Births in R10 decline during pandemic By MARK FRANCISCO

BIRTHS in Northern Mindanao decreased during the pandemic, contrary to projections. During the weekly Meet the Press at the Cagayan de Oro Press Club last Wednesday, Commission on Population and Devel-

opment (POPCOM) 10 director Neil Aldrin Omega said that human births in the region in 2020 totaled only 83,000 as compared to the 2019 figure of 91,000 or a difference of around more than 7,000. It can be recalled that during the onslaught of

the pandemic last year, government officials feared that stay at home orders would spur a deluge of unplanned pregnancies accentuated by lack of face to face delivery of family planning services. Instead the opposite occurred.

“Tungod nuon sa pagkadehado sa atong ekonomiya, couples have decided nga dili lang sa manganak as we wade through the pandemic. So I think that contributed sa decline g’yud sa nangaburos ug nanganak adtong miaging tuig,” Omega said.

Already, the government’s intensified family planning services for women and couples have contributed to the reduction of poverty here. For instance, poverty incidence among families in Bukidnon drastically dropped to more than half

from 47 percent in 2015 to 22.2 percent in 2018. With many couples able to prevent unplanned pregnancies, they are also able to provide for the need of their children and increase savings for other investments, Popcom said in an earlier statement.

MANILA – A lone bettor from Misamis Oriental became an instant millionaire after winning the PHP8.24 million jackpot of the Lotto 6/42 on Saturday night. In an advisory on Sunday, the Philippine Charity Sweepstakes Office (PCSO) said the lucky bettor guessed the winning combination of 24-27-29-08-22-04 with a jackpot of PHP8,244,527. The ticket was purchased in Cagayan De Oro City, Misamis Oriental. To claim the check, the bettor must proceed to PCSO’s main office in Mandaluyong City and present the winning ticket and two ID cards. A total of 60 other bettors who guessed five out of the six two-digit winning combinations won PHP24,000 each, the PCSO said.

ILIGAN CITY -- To look further into the current situation of the Marawi siege hostage survivors, the Duyog Marawi in partnership with the Office of the Presidential Adviser on the Peace Process (OPAPP) hosted another psychosocial support session under its Holistic Integrated Liberation Of Marawi (HILOM) Program. The session ran for five days beginning November 3 until November 5 covering 50 participants, all from the Iligan cluster. Duyog Marawi Executive Director Bro. IP rep says justice served following Ka Oris’ death IMPASUGONG, Bukidnon – Justice has been served after the death of Jorge “Ka Oris” Madlos, commander and spokesperson of the National Operations Command (NOC) of the New People’s Army (NPA), in the hinterlands of Sitio Gabunan, Impasugong, Bukidnon on Oct. 30. This, according to Datu Renato Sumbongan, the Indigenous Peoples Mandatory Representative (IPMR) of Malaybalay City, Bukdinon, in a news release of the Army’s 8th Infantry Battalion (8IB) on Sunday. “Sa pagpanguna ni Ka Oris sa una, ang mga lumad (IP) nailad nga mokuyog kanila, duna pay namatay apil nga tribal leaders nga matud pa dunay kalapasan kanila ug naa usab mga equipment nga ilang gipang sunog. Isip IPMR sa syudad sa Malaybalay nagatuo ako nga nakab-ot na namo ang hustisya sa iyang kamatayon (Headed by Ka Oris before, the IPs were deceived to join them, there were tribal leaders killed because of alleged violations against them, and there were many equipment burned. I believe that we have already received justice after his death),” Sumbongan said. For decades, the 74-yearold Madlos led terroristic activities, especially in Mindanao, and was recorded as the most wanted NPA commander in the country. He faced multiple criminal cases such as robbery with double homicide, damage to properties, murder,

and frustrated murder that involved countless innocent civilians, including indigenous peoples (IP) members, Citizen Armed Force Geographical Unit Active Auxiliary (CAA) members, and soldiers. Lt. Col. Edgardo Talaroc Jr., 8IB commander, said IP members, soldiers, and the CAA have long been waiting for justice. “Now, t he y already achieved it,” he said as he called on the remaining communist terrorist groups to return to the fold of the law. “We will be relentless in our operation in order for us to attain long-lasting peace and development. It will be better for you to benefit from the Enhanced Comprehensive Local Integration Program for your new life with your family,” Talaroc added, referring to the program that grants financial assistance to former rebels. Madlos, also a member of the Communist Party of the Philippines (CPP) Central Committee and spokesperson of the National Democratic Front (NDF)–Mindanao, was killed with a rebel medic and communications officer Eighfel Dela Peña alias Pika/ Maui in an encounter with the combined troops of the 8IB, 1st Special Forces Battalion, and 88th IB under the 403rd Infantry Brigade. MSU-LNAC agri extension services get support from DA NorMin CAGAYAN DE ORO CITY– The Mindanao State University - Lanao del Norte Agricultural College (MSU-LNAC) in Sultan Naga Dimaporo, Lanao del Norte received 70 packets of assorted vegetable seeds from the Department of Agriculture Region 10 on Thursday, November 4. Comprising the assorted vegetable seeds are 20 packets each of garden salad (lettuce, tomato, cucumber), Chopsuey (pechay, radish, carrots, cauliflower), Sinigang (kangkong, pole sitao, radish, okra, tomato); and 10 packets of Pinakbet

(eggplant, okra, ampalaya, pole sitao, squash) seed variants which will be used for the school’s “Bahay Kubo” project. MSU-LNAC Head Dr. Indihra B. DimaporoTawantawan, said that each school department will be provided with the seeds to vie for the school’s best garden competition. DA-10 Regional Executive Director Carlene C. Collado emphasized that DA’s Plant Plant Plant Program, thru its High-Value Crops Development Program, continuously support the different sectors’ urban

gardening programs to scale up the region’s food sufficiency level amid the pandemic. Earlier this year, they received a goat multiplier farm worth P5 million through DA-10’s Livestock Program. “DA-10’s agri-interventions has been instrumental in improving research and instruction, and extension services that primarily aim to provide farming knowledge and skills to the Muslims and other cultural minorities in order to cope with the national standard,” shared Dr. Tawantawan.# (EMBentulan)

Dreaming of quality education

When education systems collapse, peace, prosperous and productive societies cannot be sustained (Executive Summary by the UN, page: 3, August 2020)

DURING last week, we heard our neighboring country, Singapore, having their exceeding pandemic. While driving a car from the office to the way home, on Friday last week, the Radio SS Surabaya in the car was reporting the Covid pandemic in Singapore. It was reported to have reached its highest pandemic. And, today, it is spreading in Europe. It was reported by France News Wire (November 5). The number of new daily cases is reported to rise with a total of about 250,000 cases. Deaths are also on the rise

too, with 3,600 registered daily across the continent in Europe. The BBC.Com, also reported (November 5), which as in Germany, recorded more than 37,000 daily Covid cases on Friday last week. Yet, the economic conditions in the countries throughout the world have not yet recovered. The world countries’ economic conditions have dropped into a critical condition. The most serious one is in the developing countries, where they have low human development. This can lead to other aspects such as social and very specifically education sector in all levels throughout the developing countries. When education systems collapse, peaceful, prosperous, and productive societ-

ies cannot be sustained. Therefore, education is the key to any society to survive. The nations around the world are unable to live sustainably. The most miserable ones are the countries with very low support of technology. Education and technology are like the two sides of a coin. When one is technology is absent, education will be dragged into the lower quality output. The end result is to make the countries with their nations without any productivity. The ultimate condition—as stated in the UN executive See EDUCATION, page 11

Kim’s Dream Atty. Maning Ravanera: Happy Birthday

Oozing with Courage out of Love for Environment

HE had almost leaped to the Great Beyond that fateful day of November 26, 2010 after suffering from hemorrhagic stroke, so severe that the attending physician had given him a slim chance to live. But as always, Atty. Manuel “Maning” R. Ravanera, did remain his true self, an intrepid warrior, when facing great adversities and even, in that most critical time, when battling death itself. Watching him bravely fighting for dear life at the Intensive Care Unit in the CUMC, with a face so full of life and courage, I knew then that just like in so many court “battles” that he fought championing the cause of the environment

or in defending the poor, the downtrodden and the oppressed, this time, not even death can prevail over his strong will to live. Together, we have faced life-threatening activities during the past decades when we were taking direct actions to protect the remaining dipterocarp forests in the uplands of Cagayan de Oro, Bukidnon and Lanao, which were then wantonly being decimated by highlyarmed illegal loggers. I remember that when we staged the first human barricade to stop the flow of illegally cut logs in 1991 with some 300 lumads, farmers and fisherfolk in the highway fronting SEARSOLIN in upper Carmen, the high-

Maning in his residence at Carmen, this city, brandishing their “starlight” high powered guns but never had they been successful in stopping my brother to continue his legal battle against them. Have my say

Making the difference

Our globe and its population bear innumerable strange facts. Following many people’s opinion, this world shows mostly worried characteristics and symptoms nowadays. No wonder. Just try to consume and digest today’s headlines and news from all around the globe. The stranger whom we meet for the first time during a business meeting, for example, maybe an uncommon, odd and extraordinary guy. He may be someone from a foreign country, who speaks another language and whose skin is of another color. He may be a migrant, a restless hiker or the expatriate in our neighbourhood. The foreigner beside you and me can become a

provocation or a challenge. Strangeness can become exoticism. Maybe that’s why my family and I decided to move to the Philippines. On the other hand - going abroad can open other and even better horizons. We must not feel as “a stranger in paradise”. By the way, I never did since I have been touring around the globe many times. The pandemic with its ups and downs thwarted the bill. However, a migrant bears a juxtaposition of optimism (even calculated optimism!), confused feelings, nostalgia, and homesickness. Yes guys, during the first two years of my expat’s life in the Philippines, the round trip ticket was always in my mind, because no one among us can escape his

native roots. But, I am really a lucky guy. I experienced an amazing tolerance in the Philippines. A real practicing tolerance. Already, during my first business meetings, I met supportive, forbearing and broad minded people. A wonderful mix of different cultures without giving up their own identity... . Every new challenge in a strange country means a change. Changes in life are necessary and important. Let’s alter or make a difference; let’s put one thing for See DIFFERENCE, page 11

SECRETARY ANDANAR: PH WINNING VS. PROLIFERATION OF ILLEGAL DRUGS MANILA - Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Tuesday said that the country is winning in terms of addressing the drug menace and proliferation of drugrelated crimes. In an interview, Secretary Andanar reiterated the government’s report where around 1.2 million drug surrenderers underwent rehabilitation programs and more than P15 billion worth of shabu and another P16 billion worth of dangerous drugs were seized by the

authority in the past years. The said amount does not include the successful crackdown and surveillance operations done this year. Recently, the Bureau of Customs (BOC) seized about PHP8.6 million worth of party drugs concealed in three shipments in Pasay City. An investigation is also underway to determine the source of the PHP5.3 million worth of cocaine seized in Tawi-Tawi last week. “Malaki talaga ang naging epekto nitong kampanya natin laban sa iligal na droga, lalo na sa pag-

sugpo ng drug cartels. Dati, marami sila dito sa bansa pero ngayon, nabawasan ang kanilang network,” he said. From July 1, 2016 to the present, more than P40 billion worth of illegal drugs, controlled precursors, and essential chemicals have been destroyed, according to the Philippine Drug Enforcement Agency (PDEA). Secretary Andanar noted that the campaign against drugs is part of the initiative to push for safer streets and uplift the well-being of See WINNING, page 7

EX-PS-DBM OIC LAO VIOLATED ANTI-GRAFT LAW WITH HUGE PHARMALLY CONTRACTS

LLOYD Christopher Lao, ex-OIC of the Department of Budget and Management Procurement Service (PSDBM), violated the AntiGraft Law by giving Pharmally Pharmaceuticals Corp. huge contracts way beyond its Net Financial Contracting Capacity (NFCC), Sen. Panfilo M. Lacson bared Thursday. At the Senate Blue Ribbon hearing on irregularities involving the procurement of medical supplies to deal with the Covid pandemic, Lacson said Pharmally had a net working capital of P599,450 and could only be given a maximum contract of P5.994 million. Yet, Pharmally bagged its first contract amounting to P13.86 million - more than twice the maximum - and even got a second contract amounting to P54 million, all within the same year, Lacson said, citing documents so far obtained during the hearing. “Bakit una pa lang na delivery, nasa P13 milyon agad mahigit? May violation agad dito (Why is it that in its first delivery, it already raked in more than P13 million? Here we can immediately see the violation),” Lacson said. “They have no financial capability pero pinapasok nila (Pharmally had no financial

not have gotten a contract exceeding P5.9 million),” Lacson said. Yet Pharmally, despite its lack of financial capacity, was awarded some P11.11 billion in contracts from the government, Lacson said. “Hindi dapat bigyan ng kontrata na higit sa 10 times ng net working capital. Lumampas sila. Nasundan pa ito ng katakot-takot na delivery (Pharmally should not have been given a contract that is more than 10 times its net working capital. Yet it got hefty deliveries),” he said.

capability but got these huge contracts),” he added. He told Senate Blue Ribbon panel chairman Richard Gordon that he may include in his preliminary committee report this “clear violation” of the Anti-Graft Law, where the administrative requirement was not followed. Lacson pointed out that Lao exceeded his authority or did not follow the provisions of the Procurement Law. “Mag-agree kayo sa akin, in-exceed ni Lao ang kanyang authority o hindi sinunod ang alituntunin sa Procurement Law, na times 10 lang ng maximum sa net working capital (You will agree

with me that Lao exceeded his authority or did not follow the Procurement Law’s provision on the net working capital),” he said. Lacson noted the NFCC is part of the eligibility documents of bidders under the Government Procurement Policy Board (GPPB) Resolution 16-2020. Citing Pharmally’s Statement of Financial Position, Lacson noted Pharmally in 2019 had a net working capital of P599,450, and an NFCC of P5,994,500. “Dapat maximum na makuhang kontrata ng Pharmally, hindi lalampas ng P5.9 milyon (Pharmally should

Teachers are known as flexible and resilient in different circumstances. During the outbreak of coronavirus pandemic, teachers must adapt their teaching strategies, techniques, and methods for classroom set-up to different modalities either Modular Distance Learning (MDL), Online Distance Learning (ODL) and TV/Radio-Based Instruction as introduced by the Department of Education. There are countless stories of teachers and various chapters to consider when it comes to teaching and learning math. Math teachers in a face-to-face set-up, find their subject easy to teach but difficult to learn (Sala-

dino, 2020). It is a universal truth that mathematics is the most difficult subject. Most students taking the subject need immediate tutorial and remediation. Teaching Mathematics with the new deviations brought by pandemic becomes tougher and challenging, teachers began to identify the most essential learning competencies and topics to provide the learners. Without on-site classes, teachers find more difficulties to cater the needs of the learners, just imagine a lesson in Geometry discussed over a radio, it is very impossible for the learners to illustrate the figure because they cannot touch nor

see anything. To understand the process systematically, a step-by-step solution of a mathematical problem in the learner’s module is not enough. Students tend to leave random parts of the activities since there is no one to explain to them, thus leaving some students with incomplete mastery of the basic mathematical facts. This situation, creates questions for most Mathematics teachers to “What are the effects of the pandemic in Mathematics education?” As it is the thrust to highlight principles of teaching mathematics towards critical mathematics teaching in times of the pandemic.

BANGKO Sentral ng Pilipinas’ (BSP) data reveals that the number of Basic Deposit Accounts (BDAs) in Q12021 increased by 51 percent to 7.0 million from 4.6 million in Q12020. This can be attributed to BSP’s call for banks to promote use of the BDA to foster financial inclusion. To date, 132 banks offer BDAs, with total deposits amounting to Php 4.8 billion in Q12021. This marks an increase from the 121 banks with total BDA deposits of Php 4.0 billion in Q12020. The BSP introduced the BDA Framework in 2018 to encourage more Filipinos to open bank accounts. “Account ownership enables Filipinos to conduct financial transactions in a safe, convenient, and affordable manner. It is also a gateway to financial products and services like savings, loans, investments, and insurance.” BSP Governor Benjamin E. Diokno said. The BDA is a low-cost, no-frills account that features an initial deposit requirement capped at Php 100 and simplified identification requirements to open an account. It has no maintaining balance and dormancy charges. According to the 2019 BSP Financial Inclusion Survey (FIS), only 29 percent or approximately 20.9 million adults have bank accounts. THE Philippines’ digital adoption journey has paved the way for more prevalent use of the internet, but along with its advancement is also the risk of abuse. An example of this is fake news, an issue that the country has been battling with for several years. Among the difficult topics that are prone to fake news is the ongoing vaccination efforts of the national government. Fake news triggered hesitancy among a number of Filipinos and caused confusion to many regarding available vaccines in the country. Some of the most alarming false claims being circulated are: - Microchips are inserted into those vaccinated by COVID-19, making them susceptible to 24/7 tracking - COVID-19 vaccines contain COVID-19 virus - COVID-19 vaccines will cause health hazards These false claims are spread quickly through social media and other digital channels. Without discernment, the public can become easily scared to get vaccinated due to its supposed ill effects. Ph welcomes lifting of restrictions on EPS workers LABOR Secretary Silvestre Bello III has directed the Philippine Overseas Employment Administration to commence processing the deployment of workers to South Korea following the announced lifting of restrictions on the entry of foreign workers there. Saying the Philippines welcomed Korea’s decision, Bello added, “This

is a very good news not only to our EPS workers and their families, but also to the Korean employers who have been waiting for our workers to return.” On Friday, Korea’s Ministry of Employment and Labor (MOEL) announced that it will allow the entry of workers under its entry permit system (EPS) from all sending

countries, including the Philippines before the end of this month. Bello said that the lifting of restriction for EPS workers is a much-awaited development for thousands of EPS workers who have been waiting for their deployment since last year. According to MOEL, the entry of EPS workers will be subject to pre-entry

measures such as full vaccination and negative PCR test results, and post-entry measures such as mandatory quarantine and PCR testing. The Korean Embassy in the Philippines said that it is awaiting guidelines from the South Korean government on the issuance of E9 visas to Filipino EPS workers following

the announcement from MOEL. Bello directed the POEA to immediately meet with the HRDK EPS Center in the Philippines to flesh out the requirements and procedures for the safe and orderly entry and re-entry of EPS workers to Korea, in coordination with the Philippine Overseas Labor Office (POLO) in the Phil-

According to Asec. Arcena, these recognitions are the collective results of the PCOO’s commitment in service to the Filipino public. “The nominations at the 26th Asian Television Awards are the outcome of our team’s collective efforts, dedication, hard work, and commitment to public service for the Filipino people,” Asec. I have also witnessed the cruelty of the group I once served towards people who are not receptive to the communist agenda and those labeled as “traitors and enemies” of the revolution,” she said in a statement on Oct. 31. “Memories of violence are still vivid every time I reflect on what I had gone through for 11 years,” she added. Wanted Government forces are also hunting Madlos’ wife, Myrna Sulatre (alis Maria Malaya, Iyay, and Emang), the secretary and spokesperson of the NPA’s Northeastern Mindanao Regional Command. She has likewise been charged with multiple murder raps. Uy said the local government is aware that the public’s desire to go malling with their children “has been rekindled” but he implored the public not to forget that the virus that causes Covid-19 is still around. “That CDO is under Alert Level 2 does not mean that the virus has also ceased to lurk around us and cause health and medical problems, or even worse, death. An exception is when minors by themselves could already avail of essentials, e.g., eat or seek medical help in clinics inside malls, but they must be accompanied by their parents and have to leave the mall immediately thereafter,” he said. Since the lowered Alert Level was handed down, Mayor Oscar Moreno shortened the curfew hours, from 9 p.m. to 5 a.m. to 11 p.m. to 4 a.m. Moreno said the calibrated relaxation of quarantine rules is geared toward allowing more people to work and more businesses to open and operate in order to earn income. “But if our activities don’t involve essential activities like working and earning income, let’s not go outside. CDO still has 524 active Covid-19 cases as of Nov. 4 while 18,888 have recovered out of the total 20.251 infected. (PNA)

accounts. The survey respondents indicated that the top three considerations when opening an account include the initial deposit, interest rate, and maintaining balance. Next to not having enough money, the 2019 FIS revealed that the second top reason for not owning an account is the perceived lack of need. To address the issue, the BSP, in collaboration with different sectors, has been continuously building compelling use cases of transaction accounts. These include the use of an account for receipt of wages, benefits and financial assistance from the government, fund transfers, and day-to-day payment transactions. Another major reason for remaining unbanked is the lack of a valid identification document, an issue that the Philippine Identification System (PhilSys) seeks to address. To optimize the PhilSys registration mobilization, the Land Bank of the Philippines has partnered with the Philippine Statistics Authority to enable unbanked PhilSys registrants to open an account at registration centers. To date, 5.9 million previously unbanked Filipinos have opened an account under this arrangement.

Pupils’ Engagement on Computer - Based Learning By MARIE JUNE G. ESPINOSA, Teacher III Esperanza Elementary School Division of Lanao del Norte

PRE-class preparation has been a challenge for online teaching and learning. With online instruction, students begin learning foundational content independently before class using resources such as prerecorded videos and Zoom. To prepare for online class minus the adaptive learning software, students watched YouTube video lectures. With the addition of adaptive learning, students prepared for the class using adaptive lessons implemented in the Zoom platform. Unfortunately, prere-

corded videos and readings provide one size fits all nonpersonalized instruction before students must apply the content in the classroom. Adaptive learning software automatically monitors student progress throughout an online lesson and adjusts the instruction to the student’s needs based on his/ her performance within the software. Each student thus encounters an individualized learning pace and path which includes videos, textual instruction, graphics, simulations and assessments with

Applying 5S (Sort, Set in Order, Shine, Standardize and Sustain) in A Junior High School Classroom Setting JENNEFER A. FLORES Teacher III

The global Coronavirus (COVID-19) has shifted the way we live and affected the educational system we used to practice. Apart from the face-to-face classes we used to have, we are forced to adapt modular distance learning modality just to deliver quality education to the learners amidst the threat of the said virus. Establishing an effective and positive learning environment is a great attribute to the success of delivering quality education. Being a teacher, it is part of our job to have a classroom which reflects our commitment and standards, as well as the essence of a productive, safe and comfortable environment for the learners to receive knowledge, skills and values. 5S is a system for organizing spaces so work can be performed efficiently, effectively, and safely. Though it has long been known to be used in industrial setting,

the application of this tool is not limited to such and can be run down to fit the classroom setting. The 5S methodology helps improve classrooms through removing items that are no longer needed (sort), organizing the items to optimize efficiency and flow (Set In Order), cleaning the area in order to more easily identify problems (shine), implement coding and labeling to stay consistent with other areas (standardize) and developing behaviors that keep the workplace organized over the long term (sustain). This can be used as a guide to create an organized workplace that will benefit everybody. A clean and organized classroom will help everyone’s safety by reducing hazards, allergens in form of dirt and dusts, poor air quality, and fashion an aesthetically pleasing visual environment conducive for learning.

The theoretical framework surrounding adaptive learning focuses on the belief that long-term educational success and development starts with adapting instruction to individual student needs. However, the longer-term goal is for students to learn to adapt to instruction and become self-regulating. summary—will not make them prosperous and peaceful. Education then should be the focus today for its recovery. The UN organ—through UNESCO— can take action for making the education systems recover. The problem related to education is becoming more burdens after the pandemic. Yet, up to now, this pandemic is still coming up as it is now in Europe. When looking back before the pandemic, the world nations were facing formidable challenges for getting an education as a basic human right. As it is also listed in the UN executive summary August 2020, more than 250 million children were out of school. Also, about 800 million adults were illiterate. From that kind of condition, about 387 million children, or 56 percent of primary-schoolage children lack basic reading skills. Yet, literacy is the key to understanding among others as human beings. This lacking condition will inevitably lead to the absence of peace: world peace. Quality Education—as the sustainable development goal no 4 in the UN program—is daunting today. It needs urgent action by all the leaders of the nations throughout the world. The UN with its organ that is UNESCO has to take action fast. It is the whole nations’ expectation. It is the world’s public hope. It is the hope to see when Covid 19 pandemic comes to end. The schools, in general, may take action by a blended learning system. But, this system surely requires both funds and skills from the school policymakers and teachers. Without their preparedness for implementing the blended learning systems, their school and learning interaction may not reach quality education. Again, technology support and the education system are the two sides of a coin. Both of them should be undertaken by all the nations’ leaders throughout the world. By doing this effort, quality education, as a sustainable development goal, can be attained. The productivity of the nations will grow. World peace is also attained. And so is the societies’ prosperity because they are productive. We are all dreaming quality education as the sustainable development goal no 4 in the UN program among the 17 goals. emitting toxic air pollution in Tablon that was causing deaths and diseases among the residents. Exposed to the excruciating heat of the sun for more than five hours, the people were barred from entering DENR’s compound, so Atty. Maning opened the closed gate suddenly prompted the security guard to fire his gun. Undaunted, Atty. Maning dared the guard to shoot him if such was the order of those whose sworn duty is to protect the environment, yet have miserably failed to do so. Indeed,

my brother was willing to give his life, right then and there, just to stop our accelerating drive towards ecological disasters. That daring action had allowed the people to present their issues against illegal logging, illegal fishing and industrial pollution with all the evidence necessary for legal action. Whether that office has all these years remained apathetic to the pitiful plight of our ecological people is by itself a Res Ipsa Loquitor. There was nothing more that would get the righteous ire of Atty. Maning than those of law enforcers whose sworn duties are to enforce the law to protect the people and the environment yet would blatantly neglect their duties to protect the interest of influential people or of the powerthat-be. He would dare to directly confront these law enforcers for their malfeasance, not minding their threatening acts of shooting him. The same portrait of courage that he had shown all these years for the rule of law to prevail, was the very same look that he portrayed while laying helplessly and almost in comatose at ICU for more than one week. “It’s all in the Hands of God now,” said our youngest sister, Dr. Marlene Ravanera Sinadjan who works as physician then in CUMC. Be that as it may, it was the family’s firm resolve and those of his friends including those in far-away lands and the thousands of those whose lives he had, at one time or another, touched, to pray, pray and pray without letup. Together, they have hounded the heaven with prayers. No less than His Eminence, Archbishop Antonio Ledesma, S.J., a friend of the family, came to pray and to administer the healing oil and so with a number of priests and Ulamas. Death has no match against his strong will to live and against the tremendous outpourings of prayers that hounded the heaven. Atty. Maning is until now recovering, still on wheel chair but still full of jokes to entertain those who come to visit him. What amazes me no end is when I go around the tribal communities of the Indigenous Peoples in Mindanao and after introducing myself as a Ravanera, the Lumad leaders would ask me, how am I related to Atty. Manuel Ravanera? I would ask them why they know my brother? They would joyfully remember Atty. Maning and would narrate on how he had lawyered for them – all for free. Wow I said, that’s my brother. Well, during those years that he was practicing law, he would tell me that out of ten clients, seven are free particularly the IPs, farmers and those coming from the marginalized sectors. I jokingly told him “kawawa naman ang tatlong nagbabayad na may kakayahan, doon siguro na ka charge,” and such joke would be followed by laughter. You want to know how Atty. Maning had helped the Indigenous Peoples in Valencia, Bukidnon regained their land which had been grabbed by a rich powerful family with the full armed support of Col. Alexander Noble’s Tagbagani Security Group? You can google it or find it in You Tube, entitled, “Chronicle of Land Redeemed!” That’s how great Atty. Maning is defying threats, oozing with courage out of love for the environment and the poor and the oppressed Indigenous

About 2,015 bettors got PHP800 each for getting four of the winning combinations while 25,356 bettors won PHP20 each for guessing three right combinations. The 6/42 Lotto is drawn every Tuesday, Thursday, and Saturday. This is the second time this month wherein a lone bettor bagged the jackpot prize of the state lottery’s games. During the draw on Thursday, a sole bettor from San Carlos City, Pangasinan bagged the PHP125 million jackpot prize of the Super Lotto 6/49. PCSO general manager Royina Garma urged the public to keep on patronizing the products of PCSO as a large chunk of its revenue goes to charity programs. particularly in health and life, and economic aspects. “This is updating where they are in terms of their healing [and] their livelihood because dalawa man iyong thrust ng HILOM, iyong recovery ng [the HILOM has two thrusts, the recovery of ] health and life, and their economic recovery. We will try to see how we can further help them bridge the gap between what the govern-

ment can provide and what they need,” he said. OPAPP Region 10 Area Manager James Alih Abdul affirmed that such an effort indeed commenced in 2017 when the office also initiated to closely collaborate with its partners, including the Duyog Marawi. “Tanan ang among support, pinaagi pud sa ila. Sila iyong parang organizer. Ang amoa, we support the psychosocial needs nila lalo na karon naabtan sa pandemic, talagang wala nakarecover… Hopefully, ang stong intervention diri, gusto nato tanawon [sila] hantud magabayan nato sila until makarecover,” he said. [All our support, they are through them. They are somewhat our organizer. Ours is we support their psychosocial needs especially now that it is pandemic, they have not really recovered… Hopefully, with the strong intervention here, we want to see [them] until we can guide them until they recover.] Barnido said the recent effort is the fifth major session as they have previously spearheaded four major sessions in addition to several special sessions. He further stated that every quarter during the first two years of the program, they have tried to reach out to the participants for minor sessions and have visited them for follow-up sessions. Barnido said since the inception of the initiative, they have seen the concern on how to enlist such survivors as beneficiaries of the government’s assistance which was primarily focused on internally displaced persons who are residents in Marawi City as he maintained that these people are also victims of the siege who were greatly impacted. Accordingly, the OPAPP offered to find means so that the government can help these potential beneficiaries as the Task Force Bangon Marawi conveyed it will do its best to find available sources to respond to the addressed needs. Currently, the hostage survivors are given the commitment and assurance to be guided in their ongoing internal liberation as the HILOM Program assumes that even if they were already rescued, the trauma remains. “We told them from the beginning that this is going to be a long journey that we are going to go through and the church pro-

vided us with help and resources. Because of that, we will remain committed until they will claim na [that] we do not need help anymore until they will feel okay,” said Barnido. Apart from the psychosocial support, the OPAPP also distributed 50 kilos of rice sacks to each participant in the event. (CRG/ PIA-Lanao del Norte)

pamilyang Pilipino. Hindi sapat ang pera para pambili ng gamot ng mga maysakit. Kulang ang kinikita ng mga magulang at anak dahil lahat naman tayo ay apektado ng pandemya,” Gutoc said. Gutoc is a seasoned peace advocate and crisis worker in Marawi City and the whole of Mindanao. A law to protect the rights of internally displaced persons is at the top of her priorities. The country currently has no law tailored to the needs and concerns of internally displaced persons. Draft bills have been pending in Congress for around a decade. Meanwhile, Sison is pushing for a federal government and a more transparent national budget. He underscored the need for senators to provide amendments on how to present what he dubs as a “democratized” national budget which would involve the public when it comes to scrutinizing government allocations. And lastly, education and health are the priorities of Balita. “Education is a great equalizer. Almost all of us dreamt to be a teacher. It is a sector that paved the way to all professions. We have to support it to the max,” he said. On the health frontier, Balita is batting for the government to attend to the needs of Filipino health workers to prevent them from leaving the country. Banking on his experience as a professional review center chain founder, Balita reminded the government to act immediately before the country runs out of medical professionals. “There should also be long term solutions for this - even legislative - because there has to be concrete action to prevent further crisis, not only nursing but in other professions as well,” he said.
