DOT-10: Be a better tourist, support local economies CAGAYAN DE ORO CITY -- The best help anyone can give to the tourism industry is to travel local, support local, eat local, said an official of the Department of Tourism (DOT)-10 during CORDS-X podcast, November 27 with Communications Secretar y Martin Andanar. “We have to patronize our tourism industries. We have so many local products and destinations that we can be proud of,” DOT-10

Regional Director Marie Elaine Salvaña-Unchuan said. The department is also prioritizing vaccination among tourism workers. In the region, out of 10, 787 target workers in 790 tourism enterprises, 86.95% or 9,174 of them have been vaccinated. A number of interventions to tourism enterprises have been provided by DOT-10. Unchuan said at the start of the pandemic

they have given COVID awareness training, created new normal series online to show preparedness of tourism establishments, implemented safety seals, and conducted social media training. Caraga police ops net 376 law violators; 49 NPA rebels surrender By ALEXANDER LOPEZ

BUTUAN CITY – The Police Regional Office in Caraga Region (PRO-13) said 376 law violators were arrested during the conduct of a one-day Simultaneous AntiCriminality Law Enforcement Operation (SACLEO) in the region on Saturday. The operations by the different police stations and units also resulted in the surrender of 49 New People’s Army (NPA) rebels in the area. Of the 376 law violators arrested, 196 were wanted persons, 22 were nabbed over illegal drugs, 28 for loose firearms, and 130 for the illegal logging, fishing,

and gambling. A total of 217 assorted firearms composed of 14 light weapons and 203 small arms, as well as 10 explosives, were confiscated during the implementation of 35 search warrants for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act. CAGAYAN DE ORO CITY – The local government of Iligan City has set a target of 60,000 residents for inoculation against coronavirus disease (Covid-19) during the three-day national vaccination campaign from Nov. 29 to Dec. 1. During the online program “Kapehan sa Iligan” on Sunday, Dr. Belinda Lim, chief of the City Health Office, said Iligan City needs to achieve a daily target of 20,000 jabs. “For me, this could be 25,000 daily, but in the

previous weeks, we had (an average) 4,500 per day, which was lower than the 7,500 targets, that is why the lacking numbers will be added up for the upcoming vaccination rollout,” she said. Lim also said in Northern Mindanao region, the Department of Health aims to administer at least 250,000 doses per day. She said through the efforts of City Mayor Celso Regencia, 15 vaccination sites will be opened for the simultaneous national campaign.

Lim also said youths aged 12 to 17 are welcome in these vaccination sites. UPTOWN, Cagayan de Oro — When politicians promise the moon and the stars, most often than not, they become the problem later, and not the solution. Perhaps this could be the reason why Sen. Bong Go is comtemplating on withdrawing from the presidential race. It seems he could no longer bear the heat of PH politics, too dirty and comical as it were. Yet save for some surviving die-hard yellows now turned pink, presidentiables are fast in the draw in claiming Malacanang this early. Political theatrics are now happening in every corner of the land as the country prepares for another electoral exercise early next year. In fact, the blame game has already commenced on social media platforms, and

party-junking shall be the name of the game to watch in the coming days. This is PH politics— unrelenting, deceptive, a labyrinth of empty rhetorics said in jest before the idolcrazed electorate. Having said that, boxing champ Manny Pacquio, though at the tail-end of presidential surveys, he takes the lead in extolling ( read: faking out) the public of how he would govern this country if ever he lands in Malacanang. We are not only badly bitten by the deadly coronavirus but there is more to wallow the good Sen. Manny Pacquio may likely fail to address as Malacanang aspirant. Pacquio’s PR team knows this very well that to fix the country’s woes this time of pandemic is not a walk in the park.

Manila City Mayor Isko Moreno is singing the same tune like Sen. Pacquio. To telll the electorate that he willl sink all China war ships at the WPS is nothing but a fake proposition, granstanding this early to say the least. Laziness begets laziness WHY go to the gym tonight? After all, you haven’t gone in a week. Why take out the garbage when your whole apartment is a mess? Good points. But it’s time to break the cycle. Here’s my big trick: I always try to leave myself something easy to do first thing the next morning. If I find a programming bug and see that it will be an easy fix, I leave it for the next morning. If I need to package up an installer for a new release, leave it for next morning. That way I have something easy to start out with, and I’m less tempted to do something else first. Laziness may reflect a lack of self-esteem, a lack of positive recognition by others, a lack of discipline stemming from low selfconfidence, or a lack of interest in the activity or

belief in its efficacy. Laziness may manifest as procrastination or vacillation. Laziness may be a momentary state or an issue of character, but it is not a psychological disorder. Further, if you’re concerned you might be lazy, ask yourself if you’re feeling deeply sad, have disengaged from things you used to love, and are having problems with sleep, energy levels, or your ability to concentrate. It’s true that there are moments in our lives when we become overwhelmed by what’s on our plates, and during this time we tend to put off tasks or procrastinate on a number of things. Usually this is caused by not wanting to deal with a challenge or decision that we don’t want to make. But if you’re habitually lazy, then this behavior will

ultimately lead to failure in life. That is why you should focus on behaviors that will help you eliminate your tendency to procrastinate and put off what’s important. Maybe, you are uninspired by your present task. Motivation and inspiration pump you up and give you the energy to do whatever needs to be done, and complete it in the time frame that is expected. Have industries not treated bays and rivers as their waste pits? CAGAYAN DE ORO CITY, November 12 – Capacitating farmers in the operations of their respective PGS group, the Department of Agriculture in Northern Mindanao (DA-10) through the Regulatory Division and Organic Agriculture program staged a three-day Training on Participatory Guarantee System (PGS) on November 9-11, 2021. Nearly 20 organic farmers from select smallholder groups from the province of Misamis Oriental convened to gain technical assistance in the development of PGS internal standard and operations. Republic Act (RA) 11511 amends the provisions of RA 10068 or otherwise known as the Organic Agriculture (OA) Act of 2010. Under said Act, products certified and guaranteed

through PGS shall be allowed to be labelled and sold as organic. As defined, PGS refers to a locally focused quality assurance system which is developed and practiced by those actually engaged in OA and are built on a foundation of trust, social networks and knowledge exchange. “As an alternative to thirdparty certification, the system is used to certify producers and farmers as actual and active organic agriculture practitioners. With the recognition of PGS, this will significantly reduce the cost of organic certification paving way for more organic certified produce in the market,” DA-10 Regional Technical Director for Research and Regulations Carmelita T. decrees promulgated by the duly constituted authorities, and to loyally discharge the responsibilities of the job he will hold to the best of his ability. Nevertheless, news about public workers behaving in flagrant violation of the Constitution’s values or of what they swore in the word of God before assuming up their positions in the public sector has become an embarrassing issue. As a result, the public’s faith in the government has gradually diminished. Working in government is unique in that public officers and employees are responsible for more than just themselves. ORDINANCE NO.78-2021 (104th Regular Session) AN ORDINANCE CREATING THE TONGANTONGAN-POBLACION ROUTE FOR THE TONGANTONGAN-POBLACION MOTORELA OPERATORS IN THE CITY OF VALENCIA, BUKIDNON, AND PROVIDING GUIDELINES, REGULATIONS AND ADMINISTRATIVE PROVISION THEREOF. Murillo, IV, M.D. PREFATORY STATEMENT The newly created national agency, the Department of Transportation (DOTr) has recently issued a Department Order No. 2017-011 or the Omnibus Guidelines on the Planning and Identification of Public Road Transportation Services and Franchise Issuance, stipulating set of guidelines, criteria and procedures for the local transport planning and help build local capabilities to prepare Local Public Transportation Route Plans (LPTRP). It was strengthened through the issuance of a Joint Memorandum Circular (MC) No. 001 S-2017 by the Department of the Interior and Local Government and Department of Transportation. This was also adopted through Resolution No. 77 S- 2017 of the Regional Development Council Region X on December 14, 2017. This policy has resulted to the shift of determining and providing of public transportation service from private sector to public sector, empowering the LGUs and, in effect, lessen their dependency on the private sector in initiating the planning of local transportation system. Thus, the City of Valencia, Bukidnon, thru the mandate of the aforementioned issuances shall establish its Team to carry out the planning, defining and implementing the Valencia City Public Transport and Route Plan. BE IT ORDAINED, by the Sangguniang Panlungsod of Valencia City, Bukidnon in Session assembled, that: ARTICLE I - TITLE- PURPOSE AND DEFINITION OF TERMS SECTION 1. TITLE. This Ordinance shall be called and referred to as the “An ordinance Creating the Tongantongan–Poblacion Route for the Tongantongan-Poblacion Motorela Operators in the City of Valencia, Bukidnon, and providing guidelines, regulations and administrative provision thereof”. SECTION 2. PURPOSE AND SCOPE. Pursuant to Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the City of Valencia shall exercise the devolved powers to grant franchises and regulate the operation of all motorized Motorela within the territorial jurisdiction of this Local Government Unit.

SECTION 10. PROHIBITION. No Motorela should be operated on national highways utilized by 4-wheel vehicles greater than 4 tons and where normal speed exceeds 50 kph. However, the City Motorela Franchising and Regulatory Board (CMFRB) may provide exceptions, if there is no other alternative route. SECTION 11. SUSPENSION OR STOPPAGE OF SERVICE. An operator who wishes to stop service completely or to suspend service for more than one month, should report in writing such termination or suspension to the Business Permit and Licensing Department (BPLD). SECTION 12. LIFE OF THE MOP. The MOP shall be valid for one (1) year, renewable every year, as may be approved by the City Motorela Franchising and Regulatory Board. Change of ownership or unit or transfer of MOP shall be construed as an amendment to the MOP and shall require appropriate approval of the City Franchising and Regulatory Board upon application/petition. SECTION 13. LICENSED DRIVER. Operator shall employ only drivers duly licensed by LTO to operate a Motorela. SECTION 14. LOAD LIMIT. Motorela shall not be allowed to carry more than eight (8) passengers and of goods more than 400 kgs. SECTION 15. ROUTES AND ROUTE MARKINGS. Aside from the LTO register plate, a Motorela shall bear the following markings/signs;

(a) “City of Valencia” painted symmetrically; (b) The entire body of the unit shall be painted with any color except white or black (c) Assigned MOP Identification Number, painted boldly at the front, with the acronym of motorela association. (d) The lettering of the route/identification shall be in black and white with background of not less than three (3) inches in length. (e) Name of Franchise holder/operator, printed in full at the right, left side of the Motorela for hire.

SECTION 16. CREATION OF TONGANTONGAN-POBLACION ROUTE. There shall be created a route for Tongantongan-Poblacion motorela operators accessible in the City of Valencia, Bukidnon, soliciting passengers from any sitio/purok in Barangay Tongantongan to Barangay Poblacion and vice versa. SECTION 17. IDENTIFICATION CARD. All Motorela operators shall be required to display an ID of the Driver at the conspicuous place visible to the passenger. Likewise the picture of the unit shall be displayed parallel to the driver’s ID. SECTION 18. FAILURE TO PAY ANNUAL FRANCHISE, SUPERVISORY AND REGULATORY FEES. MOTORELA operator must present the complete MOTORELA unit and receipt of payment before the Franchising Section every anniversary date of the approval of the MOP every year thereafter. CMFRB shall be empowered to automatically cancel or revoke the duly approved MOP unless valid cause of the delay of payment be presented in writing within 30 days from said annual due date. SECTION 19. EXTENSION/RENEWAL OF MOP. Failure to renew MOP on the date stated in the franchise or for renewal of a delinquent registration shall be fined One Hundred Fifty Pesos (PhP150.00) plus, 25% surcharge on the franchise fee, without prejudice to all lawful fees under this Ordinance. Failure to renew within one (1) year from its due date shall ipso facto be a valid ground for MOP revocation /cancellation pursuant to Section 18 hereof. SECTION 20. CONFISCATION OF DRIVER’S LICENSE. The license of the driver of the MOTORELA unit that violates any provision of this Ordinance shall be confiscated and a Traffic Citation Ticket (TCT) shall be issued for any violation thereof and the same shall be submitted to the CMFRB for disposition and appropriate action. As used in this Ordinance, a Traffic Citation Ticket (TCT) is a summon or citation in writing issued to a person violating any of the provision of this Ordinance or traffic ordinances, rules and regulations of the city regarding MOTORELA operation informing him to answer within seven (7) working days to the charge against him at the Office of the CMFRB and thereafter settle the administrative fine thereof at the Office of the City Treasurer. ARTICLE V. FINAL PROVISIONS

(a) CMFRB – refers to the City Motorela Franchising and Regulatory Board.

SECTION 21. PENALTY CLAUSE. Any violation of any provision/s of this Ordinance shall upon conviction thereof be punished by an imprisonment of not more than six (6) months or by a fine of Two Thousand Five Hundred Pesos (PhP2,500) or both at the discretion of the court, except for sections where penalties or fines are properly provided. Provided however, that if the violator is a group, or partnership, or corporation, or any legal entity, its President, Manager, or the Officer who is responsible, therefor shall be penalized accordingly.

(b) Franchise - refers to a special privilege conferred by the City Government to an individual or corporation which does not belong to the citizens by common right. It is in the nature of a private contract between the city government and an individual or corporation which cannot be amended by implication.

SECTION 22. SEPARABILITY CLAUSE. If, for any reason or reasons, any part/s or provision/s of this Ordinance shall be held unconstitutional or unlawful, the other part/s or provision/s hereof which are not affected thereby, shall continue to be in full force and effect.

(c) Motorela – refers to a motor vehicle composed of a motorcycle fitted with a single wheeled side car, or with a center cab operated to render transport services to the general public for a fee.

SECTION 23. EFFECTIVITY CLAUSE. This ordinance shall take effect, after fifteen (15) days from the date a copy hereof is posted at three conspicuous public places and publication in any local newspaper of general circulation.

SECTION 3. DEFINITION OF TERMS. As used in this Ordinance, the following terms shall be understood, construed, and shall mean as follows:

(d) Motorela Operator’s Permit or MOP- refers to the document granting franchise or license to operate issued under this Ordinance to a person, natural or juridical, allowing such person to operate Motorela for hire within the City of Valencia; ARTICLE II – RULES OF ENTRY SECTION 4. QUALIFICATIONS. Only Filipino citizens with Valencia City residency, partnership or corporation with 80% Filipino equity whose address is located in Valencia City, are qualified to be operators of Motorela. However, no MOP shall be granted unless the applicant is in possession of units with valid registration papers from the Land Transportation Office (LTO). SECTION 5. COMMON CARRIER’S INSURANCE. The Grantee of the MOP must carry a common carrier’s insurance sufficient to answer for any liability it may incur to passengers and third parties in case of accidents. SECTION 6. DISPLAY AND CARRYING OF A PHOTOCOPY OF MOP. A photocopy of the MOP shall be displayed in conspicuous place within the motorela unit visible to the passengers.

LEMORAN are the only forced heirs of the herein decedent; 4. The “sluggard” is a very lazy person. His or her exercise is turning on his/her bed. Proverbs says he or she is hinged to it. Any far-fetched excuse - “there is a lion in the streets” - will keep him or her from going to work. The result of such a life? Poverty, frustration or broken relationships. The sluggard still wants the luxuries had work earns, but he or she never gets them. Proverbs laughs at the sluggard a little, but uses him or her to teach serious lessons. It doesn’t require much: a little sleep, a little slumber, a little folding of the hands to rest. Because of it, we are now losing Mother Earth, that is, if we have not lost Her already. That economic system oftentimes follows trickle-down approach described, that as if, we allow sparrows to pick on something that has already passed the digestive tracts of cattle. We cannot continue on pursuing the unsustainable pattern of resource exploitation that only survives by whetting the consumerist appetite that has produced a throw-away materialistic, consumerist society. The message has always been, spend, buy this, buy that, so that you will be happy. As you spend, the economy will prosper, then, you will have more money. And because you have now money, you can buy more and more. What to buy? All that the modern technologies can offer in efficiently exploiting our non-renewable resources from the bosom of Mother Earth. That is the meaning of extractive and consumerist. That is the meaning of the money-must-grow principle. It is “pacman-like” diabolical monster gulping-up everything it sees --the forest, mega-diversity, the ozone layer and even all life-forms on Earth. And because we have allowed that at the expense of our spirituality and that of the Earth, nature’s fury is upon us now!
