ILIGAN CITY -- Following the launching of the pediatric vaccination at Iligan City National High School (ICNHS) on Monday, November 8, the Department of Education (DepEd) - Iligan conveyed its firm support in giving minors aged 12 to 17 years old coronavirus disease (COVID)-19 vaccine shots to attain herd immunity here. DepEd-Iligan Schools Division Superintendent Dr. Roy Angelo Gazo stressed that the vaccination of minors is a promise and action focusing on the youth so that everyone will return to their normal lives. “Ang vaccination sa mga kabataan aged 12 to 17 is a very welcome development in the Department of Education. Dili man gud makapadayon sa atong normal nga kinabuhi ang mga ginikanan ug mga magtutudlo kung dili mabakunahan ang atong mga kabataan [Parents and teachers cannot continue living the normal life if the youth will not be vaccinated],” he said. DA, BOC step up measures against agri commodity smuggling CAGAYAN DE ORO CITY – The Department of Agriculture and the Bureau of Customs heightened their joint efforts in curtailing entry of smuggled agri commodities in Northern Mindanao. The DA with DA-Bureau of Plant Industry, Plant Quarantine Services (DABPI PQS) in NorMin, and the Bureau of CustomsPort of Cagayan de Oro conducted an inventory and inspection of smuggled red onions on Thursday, November 4. An estimated P5 million worth of smuggled onions

were seized after the warehouse was raided on October 22 headed by the BOC-CDO team. Atty. Roswald Joseph Pague BOC-CDO Deputy Collector for Administration and Senior OSM, said that its disposal will be set after completing the inventory of the warehouse along Corrales Extension in Cagayan de Oro City. The Department of Agriculture has not issued a Sanitary Phytosanitary Import Clearance (SPSIC) for the said agri commodity; thus they are considered as smuggled.

DA NorMin provides seeds, fertilizers to Malaybalay City rice farmers to boost productivity MALAYBALAY CITY, BUKIDNON – The Department of Agriculture – Regional Field Office (DA-RFO 10) turned over rice seeds and fertilizers worth P48 million to rice farmers in Malaybalay City, Bukidnon on Wednesday, November 3. Rice farmers from the 27 barangays of the said city received the agri inputs comprising of inbred and hybrid seeds for

the dry planting season. Also distributed were 16,575 bags of inorganic fertilizer amounting to P16.57 million. DA-10 Regional Executive Director Carlene C. Collado said that the agency aims to lower the production cost and improve the rice productivity and adequacy of farmers. He added that the combined outcome of government interventions and continued

THE urgent call by world leaders in the G20 Summit called Conference on Climate Change is now reverberating throughout the globe with some 33 leaders committing to stop the burning of coal. But that is not that easy. As bannered by Business Week Mindanao recently, “government needs P339 billion to concretize its plan to buy out coal plants in Mindanao as part of the country’s commitment for carbon emissions reduction at the 26th Conference of the Parties (COP26) of the United Nations’ Climate Change Summit.” For a country that is fighting for economic survival during this most challenging times, that may not be possible, that is, if we do not give priority to counter climate change. Unless, we have a clear grasp on the state of planetary emergency where humanity is now facing the Earth’s 6th extinction, sacrificing Mother Earth to the altar of greed, fame and power may continue without let-up by the contemporaneous economic paradigm called Neo-Liberal Capitalism intensely advanced through corporate globalization. May I therefore suggest that to have full understanding of the state of the environment, let us first read the holiest of books that God Himself has written. The holiest of books is not one written by evangelists or well-known prophets but one authored by God Himself, evolving through billion of years, shown in

the beauty of the universe. Neither is it written in words nor in any language and is opened 24 hours a day, has no literacy requirement and can well be understood using not one but five senses. That book is said to be a manifestation of the Unseen using the great void as its pages and the four elements of the Universe as its alphabets, namely, fire, water, earth and wind. It is called the book of nature written through the ages that contains all the mysteries of life and the laws that must be obeyed irrespective of race, color, belief, gender and class. The 250 million stars in the cosmos can well speak of that element called fire that touches us through the glorious sun. Every time the sun proclaims a new day, that bursting of the light in the horizon shows that darkness defeats the light. In the same breath that truth always prevails over lies, righteousness over diabolic acts, love over hate, the just over the unjust, and life over death. But we also read in that book that even the darkness has some good in it because it shows us the stars. From the element called water we have learned that flowing is the essence of life as to stagnate means diseases, sorrows and death. For it to flow, it must seek a lowly path as it gains more power be falling down. In the 70’s, during the height of the First Quarter Storm, we always heard the adage, “Let not a single drop

of rain go out to the sea without serving the people.” There is also that cleansing and healing power of water. It has been said that sometimes the passions of the heart emit so much heat which only dies down through the cooling effect of the water we drink. From the lowly earth grows the mighty tree and the beautiful flower. It may contain all the rot but even the wise, the powerful and the beautiful have to return to the earth as their final destiny. Such is the destiny of form. But life is eternal and every human being is life that much be connected to the formless, the Unmanifested, the Being. Feel that Being inside you and you will feel the peace and stillness that is shown by the beautiful flower and the trees. Feel that stillness, see the radiance of nature and be one with Life. The message is resoundingly clear: man has to continuously move on to seek his destiny but only be being humble can he be exalted. Once he flaunts his arrogance in utter disregard of the book of nature, he dictates his own death sentence. He cannot continuously arrogate upon himself the false belief that he has been bestowed dominion over God’s creation. On the contrary, there is now the See BOOK, page 11

From pandemic to endemic

MAGSAYSAY, MisOr — There is light at the end of the tunnel. And that light may soon bring hope to mankind as the pandemic is seen to meltdown and may be downgraded to being local — endemic to say the least. Indeed, spending the holidays may again reverberate in the four corners of the land as restrictions are eased gradually to give way to the revival of the economy worldwide. For the past weeks, the pandemic that has turned the world almost completely upside down has mellowed its deadly sting as hospitals were seen physically relieved of the burden of taking care of the hundreds of positives being rushed to save lives yet record shows deaths had reached a 5-M mark on a global scale. Though still lurking in our midst, Covid -19 had somehow slowed down a bit but health authorities has warned of resurgence if

health protocols are ignored this early. The pandemic is a global catastrophe of immeasurable proportion never imagined to go down in history as the worst ever health crisis to halt the world’s economy to an almost complete stop. In fact, Covid-19 has affected mankind completely down and out — and just how our lives have changed drastically for a temporary period of time for two years — and still counting, though its pace has been observed in almost stationary motion. That said, this pandemic is the worst crisis ever experienced by mankind, next only to the 1918 global health crisis that had killed millions of our early ancestors. Per record, the influenza pandemic had killed more people than victims of World War 1 at somewhere between 20 - 40 million. It was cited as the most devastating epidemic in recorded world history.

And history repeats itself, indeed. After a quarter of a century, that pandemic with an almost the same face value is back. This makes 2020-21 horrible years to reckon with. And for countless reasons, the last two years really sucked. And as we end up the year, we do hope death counts will come in trickles as vaccinations progress down to the barangay level. Good grief vaccines of various country origins are now evolving fast, hoping that soon this deadly virus that had stunned the world will be a thing of the past. MANILA – The rates of Treasury bills (T-bills) mostly moved sideways on Monday partly on the deceleration of the inflation rate last October. The average rate of the 91-day T-bill rose to 1.143 percent while that of the 182-day moved to 1.401 percent and the 364-day to 1.616 percent. These were at 1.13 percent, 1.395 percent and 1.613 percent for the three-month, six-month and one-year papers during the auction last November 3. The Bureau of the Treasury offered all the tenors for PHP5 billion each and the auction committee made a full award across-the-board. Tenders for the 91day T-bill amounted to PHP14.53 billion while it reached PHP15.26 billion for the 182-day paper and PHP12.725 billion for the 364-day tenor. “Following (the) deceleration in inflation and no market tantrum to Fed announcement of taper, (we) do not see significant rise in rates,” National Treasurer Rosalia de Leon told journalists in a Viber message. The Philippine Statistics Authority (PSA) has reported that the inflation rate slowed down to 4.6 percent last October from month-ago’s 4.8 percent primarily due to deceleration of the food inflation index. However, the average inflation in the first 10 months this year stood at 4.5 percent, above the government’s 2 percent to 4-percent target. Monetary authorities project inflation to slow down to within-target level by December. The Federal Reserve, after the policy meeting of the Federal Open Market Committee (FOMC), last week kept its key rates steady but announced the start of cuts in its USD120-billion monthly bond-buying program starting late this month. BUTUAN CITY – Heavy rains continued to affect most parts of Surigao City as of Tuesday afternoon, prompting officials to place the entire area under Alert Level 2. This came about as the Surigao Information Office issued a statement warning residents of possible flooding due to heavy rains. “The public is advised to take precautionary measures,” said Annette Villaces, the information officer of Surigao. TEACHING the foundational skills of reading is often a lively and physical task: students clapping out the syllables in word and practicing letter sounds in chorus and teachers demonstrating the way that the mouth forms different shapes for different sounds. This year though, it will likely look very different. Instruction will be learning to read through screens, in virtual classrooms with their teachers, working on computer programs and apps or through some combination of the two. There’s a robust evidence base for how to teach children to read in person: decades of research has shown that explicitly teaching students how letters correspond to

spoken sounds and teaching phonics is the most effective way to help them learn to decode words. There’s also robust evidence on how this best best practice must be translated to a remote environment. It is clear though that many teachers will be using different materials than they do in the classroom, finding resources that can support live teaching over Zoom or relying more on digital reading programs. It’s hard to know how effective digital reading programs are if students are working through them at home. These programs are designed to be a part of or a complement to in-person instruction.

The worsening ecological disasters are the concrete evidence of why it has become imperative for us to now give high reverence to that book as indeed, there is no such thing as free meal in nature. Just pause for a while and reflect on the laws of nature that we have wantonly violated and in effect, have mocked the book God Himself has written. Every page of that holy book has been torn and burned by Homo Sapiens with utter disregard to its sanctity as creation is a reflection of the creator. Now, let us well understand that there is no free meal in nature: all will boomerang to our own destruction in terms of ecological disasters and in our inability to sustain life on earth. God have mercy on us Homo Sapiens for desecrating the holiest of books. Again, feel the life within all of us and learn from the great stillness, the spaciousness of the vast universe. When both agencies inspected the containers, they found out the cargo were of red onions, said Federico Laciste Jr., DA assistant secretary. “As per our inspection, it is all red onions, the inspection initiated by in the intelligence information from subtask group Food Security,” Laciste said. “This is technical smuggling. The smugglers have not learned their lessons,” said John Simon, MCT subport collector, during an interagency press conference held at the BOC office at MCT. Laciste said that the SubTask Group Economic Intelligence’s (STG EI) mandate is to address price manipulation, smuggling, hoarders, and profiteers in the time of the Covid-19 pandemic. The DA has an interest in smuggled agricultural and food products as these pose threats not only to the consumers but also to the agriculture industry. “We don’t know what the smuggled onions contain and it could harmful to the country’s agriculture,” Laciste said.

Simon said that this is not the first time that onions from China were intercepted in MCT. Fourteen 40-foot cargo containers were already intercepted at the MCT this year. The total estimated value of intercepted smuggled Onions at the MCT is around 90 million pesos. For his part, DA-10 director Carlene Collado said that they support the implementation of the STG-EI saying that such interception will help local Onion farmers sell their produce as a fair market price. DTI region 10 Officerin-Charge Ermedio Abang said that if the local market is flooded with smuggled Onions, it is the farmers that will be affected. “If these go out into the market, it will affect the income of our farmers and may cause hazards to our local crops,” Abang said. According to Atty. Roswald Joseph Pague of BOC10, this year alone, they have filed 25 cases against smugglers in the region. “The cases are in court, some are still awaiting arraignment,” Pague said. Laciste said that they are going to file cases against the consignee and will ask the BOC for the destruction of the smuggled onions. Laciste said 18 containers were under consignee R2H Trading declared as various importable products such crustaceans, acidified cream, breaded shrimp, flavored nuts, curdled cream milk, smoked crawfish and bread improver but found out to be misdeclared red onions upon physical inspection by the STG EI composite team from DA, DTI, NICA, DA- BPI PQS10, BFAR R10 together with BOC Inspectorate team led by Pague, port of CDO deputy collector for admininistration. Said shipment does not have the required SPSIC which is a mandatory requirement to ensure that the agri products are not health hazard and free from harmful pests. STG EI Alternate Chair, DTI Undersecretary Ruth Castelo, made a letter request to BOC Comm. Rey Guerrero after receiving info that said shipment contained smuggled agri products which led to the immediate action of the STG EI Operation Team after the letter request was approved by Comm.
