Three towns incumbents in AgSur face tough opponents By CHRIS PANGANIBAN Contributing Editor

SAN FRANCISCO, Agusan del Sur—While candidates under Rep. Adolph Edward Plaza were uncontested in the provincial level, three towns in this province are having a hotly-contested race in next year’s election.

Jade has allied with Bag-ao in 2013 with her as gubernatorial candidate and the governor as representative. Jade lost to her mother Glenda by a slim 600 votes but Bagao handily won against Gwendolyn, Jade’s sister. For the sake of recon-

The late Ruben Ecleo Sr entered the political scene in 1967, when Dinagat was just a town of Surigao del Norte. Whistle blower in CDO’s grenade fiasco, “a hoax” By CRIS DIAZ Executive Editor

CAGAYAN DE ORO CITY: The alleged whistle blower about the failed grenade throwing on the lawmaker’s residence here two weeks ago could be a “hoax,” the police said Monday. An unidentified woman called up a local radio station here, claiming that her husband lobbed the grenade unto the ancestral house of Deputy House Speaker Rufus Rodriguez in Nazareth, Cagayan de Oro City. Maj. Ivan Viñas, the spokesperson of the Cagay-

an De Oro City Police Office, said that despite several calls and invitation to coordinate with the police, the woman failed to contact the law enforcers. Viñas said that the testimony of the woman was necessary for the police investigators to identify the mastermind and establish the motive of the grenade throwing. The grenade, an MK2 type, thrown into the backyard of the ancestral residence of the Rodriguezes, turned out to be a dud. See BLOWER, page 8

The political season begins

THE political theater opens this season with dozens of aspirants enlisting for a tryout. Who would get the largest number of fans and supporters depend on the acting prowess of the actors cum candidates. This early, however, most candidates are showing potential as theatrical clowns, minus the exaggerated make ups and costumes. For instance, there is this onion-skinned candidate who thinks he could win the political fracas after claiming to be deserving while the neighbors are asserting otherwise. How could this fellow wins when he could not even

win as classroom President during his school days? He also brags his college day credentials as an intellectual in a desperate bid to be appreciated as an intelligent Homo sapiens. Wait. Did we heard President Rodrigo Duterte’s latest directive? “Don’t elect intelligent candidates come May 2022 elections.” Following President Duterte’s tirade against intellectualism, will a candidate professing to be intelligent drops the claim? Perhaps, Duterte despises the intellectuals running for public office because of their cunning ability to get away with graft charges. There is also this notion that the intellectually

corrupt public servants are adept in double talks and acts contrary to what they say both in private and in public. Anyway, with the raising of the political curtains, the audience will have a closer look at the cretins who submitted themselves for auditions and public scrutiny. In the meantime, let us welcome the candidates vying for public acclaim either as hollow-minded or intellectual pretenders. The Cynosure will have more of them in days to come. Hang on..

Kim’s Dream

Chito Gascon: A Tribute to a Human Rights Icon I am giving this tribute to a friend, a fallen human rights icon whom I would describe as sui generis. His legacy will remain forever in the heart of every Filipino as he advocated and fought for social transformation anchored on the universal principle of human rights. I’ve known of Chito Gascon when he was the President of the Student Council of the University of the Philippines prior

to being chosen as one of the framers of the 1987 Constitution. I had accompanied him during his sorties around Mindanao when he was campaigning for the approval of the draft Constitution before the referendum. It was Chito Gascon who underscored to me the essence of social justice that must be advanced in all phases of the Filipino life as provided for in the

highest law of the land. Such was the reason for being of cooperativism that has been provided for in Chapter 15, Article 12 of the Constitution, “that the State shall promote cooperativism as instrument of social justice, equity and economic development.”

Have my say

Paper still matters?

THE frequent whirring of printers in offices - despite the Internet, Microsoft Word, social media (I love Facebook, LinkedIn and Twitter), scanners, smart phones applications and many much more - attest to that. I was very old fashioned in many things. While still typing on an old manual typewriter, my former colleagues in different publishing houses already used electric units. I loved my antique typewriter. I love it till today. Yes, it’s still here at my office in Davao City. I can’t use it anymore, because no more ribbons are available in the Philippines. It’s fine for me. My electric typewriter is also here. Just beside the manual unit. Those were the days, my love... It has been sometimes at the end of the 1990’s. I worked in an international publishing house in Berlin with branches in Amsterdam and New York. I still used one of those wonderful electric typewriters - and tried to avoid a personal computer. During that time, I needed to hold paper in my hands. Paper, says the productivity

expert David Allen, is “in your face”. I strongly agree with David. He said, “Its physical presence can be a goal to completing tasks, whereas computer files can easily be hidden and thus forgotten. I am also returning to paper planners for this very reason. Smile ... . David Allen, the author of “Getting Things Done”, does much of his writing on a computer. So do I meanwhile. But, there are still times when writing with a fountain pen on a notepad. It allows “us” to get “our” heads in the right place. When I tried to learn more from David Allen, I really got surprised, that we have many things in common. Old fashioned or not? I don’t care. Here are some facts: Paper print outs serve an important function. For long texts, a print out can allow a reader to better understand relationships between sections and writings. Paper handouts are still a presence at meetings partly because they are useful for taking notes. Reading a long document on paper rather than on a computer screen helps people “better under-

stand the geography of the argument contained within, “said Richard H.R. Harper, a principal researcher for Microsoft in Cambridge/ England and co-author with Abigail J. Sellen of “The Myth of the Paperless Office,” published already in 2001. I also strongly agree with Sellen, saying that using more than one computer screen can be helpful for all this cognitive juggling. But when workers are going back and forth between points in a longer document, it can be more efficient to read on paper. How about “e-reading a book”? A novel, a drama, whatever? What do you prefer, my dear reader? You wanna know my opinion? I am sure, you can imagine. Yes guys, I still need a book in my hands for my leisure reading. I need to feel the book as well as I need to smell a fresh-printed See PAPER, page 11

Caltex, Seaoil, and Shell will also implement an increment of PHP1.45 per liter for kerosene. This is the second week that oil companies hiked fuel prices by more than PHP1 per liter. In the world market, prices of the commodity

have shown no sign of easing, with United States crude oil posting its highest price since 2014. Industry experts said the increasing number of the population getting vac-

cinated around the world is fueling economic recovery. On the other hand, oil producers maintain a gradual increase in output despite the surging demand. See SIGNS, page 11

LACSON : PROPER BUDGET, RIGHT PEOPLE, KEY TO IMPROVING PH COVID RESPONSE

AN improved COVID response is top on the list of presidential bet Senator Ping Lacson if he wins the 2022 elections. He says the solution lies in proper disbursement and distribution of funds as well as choosing the right key people. “Kasi nasa pandemya tayo tapos nakakarinig tayo ng misuse at abuse. Hindi maganda. Maraming namamatay, nagkakasakit, tapos makakarinig pa tayo ng hindi magandang paggamit ng budget para sa kalusugan,” he said. A member of the Senate Blue Ribbon Committee, Lacson is one of the most fearless senators investigating corruption cases and misuse of health funds. Among these are the overpricing of P841M worth of ambulances, the nontransparent procurement

of Sinovac vaccines, and the investigation into the controversial DOH deal with Pharmally Pharmaceutical Corporation. “Pre-pandemic or during the pandemic, it seems that buying expired medicines and overpricing have not stopped,” he said at a Senate hearing. Lacson has always been vocal in criticizing the leadership of Health Secretary Francisco Duque III. He says the secretary’s close relationship with President Rodrigo Duterte is the only reason he could not be removed from his position. If Lacson wins the presidential elections though, he promises to choose only the right people in key positions for the health department. “Dapat ilagay ang mga tamang tao sa trabaho. Kung mali ‘yung tao sa posisyon,

puro mali na agad ‘yung susunod.” Budget allocation for COVID response Through proper distribution and allotment of budget, Sen. Lacson has introduced several measures to aid pandemic response as well as protect health workers. He introduced as an amendment to Bayanihan I Law the entitlement of P1-million financial assistance in case of death and P100,000 and medical assistance to infected health workers. He also increased the DOH budget allotted for urban and rural areas by P1-Billion in 2020 and proposed an P8.6 Billion budget increase for the Health Facilities Enhancement Program. Education shouldn’t be

left behind, even in the midst of the pandemic. Lacson allotted P3.6 Billion for flexible learning options, to support and

Enactment of anti-nuisance candidates bill pushed

MANILA – Senator Sherwin ‘Win’ Gatchalian enjoins colleagues to consider the enactment of his bill seeking to institutionalize the grounds for declaration of nuisance political candidates and imposition of a fine for putting the election process in mockery or disrepute. Gatchalian said while the 1987 Constitution guarantees equal access to opportunities for public service, the Supreme Court resolution has clarified the view that running for public office is a privilege and not a right. “Isang pribilehiyo ang makapaglingkod sa bayan kaya’t dapat na siniseryoso ito ng sinuman na gustong magserbisyo sa publiko. (It is a privilege to serve

the people so anyone who wants to serve the public should take it seriously),” he said in a news release on Monday. “Hindi kailanman katanggap-tanggap ang mga gawain na ang intensyon ay halata namang makapanlito lamang o gawing katawa-

GASCON We extend our deepest condolences and sympathies to the family, loved ones, colleagues, and friends of Commission on Human Rights (CHR) Chairman Jose Luis Martin “Chito” C. Gascon for his untimely death. Chairman Chito’s social and human rights activism had been prolific and evident through and through, especially throughout the period of dictatorship in our country that had dimmed and shunned democracy, human rights, and the Filipino people’s freedom. May his legacy and contributions for the continued protection and promotion of our democratic foundations and that of our human rights live within the Filipino people. His death is a loss of a pillar and a symbol of democracy and human rights of our nation. Our thoughts and prayers are with his family, friends, loved ones, and colleagues at the CHR. During the filing of certificate of candidacy at the Sofitel Harbor Garden Tent in Pasay City from Oct. 1 to 8, presidential aspirant Daniel Magtira claimed to be the “husband” of Kris Aquino and was previously declared by the Commission

on Elections (Comelec) as a nuisance candidate. Laurencio Jun Yulaga, a self-proclaimed “international scientist” who claims to be a Harvard graduate and said that electrocution can cure Covid-19 also filed his COC for president. His running mate, Alexander Lague, said he owns an oil company and wants collected urine converted into perfume and fertilizer if he wins as vice president. While candidates who will eventually be declared as “nuisance” by the Comelec and may have achieved their objectives of gaining 15 minutes of fame, they, however, should be held liable for their act, Gatchalian said. MANILA – The Presidential Communications Operations Office is looking at achieving population protection by year-end, after marking a major breakthrough with the vaccination of 85 percent of personnel of PCOO and its attached agencies nationwide. “PCOO has made it a departmental goal to inoculate and vaccinate all of its government personnel and their families,” PCOO Secretary Martin Andanar said in a news release on Sunday. In June 2021, the PCOO management started the

vaccination drive of the general population of the agency together with their dependents with the valuable assistance of the National Vaccine Operations Center and the local government units of the City of Manila and Quezon City, and as well as local government units for the regional offices of PCOO units and agencies nationwide. “This is to ensure the unhampered delivery of information, communications, and government services to the Filipino public,” Andanar said. He also thanked PCOO Legal Affairs Assistant Secretary Omar Romero; PCOO Group vaccination coordinator, Administration and Finance Undersecretary Kris Ablan, and the heads of the PCOO attached agencies for making the PCOO Group’s vaccination drive possible and successful. Dr. Elin Anisha Lapal Guro, Director of the Mindanao State University (MSU) - Main Campus Library, said DOST-12 has given them motivation apart from the STARBOOKS. “More than the STARBOOKS that you are giving us, you have given us inspiration and a role model to follow in being civil servants. You bring us STARBOOKS but for us, you gave us the stars. Maraming salamat [Thank you],” she said upon receiving 35 STARBOOKS sets for the libraries of different colleges and departments of the MSUMain Campus. Dr. Anna Zenaida Unte Alonto, Marawi City Schools Division Superintendent, also conveyed how lucky her division is for the implemented project of the DOST-12 wherein she also got their share as part of the 258 kiosks apportioned for the city and Lanao del Sur schools. She recalled that such a project was advocated at the height of the siege a few years ago when all inter-agency members of Task Force Bangon Marawi (TFBM) were contemplating how to aid the displaced families, learners and teachers. With this, Alonto committed to back the bolstering of education in the city while appealing for continuous support from partners to sustain the learning of the students transitioning from transitory to permanent schools. “We pledge our commitment to alleviate more into higher quality the delivery of education in the City Schools

Division of Marawi. Kindly do not tire helping the City Schools Division of Marawi because until we transition our last child from the temporary learning school in Sagonsongan to our permanent regular Marawi schools in ground zero, our education is not normal and we still need help to pursue the continuity of education,” said Alonto. Meanwhile, Malawan called on the recipient institutions to keep their relationship with the DOST so that their projects may be effectively implemented. “We, therefore, need your utmost cooperation to fully operationalize the facilities that we have able to help others, especially these Starbooks,” he said. As enabler, BSP issued the Sustainable Finance Framework which emphasizes the pivotal roles of the board of directors and senior management in embedding ESG principles in all aspects of banks’ governance, risk management systems, business strategies and operations. As a mobilizer, the BSP leads financial institutions in carrying out environmentally and socially responsible business decisions and adopting green practices, including adopting green principles in their investment portfolios. Leading by example, the BSP has invested in the Green Bond Fund of the Bank for International Settlements as part of its sustainable investment strategy. Meanwhile, as a doer, the BSP adopted best practices for environmental preservation, greenhouse gas emissions reduction, and embedding ESG sustainability criteria in its own operations. Further, it created bank-wide technical working groups to conduct vulnerability assessment on the impact of climate change to the BSP and identify the areas of operation where ESG or green principles may be incorporated. “Understanding the ESG and climate risks will help banks to effectively manage such risks and to unlock the opportunities contributing to the scaling up of green or sustainable finance,” the Governor said.

Miguel Chanco both gave a 5.2-percent forecast. “Analysts from the private sectors appeared to have expected the worst as the median inflation rate is at 5 percent, slightly above the actual September 2021 inflation, based on the BusinessWorld poll,” the DOF said. According to the DOF, the country’s headline inflation slightly eased to 4.8 percent in September 2021 from 4.9 percent, which is within the 4.8 to 5.6 percent estimate of the Bangko Sentral ng Pilipinas (BSP). The Philippine Statistics Authority (PSA) said the easing of the overall inflation in September was mainly a result of the lower annual rate of increment in the transport index at 5.2 percent from 7.2 percent in the previous month. The annual uptick also slowed down in the following indices, which contributed to the slower pace in the overall inflation: food and non-alcoholic beverages (6.2 percent); furnishing, household equipment and routine maintenance of the house (2.4 percent); communication (0.2 percent); and education (0.9 percent), the PSA said. The latest figures now put the average inflation to 4.5 percent, above the BSP’s target range of 2 percent to 4 percent. “BSP Governor Benjamin Diokno stated that the inflation rate is expected to remain elevated in the coming months before it settles to target levels before the end of 2021,” the DOF said. Diokno said supply-side factors, such as weather disturbances, global oil prospects, and the African swine fever (ASF), continued to drive the inflation rate. (PR)

educated, dedicated and cost-efficient workforce with low turn-over or attrition rate. The young and dynamic population not only boost domestic consumption and local demand but also continues to use innovation as an engine of growth. In 2021, the Philippines placed 51st out of 131 countries in the global innovation index. The Philippines provides access to key markets through bilateral and regional free trade agreements with Japan, the European Free Trade Association, ASEAN and ASEAN’s FTA partners including China, Australia, New Zealand, India, South Korea and Japan. The Philippines is also a recipient of the generalized system of preferences representing tariff privileges with countries such as the US, Canada, the EU, UK, and Russia. The country is also accelerating discussions with India, currently not a member of the Regional Comprehensive Economic Partnership (RCEP), to commence negotiations on a preferential trade agreement. This presents vast opportunities to lay foundations for American businesses expansion and diversification plans into the region. The Philippines certainly fits the bill as the next complimentary investment destination since it provides preferential trade agreements with global strategic partners, being part of the support industries for global manufacturing. It is also becoming an emerging player in IC design, with a growing base of competitive IC design companies. The pandemic, likewise, led to the fast development of the Philippine medical devices industry. “There has been a trend in automation in the industry, we are not just labor anymore. Philippine companies have been investing in a lot of automated equipment. For Ionics, our strategy is always to keep with advanced manufacturing capabilities used for electronics manufacturing. Back in 2015, Ionics launched our Industry 4.0 strategy, so on top of automation, we also focused on connectivity and intelligence in the production line. We established a digital twin of the factory to ensure that we are always ahead in terms of manufacturing technology,” Mr. Jay Chavez, Ionics-EMS chief operating officer, shared during his presentation. As far as product capability, Chavez mentioned that a wide range of advanced products from different industries are being produced in the Philippines. With Ionics, they produce medical devices such as telehealth diagnostic products; dashboards, infotainment systems, security systems for automotive; backhoe equipment for 4G and now transitioning to 5G equipment; wireless fiber networking equipment; home automation

tion and focus on environment, social and governance are also added advantages in manufacturing in the Philippines. It is noteworthy to mention that the Philippines is not included in the USTR Special 301 watch list. The global supply chain scene has been strongly impacted by the Covid19 pandemic, and manufacturing firms are looking for alternative locations. The Philippines is a viable alternative location because Philippine companies are very flexible in providing services to customers, provides full transparency and visibility across the supply chain, and adheres seriously to qualified sources. There are other key advantages that companies

should consider the Philippines: English is widely spoken and it is the official business language, which facilitates communication and good commercial discussions, particularly when it is time sensitive and without need of interpreters or translators, hence, reducing the overall cost of doing business. The Philippines has advanced telecom and datacom infrastructure, owing to the large number of IT/Business Process Outsourcing sector; robust logistics industry, with the presence of global forwarders and courier services; duty free and “green lane” system in importation and exportation in the economic zones. CWS Party-List Officially Files COC for the 2022 Elections - Champions Welfare of Construction Workers CWS Party-List Officially Files COC for the 2022 Elections - Champions Welfare of Construction Workers | The nominees of the CWS Party-List or Construction Workers party-List have already filed their candidacies yesterday, October 5. It was led by well-known leaders in their respective professions in the Philippine construction industry, namely, Tirso Edwin Gardiola and Engr. Earel Benedicto Gardiola both of Mataas na Kahoy in Batangas, and Melanie Joy Momo-Guno of Tandag, Surigao Del Sur. Guno is the son of incumbent Congressman Romeo Momo who is the CWS Party-List representative. The Philippines adopted a party-list system in 1987, resulting in more people being represented in the national legislature. Ferdinand Marcos, the country’s last autocratic leader, is responsible for the constitution, which encourages nonviolent uprisings like People Power. Our country’s constitution mandates democratic party-list representation in the House of Representatives. The influence a political party has on our national government should not be underestimated. Partylist organizations exist to exercise their collective influence, and the constitution requires one-fifth of the House of Representa-

tives to come from various party-list groups. Some of the various organizations’ objectives and causes range from improving workplace conditions to helping impoverished Filipino families, and from empowering young people to caring for the elderly. Social media platforms have been the main information and communication source for the majority during the ongoing national campaign against Covid-19. There is a growing need among the general public, particularly the poor, for organizations and political figures they backed in the most recent election to provide assistance. There are reputable party-list groups like CWS Party-List, which stands for Construction Workers Solidarity Party List. In order to help and protect construction workers, the Construction Workers Solidarity Party List was

established to make sure that their employers and the government treat them fairly and address and respond to all of their constructionrelated concerns. A national command for

a severe lockdown resulted in hundreds of laborers and construction workers being stranded in barracks and building sites in 2020. As a result, lockdowns were imposed on the great majority of construction workers and laborers. Because our national government ordered everyone to stay in their homes or other places of abode, most of them were unable to return. Since the outbreak of the epidemic, local governments have only received a little amount of budget support due to financial constraints. One of the very promising songs he composed is entitled “Walang Imposible” interpreted by Virgie Dapz and it’s now gaining ground in the airwaves. The Barbers clan however has the upper hand in getting the support of most vote-rich mainland towns with 8 of 11 incumbent mayoralty and vice mayoralty bets under him but the Matugases had controlled the Siargao Island’s sitting local officials. The Matugases however took control of the province’s capital Surigao City with his nephew Ernesto Jr. is incumbent city mayor and Ernesto Jr.’s father Ernesto, younger brother of Francisco, is the vice mayor after completing three terms as mayor. They will be challenged by big time contractor Engr. Paul Dumlao as mayor and former city mayor lawyer Alfonso Casurra as vice mayor of the Barbers team. Gov. Matugas will be facing former governor Lyndon Barbers and church pastor Artemio Maquiso, an independent candidate and leader of Duterte Die-hard Supporters. Rep. Barbers of Surigao del Norte’s second district will be pitted against incumbent Surigao City Councilor lawyer Fernando Larong. In the first congressional district, Rep. Francisco Jose Matugas will square off with Rito Cubilan III of the Barbers team and lawyer Lanelyn Pangilinan of the People’s Reform Party. Vice Gov. Eddie Gokiangkee will face Liza Laparan of the Barbers team and Ambrosio Ruaya, an independent candidate. Political dynasties in the 11 mainland towns are more pronounced with incumbent candidates mostly under Barbers team. The re-electionists in these towns are either pairing as couples or siblings in the mayoralty and vice

mayoralty posts. Only three of these mainland towns are supporting the Matugases faction from the municipalities of Mainit, Malimono and Claver. The nine towns of Siargao Island are still under the control of the Matugases considering that former governor Sol Matugas hails from the popular global surfing town of General Luna where she is seeking a mayoralty post.

Diliman Campus; Bangkal in Makati; Guerilla Street in Marikina City; and Cagayan De Oro City were helped by CWS Party List during the peak of the pandemic’s lockdowns in the National Capital Region. Other than that, CWS Party List has helped numerous individuals and local governments all around the country. In the Philippines, construction workers, like all other types of employees, are among those who are both unemployed and underpaid. Also, he’s got the most challenging job in the world. Some of these workers spend terrible nights sleeping on the freezing concrete floors of their barracks, using nothing but cardboard boxes as blankets to help them cope with the cold and hardness of the surface. They also have no access to fans or televisions. In times of uncertainty, like the global epidemic, the most common sacrifice they must make is enduring homesickness from being separated from their loved ones. To receive meals,

they must be physically present at work, which takes time away from their family. Office workers don’t have to do either of these things. Known as the CWS Party List, the Construction Workers Solidarity Party List will strive harder to ensure the wellbeing of skilled construction workers in the Philippines, who have long been a marginalized group in society. CWS Part List has vowed to maintain DPWH Secretary Mark Villar’s “Build, Build, Build!” program so that the economic effects will be felt in the provinces for years to come.
