Abu Sayyaf member surrenders to government authorities By MDNN Tawi-tawi News Bureau

TAWI-TAWI – A 21-yearold member of the bandit Abu Sayyaf Group (ASG) operating in the province of Tawi-tawi has surrendered, the military reported on Tuesday. Colonel Romeo Racadio, Joint Task Force (JTF)-TawiTawi commander identified the surrenderee as Maja Misal, who is also known in his aliases as “Abu Madz” and “Abu Mitz.” Misal turned over his Carbine rifle with ammunition as he surrendered in

DAVAO CITY – Nabunturan town in Davao de Oro on Tuesday ordered the closure of all public and private cemeteries and memorial parks for visitors from October 29 to November 4. Mayor Chelita Amatong signed Executive Order (EO) No. 49, saying residents should follow the schedule of visitation, the use of the StaySafe App, and the Undas Pass in visiting the public cemetery to fully implement social distancing. The EO added that the Nabunturan Covid-19 Crisis Team has foreseen the need to further restrict mass gatherings in cemeteries, memorial parks, including columbaria, to prevent

super spreader events and observe the minimum public health standards during the “Undas” Season. “Recent Covid-19 patient timelines and contact tracing revealed that mass gatherings and personal/ family milestones are a contributory factor in identifying and tracing increased numbers of close contacts of Covid-19 positive individuals,” it said. BUTUAN CITY – The Department of Social Welfare and Development in Caraga (DSWD-13) said 155,328 indigent senior citizens in the region have benefited from the Social Pension for Indigent Senior Citizens program during the first half of 2021. Marko Davey Reyes, information officer of DSWD-13, told the Philippine News Agency (PNA) on Tuesday that the validation of the list of indigent beneficiaries will continue for the succeeding payout. A total of PHP465,984,000 pension was already released to the elderly who are entitled to

PHP500 monthly. “The distribution of the pension for the second semester is still ongoing. We have an allocation of PHP268,503,000 for the remaining beneficiaries of the program,” Reyes said. DSWD-13 has a total of 171,028 beneficiaries from Dinagat Islands (11,494); Surigao del Norte (33,799); Surigao del Sur (42,329); Agusan del Norte (39,194); and Agusan del Sur (44,212). THE pilot test of face-toface classes in the country will start on November 15, the Department of Education (DepEd) said. The pilot run of face-toface classes will begin on the said date, which is also the start of the second academic quarter. The assessment of the initial run will be conducted from November 15 to December 22, while the end of the pilot study is scheduled for January 31. In February, DepEd is set to conduct an evaluation of the pilot study, identify other schools for expansion of the face-to-face classes, inspect sites, and present to President Rodrigo Duterte the report on the pilot test and the proposed expansion.

The DepEd plans to expand the holding of face-toface classes to other schools and areas on March 7. In September, Duterte approved the holding of faceto-face classes in areas with minimal risk for COVID-19. DepEd earlier said 100 public schools and 20 private schools will be participating in the pilot test. Face-to-face classes, even in limited form, can mitigate the challenges of distance learning. The pilot test will cover kindergarten to Grade 3 students without existing comorbidities, while only subjects that require laboratories or workshops for senior high schools will be allowed to have in-person classes.

COTABATO CITY – The police have now started their investigation into the recent killing of a drug store owner in Barangay Rosary Heights 11:00 am, Monday morning here. Capt Rustom Pastolero, city police station 2 chief, said the victim in the broad daylight shooting incident was DJR Pharmacy owner Dessirie Jumalon Rabia, 58. She died while undergoing treatment at a hospital in Cotabato City, it was learned. Initial investigation showed that one of the assassins posed as a store customer at the DJR Pharmacy located along Teodoro V. Juliano Street around 10:00 am on Monday. When the

Their Existence Speaks of Social Injustice

“THE more than 120 Electric Cooperatives in the country with some 13 million members are cooperatives in name only and are not genuine cooperatives.” This was the gist of the Supreme Court’s decision penned by Justice Mariano del Castillo in 2003 in the case entitled, “PHILRECA VS. DEPT. OF FINANCE.” As pronounced by the Supreme Court, while they use the title COOPERATIVE but they do not follow the time honored and universally accepted cooperative principles and values. Why is this so? Let us go back to history. It was no less than the late former Vice President Emmanuel Pelaez from Cagayan

THE thirty pieces of silver were the price of Judas’ betrayal. JUST wondering about undeserving individuals running for top post during elections. Well, that is a right guaranteed in the constitution. The Philippine constitution clearly states that any natural born Pilipino citizen, of legal age and able to read and write is eligible to run for public office. There is, however, no provision that restricts a mentally challenged individual to run for an elective public post. Neither, the constitution bars the corrupt nor prohibits a person facing graft charges in the court of law. Anyway, the principle that an individual is presumed innocent until

proven guilty provides an armor that protects the corrupt masquerading as public servant. The “unless proven guilty” phrase has been subject of abuse that ensures the corrupt public official of constitutional protection amid public consternation. Who cares? The voters accept few bills in exchange of votes thereby allowing the corrupt and the morons to hold public office. The idea that the voters are easily bought for a few pieces of silver are held as the rule of the day during election period. In fairness, there are candidates who abhor vote buying. Perhaps, the candidates detesting vote buying could be ideal. Don’t be fooled, these cretins

BUTUAN CITY – A total of 159,879 doses of coronavirus disease 2019 (Covid-19) vaccines have already been administered in the city as of Tuesday. The number represents 27 percent of the total population of the city and 33 percent of the target herd immunity set by local authorities here. “Of the total number of residents vaccinated, around 85,018 individuals are already fully vaccinated in Butuan,” city information officer Michiko De Jesus told the Philippine News Agency in a phone interview Wednesday morning. She added that the updates on the vaccination efforts here are based on the data provided by the Local Vaccination Operations Center (LVOC). “Amidst this pandemic, Mayor Ronnie Vicente Lagnada has ordered to intensify the campaign among our constituents to avail of the free vaccination of the government,” De Jesus said. The data on the total vaccines administered per category provided by the LVOC also states that a total of 15,042 vaccine doses have already been administered to the A1 priority group (health workers); 26,500 to A2 (senior citizens); 47,043 to A3 (with comorbidities); 63,762 to A4 (essential workers); and 7,207 to A5 (indigent population). A total of 325 vaccine doses, meanwhile, have also been administered to the “rest of the adult population” category, the data added. “We continue our call to the residents of Butuan City to have themselves vaccinated for protection against Covid-19,” De Jesus said. More NPA surrenderers under EO 70: Army exec By NEF LUCZON

CAGAYAN DE ORO CITY The signing of Executive Order (EO) 70 by President Rodrigo Roa Duterte in 2018 proved to be effective in convincing more New People Army (NPA) guerillas to surrender, according to an Army official. At a conference in Bukidnon on Tuesday, Maj. Gen. Romeo S. Brawner Jr., Army’s 4th Infantry Division commander, said for the longest time, the approach of the government in ending communist-led insurgency was through military offensives. “It did not address (fully) the root of the problem, but it’s the delivery of basic (government) services to the people (that is the bigger solution),” he said during the program at the 403rd Infantry Brigade headquarters in Malaybalay City, Bukidnon, where a total of 30 former rebels officially surrendered. They will receive amnesty projects under the Enhanced Comprehensive Local Integration Program, he said. Brawner said with EO 70’s “Whole-of-Nation Approach,”

In the United States, the ECs are so economically-viable that they can provide free hospitalization and scholarship programs for their members and families. The US Assistance for International Development (US-AID) provided aid assistance at the tune of $800 million dollars for choosing rural electrification the cooperative way. But the United States was so aghast when it was brought to its attention that these so-called Electric Cooperatives were cooperatives in name only. In 1972, the US informed the Philippine Government then to rectify such wrong. Thus, the Phil Gov’t requested another set of loan from the World Bank by billions of dollars to be used for Pre-Education Seminars (PMES) on Cooperativism to their million members. But the funds were used against insurgency as it was then the period of Martial Law and Generals were on top of the Department of Energy. Indeed, records would show that it was then Generals who were running the National Electrification Administration and the Department of Energy. In fact, a Presidential Decree has been issued which was PD 1645 named after M-16 and 45 Caliber and the powers given to NEA were under Sec. 357, named after Magnum 357. After the EDSA People-Powered Revolution, the framers of the 1987 Constitution wanted to rectify such social wrong under the initiative of our very own hero Nene Pimentel and created the Cooperative Development Authority whose reason for being was clearly provided for in Sec. 15, Art. 12, which is, “to promote the viability and growth of cooperatives as instruments of social justice, equity and economic development.” A Memorandum of Agreement (MOA) was signed between the first Chairperson of CDA, Chair Edna Aberilla and then DOE Secretary, Emmanuel Pelaez that these so-called Electric Cooperatives must register with CDA within three years. An Omnibus Rules and Regulations were drafted to put the Agreement into reality. But these so-called ECs have all these years created a strong cabal of vested interest. Of the more than 120 ECs, only 13 were registered with CDA that have recognized the capital contributions of their respective MCOs. Why are some oligarchs who are profiting so much from electricity do not want these ECs to become genuine cooperatives? In fact, some of these CDA registered ECs have decided to become corporations so that a few elites can have their massive raking. Indeed, in not following the time-honored and universally-accepted cooperative principles and values the existence of so-called Electric Cooperatives is a great social injustice and must be rectified. WHY IS THIS SO? Look at the monthly payments of the members. Every month in the last 70 years, the members being MCOs are paying two items which can be considered their capital contribution: 1) AMORTOZATION OF LOANS at about P0.85 per kilo-watt hour and 2) REINVESTMENT at about P0.11 per kilo—watt hour. But those advocating have been killed, and the former CDA Chairman for just issuing a Certificate of Compliance to DANECO, for attending its General Assembly, and for standing for what is true, what is right, what is just, and social justice is now facing a SANDIGAN BAYAN case, initiated by an Agency of Government whose head has just been kicked-out by President Duterte for corruption. Now, tell me, who is really corrupt? Indeed, the non-full disclosure and non-full recognition of the 13 million member-consumerowners (MCOs) of their capital shares now amounting to hundreds of billions of pesos speaks of social injustice. Such is contrary to the intention of the framers of the Rural Electrification Law that must follow the spirit and essence of cooperativism to democratize wealth and power. These 13 million MCOs with an average family members of five will constitute a mass base of some 65 million Filipinos whose poverty could have been reduced if only their capital shares are well recognized in the spirit of transparency and accountability which means receiving monthly patronage refund and interest on capital very much needed at this time of pandemic characterized by so much hunger and poverty and where unemployment has reached 8.1% of the population or 3.18 million Filipinos. Has any politician raised this glaring social injustice? No one because many are financed by the elites, conglomerates and oligarchs who are in control not only of water but of electricity. Based on the records of the MDRRMO, those municipalities which suffered the wrath of the storm include the following barangays, namely Jabonga with 60 families, Cabadbaran City with 472, Tubay with 35, Buenavista with 21, Magallanes with 69, and the town of Santiago with three families. “As of 5 p.m. on Monday, all the evacuated residents have already returned home and the affected families have been aided by the provincial government with relief goods,” the MDRRMO officer clarified. The storm also damaged a total of nine houses in the coastal areas of Cabadbaran City, Buenavista, Carmen, and Tubay. “Most of these houses are built [with] light materials. Around PHP430,000 worth of properties, particularly houses, were damaged by TS Maring in our province,” Suyo reported. That petitioners are husband and wife respectively in a marriage performed under Civil rite on January 25, 2004 at Calbayog City, Samar, both petitioner’s had been converted to Muslim and thereby embraced Islam Religion as their new found faith, by virtue of their respective intellectual choices which were duly registered with this Court, both of them can be served summons and other legal processes relative to this case at their resident at Purok 2, Magoong, Linamon, Lanao del Norte and No. 25 Bliss, Brgy. Basud, Calbayog City, Samar, respectively; That said marriage did not last long due to lack of love and affection until the relationship manifested incompatibility and sustained misunderstanding between petitioners and reached the point of irreconcilability and they separated for ten (10) years, they decided to separate live physically in bed and board, thereby, executed Memorandum of Agreement in order to formalize their separation. Since their separation, they had never been communicating or supporting either financially or emotionally to each other, neither minding each other affair’s; petitioner seek judicial decree of divorce, thereby, severing their marriage bond on January 25, 2004 so that they will have free hand to do what a single man or woman could do without marital burdens. Reconciliation between them had already been diligently employed but all proved futile. WHEREFORE, finding this petition to be sufficient in form and substance, set the initial hearing of this case on November 15, 2021 at 9:00 a.m. at which time, date and place. Any interested party may appear and show why the petition should not be granted. Let copy of this Order be published in newspaper of General Circulation in the City of Iligan once a week for three (3) consecutive weeks at the expense of the petitioners. SO ORDERED. DA exec urges youth to engage in agriculture, future of food security CAGAYAN DE ORO CITY -- The Department of Agriculture (DA)-10 headed by Regional Executive Director Carlene C. Collado urged the youth of today to engage in agriculture during the Rising of the Young Farmers Era: Regional Youth Camp, October 5. Spearheaded by the Agricultural Training Institute–Regional Training Center-10 in partnership with the region’s 4-H Club, the affair features the sharing of innovations and best practices of young successful agripreneurs. Via the virtual platform, Collado emphasized that agriculture constitutes

the foundation of food security and the youths are the future of food security. He reinforced on

encouraging the youth to undertake any agrirelated endeavors by promoting the different farming technologies

and other forms of assistance that the government can offer, especially thru the Mentoring and

Attracting Youth in Agribusiness (MAYA) and the Kapital Access for Young Agripreneurs (KAYA) programs. MAYA is an internship program that aims to develop youth into agripreneurs while KAYA provides financing assistance to the youth. “The agriculture sector needs committed and passionate millennials to advocate for the development of the agriculture sector of the country,” he said. “Careers in agriculture and forestry make up one of the largest industries and sources of long-term employment in the country, providing jobs for millions of Filipinos. These careers supply us

with a multitude of food products and alternative energies, among other important resources for sustaining our country and contributing to the world’s economy,” the agri chief added. The said threeday youth camp will highlight the role of the youth in agri development, kicking it off with a capability building of the 4-H club officers and members. The 4-H club comprises the youth who are single, ages from 15 to 30 years old, where membership is open and voluntary underscoring the involvement in community-based projects in agriculture and homemaking.
