners and give feedback about their work. Digital assessments and grading tools are often built-in. It is a matter of practice for teachers to become comfortable and knowledgeable about how to use these resources. In doing so, papers no longer get lost in the shuffle and

both teachers and learners have a digital record of all correspondence. The digital skills that teachers need have long moved on from just being able to use word processing and spreadsheets software. Digital skills that 21st Century teachers should have included cloud storage and sharing solutions, social media, web editing, image editing, presentation software, and general multimedia. Classroom education is increasingly moving away from lecturing at learners to a more collaborative project based model and digital technology plays a fundamental role in this. Despite the many benefits of using the Internet and other digital technologies there are also a number of dangers that pupils face. Cyberbullying, IT security and identity theft are all areas which teachers should have a good knowledge of in order to be able to help learners deal with issues if they arise – and to encourage them to be responsible Web users. The overall aim is that pupils become responsible and resilient users of technology, able to make confident and safe use of the web and of other internet-based services, and able to detect and deal with issues when they arise. Whether one is a pupil, a teacher, an employee or simply a citizen, we should all have the right – and the means – to be resilient users of technology.
