DOST XI highlights S&T Week with virtual forum DAVAO CITY -- A series of virtual forum set on November 3-5 will highlight the celebration of the Regional Science and Technology Week (RSTW) in Davao Region as the Department of Science and Technology XI (DOST) prepared virtual forum on topics such as COVID19 response, innovations in health, food processing, environmental management, and science communication. “This is our way of celebrating the contribution of science, technology and innovation towards socioeconomic development of the country”, DOST XI regional director Dr. Anthony Sales said during his guesting in the One Davao Virtual Presser.

NFA Bukidnon palay procurement intensifies M A L AY BA L AY C I T Y, BUKIDNON - An average daily procurement tallying at 4,711 bags at 50 kg now sets the pace for NFA Bukidnon’s palay procurement as of October 20. From 1,738 average bags in September, the branch’s accomplishment is increasing as the month is about to end. The second cropping is considered the main harvest season in Bukidnon. 81.66% of last year’s second semester branch procurement accomplishment came from its 4th quarter procurement. NFA Bukidnon which is among the nation’s top 20

procuring branches has six (6) buying stations strategically located in Aglayan, Valencia, Musuan, Maramag, Kalilangan and Wao. For second semester 2021, the branch has procured 107,947 bags as of October 20 or 135,349 bags including its first semester achievement. New Camiguin airport inaugurated UN-Habitat assures M A N I L A— A s i d e f r o m achieving improved connectivity and mobility for Northern Mindanao, economic, tourism and employment opportunities are also seen with the inauguration of the upgraded Camiguin Airport on Friday, 22 October 2021, to be led by Transportation Secretary Art Tugade. Secretary Tugade and Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco will lead the inauguration ceremonies of the airport’s improved and expanded Passenger Terminal Building (PTB). The airport’s expanded PTB can now serve at least 200 passengers from its previous passenger holding capacity of 66 passengers. Secretary Tugade will also inaugurate other completed development projects, including the airport’s administration building, fire station building, and the completed runway slope. Camiguin welcomes the operation of its improved and rehabilitated gateway as it is also set to welcome tourists on October 25. Being the province’s lone airport, Camiguin Airport is expected to offer a comfortable and convenient travel experience for passengers, while ensuring an equitable and inclusive growth in the areas of employment, trade, and investments in both the province and in the entire Northern Mindanao region.

BUTUAN CIT Y – The construction of the PHP34,140,000 regional evacuation center began on Thursday in Remedios T. Romualdez (RTR) town in Agusan del Norte. In an interview, RTR Councilor Bernadette Daquipil told the Philippine News Agency that the project was undertaken by the Department of Public Works and Highways in Caraga. “The evacuation center will be a great boost to the efforts of the municipality

especially in safeguarding the lives of residents during the time of calamities such as floods,” Daquipil said. She said previous weather disturbances have caused flooding in several barangays in RTR that forced residents to evacuate. “Our gymnasium is not enough to house our evacuees as what we have experienced in recent months. This evacuation center will ensure the safety of our affected residents in times of calamities,” Daquipil said. The evacuation center

project is constructed on a 2,000-square meter lot inside the seven-hectare land in Purok 10, Barangay Balang-balang. The evacuation center can accommodate around 1,000 persons and comes with a kitchen, clinic, training hall, offices, basketball court, and an area for a generator set. “Based on the program of work, the construction of the evacuation center will be completed in 330 days,” Daquipil said. Saving Mother Earth Through Awakening Consciousness

NOAM Chomsky, described by New York Times as “the most important intellectual alive, described that the plight of human civilization as “racing towards the precipice.” The doomsday clock of Mother Earth was set to at two and a half minutes before midnight. The cause: the disbelief in the scientific consensus over climate change by all governments, the mainstream media and religious groups.” Indeed, the conscious refusal of the dominant players – governments, corporations and the media – to act with purpose helps to answer the questions, “where is the human outcry for earth’s life-support? Why have we failed to seize control of our survival?”

Pope Francis in his Encyclical Letter – which was back by al the major faiths – referred to climate change as “a sin against God.” Recently, Queen Elizabeth was so furious blaming governments’ inaction against climate change stating that “there should be legal action against governments for the crime of omission to protect the right to life of their populations. Apparent is the ongoing political and media efforts to suppress climate change as a crisis: by denial, by under-reporting solutions to it.” Indeed, it is an unprecedented crime against humanity as the contemporaneous development paradigm called neo-liberal capitalism being advanced

Voting Alex Lacson to the PH Senate

ROCKINGHAM, North Carolina—I’m happy to learn that Alex Lacson, the Filipino author of. ‘12 Little Things Every Filipino Can Do To Help Our Country’ is one of the senatorial candidates of Vice President Leni Robredo. He deserves to sit in the Philippine Senate due to his qualifications and his sense of patriotism. Alex stayed in the Philippines even when his siblings were headed to the US and Canada. His book contain simple advice that, if heeded and lived by every Filipino, would give more than a flicker of hope to the homeland. Simple lessons like following traffic rules and following the law. During the elections, Alex exhorts all Filipinos to do their solemn duty to vote, one of 12

simple advices in his book. Alex’s book was a bestseller during the early 2000 and I read about it first in a column of the late Philippine Star publisher Max Soliven. The book didn’t help Alex win a Senate seat then. Like every Filipino hoping for a better future for the Philippines, I’ve been looking and searching for the best of the senatorial candidates. I’ve researched their backgrounds and if they are incumbent, see for myself if they did something other than authoring or coauthoring proposed bills. Like what are their positions of the burning issues of the day. If need be, let’s learn if they have anything to hide in their private or public lives that would seriously challenge their very integrity and credibility.

Ayala commits to achieve net zero by 2050 MANILA, Philippines – Ayala Corporation, one of the largest conglomerates in the country, is committing to achieve net zero greenhouse gas emissions by 2050, as announced by its President & CEO Fernando Zobel de Ayala during the group’s Integrated Corporate Governance, Risk Management, and Sustainability Summit held Thursday. “As Ayala’s concrete contribution to the well-being of future generations of Filipinos, we are announcing our commitment to achieve net zero greenhouse gas emissions by 2050. Ayala aligns its business strategy with the Paris Agreement’s goal of limiting global warming to 1.5°C compared to pre-industrial levels. As such, Ayala commits to set targets aligned with science that cover the following: Scope 1 (direct emissions from owned or controlled sources), Scope 2 (indirect emissions from generation of purchased

electricity), and all relevant Scope 3 (all other indirect emissions that occur in value chain). Scope 3 emissions are expected to make up the majority of Ayala’s footprint and can be complex to address, but Ayala is committed to net zero best practices and driving meaningful change in its business ecosystem. Panfilo “Ping” Lacson has steadily gained ground in the latest “Pulso ng Pilipino” nationwide pre-election survey of the Issues and Advocacy Center (The CENTER). Lacson is moving upwards with a 12.5 percent popularity rating, statistically tied with Vice President Leni Robredo. He previously received 4% and then 8% in previous surveys in the months leading to the latest poll. Lacson broke into double digit figures for the first time “on the basis of a strong showing in Luzon and Visayas regions,” according to The CENTER based on its overview of the findings. The survey was conducted between September 27 to October 8. Hence, the department implemented various learning delivery modalities just to address the needs of our clientele-the learners. The school has come out to an initiative initiated by the designate Guidance Counselor and its committee. Several brainstorming and consultations were done just to finalize the school initiative. Thus, an action plan was then crafted which will then serve as guide of the department. “LIGHTS”- LUMBIA NHS Innovation in Guiding Home-Bind Teens-An initiative which will enhance learners crisis resiliency in order to have effective at the same time functional outcome in order to secure quality learning endeavour in spite of the crisis we are facing-COVID-19. The creation of this initiative was based on observations even if

NOW is the time for communities to come together and share in the development of a new normal (one that responds to the needs elevated by the pandemic) like mental health and early childhood and expands innovations that prove promising. A new normal also means we listen closely to the needs of parents and studnets now as we are all still in the midst of balancing a Covid-safe life and new normal in our own lives and communities. Our public education system must respond to these needs and innovative ways to remain relevant and to deliver on the

promise of public education. 2020 has been a year like no other. The Covid-19 pandemic has created the most severe disruption to global education systems in history, forcing more than 1.6 billion students in over 190 countries out of school at the peak of the crisis. The pandemic has brought to light already existing challenges to education that have not been adequately addressed for far too long. It has highlighted alarming inequities within and across countries that must be tackled urgently in order to guarantee everyone’s right to education.

Various industries in the Philippines are already on their slow but steady path to recovery and that includes the education sector. Despite the compromises and major changes made in the educational system to navigate through the new normal, the Department of Education (DepEd) has successfully opened classes for SY 2020-2021. For the first few weeks of classes, the Department has been focusing on the proper implementation of the alternative learning delivery modalities and providing the necessary psychosocial support for the academic community. DepEd recognizes the challenges of the school year ahead, but if we opted for an academic freeze, we would have lost many months of the children’s learning. The opening of the school year has generally been very successful, and we will continue to face any challenge that lies ahead with great resolve to continue education in the country. Following the DepEd’s successful implementation of the different learning modalities across the country, regional offices are working hard to continuously provide students with learning materials. With the vision of making education accessible to every student in the coun-

try, DepEd reports that 690,578,576 modules have already been printed. Distribution of the said learning materials has also been successful, with 465,225,636 modules being distributed to students nationwide for the first quarter of the school year. Learning materials for online distance learning students have already been prepared in time for the first quarter of the academic year, with 3,841,474 digitized modules, e-books, online video lessons, and the like ready for rollout. Recently, DepEd also announced the DepEd Error Watch initiative. The goal of this initiative is to receive and collate reports of errors found in different learning materials so that the DepEd can forward these to the appropriate offices for validation and correction. The initiative allows the Department to be more open to public feedback in order to further improve the learning experience of every student in the country. Don’t you know that the number of flora and fauna found in just 5,000 hectare-Mt. Kitanglad Range is far greater compared to those found in one billion-hectare continent of North America? Based on an Oxfam Study, the most flawed species of all of God’s creation is the Homo Sapiens (human beings) as that species was responsible in killing its own kind at the tune of 150 million in 19th century alone out of two world wars and the cleansing of Pol Pot and Hitler and the Middle East and Mindanao wars. Worse through the Anthropocene, with the Greek roots meaning “human-made” (anthropo) and “new” (cene), Gaia (Mother Earth) is now facing its 6th extinction, that is, if this species will continue its collective insanity through the egoic chattering mind. But the wind of change is now hovering through the looming of an awakening consciousness. Human BEING is more than form but an eternal formless Being that is pure consciousness that has been there prior to being a form (body). It is the teaching of all major religions that there is someone coming to liberate us and all the while, we have been waiting. The truth is, what we have been waiting for is really that consciousness that is inherent in every one of us, our spiritual awakening – the Stillness that is our essential nature. Feel that stillness and oneness with all things and you become Spiritus Luminus (enlightened spirit) and be transformed into homo pacem (men and women for peace). There is now an on-going shift toward collective consciousness and spirituality of all people of the world that must now heal the wounds of GAIA and those of Her children, damaged all these years through false religions and western development materialistic and consumerist paradigm that sacrificed the people and the ecosystems to the altar of greed and profit, controlled by the egoic mind. Free yourself from over thinking. Feel life deep within and connect with the Innermost Being called God! Indeed, time is just an illusion. What matters is the Now. Time doesn’t exist at all for life continues here and beyond. And when love is in one’s heart, time and space have no meaning for love transcends everything. Now that Doc Willy Ong has thrown his hat for the second highest post of the land, he might have the solution of ending the pandemic following their campaign slogan ‘Bilis, Kilos’ with presidential partner Isko Moreno. Meantime, it seems the virus is slowing down and the lifting of restrictions worldwide would likely result to a dramatic economic turn around as vaccines are coming in by plane loads on a global scale. Indeed, the pandemic has now incited the worst economic slump since the Great Depression. And here is the takeaway and why: the meconomic impact of the pandemic may last a little longer even if the underlying cause is contained quickly amid the brewing smell of PH politics. Sadly, we are not over on this yet. The task ahead is a herculian challenge to all of us as we face off the dark shades of PH politics now shaping up in the four corners of the land. Alex Lacson studied for three years at the Philippine Military Academy and transferred to the University of the Philippines at Diliman. Alex Lacson secured his bachelors degree. It is also in UP where Alex obtained his Doctor of Jurisprudence. While studying, Alex worked as a student assistant and later became a student leader. Alex Lacson is a poet and civil society leader who hailed from Negros Occidental province. Born and raised in Kabanlakan, Negros Occidental, Alex is the sixth of eight children. In my high school days, Alex was a student council president and was supposed to graduate as valedictorian. But his department slid him to salutatorian after he led a schoolwide boycott of classes. His 2010 Senate run didn’t fare well and I was frustrated on the result. But as Pinoys already know by now, Philippine politics is a rich person’s game and winning in the elections would be nearly impossible even for someone qualified like Alex Lacson. Years after I moved to the US, I lost track of Atty. Lacson until February of this year. Dr. Tony Amor posted at The Facebook page of the Filipino-American Community of the Carolinas (FACC) asking if anyone read the book ‘Five Hundred Years Without Love’ (a book that talks about love for the country) written by Alex Lacson and the memory of my interview with Alex came to mind. Yes, it is seven months before the 2022 elections, but I’m taking this opportunity to remind voters to discern well in their choice of candidates to lead the country three to six years onward. That’s why this early I’m appealing to Filipinos worldwide to vote for Alex Lacson. As he often said ‘ a small seedling planted today could become a giant tree tomorrow.’ So to the Filipino voters I repeat: Remember and write the name Alex Lacson in your ballots on 2022.

Cruz and Digos) that will simultaneously operate. The experts, the DOTr say, is expecting daily ridership of the Tagum-Davao segment to have an increase from 134,869 by 2022. And it was also seen to further increase ridership to up to 237,023 vy 2032 and 375,134 in 2042. Earlier this year, Transportation Assistant Secretary Eymard Eje said the project completion of the train stations in Panabo and Carmen will push through despite some reported delays in procurement. “Totoo po na nagkaroon ng delay. Aside from health, Sabal said they will also allocate huge amount for social welfare, agriculture, and education. Sabal said they expect that the provinces annual budget will increase in light of the implementation of the Mandanas-Garcia Ruling where local government units will have share of the national wealth. Last year’s approved annual budget was P3.3 billion and with the Mandanas-Garcia Ruling, he said they are optimistic that the P4.2 billion for 2022 will be realized.

Along this line, Sumagayan is instituionalizing a division assessment test during their monthly management meeting to evaluate which schools in the division are performing well and needing improvement. This could be done by using the mean percentage score, a method which is implemented for the first in Lanao del Sur. “We are also conducting a year of service wherein our education program supervisors and coordinators are assigned individual schools for the whole academic year to monitor their performance for the entire duration,” Sumagayan said. With EVEREST, Sumagayan aims for collaboration and productive leadership, transparency and accountability and progress of the schools and students via the Division Education Plan. She intends to promote equality, accessible and inclusive education to empower quality teachers in a corruption-free leadership. DOLE aid intended for all workers - Bello

LABOR Secretary Silvestre ‘Bebot’ Bello III once more reiterated the firm commitment of the Department of Labor and Employment (DOLE) in assisting all workers, especially to those who might otherwise be excluded or marginalized. Bello made the statement as he led the distribution of over 6.5 million peso-worth of aid to another batch of Rizaleños during the second round of Tulong Pangkabuhayan sa Ating Disadvantaged/ Displaced Workers (TUPAD) Program payout in San Mateo, Rizal on Thursday, October 21. “TUPAD is for all kinds of workers, regardless of disabilities and sexual orientation. DOLE’s assistance programs will not discriminate and will assist all workers who need them,” the TUPAD chief implementer emphasized. Bello chimed the significance of inclusivity in initiatives towards economic recovery with the distribution of livelihood bicycle kits to persons with disabilities and members of the lesbian, gay, bisexual, transgender, and queer/ questioning community in San Mateo town. Each livelihood bicycle unit comes with a helmet, raincoat, water bottle, thermal bag, and an Android mobile phone with P5,000 worth of load (electronic payment application) to help them kickstart their delivery and/or food ser-
