CAGAYAN DE ORO CITY – The Department of Health regional office in Northern Mindanao (DOH-10) has so far vaccinated more than 32 percent of the 3.5 million eligible vaccinees needed to achieve population protection against Covid-19. As of Nov. 11, DOH-10 data showed fully vaccinated individuals have reached 1,147,428 as of Nov. 13, or 32.3 percent of the 3,552,194 target. BUTUAN CITY – The Philippine Rice Institute–Agusan (PhilRice-Agusan) will kick off its Binhi e-Padala program for more than 1,200 farmers here on Monday. Jasmine Reyes, coordinator of the Rice Competitiveness Enhancement Fund of PhilRice-Agusan, told the Philippine News Agency on Sunday that 3,712 bags of certified inbred rice seeds are ready for delivery to the city government through the City Agriculture Office. “The Binhi e-Padala program is a digital platform designed to inform qualified rice farmers through text messages of the certified seeds they will receive. DAVAO CITY – There is a widespread support for the Philippine Identification System (PhilSys) in Davao Oriental with residents of all ages registering for the Philippine Identification (PhilID) card or the national ID. In Barangay Central in Baganga, Davao Oriental, the local government recently posted on Facebook that cops provided security coverage during a registration activity held at a covered court. In Mati City, the Philippine Statistics Authority (PSA)-based PhilSys Fixed Registration Center (FRC) announced recently that walk-in registrants will be accommodated. “You may come to register Monday to Saturday, from 8 a.m. to 5 p.m. Health and safety protocols must be followed while in FRC,” a Facebook post last month read.

National ID registration is likewise ongoing in Lupon town. PSA-Davao Oriental, in a November 2 post, also reminded that application for Land Bank of the Philippines’ Mastercard prepaid cards are allowed after the Step 2 biometrics process. The card, which is free of charge, will be provided in LandBank booths located at PhilSys registration centers. “Just present your PhilSys claim stub and your valid ID,” PSA Davao Oriental said. As of November 10, a total of 40,264,550 have already registered for the PhilID while more than 3 million cards have been delivered by the Philippine Postal Corporation. DILG grants Safety Seal to Malaybalay City’s 24 barangays MALAYBALAY CITY -Aimed at preventing the spread of COVID-19 and protecting people from getting infected of the deadly disease, the Department of the Interior and Local Government in Bukidnon (DILG-Bukidnon) granted safety seals to 24 barangays in Malaybalay City. The barangays that recently found to be compliant are the following: Poblacion 1, 2, 3, 4, 6, 7, 8, 9, 10, 11, Sumpong, Dalwangan, Patpat, San Jose, Aglayan, Laguitas, St. Peter, Zamboanguita, Indalasa, Kulaman, Busdi, Caburacanan, Mapulo and Silae. This is a voluntary certification scheme that affirms that a barangay office is compliant with the Minimum Public Health Standards (MPHS) and measures set by the Inter-Agency Task Force (IATF) and uses or integrates its contact tracing with StaySafe Ph. The Safety Seal program is an inter-agency initiative by the DILG, Department of Health, Department of Trade and Industry, Department of Labor and Employment, and Department of Tourism, which awards public and private establishments or buildings with a Safety Seal to be conspicuously displayed indicating that a particular building or establishment is compliant with health protocols against COVID-19. The program aims to increase MPHS compliance by private and public entities supporting the government’s effort to prevent and contain the further spread of COVID-19. These Safety Seals in the city’s 24 barangays shall be presented conspicuously at the barangay’s entrance points according to prescribed dimensions with 6-month validity. on promises that are too good to be true. Fraudsters or scammers will look for people to invest in them and then later on, they will abscond or disappear,” he said. Coal-fired power plants: A curse

W H I L E an increasing number of countries in the world have committed to stop the burning of coal, we were shocked to know as bannered in Business Week Mindanao recently that “The Department of energy (DOE) has steered clear of any commitment to phase out coal fired power plants in the Philippines, as stipulated in its pledge to the ongoing 26th Conference of the Parties (COP) Climate Change Summit in Glasgow, Scotland.” That is the position of the energy department! Is that the stand of the Filipino people? Is that the stand of the Church in reference to the Pope Francis Encyclical Letter as embodied in Lau Datu Si? Categorically NO! Since 2010 when the government was putting coal fired power plants in Mindanao, the cooperatives were holding Power Summits all over Mindanao and people came by the thousands. They asked, why must we put up coal fired power plants when our country oozes with watershed that can generate enough hydro-electric power and renewable energies? They contented that there is no need to put-up coal fired power plants to stop power shortages but

to maintain and optimize hydro-power plants. We have stated in strongest possible term that BURNING COAL IS LEADING CAUSE OF SMOG, ACID RAIN AND GLOBAL WARMING. As pronounced then by the Union of Scientists, ”in an average year, a typical coal plant generates 3,700,000 tons of carbon dioxides as cutting down 161 million of trees 10,000 tons of sulfur dioxide which causes acid rain that damages forest, lakes and buildings, and forms small airborne particles that can penetrate deep into lungs; 500 tons of small airborne particles which can cause chronic bronchitis, aggravated asthma and premature death, and so many toxic chemicals such as 225 pound arsenic which can cause cancer.” Well, that is what a typical coal plant can do, typical meaning just around 100 megawatts. As culled from DOE data, in Mindanao alone, we have six (6) coalfired- power plants with a total megawatts of 2,277, namely: the 600-megawatt Malita coal plant of SMC Global Power Holdings of the San Miguel group in Davao; 552MW Kauswagan coal plant of GNPower in

Lanao del Norte; 405MW FDC Utilities Inc. plant of the Filinvest group in Misamis Oriental; 300MW Therma South facility of the Aboitiz group in Davao; 210MW coal plant of Alsons Power Group in Sarangani; and the 210MW STEAG coal plant in Misamis Oriental. For the Alcantara group, it has also been advancing the implementation of the greenfield 105MW San Ramon coal plant in Zamboanga City.” Oh my God, that means a total of 2,333 MW in Mindanao alone. That is not acceptable and should never be! We have been saying all these years that such is NOT ACCEPTABLE to the people especially to the Mindanawons! But all these years, these big capitalists and their political cohorts have been saying not to listen to us when they were putting up these coal-fired power plants justifying then in cohort then with politicians and mainstream media that these coal fired power plants are clean. “That’s oxymoron” was our reply then as no such thing as clean coal which is now See POWER, page 11

Pacquiao’s complacency and the desperation for ayuda ROCKINGHAM, North Carolina—I casually read one news item on my Facebook feed about an old woman who was one of many who waited patiently for the arrival of Sen. Manny Pacquiao in Cebu and it’s an eye-opener on the level of desperation and sense of acceptance/resignation of Pinoys to wait on and expect handouts from their elected officials. The old woman said she didn’t mind getting sick that day so she can receive P1,000 and a bag of groceries from Sen. Pacquiao’s contingent. It was raining that day of Sen. Pacquiao’s scheduled visit and the lines of people expecting to receive doleouts from the world boxing champ turned senator was long even with the constant admonition from local officials to observe physical distancing. It doesn’t take a genius to figure that even with the COVID-19 pandemic, Filipinos will still risk being infected just to receive money or in this case ayuda. Anyone who’s following the Philippine struggle in the COVID-19 pandemic watched it on TV and learned about it in social

media. In Cagayan de Oro City, it’s a persistent issue exploited by the local political opposition for publicity mileage and trolls happily churned out every social media post denigrating Mayor Oscar Moreno and City Hall for their alleged failure to receive cash ayuda. But even if there are elected officials allocating cash aid like Sen. Pacquiao, who may or may not be sourcing the funds from his own pocket (we like to believe it’s from his own funds), some things are bound to happen, things that are alarmingly wrong. In Pacquiao’s case it’s the failure of his handlers or people to strictly enforce the physical distancing rule on the crowd of supporters and non-supporters who just want to get free cash and groceries from the People’s Champ. Being generous even to a fault shouldn’t be taken against Sen. Pacquiao who said he gives money to people following him out of habit after amassing so much winnings from his boxing days. Sen. Pacquiao incidentally confirmed his retirement from pro boxing once he made official his bid

for the country’s presidency. Personally I feel that he could have run for a lower position (even barangay captain) or even kept his post as senator where he could learn so much more from governance before making a bid for the Palace. ………… And I don’t expect the lines of people waiting on Sen. Pacquiao to get smaller anytime soon. In fact the lines will even grow longer with people whose faces reflect the hunger and hopelessness of the country battered by the pandemic. They will include not only those who failed to receive ayuda or claim to have been bypassed by their local officials for a favored few along with the unemployed and those who lost their jobs to the pandemic. The lines will grow longer and people will forget about physical distancing because they want to be first in line to receive the P1,000 cash and groceries. MARAMAG, BUKIDNON - The Department of Agriculture - Regional Field Office 10 (DA-RFO 10) distributed P83.6 million worth of farm inputs for the wet and dry planting seasons to 4K rice farmers in Maramag, Bukidnon on Friday, November 5. Said agri inputs comprised 10,100 bags of hybrid and 900 bags of inbred rice

seeds for the 2021 wet and 2021-2022 dry planting seasons. Together with the seeds, 32.1K bags of fertilizers amounting to P32.1 million were also given. Maramag has an estimated 7,000 hectares planted to rice, 2,000 for rainfed and 5,000 for irrigated with an average yield of 6 tons per hectare.

MANILA – Some 100 public schools nationwide reopen to learners for limited in-person classes Monday, 20 months since they were shuttered last year due to the prevailing pandemic. In a statement, the Department of Education (DepEd) welcomed the learners, teachers and personnel participating in the pilot in-person classes which will run until January next year. “We are thankful for everyone who supported this key phase in our safe return to school advocacy, from the planning stage since 2020 to this monumental day,” it said. “We are grateful to the assistance of the Department of Health, the IATF, child health experts, local government units, international and local partners, school personnel, parents, and other stakeholders for reinforcing our shared responsibility framework in this critical undertaking.” The implementation of the pilot run coincides with the start of the second

grading quarter of School Year 2021-2022. After January 31, the agency will evaluate the implementation of the program and present a report to President Rodrigo Duterte. The DepEd said it recognizes the significance of face-to-face classes in the social development of the learners. In the coming months, more learners in public and private schools would be allowed to participate in face-to-face classes as Duterte has approved to increase the number of schools for the pilot run. “As we take a huge step of reintroducing face-toface classes amidst the public health situation, we are optimistic that our Bayanihan spirit will live on to ensure the safety of involved stakeholders and the success of this pilot run,” the DepEd said. In reopening the classes, the department urged the public to help improve the country’s Covid-19 situation by following health protocols so that more schools nationwide safely reopen. (PNA)

November 14, 2021 - To break the cycle of poverty that has hounded many Filipino families, Sen. Panfilo “Ping” Lacson is looking to implement an education program that would keep youths in school - and give them a better chance at improving their lot. Lacson’s “Edukasyon Plus” program intends to provide free tuition, a P5,000 monthly allowance and a government internship program beginning with senior high school students. “A recent international study shows only 31 percent of Filipino youths aged 15 have a growth mindset, or want to improve their lot in life. The other 69 percent no longer think of such. Unfortunately, able-bodied youth in the Philippines drop out of high school in order to start working and help their family for their

daily needs. They don’t see continued schooling as an option,” said Lacson, the standard bearer of Partido Reporma. “It is this mindset that traps so many Filipino families in a vicious cycle - they

remain poor because they no longer pursue their studies which can help them gain more opportunities for a better life,” he added. Earlier, Lacson pushed for an emergency employment program that includes paid

internships for youths in the government and private sector. This aims to harness the skills of young Filipinos while giving them the opportunity to learn and improve their capabilities and interests.

MICRO and small enterprises that are having difficulty in financing the 13th-month pay of their employees can apply for a government loan, Labor Secretary Silvestre Bello III announced on Friday. The labor chief made the call as he reminded employers that the grant of 13th-month pay is mandatory. He however assured establishments that are still struggling amid the reopening of the economy of

the government’s support through the Small Business Corporation (SBCorp). “Let me remind the employers that the grant of 13th-month pay is mandatory. We issued a Labor Advisory where we maintained that no exemption and no deferment will be allowed on the payment of the 13th-month pay. So, with this loan facility from SB Corporation, there is no more reason to not give the 13th-month pay,” Bello

said during the ceremonial launch of the loan program with the Department of Trade and Industry and its financing arm, SBCorp on Friday. As of November 12, a total of 25 loan applications amounting to P5.052 million were already approved by SBCorp. Qualified borrowers are the micro and small enterprises that have implemented flexible work arrangements and registered

under the DOLE Establishment Reporting System as of October 15, 2021. The loan program can cover up to 40 employees per establishment and the loanable amount is at P12,000 per current employee. WE are thankful to the parents of the students enrolled in our school because they are important in the newn normal setting in children’s learning. Parents must understand their influence and role as their child’s primary teacher to support learning inside and outside the classroom. Send out parent surveys. This information helps me get to know each student as a person and learner. It’s also useful when planning lessons. Even though parents are just as busy as teachers, they eagerly take the time to write as much information about their child as they can.

It is in this light that we now call all Filipinos to unite and strongly advocate for the phase out of coal fired power plants especially in the land of the brave and the free – Mindanao that has already lost its ecological integrity with the conversion of the choicest of lands – about 200,000 hectares to massive plantations that are supplying the consumerist lifestyle of the people in advanced countries that are heavily using chemical fertilizers, herbicides and pesticides that have already contaminated the water-tables because of the eight chemicals these corporations are using, seven are already banned in other countries. We supply high value products to advanced countries while we cannot even produce basic staples like rice and milk to our people! Hunger and malnutrition are high in Mindanao, a mockery of the its name as the “food basket” of the country. To them I say, give me a break. Money is money and the people will follow those who are giving it. That said, there’s a mandate set by the national government for Filipinos to follow during this state of public health emergency. Sen. Manny Pacquiao can remind his people to strictly enforce these minimum public health protocols during his visits and aid distribution but the enforcement is another story. The good senator need not remind his people repeatedly to strictly enforce this mandate otherwise they’re pretty much useless excess baggage. Laws and ordinances were passed enforcing the health safety protocols and the people who were caught failing to comply with them during Sen. Pacquiao’s visits were either fined, arrested and then allowed to go home. And with the pandemic now over a year old, the police may be too tired and/ or exercised some tolerance to the movement of people even with the risk of COVID-19 infection still existent. Should Pacquiao be penalized for failing to uphold health protocols? You be the judge. Bottomline, the laws are there to protect the people from COVID-19 infection and the public need constant reminding of that because they tend to be complacent especially now when cases are falling thanks in large part to the vaccination. Oh and I need to add that Filipinos should get vaccinated ASAP so the country can reach herd immunity ahead of the elections. He won a tight race in a state that US President Joe Biden won by 10 percentage points over former president Donald Trump 10 months ago. The crux of Youngkin’s campaign was education and not the pandemic since he pushed for allowing parents to have a day in their education. There is a parallel development in the government’s move to ban materials they consider ‘subversive’ in Philippine schools. I will talk about this next week so until then have a good day.
