Ex-NPA rebels receive P4.3-M aid via E-Clip in Bukidnon

– A total of 77 former New People’s Army (NPA) reb els in Bukidnon province have received PHP4.3 mil lion worth of assistance through the government’s Enhanced Comprehensive Local Integration Program (E-Clip).

In a statement issued Satur day, the Philippine Army’s 403rd Infantry Brigade (403IBde) said the turn over of assistance, held in Camp Osito D. Bahian, in Malaybalay City, Bukidnon on Friday, was highlighted by the turnover of the for

mer rebels’ firearms and the release of livelihood assistance, immediate assistance, reintegration assistance, and firearm remuneration.

The amount of E-Clip assistance was coursed through the Department of the Interior and Local Government.

Col. Ted B Dumosmog, act ing 403IBde commander, led the former rebels in taking the Oath of Alle giance to the Republic of the Philippines.

“The Bukidnon Task Force to End Local Communist Armed Conflict, through the Enhanced Compre

hensive Local Integration Program and Amnesty Cluster, will always be at your service to facilitate the assistance that the gov ernment had promised to those who returned to the fold of the law. May this activity serve as an inspiration to those NPA members who want to avail of the government’s integra tion program,” Dumosmog said in his speech after the turnover ceremony.

Lawyer Romuel Roque, who represented Bukidnon Governor Oneil Roque, said the activity is proof that the government does not forget to help those individuals

who are in need.

“It’s been decades since this insurgency started and today, I cannot see any reason why we, brothers and sisters, fought each other for the sake of belief and dignity,” he said.

Former president Rodrigo Duterte institutionalized the E-Clip through Ad ministrative Order 10 to help rebels who have sur rendered to be reintegrated into the community.

Davao envi groups hope for more inclusive discussion on climate crisis during COP27 in Egypt

aNews ) – Environmen tal groups in Davao City hope that the gathering of world leaders in the upcoming 2022 United Nations Climate Change Conference (dubbed as COP27) in Egypt will have “more inclusive” discussions on the cli mate crisis, including a well-defined plan for the phaseout of coalfired power plants.

Dr. Jean Lindo, envi ronmental activist who co-chairs “Panalipdan! Mindanao,” told Mind aNews on Wednesday that she hopes to see more leaders who are “authentic issue bear ers” participating in the COP27 scheduled for November 6 to 18 in Sharm El Sheikh, Egypt.

She added that coun tries must send rep resentatives “who can assert the real essence of sustainable devel opment and inclusive development.”

COP27 will gather world leaders to take ac tion towards achieving the world’s collective climate goals as agreed under the Paris Agree ment of 2015 and the United Nations Frame work Convention on Climate Change (UN FCCC) of 1992.

“Enough of incremen talist type of develop ment which is a slippery slope. We do not have the luxury of time,” Lindo said.

While the issues related

to climate injustices and their adverse impact on vulnerable communi ties take centerstage during the conference, she said these are nor mally tempered with the interests of “corpora tions and politicians who have stake in the businesses.”

“By this time, I hope that discussions will be more inclusive, and then they must send representatives who are authentic is sue bearers who can articulate, and not those decision-makers who may not be able to tell the difference between food security and food sovereignty and be able to authoritatively assert that food sovereignty should be the path to be followed by the Philip

pine government,” she said.

Mylai Santos, director of Ecoteneo, added that the Philippines must present itself with clean hands as it participates in the conference.

“Let us do our home work and present our selves there with clean hands. When we ne gotiate yet we do not ourselves take care of our own backyard, we allow priorities of na tional government to destroy our remaining carbon sinks – forests, coral reef ecosystem. We end up demanding much for the little we cannot give to our own citizenry and country,” she said.

As part of Aksyon Kli ma, Santos said she supports calls for the

enhancement of nation ally determined contri butions (NDCs) with targets and timelines for emission reduction

of greenhouse gasses, including short-lived climate pollutants, and a well-defined action plan for the phaseout of

coal-fired powerplants and transition to renew able energy.

NDCs are “where coun tries set targets for miti gating the greenhouse gas emissions that cause climate change and for adapting to climate im pacts. The plans define how to reach the targets, and elaborate systems to monitor and verify progress so it stays on track.”

Santos added that she hopes nations deliver on their pledge to set aside $100 billion for developing nations on or before 2025, and establish a “Loss and Damage financing” that is readily accessible to people.

of the LGU but is not issued an Alert by PAGASA.

3. Flood. In persononline classes and work from Kindergarten to Grade 12 and ALS are automatically can celled in schools in specific areas issued with a Flood Warning by the PAGASA. If the Flood warning is issued at a time when classes have already begun, the school shall immediately suspend the classes and work and send everyone home, if it is safe to do so. However, schools are obligated to keep the students and personnel safely in school if travelling has become unsafe. Local Chief executives shall decide on the cancellation or suspension of classes in cases were there is flooding in specific or all areas of the LGU but is not issued a Flood warning by PAGASA.

MDN’s CSR narrative continues: The 9th Awards for Mindanao Business

WITH the relaxed protocols on Covid 19 pandemic, the Mind anao Daily Group holds today its signature CSR narrative — the 9th Mindanao Business Leaders and Entrpreneur Awards at the posh Ayala Centrio Event Center, Tuesday, November 8, 2022, 3pm onwards.

On this day, outstanding busi ness leaders and entrepreneurs in Mindanao are acknowledged of their contributions to the progress of the region despite the health crisis brought about by Covid-19 pandemic for over two years.

They will be honored of their extraordinary resilience and dedi cated service as frontrunners of development in Mindanao amid the many challenges in running their business interests if only to survive the health crisis that had scared mankind on a global scale.

On the part of Mindanao Daily Group, the pandemic years had been painted with gloomy landscapes, yet the will to survive was there, ever present and always on a positive outlook that all these challenges shall come to pass in a matter of time.

And indeed, the MDN Group, nothwithstanding the many down side of things, had this CSR event revived primarily aimed at sending a strong message to all and sundry that business life in the fastlane is alive and kicking.

Supporting this landmark event are Mindanao Daily’s partners ever willing to engage to make this CSR undertaking a venue of recognizing the many efforts of Mindanao business in bringing the economy back to life.

The Mindanao Daily Group had been on the edge on the survival cliff over the pandemic years, yet it struggled to stay fit and strong, even to the extent of creating a digital platform called MDNN - the Mindanao Daily News Network.

After all, Mindanao Daily Group has survived the test of time after years of lockdowns, quarantines and strict health pro tocols.

Survival measures include the reduction of print days downsized into few pages, followed by staff furloughs and limited the num ber of issues to stay afloat in an industry so severely affected by Covid-19 pandemic.

Unlike a struggling daily in town that folded unceremoni ously, MDN’s survival instinct has remained intact, strong and solid as ever to withstand the health crisis never imagined to hit hard on the economy so badly on a global scale.

This is the story of a regional newspaper that knows no fear, nor daunt under the weight of the coronavirus.

In fact, MDN has to do its mission courageously without fear or favor — in all of its stories including the devastating sweep of Covid-19 pandemic, it being the biggest story in this generation.

The financial impact on busi nesses including the newspaper industry was not a walk in the park.

And for most community newspapers, MDN included, the struggle to survive is unprec edented, devastating, ravaging. Notably, there was a record in the drop of advertisements that trig gered the economic slowdown in the print industry.

An independent report commis sioned by 20 countries in 2012 to study the human and eco nomic costs of climate change, the study wrote that it: “linked 400,000 deaths worldwide to climate change each year, pro jecting deaths to increase to over 600,000 per year by 2030 . . . Heat waves kill many, to be sure, but global warming also devastates food security, nutri tion, and water safety. Since mosquitoes and other pests thrive in hot, humid weather, scientists expect diseases like malaria and dengue fever to rise. Floods threaten to con taminate drinking water with bacteria and pollution. When the report looked at the added health consequences from burn ing fossil fuels – aside from climate change – the number of deaths jumps from 400,000 to almost 5 million per year. Carbon-intensive economies see deaths linked to outdoor air pollution, indoor smoke from poor ventilation, occupational hazards, and skin cancer.”

In his book, “Age of Sustain ability, Mr. Jeffrey Sachs said that, “Like all living species, humanity depends on nature for food and water, material for survival, and safety from dire environmental threats, such as epidemics and natural catas trophes. Yet for a species that depends on the beneficence of nature, or on what the scientists call ‘environmental services,’

we are doing a poor job of protecting the physical basis of our very survival! The gigantic world economy is creating a gigantic environmental crisis, one that threatens the lives and wel-lbeing of billions of people and the survival of millions of other species on the planet, if not our own.”

It now must dawn upon all of us that the real culprit and threat to humanity is climate change but such truism is being hidden through media collu sion in cohort with powerful corporations. Through the use of fossil fuel alone and coal, some 19 fossil corporations are earning some 16 trillion dollars a year or 10 million dollars every minute and part of these raking goes to the media, to the politicians and religious groups. Let notice be served to one and all that climate change is a crime against Mother Earth, against humanity and against the Creator during these most challenging times of moral collapse and religious. apathy.

The pandemic called Covid-19 is indeed a wake-up call! By the Creator to awaken humanity that is still in deep slumber.

Indeed, the word develop ment has been abused and mangled beyond recognition.

Everything is done in its name and everyone claims to be doing just that, yet, the day to day life of the people speaks that it is not so. The regime of one percent

Already about 1,800 newspapers had closed down permanently worldwide following the number of people buying print editions had dropped significantly.

As the journalism industry attempts to adapt to the new normal, people now get their news online, social media being the easiest and most convenient source of information these days of pandemic lockdowns. This is the primarily context why the MDNN came into being.

The fight for survival is real for community newspapers like MDN to stay afloat amid the many eco nomic challenges ahead as the year 2022 is about to end.

Yet for 10 solid years, the Mindanao Daily Group has proved its worth as Mindanao’s only regional news paper and one way to say thank you is this CSR offering aptly dedicated to honor the outstanding men and women of Mindanao Business.

NegOcc pushes for long-term prevention campaign vs. cholera

BACOLOD CITY – The Negros Occidental Provin cial Health Office (PHO) is pushing for long-term efforts to prevent cholera as cases of the acute diar rheal illness continue to increase in some parts of the province.

From zero incidence in 2021, the third district, where the cases are con

centrated, has reported a total of 28 confirmed cases, including two deaths, as of Nov. 7, data on Wednesday showed.

Of the total cases, Tali say City has 13; Silay City, eight with one death; E.B. Magalona, six with one death; and Victorias City, has one case.

Dr. Ernell Tumimbang, pro

vincial health officer, said there should be a strong monitoring and surveillance system, especially in areas that have increasing cases to stop the transmission.

“We should zero in on longterm prevention,” he told reporters.

Tumimbang said one of the strategies is to campaign for zero open defecation to

cut the cycle of transmis sion, particularly among low-income households in thickly-populated areas, and even seaside barangays that cannot afford to build toilets.

Tumimbang noted the focus should also be on preventive measures in food transmis sion that should include re quiring health and sanitary

permits for those preparing food, especially for schools since face-to-face classes have already resumed.

Operations of water refill ing stations that serve as a source of potable water should also be regulated properly, he added.

Residents urged to keep Antique province ASF-free

TA, Antique – The An tique Provincial Veterinary (ProVet) office is urging residents to keep the prov ince free from the African swine fever (ASF) that is spreading in the nearby province of Iloilo.

Dr. Marco Rafael Ardamil, chief of the ProVet Public Health Division, in an in terview Wednesday urged everyone to stop bringing in processed or any porkbased food products from Iloilo or other places af fected by ASF.

“It seems we keep on con fiscating or instructing to return to the place of origin delivery vans bringing the prohibited food items,” he said.

No data is available, how ever, on the confiscated processed food with pork nor the deliveries ordered to be returned to their place of origin.

Last Oct. 18, Governor Rhodora Cadiao issued a directive that prohibited the entry into the province for whatever purpose or trading of any pig, boar semen, pork and pork products including food items containing pork.

Ardamil said checkpoints in the southern and northern borders of Antique already resumed after they were temporarily halted during the onslaught of Severe Tropical Storm Paeng in the last week of October.

Meanwhile, Sibalom Live stock and Poultry-Raisers Association (SILPRA) presi dent Elma Peña said they had already undergone the two-day training on meat processing with the Depart ment of Trade and Industry (DTI) on Oct. 28 and 29.

“We are now in the process of perfecting our processed food tocino and embutido,” she said.

She said that they are ventur ing into food processing as an alternative livelihood in case their live-weight animal will no longer be allowed to be shipped outside the province. (PNA)

Inclusive Education in Senior High School

Education that is inclusive is vital for many reasons. First of all, it guarantees that all children have the chance to learn and develop in a secure and encouraging atmosphere.

Second, it teaches kids how to collaborate with people of all abilities, preparing them for life in the real world. Finally, it fosters understanding and acceptance between those who have impairments and those who do not (https:// www.teacherph.com/inclusiveeducation-philippines/). Since everyone has the right to edu cation, it does not discriminate against students based on their physical or mental condition.

To enhance inclusive educa tion, the Philippines has been putting numerous policies and initiatives into place. The “Inclusive Education for All” program is one such endeavor that teaches educators, parents, and school administrators how to effectively fulfill the

requirements of every learner.

The Philippines has been preparing teachers in order to promote inclusive educa tion. To prepare instructors to incorporate students with disabilities in their classrooms, the Department of Education (DepEd) has been collabo rating with the United Na tions Educational, Scientific, and Cultural Organization (UNESCO). Creating a sup portive learning environment, modifying education for stu dents with impairments, and cooperating with parents are some of the themes covered in this program. Priority must be given to learners with im pairments, who must also be accepted and mainstreamed in basic education. That, they must not be discriminated as to access to education, anyone denying the entry of a learner with disability will be dealt with accordingly.

motes inclusive education is the Alternative Learning System (ALS), which provides non-traditional learning op portunities for students who have dropped out of school or cannot attend regular classes due to health or other rea sons. ALS programs offer a variety of courses, including vocational training and ba sic literacy and numeracy courses, which allow stu dents to learn at their own pace and in a comfortable environment. This ALS is already functioning and is producing graduates in the district I am assigned to.

Inclusive education has just started to be included in the Senior High School in the Division of Misamis Oriental. It caters to main stream Special Education in the Senior High School level.

PH logs lowest unemployment rate since Covid-19 onset

MANILA – Unemploy ment rate in Septem ber 2022 stood at 5 percent, the lowest in more than two years, the Philippine Statis tics Authority (PSA) reported Tuesday.

In a press confer ence, PSA chief and national statistician Undersecretary Dennis Mapa said the number of unemployed Fili pinos in September fell to 2.5 million, or 183,000 lower than the 2.68 million citi

zens with no jobs the previous month.

The number of job less Filipinos during the month was also lower by 1.78 million

from 4.28 million un employed a year ago.

“This means 50 out of 1,000 individuals in the labor force have no job,” Mapa said in Filipino.

On the other hand, employment rate in September 2022 was at 95 percent, which translates to 47.58 mil lion Filipinos who have jobs.

This is higher than the August 2022 em ployment rate of 94.7 percent, and also high er than the September 2021 rate of 91.1 per

cent.

He identified sectors with largest monthon-month increase in employment. These include manufactur ing, up by 780,000 jobs; education, up by 159,000 jobs; public administration and defense, compulsory social security, up by 128,000 jobs; trans portation and storage, up by 56,000 jobs; and real estate activities, up by 13,000 jobs.

Facebook's parent company sacks over 11K employees

ANKARA – Facebook’s par ent company Meta has laid off more than 11,000 employ ees, reducing its workforce by 13 percent, CEO Mark Zuckerberg announced on Wednesday.

“I want to take accountability for these decisions and for how we got here,” Zuckerberg wrote in a letter to employees on Wednesday.

“I know this is tough for everyone, and I’m especially sorry to those impacted.”

Mindanao Zamboanga City logs 10 leptospirosis mortalities

ZAMBOANGA CITY –

Residents here are ad vised to take precautions as the City Health Office (CHO) has recorded 20 cases of leptospirosis with 10 mortalities since January this year.

“All the 10 fatalities were males,” said Dr. Dulce Amor Miravite,

city health officer, on Wednesday.

She noted that most of those infected with the disease were aged between 13 and 58 years old, comprising 17 males and three females.

In comparison, the CHO recorded 13 lep tospirosis cases in 2021.

Group Chat (GC) as a Professional Learning Community

The world of social media is either a treat or a threat, where a user can choose an action which in turn becomes a responsibility, accountability, and or op portunity.

With the knowledge on creating a GC, it is one of the responsibilities to choose the members to be added through their Face book account. It is good to consider the purpose of why the GC is formed.

Once the GC is already established, the exchange of messages and or com munications in the group become public among themselves. The exchange of ideas happens based on what is shared by any member. Hence, there is accountability as to what is being shared and what

comments will be made by any member. These can become a threat or a treat. Nonetheless, it is also an opportunity to share good news and solicit ideas from the members which make the GC a treat.

Seeing the advantages and disadvantages, GC can be assessed and recommended as a Professional Learning Community (PLC) where teachers can exchange thoughts and solicit ideas from others. Pinoy-made mobile lab to detect ASF, Avian flu now in Bukidnon

MARAMAG, Bukidnon, (PIA)—A Pinoy-made Mobile Laboratory Unit (MLU) to detect ASF, Avi an, and other zoonotic flu viruses is now in Bukid non as the Department of Science and Technology (DOST)-Business Innova tion through S&T (BIST) program officially launched and turned over the MLU to Central Mindanao Uni versity (CMU) in Maramag, Bukidnon, October 28.

The MLU is equipped with state-of-the-art ani mal health diagnostic technologies designed and created by a local veteri nary research and diag nostics company known as BioAssets Corporation.

"The mobile biocon tainment laboratory, the first of its kind in the country, will initially serve hog and poultry breeders in Bukidnon, and the MLU can serve

an estimated 5-10 farms per day that require diagnostic tests for livestock," said Dr. Homer D. Pantua, President and Co-founder of BioAssets Corp. and project leader of the Building Research and Innovation Development Goals for Engineering SUCs (BRIDGES).

Pantua, who also heads the Balik Scientist and BIST projects, explained that the test is equivalent to pooling and testing 150-250 samples in one location; thus, the establishment of the said mo bile laboratory will support rapid response to potential outbreaks and improve dis ease surveillance, allowing farmers and veterinarians to craft mitigation strate gies, preventive and control measures as needed.

Before this Court verified joint petition for the approval and registration of the Divorce filed by petitioners and alleging among others. That petitioners are husband and wife respectively in a marriage performed under Muslim rite on June 15, 2008 at Pagadian City, both of them can be served summons and other legal processes relative to this case at their resident at Iponan, Cagayan de Oro and Villaverde, Iligan City respectively;

That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for each other for some reason of which both petitioner finally decided to legally break or severe their marriage bond and they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on June 15, 2008 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile.

WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on December 16, 2022 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners.

The signs of infection

However, Miravite said some infected persons may have no symptoms at all.

She advised residents who had exposure to floodwaters, whether with or without open wounds or cuts, to seek early con sultation in health centers.

“All the 10 fatalities were males,” said Dr. Dulce Amor Miravite, city health officer, on Wednesday.

She noted that most of those infected with the disease were aged be tween 13 and 58 years old, comprising 17 males and three females.

In comparison, the CHO recorded 13 lepto spirosis cases in 2021.

Miravite said leptospi rosis is a bacterial disease that affects humans and animals and is caused by bacteria of genus Lepto spira, with rodents as the primary source.

“The mode of infection is exposure to floodwaters contaminated with rat urine,” she said, adding it can be treated with pro phylaxis and antibiotics such as doxycycline.

Symptoms usually oc cur two days to four weeks from the time of exposure and the infection can cause a wide range of indications in humans.

A Pupils Diary Project Improving Literacy Skills and Wellbeing

Balingasag Central School is an environmentally friendly public school located at the heart of Balingasag Misamis Oriental. Our school was established in 1929. Our school has concern for the environment and makes en vironmental education a part of the school curriculum.

Student learning activi ties are not only focused in the classroom, but learning activities are also carried out outside the classroom in nature. As proof we have a big oval for sports activities. As time goes by, children’s ability to adapt to technol ogy is developing rapidly, but we see children starting to lose interest in reading and writing.

The need for literacy skills is one of the most im portant things for students to share and get informa tion. To develop these skills, Balingasag Central school

presents diary writing ac tivities for pupils. Diary writing is actually not a new thing in our school. However, we have seen this pandemic period present a need for students to express themselves. During this pan demic their activities are very limited to only being in the home environment, and students are too bored. Through writing a diary, pupils can share things in detail in simple language about everyday life, convey ing their ideas and thoughts on things that happen around them.

This pupils diary is usu ally collected at the begin ning of the week, on Monday, through the class teacher. Pu pils are free to write anything about their daily lives for one week. During this pandemic, pupils wrote diaries about how they learned during the pandemic and the longing

they felt because they were far away from their friends and teachers.

It turned out that this diary writing program at tracted the enthusiasm of pupils and almost all pupils, even from Grade 1 in the elementary school, partici pated in writing diaries.

From May 2020, when students started writing, we saw great enthusiasm from the teachers. The class teach ers also chose some of the best diaries to be presented. The presented pupils’ writ ings in entitled “Learning Diary in a Pandemic Period” (Grades 1-3) and “I Miss School” (Grades 4-6).

We hope that this ac tivity can continue in the following years. Apart from developing literacy, it has also had a positive impact on pupils who have had a pleasant experience while going through the pandemic.

“Technology may be adopted with the as sistance of DOST ei ther through Small En terprises Technology Upgrading Program (SETUP) or venture financing, which are soft loan (schemes),” he added.

Aside from financial assistance, the DOST also provides training, among others, as its ap proach to the technol ogy transfer is holistic, Javate said.

DOST Ilocos regional director Dr. Armando Ganal said this type of technology transfer falls under the technol ogy for commercial ization covered under the Republic Act (RA) 10055, or the Technol ogy Transfer Act.

“If anyone is in terested to adopt the technology, they should undergo the process as part of RA 10055. Whoever would adopt or commercialize the technology should get a fairness opinion re port from the DOST Secretary,” he said.

He added the tech nologies are protected through intellectual property, thus it would not be copied or stolen.

Meanwhile, Ganal said the celebration of Science and Technol ogy Week in the region from Nov. 9 to 11 aims to promote technology and innovation in urban and rural areas.

“We are also conduct ing caravans –not only exhibits and bazaars, as well as stakeholders forum,” he said.

As the earth warms and the oceans rise, we are now confronted on how to feed, clothe and house the ex ponentially growing earthlings that will reach the 9.3 billion mark by 2050.

Mahatma Gandhi had put it more succinctly when he said, “If man has to be saved from doom, development must be in harmony with nature and not as its own expense.” A Lumad leader was even more precise when he said, “only when you have cut the last tree, only when you have caught the last fish, only when you have dried the last river, only then will you realize that you cannot eat your money!”
