A really dramatic and challenging headline.Well, I have adopted this headline from many worldwide publications. I just couldn’t think of anything better or different that will the world look like if we miss our climate targets? With the plans currently on the table, we are gearing up for an increase of 2.7 degrees Celsius. That would be much worse for the planet than adhering to the agreed-upon Paris goal of 1.5 C. Sun rays glare from behind a thermometer showing over 40 degrees Celsius. The UN has warned we’re on track to hit 2.7 degrees Celsius of warming by the end of the century. Time is running out. The scale of action we need to

protect the climate is huge, it has to happen fast, and the plans on the table are falling short. In 2015, almost all of the world’s nations agreed to limit the temperature increase to 2 degrees Celsius (3.6 F) above pre industrial levels, and to aim for a limit of 1.5 C under the Paris Agreement.  So far, the actual commitments made to cut fossil fuel use and other measures to reduce emissions of greenhouse gases into the atmosphere — if carried through — will only get us down to 2.7 C of warming, the UN has warned. At the end of this month, world leaders will meet in Glasgow for the 26th edition of the UN Climate Change Conference. And

Klaus Doring

the pressure is on to come up with much more radical measures to meet the Paris target. Record-breaking heat hit many countries this year, among them Canada, where the mercury spiked at nearly 50 C. But what difference does a fraction of a degree make? Well, a lot, according to the vast body of scientific research being done globally to assess the impacts of climate change.  With climate-induced disasters already happening See DANGER, page 11

Susan’s Notes

Canceling out the cheap political noise in this pandemic

ROCKINGHAM, North Carolina--With the filing of candidacies done and the November 15 deadline for the substitution or withdrawal of candidacies still way off, Filipino voters have resumed whatever adjustments they made into their lives amid the ongoing pandemic. Prior to the pa\ndemic, a lot of Filipinos would keep a scorecard on what names to write on May 15 of election year. When I lived in the Philippines, I used to do that as well as my share in making sure we elect the best possible leaders for the country. Now that I’m in the US, I could only observe with growing discouragement

the results of past elections because I’ve yet to see major inroads to a progressive Philippines. Many of those who got elected didn’t even remember why they were candidates in the first place. Reports of patronage and money politics still abound and not a few people blame the poor whom they accuse of being easily bought and swayed with chump change and populist, inflammatory rhetoric. While I resolved that this time I would cut back on the fingerpointing and blaming because it’s so easy to blame and accuse without substantial evidence, I believe there’s enough evidence for people to see that our country was woe-

fully unprepared to handle the COVID-19 pandemic. In our little corner of the world, specifically Misamis Oriental and northern Mindanao, our hospitals were pushed to the breaking point of their personnel and resource limits with the repeated COVID-19 surges. And with allegations of corruption in the national government’s COVID-19 response set against the backdrop of longsuffering, ill-equipped/protected, underpaid, overworked medical health care frontliners, laid off workers, closed businesses and deaths either caused by COVID-19, See NOISE, page 11

Kim’s Dream GNP now means God, Nature & People

Debunking Dominant Development Paradigm

IT is business as usual and the consequences are fatal because such is anchored on a wrong development paradigm that calls for increases in GNPs (Gross National Products) yet destroys life support systems. Glaringly, the word economy through corporate globalization is not only remarkably unequal where only one per cent of global population is in control of the economy but remarkably threatening the Earth itself. We are now in the 21st year of the 21st century but we do not know whether we will reach the 22nd century which is only 79 years from now. To quote Jeffrey Sachs in his book, “The Age of Sustainable Development,” Like all living species, hu-

manity depends on nature for food and water, material for survival, and safety from dire environmental threats, such as epidemics and natural catastrophes. Yet for a species that depends on the beneficence of nature, or on what the scientists call ‘environmental services,’ we are doing a poor job of protecting the physical basis of our very survival! The gigantic world economy is creating a gigantic environmental crisis, one that threatens the lives and wellbeing of billions of people and the survival of million s of other species on the planet, if not our own.” Such contention of Jeffrey Sachs is reinforced by an independent report com-

Orlan R. Ravanera

missioned by 20 countries in 2012 to study the human and economic costs of climate change. The DARA study wrote that it: “linked 400,000 deaths worldwide to climate change each year, projecting deaths to increase to over 600,000 per year by 2030 . . . Heat waves kill many, to be sure, but global warming also devastates food security, nutrition, and water safety. Since mosquitoes and other pests thrive in hot, humid weather, scientists expect diseases like malaria and dengue fever to rise. Back by popular demand: BPI AIA again offers Build Life Plus with shorter pay

LEADING insurance firm BPI AIA said it found that Filipinos increasingly prefer purchasing long-term protection plans at shorter payment terms. To continuously support customers’ changing needs, the company is again offering one of its whole life insurance products on 5- and 7-year pay terms. The product called Build Life Plus is a savings and life insurance plan that provides policyholders with longterm benefits. This includes protection up to age 100, investment in chosen fund, accident and health coverage, waiver of premium, and optional critical illness coverage and hospital confinement benefit for additional peace of mind. “The pandemic has reminded people once again of the importance of being insured, being protected, hence the increase in inquiries about our products. Notable though was the demand for products that had a shorter-pay period, some customers would much rather complete the payment within 5 to 7 years versus spreading it out and paying longer. This is why we brought back the shorter pay variants of Build Life Plus, it has been consistently one of our best-selling products over the years and this

will provide more options for Filipinos looking for insurance coverage,” said BPI AIA Chief Executive Officer Surendra Menon. Its component investment funds are expertly managed by BPI Asset Management and Trust Group (BPI AMTG) and BPI Investment Management, Inc. (BIMI) and will be invested based on the policyholder’s needs and risk appetite. Entrepreneurs, See OFFERS, page 10

Better learning modules By BELINDA DONGGON PRIOLO Teacher III Butadon Elementary School Butadon, Kapatagan, Lanao del Norte

DEPED is improving its quality assurance process for the learning modules. What they did to have a better version of self-learning modules was they conducted a second round of quality assurance of the modules. The call to continue education triumphed over calls for lockdowns and closures. It is a celebration of victories against Covid-19. A successful module is one in where the stated learning outcomes or objectives align with the teaching activity and assessment or what is called as constructive alignment. In other words in the context of the learning outcomes, what

learning activities do you want your students to engage with? In today’s pandemic era, teachers retain a very significant advantage – their control over the curriculum. Much of the creativity and power in teaching lies in the design of the curriculum, the choice of texts and ideas which become the focus of study, the planning of experiences for students and the means by which achievement is assessed. Of course, the way in which the curriculum is brought to life is equally important but the power of good teacher-student interactions is multiplied many times by a good course design.

from page 8 Duterte legacy of unique reporting from previous admins In the same interview Secretary Andanar said that the roll out of the Duterte Legacy communications campaign is an upgrade on how the government reports to the people. He noted that reporting the accomplishments of the administration no longer only relies on the annual State of the Nation Address (SONA) of the current President. He said that these accomplishments can be discussed by conducting massive information dissemination efforts which tackle how the campaign promises of the chief executive are being carried out to the grassroots level. Secretary Andanar hopes that this new strategy of accomplishment reporting will be adopted by the future administrations so that they can also cement the initiatives that are undertaken by the government that are geared in developing the country. “Ang Duterte legacy campaign ay isang report po ng ating pamahalaan tungkol sa mga nagawa ni President Rodrigo Roa Duterte sa kanyang termino. Alam naman natin na ang ating presidente ay mayroon pong mga pangako noong 2016 at tinupad niya po ito [The Duterte legacy campaign is a report of the government about the accomplishments of President Rodrigo Roa Duterte during his term. We all know that the President made promises in 2016 and he delivered these],” he said. The PCOO chief said that the administration still welcomes the presence of critics, stressing that it attests to the respect of the government for every Filipino’s right to exercise democratic values. “Maganda naman na mayroong critics. Ibig sabihin nito buhay ang ating demokrasya dahil hinahayaan natin sila na magcriticize. Ito naman ay civic responsibility ng isang citizen ng isang democratic country [It’s good that we have critics. This only means that democracy is alive because we allow them to criticize. This is a civic responsibility of a citizen in a democratic country],” he said. “Kung maganda naman ang mga sinasabi at ito naman ay constructive criticism, eh at least these critics keep the government up on its toes [If what they are saying is sound and they are constructive criticisms then at least these critics keep the government up on their toes],” he added.

across the globe, the scale of the problem can seem unmanageable. Yet while science does paint a bleak picture, it also shows that limiting warming by what seems like a tiny amount can save many millions of lives, protect vast areas of land from degradation and give other species a chance of survival. According to the Intergovernmental Panel on Climate Change’s (IPCC) latest report, released in August, the global temperature has already risen by 1.07 C since the industrial revolution. And we can already see that just 1 degree of warming has had a massive impact.  Yes, and once again I disappear into my air-conditioned office to continue writing this column. Not a great decision. Sure, I agree with you my dear readers, Well, a little bit of warming means a lot of rain. The latest IPCC report says the kind of “extreme rainfall event” that, before the industrial revolution would occur once every 10 years, is now happening about 30% more often. At 1.5 degrees of warming, the risk goes up by 50% — and the severity of the event increases too, becoming 10.5% wetter. At 2 degrees, such an event becomes 70% more likely, and 14% wetter.  Longer, drier droughts - do we want this? While some regions of the planet will get wetter, others will get drier, with equally catastrophic results. In 2018, the IPCC said limiting global warming to 1.5 C compared to 2 C could mean half as many people exposed to water stress.  In its latest report, the IPCC says what would have been oncea-decade droughts before the Industrial Revolution are now 70% more likely. At 1.5 C they become twice as frequent, and at 2 degrees, they will happen 2.4 times as often. According to the Carbon Brief, globally, the average length of a drought goes up by two months with 1.5 degrees of warming, by four months at 2 degrees, and a whopping 10 months at 3 degrees of warming. In 2019, the World Food Programme said that 2.2 million people in Central America’s “dry corridor” had suffered crop losses due to drought and five consecutive years of erratic weather. In February this year, that figure went up to nearly 8 million, partly as a result of the economic impact of the pandemic, which compounded “years of extreme climate events,” but also as a result of Hurricanes Eta and Iota, which hit Central America in November 2020. How much worse things get in the region will depend on the climate action we take. According to Carbon Brief, at 1.5 degrees of warming, the average length of droughts in Central America will extend by five months, at 2 degrees of warming by eight months, and at 3 degrees by 19 months.  And alongside drought come heatwaves and the perfect conditions for the kind of fires that have roared everywhere. from California to Southern Europe and Indonesia to Australia, over recent years. The IPCC says limiting warming to 1.5 C compared to 2 C could reduce the number of people frequently exposed to extreme heat waves by about 420 million. If these figures are mind-

boggling, the human cost of these apparently small increments in warming is almost impossible to comprehend. The lives destroyed, hunger, homelessness and poverty, mean unquantifiable suffering. And they will exacerbate or precipitate political tensions in ways we can’t predict, leading to conflicts we can still only guess at. What we do know for sure, is that when it comes to climate change, appathly small numbers can make all the difference. I am writing this column on October 14, 2021. starvation or mental desperation leading to suicide, one can only gnash their teeth and ventilate their anguish in social media. ************ Speaking of Misamis Oriental, one cannot talk about the province without Cagayan de Oro City its (un?)official socio-political and economic capital. And with the onset of the COVID-19 pandemic in March last year, one sees quite objectively and (crystal) clearly why the incumbent administration of Cagayan de Oro City Mayor Oscar Moreno and Rep. Rolando ‘Klarex’ Uy of the city’s 1st district stood tall, courageous and strong among the leaders in Misamis Oriental and northern Mindanao. Oh yes I can hear and imagine the heckling, sneering and trolling of their most vicious critics on their alleged failures, so-called acts of corruption and what not (ayuda being the obvious fallback and favorite alibi) but until these critics and trolls produce incontrovertible, undisputable evidence that can stand the cold, hard glare of a court’s scrutiny, all they’re creating is mere blowhard and noise. Definitely not something one should not waste their precious time on. Yes there may be challenges such as the COVID-19 surges and stumbles along the way but both Mayor Moreno and Congressman Klarex Uy’s strong partnership along with their allies in the 19th City Council and Cagayan de Oro City Hall’s bureaucracy, particularly their medical frontliners closed ranks and weathered the ongoing pandemic, even enduring the scorn and intrigues played for political brownie points by their critics and trolls. Chief among these smarmy, unsavory critics and trolls are those wannabe aspiring politicians and ruling opposition officials in Misamis Oriental who fancied to run in Cagayan de Oro City but whose contributions during the pandemic amounted only to grandstanding and credit grabbing. These opportunistic officials can’t even be bothered with building adequate isolation facilities and strengthening the province’s hospitals and overall health care system. The creation of the Center for Emerging-Reemerging Infectious Diseases (CEREID) in Barangay San Simon, Cagayan de Oro City is one such proof of the enduring partnership between Mayor Moreno, Congressman Klarex Uy

Sat-Sun, October 16-17, 2021 and their allies in the City Council and the City Hall bureaucracy. Oh sure, there will be those who’d assert that the CEREID was all the idea of local health officials and they are correct. But I seriously doubt that any of the local officials these critics fanatically support have the political will, wisdom and foresight and insight that Mayor Moreno and Congressman Klarex have in supporting and even shaping the creation of the CEREID which I have to talk about in some length in the future. It was the CEREID that helped Northern Mindanao Medical Center (NMMC), the COVID-19 referral hospital in northern Mindanao, to boost their health care capacity for COVID-19 patients in Cagayan de Oro City, Misamis Oriental and Region 10. Given that background and the continuing decline of COVID-19 cases in Cagayan de Oro City through the efforts of the Moreno administration, Congressman Klarex and their kaabag (allies/ partners) in the City Council and the City Hall bureaucracy, should there be any cause for doubt or antagonism towards One CDO, One MisOr? May the overall arching lessons brought by the pandemic enable our voters in Cagayan de Oro City and Misamis Oriental to cancel out those wannabe politicians and their trolls and vote their next leaders wisely.

report looked at the added health consequences from burning fossil fuels – aside from climate change – the number of deaths jumps from 400,000 to almost 5 million per year. Carbon-intensive economies see deaths linked to outdoor air pollution, indoor smoke from poor ventilation, occupational hazards, and skin cancer.” Indeed, the current pandemic is just a “tip of the iceberg.” The real culprit and threat to humanity is climate change but such truism is being hidden through media collusion in cohort with powerful corporations. Through the use of fossil fuel alone and coal, some 19 fossil corporations are earning some 16 trillion dollars a year or 10 million dollars every minute and part of these raking goes to the media, to the politicians and religious groups. Let notice be served to one and all that climate change is a crime against Mother Earth, against humanity and against the Creator during these most challenging times of moral collapse and religious. apathy. The pandemic is indeed a wake-up call! Indeed, the word development has been abused and mangled beyond recognition. Everything is done in its name and everyone claims to be doing just that especially the politicians, yet, the day to day life of the people speaks that it is not so. The kind of development can be likened to the workings of an auto-immune disease syndrome (AIDS), where no less than the body’s defense mechanisms are attacking vital organs. We decimate our forests, we pollute our rivers and bays, we produce food yet contaminate our water table following costly agricultural technologies tied up to the heavy use of toxic chemicals, modern living means adopting lifestyle that what makes of a throw-away society – all done in the name of development.

That kind of development can only be described as ruthless and futureless which has made the impossible now possible, which is the end of life on earth. Biodiversity embracing billions of life forms has tremendously decreased as these life forms which have evolved on earth for billions of years are now extinct. As the earth warms and the oceans rise, we are now confronted on how to feed, clothe and house the exponentially growing earthlings that will reach the 9.3 billion mark by 2050. Mahatma Gandhi had put it more succinctly when he said, “If man has to be saved from doom, development must be in harmony with nature and not as its own expense.” A Lumad leader was even more precise when he said, “only when you have cut the last tree, only when you have caught the last fish, only when you have dried the last river, only then will you realize that you cannot eat your money!” That kind of development – corporate globalization- must now be debunked. But how? Don’t you know that many political candidates are financed by these powerful oligarchs to protect their interest, thus, perpetuating a highly skewed societal order where economic power begets political power? KAKATAWA ANG ELECTION SA ATING BAYAN. PAKINGGAN MO MGA SINASABI NITONG MGA KANDIDATO. MERON BA SILANG SINASABI TUNGKOL SA KALIKASAN AT SA MGA IMPORTANTENG ISSUES? MGA KABABAYAN, WAG NA PO TAYONG PALOKO! SABIHIN PO NATIN NA ANG GNP AY GOD, NATURE AND PEOPLE! VOTE FOR CANDIDATES WHO ARE TRANSFORMATIVE LEADERS FOR PEOPLE, PLANET, PROSPERITY AND PEACE!

Maj. Gen. Romeo S Brawner Jr,, Commander of Fourth Infantry Division, said that the government through its “whole nation” approach is seriously working to secure and provide opportunities for the rebel returnees to become economically and socially stable. He said that the government is providing P 420,000 housing fund that could be availed either in cash or for building a house, a scholarship to children of the rebel returnees, a 2-hectare farm lot for those who want to engage in farming and an integration to the military to qualified returnees. Brawner said that since 2016, a total of 1,419 former rebels re-

ceived financial assistance package and other benefits from different government agencies under the Enhanced Comprehensive Local Integration Program (E-CLIP) under the 4ID’s area od responsibility. The 30 surrendered 30 rebels also turned over 22 high powered and three low powered firearms. They were under the custody of the various military units under the 4ID in Bukidnon.

The senator, who is gunning for a vice-presidential position in the 2022 polls, vowed to continue the projects and programs initiated by the Duterte Administration., pointing out the importance of the “Build, Build, Build” program. “More Build, Build, Build projects and I will continue the current admin’s projects and programs which greatly helped the Filipinos,” he said. Go said he was determined to continue President Rodrigo Duterte’s legacy, to assist the country in overcoming the pandemic, and to provide a better life for all Filipinos, particularly the most vulnerable, helpless, and hopeless segments of society. Apart from that, he said the campaign against drugs and criminality will also be part of his focused agenda. “Economic recovery is also very important. Those Filipinos who were affected by the pandemic, we will help them get back on their feet again. We will help our countrymen to be productive,” he added. As the chair of the Senate Committee on Health, he also vowed to provide free health services, especially to the poor Filipinos. “We will also look into providing free education where our goal is to provide at least one [college] graduate per family,” he added.
