10, October 26, Committee Chair and Department of Education (DepEd)-10 Regional Director Arturo B. Bayocot urged member agencies, local government units (LGUs), the academe, and

non-government/People’s organizations to reassess and realign activities along culture, values, and the arts. With tourism and culture as two of the most affected areas by the COVID-19 pan-

demic, members discussed at length strategies to address the challenges and reinvigorate said sectors. These strategies include the streamlining of local cultural inventory and mapping, integration of culture and values in the basic and higher education curriculum, and pro-active partnerships among various stakeholders. Jazmin D. Berido of the NEDA Governance Staff presented strategies and priority action areas under the Updated Philippine Development Plan 2017-2022 Chapter 7: Promoting Philippine Culture and Values. She enjoined the body's support for culture, values, and arts endeavors

in the region and the whole country. She added that the Updated PDP acknowledges the role that Filipino culture and values play in the country’s development and the citizens’ well-being. These are essential in building a high-trust society towards a healthy and resilient Philippines. Bayocot also underscored that the conservation of culture is a crucial component in individual and community identity, traditions, and cultural beliefs. Common culture has the power to glue a region and country of fragmented 7,641 islands and 120 languages together, he said. The agency head high-

lighted the DepEd-10’s cultural initiatives such as the celebration of festivals through online platforms following the new normal, implementation of inclusive indigenous education, and the conduct of advocacy campaigns. Also presented were initiatives and best practices such as the "Breaking the Spell of COVID-19" series of the Mindanao State University-Iligan Institute of Technology Center for Culture and Arts Studies, and plans of the Liceo de Cagayan University - Office of the Vice President for Cultural Affairs Office to elevate the cultural scene in the region. Lacson: LGUs Should Have Greater Autonomy, Accountability to Implement Mandanas Ruling With greater tax revenue shares come greater accountability. On this note, Sen. Panfilo "Ping" Lacson batted Tuesday for greater autonomy alongside greater accountability for local government units as they start getting an increased share of government tax revenues starting in 2022. Lacson, a champion of empowering LGUs in implementing local development projects, said this is the key to true decentralization in the country while minimizing the chances of corruption in the use of the bigger revenues. Under the Supreme Court ruling, Internal Revenue Allotments (IRAs) will increase from P695.5 billion in 2021 to P959 billion in 2022 - a growth rate of 37.9 percent. The ruling is expected to be fully implemented by 2024.

IF you were given the choice of choosing a country with the best education system for your children, which one would you choose? This deceptively simple question is much more complex than one would imagine. Research on the internet would not help you much as different surveys rank different countries in the top positions according to their criteria. Education, healthcare and food are undoubtedly essential elements of a life worth living. I know of no election that has been won or lost in any democracy on issues of education. The obvious reality is that education involves many stakeholders and is the bedrock of success in the life of individuals as well as nations.

A free educational system is the most precious enabler for equity in education. Unfortunately, some countries that provide free education for all still struggle to achieve the hallmarks of excellence in the way they educate their people. Defining what the objectives of education should be often leads to endless controversies among the different stakeholders. The academic world probably takes an idealistic view of what educational success looks like. The utilitarian business world usually takes an equally erroneous way of what education should achieve by insisting that education should be about honing the skills of young people to fill the vacancies in industry.

FOR all the industry’s talk of future technological leaps, some of its recent innovations - while seemingly prosaic by comparison are proving vital to many customers in need right now. Financial innovation is the process of creating new financial products, services or processes. It has come via advances over time in fnancial instruments and payment systems used in the lending and borrowing of funds. Recent financial innovations include hedge funds, private equity, weather derivatives, retail-structured products, exchange-traded funds, multi-family offices and Islamic bonds. The shadow banking system has spawned an array of financial innovations including

mortgage-backed securities products and collateralized debt obligations. There are three categories of financial innovations institutional, product and process. Institutional innovations relate to the creation of new types of financial firms such as specialist card firms. Product innovation relates to new products such as derivatives, securitization and foreign currency mortgages. Process innovations relate to new ways of doign financial business including online banking and telephone banking. Economic theory has much to say about what types of securities must exist and why some may not exist but little to say about why new types of securities must come into existence.

From the poorest of countries to the richest of nations, education is the key to moving forward in any society (Nelson Mandela: 1918-2013)

Education for the nations is intended to make them literate. It has its goal to make any individual have more knowledge. It is the knowledge for improving their lives. Knowledge is the key to success for any nation throughout the world. Essentially, it is the key to moving in any society. For that reason, the national leaders around the world have their obligation for their nations’ education. The pandemic of COVID-19 has devastated whole nations around the globe. The most disastrous situation is in the developing countries compared to the industrialized ones. The United Nations (UN)—in their executive summary 2020— stated that 86 percent of the primary education children were reported effectively out of schools. The figure above is in the countries that are considered to have low human development. This is a crucial problem. It needs very serious caring. Otherwise, their future generations

are hopeless. Unlike the countries with low human development, the countries with high human development have only 20 percent of their school children out of school. So, the number appears oblique when comparing the two figures between the countries with low human development and those with high human development. In ASEAN countries, it has not been identified yet. How many school children are out of school? But, it can be predicted that most of the ASEAN countries are categorized as developing countries. In the international conferences, there have been topics related to education and the impact of coronavirus outbreaks on it. Problems are commonly related to no internet access, electricity, learning media at home, and the like. This distance-learning—with online mode—has penetrated the education process. Yet, we have eye-witnessed many children in remote areas who are encountered the problems listed above. Asia, and 140 million in Southeast Asia disrupted by the pandemic. It can be predicted that they mostly have the same problems with internet access, electricity, and learning facilities at home. It is time to turn education back to a normal condition. It is the condition in which any nation can get access to better education. This can be attained by having the best programs in the education process. Normally, in-person-class processes are the well-strategic process of learning interaction. Human beings—represented by the students in schools—need to have natural communication. Feeling of love, caring, trusting, and other sensational expressions are better done when students are faceto-face communication. This requires a technologydriven education strategy. Transitioning towards a low carbon economy Believing that all our efforts will be for naught if the environment we live in has already been damaged beyond repair, Ayala President and CEO Fernando Zobel de Ayala (FZA) , formally announced last week the conglomerate’s commitment to take the lead in transitioning towards a low carbon economy. “Today, we are announcing our commitment to achieve net zero greenhouse gas emissions by 2050. We are aligning ourselves to the global movement for climate action as our way to help secure our country’s future from the threats brought by climate change,” FZA said. FZA made the commitment as he keynoted Ayala’s 3rd Integrated Summit on Corporate Governance, Risk Management and Sustainability. The summit featured thought leaders on the theme “Pathway to Recovery Through ESG”. The summit was attended by nearly 600 executives, leaders and sustainability champions across the conglomerate, as well as partners and friends from different sectors and industries. Relevant portions of FZA’s keynote speech are reproduced below:

“Climate action is an existential issue for all of us. I believe that businesses, given their scale and resources should take the lead in transitioning communities towards a low carbon economy, informed by science, constructive dialogue and cooperation. “As a diverse group of companies in strategic industries, we believe that we have the capabilities and collective will to make this happen. To achieve net zero by 2050, we will build on existing projects as well as explore many new ones that are relevant and appropriate. “For instance, we have Project Kasibulan, our reforestation, forest protection and biodiversity conservation program to be piloted in the island of Mindoro. AC Energy has already been at the forefront of shifting towards a fully renewable energy portfolio. We will also explore and expand nature-based solutions. The coronavirus pandemic has pushed schools and teachers all around the world to adapt their teaching methods. Our country is currently struggling with the same issue. As classes begin, many teachers, parents, and students are concerned about how learning will continue this academic year. We need to be flexible and creative in order to get through this difficult moment and minimize the damage on our educational systems. The Department of Education was looking into the use of various flexible learning options to guarantee that pupils continued to learn despite the disruptions in courses caused by the pandemic. Flexible learning refers to a teaching style in which students have control over how, what, when, and where they learn. Students will be able to learn at their own pace, which will suit their learning styles and preferences. Flexible learning options come in many forms; Elearning, blended learning, computer assisted learning, distance learning, indepen-

dent learning, multimedia learning and online learning are just some options. We're working with twenty-first-century students, and we need to meet their needs in this trying time. Traditional classroom setup has done a fantastic job, and while we cannot deny the positive influence it has had on children, teachers must continue to look for ways to improve students' learning experiences. Learning should not be limited to the confines of the classroom. Because our educational institutions have no other choice but to use flexible learning in the face of the COVID-19 pandemic, it is a good option. CDO young farmers complete 5-day BAKA agri camp I

N THE pursuit of engaging more Kagay-anon youth in agriculture and fisheries, 17 young farmers of the Bayanihan sa Agrikultura Para sa Kabatan-onan, Kaumahan, ug Katubigan (BAKA) from different barangays in Cagayan de Oro City completed the five-day Agro-Fishery and Business camp at Fergber Organic Farming Inc. and Cagayan de Oro City’s Emergency Operations Center, respectively, October 19-23, 2021. Prior to the camp, a Virtual Servant Leadership Training was conducted, August 26-28 to harness the participant's leadership skills as young farmers kick off their BAKA journey. The five-day camp equipped the 17 participants (a.k.a BAKAs) with knowledge and skills on agro-fishery. They also underwent a training on business planning on the latter part of the camp. The BAKA Camp held its first three days at Fergber Organic Farming Inc., an

agricultural learning site located in Bayabas, Cagayan de Oro. On the first day, the BAKAs were able to learn from Fernando “Nanding” Bermoy, the owner of the said farm, about the turmeric, peanut, and concoction production and the various ways they could process and do value addition on these crops. The camp also focused on aquaculture where Bermoy apprised the BAKAs of a lecture on how they could venture on Aqua Tilapia and Giant Hito Production. A hands-on activity on fish pen making then followed to deepen and supplement the BAKAs learning on his inputs. Held at the new branch of Fergber Integrated Organic Farm Inc., Upper Palalan, Lumbia, CDO, the BAKAs underwent a hands-on activity on Turmeric and Peanut Planting. back and suggestions to the BAKAs that will help them improve their business plans. After the training, the 17 business plans ideated by the BAKAs are set to be implemented in their respective barangays. Through the partnership from the office of the First District Congressman Rolando “Klarex” Uy, the BAKAs have gained support to realize their own business ideas. Further, the BAKAs will each receive a cash grant. The pioneer batch of BAKAs is set to commence in the first quarter of 2022. In sum, the BAKAs expressed their utmost gratitude for the training and opportunity given to them.

“It was very interesting and I’m so blessed because I’ve learned a lot and I know I can achieve it,” said Rica, one of the beneficiaries. BAKA Annie also highlighted her appreciation in the field of agriculture saying, “it can help us in every way, especially for our health.” The Agricultural Productivity Operations Office (APOO), Oro Youth Development Office (OYDO), and the Oro Youth Development Council (OYDC) spearheaded the training. You become an expert at anything, you begin to practice some things and lose the ability to relate to other things. The goal then becomes to work and learn across disciplines, to cross-pollinate

and cross-connect. When a child enters into school, he possess some knowledge and it is the duty of teacher to enlarge his previous knowledge. There are known knowns; there are things we know that we know. There are known unknowns; that is to say, there are things that we now know we don’t know. But there are also unknown unknowns — there are things we do not know we don’t know.

I’ve observed students somewhat intuitively first see their known knowns… what they got correct. They know they know this information.* Great. Absolutely nothing wrong with this. However, this is often where we stop with the analysis. Students see their score, they know they got some stuff correct, some stuff wrong, and they move on. We really need to work to get our students past this quite surface level look at their work.
