DOST 10 grants 3 Million worth of S&T Project in Talakag

T

HE Department of Science and Technology –X thru the Provincial Science and Technology Center (PSTC) in Bukidnon turnovers 3.5M grant to LGU Talakag, relevant to its continues implementation of the Community Empowerment thru Science and Technology (CEST) program in the Geographically Isolated and Disadvantages Areas (GIDA) in Bukidnon. The said grant is in addition to the 2.8M worth of CEST projects which was turned over during the first quarter of the year 2021. It will be allotted to the five additional CEST projects in which Indigenous People and Women’s Organization will benefit. The project includes the provision of vacuum packaging technology for value –adding and shelf life of the commodities produced by Balugto “HOPE” Agroforestry

Association Inc. of Brgy. San Miguel. In the same barangay, MILFACO or the Miarayon–Lapok– Lirongan–Tinaytayan Tribal Association (MILALITTRA) Farmers Agriculture Cooperative is another group of IPs who is the recipient of the coffee processing equipment such as roasting machine, grinding machine, impulse heat sealer and more to improve the quality of their coffee for export. Moreover, a hydro steam distillation technology for citronella oil processing shall be granted to PALAG Mindanao Inc. in Brgy. unemployed and retired women, including those from the IP and marginalized sectors from various barangays while revitalizing embroidery in garment making. Aside from the equipment, trainings relevant to each project shall also be provided by DOST to ensure that beneficiaries has the capacity to manage and sustain

the program which will greatly contribute to the economic and social growth of the municipality. The implementation of the CEST program of DOST is in line with the Sustainable Development Goal no. 1: End poverty in all its forms everywhere. The program focuses on the GIDA and identified ELCAC areas and is guided by its 5

On the other hand, SunStar Davao Social Media Editor and Strategist Ace Perez said technology has allowed them to present stories creatively and innovatively. “It enabled us not to be boxed in the traditional ways of telling stories but be creative and relatable to the public, to the community that we are trying to serve,” he said. This is the second year that GMEA will be held during the pandemic. Despite challenging circumstances, VisMin media, bloggers, and social media influencers relentlessly pursue ways to share stories that inform, ease burdens, brighten up spirits, and drive change. Multi-awarded journalist Ador Mayol, Philippine Daily Inquirer Asst. Bureau Chief In Visayas pointed out how the current health crisis only fueled his passion for pursuing stories that affect the community, especially the marginalized sector and those without a voice in society. “We must remember that journalism is not just about

writing articles, beating deadlines, and winning awards. It is also about impacting change through the stories we write. The distinctions or recognitions we receive are God’s gift to us,” he said. Lina Sagaral-Reyes, a freelance journalist, echoed Mayol’s words, saying, “(writing) is beyond winning. Most recent of which was the filing of disqualification complaint lodged against BBM before the Comelec on grounds of his alleged criminal conviction in a tax case more than two decades ago. BBM’s supporters has labeled it a mere propaganda, and a nuisance complaint to derail his presidential run. And another presidential wannabe, boxing great Pacman is no exception to that. Tagged as ‘bubo’ and his carabao English, Pacman has to endure all the bashings if only to rally his dream of occupying Malacanang someday. Truth is, there is no problem with that sarcastic asking on social media. After all, we still enjoy the freedom of what we are going to say in public, contrary to what Maria Ressa had been fighting all along that this country under Duterte is

sick with trolls and fake news. This reflects how ‘regionalistic’ we are as a people. BBM comes from the North while Pacman hails from the South. With barely a year more in Malacanang, this ‘promdi’ President is always agog with constant beatings from his political nemesis, yet his latest SWS rating says the other way around. It is still ‘very good’ SWS rating though down by several notches. This brings us to the notion that the urban-rural divide stays as it were. This is generally a product of ‘Imperial Manila’ thinking, which has not waned through time whatsoever, and even perceptibly worsened as we get closer to ending the term of the Mindanaoan president. In my mind, ‘Imperial Manila’ is an overly abused colloquial understanding of political divide. It is a continuing sociopolitical cleavage that tends to encourage regional factions rather than creating a united front regardless of our origin, of what we are, of where we come from. Mindanao or Visayas starts salivating on the ‘imperialism of Manila’, tendency is inequality persists, creating a rural-urban divide with an insidious tone of political greed. How oppressed are the Indigenous Peoples? The end of the Indigenous Peoples Month celebration (October) saw the IP leaders holding a ritual in Malaybalay, Bukidnon giving a strong message on how “to address the glaring government shortcomings in promoting the IPs’ rights to self-governance and cultural integrity.” Unless these shortcomings are addressed, the month-long celebration will just be nothing but a dramatic celebration signifying nothing. Why is this so? Three months ago, I had the privilege of touring former Congressman Mohammad Omar Albano Fajardo and his lovely wife DTI Asec Amenaah Fajardo in the hinterlands of Mindanao to meet and interact with various tribal communities. The Indigenous Peoples’ Chieftains came in droves in every dialogue narrating how oppressed their respective tribes are whether Higaonons, Manobos, Talandigs, Umayamnon and Pulanginhon including Maranaos. It was sort of a shock to Cong. Omar to hear how oppressed the Indigenous Peoples are, stating categorically that all of their painful narratives are proof that the Indigenous Peoples’ Rights Act (IPRA

Law) that he authored in 1997 has been mocked no end and that the office created to enforce the law is inutile. Here are some of the IP stories. In Butong, Quezon, Bukidnon, it was a shock to Cong. Omar and Asec Amenaah to see more than one thousand families of the Manobo-Pulanginhon Tribal Community now living in extreme poverty under forced to live along the highway under shattered tents, eating only Kamote once a day or nothing at all. Why? Because they were ousted five years ago from their 1,111 hectareAncestral Domain by a powerful corporation which transformed the land into massive plantation to satisfy the consumerist lifestyle of the rich people in Europe and USA. While all agencies of government have shown evidence that their Ancestral Domain has been illegally taken from them, but such social injustice goes on without let-up amidst moral collapse and religious apathy. Anong sinasabi niyo? Give food to the hungry; help the poor and the oppressed as we will be judged not on fame, wealth or power but on how we help the least of

our brethren? All talks, no action! Nakakahiya! Yes the thousands of families are living in so much hunger and all the children are malnourished and very sickly. They have to reclaim back their ancestral domain where their ancestors have been buried but the armed men of the Corporation would threaten them, sometime firing their guns to instill fear in them. What has NCIP done to enforce IPRA Law? In Talakag, the Higaonon-Manobo-Talaandig Tribe has narrated how their 39,000 hectare-ancestral domain is being landgrabbed in cohort with local officials and agencies of government and when they would resist, they would be tagged as NPAS. In fact, one chieftain had been tied-up whole evening in nearby military camp for just being tagged as NPA by a barangay captain who was so interested to grab his land. Due to the COVID-19 outbreak, students and teachers have been unable to engage in faceto-face learning within the school. As a result of the epidemic, Modular Distance Learning has been implemented as an immediate reaction to ensure educational continuity. The Philippines is currently in the midst of adopting a new normal type of education, and educators’ constant creativity and active participation from other stakeholders are the driving forces behind its success. Because education is no longer confined to the classroom, parents have become educators’ collaborators. The fundamental responsibility of parents as home facilitators in the modular learning modality is to build a connection with their children and to lead them. The most popular distant learning technique among parents with children enrolled this academic year is learning through printed materials. This also takes into account learners in remote loca-

tions who do not have access to the internet for online learning. The teacher is responsible for keeping track of the students’ progress. The learners may ask assistance from the teacher via e-mail, telephone, text message/instant messaging among others. The usage of modules fosters self-directed learning. One of the advantages of employing modules for instructions is that pupils develop greater self-study or learning skills. Students actively participate in understanding the concepts provided in the module. They gain a sense of accountability for completing the module’s task. The students’ progress on their own with little or no help from others. They are learning how to learn and are becoming more self-assured.

The global COVID-19 pandemic has wreaked havoc on everyday living, which was already challenging in many countries. The impact of shuttered schools and children kept at home with little or no access to learning has been catastrophic for schools, students, and parents. The crisis and its aftermath have exposed flaws in educational systems while also providing opportunity to reform school education into a more resilient and stronger paradigm. This isn't the first epidemic to hit countries and schools, and it won't be the last. Climate change, technology upheavals, and international connectedness are all increasing the likelihood of such disasters. Teachers encounter challenges in the existing educational system. Teaching the learners is one of these issues, as it is difficult for teachers to reach out to all of the students at home, even when the teachers use various kinds of communication. Because the learners are at

home while learning the lessons, it is difficult for them to build the abilities of the learners. Challenges are an unavoidable aspect of life. Individuals must address these challenges if they are to recognize themselves as living spices. Furthermore, students must have a good attitude in their lives in order to cope with the challenges they confront in carrying out their daily activities at school. The situation might either be a difficulty or an opportunity. When a scenario is viewed as a problem in an organization, it is referred to as a challenge. This is typically the issue that teachers try to solve in order to make things simpler, but it is a fact of life that everyone must face as they progress.

Lacson: Easing of Curfew, Transportation Restrictions to Benefit Ailing Economy THE easing of curfew and transportation restrictions will benefit the Philippine economy which has received quite a beating from the effects of the pandemic, Sen. Panfilo “Ping” Lacson said Thursday. But while Lacson supported the moves that would enhance business activities and strengthen the economy, he reminded authorities to maintain containment strategies to prevent the virus from spreading. “Sinusuportahan namin ang move na magbukas ng ekonomiya, para sa ganoon medyo sumigla ang ating business activities. Huwag lang kalimutan ang containment strategy na nakasanayan natin (I support the moves leading to the reopening of the economy, to revive our business activities. But our authorities must sustain the containment strategies in place),” he said at the first LACSON-SOTTO media forum. “As far as I’m concerned,

it’s about time mag-open up tayo, pag-lift ng curfew at pagtaas ng capacity ng passenger buses, tama ang move na yan (As far as I’m concerned, it’s about time we opened the economy by lifting curfews and increasing the capacities for passenger buses),” he added. Lacson is running for President under Partido Reporma while Senate President Vicente “Tito” Sotto III is running for Vice President under the Nationalist People’s Coalition. On the other hand, Lacson said it is equally important that the government continue its testing, tracing, treatment and vaccination efforts. He said it is important that local government officials roll out vaccines soonest as some of them have voiced fears that the vaccines they got may expire in one to three months. “Importante ang rollout kasi masasayang (It is important to ensure an efficient rollout of the vaccines so we don’t waste them),” he said.

Secretary Dominguez said the Philippines has a unique opportunity in Mindanao to pilot the ETM project as the government is in the process of rehabilitating the Agus-Pulangi hydropower plants to improve their generating capacity. As the Agus-Pulangi power plant complex composed of seven hydropower plants maximizes its generating capacity, the government can proceed with its plan to gradually acquire coal-fired power plants in Mindanao and repurpose them through the ETM facility. Based on data from the Philippines’ Power Sector Assets and Liabilities Management Corp. (PSALM), the Agus-Pulangi rehabilitation project would enable the seven power plants in the hydropower complex to maximize their generation capacity to a combined 1001 megawatts (MW), which is more than enough to cover the 232 MW capacity of the Mindanao Coal-Fired Power Plant that can be retired earlier in the area. The oversupply of power in Mindanao resulting in stranded coal assets makes it timely to repurpose mature (more than 15 years old) coal

power plants to renewable energy source option. Secretary Dominguez said during the launch of the ETM facility that the shift from coal-dependent to renewable energy (RE) sources “requires an effective financing framework to be even imaginable,” which is why the Philippine government has partnered with the ADB and some private sector partners in developing the ETM-supported project for the country. ADB has proceeded to the feasibility study stage of the ETM-backed project for the Philippines to look more closely into the financial aspect of the project and estimate the value of the significant share of the coal fleet that could be retired early. PSALM said in a report to Secretary Dominguez that “while the Feasibility Study will take about 2 years to complete, the aim is to have first a closing on the pilot fund by the end of 2022.” The Finance Secretary is Chairman-designate of the Philippines’ Climate Change Commission (CCC) and Chairman of the PSALM Board. Secretary Dominguez said he expects the ETMsupported initiative to generate new jobs as investors—which include multilateral banks, international private-sector institutional investors, and long-term investors--bring in the funds needed to implement the project. “A clean energy transition in the Philippines will attract investments in renewable energy, create jobs locally, and promote national growth,” Secretary Dominguez said. He said the project “will help us accelerate the retirement of coal plants in the country by at least 10 to 15 years on average through innovative financing mechanisms. It is intended to boost the growth of renewable energy using an equitable, scalable and market-based approach.” Coal accounts for 54 percent of the Philippines’ energy mix, which makes it the largest source of greenhouse gas (GHG) emissions in the Philippines. In 2019, coal accounted for 48 percent of the carbon dioxide emissions in the country. AHWEEL Al Rajh, the remittance arm of Saudi Arabia’s Al Rajhi Bank and a long-time partner of BDO Remit, recently opened its first digital remittance center to serve the round-theclock banking needs of its clients, including the overseas Filipinos.

Unlike other remittance centers in the kingdom, Tahweel Al Rajhi’s digital remittance center—dubbed as Tahweel Villagio—is operational 24/7. It also provides clients access to all digital channels like ATMs (both for withdrawals and cash deposits), kiosk machines with Point-of-Sale

terminals, smart phones and laptops, and is installed with LEDs that play how-to guides to assist customers on how to use the aforementioned channels. The opening of the digital remittance center also paved the way for the launch of Tahweel’s Instant Remittance service.

The Philippines and New Zealand will continue to explore cooperation on geothermal energy. This as Department of Energy (DOE) Secretary Alfonso Cusi and New Zealand Ambassador to the Philippines Pe t e r Ke l l s i g n e d t h e Second Amendment to the Arrangement on Geothermal Energ y Cooperation between the two countries on Friday. Cusi said this renewed interest for cooperation is aligned with the country’s push for indigenous energy as a power source. “ We w e l c o m e t h e formalization of the Second Amendment to the Arrangement on Geothermal Energ y Cooperation which comes at su ch an opp or tu ne time, considering that one of our primar y goals is to revitalize the state of geothermal energ y development and ut i l i zat i on i n t he Philippines,” he added.
